Executive Summary
The year 2010 experienced a closer collaboration between HelpAge Belize and HelpAge
International with the holding of workshops in the “Ageing Demands Action” (ADA) initiative,
as well as the development of a Disaster Preparedness Plan for HelpAge Belize. HelpAge Belize
also adopted the new brand promoted by HelpAge International, along with the new logo for the
Octavia Waight Centre as printed in this report. With respect to the ADA initiative, two
workshops were held which produced Position Papers on issues affecting the elderly such as:
Health, Protection and Transportation for older persons. (See pages 19 – 23 for Position papers
in this report).
Our “Meals on Wheels” Programme went smoothly throughout the year since its launching on
the 17th of November 2009. The programme provided meals to 22 recipients from San Ignacio
and Santa Elena twice per week. Since the launching of the programme, up to the end of this
reporting year, we provided a total of 2,484 meals to deserving elderly persons at a cost of
$12,420.00.
The residents at the Octavia Waight Centre during this year were 20 females and 15 males with
an age range between 61 and 102 years of age.
Refresher courses for the staff were conducted by local and foreign medical specialists and
physiotherapists during the year to educate on issues affecting the elderly such as: diabetes,
hypertension, vital signs, and physical therapy.
An evaluation on the administration of the Octavia Waight Centre was conducted by the Office
of the Auditor General in February of 2010.
New Buildings Co. completed the construction (steel framework & roofing) of the new gazebo
or shelter at the grounds which measures 30 X 30’. The cost of this phase of the project was
$13,367.00. The foundation and floor of this building was done in September of 2009.
Therapy Centre Extension: Construction of a 15 X 15 extension (225 square feet) commenced on
the 10th of November 2010. There is need to expand this building as the demand is becoming
greater for this service. The Therapy Centre provides a unique service to treat stroke and
accident victims at the home and is also available to the general public.
The Board is now focused on the celebration of our 25th Anniversary on the 5th of September,
2011. The theme that has been chosen is: AGEING WITH DIGNITY; LIVING WITH
RESPECT.

The Board also notes with sadness, the passing of Mrs. Alice Nord on the 9th of April 2010. Mrs.
Nord was a close friend and supporter of the home for 23 years. A “reflection” of her life was
delivered by Elias Awe, Chairman of HelpAge Belize, during the funeral services held at the
Sacred Heart Church in San Ignacio on the 11th of April 2010. (See Reflections on page 15).

Mission Statement
To provide the elderly with an environment that enhances dignity, self-esteem, and physical and
mental well-being.
Our Philosophy
People are physical, psychological, socio-cultural beings who are in constant interaction with
their total environment. People have the capacity to change themselves and their environment.
They live within a family and society.
A society is the sum of individuals living within a defined geographical location, sharing a
common political system. A society is made up of classes and groups of people who in turn make
up a family. The responsibility for the promotion and maintenance of health to individuals
should be that of the society in which the family resides.
Health is a state of well-being. It is the fundamental right of each person therefore, to be actively
involved in maintaining health, through all stages of the life cycle at its optimum level. Health is
dynamic; factors which contribute to the state of one’s health are genetic endowment, culture,
political and economical status, education, the state of the environment and available services
(Health/Social).
The society is particularly responsible for providing an optimum environment conducive to
health for those who have already contributed their productive years to the building of the
country. The aged men and women have a right to optimum health.
Objectives
To provide an environment that will meet the basic needs of the aged, such as shelter, warmth,
food, sanitation facilities, companionship and love.
To stimulate and encourage mental and physical activities so that the potential of each resident
can be maximized, thereby, allowing them to enjoy self-esteem.
To provide the level of care that will allow the residents to live in comfort, peace and dignity.

he year 2010 was another year of joy and sadness at the Centre. We had happy occasions,
celebrating the birthdays of our residents. The residents also went on picnics for optimum
relaxation and change of scenery. We had parties on Mother’s Day, Senior Citizens Week
and Christmas. Thus, each member of our elders got the feeling of belonging to the larger family
of the Octavia Waight Centre, OWC.

Losing one of our residents – even if expected at a Senior’s Home, is sad and the passing is felt
by all. Of course, the empty place is soon being filled with somebody else in need of care.
Again, we were able to vaccinate all residents and staff members against the flu, which
prevented them from getting really sick.
Besides our salaried crew of caregivers, we also received much help from volunteers, Belizeans
and from abroad. Some were student nurses or trained RNs, others medical students, doctors,
physical or occupational therapists or students. Some groups came with their own professor to
oversee their training period with us. Organizations like the Cornerstone Foundation and ProBelize also sent help. For some, it is a repeat visit like Dr. Linda Janelli from Rochester, NY,
who came to Belize for the 4th time with her Geriatric Nurse Practitioner students. If single or as
groups, their help was much appreciated and welcomed! Our seniors love it!
The medical community of Cayo is very dedicated to our cause. A doctor from the Government
Hospital checks everybody regularly, prescribing necessary medicines, which are supplied by the
Government Pharmacy at free of charge. Doctors in private practice extend a helping hand with
their special expertise also.
And not to neglect the soul, Church members from different denominations encourage our
seniors with their visits.
To be able to feed our elders healthy nutrition, the Mennonite Community and others donate
staples, vegetables and fruit – and not only if there is a surplus!
We continued with home visits to patients in the community who are being cared for by their
families. Those in need of physical therapy are coming to the Centre to make use of the exercise
equipment, to improve their condition after a stroke or an accident. The home is truly
community-centered, a place, where people can find help and advice in their hours of need.
We are grateful for those who enable us to do so!

ACTIVITY/RESULTS
Discussed issues dealing with finances, issues affecting the residents and staff; planning
sessions in connection with the 25th Anniversary celebration in 2011; fund raising activities,
publicity, discussion of major project to construct a new ferro – concrete building on the
grounds & other small projects to coincide with the 25th Anniversary.
Sale of used clothing in Bullet Tree Falls. Realized: $377.00
Mother’s Day Party for 3 00 invitees. Realized $1,875.00. 50 food packages were delivered to
needy senior citizens during the event; 300 persons attended.
Constructed cement walkway with galvanized railing on both sides leading from main building
to new Gazebo under construction.
New closets were constructed in 6 rooms for the residents.
A large septic tank was constructed to replace the 25 year old one that was fast becoming
unserviceable as inside walls were collapsing.
An Age Demands Action Workshop was facilitated by Jeff James of HelpAge International
(HAI) in Belize City for district branches. Position papers on elderly issues emanated from this
workshop. (Position papers are in this report).
Disaster Preparedness Workshop in Belize City for district HelpAge branches were held by
HAI and HAB.
Raising fence walls of southern part of grounds to arrest “spill-over” of water rushing down the
Cahal Pech hills during heavy or torrential rains.
Land filling project commenced in preparation for the construction of a Convention Hall on the
grounds of the OWC. About 50 loads were dumped during August to December 2011.
Annual General Meeting of HelpAge Belize (HAB) was held in Belize City where a new
Chairman of the Board was elected in the person of Mr. Evan Dakers. He succeeded Elias A.
Awe. Members from all district branches attended.
The buildings and grounds were handsomely decorated with all the national frills, buntings,
banners and flags to mark the 24th Anniversary of the Octavia Waight Centre and In
celebration of our national holidays being 10th and 21st September 2010. Staff and Board
members held a special reunion to celebrate the occasion.

Meals on Wheels Program
A new car port was constructed on the external periphery (southern side) of the grounds to
take advantage of the public open space.

Senior citizens week was celebrated under the theme: “Ageing with Action”. It was a week full
of activities and enjoyment. There were school visitations, dancing, singing, piñata bursting,
“Josella Fun Day” along with seniors from Spanish Lookout, Esperanza, Benque Viejo del
Carmen and our residents. The week also included a visit to the Belize Zoo courtesy of
Sharon Matola.
30 participants attended the Walkathon from San Ignacio – Bullet Tree Falls – San Ignacio
Proceeds from the event were $5,372.50
Staff and Board members attended an Ageing Demands Action Workshop held in Belize City.
In connection with Credit Union Week, the staff of SMCU provided supper for the residents.
Entertainment was provided with Marimba music.
A spanking new building in the form of a Gazebo was constructed this month at a cost of
$19,543.21. The building was constructed in three phases. Construction started in 2009.
Chairman of HelpAge, Mr. Evan Dakers and Executive Director – Ms. Sharon Polack paid a
courtesy call to the Board at the Octavia Waight Centre and also did a tour of the premises,
A 15 X 15’ extension (225 sq. feet) as an annex to the Therapy building was constructed
through fund raising drives.
Christmas Party 2010 hosted 350 persons for the occasion. The Board honored Mr. & Mrs.
Eduvijes Velasquez during this occasion for celebrating their 80th wedding anniversary.
The Board announced the coming of the 25th Anniversary of the Octavia Waight Centre that
will be celebrated under the theme: Ageing with Dignity – Living with Respect! The
construction of the new Convention Hall and the program of events was also shared with the
gathering.
A toast to the UN Resolution on the rights of older persons was made. (See info with
accompanying photo in this report)

REFLECTIONS ON THE LIFE OF ALICE NORD

HelpAge Belize and in particular the Board of Governors of the Octavia Waight Centre,
extend our deepest sympathies to the immediate family of Alice Nord and of course, to
Myrna Martinez, her best friend of 40 years.
For us at HelpAge Belize, it is our moral obligation to pay tribute and our respects to the
life of Alice Nord for her keen friendship and partnership she so aptly displayed in the
growth and development of the Octavia Waight Centre – a Home for the elderly here in
San Ignacio Town.
Her contribution to the Octavia Waight Centre dates back to 1986 when we were taking
that “leap of faith” into a new concept of caring for the elderly here in Belize. In those
days there were naysayers who said that this concept would not work however, 23 years
after, it is not only working well but there is a heavy demand for the services provided at
the home. Thanks to people like Mrs. Alice Nord, who believed and supported our
mission and helped us achieve our goals. She was with us in the best of times and during
very challenging moments. I recall that after completing the building we could not get
electricity and water installed, as the Home was too far away from the main lines.
However, Miss Alice used her influence and brought light and water sooner than we had
expected hence the home was opened in September of 1986.
For those who knew her, we must accept that she was a woman of industry and good
business acumen. She was forthright and did not mince words to tell you how she felt
about any particular issue. Above all, she was a woman with a social conscience. Her
advice to our Board was very much welcomed as she was always concerned in the plight
of our elderly persons.
Throughout the last 23 years, she stood with us and through her contacts we developed,
overtime, a cadre of supporters or resource persons. In our earlier years, she along with
our committee members was instrumental in assisting us with fund-raising activities to
carry out small projects at the home.
I also recall that on many occasions whenever we received a delegation of professionals
from abroad, Miss Alice would open her doors to welcome them at the Nord’s Farm. Of
course, visitors always appreciated being at her graceful home with its aesthetic
environment.
We are thankful for the life of Alice Nord and ask the Lord to welcome her to eternal
glory. May she rest in peace!

AGEING DEMANDS ACTION CAMPAIGN
Protection of Older Persons
Results of meeting held with the Chief Executive Officer (CEO) in the Ministry of
Human Development & Social Transformation on behalf of the Minister the Hon. Peter
Eden Martinez.
Present: Miss Judith Alpuche, CEO in the Ministry of Human Development & Social
Transformation; Mr. Evan Dakers, Chairman of the Board of Directors, HelpAge Belize
and members: Messrs. Justo Castillo & Elias A. Awe.

Time: 9:15 a.m.

The meeting commenced with the CEO expressing her apologies on behalf of the
Minister who experienced delays while travelling from Punta Gorda to Belmopan.
Chairman of the Board of Directors of HelpAge Belize, Mr. Evan Dakers then proceeded
giving a background of the ADA Campaign launched by HelpAge International which
forms part of the present interview with the Ministry of Human Development. He shared
with the CEO that similar meetings are currently being held in connection with HelpAge
Belize Position Papers concerning: Public Transport & the Elderly, and the issue of
Health. He then asked Mr. Awe to proceed with the HAB concerns.
Elias Awe said that these concerns were elicited during two workshops held by HelpAge
Belize involving representatives from all HelpAge district branches. The concerns were
as follows:
Policy issue: Protection of Older Persons against Crime, Abuse and Neglect
The problem: The covert and overt abuse of older persons in homes and public places
The present situation: There is reason to believe that many elderly persons are subject of
abuse, neglect and victims of extortion in homes and public places. We view with much
concern that the older persons are now beginning to become victims of crime and
violence.
Some advocacy is being made to raise public awareness but the situation now requires the
input of the Government of Belize, through the Minister of Human Development &
Social Transformation to make an official call to the general public to respect and protect
our older persons in Belize.
Concerns addressed at the meeting:

There is dire need to increase the number of Social Workers (GOB & Private
Sector)

Need to develop a Hotline via Belize Telemedia Ltd. or other media.
Revisit Older Persons Act with a view to its enactment into law.
Increase capacity building sessions for Care Givers and Social Workers in
government, NGO’s and the private sector
Coping with various causes of dementia and Alzheimer’s (Private & Institutions)
Capacity building of social workers and care givers in Psycho Social issues
Need to reactivate Social Security Golden Citizens Card along with awareness
creation for public providers (Transport, Stores etc…)
Request & commitment of the Ministry of Human Development:

That the Minister of Human Development have a Radio & TV Spot bringing
awareness to the plight of older persons on issues of protection and recognition
That funds be allocated for training sessions to Care Givers and Social Workers in
2011 – 2012 budget on the various illnesses mentioned above
That the Minister approach Social Security re the activation of the Golden
Citizens Card
That the Minister endorse his support to UN Resolution calling on the
incorporation of the Rights of Older Persons in the International Declaration of
Human Rights.
That the Minister urge the Office of the Solicitor General or appropriate authority
to revisit and activate the status of the Older Persons Act (Draft)
Next Steps:
1.
The CEO indicated that this concern can be addressed by her Minister using the
Press Office to provide TV facilities for the recording & distribution of the TV ad
or spot. HelpAge will assist in the preparation of the spot or ad, and share it with
the CEO for approval.
2.
This could be done as a package along with support from the University of St.
Louis Missouri and the local staff.
3.
The Chief Executive Officer promised to bring up the matter with the Minister
concerning the status of the Social Security Golden Citizens Card.
4.
The CEO will take up the matter with the Minister concerning the endorsement of
the process of the UN Resolution on Older People’s Rights for incorporation into
the general framework of the Universal Declaration of Human Rights.
5.
In reference to a follow up on the Older Persons Act (draft) at the Office of the
Solicitor General, the meeting was informed that there is a probability for the
recall of said Act due to procedural matters and financial implications in the
proposed Act.
Following our discussion, the CEO agreed to provide us with a follow up letter
addressing the above mentioned issues.

POSITION PAPER ON HEALTH-CARE FOR THE ELDERLY
Policy Issue: Health-Care for the Elderly
The Problem: Inadequate accessibility to affordable medication and health-care for the
elderly in Belize
The Present Situation:
The majority of older persons in Belize (60 years+), are not able to access and purchase
the medication they need due to the high costs. Although the National Health Insurance
Scheme (NHI) is being implemented by the Belize Social Security Board (SSB), it does
not have national coverage, and is limited to just the two (2) southern districts of Stann
Creek and Toledo, and the south-side of Belize City.
A recently completed situational analysis on older persons in Belize (NCA 2010) came
up with the following findings under the health sector:
•
The main health issues affecting older persons are: diabetes, hypertension,
arthritis, as well as hearing and vision problems
•
Less than 20% of older persons consider themselves to be in good health, while
almost 80% stated that their health is fair or poor
•
Only 37% of older persons stated that they receive free medication from
government hospitals and clinics
Closely related to the health findings are those under the income security sector,
and two of the more relevant findings under this sector were:
•
About 63% of older persons do not receive any type of pension
•
75% of older persons say that the income that they do receive is not sufficient to
meet their basic needs
Request to the Ministry of Health:
•
That affordable medication and health-care be made available for all older
persons in Belize
•
That SSB extends the present coverage of the NHI Scheme to cover all older
persons in the remaining districts that are not covered at present
•
That Government put in place the necessary legislation to mandate that all
pharmacies offer discounts on their medications to older persons(i.e.: those with
golden citizens card from SSB)
Deadline for Response: HelpAge Belize would like a response to our requests by the end
of January 2011.

AGE DEMANDS ACTION CAMPAIGN
Position Paper on Transportation of Older Persons
Background
The issue of ageing and its attendant concerns was dealt with in Santiago, Chile from the
19th-21st of November 2003, during the formulation of a Regional Strategy for the
implementation in Latin America and the Caribbean, of the Madrid International Plan of
Action on Ageing. The adoption of the Madrid International Plan of Action on Ageing
and of the Political Declaration on the 12th of April 2002, was a landmark event in the

Following the Madrid process and UN resolutions 60/135 of 16 December 2005, 61/142
of 19 December 2006, 62/130 of18 December 2007, 63/151 of 18 December 2008 and
64/132 of 18 December 2009,a major breakthrough was made on 16thNovember 2010 as
through the Ageing Demands Action Campaign, HelpAge International and its major
international social partners during the UN Sixty fifth session, were successful in the
enactment of UN resolution(Agenda item 27 (C) to commence the process to incorporate
the Human Rights of Older Persons within the framework of the International Human
Rights Declaration.
Policy Issue: Public Transportation for Older Persons
The Problem: The public transportation system of Belize has not taken into consideration
the special needs of Older Persons.
The Present Situation:
1.
There is very little assistance to Older persons in Boarding and Alighting Public
Transportation(Buses and Water taxis), which have resulted in injuries to many older
persons.
2.
The need for Priority Seating Arrangements for Older Persons (inclusive of those
with disabilities) on public transport .In most instances, they are unable to get a seat
particularly when the transport (especially buses) are crowded and has to remain
standing for the entire duration of their trip.
3.
The Golden Citizens Card from Belize Social Security is not honored by public
transport operators as far as the reduction of bus and water taxi fares is concerned
through discounts. The vast majority of older persons are unable to meet these fares.
Request to the Ministry of Transportation:
To ensure that:

A TOAST TO UN RESOLUTION
In connection with a recently passed UN Resolution for the establishment of a Working
Committee to look after incorporating the rights of older persons in the Universal
Declaration of Human Rights, the Octavia Waight Centre and HelpAge Belize proposed a
Toast for this landmark resolution for and on behalf of older persons worldwide. The
toast was made on 19th December during the Christmas Party at the OWC.
