After Months of Debate,
Some Zoning Changes Ok’d

Once again, the proposed Zoning Ordinance revision took center stage at a
Northampton County Board of Supervisors
session in Eastville. But this time there also was some action.
With the end of the year looming and
two supervisors only three weeks from
leaving office, the board voted 3-2 (Supervisors Granville Hogg and Rick Hubbard
voting no) to approve at least a portion of
the proposed changes to the 700-plus-page
ordinance.
Approximately 30 individuals either
spoke or had letters read into the record
regarding their views on the proposed ordinance; most voiced opposition to any
changes.

Parksley Man Dies in Accident

A 23-year-old Parksley man died Wednesday night in a single-vehicle accident on Lankford Highway near Accomac after being ejected
from the car in which he was a passenger.
According to State Police Sgt. Michelle Anaya, Devante Deshawn

Wardtown, said they don’t want their property rezoned from agricultural to residential. “Leave my land alone,” Smith said
Realtor Dave Kabler once again stated
that changing the ordinance would harm
his business by making it less appealing for
those who wish to purchase property in the
county. He said that if the supervisors had
not spent so much time on the ordinance,

Holland Named Superintendent

Chincoteague Combined School Principal Warren C. (Chris) Holland was selected by the Accomack School Board Tuesday
night as the division’s next superintendent,
effective Jan. 1.
“I am very humbled to be selected,” Holland said. “I love Accomack County and have
worked here for over 30 years.” He said his
focus would be retaining good teachers and
developing future administrators.
Holland cited the influence of “great mentors such as Dave Elebash, Ted Parker and
the late Dr. Mark Nowak,” all of whom sustained his interest in educational leadership
and maintained strong communities within
the schools.
According to a prepared announcement, Holland was chosen “after a rigorous
screening and interviewing process.”
He started in the county in 1985 as a
teacher and coach. He then served as an
assistant principal at Parksley Middle and
Arcadia High schools before becoming principal, a post Holland has held for 15 years.
He and his wife, Melissa, who is also an
educator, live in Accomack County. Their
daughter, Tatum, another educator, lives in
Florida with her husband.
The statement did not provide his salary.

they could have been working on other
important issues.
While many claimed the new ordinance would not comply with the existing Comprehensive Plan, some noted
that it just is not wanted by the people.
Franktown resident and school
board member JoAnn Molera was the
sole speaker to express support for the
proposed changes. “I’m one of the silent
majority,” she said. Molera stated that
as property available for development
becomes more limited due to restrictions in zoning, taxes increase, hurting those in the lower income bracket seeking affordable housing. “This
county will become a land of only the
wealthy,” she predicted and questioned
why businesses would want to locate
in such a community.
Nassawadox resident Larry Jones
also contended that his property is proposed to be rezoned, which could lead
to it being taken away from him.
Dr. Art Schwartzchild spoke in opposition to the rezoning, stating that
there are ample lots in the county for
homes to be built without adding more.
He too said the county should have
been spending its energy on other matters of importance rather than spending so long on the rezoning issue.
Exmore Mayor Doug Greer Sr. noted
that after he was told by a supervisor
that the Town Edge District would not
be changed, he had passed that along
to the citizens of Exmore. When it later appeared that it would be changed,
he said it made him look like one of the
supervisors for saying something that
was not correct. He urged the board to
leave the zoning ordinance as it is.
When it came time to vote on the
matter or to pass it on to the new board
in January, a motion was made to accept parts of it and leave other parts
for additional review by the Planning
Commission and future discussion by
the new board in 2016. A number of
the items that were voted on were text
amendments or changes in the wording of what would be allowed in a given
zoning district. Items such as poultry
operations were not on the table and
were left to be discussed in the future.
John Peterman, CEO of Riverside
Shore Memorial Hospital, provided the
board with a brief outline of what will
remain in Nassawadox once the hospital relocates to the Onley-Onancock
area. He stated that while most of the
plans are fluid, it is likely that the existing hospital will be razed to create
a green space. The existing water tank
and wastewater facility will remain for
the present time. The current cancer
center is expected to be converted to
medical offices for hospital physicians.
Peterman said Riverside will work
with the county to provide Emergency
Medical Services where possible.
Paul Burge addressed the board regarding the Eastern Shore Public Library system. He spoke of the reasons
to move the main library from Accomack to Parksley, noting issues such as
an aging building, limited parking, and
the need to have a larger facility. The
new 20,000-square-foot facility is expected to occupy a former grocery store
in Parksley. The move will place the
new library within a town that has water and other utilities and public services. Burge asked the board to send
a letter of support for a bill that will
be presented to the General Assembly

board voted unanimously to do so.

or repair the slate roof on the former
courthouse, which was renovated for
additional administrative space. The
board had budgeted $45,000 for the
project but the one bid received came
in at $62,500. A second bid came in later at just under $60,000. Hogg questioned if the roof should be replaced
with slate or whether other less expensive options should be considered. The
board voted to rebid the project with
various roofing options.
In reponse to a request by Sheriff
David Doughty to use extra funding
obtained by fines as a 1 percent bonus for his staff, the board voted 3-01 to place the surplus money into the
General Fund and pay the bonus to all
county employees. Hogg abstained and

from the room at the time of the vote.
The board agreed to begin investigating what type of building will be placed
on the newly acquired EMS property in
Machipongo. The structure will be used
to house the county’s EMS vehicles.

State Police
A Northampton man was charged
with felony destruction of property and several misdemeanor offenses
late Tuesday night after crashing into an abandoned building at the intersection of Front and Church streets in
Accomac.
State Police Sgt. Michelle Anaya
said the incident occurred at 7:30
p.m. Justin Cyle Kellam, 20, of Ballard Drive in Exmore is accused of
destroying more than $1,000 worth
of property, DUI under the age of 21,
obstructing justice by threatening officers and failing to maintain his lane
of travel.
Officers from State Police and Accomack County Sheriff’s Office got Kellam into custody about three hours after the crash.

Accomack Grand Jury
More than 20 people were indicted
Monday by an Accomack Grand Jury
for crimes ranging from rape and malicious wounding to welfare fraud and
drug offenses.
Maximino Lopez, 43, of Ames Farm
Road in Painter was indicted on a count
of attempting to maliciously wound fellow worker José Morales. The victim
said the defendant tried to attack him
with a knife while threatening to kill
him at the 6Ls Farm near Belle Haven.
Deputy J. Sharp of Accomack County
Sheriff’s Office (ACSO) investigated.
Clifford Albritton III, 38, of Big Pine
Road in Painter was indicted on two
counts of forcible rape and one of abduction, occurring Oct. 24 and 25. Investigator C.A. McPherson of ACSO
investigated.
Kelvin Lamont Williams Sr., 44, of
Public Landing in Snow Hill, Md., was
indicted on counts of rape, grand larceny, assault and battery, and violating a
protective order in connection with Oct.
10, 2014, incidents. Investigator Patrick
Coulter of ACSO handled the case.
Keyrria Corbin, 27, of Fleming Road
in New Church was indicted on counts
of hit and run, malicious wounding,
and driving on a suspended license
Oct. 31. Onley Police Officer Joel Addison investigated. Corbin is accused
of purposely striking Sanise Raymond
with a car on Oct. 31, crushing her legs
between two vehicles.
Laura Flournoy, 48, of the Parksley
area was indicted on 12 counts of embezzling money between July 10, 2009,
and May 28, 2015, from the Eastern
Shore Association of Realtors, where
she worked. Deputy S. Castiglia of ACSO handled the case.
Larry Bailey, 55, of Nelsonia Road
in Bloxom was indicted on a count of
maliciously maiming Sherwood Bailey of Greenbush on Aug. 23. Deputy D.
Gladding of ACSO investigated.
Erik Castillo-Garcia, 19, of Joynes
Neck Road in Accomac was indicted on
counts of eluding police and driving on
a suspended license on Nov. 1. Sharp
investigated.
Nathan Charnock, 28, of Waterfield
Street in Pungoteague was indicted on
counts of breaking into Mary Kriner’s
house on Sept. 18. He also was indicted on a charge of misdemeanor assault
and battery of Kriner. Deputy B.K.

Melfa residents Angela Cuce, 37, of
Powhatan Drive and Isaiah Padgett,
18, of Nickawampus Way were indicted on counts of burglarizing Nathan
Wilkins’ house on Oct. 4 and destroying more than $1,000 worth of his

Road in Onancock was indicted on
counts of eluding and a second offense
of possession with intent to distribute
cocaine on Sept. 7. Sharp investigated.

offense of driving while intoxicated on
Aug. 21. Sharp investigated.
Marcus LaCurtis Joynes, 34, of
Chincoteague Lane in Wattsville was
indicted on counts of sexual battery
and burglary, occurring Sept. 5, 2014.
John Lodise, 39, of Steele Avenue in
Bristol, Pa., was indicted on a count of
intentionally causing $1,200 worth of
damage to the tires and windshield of
a 2012 Dodge Ram truck on May 25,
2014, belonging to John Gillespie, his
stepfather. Castiglia investigated.
Lori Lee Metz, 46, of Wanda Jane
Lane in Accomac was indicted on a
count of grand larceny of property belonging to Walmart in Onley on Sept. 5,
2014. Castiglia investigated.
Rodney Singleton, 36, of Pungo­
teague Road in Pungoteague was indicted on a charge of grand larceny of
property belonging to Sunsations of
Chincoteague on Sept. 9. Onley Police

counts of unauthorized use of a vehicle and petty larceny of property belonging to Donna Kelly on Aug. 23, and

Andrea Lee Timmons, 33, of Germaine Lane in Parksley was indicted on one count of eluding and three

Accomack Circuit Court
A Sanford man was convicted last
week in Accomack Circuit Court of aggravated sexual battery of a 4-yearold girl. Richard Francis Hillary, 56, of
Sails Road pleaded no contest to the
charge. He was sentenced to 10 years
in prison, with all but three years and
10 months suspended. Hillary is to
have no contact with the victim or the
victim’s family and must register as a
sex offender. He was remanded to jail.
The incident occurred between June
1 and Nov. 20, 2011, when the girl was
left in his care.
Judgment was withheld for a year
for Travis Kyle Staub, 23, of Hallwood
under first offender provisions regarding possession of cocaine on Nov. 20,
2014. His driver’s license was restricted for six months and he was ordered
to do 100 hours of community service.
John Weakland, 29, of Maple Lane
in Temperanceville was sentenced for
distribution of heroin on March 12,
2014, to six years, with five suspended.
Court records showed that 10 ziplock
plastic bags, each containing one glassine packet of off-white powder found to
be heroin, were confiscated. Upon release, his driver’s license will be suspended for six months and he will be
on probation for five years.
Gary Travis Sigmon, 34, of Saxis
Road in Temperanceville was sentenced
for distribution of heroin on Dec. 19,
2014, to six years, with five suspended. His driver’s license was suspended
for six months. The crime involved 25
plastic bags, each containing a glassine
packet of tan power found to be heroin.

Northampton District Court
Two prisoners at Eastern Shore
Regional Jail (ESRJ) recently were
charged with acts of violence that allegedly took place inside the facility.
Washington Javon Smith III, 23, of
Cape Charles was being held at ESRJ
without bond on charges of maiming
and attempting to maliciously maim,
three felony counts of use or display of
a firearm and possession of a firearm
by a felon in connection with incidents
that allegedly occurred in October.
Records filed on Dec. 3 in Northampton
District Court show Smith was accused of
another count of malicious wounding on
Nov. 20. Court documents also show that
prisoner, Caleb Ryan Parks, 22, of Parksley, was charged with assault and battery
at the jail on the same date.
Parks was sentenced recently to 20
years in prison for strangling, maiming, sexually assaulting and abducting
a stranger at a bathhouse at Cherrystone campground two years ago.
Capt. Roger Kennedy of ESRJ would
not elaborate on what happened at the
jail or if the alleged crimes are related.

According to warrants filed in Accomack General District Court, Eric
Moore, 39, of Shore Lodge in Onley was
accused of driving while intoxicated for
the fourth time in 10 years and driving
on a revoked license on Nov. 5. He is being held in Accomack jail without bail.

Bundick Street in Onancock was
charged with credit-card fraud that

State and Local Issues Dominate Annual Event

At last week’s annual Eggs and Issues breakfast sponsored by Eastern
Shore Chamber of Commerce at Eastern Shore Yacht and Country Club,
state Sen. Lynwood Lewis spoke of a
possible increase of 3 percent to 4 percent in state funds.
He tempered the good news by
noting that much of that money may
be earmarked for things such as expanded Medicaid coverage and pre-K
education.
With regard to Medicaid funding,
Lewis stated that in recent months,
more individuals who have been eligible but did not take advantage of the
program are coming forward to be added to the Medicaid roles.
He also spoke of the need for municipalities in Hampton Roads to diversify
their job opportunities to become less
dependent on federal jobs and money
as the military makes changes to its
facilities, in part due to sequestration.
Other topics, such as making Medic-
aid available for 400,000 more individuals, looking at alternatives to the Virginia Retirement System, and dealing
with the rise in sea level all will be on
the table for discussion in Richmond in
February, Lewis noted.
Del. Robert Bloxom likewise spoke
of the upcoming General Assembly
session and the need to hammer out a
state budget for the next two years.
Bloxom noted that designating
funding for projects is often a hard
sell in the face of opposition within the
House of Delegates and, in particular,
the House Appropriations Committee.
Without that support, members of the
General Assembly find it very difficult
to advance their bills that require state
funds. Both Bloxom and Lewis urged
those present to contact their offices if
there were pressing issues that needed
to be discussed.

Another plus for the county, according to Major, is the new solar farm that
will provide a renewable energy source

as much as $200,000 in tax revenues
for Accomack County.
As with the state budget, half of Accomack’s revenues currently goes towards education, Major noted. She
stressed the need for workforce education to provide employees for companies that might wish to locate on the
Eastern Shore.

Northampton County with the loss of
the hospital. He said the county is trying to decide what will be done with
the buildings that Riverside Health
Services currently uses in Nassa­wadox
and noted that the county is seeking
an alternative for medical coverage.
Hubbard also mentioned the
planned relocation of a Rural Health
facility to Eastville.
Like Accomack, Northampton is being considered for a solar energy farm,
Hubbard said. Hecate Energy is investigating the possibility of constructing a 20-megawatt solar field on 185
acres to the east of Eastville. The project might provide in excess of 50 jobs
during the construction phase and possibly two full-time jobs once it has been
completed, Hubbard said.

promise for economic development is

Beach Resort near the Chesapeake

Decision on Fate of Chincoteague Road Delayed Until Next Year

Chincoteague Town Council put off
until February a decision about vacating a private road to give a local couple time to hire a lawyer to study the
issue.
Former Town Attorney Jon Poulson, who has a private practice in Accomac, asked for the postponement. He
represents a trust that owns recently
consolidated property adjacent to the
road. He said once vacated, the road
would be added to the parcel.
Mary and Bill Chrisman of Chincoteague opposed the action.
“That’s the only way we have of getting in and out to launch our boat, to
have it serviced, to do anything with
the lot,” Mary Chrisman told council
Monday. “My husband has a garden
back there … we will have no access by
walking or by vehicle.
“We use this road. And it is a road.
Not just a part of a subdivision. I implore you not to accept this. … We’ve
been here 50 years (and) had property

Poulson argued that the Chrismans
have no easement and the town has
the authority to vacate.
“It just seems like it would not be
right to deny us use of a parcel of land
that we purchased with the knowledge
that this road was there,” Chrisman
said. “I guess that is our argument.
We certainly need to find a lawyer. We
didn’t know we would need a lawyer to
oppose this.”
Councilman Jim Frese was ready
to vote. He said the Chrismans
should have known they would need
to prove their point. He was the only council member to oppose tabling
the matter.
Poulson said he provided information and wanted the right to review
what the Chrismans’ lawyer learned
two weeks before the February meeting.
“I don’t want to be surprised,” he said.
Council took no action on that request either.

Exmore Courting New Businesses

Exmore Town Manager Robert Duer updated Town Council Monday on
business activity in town.
Noting that the Yellow Duck Bakery
would be closing, he added that negotiations are underway to land a new store
on the north end of town. Additionally,
a store located at the Exmore Plaza is
looking to relocate to the former Burger
King property along Lankford Highway.
Duer reported that the new Dollar Tree
store is doing well and attracting customers from throughout the Shore.
Council heard a report from Duer
regarding a proposed salary increase
for town employees. While the average
increase would equate to just over 2 percent, Duer recommended that all employ-
ees receive a 1 percent increase, but that
those at the lower end of the pay scale
receive a larger supplement to make the
increase more equitable. Council agreed
and voted unanimously to approve the
increase. The increase and associated benefits will cost the town approximately $13,200 annually. Exmore business owner Ken Dufty
urged council to hire a part-time business
liaison to promote businesses in town as
well as help with the town’s website.
Councilman G.W. Adkins praised
Dufty for his efforts in monitoring the
activities of county leadership.
Mayor Doug Greer Sr. announced
that the Town Hall would be closed
from Dec. 24 through Dec. 28, as well
as Jan. 1 of 2016.

the vehicle was wearing a safety belt,
and alcohol was involved, according to

The right rear passenger was critically injured and flown to Sentara Norfolk
General Hospital. The front-seat passenger also suffered major injuries, Anaya
said. Neither passenger was identified.

Retired Nurse Dies
Mrs. Dale L. Nicklas, the former
Sharon Dale Long, succumbed to pancreatic cancer Sunday, Nov. 29, 2015.
She was born in 1939 in Belle Haven, the daughter of the late Wade F.
and Dorothy I. (Parker) Long.
Mrs. Nicklas spent her entire career
in nursing and was proud to have graduated from the Stuart Circle School of
Nursing in 1961. She later earned her
BSN from the Medical College of Virginia at Virginia Commonwealth University. She loved all aspects of nursing, but especially education.
After her retirement from nursing,
she moved to Overland Park, Kan.
and finally Bartlett, Tenn., to be closer to her daughter. There was no more
proud Virginian than Mrs. Nicklas
and she was especially proud that she
was from the Eastern Shore of Virginia. Her deep roots in Virginia brought
with it a love of genealogy which was
her hobby for many decades. She enjoyed long friendships with both classmates and students from the Stuart
Circle School of Nursing and her family is appreciative of their love and support during her illness.
Her husband, C. Aubrey Nicklas, predeceased her. Mrs. Nicklas is survived
by her brother, Wade F. (Clayshia) Long
Jr. of Franktown; daughter and son-inlaw, Noél Nicklas Emswiler and Stephan
Emswiler of Bartlett; and granddogs,
Sinatra, Stewart and Snickers.
At her request, a private service will
be held at a later date in Virginia.

Mr. Silvestre Morales-Perez, 69,
of Nelsonia, husband of Tarcila Esperanza-Rivera, passed away at his residence Tuesday, Dec. 1, 2015.
Born in Guatemala, he was a son of
the late Agaton Morales-Gonzalez and
Juana Perez-Perez. Silvestre worked
as a chicken hanger at Tyson Foods
Inc., where he had worked for 20 years.
In addition to his beloved wife, survivors include his daughters, Susana,

Onancock Man Dies
Mr. Donald Lee Forbes, 86, of
Onancock died Tuesday, Dec. 1, 2015,
at home, following three decades of
dodging that fate.
Mr. Forbes was born in St. Joseph,
Mo., to Harry Mahall Forbes and Hertha Iva (McCombs) Forbes. In his early teens, the family relocated to Albuquerque, N.M. He enrolled at the
University of New Mexico, where he
discovered beer and girls, to the detriment of his academic pursuits. As a result, he enlisted in the U.S. Navy.
Shortly after joining the Navy, Mr.
Forbes received an appointment to
the U.S. Naval Academy, resulting in
a 25-year career, including various assignments in Naval intelligence and
command of the submarine USS Chopper (SS342), known in Naval history for
its accidental “deep dive,” during which
Mr. Forbes was instrumental in saving
the lives of the entire crew. After retiring from the Navy, he was involved in a
series of business ventures in Albuquerque, and then returned to the Washington, D.C., area, working as a defense contractor until the early 1990s. Mr. Forbes
then retired a second time and moved
to Onancock, where he was an agent for
Mason-Davis Realtors. Mr. Forbes was a
member of the Elks, Lions Club, VFW,
a beekeeping club, and a card playing
group that met in the back room at the
House of Deals. His passions included
sailing, fishing, hunting, cooking, reading, and Knob Creek bourbon.
He leaves his sons, Andrew (and
wife, Claudia) of Hillsboro, Va., and David (and wife, Kristan) of Falls Church,
Va.; grandchildren, Grace, Chance,
Holden and Daisy; Goldendoodle, Missy; and many friends.
A wake will be held at his home in
Onancock Sunday, Dec. 13, from 2 until
6 p.m. The service of committal will be
held at the U.S. Naval Academy Columbarium, Monday, Dec. 28, at 11 a.m.

Kirwan Hall Resident Dies
Mrs. Betty Brown of Kirwan Hall
Farm, Eastville, died Thursday, Dec. 3,
2015, surrounded by her family.
She was born in Manhattan, N.Y.,
to Armistead Cyril Smith and M.
Florence Smith and married Garrison Mack Brown of East Marion, N.Y.,
Sept. 28, 1969. With her husband, she
owned and operated Aquebogue Veterinary Hospital for over 20 years.
In Aquebogue, she realized a lifelong
dream with the creation of Smallholdings Farm, a vegetable farm and
17-acre raw milk dairy, the last of its
kind on Long Island, N.Y., at the time.
Mrs. Brown devoted endless volunteer hours to small business, conservation, and planning efforts on the North
Fork of Long Island as president of
the North Fork Environmental Council, Riverhead Garden Club, and Townscape Inc. She was appointed to the
Governor’s East End Economic Task
Force and the Brown Tide Task Force,
and served as chairman of the Riverhead Conservation Advisory Council.
Mrs. Brown and her husband retired in 1998 to Kirwan Hall Farm in
Eastville, where she continued to enjoy gardening and raising animals.
Her four children soon relocated to
the area as well. Her love of all things
old led to a fulfilling career in the buying and selling of antiques and vintage wares. Other endeavors included
ownership of the Peacock Motor Inn in
Cape Charles and Bloomers Garden
Shop in Eastville. Though her interests were many, a vast majority of her
time was spent with her five grandchildren. Mrs. Brown was well known for
her kindness, generosity, unique spirit
and sense of humor.
In addition to her husband, survivors include her children, Daniel A.
Brown, Garrison M. Brown II, Laureen Brown Klingel, and Sarah Elizabeth Drummond; daughter-in-law
Lauren Brown; son-in-law, Jeff Klingel;
grandchildren, Alexander Brown, Molly Brown, Katherine Brown, Kailynn
Drummond, and Halsey Brown Klingel; brother, Robert Smith of North
Kingstown, R.I.; nephew, Ehren Smith;
nieces, Morgan and Emma Smith, also
of North Kingstown; and cousin, Pamela Bluss of Linden, Va.

Cape Charles Man Dies
Mr. Henry Anthony Holman, 81,
of Cape Charles died Friday, Dec. 4,
2015, at home with his family at his
side.
Born in Bury, Lancashire, United
Kingdom, he was the son of Kitty Margaret Holman and Henry Whitehead
Holman. Upon graduation from high
school, Mr. Holman served as a second
lieutenant in the British Army’s Royal Corps of Signals and then became a
chartered accountant. His ensuing career in international banking took him
and his family to Belgium, Luxembourg, The Bahamas, the Cayman Islands, and Hong Kong, before moving
to the Washington, D.C., area in 1980.
He also worked extensively in Beirut, Liberia and South Africa. He and
his wife, Wilhelmina, moved to Cape
Charles in 2004.
In addition to his wife of 51 years,
survivors include his sons, Stephen
and Philip; daughters-in-law, Ann and
Lynette; and grandchildren, Claudia
and Liam. His younger brother, David,
died in infancy.
A funeral Mass will be held Saturday, Dec. 12, at 11 a.m. at St. Charles
Catholic Church in Cape Charles, with
Father J. Michael Breslin officiating.

Mrs. Gladys Chandler Marsh, 98,
of Onancock, wife of the late William
“Scott” Marsh, passed away peacefully into the arms of
God and her beloved family Saturday, Dec. 5, 2015.

she was reared
in a God-fearing
Mrs. Marsh
home; her first priority was always
to church and family. Mrs. Marsh was
a loving mother and grandmother,
proudly devoting her life to her children and grandchildren. She was
known as the “neighborhood mom” and
her home was often filled with the love
and laughter of many children.
In 1964, Mrs. Marsh and her husband, Scott, a ferry-boat engineer,
moved to Cape May, N.J., due to the ferry boats’ relocation from the Eastern
Shore. Mrs. Marsh worked as a nurse
assistant at Burdette Tomlin Memorial Hospital in Cape May Courthouse,
N.J., until her husband’s passing in
1979. Sadly, her return to the Eastern Shore was the beginning of three
decades of unbearable loss, burying
her three sons and her three siblings
during that time. A member of Market
Street United Methodist Church since
1939, Mrs. Marsh was the epitome of a
true Christian lady. Through her faith
in the Lord, she persevered through
unimaginable grief with her head held
high. She remained grateful for her lifetime friends and church family who
stood by her side, in good times and bad,
and for many, she will be remembered
as the face of strength and resilience.
Mrs. Marsh is survived by her
granddaughters, Crystal M. Hart (and
husband, Thomas L. III) of Wachapreague, Tracy M. Johnson (and husband, Chandler) of Onancock, Vanessa Landis (and husband, Joseph) of
Cape May, and Amy Smith of Baltimore, Md.; great-grandchildren, Tommy, Camryn, Chandler, Macie, Leah,
Joey, Ava, Evan, Kylie, Adonyiah, and
Anthony;
great-great-granddaughter, Madison; daughter-in-law, Judy
Marsh; nephews, Bobby Wayne and

Mrs. Elizabeth Anne Fanning,
78, of Nassawadox, formerly of Chincoteague, wife of Joseph D. Fanning,
passed away Monday, Dec. 7, 2015, at
her residence.
A native of Berwyn, Pa., she was the
daughter of the late Joseph and Elizabeth DeHaven McKeown. She was a
retired school teacher.
In addition to her husband, survivors include her daughter, Deborah
Kelley of Yulle, Fla.; and grandchildren, Makayla Lewis and Michael Fanning, both of Weirwood.
To honor her request, no public service will be held.

Oysters: A Christmas Tradition for Many Shoremen
even novices to grow oysters to eating
size in about 16 months. The spat sells
for $60 per thousand.
Chamberlin, the owner, operator
and sole employee of Dockside Gardens Oyster Floats, even provides
oyster gardening information and instructions with his floats, which sell
for around $200, tax included.
“I fancy myself as somewhat of
an inventor,” says Chamberlin with
a smile. “I love coming up with solutions to solve a problem. My wife
and I like oysters, so I learned how
to build these floats using 1-inch,
PVC-coated wire mesh and different
kinds of PVC pipe.”
The float comes with starter and
second-stage oyster grow-out bags for
the early months before the oysters are
transferred to the floats, which come
in two sizes — 4' x 2' and 2' x 2'. The
larger size will hold 1,000 oysters. The
smaller size will hold half that amount
and sells for $150.
A protective lid on Dockside Gardens floats keeps out birds and other
animals who feed on oysters. The floating equipment protects the oysters
from diseases that are less prevalent
on the water’s surface.
“I wouldn’t say oysters have become
immune to diseases like Dermo and
MSX, but they certainly are more resistant to those parasitic diseases,”
says Chamberlin.
He says oysters have an added benefit beyond being great table fare. “Oysters help to clean up the Chesapeake
Bay. A mature oyster will filter 50 to
60 gallons of water per day, so a float
holding 1,000 oysters will clean 50,000
or 60,000 gallons of water daily.”
Chamberlin explains the floats are
based on the original “Taylor Float,” and
he is continually adding products. He recently devised the FloaTote, an easy-to-

remember well that when I was a
young boy, the Christmas dinner at
my uncle’s house always included
black ducks he had bagged the previous month and oysters he had picked
up along the shoreline.
Decreased bag limits that eventually dwindled to one black duck per
day, and diseases that decimated the
oyster population, eventually changed
the menu to store-bought turkeys and
roast beef, not that there’s anything
wrong with those dishes.
Today, it would be difficult to feed
a large gathering on the number of
ducks you can bag. But if you like
oysters enough that you think having
your own private stock is a cool way to
go, Bill Chamberlin is your man.
Chamberlin, a retired civil engineer who lives with his wife Carol in
a home built on Onancock Creek in
1824, builds oyster floats that he has
sold throughout Delmarva. He also
sells the seed oysters, or spat, allowing
carry floating collection basket that sells
for $45. He’s also proud that all materials in his products are American-made.
“I had one customer who gave his
wife a float for her birthday and then
came back to get the FloaTote for her
next birthday,” says Chamberlin, who
started his business five years ago.

Jaquan Wharton hit a tying 3-pointer with just under a minute remaining, and Austin Bunting sank a
go-ahead free throw to give Arcadia a come-from-behind 53-52 win in Eastville Monday night.
The Firebirds sank seven treys to stay in the game,
trailing by as many 8 points in the fourth quarter.
Wharton, who had a team-high 15 points, followed by
Bunting’s 11 points, had a trio of 3-pointers in the
final quarter.
The two teams were knotted at 12 at half, and
Wharton hit a 3-pointer at the buzzer just before halftime to give Arcadia a 27-26 lead at intermission.
Northampton started working the ball inside to
front-court players Tamaze Brisco and Tony Robinson, who led Northampton with 19 and 11 points, respectively. The Jackets took a 41-36 lead in the fourth
quarter and expanded that before Wharton started
connecting from 3-point land.
For the Firebirds, Paul Brown added 7 and helped
on the boards, while Trequan Veney had 6. Devon Rogers had 4 points. Terrell Wharton had a key 3-pointer
in the fourth quarter.
“The ball bounced our way,” said Arcadia coach Alvin Justice. “The game could have gone either way.
Both teams missed some easy shots, but it is early in
the season. We hit enough shots to make up for their
height advantage. Paul Brown was a workhorse for us
inside, and Tyquan Payton came off the bench to hit a
key basket late. Austin Bunting is not at full strength
(after being held out of preseason practice for medical
reasons), but he is getting close and will help us a lot
throughout the season,” added Justice.
For the Jackets, Robinson had 19 rebounds, and
Brisco, who hit 8 of 11 shots from the field, grabbed
13 rebounds. Jawaun Bell and James Braxton added
7 points each for Northampton.
“I think with hard work, we’ll fix some minor issues, make some free throws and avoid turnovers to
get some wins,” said Jacket coach Wayne Bell. “We
have to do a better job on the defensive end.”
Arcadia hosted Stephen Decatur from Berlin, Md.,
Friday and was outmatched, losing 81-31.
Nandua Rallies Past Middlesex
Nandua overcame a 7-point deficit in the third
quarter to take a 74-68 home-court decision over Middlesex Friday night to raise its record to 2-0.
Daiqwain Walker led the Warriors with 22 points.
Qyheem Kellam added 17 points and 13 rebounds.
Evan McGregor tallied 15 points, and Quahon Reid
also reached double figures with 10 points.
“We had an outstanding effort both offensively
and defensively,” said Nandua coach Chad McGregor. “Melquan Davis played a great defensive game
for us as he contained Marquez Holmes about as
much as anyone could. The team kept their composure and clawed its way back to take the lead. From
that point we had an answer for everything they
threw at us.”
Led by McGregor, who was 4 of 10 from 3-point
range, the Warriors hit nine treys. The Warriors also
helped themselves from the foul line, hitting 17 of 25
free throws, including 7 of 8 by Kellam.
“It was a great high-school basketball game. The
gym was rocking,” said Coach McGregor.

Vikes Split Pair; Girls Romp
Broadwater dropped a 68-52 decision to Portsmouth Christian Friday
night in Exmore. Taylor Major led the
Vikings in points, 22, rebounds, 18, assists, four, and blocks, two.
The Vikings had a slow start as Portsmouth Christian hit a flurry of 3-pointers in the first quarter to open a 21-9
first-quarter lead before Broadwater
clawed back to cut the deficit to one at
28-27 with 1:32 remaining in the first
half. The Vikings trailed 33-30 at half.
Taylor Major, who was 10 of 11 from
the foul line, completed a 3-point play
to pull the Vikings to 54-47 with 4:10
remaining, but Portsmouth Christian answered with a 3-pointer and
stretched the lead from that point.
Major Morgan had 12 points and 11
rebounds. Tyler Major added 9 points.
The Vikings could not answer Portsmouth’s outside showing, hitting only
two of 15 3-point attempts.
Broadwater blasted Denbigh Christian 74-24 Tuesday night on the road.
Taylor Major had a team-high 32 points
and 11 rebounds. Eight other Vikings
scored, led by John Gordon’s 9 points
and Tyler Major’s 8 points.
Broadwater led 31-19 at halftime
before outscoring Denbigh 21-0 in the
third quarter.
The Broadwater girls took a 45-26
road win over Denbigh Christian Tuesday night.
Anna Sexauer had 22 points and
11 rebounds to lead the Lady Vikings.
Lauren McClaskey added 8 points.
Broadwater opened an 18-5 lead and
never looked back.

Nandua Survives Fast Start To Outgun Chincoteague 74-68 on Island

Nandua overcame a 22-15 Chinco­
teague lead after one quarter to post a
74-68 road win on the island Tuesday
night. The Ponies increased their lead
to 33-24 at half before the Warriors
took a 24-16 advantage in the third
quarter and 26-19 in the fourth.
Qyheem Kellam led Nandua with 24
points and 10 rebounds, with Daigwain
Walker scoring 20. Melquan Davis had
seven rebounds and a team-high four
assists.
Chincoteague was led by Trevor
Bailey with 21 points, 12 rebounds and
six assists. Voshawn Davis and Gardner Fosque had 17 points each. Drevon
Johnson pulled down seven rebounds.
Ponies Top SS
On Monday night, Chincoteague won
its opener 58-40 over Salisbury School.
Jakeil Handy had a game-high 19 points.
Voshawn Davis and Gardner Fosque had
16 and 11 points, respectively. Jaquan
Persinger pulled down nine rebounds.
Jackets Drop Pair
Northampton lost a pair of games
last week, dropping a 75-59 decision
to Northumberland Saturday as Tony
Robinson led the Jackets with 17
points and 17 rebounds.
On Friday, the Jackets fell to Alliance Christian 66-59 as Robinson had
another double-double with 13 points
and 11 rebounds. Tamaze Brisco and
Stephen Baker had 9 points each.
Jada Locklear led Nandua with
five rebounds, while Angel Taylor
and Smaw had four each. Taylor also
dished out 10 assists on the night.
The Nandua girls topped Chinco­
teague 51-19 Tuesday night at the
Warrior gym.

points, including three baskets from
3-point range, and Derrica Toppin
added 12 points. Jada Locklear had a
team-high nine rebounds. Angel Taylor

Arcadia Girls Win
The Arcadia girls edged Northampton 36-35 Monday night in Oak Hall as
Aleah Russell scored 12 points, Kayla
Wharton had 9 points, Normaya Harris chipped in 6 points, JaQuagia Tull
had 5, and Normeia Harris added 4.
The Firebirds held a 19-12 halftime
lead, and a Lady Jacket rally fell just
short.
Nandua Girls Split
The Nandua girls lost a 55-53 heartbreaker to Norfolk Collegiate Saturday
in Onley. The Lady Warriors trailed
29-26 at half and fell behind 42-33 after three quarters, but rallied with a
20-point fourth quarter to close the gap.
Kyteia Smaw had 21 points to lead
Nandua, while Derrica Toppin had 11
points and Jada Locklear tallied 9.
Parks Signs with Lynn University Cross Country
Sydney Parks of Broadwater signed this week to run cross country for
Lynn University of Boca Raton, Fla. She is joined by her stepfather, Dr.

Primary function is to manage all permit records, scheduling, and data management and reports while serving as the
Customer’s Advocate to navigate the permit process within
the County’s Development Department.

Excellent communication skills are essential with two years

land use regulations and building codes preferable. The
salary for this position is $26,154.00 plus benefits, with

words, I am enjoying the aroma of the vestiges of
our Thanksgivi n g
turkey
being transformed into a hearty soup.
“Waste not - want not,” as the saying
goes. It was certainly a truism when I
was growing up. I can remember Momma, at the end of each meal, carefully
packaging all the leftovers. What was
not of a sufficient amount for the next
day’s lunch was labeled and placed in
the freezer section of the old Frigid-
aire. Included were meat
scraps, veggies and even leftover gravy. At some
point, she obviously deemed the supply
sufficient and all was combined with
spices and her home-canned tomatoes
to make the best soup you ever tasted. By this time, the idea of leftovers
had evaporated like the steam wafting
from the warm thick soup.
And then there is chicken soup. We
eat a lot of chicken around here and the
picked-over carcass often finds its way
into my stockpot. Not only is chicken
soup good, it’s also good for what ails
you. For ages, grandmas have touted
the medicinal effects of what is often
dubbed the “Jewish penicillin.” However, many medical experts have dis-

Researching Blaylock Genealogy
Dear Editor:
My late wife’s ancestor, Thomas Blaylock, left a
small farming community on the shores of the Solway in Cumberland, England, in 1622 and sailed
on the frigate Forward to the Eastern Shore of
Virginia.
They landed and founded Accomac. In 1627, he
married Rachael and they raised a family. Their son,
Thomas, was born in 1628, and in 1688, he returned
to Cumberland and married Ann Christian Scott,
counted that idea, claiming that soup’s
benefits are mainly psychosomatic.
So widely debated was that issue
that a few years ago, a study was done
at the University of Nebraska Medical
Center. (Your tax dollars at work, no
doubt.) Anyway, the study found evidence that some soup contains anti-inflammatory properties that may help
prevent a cold’s miserable side effects.
At any rate, steaming hot soup
clears congestion and provides the
body with necessary hydration. So, just
because your grandma tells you something, doesn’t necessarily mean it’s not
true. After all, Ludwig van Beethoven
himself proclaimed, “Anyone who tells
a lie has not pure heart, and cannot
make good soup.”

I am surprised none of the other speakers at the
meeting corrected this statement as they are all very
aware of these two farms being productive organic
operations.
