Preserving the Unique Character of Our Neighborhood
Since 1958, ESIA has tackled issues both big and small to help preserve the unique character of East Sacramento. ESIA
helped galvanize the neighborhood to prevent the Old Rosemont Restaurant (previously Andiamo’s and then Good Eats) from
being converted into a huge card room. ESIA also swung into action to prevent the construction of three-story office buildings on
the grounds of East Lawn Cemetery, and 26-story skyscrapers proposed for the Centrage development—located south of Business
80 and north of the Union Pacific Railroad tracks—the 48-acre site now proposed for 328 new homes, dubbed “McKinley
Village.”
One of ESIA’s biggest organizing efforts prevented the City from connecting Elvas Avenue to Richards Boulevard in the
1980’s. If that plan had been approved, traffic on Elvas and surrounding streets would have increased by over 25,000 cars each
day!
Guiding Responsible Commercial Development
In the 1990’s, ESIA worked to create the Alhambra Corridor Special
Planning District, which has resulted in the construction of attractive new commercial
buildings with design elements inspired by the historic Alhambra Theater.
More recently, ESIA helped convince Mercy Hospital to: reduce the height
of the new Alex Spanos Heart Center; build a new neighborhood park and housing
project; and pay for traffic calming measures along J Street near 36th Street.
While working with Mercy on those traffic mitigation measures, ESIA
successfully promoted legislation to require front setbacks of remodeled homes to
be consistent with neighboring residences. And in 2011, ESIA blocked a medical
marijuana dispensary operator from opening a large dispensary on the 3200 block
of Folsom Boulevard.

Alhambra Corridor Special Planning District
In addition to protecting the neighborhood from ill-conceived land use plans, and promoting forward-looking land use
policies, ESIA supports neighborhood amenities such as Pops in the Park, Taste of East Sacramento, and the Clunie Community
Center. ESIA also recognizes exemplary commercial property developments and community improvement efforts through its
annual Sydney Pope Orchid award, and bestows blighted commercial properties in desperate need of attention with its Onion
award.

Addressing Neighborhood Concerns to
City Officials & Elected Representatives
ESIA frequently invites both City government officials and our elected representatives to ESIA’s General Membership
meetings to discuss pressing issues of the day, and to field community questions. In addition to regular reports from Councilman
Steve Cohn, the following elected officials have attended ESIA membership meetings in the past two years: Congresswoman Doris
Matsui, Assemblyman Roger Dickinson, Supervisor Phil Serna, Mayor Kevin Johnson, and Board of Education President, Jeff Cuneo.
Most recently, City Manager John Shirey spoke about the state of the City’s budget. ESIA also sponsors candidate forums during
election years.

McKinley Park
ESIA’s Mission:
ESIA was formed in 1958 to protect, maintain, and improve the unique blend of
residential and commercial features of East Sacramento by representing the neighborhood at
the City Planning Commission and City Council.
AREAS OF FOCUS FOR 2013-2014
Land Use:
Since its founding, ESIA has communicated neighborhood views to the City and developers on residential and commercial
development projects, from the 2030 General Plan to proposed remodels of historic homes. This summer and fall, ESIA will be
addressing the revised “McKinley Village” plan for the old Centrage site.
Traffic & Pedestrian Safety:
Having worked recently with the City on the design and implementation of traffic calming and pedestrian safety measures
along J Street near 36th Street, ESIA is seeking community input on selecting other intersection(s) in need of attention, or areas that
may need crosswalks, and/or other pedestrian safety improvements.
Neighborhood Amenities:
During the past several years, neighborhood amenities, such as our parks and pools, have suffered from budgetary cuts
and vandalism. Neighborhood leaders and businesses stepped up and staved off the worst, by restoring the McKinley Rose Garden,
saving our Clunie Community Center, and rebuilding the McKinley Park playground. Help us to identify and prioritize additional ways
in which we can work together to restore our parks, playgrounds, and other public amenities.
