As another year ends, I would like
to wish all City of Stirling residents
a safe and happy Christmas and a
prosperous 2013.
Whilst many of us will be on holidays and
enjoying the company of friends and family,
I ask you to remember some key things to
protect yourself and your loved ones during
this time.
Pool owners, please check that your pool
barriers are in good working order and remain
vigilant when supervising children whether
they are at the pool, the beach or the river –
never let them out of your sight!
On another matter, the City’s Summerset
Festival will kick off again in February. You
can find out about all the festival’s events and
activities on the centre pages of this edition of
Scene and I urge you to pull it out and stick it

Our City
To give you an insight into the progress on some of the City’s major projects,
here is a summary of updates that have occurred during the past few months:
Carine Open
Space Facility
The City is currently in the detailed design phase of the central pavilion redevelopment. Construction
is anticipated to start during the 2013–2014 financial year.
Charles Riley
Reserve Facility
(North Beach)
The proposed multi-use community and sport facility at Charles Riley Memorial Reserve in North
Beach is currently in the detailed design stage. Construction of the proposed facility is anticipated
to start in late February 2013.
Dianella
Regional Open
Space — Play
Space
The City is currently in the detailed design phase of the Dianella play space. Construction of the
play space is anticipated to start in early March 2013.
Grenville
Reserve Facility
(Tuart Hill)
Demolition of the existing five buildings has occurred and construction of the proposed multi-use
community facility at Grenville Reserve has started. The construction phase is anticipated to be
completed in October 2013.
Mirrabooka
Regional Centre
Improvement
Strategy (MRCIS)
Detailed design of MRCIS Stage 3 — the extension of Milldale Way to Sudbury Road — is under
way, with an expected completion by mid-2013. The City is working with the Department of Transport
to include an allowance for light rail in the Stage 3 design. This stage of the project will also result in
the creation of a further two City-owned development lots. One lot has already been created as part
of Stage 2 and is awaiting services to enable this to be put on the market for sale.
Scarborough
Beach Environs
Strategy (SEAS)
Detailed design of the SEAS master plan is under way. Initial works have started with widening of
Scarborough Beach Road and associated drainage works set for completion in mid-December.
Summerset Arts Festival 2013

Popular Perth band Eskimo Joe will headline
the City of Stirling’s 2013 Summerset Arts
Festival in February.
Since cracking the indie music charts back in the late
1990s, the talented trio has released five studio albums
including the multi-platinum Black Fingernails Red Wine
album in 2006. Still riding high on the success of their
latest release, Ghosts of the Past, the group will perform
plenty of crowd favourites during the festival’s closing
concert at the Scarborough Beach Amphitheatre on
Saturday 23 February.
Since 2008, the City’s annual Summerset Arts Festival
has continued to grow in popularity with a series of free
and low-cost activities that celebrate art, heritage, music
and culture. This year, the community can look forward
to a mix of art exhibitions, live comedy, theatrical shows
and the always-popular kid’s festival.
New additions to the festival include an aerial dance
theatre performance at Scarborough Beach by Natural
Wings, as featured on the front cover, and pop-up
entertainment venues in Inglewood. For all the details
about upcoming events, check out the centre pages of
this edition of Scene.
New Yokine Playground Now Open
Students from Coolbinia Primary School and Sir David Brand School enjoying the new Yokine playground
The City’s new $3.2m inclusive playground at Yokine
Regional Open Space on Wordsworth Avenue is
officially open for families to explore and enjoy. Mayor
David Boothman and local dignitaries helped launch
the innovative project at an opening ceremony held
in mid November.
In developing the sizeable project, the City consulted with
more than 25 stakeholder organisations including the Disability
Services Commission and the nearby Sir David Brand School.
The fully-fenced playground features swings, slides, a large
play deck, climbing net, rockers, sensory music area and an
accessible sand play area.
Design of the playground also allowed for all existing mature
trees to be retained and use of natural materials and colours
wherever possible. As well as a range of activities for youngsters,
the playground has several barbecue and picnic facilities, plenty
of seating and additional parking bays.
With summer about to get into full swing, the new Yokine
playground should prove a great recreation destination for
families wanting to enjoy the outdoors.

each week. Staff from the City’s customer
service team provides answers to some of
the most frequently asked questions.
Q What are the City of Stirling office hours during the Christmas and New Year period?
A During the Christmas season, the City of Stirling will be open from 8.30am to 5.00pm, except on Tuesday 25
December 2012, Wednesday 26 December 2012 and Tuesday 1 January 2013 when it will be closed. The Balcatta
Recycling Centre will be closed on Christmas Day and New Year’s Day.
Q When will my rubbish be collected during the festive period?
A Rubbish will be collected as normal on Monday 24 December 2012. Residents with rubbish collection days between
Tuesday 25 December and Friday 28 December 2012 will have their rubbish collected a day later.
Rubbish will be collected as normal on Monday 31 December 2012. Residents with rubbish collection days between
Tuesday 1 January and Friday 4 January 2013 will have their rubbish collected a day later.
Q How can I find a Justice of the Peace (JP) to sign my documents?

from 11.00am to 2.00pm. No appointment is necessary.

Pet Project for the Stirling Men’s Shed
Adopting a dog from the City of Stirling’s
Animal Care Facility has given local
resident Megan Peek a new four-legged
friend and a free dog kennel put together by
Stirling Community Men’s Shed members.
Ms Peek recently adopted Tessa after spotting
her on the City’s Animal Care Facility Facebook
page. The page has clocked up more than 1700
‘likes’ and helped find new homes for dozens of
dogs since starting a year ago.
Thrilled to give Tessa a second chance, Ms
Peek said the doberman-cross would be a good
companion for her long-time pet Sam the English
staffie and a great new friend for the rest of the
family. As a bonus, Ms Peek also received a
fully-carpeted doghouse built by members of the
Men’s Shed, which has already proved a hit with
her two pooches.
Projects like the one-off dog kennel have kept
members of the Stirling Community Men’s Shed
busy since it opened just over a year ago. The
not-for-profit facility in Balcatta gives more than
140 members an opportunity to tinker away at
woodworking projects, take part in gardening
activities or simply have a chat over a cuppa.

Building Protection Zone

Bushfires happen every summer and can spread suddenly and without
warning. As well as the financial cost of homes being destroyed,
bushfires can cause devastation to communities by claiming lives.
If you live in or near bush areas, fire is a real risk to you and your family. So in the lead
up to summer, you need to decide what you will do if a bushfire threatens.
An important measure to help reduce the risk of bushfires in WA is the introduction of
Building Protection Zones. These zones are areas around buildings and other assets
where fuel storage can be cut back or moved to reduce the potential for properties
to burn and to help fire-fighting efforts should a bushfire occur. To improve the
state’s readiness for the coming bushfire season, which traditionally occurs between
November and April, private property owners are being urged to assess the bushfire
risk around their properties and to establish or review protection zones.

Burning Restrictions
Restricted burning times are in effect from Friday 2 November 2012 to
Friday 14 December 2012. Burning is totally banned from Saturday 15
December 2012 to Sunday 31 March 2013 and on days declared Very
High to Catastrophic fire risk.
When it comes to the use of solid fuel barbecues such as wood stoves,
these can only be used for cooking, but not on days classed as a High
or Catastrophic fire risk.
Total fire bans may be imposed by the WA Fire and Emergency Services
Authority (FESA) at any time and these bans will be advertised in the
media. No fires are permitted when a total fire ban is in place.

and tasty dish.
Thai beef salad
Ingredients
500g beef fillet steak
6 tomatoes, cut into quarters
1 Spanish onion, finely sliced
2 red capsicums, de-seeded and cut
into thin strips
2 carrots, peeled and cut into julienne strips
2 cucumbers, thinly sliced
Dressing
¼ cup loosely packed, coarsely chopped, fresh coriander leaves,
stems and roots (washed well)
¼ cup loosely packed, coarsely chopped, fresh mint
2 fresh red chillies, finely chopped
2 garlic cloves, crushed
4cm piece fresh ginger, peeled then finely grated
60ml (¼ cup) fish sauce
1½ tablespoons finely grated lime rind
60ml (¼ cup) fresh lime juice
1 tablespoon finely chopped palm sugar
1 tablespoon finely chopped fresh lemon grass, pale section only
4 fresh Kafir lime leaves, centre vein removed, then finely shredded
Method
2 spring onions cut into 2cm lengths
½ cup mint leaves
½ cup coriander leaves
100g snow pea sprouts
200g vermicelli noodles, soaked in boiling water
for 5 minutes, then refresh

Heat a frying pan over a medium to high heat. Brush both sides of
the beef fillet steaks lightly with olive oil and season with salt and
pepper. Cook for 3 minutes on each side or until cooked to your
liking. Transfer to a plate and allow to rest for 5 minutes.
Place the capsicum, tomato, Spanish onion, carrot, cucumber, mint,
coriander, spring onion and vermicelli noodles in a large bowl.
Combine the lime rind and juice, coriander, mint, chilli, garlic, ginger,
fish sauce, palm sugar, lemon grass and lime leaves in a small bowl.
Slice the beef fillet steaks into thin strips across the grain. Add
the meat to the salad mix. Pour on the dressing and toss gently to
combine. Garnish with snow pea sprouts and serve immediately.

Rates Prize Draw Winners
City of Stirling ratepayers had
a chance to share in a prize
pool of more than $65,000 with
this year’s Rates Prize Draw. To
qualify for the 33 prizes on offer,
ratepayers had to pay their rates
in full by Friday 24 August 2012.

part in the draw held at the City’s
Administration Building in October.

Local History Focus On…
The former Luna Park at Scarborough
Entrance gates to Luna Park in Scarborough circa 1965.
Perth had its very own Luna Park at Scarborough for
more than 30 years. Launched in 1939, just five years
after Sydney’s iconic Luna Park opened its doors; the
Perth venue on West Coast Highway continued operating
until 1972.
Luna Park in Scarborough proved a popular attraction with
many amusements including a penny arcade, scooter boat

Workshops for Families
The City of Stirling provides a range of family and
community activities to enhance health and wellbeing, help connect families to their communities
and build positive relationships. The following free
workshops have been organised for summer:
Intergenerational Cake Decorating Workshops
Parenting Workshops
These fun workshops encourage young people aged from 10
to 16 to team up with their mum, grandmother or a significant
female in their life to learn about cake decorating in a relaxed
setting. Workshops will be held at Stirling Leisure Centre
Scarborough on Tuesday 15 January 2013 and at Scarborough
Leisure Centre Balga on Tuesday 22 January 2013.
A four-week series of parenting workshops starting on
Wednesday 27 February 2013 will focus on nature play and
practical parenting. The workshops are aimed at parents with
children younger than six years of age.

Act Against Violence
Supported by the City of Stirling, the Act Against Violence project is working with communities to
provide education workshops that help prevent family and domestic violence.
The project works with young people, women, Aboriginal and Torres Strait Islander communities

Library members have been asking for this new around-the-clock service,
which allows them to download an e-book from the catalogue and read it
whenever and wherever they like. A great way to take your favourite reads
on holiday without them taking up your luggage space.
To download eBooks, library members should visit the City’s library web
page and click the link to the Overdrive eBooks. Users will need to install
free software onto their device, which is available from the website, and
can then download their preferred books. Titles expire at the end of the
loan period and are automatically erased from the device.
With more than 5000 eBooks already available for loan and new
eMagazines recently added to the collection, this new service should
