I was very pleased to see
so many Greater New
York (GNY) members at
the 2014 WTS Annual
Conference in Portland in
May. It was a great opportunity to network on a grand scale with
many impressive women leaders in transportation. Portland was a perfect setting for
the conference. I’ve never seen a city that
had so little vehicular traffic, driven by the
success of transit, pedestrian- and bicyclefriendly infrastructure which integrates
vibrant neighborhoods. Transportation is
such a powerful catalyst when designed
well.
Those in attendance from the GNY
Chapter were keeping an eye on every
detail for when we host the 2016 WTS
International Conference. Planning will
intensify in late 2014. If you have expressed
interest in helping with the conference, we
have not forgotten you and will be in touch.
Joining the conference committee is an
excellent networking and leadership development opportunity as you will meet and
collaborate with a broad cadre of transportation professionals throughout New York
City and beyond.
Our members also have expressed
interest in career development opportunities, so WTS-GNY started a new program
this summer called Learn from a Leader.

pril showers brought WTS-GNY
members to Club 101 for the spring
dinner program. Over 150 attendees
gathered to network, honor two chapter
award winners and listen to the latest policy
initiatives on the docket for the newlyappointed commissioner of the New York City
Department of Transportation (NYCTDOT),
Polly Trottenberg.
WTS-GNY President Beth DeAngelo
opened the program by previewing the
chapter’s summer Leadership Roundtable
series. The program, a small gathering of
WTS members and a transportation industry leader, was inspired, DeAngelo asserted,
by Trottenberg, who had asked to meet
WTS-GNY members when she visited New
York last spring as a U.S.DOT representative. DeAngelo also announced that the
chapter will be the host of the 2016 WTS
International Conference, which elicited
an enthusiastic round of applause. She
then introduced the Rosa Parks Diversity
Leadership Award, which was presented by
WTS-GNY NY Programs Committee Chair
Alexa Gangemi.
The 2013 winner, Leslie Mesnick-Uretsky,

a vice president at AKRF, created a ScienceTechnology-Engineering-Mathematics (STEM)
event to inspire young people, particularly
women, to pursue STEM careers. What
started as a small one-time program has
become an annual affair on Election Day
(when schools are closed) during which
students spend the day with a mentor at his
or her workplace. Mesnick-Uretsky described
the thank-you notes that she has received
from students after they participate in the daylong mentoring program. One young woman
was grateful that she had had the opportunity
to plan out her future as an engineer.

highlighted the assets for which NYCDOT
is responsible: 6,000 miles of roadways;
350,000 traffic lights; 12,700 signalized
intersections; 789 bridges (including the East
River bridges); 1,000,000 street signs; and
315,000 street lights. NYCDOT manages and

maintains these assets with an annual operating budget of $900
million and a five-year, $6.3 billion capital program.
Trottenberg listed the priorities of the de Blasio administration
(which has more women in senior leadership roles than any previous administration). She started with Vision Zero, an important
public safety campaign. The goal of Vision Zero is to reduce and
eventually eliminate traffic fatalities through enforcement and education, in partnership with elected officials and the New York Police
Department.
A second priority is to get the most out of the dollars available to
make needed repairs to critical infrastructure. NYCDOT is emphasizing innovative project delivery methods such as increasing the
number of design-build contracts, an area in which, Trottenberg
asserts, New York is still catching up to the rest of the nation.
Another of Mayor de Blasio’s priorities is to expand the Select Bus
Service (SBS) program. To date, travel time on SBS routes has been
reduced by 20 percent versus standard bus service, which demonstrates the importance of this type of service to the riding public. In
late spring, the seventh SBS route was launched along 125th Street to
LaGuardia Airport. De Blasio has set 20 routes as his target roll-out
by the end of his first term in 2017.
Trottenberg credited her predecessor Janette Sadik-Khan with
beginning the transformation of New York City’s streets to more
walkable, livable places with bicycle lanes and public plazas.
Trottenberg intends to continue this trend as well as investment in
safe streets.
During the question-and-answer portion of the program,
Trottenberg responded to an inquiry about congestion pricing with an
assurance that the mayor and NYCDOT would reexamine its imple-

have a high level of cooperation between sister transportation agencies
and that the importance of building another New York-New Jersey
tunnel cannot be overstated. For the New York metropolitan region to
remain competitive with other cities, she said, it is necessary to factor
in and prepare for population growth.

mentation potential. In terms of the livable city goals, Trottenberg
explained that legislation on the horizon for the City Council will be
important to expand Vision Zero, particularly the proposal to increase
penalties for drivers who hit bicyclists and pedestrians, as well as the
installation of clearer signage and more left-hand turn signals. She
agreed with a comment that “no question we have aging infrastructure.” Trottenberg concluded by emphasizing that it is essential to

Amy V. Kaufman, WTS-GNY Communications chair and a 17-year
veteran of the MTA and New York City Transit (NYCT), has joined
Parsons Brinckerhoff’s Strategic Consulting group as a consultant
II. She was most recently a senior director with MTA NYCT’s Dept.
of Subways in the Capital Programs office. Amy is now a member of
the Rail and Transit Asset Management team, working on projects in
the Northeast as well as across the United States and Canada. She is
excited to be a part of this multidisciplinary group and to work with

TS hosted two separate members-only tours of New York City Transit’s (NYCT)
Rail Control Center, located in Midtown Manhattan. Nine members had the
chance to tour the facility and learn about behind-the-scenes operations at
NYCT on April 10th, and a group of 10 attended on June 18th.
The tour covered both the history of the subway system and NYCT subway operations, in addition to describing planned projects for improvements to train control, operations maintenance and rolling stock. Many interesting and fun facts were also provided
along the way.
Built in 1997, the main operating floor is about the size of a football field and is
staffed by NYCT employees who manage all subway service; coordinate and distribute
information to passengers and employees; oversee a range of projects underway 24/7
systemwide; and collaborate with connecting transit agencies. The building is equipped
to serve as a command center during extreme events such as Hurricane Sandy. It has
facilities for staff to coordinate
activities centrally until the event is
resolved.

Newark Light Rail and Grove

n May 2nd, NJ Transit (NJT) hosted a technical tour for WTS-GNY
members of the Newark Light Rail.
The WTS group was greeted by Sandra Check, senior director
of Employee Engagement, and Neal Fitzsimmons, director of Light Rail
Service Planning, who gave a brief overview of the system and history of
downtown Newark Penn Station.
From the Penn Station Waiting Room, the group, led by Fitzsimmons,
made its way down to the light-rail platform where it was met by maintenance employee Allen Miller. Stepping into the sleek, air-conditioned
railcar, the group listened to Fitzsimmons and Miller explain the daily nuts
and bolts of the light-rail system. Meanwhile, the railcar wound its way
through the historic Morris Canal right-of-way and along the new, aboveground extension to the Grove Street Station terminal in Belleville.
The Grove Street Station serves as the light rail’s operations center and
vehicle base facility, which was also part of the tour. Operations personnel
Andy Mercogliano, Kem Anyika and Cyrus Little provided a behind-thescenes look at the complexities of routine maintenance procedures, specialized machinery and heavy-duty railcar loading systems.
WTS members were also given the unique opportunity to glimpse the
inner workings of the control room. Analyst Dough Reed explained how
the operations center tracks railcar locations and issues scheduling modifications. The center also features live feeds from video monitors of the
light-rail system’s 21,000 daily riders and real-time information on track
use and connectivity.
Many thanks to the NJT officials for their insight and generosity in
hosting WTS. Special thanks also go to Greg Woods, deputy general
manager of the Newark Light Rail.

he 2014 Transportation YOU DC
Summit was held on June 25-29 in
Washington, D.C. This year, Dominique
Arno (City Polytechinic High School,
Brooklyn) and WTS-GNY Transportation
YOU Committee member Taylor Reiss Gouge
(NYCDOT) attended as the representatives
from the GNY chapter. Gouge and Arno were
joined by 20 other mentee/mentor pairs from
around the nation for five days of non-stop
transportation fun and learning opportunities. Highlights from the Summit, which was
organized by WTS International, included a
tour of the FAA Command Center; a leadership breakfast with U.S. DOT women executives; and a team-based “challenge project” to
improve connectivity near a DC Metro station,
which was organized by staff from Rutgers
and Portland State universities, including
WTS-GNY Young Professionals Committee

n July 24th, Parsons Brinckerhoff’s
Lawrenceville, NJ, office hosted the
Learn from a Leader program featuring Laine Rankin, manager, New Jersey
Department of Transportation.

Summer Solstice
Happy Hour
O
n a glorious summer evening,
WTS-GNY held its 3rd Annual
Summer Solstice Happy Hour on
the patio at Rats Restaurant in Central New
Jersey, overlooking a lush water feature. On June 26th, over cold beverages and
hors d’oeuvres, attendees shared lighthearted conversation amid croaking frogs
and wandering ducks. Some participants
wandered around the adjoining Grounds of
Sculpture, which features over 270 contem-
porary sculptures around 42 magnificently
landscaped acres. Event volunteers: Beth DeAngelo (Parsons
