Symposium held 10/22/15 at Carlyle on the Green. Virtually, all 21 NSWCA
member Districts were in attendance and the conference covered a
multitude of topics pertinent to both Nassau and Suffolk counties via four
panel discussions.

Board of Commissioners Adopt 2016 Budget without
an Increase for Fourth Consecutive Year
I am pleased to present this issue of Water Talk to the residents of the Massapequa Water District. With the adoption of the 2016
budget, progress on the Grumman / Navy plume, and several infrastructure projects completed, there is a great deal to report.
At the September 9th Board meeting, the Board of Commissioners adopted the 2016 budget. The proposed budget had required a
public hearing which was held on September 3rd and was posted in both of the local Massapequa newspapers. The Board adopted a
budget which has no increases proposed for 2016. This means a 0 % tax increase and no rate increase for next year. This is the fourth
consecutive year the Board of Commissioners has prepared a balanced budget without any type of rate increase. The budget has been
passed by the Town of Oyster Bay. At the public hearing, Commissioner Joseph Tricarico commented, “We must continue to fi nd
ways to hold the line within our budget while maintaining the level of service to our residents”.
Since the last issue of Water Talk, the District completed the rehabilitation of its Brooklyn Avenue ground storage tank. This included a
complete refurbishment and replacement of both the interior and exterior coatings. This storage tank holds 500,000 gallons of water
in reserve which is used during periods of high demand, including a reserve for firefighting purposes. The District also continued
its fire hydrant replacement program and water meter replacement program. Over 50 hydrants were replaced during 2015 in
coordination with the Massapequa Fire District. Nearly 500 water meters were replaced using the latest radio read technology which
minimizes customer inconvenience and assists in identifying undetected leaks. These programs are expected to continue for the 2016
budget year.
Be Prepared for Winter
Now is the time to take precautions in anticipation of winter. Last winter our area experienced a deep extended freeze. Many residents
had frozen pipes and water meters. Please take the time to make sure all pipes are properly insulated and not exposed to the cold. For
additional information, please refer to the winter preparations notice in this issue of Water Talk or call 798-5266.
Grumman / Navy Plume Update
The Massapequa Water District (MWD) has been very active with our long term measures advocating for the appropriate
remedial activities to be implemented to contain the Grumman / Navy plume which would prevent potential impacts to
our public supply wells. While we have been waiting for the report on Assemblyman Saladino’s legislation to study the
feasibility of plume containment, MWD continues to attend the many plume meetings and press forward on a new well
permit application. Assemblyman Saladino’s report is being prepared by a consultant hired by the NYSDEC and is due
by the end of 2015.
The MWD Board of Commissioners continues to make plume containment a top priority and take the protection of our
local water supply very seriously. The Board regularly attends public Restoration Advisory Board (RAB) meetings to listen
to concerns of residents and assure them that MWD is doing everything possible to protect our water supply.

All of the early warning monitoring wells specifically installed for MWD have been completed. The wells have been
sampled and do not show any traces of contamination. While this is good news, the plume continues to show high
concentrations of contamination just north of the Southern State Parkway. MWD has been strongly advocating that the
NYS DEC require the Navy and / or Grumman install extraction wells to intercept the plume. We have also been
advancing a permit with the NYS DEC to install a new well outside of the projected path of the plume. This permit when
approved, will give MWD an option to secure clean uncontaminated water should the plume impact one of our northern
most supply wells.
Although the responsible parties have been identified (Navy and Grumman), forcing them to initiate aggressive plume
clean up measures has proven to be a very difficult task. Which party is responsible for onsite and offsite clean up measures
is often unclear. For this reason, MWD is investigating a new technology that could directly link the responsible parties
to specific contamination locations. The technology being considered is a forensic water analysis where the known plume
contaminates are clearly identified through a finger printing type test called an isotope ratio analysis. This is very similar
to DNA testing for crime scenes. This type of analysis could prove to be very helpful in the event MWD decides to take
court action against the responsible parties.
