What is it? Is it safe to swim there? We all have ability. The difference is how we use it. – Stevie Wonder, musician A The following were recently posted on beachnet. Please remember to ask your supervisor or department about department-specific items/issues/concerns and use VBgov.com as a resource for lots of valuable information, as well. Q Regarding the 1% merit increase. I totally agree that employees must have a satisfactory performance evaluation to receive a merit increase. Does the supervisor also have to have a satisfactory evaluation for their subordinate to get an increase? If so, this seems wrong. Q How much does the money we receive from Virgin Pulse get taxed? If you take the gift card instead of cash does that get taxed as well? A Every reward earned from Virgin Pulse is a taxable fringe benefit per the IRS. Each month BEWell receives reports from Virgin Pulse on the amount of Pulse Cash earned and the amount redeemed. If you have redeemed Pulse Cash by purchasing an item from their store, putting it into your bank account via direct deposit, or choosing to get a gift card, all of this is sent to BEWell to report to Finance/Payroll. Currently, Payroll has not received any files from BEWell, but they will begin receiving these files monthly starting in April. Once they do, your amount redeemed will be treated as a supplemental wage and will be taxed at 25% (federal) and 5.75% (state) – again, this is being done per the IRS. Public Works said the “black stuff” is sand and ocean matter dredged by the Rudee II from the Rudee Inlet sand trap. Although the discharge isn’t “pretty,” it contains all natural organic material and is safe. The black discharge only occurs a few times a year when the Rudee II is dredging the outer most portion of the Rudee Inlet sand trap area. Q Is it a violation of City policy for basically “stealing from the City” if an employee who does the Virgin Pulse rewards manipulates their Fitbit into giving them steps while they sit at their desk? A I’m sure most of us want to reach our BEWell points for the quarter, since they’re tied to earning money. But, dishonesty isn’t the way to get them nor is it a good quality for employees to have. The BEWell program is relying on employees to be honest in their wellness efforts and have shared the following about fraudulent activity: “Misuse or misrepresentation in the application and participation of any BEWell program shall be considered fraud and shall result in immediate loss of all BEWell program benefits including any wellness program incentives. In addition, fraudulent activity shall be reported to the City/School Auditor and/or Human Resources for further administrative review in accordance with applicable City and School Board policies and may result in disciplinary action up to and including termination.” Q Upon retirement, we get $28 for every eight hours of sick leave. Who set this amount, how long ago was it set and has it ever been adjusted for inflation? Why save it for $3.50/hr.? More money is made by taking as much sick leave as possible prior to retiring. continued on page 9 T Over 60 Theme Parks Nationwide Added to Ticket Monster Perks F inding discounted tickets to your favorite events is easy via Ticket Monster Perks. The agreement outlines roles and responsibilities in the construction of the light rail extension from Newtown Road to Town Center. This vote preserved the state’s $155 million investment in the project. It also gave the go ahead to HRT to submit a funding application for light rail vehicles/cars. However, the final decision on whether to purchase the cars will come after a possible referendum on light rail sometime this fall. May 2016 | BEAM 3 Get Your Party Hat Ready… It’s Time to Celebrate Public Service Recognition Week May 1-7 Y our dedication to our citizens, clients, customers, and to one another is greatly appreciated every day throughout the year. And there’s no better time than during Public Service Recognition Week (PSRW) to truly reflect on the impacts that you make. PSRW, nationally celebrated in May since 1985, is a time set aside each year to honor the men and women who serve America as federal, state and local government employees. As a small way of showing appreciation for all that you do and to celebrate PSRW, all Members can take advantage of discounts being offered just for you during the week. We’re very grateful to the businesses and departments who are providing discounts to employees this year. Some are even providing small gifts/gift cards, which will be provided to around 20 employees through a random drawing (all fulltime and part-time employees’ names will be included in the drawing). Please thank these businesses for their participation and generosity. And, enjoy! In addition, it’s a great time to think about the people who make your work life better day-in and day-out. Please take the time to say ‘thank you’. 4 BEAM | May 2016 GIVING BACK As another part of our celebration, we will be giving back to the community we serve. The Citywide Recognition Team has chosen to support Beach Bags, a program that provides needy Virginia Beach City Public School students with necessary food items for the weekend. Please click here for more details about this program. Our employees are very compassionate when it comes to giving. So, we like to do something during the week to show how much we appreciate our community and those we serve. If you can, please donate just one item (you’re welcome to donate more than one) from the following list: individual cereal boxes - small, individual sized boxes or bowls 8 oz. shelf stable milk - individual cartons (juice box size) shelf-stable main course items - ravioli, spaghetti & meatballs, beef stew, chicken & dumplings, tuna/chunk chicken, tuna helper, macaroni & cheese, chunky soups, peanut butter & crackers 4 oz. or larger fruit cups and/or 100% juice boxes snack items: granola bars, pop tarts, cereal bars, cheese/peanut butter sandwich crackers, pudding cups, raisins, fruit cups, juice boxes (100% juice), pretzels, trail mix, snack crackers, peanut butter & crackers. You may also make monetary donations. Donated items will only be collected during Public Service Recognition Week, May 1-7. Each department has a recognition representative who will work with you to accept and coordinate your donations. We also know that personal budgets are tight. If you cannot participate in this Citywide effort to give back, that’s totally understandable. It’s simply a way to give if you so desire. Please contact your departmental Recognition Representatives for additional information. You may also contact Virginia Rogers at [email protected] or 385-4344. Thanks to all of these representatives for their efforts this week and year-round. Thanks, everyone, for all that you do! Please click here to read Mayor Sessoms’ PSRW proclamation. Due to recent changes in legislation, you may want to purchase this time sooner rather than later. for this service no later than October 1, 2016. Effective January 1, 2017, the purchase of prior service will be at a higher cost, based on a recent change by the Virginia General Assembly. If you have periods of leave or prior service that you decide to purchase: VRS recommends that you apply Your deductions must begin no later than December 2016, if you purchase through a salary-reduction agreement. The full payment must arrive at VRS no later than December 30, 2016, if you choose a lump-sum payment method. To determine if you have any prior service that can be purchased, log on to the VRS website at www.varetire.org. If you haven’t already done so, you can then register as a VRS member, log in to your account and see what, if any, eligible time is available. You can also resister for the Purchase of Prior Service webinar. To obtain an updated or new cost letter (what it would cost you to purchase prior service), simply complete a Form VRS-26 and return it to Cymathia (Sam) Brigman, VRS Retirement Specialist, at [email protected]. Or send the form to Finance/Payroll, Building 18 (2nd floor). Obtaining a cost letter only provides you with the cost to purchase prior service; it does not start the process for the purchase until you sign additional paperwork. Then, in July 1999, it was increased to $28/day. The amount has not changed since that time. Even though $28 is not a large amount, the City still continues to provide it – many organizations do not provide this payout upon retirement (they simply lose their accrued sick leave). Also, a supervisor/ manager shouldn’t approve three to four weeks of sick leave, for example, right before an employee retires, unless the employee has provided medical documentation. Q Who decides what buildings get updated/repaired? Our trailer is awful (brown watermarks on ceiling panels, paneled walls are buckling). Our small bathroom had holes and carpet tiles so we got new flooring. They’re putting cosmetics onto old cracked faces. A Here’s the scoop from Public Works: Public Works/Facilities Management – which includes Building Maintenance, Facilities Design and Construction, the Facilities Management Office and the Energy Management Office – is responsible for assessing the condition of City-owned facilities and addressing deficiencies within available funding. Building Maintenance is funded to sustain the condition of the City’s buildings within the Operating Budget. CIP funding is provided to ensure the replacement of significant features (HVAC equipment, roofing, etc.) is done on a periodic basis to keep the building functioning for its intended purpose. When a facility, such as a temporary trailer facility as you described, needs to be replaced with a newly constructed, permanent structure, the department occupying the facility works with Facilities Management to develop a Capital Improvement Project (CIP). That CIP is presented with all competing facilities’ CIPs to Budget/Management Services and, ultimately, to the Management Leadership Team and City Council for funding in the City’s budget. Once funded, Facilities Design and Construction oversees the planning, design, construction and occupancy of the new facility. Facilities Management will work with Public Works leadership to develop a CIP for the FY18 budget to replace the trailer on Holland Road. That CIP project will compete with others in the FY18 budget for available funding. Until then, Building Maintenance will continue to do whatever it can to keep the facility functional. Q I’m grateful for the 1% merit. But, why is it being based on the midpoint, not what we actually earn? Longevity is not being rewarded. Newer employees = 1% on a salary they haven’t reached. Long-time employees = 1% on a salary they made in the past. A Over the past few years when all full-time and part-time employees received a general increase, the over- all increase resulted in a larger dollar amount for those with higher salaries – generally, those who have been here longer. Many employees felt this was an advantage for those earning higher salaries. Example: 1.66% general increase X $30,000 = $30,498; 1.66% X $60,000 = $60,996 – a $498 increase compared to a $996 increase. So, for the merit increase next year, leadership proposed a new method that simply levels the playing field, a little, by giving eligible employees the same pay increase based on the pay range midpoint (instead of their salary, as in the past). One advantage of this approach is it will help address horizontal compression. Please note: the general increase will still be calculated on current salary as in previous years. Q I got a compression raise the first year. Mr. Hansen’s email said most employees should be at the midpoint of their pay range. I’ve been with the City 11 years, and I’m still $5,000 below midpoint. Am I eligible for another compression raise? A It seems you may have misunderstood the City Manager’s OnPoint with Dave. The proposed compression adjustments and merit increases are totally separate from one another. 1. In order to receive a compression adjustment, there has to be an employee with fewer years in title – the same title that you have – making the same or more pay than you (with a minimum of one year continued on pg. 10 Computer Companion at Home Serving City Employees Retirees & Families For 10 Years Sharon Prescott REALTOR® 757-630-2660 [email protected] Buy with Confidence, Sell with Success Computer Problems...Let me help Call or Text Jim Livsey @ (757) 409-2597 Or Email [email protected] Ask about Discount for City Employees 500 Baylor Ct. Employees eligible for compression adjustments won’t be finalized until after the budget is adopted in May. The Strategic Growth Area Office works with HRT to determine placement of bus shelters. So, you can contact Strategic Growth with requests. They said shelters will be installed in April at the Military/Auburn and Military/Indian River stops. 2. The proposed merit increase is based on your performance evaluation. The methodology to provide the merit increase is based on the midpoint of all pay ranges. Human Resources has determined that around 75% of our employees are below the midpoint of their ranges. All employees (with a “meets expectations” evaluation) will get the same dollar amount increase based on 1% of the midpoint of their pay range (up to the maximum of their range). July 2015 BEAM At 5 p.m. some driving on Princess Anne Rd. in front of the precinct think it’s a 2-lane road. They drive in the area for side parking (driving over the big X box). So, you can’t get into the right lane to turn onto Nimmo. Is there a way to police this? Police and PW/Traffic Engineering checked out this area. Crossing a solid white line – the edge of the gore markings/big X box you mentioned – can increase risk, but doing so is not illegal, according to the Virginia Driver’s Manual. So, you too can carefully veer to the right in that area, taking precautions as needed. That area is also a bus stop, so you’ll definitely need to watch for the bus. Traffic Engineering also said that they will extend the travel lane there.
