INTRODUCTION
This pamphlet is a moral appeal to all United Parcel Service (UPS) investors, shareholders and
stakeholders.
Please use your influence—your conscience and your American sense of fair play—to get UPS
to sign the Holy Land Principles: Amended 2014, so that American principles follow American
investment. See page 4.
This pamphlet is being sent to all 545 American companies doing business in The Holy Land – to
both the CEOs and the IRCs (Investor Relations Contacts). All these companies, and not just UPS,
are urged to sign the Holy Land Principles. Every Member of Congress, House and Senate, will
also receive this pamphlet.
The second part of this pamphlet consists of a Special Report that Holy Land Principles, Inc. commissioned “United Parcel Service and Human Rights” by Sustainable Investments Institute.
The Holy Land Principles do not call for quotas, reverse discrimination, disinvestment, divestment
or boycott — only American fairness. The Principles are modeled on the Mac Bride Principles,
universally regarded as the most effective campaign ever against anti-Catholic discrimination in
Northern Ireland. The Principles are pro-Jewish, pro-Palestinian and pro-company.
We will be filing a Resolution with UPS to sign the Holy Land Principles (page 11). We especially
urge all Shareholders to vote for this Resolution.
This Resolution should be totally acceptable to UPS, granting its declared policy on Human Rights.
HUMAN RIGHTS
UPS states: “UPS supports the protection of basic human rights throughout its worldwide operations. As a global company, UPS recognizes that it plays a role in acknowledging basic human
rights in accordance with our high standards for the treatment of people. Basic human rights address areas such as equality among people, employee well-being and security, personal freedom
from persecution, and economic, social, and cultural freedom.”
HOLY LAND PRINCIPLES
The Holy Land Principles came into being when Americans of conscience and fair play had studied and analyzed the effectiveness of the Mac Bride Principles for Northern Ireland.
They approached Fr. Sean Mc Manus, President of the Capitol Hill-based Irish National Caucus,
which initiated and launched the Mac Bride Principles on November 5, 1984. They sought his
advice on the feasibility of a similar campaign regarding American companies doing business in
the Holy Land.
Fr. Mc Manus not only thought it was feasible, but he also agreed to lead the Holy Land Principles campaign, saying: “If Catholics in Northern Ireland deserve these Principles, who can claim

that Palestinian Christians and Palestinian Muslims do not.”
Fr. Mc Manus visited the Holy Land in October 2012, as part of a delegation sponsored by the
Washington-based INTERFAITH PEACE–BUILDERS. And on International Human Rights
Day, December 10, 2012, he launched the Holy Land Principles, along with an updated edition
of his widely praised Memoirs: My American Struggle For Justice in Northern Ireland … And
The Holy Land.
MAC BRIDE PRINCIPLES ELUCIDATES HOLY LAND PRINCIPLES
The secret of the Mac Bride Principles is their moderation and reasonableness. For example, the
Principles did not try to contend with England’s partition of Ireland or the denial of Ireland’s right
to national sovereignty and self-determination. Nor did the Principles attempt to address the torture
of political prisoners and the wholesale violations of human rights in the undemocratically and
artificially created State of Northern Ireland. Although acutely conscious that Northern Ireland
was set up to be a sectarian and anti-Catholic State, the Principles did not attempt to resolve such
institutionalized injustice. None of this is the proper business of American companies—or so companies might try to conveniently argue—but fair employment most assuredly is their business.
In the same way, the Holy Land Principles do not try to address the political problems in Israel–
Palestine. They take no position on a One-State, Two-State solution, or any solution.
Supporters of the Holy Land Principles, naturally, support nonviolence, security for Israel, and full
human and political rights for Palestinians. However, the Principles do not attempt to address the
fundamental, just demands of the Palestinians: Ending the post–1976 Occupation; full equality for
all Arab citizens of Israel; and the Right to Return of all refugees, as mandated by UN Resolution
194.
We also recognize that all American companies must be aware that Settlements are a violation of
International law, and that, therefore, Settlement goods are tainted. Not only that, but all American
Administrations have opposed Settlements. Therefore, many Americans feel it is legally and morally wrong to deal with Settlement goods.
But the Holy Land Principles cannot incorporate any of these elements. Not because they are not
important—they supremely are—but because they are not the function of Principles. Just as the
freedom and re-unification of Ireland is the supreme objective of the Irish National Caucus, nonetheless, the Mac Bride Principles campaign was not about that … Other campaigns of ours surely
were, but not the Mac Bride Principles campaign. Yet no Irish-American campaign ever was more
effective in exposing injustice in Northern Ireland and raising the Irish issue to the highest level.
The basic strategy of the Holy Land Principles campaign is to persuade all the 545 U.S. companies
in the Holy Land to sign the Principles. They sign by agreeing in writing ‘to make all lawful efforts to implement the Fair Employment Practices embodied in the Holy Land Principles in their
operations in The Holy Land’—the very same language used by companies signing the Mac Bride
Principles.

To date 113 companies have responded.
Significantly, whereas it took five years for the first company to sign the Mac Bride Principles,
one company—Oxygen Biotherapeutics, Inc. (now named Tenax Therapeutics)—signed the
Holy Land Principles almost immediately.
As anticipated, the others—just as with the Mac Bride Principles—mostly said there was no need
to sign up as they were already following codes of conduct.
Fr. Mc Manus has replied to these companies, stating: “We did, of course, already know that your
Company would have certain fair employment principles in place—just as we knew before we
launched the Mac Bride Principles on November 5, 1984, that those Companies doing business
in Northern Ireland would have fair employment principles in place.
However—as the historical record has abundantly established—it was not until those Companies signed the Mac Bride Principles that real progress was made in combatting anti-Catholic
discrimination.
Similarly, until your Company signs the Holy Land Principles, it will not be clear that it is doing
enough to combat discrimination the Holy Land (Palestine–Israel).
Companies cannot pretend that Northern Ireland and The Holy Land are not unusual, or that they
do not require special attention. History adequately proves otherwise.
Therefore, we have no option but to persist in our campaign to get your Company and all American Companies doing business in Palestine-Israel to sign the Holy Land Principles. We know
from our experience with the Mac Bride Principles that Companies tend to resist signing, but we
also know that sooner or later—as the moral pressure mounts and as Americans of conscience
speak out—that Companies will sign … We urge your Company to sign sooner rather than later.
It’s the right thing to do. Refusing to sign sends out the wrong signal, which is neither good for
fair employment nor business.”

American companies have a responsibility to maximize the profits of their shareholders. And
shareholders have the right and responsibility to insist that their profits are earned through ethical
corporate practices—that they avoid discrimination based on racial, national, ethnic or religious
identity.
Moreover, ethical investment not only benefits society but also creates stronger and more sustainable profits for their shareholders.

In the tradition of the Sullivan Principles (South Africa) and the Mac Bride Principles
(Northern Ireland), the Holy Land Principles seek to ensure that American dollars do not support
discrimination, human rights abuses, or violations of international law in The Holy Land (Israel/
Palestine, The West Bank, The Gaza Strip and East Jerusalem). The Principles do not call for
disinvestment, divestment, quotas or reverse discrimination.

THE MAC BRIDE PRINCIPLES
Initiated, proposed, and launched by the Irish National Caucus November 5, 1984

(1)Increasing the representation of individuals, from underrepresented religious groups in
the workforce, including managerial, supervisory, administrative, clerical, and technical
jobs.
A workforce that is severely unbalanced may indicate prima facie that full equality of opportunity is not being afforded all segments of the community in Northern Ireland. Each signatory to the MacBride Principles must make every reasonable lawful effort to increase the
representation of underrepresented religious groups at all levels of its operations in Northern
Ireland.
(2)Adequate security for the protection of minority employees at the workplace.
While total security can be guaranteed nowhere today in Northern Ireland, each signatory to
the MacBride Principles must make reasonable good faith efforts to protect workers against
intimidation and physical abuse at the workplace. Signatories must also make reasonable
good faith efforts to ensure that applicants are not deterred from seeking employment because of fear for their personal safety at the workplace.
(3)Banning provocative sectarian or political emblems from the workplace.
Each signatory to the MacBride Principles must make reasonable good faith efforts to prevent the display of provocative sectarian emblems at their plants in Northern Ireland.
(4)Providing that all job openings be advertised publicly and providing that special recruitment efforts be made to attract applicants from underrepresented religious groups.
Signatories to the Mac Bride Principles must exert special efforts to attract employment applications from the sectarian community that is substantially underrepresented in the workforce. This should not be construed to imply a diminution of opportunity for other applicants.

(5)Providing that layoff, recall and termination procedures do not favor a particular religious group.
Each signatory to the MacBride Principles must make reasonable good faith efforts to
ensure that layoff, recall and termination procedures do not penalize religious groups disproportionately. Layoff and termination practices that involve seniority solely can result in
discrimination against a particular religious group if the bulk of employees with greatest
seniority are disproportionately from another religious group.
(6) A
bolishing job reservations, apprenticeships restrictions and differential employment
criteria which discriminate on the basis of religion.
Signatories to the MacBride Principles must make reasonable good faith efforts to abolish
all differential employment criteria whose effect is discrimination on the basis of religion.
For example, job reservations and apprenticeship regulations that favor relatives of current
of former employees can, in practice, promote religious discrimination if the company’s
workforce has historically been disproportionately drawn from another religious group.
(7) P
roviding for the development of training programs that will prepare substantial numbers of minority employees for skilled jobs, including the expansion of existing programs and the creation of new programs to train, upgrade and improve the skills of
minority employees.
This does not imply that such programs should not be open to all members of the workforce equally.
(8) Establishing procedures to assess, identify and actively recruit minority employees with
the potential for further advancement.
This section does not imply that such procedures should not apply to all employees equally.
(9) P
roviding for the appointment of a senior management staff member to be responsible
for the employment efforts of the entity and, within a reasonable period of time, the
implementation of the principles described above.
In addition to the above, each signatory to the MacBride Principles is required to report
annually to an independent monitoring agency on its progress in the implementation of
these Principles.
The Mac Bride Principles have been signed by 116 America companies.
The Mac Bride Principles have been signed into law in 18 States, numerous cities and
towns.
The Mac Bride Principles were passed twice by the Republican Congress and signed
into law by Democratic President Clinton in October 1998. The great Jewish-American
Congressman Ben Gilman (R–NY), Chairman of the House International Committee took
to the floor of the House of Representatives and declared: “I want to make a special note
regarding Fr. Sean Mc Manus. No one has fought harder against discrimination in Northern Ireland. Fr. Sean singlehandedly brought the Mac Bride fair employment principles
to … enactment.”

(1904-1988)
The Irish National Caucus named the Mac Bride Principles after the
late Seán Mac Bride.
Seán Mac Bride, by any criterion, was one of Ireland’s most eminent
sons. He certainly was its most revered, internationally respected
‘Elder Statesman.’
He is the only man in history to win the three major Peace Prizes:
the Nobel Peace Prize (1974), the Lenin Peace Prize (1977) and the
American Medal of Justice (1978).
Seán Mac Bride was born in 1904. His parents—Major John Mac
Bride and Maud Gonne—were both illustrious Irish patriots. Maud
Gonne was the inspiration for a number of WB Yeats famous love poems. Major Mac Bride
was executed by the British in 1916. Mac Bride’s imprisonment by the British as a boy of fourteen, no doubt, explains his life-long commitment to the right of political prisoners. He played
an active and key role in the Irish War of Independence. He was Chief of Staff of the IRA in
1936, and Irish Foreign Minister from 1948-1951.
As Foreign Minister, Mac Bride became one of the primary movers behind the creation of the
European Human Rights Convention. Mac Bride also was instrumental in bringing about the
United Nations’ Universal Declaration on Human Rights.
Perhaps Mac Bride is best known for co-founding Amnesty International in 1961. He also
helped to establish the Organization of African Unity. In 1973, the General Assembly of the
United Nations unanimously elected him to serve as Commissioner for Namibia.
From 1963 to 1971, Mac Bride served as the Secretary General of the International Commission of Jurists. He also went on to become Assistant Secretary General of the United Nations,
Chairman of the Congress of World Peace Forces, President of the World Federation of the
United Nations Association and President of the International Peace Bureau.
Over and above all this, he pursued a distinguished legal career, making him widely regarded
as one of the great lawyers of the 20th Century.
Seán Mac Bride served as the Irish National Caucus Liaison in Ireland from 1979 until his
death in 1988.

RESOLUTION
WHEREAS, UPS has operations in Palestine-Israel;
WHEREAS, achieving a lasting peace in the Holy Land—with security for Israel and justice for
Palestinians—encourages us to promote a means for establishing justice and equality;
WHEREAS, fair employment should be the hallmark of any American company at home or
abroad and is a requisite for any just society;
WHEREAS, Holy Land Principles Inc., a non-profit organization, has proposed a set of equal
opportunity employment principles to serve as guidelines for corporations in Palestine-Israel.
These are:
1. Adhere to equal and fair employment practices in hiring, compensation, training, professional
education, advancement and governance without discrimination based on national, racial,
ethnic or religious identity.
2. I dentify underrepresented employee groups and initiate active recruitment efforts to increase
the number of underrepresented employees.
3.Develop training programs that will prepare substantial numbers of current minority
employees for skilled jobs, including the expansion of existing programs and the creation
of new programs to train, upgrade, and improve the skills of minority employees.
4.Maintain a work environment that is respectful of all national, racial, ethnic and religious
groups.
5. Ensure that layoff, recall and termination procedures do not favor a particular national,
racial, ethnic or religious group.
6.Not make military service a precondition or qualification for employment for any position,
other than those positions that specifically require such experience, for the fulfillment of an
employee’s particular responsibilities.
7.Not accept subsidies, tax incentives or other benefits that lead to the direct advantage of one
national, racial, ethnic or religious group over another.
8.Appoint staff to monitor, oversee, set timetables, and publicly report on their progress in
implementing the Holy Land Principles.
RESOLVED: Shareholders request the Board of Directors to: Make all possible lawful efforts to
implement and/or increase activity on each of the eight Holy Land Principles.
SUPPORTING STATEMENT
The proponent believes that United Parcel Service benefits by hiring from the widest available
talent pool. An employee’s ability to do the job should be the primary consideration in hiring and
promotion decisions.
Implementation of the Holy Land Principles­—which are both pro-Jewish and pro-Palestinian
—will demonstrate concern for human rights and equality of opportunity in its international
operations.

FR. SEAN MC MANUS
Fr. Sean Mc Manus, founder-president of the Capitol
Hill-based Irish National Caucus—and the Holy Land
Principles, Inc.—was born in 1944 in County Fermanagh, one of the Six Counties in Northern Ireland—in
a parish, significantly, divided by the British imposed
Border.
In 1972, Church and State exiled him to the U.S. because he refused to be silent about injustice in Northern
Ireland.
In 1974, he founded the Irish National Caucus: “Thus
Mc Manus became Britain’s nemesis in America, the
driving force that would eventually erode Britain’s influence within the U.S. Government.”
(American Policy and Northern Ireland. Professor Joseph E. Thompson).
Fr. Mc Manus has an unequaled and unprecedented record of working on Capitol Hill on the
Irish issue. He has built up huge goodwill for the Irish cause, and is highly respected for the nonpartisan way he has pursued his mission. He has based his mission solidly on the teaching of the
Catholic Church: “Action on behalf of Justice [is] a constitutive dimension of the preaching of
the Gospel.” (Justice in the World. 1972).
In 2011, Fr. Mc Manus was chosen to serve on the World Peace Prize Awarding Council
(WPPAC). The South Korea-based Council consists of twelve international and interfaith members. In 2013 Fr. Mc Manus was selected to be the Chief Judge of WPPAC.
To further promote the Holy Land Principles, Fr. Mc Manus has brought out a new edition of his
Memoirs: My American Struggle for Justice in Northern Ireland … and The Holy Land. In the
book, which now has 424 pages, he draws a close parallel between how the British Government
partitioned both Ireland and Palestine. The prime promoter of the book is Barbara Flaherty, Executive Vice President of both the INC and the Holy Land Principles, Inc.

BARBARA J. FLAHERTY
Executive Vice President
Barbara Flaherty, a teacher and educator, has also spent many
years working in the non-profit sector. She has a Bachelor of
Science Degree in Secondary Education from The University of
Maryland, College Park, and holds a Master of Science Degree
in Curriculum and Instruction from Western Maryland College,
graduating with a 4.0 average.
Barbara has spent two decades teaching history in the Prince
George’s County, Maryland system. She said, “I love teaching,
and I have worked with the best trained educators in the country.”
In 2005, Barbara received the Outstanding Educator Award.
She is now the Executive Vice President of the Irish National
Caucus, and the Holy Land Principles.
She says, “It is a privilege to be working with both the Irish National Caucus and the Holy Land
Principles on very important, human rights issues.”
Her late husband, Martin, a Galway native, first introduced her to the Irish cause at the age of 18,
and since then she has been continually involved.
In 2011, the World Peace Prize Awarding Council appointed Barbara Roving Ambassador of
Peace, and in 2013, Barbara was selected to also serve as a Judge and Corporate Manager of
WPPAC. The South Korea-based Council consists of twelve international and interfaith members.

The Holy Land and Ireland are joined in this Third Edition of Fr. Mc Manus’
Memoirs. Having struggled for over forty years to get America to stand up for justice
and peace in Ireland, Fr. Mc Manus turns his attention to The Holy Land, dear
to the heart of all Irish people the world over. The Irish are deeply conscious
that the British Government partitioned both Palestine and Ireland
in England’s imperial and colonial interest.
When concerned Americans asked Fr. Mc Manus’ help in exploring if a
Mac Bride Principles-type campaign could be applied to The Holy Land,
he responded, “How could I say no since I have spent decades pleading that
these principles be applied to Northern Ireland? I believe American principles
should follow American investment – no exceptions!”
This new Edition recounts Fr. Mc Manus’ visit to The Holy Land,
and his new struggle for The Holy Land Principles.
This book has already been declared a classic, and the most significant
memoir in the historiography of Irish-American nationalism
since John Devoy’s Recollections of an Irish Rebel (1929).
For over forty years, Fermanagh native Fr. Sean Mc Manus has been at the
heart of the Irish-American campaign against injustice in Northern Ireland.
This is his personal account of how he mainstreamed Northern Ireland on Capitol
Hill after Church and State exiled him from Britain in 1972 to silence him on the
issue. He founded the Irish National Caucus in 1974, “the driving force that would
diminish Britain’s influence with the U.S. government.”
He forced through Congressional action to stop the sale of U.S. weapons to the
RUC and made the Mac Bride Principles on fair employment a powerful force.
And all this time, he was opposed not only by the London and Dublin
governments but also – and ironically and inexplicably – by elements in
the Irish Republican Movement in Ireland.

The Mac Bride Principles has been the most important campaign ever against anti-Catholic
discrimination in Northern Ireland. The Holy Land Principles—also launched by Fr. Sean Mc
Manus—can do for Palestinian Muslims and Palestinian Christians what the Mac Bride Principles
did for Catholics in Northern Ireland.
England—NOT GOD—sowed the seeds of partition in both lands: the Balfour Declaration for
Palestine (1917) and the Government of Ireland Act (1920).
Until Fr. Sean Mc Manus—President of the Capitol Hill-based Irish National Caucus—launched
the Mac Bride Principles on November 5, 1984, the American companies doing business in Northern Ireland were never confronted with their complicity in anti-Catholic discrimination. Incredibly,
that obvious domestic and foreign policy nexus, with its powerful economic leverage for good, was
missed. Same, too, with the American companies (apart from a few with obvious military-security
aspects) doing business in Palestine-Israel ... A vacuum crying out to be filled—and filled by the
Holy Land Principles, launched on International Human Rights Day, December 10, 2012.
The Holy Land Principles are a corporate code of conduct for the 546 American companies doing business in Israel-Palestine. The 8-point set of Principles does not call for quotas, reverse discrimination, divestment, disinvestment or boycotts—only American fairness in American companies. The Holy Land Principles are pro-Jewish, pro-Palestinian and pro-company. The Holy Land
Principles do not take a position on any particular solution—One State, Two State, etc., etc. The
Principles do not try to tell the Palestinians or the Israelis what to do—they only call on American
companies in the Holy Land to proudly declare and implement their American values by signing
the Holy Land Principles.
One hundred sixteen American companies doing business in Northern Ireland have signed the
Mac Bride Principles. Can American companies now say: “Catholics in Northern Ireland deserve
these principles but Palestinian Muslims and Palestinian Christians do not?” And can fair-minded
Americans—companies, consumers, investors and other stakeholders—go along with that?

The Irish National Caucus (INC) is the Irish lobby on Capitol Hill, Washington, D.C. It is a human rights
