totally agree that employees must
have a satisfactory performance evaluation to receive a merit increase. Does the
supervisor also have to have a satisfactory evaluation for their subordinate to get

How much does the money we receive from Virgin Pulse get taxed?
If you take the gift card instead of cash
does that get taxed as well? A
Every reward earned from Virgin
Pulse is a taxable fringe benefit per
the IRS. Each month BEWell receives reports from Virgin Pulse on the amount
of Pulse Cash earned and the amount
redeemed. If you have redeemed Pulse
Cash by purchasing an item from their
store, putting it into your bank account
via direct deposit, or choosing to get
a gift card, all of this is sent to BEWell
to report to Finance/Payroll. Currently,
Payroll has not received any files from
BEWell, but they will begin receiving
these files monthly starting in April.
Once they do, your amount redeemed
will be treated as a supplemental wage
and will be taxed at 25% (federal) and
5.75% (state) – again, this is being done
per the IRS.
Public Works said the “black stuff”
is sand and ocean matter dredged
by the Rudee II from the Rudee Inlet
sand trap. Although the discharge isn’t
“pretty,” it contains all natural organic
material and is safe. The black discharge
only occurs a few times a year when the
Rudee II is dredging the outer most portion of the Rudee Inlet sand trap area.

Is it a violation of City policy for
basically “stealing from the City” if
an employee who does the Virgin Pulse
rewards manipulates their Fitbit into
giving them steps while they sit at their
desk? A
I’m sure most of us want to reach
our BEWell points for the quarter,
since they’re tied to earning money.
But, dishonesty isn’t the way to get
them nor is it a good quality for employees to have. The BEWell program
is relying on employees to be honest in
their wellness efforts and have shared
the following about fraudulent activity:
“Misuse or misrepresentation in the
application and participation of any
BEWell program shall be considered
fraud and shall result in immediate loss
of all BEWell program benefits including any wellness program incentives.
In addition, fraudulent activity shall be
reported to the City/School Auditor
and/or Human Resources for further
administrative review in accordance
with applicable City and School Board
policies and may result in disciplinary
action up to and including termination.”

Upon retirement, we get $28 for
every eight hours of sick leave.
Who set this amount, how long ago
was it set and has it ever been adjusted
for inflation? Why save it for $3.50/hr.?
More money is made by taking as much
sick leave as possible prior to retiring.

Virginia Beach?
n early April, City Council voted
to authorize City Manager Dave
Hansen to execute a nonbinding
agreement between the City, the
state’s Department of Rail and Public
Transportation, and the Transportation District Commission of Hampton
Roads (HRT). The agreement outlines roles and responsibilities in the
construction of the light rail extension
from Newtown Road to Town Center.
This vote preserved the state’s
$155 million investment in the project.
It also gave the go ahead to HRT to
submit a funding application for light
rail vehicles/cars. However, the final
decision on whether to purchase the
cars will come after a possible referendum on light rail sometime this fall.

ave you been thinking about buying back prior years of service at
the City, which can count toward
your total number of years for retirement
(or to be vested)? Due to recent changes
in legislation, you may want to purchase
this time sooner rather than later.

Virginia General Assembly.

New W.A.V.E. Coming July 2016
A
new online applicant tracking
system – how you apply for jobs
and hire employees at the City –
has been in the works and is expected to
go-live on July 1, 2016.
Much like the current applicant
system, employees will have varying
access and interaction with the new
W.A.V.E. depending on whether they
do or do not have a role in the hiring
process. Remaining the same will be
the name: W.A.V.E. – Web Application
for Virginia Beach Employment. And,
it will still be accessible via the City’s
Employment web page and beachnet.
Before we switch to the new system, employees who have an existing
application (accompanying materials)
in our current system are highly encouraged to print and/or save a copy
of their information no later than
June 25. Current applications, and all
documents associated with them, will
no longer be available beginning June
26, 2016.
With the new W.A.V.E.:

The amount provided per day
for unused sick leave, paid upon
eligible retirement, was set at $21 in
December 1988. Then, in July 1999, it
was increased to $28/day. The amount
has not changed since that time. Even
though $28 is not a large amount, the
City still continues to provide it – many
organizations do not provide this payout
upon retirement (they simply lose their
accrued sick leave). Also, a supervisor/
manager shouldn’t approve three to
four weeks of sick leave, for example,
right before an employee retires, unless
the employee has provided medical
documentation.
Q
Who decides what buildings get updated/repaired? Our trailer is awful
(brown watermarks on ceiling panels,
paneled walls are buckling). Our small
bathroom had holes and carpet tiles so
we got new flooring. They’re putting
cosmetics onto old cracked faces.

Here’s the scoop from Public Works:
Public Works/Facilities Management – which includes Building
Maintenance, Facilities Design and
Construction, the Facilities Management
Office and the Energy Management
Office – is responsible for assessing the
condition of City-owned facilities and
addressing deficiencies within available
funding. Building Maintenance is funded
to sustain the condition of the City’s
buildings within the Operating Budget.
CIP funding is provided to ensure the
replacement of significant features
(HVAC equipment, roofing, etc.) is done
on a periodic basis to keep the building
functioning for its intended purpose.
When a facility, such as a temporary
trailer facility as you described, needs to
be replaced with a newly constructed,
permanent structure, the department
occupying the facility works with Facilities Management to develop a Capital
Improvement Project (CIP). That CIP is
presented with all competing facilities’
CIPs to Budget/Management Services
and, ultimately, to the Management
Leadership Team and City Council for
funding in the City’s budget. Once funded, Facilities Design and Construction
oversees the planning, design, construction and occupancy of the new facility.
Facilities Management will work with
Public Works leadership to develop a CIP
for the FY18 budget to replace the trailer
on Holland Road. That CIP project will
compete with others in the FY18 budget
for available funding. Until then, Building
Maintenance will continue to do whatever it can to keep the facility functional.

I’m grateful for the 1% merit.
But, why is it being based on the
midpoint, not what we actually earn?
Longevity is not being rewarded. Newer
employees = 1% on a salary they haven’t
reached. Long-time employees = 1% on
a salary they made in the past. A
Over the past few years when all
full-time and part-time employees
received a general increase, the over-
all increase resulted in a larger dollar
amount for those with higher salaries
– generally, those who have been here
longer. Many employees felt this was an
advantage for those earning higher salaries. Example: 1.66% general increase
X $30,000 = $30,498; 1.66% X $60,000
= $60,996 – a $498 increase compared
to a $996 increase. So, for the merit increase next year, leadership proposed a
new method that simply levels the playing field, a little, by giving eligible employees the same pay increase based on
the pay range midpoint (instead of their
salary, as in the past). One advantage
of this approach is it will help address
horizontal compression. Please note: the
general increase will still be calculated
on current salary as in previous years.
Q
I got a compression raise the first
year. Mr. Hansen’s email said most
employees should be at the midpoint
of their pay range. I’ve been with the
City 11 years, and I’m still $5,000 below
midpoint. Am I eligible for another compression raise?
A
It seems you may have misunderstood the City Manager’s OnPoint
with Dave. The proposed compression
adjustments and merit increases are
totally separate from one another.

The Strategic Growth Area Office works
with HRT to determine placement of
bus shelters. So, you can contact Strategic
Growth with requests. They said shelters will
be installed in April at the Military/Auburn
and Military/Indian River stops.
2. The proposed merit increase is based
on your performance evaluation. The
methodology to provide the merit
increase is based on the midpoint of
all pay ranges. Human Resources has
determined that around 75% of our
employees are below the midpoint

box). So, you can’t get into the right lane
to turn onto Nimmo. Is there a way to
police this?

checked out this area. Crossing a
solid white line – the edge of the gore
markings/big X box you mentioned – can
increase risk, but doing so is not illegal,
according to the Virginia Driver’s Manual. So, you too can carefully veer to the
right in that area, taking precautions as
needed. That area is also a bus stop, so
you’ll definitely need to watch for the bus.
Traffic Engineering also said that they will
extend the travel lane there.
