I had heard about a group of ladies that
get together on Monday afternoons to do
some sewing, quilting, knitting, and just
about anything to do with crafting fabric
into pretty and useful designs. I thought I
would stop by at the Rec Center Lakeside
room, and see just what it was all about.
When I arrived, the ladies were setting
up their tables and getting all the equipment, sewing machines and specialty
tools ready for an afternoon of fun and
friendship. Vickie Brace was working
on a project called a “Mystery Quilt,”
and today she would be cutting fabric to
dimensions in the plans she had laid out
on the table. When she completes all the
steps on those plans, she will get another
set of plans with the next few steps,
but she will have to wait until it’s all
completed to see what she has created....
hence, the mystery.... Neat!
Barbie St Aubin was busy at her
sewing machine working on a project
called a “Crazy Quilt.” This quilt was
being made entirely of fabric scraps from
Barbie’s past projects and scraps from the
others working in the group. Barbie gave
me a quick demonstration of her sewing
machine. It has a computer screen from
which she can choose the type of stitch
she wants, and it will also sew letters of
the alphabet in a wide variety of sizes and
fonts. Wow!
Vicki Masse was working on a stocking cap using a procedure called “loom
knitting.” She explained that the top,
or curved part of the cap, was done by
crocheting, but today she was finishing
the lower part of cap with a yarn in a
lighter shade of blue. Vicki said each cap
takes about four hours to complete, and
she donates them to the Belvidere Police
Department for donations to help out the
needy. Last year Vicki donated over 50
caps with the goal for this year to be 100
or more. I bet there are lots of people
walking around Belvidere with a warm
head, thanks to Vicki’s handiwork. Way
to go!
Barbie said that there are 18 ladies
signed up in the group, but there are about
8-11 regular attendees. All the ladies said
they enjoy the camaraderie, learning new
tips and ideas, as well as the places to
get the best deals on fabric and supplies.
The quilters have their own shelf in the
community library with books on just
about any skill having to do with needle
and thread. I even saw patterns for girl’s
clothes, and others for kids pajamas. So,
no matter what your skill level, you can
always learn a little more from this group
or maybe throw your own expertise into
the mix. If you would like to get involved
give Barbie St Aubin a holler, and she
will tell you ALL you need to know.

Spring is Almost Here
Your yard and your lake – How does what you do to your
yard affect our lake? Everything that soaks into the ground
becomes part of what is known as “ground water,” and
becomes part of our watershed traveling by way as runoff
water to the lake.
Nutrients in lakes serve the same basic function as nutrients in your garden: they help plants grow. In a garden,
lush growth and high productivity are considered beneficial,
but this is not necessarily so in a lake. While some algae
and other aquatic plants are essential parts of a healthy lake
ecosystem, elevated nutrient levels can stimulate nuisance
plant growth and lead to an out-of-balance ecosystem and
impaired recreation.
Phosphorus and nitrogen are the two nutrients of primary
concern in lakes. Of these two, phosphorus is usually the
nutrient that regulates algae growth the most. For many
lakes, additional phosphorus loadings will stimulate additional algae growth. Because phosphorus is so important
to the growth of algae and aquatic plants, many lake
and watershed management activities focus on reducing
phosphorus availability in the water.
Our part is to remember to read what the chemicals are
that we use on our yard, on our lawn, shrubs and flowers.
Please use only 0-ZERO phosphorus products. Read labels
carefully – make sure that the products you buy for bug
and weed control may be used and not affect watersheds.
Remember that the ground water from your yard does affect
the water in your lake. Products such as ‘Round Up’ for
weed control are not good for your lake.
Please remember that we all need to do our part to keep
our lake a healthy lake.

Holiday Lights &
Decorations Must Be
Removed
The Candlewick Lake Association Rules & Regulations
state the deadline for the removal of holiday lights and
decorations is 10 days after the holiday. If weather does not
permit the removal of the December/January 1st decoration
and lights, the deadline for removing them is March 1st.
This notice is to be considered a warning to anyone who
still has December/January 1st lights and decorations up that
if they are not removed by March 1, 2016 a citation will be
issued. No further warnings will be issued. Thank you for
your cooperation.

President’s Prerogative

March is almost here and with it comes ice out,
normally about March 23. Every year, the warnings
come out about thin ice, and every year, ice fishermen
make my hair turn grayer as I watch them on the thin or
honeycombed ice. Over the years, I have seen fishermen so close to open water they could easily throw a
stone and make a splash. I saw a fishing shed that broke
through the ice and help had to be summoned to get it
in using ropes and pulleys before it sank completely.
We had a snowmobile go through the ice some time
ago. Luckily no fatalities to date that I know of but
please, take it easy on an old man’s heart and stop taking
chances! Remember, lake usage is always at your own
risk.
This will be my final salute to the Board as it currently
stands. I am proud of the accomplishments of your
Board the last few years. Every Board member has won
some battles and lost others, but after the dust settled
we left as friends, knowing each were acting in the way
they felt best for Candlewick. No lingering animosity or
bad blood was present. I hope and expect the new Board
members will react the same. A cohesive board is very
important to effective operations. Even families have
disagreements but once again come together. It is as it
should be.
Those of you who follow our published financial
reports have probably noticed we often come in under
budget or “to the good.” This year is no exception. You
may ask what happens to the excess cash at the end of
the fiscal year. Any excess is rolled over into the next
fiscal budget, helping to cover anticipated expenses as
well as offsetting dues increases to a degree.
There is an update regarding the progress of the
relocation of the AQUA lift station below the dam. As I
have mentioned before, they are moving the lift station
a short distance up the hill. One of the reasons for the
move is to continue the efforts to contain heavy rains
that, to a degree, infiltrate into the system. Our warmer
than normal winter has allowed the work to progress
much more quickly than anticipated, so they have cut
into the road earlier than expected. Because of the time
of year, there will be a temporary road surface area that
will allow traffic flow but will not be up to our standards
until warmer weather. They have proceeded to be ahead
of road postings and of any possible heavy spring rains.
This is a good thing, the sooner the better!
I will leave you with this thought from Phil Jackson
(prior Bulls coach)... “The strength of the team is each
individual member. The strength of each member is the
team.”

Policy
Annual invoices for assessments (dues) are mailed out at the end of March each
year. The due date for payment of annual dues is May 1st. Payment covers the
time period of May 1st through April 30th.
PAYMENT OPTIONS:
Monthly Electronic Fund Transfer (ACH)
US Mail or online bill pay to Candlewick’s lockbox (27 N Wacker Dr. #825,
Chicago IL 60606-2800)
Online one time payment via echeck or credit card (MasterCard, or Discover).
There is a $14.95 convenience fee if paid via a credit card. Log into www.
smartstreet.com and select “Online Payments”
Pay in Person at the Association Office by check or cash. Credit cards are not
accepted for dues payments in the office.
DELINQUENT ACCOUNTS:
An account is considered delinquent if payment in full is not processed before
May 1st or an Electronic Fund Transfer Agreement is not submitted by May 1st.
To be considered current, monthly payment of dues is only allowed if processed
via an Electronic Fund Transfer (ACH). All delinquent accounts will proceed
through the Collection Action Process.
NSF CHECK OR NSF ACH:
An account that has an electronic payment or check returned unpaid by the financial institution will be charged $35 and mailed a letter notifying them that if
payment is not received in 5 business days then c-pass, guest list and member i.d.
card privileges will be suspended until payment is received in full.
If an ACH is returned THREE times or your bank account is closed between May
1st and April 30th then the electronic funds transfer agreement will be terminated
and the entire balance is due. If payment is not received your account will proceed through the Collection Action Process.
CITATIONS:
Citations must be paid within 30 days of receiving a letter stating that the citation was reviewed and/or validated by the Citation Review Committee. After 30
days, c-pass, guest list and member i.d. card privileges will be suspended until
payment is received in full. The balance due on citations will proceed through
the Collection Action Process.
COLLECTION ACTION PROCESS:
30 days Past Due - 7% interest is added to the account
40 days Past Due - A letter is mailed giving notice of intent to lien. If payment is
not made within 10 days, then c-pass, guest list, and member i.d. privileges will
be suspended.
50 days Past Due - A lien and a lien fee of $100 will be placed on your account
unless there is already a valid lien placed on your property. Your c-pass, guest
list and member i.d. card privileges will have been suspended.
60 days Past Due - Account is sent to the attorney for collections. Further collection actions may include a Notice of Demand, Money Judgment, Garnishment
and a Forcible Entry and Detainer Lawsuit.

The Candlewick Lake News is the primary source of information and communication to all its members. The News is now mailed to individual homes in the community. Property owners who reside offsite will also receive the News by presorted
postal standard rate. Additional copies of the News are available at the East and
West Gates, Rec Center and at the Association Office. In addition, the news is

COMPLETED PROJECTS
1. Public Safety Citations/Warnings – Public Safety
issued 73 Citations and 74 Warnings during the
month of January.
2. Completed Community Events – Fitness
Orientation Class (1/15), Blood Drive (1/18), Pan
Fish Tournament (1/30), Scholastic Book Fair (2/10,
2/11, 2/12).
3. Human Resource Manager – The Human Resource
Manager position has been filled.
4. Holiday Decorations – The holiday decorations at
the Administration Office, East Gate, West Gate, and
the Recreation Center have been removed.
5. Installation of Foot Rail – Maintenance has
installed a foot rail to the bar at the Savannah Oaks
clubhouse.
ON-GOING PROJECTS
1. Implementation Grant – The implementation grant
application has been accepted by the EPA. Of this
$88,000.00 grant, the EPA will cover 60% of the
expenses toward our bio swale project. CWL will
pay 40%. The first request for reimbursement has
been submitted and received. The core Watershed
group continues to meet. There was a meeting held
April 22 at 6:30 to update residents on the project
and to ask for volunteers. The areas were marked
and maintenance has sprayed twice in preparation
for the plantings. The planting phase started May
9th and was completed on July 18th. Tallgrass is
contracted for the stewardship on these areas. They
have completed all seven visits for the year. On
9/16/15, the sub-committee members toured the
bio swales. The second reimbursement request has
been received. A sub-committee meeting was held
on November 17th to focus on moving forward and
obtaining our next grant.
2. Programs: The programs currently running at
the Rec Center include, Fitness Orientation Class,
Pickleball, Dance Team (beginning 3/3), Yoga, Total
Body Circuit Class, Zumba Mix-Up, Karate, CWL
Morning Walkers, Sewing by the Lake Club (for
quilters, knitters, and crocheters), Tot Gym Time,
After School Program, Preschool and Little Learners,
Line Dancing, Biggest Loser, and weekly Pony
Canasta.
3. Upcoming Events: Valentine Bingo (2/12), Bunco
(2/19), CPR classes (2/25 & 2/27), Family Pickleball
(3/5), Breakfast with the Easter Bunny (3/12), Bunco
(3/18), Spring Craft and Vendor Fair (3/19), Dues
Raffle (3/1 – 4/18), Back Yard Bird Feeding Class
(3/31 & 4/3), Polar Plunge (4/1), Bunco (4/15),
Community Garage Sales (5/20 -5/21).
4. Savannah Oaks Upcoming Events: Nothing is
scheduled until the course opens in April.
5. Rec Center Deck – Several deck boards have been
broken and need replacement. The materials have
been delivered. The work has been moved out until
next spring.
6. Shoreline Stabilization – Rip Rap will be purchased
and installed by our Maintenance department in the
spring.
7. Replace windows at the pool – A contractor has
ordered the windows and is currently obtaining a
County permit. This work should be done before
April 15th, weather permitting.
8. 2016-2017 Budget –The preliminary 2016-2017
budget was published in the February paper for the
membership to review. The Budget hearing was held
on Sunday, February 7, 2016. The budget will be
approved at a special Board meeting the first week in
March.
9. Photo Contest: The Communication Commission
will be holding quarterly photo contests with a $25
prize. The rules have been published in the January
paper.
10. VOIP Phone System – The Board has approved
contracting with IP Communications to host the
phone service. The phone system switch over is in
progress.
11. Outpost – Subcommittee has been working with a
contractor to come up with a plan to rebuild. We
are currently trying to contract with an architect who
will draw up preliminary plans to be used for the
construction bidding process.
12. Tallgrass Contract – The contract for stewardship of
Friendship Park, Firefly Bay, and bio swales for 2016
has been approved. Work scheduled May – October.
13. Pool Water Heaters – Replacement of two water
heaters at the pool house has been approved. Water
Heaters have been purchased. Maintenance will
install.
14. Pool Heaters – Replacement of the two pool heaters
has been approved. Installation has been contracted
with Nelson Carlson Mechanical Contractors.
15. Pool Deck Replacement – Replacement of the
decking over the pool pit has been approved. This
has been contracted with Lake Ridge Building
Company.
16. Road Commission - The first meeting will be
scheduled in February. A Commission charter needs
to be written.
17. Board Elections – There were three open positions
for the Board and three candidates. The election will
be held; no candidate’s forum was necessary.
18. Park Signs – The park signs have been painted. The
exterior posts will be painted in the spring.
19. Mailing – The election ballots and the annual
meeting proxy will be mailed out 2/17/16.

POLITICAL SIGNS
The Annual Meeting will be held on Sunday, March 20,
2016. In order for this meeting to take place, a quorum
consisting of at least 467 members must be present in
person or by proxy. If a quorum cannot be established,
the meeting must be rescheduled to a future date at which
time we must again try to obtain the necessary quorum of
members. This process is very costly and time consuming. Each attempt costs the Association approximately
$2,500.00; therefore, your assistance is requested.
Please fill out, sign and return the general proxy that
you received in the mail as soon as possible. In order to
avoid the cost of rescheduling the meeting, we are asking
for everyone’s cooperation in helping to obtain a quorum
on March 20, 2016. Please encourage your friends and
neighbors to return their proxies as well.
If you have any questions as to how to fill out the
proxy, you may call the Administration Office for
assistance. Proxies are available at the office if you have
misplaced yours.
Reminders regarding the proxy: If you are appointing
yourself as your proxy holder, you must attend the meeting in order to be counted. If you are appointing someone
else as your proxy holder, they must attend the meeting.
Before you appoint someone, verify that they will in fact
be attending the meeting so the proxy may be counted. In
order for the proxy to be valid, it must be properly filled
out, signed and dated.
Egg Addling
Volunteers
Needed
If you have a nest with goose eggs on your property,
please call the office and we will put you on a list for our
volunteer egg addlers. The volunteers will be going out,
starting in late March looking for nests with eggs. When
they find the eggs, they oil them, thereby prohibiting
them from developing. If you remove the eggs yourself,
the geese will just lay more eggs. If you give us permission to go on your property, allow us to addle the eggs,
you will be helping to improve the water quality of our
lake. If we can keep the population of our resident geese
down, we will help reduce the nutrients that they bring
into our lake. If we can reduce the nutrients, we will have
a healthier lake. If you would like to become a volunteer
for this project, please call Theresa in the office at 815765-2827 x 204.
In 2012, a waiting list was established for those
residents/property owners interested in renting a seasonal
boat dock.
Members who rent a boat dock are required to put
down a deposit by November 15th each year to hold their
dock for the next season. The balance of the boat dock
fee needs to be paid by April 1st each year. The unpaid
sites will be available for members on the waiting list. If
you are interested in a boat dock, please call the office
and ask to be put on the boat dock waiting list. You will
be notified when a dock becomes available for you.
2016 Fees
• Gated Marina (Rec. Center) - $315 for the season
along with a $25 key deposit.
• Stationary Docks – (Marina, Castaway, and Firefly
Bay) - $185 for the season.
Everyone reserving a boat dock must be an Association
Member in good standing.
Prescribed Burns
Please be advised that there will be prescribed burns
taking place in all areas of the new bio-swales within the
next two months. Please watch the sunshine signs for
when dates become available. This work will be scheduled depending on weather and area conditions.
Prescribed burns are a safe way to apply a natural
process, ensure ecosystem health and reduce wildfire risk.
Many of our plant and animal communities are dependent
on a regular occurrence of fire for a healthy existence.
Prescription burning is appropriate for modifying vegetative communities/structure without the use of herbicides;
accelerating nutrient cycling, spring green-up, sprouting,
forage availability, modifying soil temperatures; and
modifying soil moisture conditions.
MOWING DATES
The mowing dates for vacant lots are as follows: May
15th, June 15th, July 15th and September 1st. If you are the
owner of a vacant lot, please make arrangements to have
your lot mowed prior to these dates, whether you do it
yourself or hire a contractor. If the lots are not mowed,
a citation will be issued and Candlewick Lake will hire a
contractor to mow the lot and you will be charged that fee
as well.
All lots that have a house on them must be mowed on a
regular basis so as to keep the property looking neat.
The rules and regulations allow political signs to be
displayed no more than ten days following an election.
The primary election will be on March 15, 2016 so all
political signs must be removed by March 25, 2016.
Amenity Usage
The Rules and Regulations state that a Candlewick Lake
Photo ID Membership Card (Member Card) are required
for use of the amenities (pool, golf course, fitness center,
gymnasium, and boating and fishing facilities). The rules
further state that any Member that is not in good standing
shall have their Membership Card privileges suspended
until said Member rectifies his/her membership standing.
This includes the privileges for all registered Members.
The rules do not say that a Member can’t pay the daily fee
for use of the amenities. The Board of Directors passed
a resolution at the April 21, 2015 Board meeting that any
Owner, Associate Members, Tenant, and any other family
members who reside in a House will not be allowed to
pay the daily fee to use the amenities if their amenity
privileges have been suspended. Additionally any Owner,
Associate Members, Tenant, and any other family members who reside in a House and are not in good standing
they will not be permitted to rent any of the Candlewick
Lake facilities.

ROAD POSTINGS
Each year in the late winter/early spring, Candlewick
Lake imposes weight limits to protect the roads. Because
of the mild winter we had the posting went into effect on
February 24th, which is a little earlier than in the past few
years. The length of time the roads are posted depends
on how soon the weather gets and stays warm. Once the
frost is out of the ground the postings will be lifted. This
can be anywhere from three to six or seven weeks.
The freezing and thawing of water in the pavement
weakens the strength of the aggregate base of the roads.
In the winter, the roads do not have the strength they
do in the summer. In flexible pavements, a lot of the
strength is in the base. In warmer weather when the
water thaws in the base, the soil underneath the rock is
still frozen and the water cannot drain. The rock is in a
very wet condition, which lowers the strength bearing
capacity of it. The trapped water becomes a wet layer in
the road, which is like driving on a sponge. By limiting
the weight of vehicles, it prevents damage to the blacktop
surface. As temperatures increase, the top layers of
roadway thaw, but layers beneath remain frozen, making
the roads brittle.
Road postings pertain to all vehicles, which include
construction and delivery vehicles. If you are planning
on making purchase this winter that will require a delivery, please plan accordingly. Order so that your delivery
can be made prior to the road postings or advise the store
that deliveries must be made on smaller trucks.
Vehicles and trailers with tandem axles are not allowed
access into Candlewick Lake during the postings.
Following is the procedure for vehicle entry during the
time that the roads are posted.
• Vehicles and trailers with tandem axles will NOT be
allowed entry into Candlewick Lake. The exception
to this rule is a property owner/resident only may
bring their tandem (double) axle trailer having a TA,
TB or TC plate only into Candlewick Lake during
the time that the roads are posted. Tandem (double)
axle trailers with a TD plate and higher will not be
allowed access.
• Vehicles with a Class D and Class F plate will be
allowed entry WITHOUT a weight ticket, unless the
weight of the vehicle is questioned. The maximum
gross vehicle weight for a Class D plate is 12,000
pounds. The maximum gross vehicle weight for a
Class F plate is 16,000 pounds.
• Vehicles with a Class H plate and higher WILL
require a weight ticket. The maximum gross vehicle
weight for a Class H plate is 26,000 pounds.

The Rio’s Again Host Annual Fundraiser Garage DUES REDUCTION

Jack and Judy Rio will again be hosting a fundraiser garage sale at 1700 Candlewick Drive as they
have in the past. This year’s recipients include
The Make a Wish Foundation and The Veteran’s
Assistance Commission of Boone County Illinois.
As in the past, we will be accepting donations
beginning May 1st due to limited storage space and
having to relocate two cars, a tractor and a snow
blower during the process. We accept anything in
good condition such as tools, home décor, children’s
toys, china, crystal, snow mobiles, cars, boats, etc. Children’s clothes as long as they are clean and in
good shape (In other words you wouldn’t hesitate
to have your children or grandchildren wear them.) Cleaning out your attic or basement or garage? There is no better way dispose of your items than
to donate them to this worthy cause. Last year,
our recipients shared the approx. $1,500.00. They
were the food pantry of First Presbyterian/St.

The program has been a success for the past four years thanks to the Lake Management Committee. The
volunteers will start in late March locating the nests. Canada Geese can live up to 8 years and each goose
lays approximately 6 – 8 eggs (some may lay as many as 14). Since many of the nests can be on private
property and volunteers need to come on to the property to check the nests over the next month, we have
asked for permission to be on your property for this program. You are not required to participate,
however Canada Geese have become a problem with their overabundance and this program attempts to
control population.
If you signed a waiver in a previous year, it is still on file and will be
considered valid every year until you notify us that you waive your
approval.
If you did not give us approval last year and would like to participate in the program this year, please
complete the bottom and return to the Candlewick Lake Administration Office as soon as possible.

recipients will each receive a $600.00 dues reduction.

Revised Rental
Restrictions
At the February 16, 2016 Board of Directors meeting, Resolution 16-R-06 was approved. This resolution
add #9 to the Rental Restrictions, as listed below. The
Articles for Agreement for Deed form will be available
in the Administration Office and on the Candlewick Lake
website.
The Board of Directors approved capping the number
of houses that can be rented at any given time to 15% and
implemented restrictions. Below are the restrictions for
rental properties:
1. There will be a 15% cap on Houses that can be subject
to Rental Agreements at any given time. This 15%
rental cap will be effective October 1, 2015.
2. There will be a “Waiting list” for Rental properties
once the cap has been met.
3. Should a property on the “Waiting List” become
eligible to rent and the Property Owner decides not to
rent, they will be removed from the waiting list.
4. There will be no granting or giving of one properties’
eligibility to another property.
5. If a “Rental” Property should not be rented for a
period of six (6) months then it will no longer be
considered a “Rental” property and will have to go on
the waiting list should they want to rent it in the future.
Property owner does have the right to request up to a
three (3) month extension from the Board of Directors.
Request must be made in writing.
6. If a property owner has multiple rentals, each property
will be considered on an individual basis.
7. There will be a $250.00 fine for failure to register a
rental property. If the rental property has not registered within 30 days of the initial fine, a second fine
in the amount of $500.00 will be issued. Subsequent
fines in the amount of $500.00 will be issued every

Cold facts about ice safety
When is ice safe?
There is no sure answer. You can’t judge the strength of
ice just by the appearance, age, thickness or temperature.
With our daily weather conditions changing from cold
and windy to above average with warm and sunny, use
CAUTION and common sense to be SAFE.
A reminder once again to all that enjoy our lake during
the winter time: The items such as fishing gear, cooking utensils and food that goes out on the lake with
you, all need to go back OFF the lake when you have
finished for the day. This also includes the small stuff
such as the caps from propane bottles or the like. Don’t
leave your stuff for others to clean up.
PLEASE-NO MOVING ANY of the PARK PICNIC
TABLES ONTO the LAKE. LITTERING ON THE
LAKE or IN THE PARKS just shows a lack of
RESPECT.
If you or someone you know likes to drive a motorized boat in Illinois and was born after January 1, 1998,
you are now required to take and pass a Boating Safety
Course validated by the Illinois Department of Natural
Resources and hold a valid boating Safety Certificate
before you can operate a motor boat with an engine over
10-horsepower. ---this is an Illinois Law and the I.D.N.R.
will be checking. You can go online www.dnr.illinois.

Winter Fishing Success!
Lake ice fishing. Public Safety will be out to monitor
the lake. If you see something that needs to be addressed while you are out on the lake, please contact
Public Safety so that they can address the problem as it
is happening to avoid future problems.
11-5 Ice Fishing
All fishing rules and regulations stated above apply in a
like manner to ice fishing with the following additional
regulations:
A.Ice fishing is done at the fisher’s own risk and the
Association is not liable for any bodily injury or
property damage that may occur while anyone is on
the ice on the Lake.
B.When a tip-up is approached by a Public Safety
Officer and the fisherman is not at the tip-up in two
minutes, a citation may be issued.
C.Tip-ups must be identified with a label clearly and
visibly showing the owner’s name and address.
D.Only temporary shelters may be used and must
be removed if unoccupied for more than four (4)
hours. Any shelter left, which must be removed by
the Association, will result in a fine assessed to the
Member/Associate Member/Tenant, as well as any
towing or storage fees.
E. Ice fishing shelters of any kind or type must have the
name, Unit and Lot number of the owners attached
to the shelter and be readable at all times. Ice fishing shelters shall be required to have reflectors or a
light outside the shelter from dusk to dawn for safety
reason. Ice fishing shelters belonging to Guests
must also have the resident’s name and address
affixed to them and be readable at all times.
F. No Guest motorized vehicles, such as but not limited
to ATVs, snowmobiles, etc. shall be allowed on the
Lake at any time.
G.Any resident that wishes to use their motorized vehicle, such as but not limited to ATVs, snowmobiles,
etc. on the Lake must register it at the Association
Office (proof of ownership required). A decal will
be issued and placed on the motorized vehicle
during an inspection by Public Safety as part of the
registration process.

have been used to help pay for fish
stocking, building fish structures, purchase of a GPS that
is used for lake related issues, lake plantings, waders,
laser lights (to chase the geese), and the Kids Fishing
Tournament. If you have aluminum cans that you are
either throwing away or putting in the recycling bin,
please consider bagging them and taking them to one
of the can bins located in Candlewick. The Friends of
Candlewick have recently voted to use funds from
the cans for projects that could either benefit the lake
and/or the community. This is expanding the scope
beyond specific lake use, and may be used to benefit
the entire community where needed.

2015-16 CWL Ice
Fishing Regulations
•
A State Fishing license is required for all persons
age 16 and over.
• A Candlewick fishing permit is required for all
residents age 16 and over.
• A guest fishing pass is required for each guest. It
may be a non-designated seasonal or a one day,
both can be purchased at the Administration office
or at the Recreation Center. Guest passes must be
purchased by resident with proof of residency.
• Guest use of the lake is permitted provided that the
property owner is on or within the immediate vicinity of the lake at all times. The immediate vicinity
is defined as the shoreline or a property owner’s
lakefront property. Exceptions will be made when
there are extenuating circumstances, predetermined
by Public Safety that would prevent a property
owner from being with their guest. The property
owner is responsible for contacting Public Safety,
in advance, so that the request may be considered
and logged. The log will be maintained so that an
individual that has an “approved situation” will not
have to call Public Safety every time their guest
wants to use the lake. If Public Safety Staff members or certified volunteers see any pattern of abuse
to this rule exception, it will result in a withdrawal
of the exception privilege for the remainder of the
season/year. When there are extenuating circumstances that prohibit the property owner from being
on or within the immediate vicinity of the lake, the
property owner must still be within Candlewick
Lake. (Policy 09-11)
• All shanties must be marked with name and address

CWL Quarterly Photo Contest

Are you an amateur photographer or a weekend
shutterbug? Then why not try your hand at entering
the CWL Quarterly Photo Contest. The idea is to
have residents submit photos of the goings on in our
community in order to build our photo library. The
contests will run from January 1 to March 10, April
1 – June 15, July 1 – September 15, and October 1 –
December 15. There will be one winner each quarter
who will receive a $25.00 prize.
Contest Rules & Guidelines:
1. Photo must not be published, previously or in the
future, in a non-CWL publication
2. Need to title the photo (Identify activity and/or
location)
3. Photos can be of events/activities throughout CWL,
nature photos, action photos, etc. As long as the
photo promotes CWL it can be entered. Just use
your imagination.
4. Include names of any people in the photo (if known)
5. Include photographer’s name, street address,
telephone number and/ or e-mail address with each
entry. Photo credit will be used if published in a
CWL publication
6. All submitted photos become the property of the
Candlewick Lake Association

Duplicate Waste in Northern Boone County

On March 15, 2016, voters within North Boone Fire Protection District 3
(NBFPD3) service area will be asked a referendum question with draconian
ramifications. If you know nothing about the question, you are not alone.
Transparency and accountability at all levels of Illinois government are in
drastic need of an overhaul. Taxpayers are very busy with their daily lives;
therefore, we do not typically keep a watchful eye on our government bodies.
We rely on our elected and appointed government officials to be transparent
and accountable to us.
Whether or not this proposal saw the proper public vetting is beside the point,
it will more than likely appear on the ballot of Northern Boone County residents
and I am urging them to vote ‘no.’ The referendum is asking for .05% of the
assessed value of your home in order to duplicate ambulance service that is
already being provided at a high quality to residents. What does that mean in
dollars and cents? With the passage of the ambulance tax levy (.05%) and fire
protection district levy (.40% max rate) NBFPD3, volunteer fire department,
will approximately net from taxpayers, $744,272.
There already exists a local government entity in the service area of NBFPD3
that provides emergency medical services (EMS) for residents, Capron Rescue
Squad District (CRS), dba: North Boone EMS. Why would NBFPD3 seek a
duplication of an ambulance tax at a time when Illinois has the second highest
property taxes in the nation and our state government officials are working to
pass legislation to consolidate local governments that provide a duplication of
service? Currently, Northern Boone County residents are being provided with
adequate services. If service was an issue I believe the Boone County 911 Board,
law enforcement and emergency responders would raise a ruckus.

If NBFPD3 referendum passes, Northern Boone County residents will pay two
ambulance service taxes and have two primary EMS providers. What issues this
will cause for 911 operations is being deliberated; however, rather than paying
double for service that is already provided to the community, I recommend
NBFPD3 allow their citizens to save their hard earned money and I encourage
those citizens to vote ‘no’ to government waste.

Greetings from Public Safety
We hope everyone is enjoying this mild winter. The
month of March is almost upon us, and winter will be
winding down. Relatively speaking, the temperatures have
been moderate for northern Illinois. The amount of snow
hasn’t been bad either. Most of it melted at the beginning of
February. Nevertheless, with the lack of snow, melting, then
freezing, melting and freezing again, the ice outside is very
dangerous this year. It can sneak up on us. You don’t think
the ice is there or cannot see the ice, especially when it’s
dark. Suddenly we’re slipping and falling.
The ice fishermen on Candlewick Lake must be in “7th
Heaven.” Very little, if any, snow is covering the lake this
year. This makes it easy to get the ice fishing equipment
back and forth from the vehicles to the sites on CWL they
want to fish. Our Lake/Ice Patrol has been out checking for
rules violations and finding very few. This is a credit to our
resident fishermen for working within the rules of the CWL
Community. Please do not forget; as the month of March
goes on, the spring thaw will begin. As the ice thins, the
danger increases. Please keep these thoughts in mind.
Records Updates
Our officers are telling me we are having issues with
C-Passes, in that folks are purchasing the passes, but when
they change vehicles or change vehicle registrations, they
are not coming to the Administration Office to update their
records. Keeping our C-Pass records updated is a very
important concept in keeping Candlewick Lake a safe place
to live. Remember, we reside within a gated community.
We need to keep track of who resides here, their guests and
anyone who may want to enter unlawfully.
When coming to the Admin building, please remember
to make any and all adjustments to information in our
database. This includes telephone numbers, folks on your
guest list, vehicles and people currently residing at your
residence, etc. Information is only as good as the data
entered into our ABDI system. If we need to reach out to
you for any reason; to assist you or a family member or to
resolve an issue and prevent writing a citation, our officers
need to have “up-to-date” information. Your cooperation is
extremely valuable.
Home Eye Safety
Most people do not think about wearing eye protection
while cleaning, cooking, doing yard work or working in the
garage. However, half of all eye injuries occur when doing
these everyday chores according to the American Academy
of Ophthalmology (AAO). Although 90 percent of all eye
injuries are preventable by wearing proper eye protection,
the AAO reports that 78 percent of those injured were not
wearing any protective eyewear.
All too often, when we’re working around the house and
doing chores we’ve done a thousand times before without
incident, we forget about the risks we take by not protecting
our eyes. All it takes is a split second accident that could
damage your vision for a lifetime.
About 40 percent of home eye injuries are in the yard or
garden. Debris from lawn mowers or power trimmers can
unexpectedly enter the eye at a high rate of speed. Here
are tips on how to protect our eyes while doing work in the
yard.

• When using a weed eater, wear safety glasses or
goggles under a face shield.
• Wear goggles when working with power saws or
trimmers.
• Turn off power tools when near an unprotected
bystander, especially when young children approach.
Bystanders and helpers need eye protection also.
• Wear goggles to protect your eyes from fertilizers,
pesticides and other yard chemicals, including lime
dust.
• Read and follow all product instructions. Obey warnings on yard chemicals and equipment.
In addition, using household chemicals, including bleach
or other cleaners, causes 125,000 injuries every year. Eye
protection should be worn when using any chemical. Also,
after any project, make sure hands are washed thoroughly
before touching the eyes or face.1
With so many people using computers at work and at
home, complaints of eye strain and difficulty focusing and
discomfort have become commonplace in doctors’ offices.
One of the main reasons for this is, although offices have
marched into the age of technology, not much else has.
People are still using the same lighting, furniture and desk
configurations they had when using typewriters.
To mark March as Workplace Eye Safety Month, the
AAO has put together some tips to help us alleviate some of
the eye problems from modern technology. Please consider
what your children are watching when they are studying
and/or playing video games hours upon hours at a time.
• First and most important; get an eye exam by your
ophthalmologist, who can rule out the possibility of
eye disease as the cause of your symptoms. You could
simply need glasses when working at a computer, or
your prescription might need updating
• Screen distance; you should sit approximately 20
inches from the computer monitor, a little further than
you would for reading distance, with the top of the
screen at or below eye level.
• Equipment; choose a monitor that tilts or swivels, and
has both contrast and brightness controls.
• Furniture; an adjustable chair is best
• Reference material; keep reference materials on a
document holder so you don’t have to keep looking
back and forth, frequently refocusing your eyes and
turning your neck and head.
• Lighting; modify your lighting to eliminate reflections
or glare.
• Rest breaks; take periodic rest breaks, and try to blink
often to keep your eyes from drying out.
Another thing to remember is the forced-air heating
systems in big office buildings can increase problems with
dry eyes during the winter months. Over-the-counter eye
drops help, but if dry eye persists, see your eye doctor for
an evaluation.2
Let’s keep Candlewick Lake a beautiful, safe place to
live.

around the ends of the culvert (the metal pipe under the
driveway) in front of their property. Please remember that
anything you do in the ditch must be approved. The area
from the edge of the road in toward your house approximately 20’ is defined as the ditch area and is owned by
Candlewick Lake.

Driveway Extensions
& Parking Areas
Property owners wishing to add a driveway extension
or a parking area need to be reminded that the rules have
changed. Any driveway extension or parking area must be
paved with concrete, asphalt or paving bricks. Gravel or
stone as a surface is no longer acceptable. Additionally,
the rules were recently changed to state that plans for
extensions and parking areas needs to be submitted for
ECC approval.

Please be reminded that the only type of signs that are
allowed in Candlewick Lake are real estate and political
signs. Real estate signs must be placed against the house
or garage and may not be out in the yard. Political signs
are only allowed to be displayed 30 prior and 10 after an
election. Political signs may not be placed in the ditch, on
common ground or any CWL owned property.
Contractors are not permitted to place signs on your
property. These include but are not limited to siders,
roofers, landscapers, remodeling and driveway companies
or any other type of construction.
In addition no event or any other type of signs are allowed.
When you are having work done on your house or yard,
please advise your contractor that they may not display
their signs. Citations will be issued to the member if signs
are displayed.
Mowing
Requirements
It is the responsibility of each property owner to mow
and maintain the ditch area in front of their property.
Please be sure to mow the entire ditch, up to the road
shouldering. This applies to the ditch in front of a vacant
lot or a developed lot (lot with a house on it). If you hire a
contractor to mow your lawn or vacant lot, be sure they are
aware of the rule.
If there is concrete curbing in front of or on the corner

If you have recently moved, please take a few minutes
to contact the Administration Office to give us your new
address. Many mailings done by the Association are sent
out bulk mail. Unfortunately, the post office will not
forward bulk mail, but will instead return it at a considerable fee. We are charged about $4.00 to receive the CWL
News back.
If you have disconnected your house phone (land line)
and are only using cell phones chances are the Office does
not have your current number. The Association has no
way of contacting you in an emergency situation. The
same is true if you change your phone number.

Administration Office at 815-765-2827 ext. 200 to be sure
we have your address and phone number(s) on file.
Use
of Common Ground
Use of the common ground for personal property is
prohibited unless the General Manager grants permission.
This includes gardens, woodpiles, etc. Trampolines, swing
sets, pools, boats, etc. are strictly prohibited and permission for these type of items will not be granted. If you
would like to use the common ground, you may pick up an
application form in the office, to be filled out and submitted for approval by the General Manager.

Lots for Sale
If you have your unimproved (vacant) lot for sale, you
may keep the selling information on file in the Candlewick
Lake office. This information will be available to anyone
interested in purchasing a lot in Candlewick Lake.
Forms are available in the Administration Office, which
must be filled out and placed in the book by the property
owner. It is the responsibility of the lot owner to remove
the form when the lot has been sold or is no longer for sale.
Candlewick Lake Association does not act as a selling
agent for property owners. By signing the form, you are
authorizing Candlewick Lake Association to provide the
information to the general public.
Some of the listings go back to 2009. If you have put
a form in the book, you may want to consider stopping in
the office to review your form to be sure it has updated
information with regards to your address, phone number,
asking price etc.

ACH – EXISTING SETUP
NEW ACH AMOUNT BEGINNING MAY 1ST
What do I need to do? If you have a current ACH in place, you consent to the new
amount, and there are no changes required then you need to do nothing! Again, if you
had an ACH processed in March, we will process the next payment in May unless otherwise
directed by you. Your Electronic Fund Transfer Authorization Agreement is for the withdrawal of funds in payment of the current Candlewick Lake Association Dues Assessments,
Road Trust/Long Term Capital Funding, and accumulated interest. We will begin taking
out the upcoming year’s (2015-2016 Fiscal Year) assessments in May, at which time the
monthly payment will increase. If you do not consent to the increase and/or would like to
pay in full, you must notify us in writing on or before April 18, 2015. Unless we receive
such a request, your current ACH Agreement will continue with your consent to the new
current year’s monthly assessment. Attach a voided check to a completed Electronic Fund
Transfer Agreement if you want to utilize a new bank account. Forms must be received
in the Candlewick Lake Office on or before April 18, 2015. Your account is automatically
debited on the first business day of each month beginning May 1, 2015.
ACH – NEW SETUP
What do I need to do? If you need to start an ACH for the first time, then complete the
ACH form, attach a voided check and return it to the Candlewick Lake Association Office.
Forms must be received in the Candlewick Lake Office on or before April 18, 2015. Your
account is automatically debited on the first business day of each month beginning May 1,
2015. Return ACH forms to the following address:

Online Payment Via eCheck or Credit Card
You can set up a one-time payment using an eCheck or credit card. There is a $14.95
convenience fee if you pay via a credit card. There is no charge for eChecks, however you
will have to register as a smartstreet user.
• What do I need to do? Simply follow the directions below:
Log in to www.candlewick-lake.org or www.smartstreet.com.
• Select “Online Payments.”
• Choose “Pay as a Guest” for credit card payments or “Sign In or Register” for one time
eCheck payments.
• Select your homeowner’s association and follow the instructions on the screen.

Return your invoice and a check made payable to Candlewick Lake Association to the

Notice
In order to more efficiently handle your checks, we have elected to use a check scanner to
process your checks in the office. This will turn your paper check into an electronic check

REGISTRATION NOTICE
As you may be aware, Candlewick Lake Association recently voted to put a fifteen percent
(15%) rental cap in place. Under this new rule, all rental units are defined as non-owner
occupied homes. If you own a home in Candlewick, but do not personally live in the home, it
will be considered in the count towards the fifteen percent cap. Registration forms were sent to
all those that the Administration Office had identified. If, however you did not receive notice, or
are not sure if your home qualifies, please contact the Administration Office immediately.
Failure to do so may result in further monetary penalties as outlined under the approved change.
The fifteen percent (15%) rental cap has been reached. If you wish to rent your home and it
was not previously identified and registered as a rental property, you will be put on a waiting list
until we fall below the rental cap. Please contact the Administration Office with any questions
regarding rental properties.
2016 Candlewick Lake Community Garden
will be available again for our fifth year. We provided produce to the
Belvidere/Boone County Food Pantry as well as providing food for our
gardeners. We will have 8 raised beds for those who have trouble with
in-ground gardening in addition to 10 in-ground beds.

◦I will pay a fee of $10 to help cover garden expenses and donate a portion of my crop to Boone
County/Belvidere Food Pantry.
◦I will have something planted in the garden by June 1 and keep it planted all summer long.
◦If I must abandon my plot for any reason, I will notify the garden leadership.

MINUTES OF THE REGULAR BOARD MEETING
January 19, 2016

The meeting opened at 6:30 PM at the Rec. Center by President
Ken Dillenburg followed by the pledge to the flag and a prayer.
There were eleven members and 5 Capron Rescue Squad staff
present.
The public forum policy was read.
Ron Drake commented on the proposed policy to change the
rules in Section 4-10, Paragraph J, stating he drove the roads in
CWL and there were only two lots that had two boats on them
and one lot with one boat. Drake asked what started this rule
change. Dillenburg responded that they don’t want a bunch of
boats parked on lots. Drake stated he couldn’t see why it is an
issue with Dillenburg responding they don’t want it to become a
problem.
Karl Steiskal read the rules on parking and stated his legal
counsel said he was grandfathered in and asked why this an issue.
Steiskal stated there are driveways with six cars and asked if they
are all registered to that owner; people living in the house aren’t
all on the deed; in his case of parking a boat, he is doing a favor
for someone and asked why change the rules for one person.
Witt made a motion, seconded by Marron to approve the agenda.
Motion carried unanimously.
Parisi made a motion to approve the minutes of the December
15, 2015 regular Board Meeting, seconded by Lutzow. Motion
carried unanimously. Parisi made a motion to approve the

The Aqua update was given with Dillenburg stating work
continues on the relocation of the lift station below the dam.
Capron Rescue Squad station attended the meeting to do presentation. Tony Stepansky gave a power point presentation with the
following information: The first shift at the new station started
on 10/17/15 and has been continually running fully staffed since;
the following is specific information to Station 3: 145 medical
calls have been run with 62 of them in CWL; the average response time from the page-out to being in-route is 1:24; average
time from page-out to scene is 4:32; Capron Rescue would like
to work with the CWL Public Safety Officers to train as first
responders; there is a fantastic relationship with the PS Chief and
officers; Capron Rescue is working on increasing their staff and
are recruiting members with residents from CWL; they are working on providing a first aid and CPR training program to CWL
residents at no cost; with the opening of Station #3 the response
time to CWL residents has reduced significantly; on average, the
response time from the Poplar Grove Station compared to Station
#3 has been reduced by 8 minutes in CWL and by 10 minutes to
the southwest area of their district (outside of CWL); the investment has been advantageous to both the Rescue Squad District
and CWL. Marron stated that Capron Rescue helped with the
Neighbors-Helping-Neighbors Program, both in supplying meals
and gifts and with several of the deliveries.

Fitness Center & Gym Use
Residents may use the Fitness Center

Clubhouse is now closed for the season.
BOARD COMMITTEE REPORTS
1.)The Financial Report was given by Lutzow who reported
the fund balances as follows: Total Operating Cash $538,390.39;
Total Operating Investments $785,619.99; Total Road
Investments $0.00; Total Reserve Investments $3,358,509.43;
Total Investments $4,144,129.42; Total Cash $4,682,519.81.
The revenue is $32,000.00 ahead budget; the expenses are
$230,000.00 under budget; the budget is $262,000.00 “to the
good”. Lutzow reported that the proposed budget will result in
an approximate $7.00 per property dues increase for the 20162017 year.
2.)Citation Review Hearing: The 1/9/16 meeting report was
reviewed. Parisi made a motion, seconded by Lambright to ratify
the decisions of the Citation Review Commission subject to the
Member’s right to appeal for the 1/9/16 review. Motion carried
unanimously.
3.)ECC: There was no 12/16/15 meeting.
4.)Lake Management: The 1/12/16 meeting report was
reviewed. The Commission recommended contracting with
Tallgrass to do the 2016 stewardship.
5.)Recreation Commission: There was no 12/31/15 meeting.
6.)Golf Commission: There was no 1/6/16 meeting.
7.)Public Safety Commission: The 1/13/16 meeting report was
reviewed.
8.)Events Commission: The 1/4/16 meeting report was
reviewed. Marron reported the dues raffle will begin March 1st
with the drawing to be held on April 19th. The Commission laid
out the 2016 events with a lot being scheduled. Marron asked for
volunteers for the upcoming events and anyone interested should
contact Kathi at the Rec Center.
9.)Communications Commission: The 12/30/15 meeting report
was reviewed. Marron stated that the Commission of five can’t
do all the marketing, have not been successful in getting volunteers, need more assistance from the staff and recommended
that Randy be given two more hours per day to be devoted to
marketing of CWL. Marron added that a new owner who has 40
years of marketing experience has offered to help.
UNFINISHED BUSINESS
1.)An update was given on the Outpost. Marron reported
that the Board previously okayed Balk to talk with an architect.
Balk received a quote from Ollmann Ernest Martin Architects
and Marron said she was okay with “A” in the proposal, but
not “B”, stating we can do some of these things ourselves and
suggested talking to Drew. Marron continued, stating the County
outsources commercial construction but should be able to answer
questions. Dillenburg stated we will have to spend the $3,000.00
to get the prints to be able to go out for bids on the construction,
but will need to get a decent construction cost before proceeding.
Balk stated we can do the first part of the contract to be able to
get building costs. Marron said she will contact Drew.
2.)Policy 15-09 regarding parking rules was read as a second
reading by Lambright who motioned to approve, seconded by
Lutzow. Marron stated vehicles on improved lots have to be
registered to the owner or resident. Lutzow stated that when the
Board was first working on rewriting the rules, there were many
scenarios and some were missed. Marron stated there is no rule
or time limit on how long cars can be in driveways and asked
if we check if they are registered. Wood explained the process
for vehicle inspections. A vote was taken on the motion which
carried unanimously.
3.)The Roads Commission was discussed. Dillenburg stated
there are enough people interested so there will be a Commission,
who will meet on an as needed basis; this is a General Manager
Commission; the Maintenance Supervisor will get a list of the
worst areas; the first meeting will be in early February. Since this
will be a standing Commission, a charter will need to be written.
NEW BUSINESS
1.)A list of bad debt write-offs in the amount of $3,283.66
which consisted of two properties and was a bank only paying
back six months and a tax deed. Lutzow made a motion to
approve writing off the bad debt, seconded by Witt. Motion
carried 6/0 by a roll call vote with all voting aye. There were no
accounting adjustments.
2.)Resolution 16-R-01 to contract with Tallgrass Restoration for
the 2016 stewardship for a cost of $7,760.00 was read by Lutzow
who motioned to approve, seconded by Witt. Dillenburg asked
how long this will continue with Balk responding as long as new
plantings are done and as long as it needs to be done. Discussion
was held on what has been done and the procedure. Marron
asked if there are other companies that can do this for a lesser
amount. Balk stated there are not many in the area and next year
we can go out for bids; in the past Tallgrass has been cheaper. A
roll call vote was taken on the motion which carried 6/0 with all
voting aye.
3.)Resolution 16-R-02 for the repair of the pool slide for a
total cost of $1,538.34 was read by Lambright who motioned to
approve, seconded by Witt. Motion carried 6/0 by a roll call vote
with all voting aye. Marron asked if there was a warranty on
this, which there isn’t.
4.)Resolution 16-R-03 for the replacement of two water heaters
for the pool bath house for a cost of $4,200.00 was read by Witt
who motioned to approve, seconded by Lambright. Motion
carried 6/0 by a roll call vote with all voting aye. Witt asked
what the permit was for with the response that a County permit is
needed.
5.)Resolution 16-R-04 for the replacement of two pool heaters
for a cost of $8,412.00 was read by Marron who motioned to
approve, seconded by Parisi. Motion carried 6/0 by a roll call
vote with all voting aye.
6.)Resolution 16-R-05 for the replacement of the floor decking
and beams in the pool pump room for a cost of $7,855.00 was
read by Lutzow who motioned to approve, seconded by Parisi.
Motion carried 6/0 by a roll call vote with all voting aye.
7.)There is a rule for noise violations but no fine. Public Safety
is recommending that a $75.00 fine be added to the fine structure
(Violation Code OP13 – Noise Violation). Lutzow made a
motion, seconded by Lambright to approve this fine amount.
Motion carried unanimously.
8.)A request from a renter to park his commercial truck
overnight in the driveway was discussed. It is a Ford F550 utility
truck with an “H” plate that has been provided to him by his
employer. The empty weight is 13,780 pounds. Lutzow made a
motion, seconded by Parisi to allow the truck to be parked in the
driveway. Motion carried unanimously.
9.)Rental hardship guidelines were discussed. Suggested
guidelines were are follows: military service, relocation due to
job, medical condition, owner moved to long-term care facility,
unexpected circumstances (death, divorce). Hardship approvals
can expire and if the hardship still exists, the owner needs to
reapply. Parisi stated three hardship requests have been received
and guidelines need to be established. Lutzow stated guidelines
were being set, not a policy; each owner would need to apply.
Parisi stated a list should be put in the paper with Marron adding
on the website too. Lutzow and Lambright both agreed that if
hardships are granted on a case by case basis, why are guideline
necessary. Witt stated exceptions could be granted. Lambright,
Witt, Dillenburg and Lutzow all agreed to leaving this as is (and
not making a list of guidelines) and Parisi and Marron were in
favor of establishing guidelines. Parisi added that this should
apply to owner occupied houses only; he doesn’t want people not
living in the house to request a hardship.
Witt made a motion to adjourn the meeting at 7:42 PM seconded
by Lutzow. Motion carried unanimously.
Witt motioned to reopen the regular meeting at 7:57 PM, seconded by Lambright. Motion carried unanimously. Lambright
motioned to go into Executive Session at 7:57 PM to citation
appeals, seconded by Witt. Motion carried unanimously.
Citation Appeal: Two dismissed citations were appealed. The
decision of the Board was not to overturn the Citation Review
Commission’s decision. The citations will remain dismissed. A
valid citation was appealed. The decision of the Board was not

citation will remain valid.
Lambright made a motion to adjourn the Executive Session at
8:20 PM, seconded by Lutzow. Motion carried unanimously.

8. “Hardship” situations will need to be appealed to
the Board of Directors in writing. The Board will
consider these on a case by case basis.
9. In order for a house not to be considered subject to
the rental restrictions the following must be met:
a. An “Articles of Agreement for Deed” form must be
submitted to and approved by the Candlewick Lake
Administration.
b. A meaningful build-up equity must be included in
the Agreement for Deed as follows:
i. End of Year 1: 6% (5% down and 1% over
the first year)
ii. End of Year 2: 8%
iii. End of Year 3: 10%
iv. End of Year 4: 12%
v. End of Year 5: 15%
c. The seller’s use of amenities must be waived.
d. A memorandum of the Articles for Agreement
for Deed must be recorded with the Boone
County Clerk’s Office.

Committee will not have funds available to supplement next
year’s budget.
Lake/Water Safety – Pam Cangelosi will talk about ice safety in
the newspaper article this month.
Volunteers – Nothing to report this month.
Unfinished Business:
1. EPA Grant- Chuck Hart reported that he will be in communications with the Grant committee. He plans on setting up a
walk-through of the creek in early spring. He wants to make sure
that we address the potential algae issue before it gets to the lake
this year. He also led discussion on the ice thickness in correlation
to the temperatures. Tallgrass is scheduled for a controlled burn in
the spring.
New Business:
1. ILMA Conference – The conference will be held in Springfield
this year in conjunction with the Illinois AFS. It is scheduled for
February 29 – March 2, 2016. If anyone is interested in attending,
they should contact Theresa.
2. Tallgrass Contract – Charlie Sewell made motion, seconded
by Joe Cangelosi to recommend the acceptance of the Tallgrass
contract for the 2016 stewardship. Motion carried.
3. Fish Structures – If the wood is available, it will be done mid to
late February. This will be discussed at the next meeting.

Every year, there are two bulk garbage pick up days scheduled. This is normally scheduled for the Thursday following
the garage sales.
This means that Advanced Disposal will pick up unlimited
“household items” on that day only. Please keep in mind that
every week, you are allowed to put out one extra “household
item” with your normal garbage.
Please make sure that your garbage is placed off the
roadway and shoulder and is secured.
The following items are not accepted and will not be picked
up:

Information
Normal household trash must be put out in sealed
containers. Bags set next to the toter are prohibited and
citations will be issued to those violating the rules. If you
need an additional toter, please contact Advanced Disposal
at 815-874-8431. If you only occasionally have an additional bag of garbage that doesn’t fit in your toter, you may
put it in a regular garbage can.
You are required to have your garbage at the curb by 6:00
AM on the day of collection. To avoid being missed, please
be sure to have your garbage out by 6:00 AM.
An electronic recycling drop-off site is located at the
Boone County Highway Department.
Hazardous waste materials (paints, paint thinner, oil, etc.)
can be taken to the Rock River Water Reclamation District
located at 3333 Kishwaukee Street in Rockford. Their
hours are Saturdays from 8:00 AM to 4:00 PM and Sundays
from noon to 4:00 PM. You can call 815-387-7510 to get
a complete list of what is accepted and what is not. Things
they don’t accept are compressed gas, explosives and
radioactive material.
Tires (except tractor tires) may be taken, up to four at a
time, to Rock River Water Reclamation District.
Sharps (used syringes, needles and other medical equipment) should not be disposed of in your household trash
or recycling as this poses a significant health risk to waste
haulers. Anyone working in the trash handling industry can
unexpectedly come in contact with these materials and is in
danger of accidentally puncturing themselves and be at risk
of contracting any number of diseases – including Hepatitis
B and HIV – from contaminated syringes. Most pharmacies
offer a free sharps collection program. You can pick up a
sharps container at no charge; once your container is full,
you can exchange it for a new container. This free service
is a simple solution for the safe disposal of SHARPS.
