COMMANDER’S CORNER: MICROMANAGEMENT AN INBALANCE - PAGE 3 Peterson Air Force Base, Colorado Thursday, November 21, 2013 Vol. 57 No. 45 Cheyenne Mountain firefighters recognized for valor By Michael Golembesky 21st Space Wing Public Affairs staff writer (U.S. Air Force photo/Michael Golembesky) CHEYENNE MOUNTAIN AIR FORCE STATION, Colo. – Col. Travis Harsha, 721st Mission Support Group and CMAFS installation commander, presented 27 CMAFS firefighters the Air Force Command Civilian Award for Valor Medal Nov. 13 for their response to the Black Forest fire. The award is similar to the Airman’s Medal and recognizes Air Force civilian personnel who demonstrate courage in assisting others in an emergency. CHEYENNE MOUNTAIN AIR FORCE STATION, Colo. — Dangerous conditions, long hours, back-breaking work and always keeping one eye on the fire is what the Cheyenne Mountain firefighters endured during this summer’s 14,000-acre Black Forest fire. And for their actions and courage, 27 members of the Cheyenne Mountain Air Force Station fire department were awarded the Air Force Command Civilian Award for Valor Medal during a ceremony held at the mountain complex Nov. 13. “Our firefighters immediately answered the county’s request for help and selflessly put their lives at risk to save others and protect property in the worst wild fire in Colorado history,” said Col. Travis Harsha, 721st Mission Support Group and CMAFS installation commander. The Air Force Command Civilian Award for Valor Medal, a civilian award similar to the Airman’s Medal, recognizes Air Force civilian personnel who demonstrate courage or competence in assisting others in an emergency, beyond the call of duty. “For six days, these brave heroes maintained a furious pace of 24-hour operations, rotating between day and night, intense 12-hour shifts, carrying 45 pounds of gear, hiking numerous miles, battling fatigue and extreme heat to help suppress this violent fire,” said Harsha. Harsha read aloud the citation and presented each firefighter with their medal during an awards ceremony attended by family, friends See Firefighters page 8 21st Airman grabs top space award By Michael Golembesky 21st Space Wing Public Affairs staff writer PETERSON AIR FORCE BASE, Colo. — It is an honor to be recognized for hard work and dedication, but to rise to the top of your career field is truly an achievement. Staff Sgt. Jonathan Middleton, 76th Space Control Squadron space control operator has done just that, receiving the Enlisted Space Systems Operator of the Year Award for the Airman category. Middleton was formerly a space warning instructor. “I cannot take sole credit for any of this. I did not achieve what I did on my own; I needed the support and trust of my supervisors,” Middleton said. The award is quite an achievement considering many have no idea what space operators do because of the nature of their work and the classification of the mission. “Staff Sgt. Middleton’s recognition as the Enlisted Space Operator of the Year is not only a reflection of his superior performance but also a reflection of the outstanding operators we have across the 21st Operations Group,” said Col. David Miller, 21st Operations Group commander. From his hometown of Bristol, Conn., Middleton spent the majority of his first four years in the Air Force stationed at the 6th Space Warning Squadron, Cape Cod Air Force Station, Mass. “I have worked on some big projects during my time at Cape Cod,” Middleton said. “I helped with the manning reduction of the missile warning units. We had to retrain an entire crewforce to operate with a smaller crew, changing the way we do something, and authored the entire training program for it.” In May, Middleton was assigned to the 76th SPCS where he faced new challenges and met them with confidence and resiliency. “The workflow and pace here is a lot different as compared to missile warning,” said Middleton. “I am really enjoying it here, but I miss the seafood.” Middleton credits much of his success to his fellow teammates and supervisors for the leadership and knowledge they have provided him over the years. “Teamwork is critical in effectively succeeding at the mission. You need to be able to identify what your weaknesses are so that you can play more to your strengths,” Middleton said. “Everyone has a part; everyone is just as important as the next guy.” Although Middleton would prefer to shy away from the limelight, he has earned the respect and gratitude of his fellow Airmen. “Whether our Airmen are conducting strategic missile warning and defense, space surveillance or space control missions they never cease to amaze me with just how much they are committed to mission excellence,” Miller said. “My hat is off to Staff Sgt. Middleton for being recognized with this truly prestigious award, and hats off to the many peers, supervisors, subordinates and families who have continued to support the outstanding men and women in the 21st Operations Group.” INSIDE News Briefs Classifieds 1-8 9 10 Candy Bomber Page 6 (U.S. Air Force photo/Steve Brady) PETERSON AIR FORCE BASE, Colo. – Staff Sgt. Col. Curtis Hernandez 21st Operations Group deputy commander PETERSON AIR FORCE BASE, Colo. — Gen. George S. Patton Jr. once said to never tell people how to do things. Instead, he said “tell them what to do and they will surprise you with their ingenuity.” Patton understood that setting a vision, providing direction and then getting out of the way of talented people taps a well of potential that often results in unforeseen success. However, most successful leaders will balance Patton’s quote with another famous general’s leadership principles. Gen. Colin Powell’s leadership rule number 8: Check small things; and his rule number 11: have a vision and be demanding; these have just as much to do with a military unit’s success as employing Patton’s concept of trusting your people to deliver on their own. Having these three principles in balance usually equates to a successful environment for both the organization and the people working in it. That balance is achieved when a leader trusts his people, the people understand and meet the demands of the leader, and the status checkups are viewed by all as an opportunity to contribute to successful completion of the task at hand. Nevertheless, there are times when this balance is disrupted — creating an environment where the seeds of micromanagement take hold and, if not uprooted quickly, can result in decreased efficiency within a unit or, at worst, mission failure. It’s at these times when members of an organization need to stop and ask one of the most important questions in Lt. Col. Curtis Hernandez 21st Operations Group deputy commander leadership... “Why is this not working?” From my experience in both highly successful and poorly performing units, when the “Why” question was honestly asked following a complaint of micromanagement, the root cause usually points to an imbalance in the trust, understand or verify concepts. In these circumstances, the leader either fails to clearly communicate what is desired; the staff does not understand the demands of the leader; the staff is simply underperforming; or the status checkups are too frequent and seen as a beat down instead of a boost up. To keep this tricky balance in check, both leaders and followers can apply some simple techniques. First, leaders should ensure they have a clear vision of the project and desired result before passing tasks on to their followers. Diving into a project knowing what the final product should look like will avoid numerous changes to the plan that disrupt the entire effort. From this vision, the leader must clearly articulate to the staff what the problem is, how it can be solved and what the products or results of the effort should look like. At this point, the “do you understand” question should be a sincere effort to fight for feedback rather than a closing statement while delivering the task. Second, leaders should also deliver a clear timeline of checkups and the final due date. With the timelines and vision clearly understood, the leader has set expectations and can increase the demand in quality as the team nears the completion date. During the checkups the leader should set the tone of providing constructive feedback and team building to avoid the perception of a beat down. Of course, if the team is underperforming, the feedback must be clear, directive and tied directly back to the original vision. On the other hand, followers have the responsibility to ask for clear and definitive guidance including what are the expectations and the due date for the task. Once again, launching into a project without understanding these basic elements could cause the leader to increase scrutiny on the team and/or result in the team falling short of expectations. This is when micromanagement will not only take hold, but become the standard method of task completion. In successful organizations, more autonomy for the staff will result from a well-balanced leader/follower relationship driving up the potential for the ingenuity that Patton envisioned. However, nothing will destroy that autonomy faster than both leaders and followers becoming too comfortable with past success. Past success indicates the potential for future triumphs, but both leaders and followers should never forget what made the organization successful in the first place — avoiding the scourge of micromanagement by maintaining a balance between trusting, understanding and verifying. SPACE OBSERVER Thursday, November 21, 2013 www.peterson.af.mil 5 New to Peterson? A sponsor can help By Michael Golembesky 21st Space Wing Public Affairs staff writer PETERSON AIR FORCE BASE, Colo. — A change of duty station can be stressful, but with the assistance of a unit sponsor, military members have the advantage of knowing where places are located and how to get in contact with helping resources. Sponsors play a large role in helping Airmen make a smooth transition to their new duty station. A good sponsor is prepared, has the right training and knows what is required of him or her. “A sponsor has about five days to contact the new incoming member and provide them with contact information,” said Christina Fornander, 21st Force Support Squadron Airman and Family Readiness relocation lead. “The sponsor welcomes the newcomer to the unit and Peterson and asks ‘how can I be of assistance.’” Acting as a representative of the unit, sponsors are required to complete training provided at the Electronic Sponsorship Application and Training website. There, they will find checklists, helpful resources and basic tips on how to prepare for the newcomer’s arrival. Recognizing the importance of successful sponsorship, the Department of Defense created eSAT to standardize sponsorship training regardless of service branch. The training is important and gets sponsors thinking about what basic information they need to gather before the newcomer arrives to the base. “We can probably think it through ourselves, but the training is designed to make sure that we have thought of everything,” she said. Is it just the Airman, or is the Airman married? Does the Airman have children? Pets? These are some of the items highlighted in the training, and are questions the sponsor needs answered in order to provide the best sponsorship possible, said Fornander. Paving the way for the Airman’s arrival is one of the primary responsibilities of the sponsor. Once the sponsor knows the itinerary — how the Airman is getting here, if he or she is flying or driving and how to contact that inbound member — the sponsor will meet the Airman at a designated location and take the Airman to billeting. Knowing where to get information is just as important as knowing it. Every PCS move is different. Some are simple, while others require extra attention and more unique information. “Sponsors can come here and get maps, phonebooks, welcome guides for the city among other things. For spouses, the biggest thing we are hearing these days is, ‘I had to quit my job; I need to get a new job and I need to start now. How do I do that?’ We have resources that sponsors can come in and pick up, and send in advance,” she said. The conclusion of sponsorship duties has no set time limit, but is rather a tapering off of assistance as they become more acclimated to the base, unit and coworkers. Fornander said it typically takes 30 days for the member to find their place. “By then, they have found their place, inprocessed and are feeling pretty good about where things are at,” she said. eSAT is mandatory for all sponsors and is the responsibility of the command to ensure that the training has been completed. Service members can access the eSAT website using their common access card. The application is secure and provides a certificate for unit records. To access eSAT online, go to http://apps. militaryonesource.mil/esat. To learn more about the resources available at the Peterson A&FRC, go to http://www.21fss.com/about/ airman-family-readiness/. November honors military families’ sacrifices, contributions By Terri Moon Cronk American Forces Press Service WASHINGTON (AFNS) — Service members’ families also serve the nation and are the force behind the total force, a senior Defense Department official said yesterday. “Our military members are as effective as they can be because of the support their families provide them,” Barbara Thompson, the director of DOD’s office of family policy and children and youth told American Forces Press Service and the Pentagon Channel. “(DOD) wants to make sure the people who are important in the lives of our service members — spouses, children, parents, partners, aunts, uncles, siblings and cousins — are part of the military family.” Military Family Month recognizes the sacrifices and contributions that family members make for national security, Thompson said, adding that it’s important for families to know the country appreciates their tireless efforts to support their service members and communities. During Military Family Month, military installations will vary in their celebrations to recognize families, and family support centers will offer information on what’s available, Thompson said. Year-round, however, support services exist through the Family Readiness System to help family members navigate any challenges they might face in their military lifestyle, she added. The system also includes resources for families who don’t live on military installations. And that’s where there’s a growing need for community support of military households, Thompson said. For example, DOD offers a system involving professionals in a variety of fields, agencies, programs and services who are educated to meet the needs of military families. Two other initiatives that bring civilian resources together with military needs are the Military Families Learning Network and the How to Help program. The network comprises programs, services, people and agencies that promote quality of life for service members and their families, Thompson explained. Through the network, service members and families learn to take on new skills and challenges in all stages of their military life. The network primarily focuses on personal finance, child care, family development and network literacy, she added, but it is expected to expand to include military caregivers, community capacity building and relocation services. In the How to Help program, early childhood educators, extended family, friends, neighbors, financial professionals and experts in higher education also have learned how to help military families, using evidence-based guidance on how to help families with practical suggestions and links to community resources, she said. And individually, people who live in communities with military families can help to support their service member neighbors in several ways, Thompson said. “People in the civilian sector who are not affiliated with the military need to realize that military members are an integral part of their communities,” she said. “It’s important to start by asking a question such as ‘Have you served, or are you serving? And how can I help?’” One way people in the civilian community can begin to help their military neighbors is to learn about Joining Forces, an initiative established two years ago by First Lady Michelle Obama and Vice President Joe Biden’s wife, Dr. Jill Biden, to mobilize support from every sector of American society to help service members, their families and veterans, Thompson suggested. Another community option to help support service members and their families is the Military OneSource website, which explains the military lifestyle and families’ particular needs while living off an installation and in a neighborhood. “It’s important for the community to know where to go if they want to support military members and their families ... especially during this month, since we’re recognizing military families,” Thompson said. For many German families, living conditions were tough and food was scarce. But for the children of Berlin, there was a glimmer of hope, and it came from the sky. Army Air Corps 1st Lt. Gail Halvorsen, a C-47 pilot stationed in Germany in support of the Berlin Airlift, handed two sticks of gum to local children peering through a fence near a local airport. That small gesture at Berlin’s Tempelhof Airport led to Operation Little Vittles, a humanitarian mission that continued for 15 months. After that first meeting with the children, Halvorsen decided to collect his candy rations and fasten them to parachutes made with cloth and string. “The look in their eyes, I could see their appreciation for something so small,” Halvorsen recalled. “I wanted to do something more so I told them to come back later.” His plan was to fly over and drop the candy to the children. “They asked how they would know it was me,” Halvorsen said. “I told them I’ll wiggle the wings.” From that point on, he was known to the children as “Uncle Wiggly Wings.” To the rest of the world, he would become the “Candy Bomber.” On Nov. 9, at age 93, retired Col. Gail Halvorsen took part in a re-enactment of the Berlin Airlift at the South Texas Regional Airport in Hondo, Texas. The community and service men and women gathered to participate in the event, watching as more than 160 children ran to gather the 2,000 candy bars, which descended from a vintage C-47 Skytrain. Among the crowd was a special visitor, Berlin-native Heike Jackson. Jackson, who lived in Germany during the Berlin Airlift, remembers what it was like to see Halvorsen’s plane approach and the candy drop from above. At age 6, Jackson, like other children in the local area, would anxiously await the plane with the wiggly wings. “He was our savior,” Jackson said. “We had nothing to eat; we would’ve died.” Jackson later married a Army soldier and moved from Berlin to the United States while he was still in the service. Jackson never thought she’d come face-to-face with “Uncle Wiggly Wings,” but 65 years later, she did. What did she do to commemorate the event? She brought some candy along. “It’s kind of like déjà vu,” she said. “The feeling is hard to describe. To see that wonderful man alive is amazing. It’s a full circle somehow. I’m very touched and overwhelmed.” “I did it for the children, to see the smiles on their faces,” Halvorsen said. And 65 years later, halfway around the world, he managed to get one more smile from a surviving child of the Berlin Airlift. Sequestration is being felt throughout the Department of Defense. “It’s a tremendous hit for readiness; all the services are feeling it,” he said. “Every service is taking a different strategy. I’m extremely proud of our firefighters, they deserve recognition for their dedicated service,” said Christopher Soliz, CMAFS Fire Department assistant chief for training. Earning an Air Force Command Civilian Award for Valor Medal is rare, so rare that this was the first time Harsha had seen it awarded during his 22-year career. “Being awarded this medal is a great honor and it’s a privilege to be part of this great team,” said Eric Miller, CMAFS firefighter. The firefighter’s citations reflected the task, courage and impact they made on the outcome of the fire — persistent courage while battling fatigue and tremendous heat to circumvent the overwhelming temper of the violent fire — which resulted in the control and final extinguishment of the blaze, limiting the destruction and saving 3,678 homes from destruction. “I’m extremely proud, honored and humbled to recognize these heroes for their selfless service, sacrifice and dedication to help protect and save our community,” said Harsha.
