In terms of evaluating a program at Levels 3 or 4, aren't professionals better than learners at evaluating a program? How would a learner even begin to evaluate a program for "results"? Nor is that an indication that participants' behavior will change because of the training. Then, design with the end in mind. Think backwards from results to behavior to learning to reaction.
