Multi-purpose room. All Candlewick members are welcome to attend. If you

Candlewick Office no later than the Thursday before the Board Meeting. This

President’s Prerogative

Let’s lead off this month with a big thank you to all the
property owners who took the time to send in their proxies, and of course all who actually attended the annual
meeting. The meeting was held in the Lakeview Room
instead of the gym to stop some of the scarring of the
gym floor from regular shoes and chairs. The Lakeview
Room was filled pretty much to capacity, and that was
nice to see. There had been some concern without a
contested election getting enough proxies turned in but as
I said, no problem thanks to all of you.
Every year, we work to maintain our lake quality
and this year is no exception. Recently a group from
Lake Management along with our lake biologist and an
engineer walked the creek running into the dip to garner
ideas of how to stop some of the runoff from coming into
the inlet while still filled with sediment and nutrients.
That is to be the focus area of remediation this year. After
the walk, the consensus seems to be that we need to for-
mulate a complete plan of attack for the entire area from
the fields by Caledonia Road all the way to our lake. Our
best shot at another grant seems to be having an overall
plan with the necessary engineering studies to find what
is feasible. If all falls into place, we will be filing for the
implementation grant by August 1. Let’s hope the monies
are available so we can move on at least a portion of this
next year. If you get a chance, drive over the dip after a
heavy rain and look at the chocolate milk looking water
running in from the farm fields that feed the stream. For
newcomers, the dip is the spot on Candlewick Drive close
to Constitution where the water runs in. Take a look.
Last year, we purchased a skimmer/harvester to help
remedy the inevitable yearly weed and algae problem. As
I type this, the skimmer is ready to hit the water as soon
as needed. Last year was a learning experience, and we
had a lot of down time. We have an extra pick-up belt
on hand to eliminate some of that if the belt becomes a
problem. The belt seems to be the most sensitive part of
the machine. Please remember we can not run this right
up to the bank or we will risk damage if it hits frontage
rocks or other obstructions. It will pick up the bulk of the
algae mat and that alone will make a big difference. The
algae will also not be sprayed to fall back to the bottom
as fertilizer as has been the practice before the skimmer.
There will be some spraying as needed, but it should
be much less than prior years. Be patient. The skimmer
cannot be everywhere at once, but we are trying to have a
big positive impact on your lake.
Let’s touch on one safety issue. One of our rules
indicates each home must have four-inch house numbers
affixed to the home in a conspicuous location. At first
blush, this may seem like an unnecessary rule, that is
until you have a medical emergency or a fire, and our
local Capron Rescue Squad Unit or North Boone Fire
Department cannot locate your home. Another point

Policy
Annual invoices for assessments (dues) are mailed out at the end of March each year. The
due date for payment of annual dues is May 1st. Payment covers the time period of May
1st through April 30th.
PAYMENT OPTIONS:
Monthly Electronic Fund Transfer (ACH)
US Mail or online bill pay to Candlewick’s lockbox (27 N Wacker Dr. #825, Chicago IL
60606-2800)
Online one time payment via echeck or credit card (MasterCard, or Discover). There is a
$14.95 convenience fee if paid via a credit card. Log into www.smartstreet.com and select
“Online Payments”
Pay in Person at the Association Office by check or cash. Credit cards are not accepted for
dues payments in the office.
DELINQUENT ACCOUNTS:
An account is considered delinquent if payment in full is not processed before May 1st or an
Electronic Fund Transfer Agreement is not submitted by May 1st. To be considered current,
monthly payment of dues is only allowed if processed via an Electronic Fund Transfer
(ACH). All delinquent accounts will proceed through the Collection Action Process.
NSF CHECK OR NSF ACH:
An account that has an electronic payment or check returned unpaid by the financial institution will be charged $35 and mailed a letter notifying them that if payment is not received
in 5 business days then c-pass, guest list and member i.d. card privileges will be suspended
until payment is received in full.
If an ACH is returned THREE times or your bank account is closed between May 1st and
April 30th then the electronic funds transfer agreement will be terminated and the entire
balance is due. If payment is not received your account will proceed through the Collection
Action Process.
CITATIONS:
Citations must be paid within 30 days of receiving a letter stating that the citation was
reviewed and/or validated by the Citation Review Committee. After 30 days, c-pass, guest
list and member i.d. card privileges will be suspended until payment is received in full. The
balance due on citations will proceed through the Collection Action Process.
COLLECTION ACTION PROCESS:
30 days Past Due - 7% interest is added to the account
40 days Past Due - A letter is mailed giving notice of intent to lien. If payment is not made
within 10 days, then c-pass, guest list, and member i.d. privileges will be suspended.
50 days Past Due - A lien and a lien fee of $100 will be placed on your account unless there
is already a valid lien placed on your property. Your c-pass, guest list and member i.d. card
privileges will have been suspended.
60 days Past Due - Account is sent to the attorney for collections. Further collection actions
may include a Notice of Demand, Money Judgment, Garnishment and a Forcible Entry and
Detainer Lawsuit.

The Candlewick Lake News is the primary source of information and communication to all its members. The News is now mailed to individual homes in the community. Property owners who reside offsite will also receive the News by presorted
postal standard rate. Additional copies of the News are available at the East and
West Gates, Rec Center and at the Association Office. In addition, the news is

COMPLETED PROJECTS
1. Public Safety Citations/Warnings - Public Safety
issued 83 Citations and 94 Warnings during the month
of March.
2. Completed Community Events: Photo Contest – 1st
quarter (3/15), Bunco – 23 people in attendance (3/18),
Spring Craft and Vendor Fair - Cancelled (3/19), Dues
Raffle (3/1 – 4/18), Back Yard Bird Feeding Class
(3/31 cancelled & 4/3 – 25 people attended), Polar
Plunge – 35 people in attendance (4/1), Biggest Loser
contest ended 4/8, Dance Team cancelled due to lack of
participants, Youth Softball – cancelled due to lack of
participants.
3. Savannah Oaks – The clubhouse and the golf course
have opened for the season.
4. Annual Meeting – The Candlewick Lake Annual
Meeting was held on Sunday, March 20, 2016. We
were able to obtain a quorum through proxy and in
person attendance. The new board members were
sworn in.
5. Photo Contest: The Communication Commission
held the first of the quarterly photo contests with a $25
prize. The rules were published in the January paper.
6. Town Hall Meeting – There was a Town Hall Meeting
held on March 13, 2016 at 1:00 pm at the Outpost. The
topic of discussion is the Outpost building.
7. Recreation Center Front Desk Position – The
Recreation Center has filled the part-time position for
the front desk.
8. Savannah Oaks Open Positions – Savannah Oaks has
filled all seasonal positions for inside sales/bartender,
cart attendant, and course ranger.
9. Turf Maintenance – The contract for the 2016 turf
maintenance has been awarded to Area Services.
Mowing started 4/15/16.
10. Annual Dues - Registration Mailing – The annual
invoices have been mailed out. This mailing included
the invoice, ACH information, amenities information,
payment options, rental restriction information, and
member ID card information.
11. Fitness Class Questionnaire – A questionnaire was
developed to find out the needs of the community.
What kind of classes, what time for classes, punch
cards vs paying per class? Upon reviewing the results,
several changes were made with the times of the
programs and the punch card program.
12. Replace windows at the pool – Windows have been
installed by Lake Ridge Building Company.
13. Pool Water Heaters – Maintenance has replaced the
two water heaters at the pool house.
14. Pool Heaters – Nelson Carlson Mechanical
Contractors has replaced the two pool heaters.
15. Annual Fire Extinguisher Inspection – This work
was completed on 4/15/16.
16. Commission Charters – All commission charters have
been reviewed by their respective commissions. They
have been submitted to the Board for approval at the
April meeting.
17. VOIP Phone System –We contracted with IP
Communications to host the phone service. After
working out a lot of bugs, the new phone system is
ready to go. The official change over date with the
new phone numbers is May 4th. The new number is
815-339-0500. The old numbers will carry over for a
few months.
ON-GOING PROJECTS
1. Implementation Grant – The implementation grant
application has been accepted by the EPA. Of this
$88,000.00 grant, the EPA will cover 60% of the
expenses toward our bio swale project. CWL will pay
40%. The first request for reimbursement has been
submitted and received. The core Watershed group
continues to meet. There was a meeting held April
22, 2015 at 6:30 pm to update residents on the project
and to ask for volunteers. The areas were marked and

Please follow these guidelines when using the drop box.
Do not drop cash payments.
Do put your payment in an envelope marked with your
name, address and how you want the payment applied to
your account.
Do include a phone number on any correspondence so
you can be reached if we have any questions.
If you have a guest or friend making the payment, make
sure the homeowner or tenant’s name and address are
attached.
If you are leaving a guest list, make sure it is filled out
completely and you have signed and dated it.
Remember, you can always call when the office opens
to verify we have received your payment and/or correspondence.

However, a Boone County Building permit and inspections are required. Please contact the County Building
Department at 815-544-6176 for further information.
Because of changes in the energy code, the County
now also requires a permit for any window change. If
you are changing any window, please contact the Boone
County Building Department. If you change a window
but the size does not change, Candlewick Lake approval
isn’t necessary. However, if the size does change or if
you are changing a window into a door or a door into a
window, you must submit plans for ECC approval.

regular basis so as to keep the property looking neat.

plantings. The planting phase started May 9, 2015
and was completed on July 18, 2015. Tallgrass was
contracted for the stewardship on these areas. They
have completed all seven visits for 2015. On 9/16/15,
the sub-committee members toured the bio swales.
The second reimbursement request has been received
from the EPA. A sub-committee meeting was held
on November 17, 2015 to focus on moving forward
and obtaining our next grant. Tallgrass burned the
bio-swale areas on 4/12/16. The areas will now be
reviewed to see where replanted is needed.
Programs: The programs currently running at the Rec
Center include: Fitness Orientation Class, Pickleball,
Yoga, Total Body Circuit Class, Zumba Mix-Up,
Karate, CWL Morning Walkers, Sewing by the Lake
Club (for quilters, knitters, and crocheters), Tot Gym
Time, After School Program, Preschool and Little
Learners, Line Dancing, and weekly Pony Canasta.

Photo ID Membership Card (Member Card) are required
for use of the amenities (pool, golf course, fitness center,
gymnasium, and boating and fishing facilities). The rules
further state that any Member that is not in good standing
shall have their Membership Card privileges suspended
until said Member rectifies his/her membership standing.
This includes the privileges for all registered Members.
The rules do not say that a Member can’t pay the daily fee
for use of the amenities. The Board of Directors passed
a resolution at the April 21, 2015 Board meeting that any
Owner, Associate Members, Tenant, and any other family
members who reside in a House will not be allowed to
pay the daily fee to use the amenities if their amenity
privileges have been suspended. Additionally any Owner,
Associate Members, Tenant, and any other family members who reside in a House and are not in good standing
they will not be permitted to rent any of the Candlewick
Lake facilities.

LAKE RENTAL
REGISTRATION
NOTICE
As you may be aware, Candlewick Lake Association
recently voted to put a fifteen percent (15%) rental
cap in place. Under this new rule, all rental units are
defined as non-owner occupied homes. If you own a
home in Candlewick, but do not personally live in the
home, it will be considered in the count towards the
fifteen percent cap. Registration forms were sent to all
those that the Administration Office had identified. If,
however you did not receive notice, or are not sure if
your home qualifies, please contact the Administration
Office immediately.
Failure to do so may result in further monetary penalties as outlined under the approved change.
The fifteen percent (15%) rental cap has been reached.
If you wish to rent your home and it was not previously
identified and registered as a rental property, you will
be put on a waiting list until we fall below the rental
cap. Please contact the Administration Office with any
questions regarding rental properties.

Rule Change for ECC
Appeals
The following policy was voted on and passed at
the April 20, 2016 Environmental Control Committee
meeting and will go into effect May 1, 2016. The policy
changed the rules in Section 180 regarding ECC appeals.
POLICY 16-01
WHEREAS, the Environmental Control Committee is
made up of a majority of Board of Directors and typically
decisions are final, and
WHEREAS, Section 180 – Appeals states that any
denial by the ECC may be appealed to the Candlewick
Lake Board of Directions, and
WHEREAS, the Environmental Control Committee
wishes to change the rules to clarify the appeal process,
and
NOW THEREFORE BE IT RESOLVED that
Section 180 of the Environmental Control Committee/
Building Department Rules & Regulations be changed as
follows:
180 - APPEALS
Any denial by the Environmental Control Committee
may be appealed to the full Candlewick Lake Board of
Directors by the property owner, within fifteen (15) days
of the denial. The appeal process must be followed.
Rule Change for Sheds

considered a shed and the above rules will apply.
Volunteers Wanted
Volunteers wanted to help the Friends of Candlewick
with the can collection. The can collection sites are
located at the Rec. Center Peninsula, Castaway Park,
and Highland Valley Green. The cans are picked up
weekly from these three sites; once the trailer is full, the
cans are taken in to Belvidere. The money collected is
used for lake related projects. Examples of past projects
include additional fish purchases, boat lift for the public
safety boat, laser lights for geese control. If you are
interested in helping, please contact Theresa Balk at the

Spring Cleanup
Now that spring is here, please take a few minutes to
pick up the debris that has accumulated in your yard and
ditch over the winter. By maintaining your property, not
only does it enhance the beauty of the neighborhood, but
adds to property values. Taking a few minutes to clean
up your yard and ditch goes a long way in beautifying the
neighborhood.
Please remember that you are not allowed to pile tree
branches and yard waste on the common ground adjacent
to your property. If you have yard waste to dispose of, it
must be placed in kraft bags or in cans with yard waste
stickers attached which Advanced Disposal will pick
up. The maximum allowable can size is 32 gallons and
weighing no more than 50 pounds. Citations will be
issued to those property owners illegally dumping.

will do little good at night.
During our December 2015 meeting, it was decided
we would switch to a VOIP (voice over internet protocol)
phone system producing substantial long-term savings.
With the change, there will be probably four Candlewick
facilities phone numbers that will have to change. Be sure
to check for the notice elsewhere in this paper for more
details. You will find the call-in system much better.
As we head into summer, I will leave you with this
quote by James Dent… “A perfect summer day is when
the sun is shining, a breeze is blowing, the birds are
singing, and the lawn mower is broken.”
GARAGE SALE TIPS

With the spring Candlewick Lake Community Garage
Sale right around the corner I thought I would compile a
list of suggested ideas which may assist in the success of
your sale.
• Get together with family and friends. A garage sale if
often more successful if a group goes in together as it
provides more items for the sale. Plus group sales often
attract more traffic. Plus it’s fun to do things in a group!
• Look through your closets, attics, garages or wherever
and gather items for the sale.
• Make sure you begin the day which plenty of bills in
small denominations and some change. Many people
stop by an ATM on their way to garage sales and all
they have on hand are twenty dollar bills.
• Keep your cash in a safe place.
• Make sure all items are clean and presentable.
• Create a traffic flow through your sale.
• Display items with like items. For example – books,
records, toys, sporting goods, tools, etc.
• Be friendly to your clients. Engage them in conversation.
• Put away or cover items not intended for sale.
• Have signs or flags in your yard to attract attention.
• Keep your pets out of the way. Not everyone feels the
same way about your pets as do you and some might be
allergic.
• Have some easy listening music playing softly in
the background. Heck, the best stores do it, so why
shouldn’t you.
• Put some larger, interesting items near the curb so
clients have an idea of what you have for sale.
• It’s a good idea to operate on a “CASH ONLY” basis to
avoid getting a bad check.
• Keep an eye on your tables and rearrange items as they
sell to avoid large voids.
• Have electricity available to plug in items that run on
electricity. Make sure to keep extension cords out of
the flow of traffic.
• Have batteries available for items that need them, but
remember to remove the batteries after the items is
sold as they are often worth more than the item you are
selling.
• Have bags, newspapers, etc. available for packaging
sold items.
• If you have owner’s manuals for the items you are
selling include them.
• Fill out and return the form in this edition of the CWL
newspaper so as to be included on the map which will
be provided to clients.
This year’s spring Garage Sale will take place on
Friday, May 20th and Saturday, May 21st. Hope your sale is
a successful one!

In our efforts to have a successful fundraiser garage

Foundation in the April Candlewick paper while promising to provide information on the Veterans Assistance
Commission in the May issue.
The Veterans Assistance Commission of Boone County
works to help veterans who are in need of financial or
emotional assistance. We look forward to helping all
Boone County veterans and their families. We do have
specific guidelines that must be met before we can provide assistance, and our mission is to help those veterans
who are truly indigent. If you are uncertain about whether

to offer, such as fishing, boating, the pool or golf course,
the dog park or ball fields, riding bikes or walking the
Witt Trail (you get the idea) be submitted. Put your
imagination to work.
The deadline for photo submission for the 2nd Quarter
Photo Contest is June 15th with the voting at the Board of
Directors meeting on June 21st. There will be one winner
who will receive a $25.00 prize.

Walking the Creek

Plans were made at our last Lake Commission meeting to walk up the creek feeding
water to the west finger of our lake, in an attempt to find the source of the algae getting
into the lake. It seems the algae has been getting a headstart on our efforts to control it
through spraying, given the warm weather we had in late February and early March. The
original plans were for the group to meet at the dip on Tuesday, March 15, but due to
severe thunderstorm and tornado warnings posted, Lake Committee president, Chuck Hart,
suggested we postpone it for a day. Good idea!
The next day found much more favorable conditions as our group gathered on the west
side of Candlewick Drive, just north of Constitution to begin our look at the creek. Three
members of the Lake Committee, Chuck
Hart, Lee Odden and Todd Jones, were
accompanied by our lake biologist Joe
Rush, Rebecca Olson of Olson Ecological
Solutions and Dick Baumann of Wendler
Engineering and Survey.
It was an excellent time to investigate the happenings in the creek, since the

storms had the stream flowing briskly As
we got a few hundred feet up the creek,
we came upon several ponds of stagnant

water, with thick mats of algae on the
surfaces. While it seemed that this might
be what we were looking for, Joe commented that these ponds were quite isolated from
the main stream, and were probably a result of the heavy rain. We came upon areas where
water from the farm field spilled into the creek, and noticed areas of heavy erosion along
the banks of the stream. Joe said an inexpensive fix might be to put in spill wells - a plastic
or fiberglass waterfall of sorts, that would allow the water to enter the stream without
washing away the soil bank in the process.
As we got to the point where the creek crosses under Tamarack Drive, Chuck pointed
out that the area is always very wet, and it certainly was today. Chuck suggested that it
could be from springs feeding the water to the surface, but Dick said in his experience with
geological surveys, that it probably was an unusually high water table in the area.
It was an interesting trip up the creek. We saw areas of the creek that had heavy foaming, which Joe said was created by phosphorous, a common ingredient in fertilizer, and
other areas where erosion was streaming sediment downstream into our lake. So what do
we do from here?
Rebecca, Joe and Dick will put together plans on what we can do to clean up the stream.
There are probably several ways to go about it, with none of the plans being inexpensive,
but we are still working with the state of Illinois on grant money to improve our watershed,
so at least we won’t have to go it alone financially..
Many thanks to Chuck Hart and the Lake Committee for all their efforts to improve our
lake. And thanks to all the volunteers who helped out with swale plantings last summer.
Those plants will act as the last line of defense to filter water entering the lake. I think the
lake is looking better already. How ‘bout you?

2016 CWL Fishing
Regulations
•
A State Fishing license is required for all persons age
16 and over.
• Your Candlewick Lake Member ID is your Candlewick
fishing permit. You need to carry this with you while
you are fishing on the lake.
• A guest fishing pass is required for each guest. It
may be a non-designated seasonal or a one day, both
can be purchased at the Administration office or at the
Recreation Center. Guest passes must be purchased by
resident with proof of residency.
• Guest use of the lake is permitted provided that the property owner is on or within the immediate vicinity of the
lake at all times. The immediate vicinity is defined as
the shoreline or a property owner’s lakefront property.
Exceptions will be made when there are extenuating circumstances, predetermined by Public Safety that would
prevent a property owner from being with their guest.
The property owner is responsible for contacting Public
Safety, in advance, so that the request may be considered and logged. The log will be maintained so that an
individual that has an “approved situation” will not have
to call Public Safety every time their guest wants to use
the lake. If Public Safety Staff members or certified volunteers see any pattern of abuse to this rule exception,
it will result in a withdrawal of the exception privilege
for the remainder of the season/year. When there are
extenuating circumstances that prohibit the property
owner from being on or within the immediate vicinity of the lake, the property owner must still be within
Candlewick Lake. (Policy 09-11)No Minnows allowed
(dead or alive). All other live bait are prohibited also.
Exception: Perch and bluegill caught at Candlewick,
worms, leeches and dead smelt may be used.

Reminders
Practical suggestions for outdoor enthusiasts who take to
the water in boats.
• Always be weather wise – sudden wind shifts or
lightning flashes are signs the weather is changing
---this would be a good time to get off the water.
• Always check your boat, equipment, boat battery and
fuel supply before going out.
• Don’t overload your watercraft – know your boat’s
legal capacity.
• Make sure you have enough of the right size LIFE
JACKETS on board for all going out with you.
Make sure the life jackets are all in good condition no rips or missing buckles.
• Check that the label is readable for size and weight.
Most of all, the label must show that it is U.S. Coast
Guard approved.
• Your life jackets should always be readily available.
• Children under the age of 13 need to wear their
lifejacket while onboard.
• Make sure you have a throwable device (cushion/
ring).
• If you plan on being out on the water after dark
– make sure that all of your navigation lights are
working properly.
• Please be alert and courteous to others on the water.
• Please Keep Our Waters Clean.

STATE OF ILLINOIS NON-MOTORIZED BOAT
REGISTRATION CHANGED:
The state of Illinois has changed the process for registration of non-motorized boats. Boats without motors are
no longer required to be titled in Illinois (unless it has
a motor). These boats will now require a Water Usage
Stamp, which should be available at point of sale vendors.

you are either throwing away or putting in the recycling
bin, please consider bagging them and taking them to
one of the can bins located in Candlewick. The Friends
of Candlewick have recently voted to use funds from
the cans for projects that could either benefit the lake
and/or the community. This is expanding the scope
beyond specific lake use, and may be used to benefit
the entire community where needed.

Styling for Pink Foundation

Every family is touched by cancer each year. For this
reason, in 2008, a group of ladies put together a luncheon
and style show at the Candlewick Rec Center raising $5000
that was donated to Making Strides Against Breast Cancer.
Nine years later, the Styling for Pink Foundation has grown
from 100 attending the luncheon to over 500 in attendance
last year. We are now a non-profit 501c3, and instead of donating the funds we raise to Making Strides Against Breast
Cancer, we now take the funds to help cancer patients lo-
cally. We are so proud to be helping Boone and Winnebago
residents who are receiving treatment for cancer. We offer
assistance to those battling cancer by providing bus tickets,
visa cards, gas cards and help with medication expenses.
How it all works:
Ericka at the American Cancer Society receives a referral. Ericka then interviews the cancer patient to determine
what their needs are and how we can help them. You must
be a resident of Boone or Winnebago County, currently in

Greetings from Public Safety
The calendar says spring has arrived, but has anyone
told Mother Nature? It has been one of our coldest
spring seasons in recent memory. We’ve had several
snow flurries in the month of April. I guess we shouldn’t
complain after the relatively mild winter. But as it warms,
summer is right around the corner. Grass should be
growing heartily now. The kids will be out of school soon.
Please remember, the warmer weather brings its own set
of issues. Being prepared always make everything go
smoother.
I would like to remind our residents to be good
neighbors. Be polite to one another. Help your neighbor
if you can. Make it a point to get to know your neighbor.
Please remember who actually has the most influence
in protecting you and your home, “your neighbor.” Our
officers cannot be everywhere all the time. Keep a sharp
eye in watching for suspicious people and events around
your home and your neighbor’s home. If you observe
something or someone suspicious, please call our Public
Safety Department. It will never hurt to be safe rather than
sorry.
Prevent Bicycle Crashes
Many state laws define a bicycle on the road as a
vehicle (including Illinois), and the bicyclist as the driver
of a vehicle. For many, your bike is your first vehicle.
Learning to ride a bike is common as a kid, but as a preteen/teen you are more likely to be riding independently
and be exposed to traffic. All states require bicyclists on
the roadway to follow the same rules and responsibilities
as motorists. Driving as a part of traffic can be complex.
Biking builds on the same critical skills as walking around
traffic, and biking shares many of the same skills as
driving a car.
The following will prepare you for some of the risks
of riding in traffic and how to reduce them. Here’s what
you can do to prevent common crashes; the most common
crashes (being falls), and the most serious crashes (the
ones with cars):
• Be Prepared Before Heading Out: operate a bike that
fits you, ride a bike that works, i.e., brakes etc., wear
equipment to protect you and make you more visible
to others, plan your route choosing routes with less
traffic and slower speeds.
• Improve Your Riding Skills: practice and experience
make a difference, take an on-bike class. Confidence
biking in traffic comes with learning how to navigate
and communicate with other drivers, bicyclists and
pedestrians.
• Ride Smart: be serious by not messing around in
traffic, ride one per seat with both hands on the
handlebars, tuck and tie shoe laces and pant legs so
they won’t get caught in the bike chain, stay focused
using your eyes and ears.
• Know the rules: be aware of others on the road, look
before entering traffic, learn and follow the “rules of
the road” for your own safety and the safety of others.
• Drive Defensively: be focused and alert on the road,
anticipate what others may do before they do it,
for hazards and avoid bad situations. No texting or
listening to music which may distract you.
• Drive Predictably: drive where you are expected to be
seen, in the same direction as traffic and signal when
turning. Avoid sidewalk driving, it’s not predictable,
but if you must, make sure it is legal, watch for
pedestrians and pass with care, ride with traffic and
look for cars backing out of driveways.
• Know the Causes of Bike–Car Crashes: most crashes
can be prevented and knowing the causes can help
you adjust your riding and driving behaviors to avoid
a bicycle crash.1
Wear it! Shares Safety Tips for Spring
Boating
Many people enjoy recreational boating and fishing in
the spring. Yet, what looks like a perfect day can quickly
become hazardous if you end up in frigid water. The
annual “Wear It!” boating safety campaign reminds spring
boaters to take extra precautions. Situations on the water
can escalate quickly, and wearing a life jacket not only
gives you peace of mind to control an emergency situation, but can also save your life.
Life jackets are available in inherently buoyant or
inflatable styles. Inflatable life jackets rely on CO2
cylinders that provide buoyancy when inflated versus
inherently buoyant life jackets that use foam or other
buoyant materials to stay afloat.
Inflatable life jackets give boaters no more excuses
– they’ll have mobility and flexibility for water activity
while wearing the right gear. Regardless of the life jacket
chosen, Wear It!
Wear It! Offers spring boaters tips before they hit the
water:
• Prepare your boat by scheduling a vessel safety check
with your local U.S. Coast Guard Auxiliary or (CWL
Lake Patrol).
• Know the latest marine weather forecast and dress for
the water temperature, not the air temperature.
• File a float plan with someone you trust that includes
details about the trip and emergency contacts.
And once on the water:
• Make sure everyone – even experienced swimmers –
wears a properly fitting U.S. Coast Guard – approved
life jacket appropriate for the water activity.
• Follow navigation rules, such as maintaining a proper
lookout and safe speed.
• Never boat under the influence. Alcohol is responsible
for 21 percent of boating fatalities.
• Keep in touch. Cell phones, satellite phones, emergency position radio beacons, VHF radios and personal
locator beacons can all contribute in an emergency.
• Don’t panic if you fall into the water. Stay afloat with
the help of your life jacket, regain control of your
breathing, keep your head above water in vision of
rescuers, and stay with the boat if possible.2

Many property owners would like to do work in the
ditch and/or install block, stone or wood retaining walls
around the ends of the culvert (the metal pipe under the
driveway) in front of their property. Please remember that
anything you do in the ditch must be approved. The area
from the edge of the road in toward your house approximately 20’ is defined as the ditch area and is owned by
Candlewick Lake.

Driveway Extensions
& Parking Areas
Property owners wishing to add a driveway extension
or a parking area need to be reminded that the rules have
changed. Any driveway extension or parking area must be
paved with concrete, asphalt or paving bricks. Gravel or
stone as a surface is no longer acceptable. Additionally,
the rules were recently changed to state that plans for
extensions and parking areas needs to be submitted for
ECC approval.

and fails to attend will be charged a $25.00 Maintenance

Signs
Please be reminded that the only type of signs that are
allowed in Candlewick Lake are real estate and political
signs. Real estate signs must be placed against the house
or garage and may not be out in the yard. Political signs
are only allowed to be displayed 30 prior and 10 after an
election. Political signs may not be placed in the ditch, on
common ground or any CWL owned property.
Contractors are not permitted to place signs on your
property. These include but are not limited to siders,
roofers, landscapers, remodeling and driveway companies
or any other type of construction. In addition no event or
any other type of signs are allowed.
When you are having work done on your house or yard,
please advise your contractor that they may not display
their signs. Citations will be issued to the member if signs
are displayed.
Mowing
Requirements
It is the responsibility of each property owner to mow
and maintain the ditch area in front of their property.
Please be sure to mow the entire ditch, up to the road
shouldering. This applies to the ditch in front of a vacant
lot or a developed lot (lot with a house on it). If you hire a
contractor to mow your lawn or vacant lot, be sure they are
aware of the rule.
If there is concrete curbing in front of or on the corner
of your vacant or developed lot, the grass must be trimmed
around the curbing. Also, trimming is required around any
sign post and/or mail box posts that are in the ditch area or
in the easement adjacent to your property.
When a vacant lot is mowed, it is expected to be mowed
entirely. Rows (strips) of uncut grass is not acceptable.

If you have recently moved, please take a few minutes
to contact the Administration Office to give us your new
address. Many mailings done by the Association are sent
out bulk mail. Unfortunately, the post office will not
forward bulk mail, but will instead return it at a considerable fee. We are charged about $4.00 to receive the CWL
News back.
If you have disconnected your house phone (land line)
and are only using cell phones chances are the Office does
not have your current number. The Association has no
way of contacting you in an emergency situation. The
same is true if you change your phone number.
Please take a few moments to contact the
Administration Office at 815-765-2827 ext. 200 to be sure
we have your address and phone number(s) on file.
Use
of Common Ground
Use of the common ground for personal property is
prohibited unless the General Manager grants permission.
This includes gardens, woodpiles, etc. Trampolines, swing
sets, pools, boats, etc. are strictly prohibited and permission for these type of items will not be granted. If you
would like to use the common ground, you may pick up an
application form in the office, to be filled out and submitted for approval by the General Manager.
Vacant
Lots for Sale
If you have your unimproved (vacant) lot for sale, you
may keep the selling information on file in the Candlewick
Lake office. This information will be available to anyone
interested in purchasing a lot in Candlewick Lake.
Forms are available in the Administration Office, which
must be filled out and placed in the book by the property
owner. It is the responsibility of the lot owner to remove
the form when the lot has been sold or is no longer for
sale.

ACH – EXISTING SETUP
What do I need to do? If you have a current ACH in place, you consent to the current year’s monthly amount, and there are no changes required then you need to do
nothing! Again, if you had an ACH processed in March, we will process the next payment
in May unless otherwise directed by you. Your Electronic Fund Transfer Authorization
Agreement is for the withdrawal of funds in payment of the current Candlewick Lake
Association Dues Assessments, Road Trust/Long Term Capital Funding, and accumulated
interest. We will begin taking out the upcoming year’s (2016-2017 Fiscal Year) assessments
in May. If you do not consent to continue your ACH and/or would like to pay in full, you
must notify us in writing on or before April 15, 2016. Unless we receive such a request,
your current ACH Agreement will continue with your consent to the new current year’s
monthly assessment. Attach a voided check to a completed Electronic Fund Transfer
Agreement if you want to utilize a new bank account. Forms must be received in the
Candlewick Lake Office on or before April 15, 2016. Your account is automatically debited
on the first business day of each month beginning May 1, 2016.

You can set up a one-time payment using an eCheck or credit card. There is a $14.95
convenience fee if you pay via a credit card. There is no charge for eChecks, however you
will have to register as a smartstreet user.
What do I need to do? Simply follow the directions below:
• Log in to smartstreet.com or candlewicklake.org (documents/smartpay)
• Select “Online Payments”
• Choose “Pay as a Guest” for credit card payments or “Sign In or Register” for one time
eCheck payments
• Select your homeowner’s association and follow the instructions on the screen

In order to more efficiently handle your checks, we have elected to use a check scanner to
process your checks in the office. This will turn your paper check into an electronic check
transaction. You will not receive your paper check back in your statement. The payment

Meeting Minutes
MINUTES OF THE REGULAR BOARD MEETING
March 15, 2016
Board Members Present: Ken Dillenburg, Don Parisi (arrived
at 7:54), Chuck Corso, Jeff Lutzow, Steve Lambright, Bonnie
Marron,
Absent: Rich Witt
Staff Members: Theresa Balk, Valerie Alt, Roland, Wood, Leann
DeJoode, Brad Chorney, Matt Hehn
The meeting opened at 6:30 PM at the Outpost by President Ken
Dillenburg followed by the pledge to the flag and a prayer. There
were seven members present.
The public forum policy was read.
Gary Shattuck asked the Board to consider a rule change.
Shattuck has a pontoon boat and he continually has issues with
fishermen ripping the seats and gas line and lures in the boat and
asked that Dock A through the boat launch be a no fishing area.
Shattuck had pictures of the area.
Gloria Van Cleve commented on the same things that Shattuck
did. Van Cleve stated she doesn’t know what is going on with
the Outpost and said she hoped before the Board voted and
decided what they were going to do that the property owners had
a chance to voice their opinions. Dillenburg stated this would
have almost no impact on the dues as it comes out of reserves.
Lambright made a motion, seconded by Lutzow to approve the
agenda with adding a property owner request for a rental extension to #9 under new business. Motion carried unanimously.
Matt Hehn from the Maintenance Department was presented with
the Employee of the Year award. Congratulations Matt!!
Lutzow made a motion to approve the minutes of the February
16, 2016 regular Board Meeting, seconded by Marron. Motion
carried unanimously. Marron made a motion to approve the
minutes of the March 7, 2016 Special Board Meeting, seconded
by Lutzow with a correction to the second sentence in the first
paragraph as follows: “There was were two members present.
Motion carried unanimously.
The Aqua update was read by Marron. The lift station project is
scheduled to be in service in April.
MONITORING REPORTS
1.) General Manager’s Report: The February 2016 report was
reviewed.
2A.) Maintenance Department Report: The February 2016
report was reviewed. Marron asked why, with the minimal snow
did they plow, stating she was okay with salting and sanding but
not with plowing. Marron stated in the spring schedule it says
the Department will finish painting the information signs in the
parks and the General Manager’s report it says that it is done. It
was explained to Marron that #15 under on-going projects in the
GM’s report it says the signs have been painted but the sign posts
will be done in the spring. Marron had questions on trees not on
the schedule.
2B.) Building Department Report: The February 2016 report
was reviewed.
2C.) Public Safety Report: The February 2016 report was
reviewed. Marron asked when is the county giving out tickets.
Wood responded that signs are needed with Balk stating we are
waiting for them.
2D.) Savannah Oaks Golf Course Report: The February 2016
report was reviewed.
2E.) Savannah Oaks Clubhouse Report: There was no report
as the Clubhouse is closed. Corso reported year-to-date the loss
at Savannah Oaks was $56,000.00 less than last year. Lutzow
stated he received an e-mail from a guy who wants to bring his
personal golf cart to the course. Lutzow advised him to come to
the Board meeting. Lutzow stated the POS system at Savannah
Oaks has the accounting ability for everything including liquor,
etc.
BOARD COMMITTEE REPORTS
1.)The Financial Report was given by Lutzow who reported
the fund balances as follows: Total Operating Cash $746,844.15
Total Operating Investments $439,312.93; Total Road
Investments $0.00; Total Reserve Investments $3,534,930.71;
Total Investments $3,974,243.64; Total Cash $4,721,087.79.
The revenue is $47,000.000 ahead budget; the expenses are
$302,000.00 under budget; the budget is $349,000.00 “to the
good”. Dillenburg stated the excess cash goes to help offset any
dues increase next year.
2.)Citation Review Hearing: The 3/12/16 meeting report was
reviewed. Marron made a motion, seconded by Lambright to
ratify the decisions of the Citation Review Commission subject
to the Member’s right to appeal for the 3/12/16 review. Motion
carried unanimously.
3.)ECC: The2/17/16 meeting report was reviewed. There was
no 3/2/16 meeting. Parisi stated that Ron Drake resigned from
the ECC and Darin Wheeler is now the new chairman.
4.)Lake Management: The 3/8/16 meeting report was reviewed.
The Commission recommended the approval of the 2016 fish
limits. Lutzow made a motion, seconded by Lambright to
approve the limits. Motion carried unanimously. Marron stated
the egg addling starts April 2nd, not the 4th.
5.)Recreation Commission: The 2/25/16 meeting report was
reviewed. Marron said the Dog Park needs new tags on 5/1/16.
Marron gave a report of past and upcoming events. Lambright
suggested putting a sign at the Dog Park that new tags are needed
on 5/1/16.
6.)Golf Commission: The 3/2/16 meeting report was reviewed.
7.)Public Safety Commission: The 3/9/16 meeting report was
reviewed. Wood and Balk went to a gang awareness seminar.
The Public Safety Commission will be hosting a gang awareness
seminar on 4/26/16 with Sergeant Dave Damon of the Belvidere
Police Department as the guest speaker.
8.)Events Commission: The 3/7/16 meeting report was
reviewed. Marron reported on the past and upcoming events.
The craft fair was cancelled.
9.)Communications Commission: The 2/17/16 meeting report
was reviewed. The winner of the photo contest, who won
$25.00, was Patti Brogmus who submitted a picture of a dog with
a fish in its mouth. The runner up was Stephanie Holiday who
submitted a sunset picture. The theme for the next quarter will
be action pictures.
10.) Roads Commission: The 3/8/16 meeting report was
reviewed. Witt is putting together a report of road shouldering
work to be done. Brad Chorney will work on a ditch work
report. The Commission is working on plans for road work for
this year.
UNFINISHED BUSINESS
1.)An update was given on the Outpost. Marron reported there
was a town hall meeting on 3/13/16 with 45 people in attendance.
Marron gave a report on the meeting and wants the report on the
website and “next door”.
NEW BUSINESS
1.)A list of bad debt write-offs in the amount of $551.12 which
consisted of two properties and was banks only paying back six
months was reviewed. Lutzow made a motion to approve writing
off the bad debt, seconded by Marron. Motion carried 5/0 by a
roll call vote with all voting aye. Accounting adjustments in the
amount of $40.13 was reviewed and consisted of associate member fees. Lutzow a motion to approve writing off the accounting
adjustments, seconded by Marron. Motion carried 5/0 by a roll
call vote with all voting aye.
2.)Resolution 16-R-09 to enter into a contract with Olson
Ecological Solutions for a cost of $5,000.00 to create a conceptual plan and to write an application for the EPA 319 Grant
was read by Lutzow who motioned to approve, seconded by
Lambright. Dillenburg defined the area the grant is for. Motion
carried 5/0 by a roll call vote with all voting aye.
3.)Resolution 16-R-10 to enter into a contract with Area
Services for turf maintenance for the 2016 season was read by
Corso who motioned to approve, seconded by Marron. Marron
asked if the company would be liable for any damage they do
with Balk responding they would be. Motion carried 5/0 by a
roll call vote with all voting aye.
4.)Resolution 16-R-11 to enter into a contract with Wendler
Engineering to engineer plans for the construction of weirs for
a cost of $12,000.00 was read by Lambright who motioned
to approve, seconded by Marron. Lutzow asked if this went
through Lake Management with Balk responding it had during
the budget planning. Dillenburg defined the weirs and stated that
$12,000.00 was for engineering plans only and then there would
be costs for the installation and wasn’t sold on the idea. Lutzow
expressed his opinions on the issue and said he had a hard time
spending big amounts of money to say how much water comes
into the lake. Marron stated it isn’t particularly the expense but
that community builders have to provide storm water retention
and asked why CWL has to do this. Lutzow stated there isn’t
much growth outside of CWL and Lambright asked if this could
be covered by the grant. Balk stated she wasn’t sure but didn’t
think so. The motion failed 0/5 by a roll call vote with all voting
nay.
5.)Bob Boehmke submitted a request on behalf of Peace
Lutheran Church who would like to set up a stand at Highland
Valley Green to handout free bottle water, beverages, snacks, as
well as information about their church during the spring garage
sales. Marron made a motion to approve, seconded by Lutzow.
Marron stated “this was opening a can of worms” and didn’t
think use of common ground should be allowed for this. A vote
was taken on the motion which failed with all voting nay.
6.)Candlewick Lake Programs and Classes were discussed.
Leann DeJoode explained how the punch cards work; discussed
the pros and cons of punch cards; talked about adjustment of
class times. Lutzow stated he likes the idea of a discount for
punch cards. DeJoode suggested changing the drop in charge to
$6.00 and the cost of a six class punch card to $25.00 if bought in
the first week and $30.00 after that. Lutzow stated he didn’t like
the idea of an expiration date on punch cards. DeJoode stated we
aren’t going to break even on classes if there isn’t an expiration
date on the cards. It was suggested to charge $25.00 for a six
class punch card, $6.00 for drop in and have the card good for the
fiscal year. Further discussion was held. Parisi made a motion,
seconded by Marron that the charge for a six class punch card
will be $25.00, the drop in charge will be $6.00 and the card will
be good for the calendar year. Motion carried 6/0 with all voting
aye. Lutzow commented on marketing, suggesting putting
information on the sign and putting classes on the calendar in the
newspaper.
7.)The Boone County Arts Council sent a thank you letter for
the donation made by CWL and was read by Lambright. CWL is
also sponsoring a concert on 7/17/16.
8.)The parameters for opening the gates was asked to be
discussed and set up a protocol regarding events, meetings and
programs. This is already covered in Section 2.40 of the Board
Policy and it was the decision of the Board to leave the policy as
is and take each request on a case by case basis.
9.)A request from a property owner for a three-month extension on their rental property was read by Dillenburg. They had
a contract on the property that fell through and needs more time.
Lutzow made a motion to approve, seconded by Corso. The
motion passed with Corso, Dillenburg and Lutzow voting aye,
Lambright and Marron voting nay and Parisi abstaining.
Lambright thanked Corso and Marron for their years on the
Board and their years of service were appreciated.
Lambright made a motion to adjourn the meeting at 8:19 PM
seconded by Corso. Motion carried unanimously.
Marron motioned to reopen the regular meeting at 8:25 PM, seconded by Lambright. Motion carried unanimously. Lambright
motioned to go into Executive Session at 8:25 PM to discuss
personnel, seconded by Marron. Motion carried unanimously.
Personnel: Discussion on General Manager.
Lambright made a motion to adjourn the Executive Session at
8:49 PM, seconded by Marron. Motion carried unanimously.
Marron made a motion to return to the regular meeting at 8:49
PM, seconded by Lambright. Motion carried unanimously.
Parisi motioned to approve the decisions made in executive
session, seconded by Lambright. Motion carried unanimously.
Lambright made a motion to adjourn the regular meeting at 8:50
PM, seconded by Parisi. Motion carried unanimously.

Meeting Minutes
Revised Rental
Restrictions
At the February 16, 2016 Board of Directors meeting,
Resolution 16-R-06 was approved. This resolution add #9
to the Rental Restrictions, as listed below. The Articles
for Agreement for Deed form will be available in the
Administration Office and on the Candlewick Lake website.
The Board of Directors approved capping the number
of houses that can be rented at any given time to 15% and
implemented restrictions. Below are the restrictions for
rental properties:
1. There will be a 15% cap on Houses that can be subject
to Rental Agreements at any given time. This 15%
rental cap will be effective October 1, 2015.
2. There will be a “Waiting list” for Rental properties once
the cap has been met.
3. Should a property on the “Waiting List” become
eligible to rent and the Property Owner decides not to
rent, they will be removed from the waiting list.
4. There will be no granting or giving of one properties’
eligibility to another property.
5. If a “Rental” Property should not be rented for a period
of six (6) months then it will no longer be considered
a “Rental” property and will have to go on the waiting
list should they want to rent it in the future. Property
owner does have the right to request up to a three (3)
month extension from the Board of Directors. Request
must be made in writing.
6. If a property owner has multiple rentals, each property
will be considered on an individual basis.
7. There will be a $250.00 fine for failure to register a
rental property. If the rental property has not registered
within 30 days of the initial fine, a second fine in the
amount of $500.00 will be issued. Subsequent fines
in the amount of $500.00 will be issued every 30 days
until compliance is met. The fine(s) will be charged for
each property not registered.
8. “Hardship” situations will need to be appealed to the
Board of Directors in writing. The Board will consider
these on a case by case basis.
9. In order for a house not to be considered subject to the
rental restrictions the following must be met:
a. An “Articles of Agreement for Deed” form must be
submitted to and approved by the Candlewick Lake
Administration.
b. A meaningful build-up equity must be included in the
Agreement for Deed as follows:
i. End of Year 1: 6% (5% down and 1% over the
first year)
ii. End of Year 2: 8%
iii. End of Year 3: 10%
iv. End of Year 4: 12%
v. End of Year 5: 15%
c. The seller’s use of amenities must be waived.
d. A memorandum of the Articles for Agreement for
Deed must be recorded with the Boone County
Clerk’s Office.

6. Shoreline Stabilization – Rip Rap has been purchased.
Maintenance will install the material throughout the
summer.
7. Outpost – Subcommittee continues to work with
contractors and the Boone County Building Inspector
to come up with the rebuilding plan. A town hall
meeting was held on 3/13 to get public input.
8. Tallgrass Contract – The contract for stewardship of
Friendship Park, Firefly Bay, and bio swales for 2016
has been approved. Work is scheduled May – October.
9. Pool Deck Replacement – Replacement of the decking
over the pool pit has been contracted with Lake Ridge
Building Company. This is scheduled for completion
by 4/30.
10. Park Signs – The park signs have been painted. The
exterior posts will be painted when the temperatures
warm up.
11. Public Safety Open Positions – Public Safety is in the
process of filling part time gate, and patrol positions.
The Lake patrol positions have been filled.
12. Road Maintenance – Maintenance has been filling
potholes as needed.
13. Community clean up – The annual Community Clean
Up is scheduled for April 30th, with May 1st as a rain
date.
14. Recreation Center Indoor Painting – Maintenance
has been painted the interior of the Recreation Center.
This project is almost complete.
NEW PROJECTS
1. Gang Awareness and Community Outreach –
The Public Safety Commission is hosting the Gang
and Drug Awareness presentation scheduled for
April 26, 2016 at 6:30 pm at the Recreation Center.
Guest Speaker is Sergeant Dave Dammon from the
Belvidere Police Department.
2. Watercraft Safety Education Lecture – The Public
Safety Department is hosting a Watercraft Safety
seminar on 5/5/16 at 6:00 PM at the Rec Center.
Brian Alt of the IDNR will be the guest speaker.
3. Goose Egg Addling – The goose egg addling,
sponsored by the Lake Management Commission,
started 4/9/16 and will continue for five weeks. This
has proven to be a very effective part of the goose
control program.
4. Annual Sprinkler System Inspection – The annual
sprinkler system inspection has been scheduled for
April 25, 2016 with Automatic Fire Systems.
5. Water Softener – Rec Center Restaurant – Received
bid to replace the water softener #2 at the Rec Center
with same softener that we replaced water softener #1
in 2014.
6. Boat Docks – The marina boat docks installation
is scheduled with Rock River Enterprises for 4/16.
Maintenance will be putting other docks in 4/15 –
4/18. The launching ramps have been installed.
7. Second Quarter Photo Contest – Photos for the
second quarter are due by June 15th. Voting will take
place at the June 21st board meeting.
8. Purchase of new File Cabinets – We have
budgeted to replace many of the file cabinets in the
Administration Office in the 2016-2017 budget year.
The purchase is waiting Board approval. We hope to
have delivery of the cabinets by the third week in May
with the transfer of files to immediately follow.
9. Purchase of new Utility Cart – We have budgeted
to purchase a new utility cart at Savannah Oaks Golf
Course in the 2016-2017 budget year. This purchase
is waiting Board approval. We hope to have this
purchase delivered shortly after May 1st. It will be
used in the day to day operations of the course.
Garbage Proper Disposal Information
Normal household trash must be put out in sealed
containers. Bags set next to the toter are prohibited and
citations will be issued to those violating the rules. If
you need an additional toter, please contact Advanced
Disposal at 815-874-8431. If you only occasionally have
an additional bag of garbage that doesn’t fit in your toter,
you may put it in a regular garbage can.
You are required to have your garbage at the curb
by 6:00 AM on the day of collection. To avoid being
missed, please be sure to have your garbage out by 6:00
AM.
An electronic recycling drop-off site is located at the
Boone County Highway Department.
Hazardous waste materials (paints, paint thinner, oil,
etc.) can be taken to the Rock River Water Reclamation
District located at 3333 Kishwaukee Street in Rockford.
Their hours are Saturdays from 8:00 AM to 4:00 PM and
Sundays from noon to 4:00 PM. You can call 815-387-
7510 to get a complete list of what is accepted and what
is not. Things they don’t accept are compressed gas,
explosives and radioactive material.
Tires (except tractor tires) may be taken, up to four at a
time, to Rock River Water Reclamation District.
Sharps (used syringes, needles and other medical
equipment) should not be disposed of in your household
trash or recycling as this poses a significant health risk
to waste haulers. Anyone working in the trash handling
industry can unexpectedly come in contact with these
materials and is in danger of accidentally puncturing
themselves and be at risk of contracting any number of
diseases – including Hepatitis B and HIV – from contaminated syringes. Most pharmacies offer a free sharps
collection program. You can pick up a sharps container at
no charge; once your container is full, you can exchange
it for a new container. This free service is a simple
solution for the safe disposal of SHARPS.

Approval of Agenda: Motion by Tom Pinkowski, Sr. with the
addition of Fish Shocking to New Business, seconded by Pam

Sub-Committee Reports:
Education – Bill Batzkall was absent, no report.
Lake Ecology- Charlie Sewell reported that lakes are being
monitored all over the world for temperature change.
Watershed – Lee Odden reported that the geese are paring up.
Recreational Use of Lake – Tom Pinkowski, Sr. reported that ice
fishing is over.
Fish Stocking and Habitation – Chuck Hart reported that the
structures have been installed. He will update the map and submit
to the office.
Service Activity Projects – Jim Brefeld resigned as co-chair of the
egg addling. No one stepped up to replace him.
Lake/Water Safety – Pam Cangelosi will talk about having your
boat and equipment ready for the boating season.
Volunteers – Chuck Hart had nothing to report.
Unfinished Business:
1. EPA Grant- The meeting scheduled for March 3, 2016 was
rescheduled for March 15th at 3:30 to walk the creek which leads
to the dip. Rebecca Olson, Joe Rush, and an engineer will be
attending as well. During the meeting, the spring algae issues will
be monitored, along with assessing the area for the retention pond
as part of a grant project. Algae is growing in the stream now because of the springs in the area. Chuck Hart has been monitoring
the water temperature. Maintenance will be chemically treating
the ditch at Constitution/Tamarack Hollow for algae this week.
2. Joe Rush reported on the ILMA conference. The EPA talked
about the nutrient management plan and trying to meet the reduction goals. They have had to reassess their goals. He expects the
EPA to continue funding grants like ours.
3. Fish Structures were talked about in the sub-committee report.
It was suggested that we ask Don Tripicchio to dive down and
check the structures.
4. Lake Management Commission Charter – Motion by Bob
McHoes to approve the 2016-2017 Charter. Seconded by Jim
Brefeld, motion carried.
New Business:
1. The 2016 Fish Regulations were approved changing the Large
Mouth Bass to Catch and Release.
2. Egg Addling is scheduled to start 4/2/16 and run for six weeks.
Volunteers should meet at the Rec Center at 9:00 AM. Volunteers
are need. Information will go out to the residents via of e-blast,
web-site, sunshine sign, and Facebook.
3. Olson Ecological Solutions proposal – Jim Brefeld made a
motion, seconded by Charlie Sewell to recommend the Board
approve the proposal from Olson Ecological Solutions to create
a conceptual plan for implementing best management practices
upstream from the “dip” and write the grant application to the EPA
for the plan. Motion carried.
4. Fish Shocking is scheduled for week of April 25th.
Question from the audience regarding mosquito control. Pam
will write an article in paper about everyone being cognoscente of
standing water. Maintenance will treat standing water in common
areas.
Motion to adjourn by Jim Brefeld, seconded by Charlie Sewell at
7:24 PM, motion carried.
