A LETTER FROM THE PRESIDENT
President of Northern Hills Homeowners Association

Northern Hills has seen a great number of new residents. We welcome all of you to enjoy and participate in one
of the more active neighborhoods within San Antonio. With growth we should expect some growing pains. Thankfully,
there are still a number of founding residents to help you settle comfortably within Northern Hills.
Everyone may have noticed the number of Developmental Services Department vehicles driving around our
neighborhood. This is because of the large number of improvement projects going on from your neighbors and the city’s
plan to maintain our infrastructure.
Code Enforcement does not replace the police concerning strange cars driving or people walking. The police
deal with public safety for everyone affected by crime or dangerous situation on the streets of the city.
These Code Compliance issues can have an affect on the values of adjacent properties which should be of
everyone’s concern. You can prevent being contacted by Code Enforcement by following the basic rules listed in the
Covenant’s Corner portion of this newsletter. Here are a few issues everyone needs to be aware to avoid citation.
Maintain lawns before the weeds and grasses become too tall; Any lawn growth over one foot is subject for citation.
Vehicles need to be parked on approved surfaces and must be in operational condition.
All buildings need to be maintained to avoid over exposure to the elements such as painted and kept in a condition as
to not detract from the value of adjacent homes.
This is critical to avoid contact by the city. Maintain the landscape from you property line to all streets adjacent to your
residence. If your residence is on the corner lot that means a larger are to maintain.
Fraudulent, unqualified contractors and “storm chasers,” come from all over the country looking for vulnerable consumers. Here are actions you can do to protect yourself:
q Be leery of contractors coming to your door; check them for identification.
q Get multiple bids and ensure they are members of an association such as Roofing Contractors Association
of Texas.
q Research, research, research. Check the Better Business Bureau, your insurer or agent, and Internet for
recommendation and reviews.
q Check if the contractor is registered with the City of San Antonio.
q It’s a red flag if the contractor asks for payment up front or who offer to cut a deal if you pull the needed
permits.
q Never pay the total cost of the project upfront.

The SAPD is responding to the normal increase in vandalism and other crimes associated with school summer
vacations. One way we can beat the statistics would be with more neighborhood participation in the patrols and as
good neighbors keeping a watchful eye for anyone whom doesn’t belong. Most of us have phones with cameras. Take
a photo of suspicious individuals, vehicles and activities and forward the information (location of your concern along
with date and time of the photo) to the police (210 207-8126, 207-7601), SAFFE officer (joshua.crumley@sanantonio.
gov) or HOA ([email protected]) so we have something to work with in dealing with potential crime within our
neighborhood.
With this in mind take some time to determine when you might volunteer to participate in the operation of you
neighborhood. We need more help with keeping Northern Hills one of the most influential neighborhood within the
city. Please attend the General Meeting for Northern Hills at 7:30PM on August 16Th at the WATERFORD located
at the main entrance on Scaresdale and Thousand Oaks. We will be discussing issues which will be of importance to
everyone.

Covenants Corner
A major problem facing almost every resident of San Antonio is parking. In Northern Hills as in many neighborhoods in San Antonio, most of the homes only have two car garages and driveways which only hold a few vehicles.
Unfortunately, some residents leave their cars and trucks on the curb next to their homes. This is not a good idea. It
attracts vandalism and can cause a traffic hazard. San Antonio has enforceable ordinances which prohibit improper
use of public parking on the city streets.
These ordinances include:
• Parking vehicles on the side of the street with the vehicles facing the direction of the traffic for that side of
the street. (Vehicles should not face oncoming traffic.)
• No Vehicle is allowed to be parked or stored on the street for longer than 24 hours.
• Only parallel parking is allowed on city streets unless the city places markings for diagonal or straight in
parking. (Only parallel parking is allowed in Northern Hills)
• No vehicle is allowed to block: Fire hydrants (within 15 feet), 20 feet of the perpendicular point within any
intersections, Federal designated mail pickup boxes, driveway approaches (the part of any driveway which extends to the city streets), sidewalk access including crosswalks or the impeding of traffic on city streets. Failure to
comply can result in ticketing, towing and impounding of any vehicle found in violation.
• Cul-de-Sac parking can get you a ticket if your vehicle blocks the ability of emergency vehicles to turn
around when responding to an emergency. If you see vehicles parking illegally in area cul-de-sacs or for more
information phone 311.

Area 1 – Helen Fesler
The neighbors on Smokey Bend were so sorry to hear of the
death of Tai Cook, a wonderful, friendly, young man who
worked as a truck driver and was driving in California at the
time. Tai’s mother is Joan Biever. Joan and her husband, Peter Kirby are a great addition to our neighborhood. We hope
to be able to convey our condolences to them both during
our National Night Out, Oct 4th, here on the cul-de sac of
Smokey Bend.
Area 2 – Margo Argo
Sad to report we lost a neighbor this year. Mrs. Patricia
Mueller and her faithful companion little Charlie will be
missed.
The recent rains have made everything green and lush! Here’s
a big thank you to all our wonderful landscape artists who
keep our yards nice and tidy. If you are looking for a gardener or a handyman be sure to check out Nextdoor Northern
Hills website. There are many references there. Help support
our local businesses and neighbors!
Welcome to the new neighbors on Putting Green. Tori is
the owner and groomer at Canine Couture on Nacogdoches
Road. If you haven’t tried them, please do so... they do a
fantastic job, and are extremely reasonable.
Mr. Dale Masters is also on putting green. He is an avid golfer so please introduce yourself when you see him on the links.
I know we have additional new neighbors that I have missed.
Please contact me and I would be happy to stop by with your
move in packet!

Area 3 – Jean Stephens
Do you know that the Northern Hills subdivision is divided
into 11 areas? Which one do you live in? There is a table
on page 3 of the newsletter that lists each area and the streets
that are in that area. This is important to know, especially
for National Night out coming up on October 4th. There
will be a location for each area so that the neighbors in that
area can come together and get acquainted with each other.
In case of an emergency, it is always good to know who our
neighbor is and that we can count on them for help.
It’s summer time again and some of our neighbors are moving
away. We wish them well wherever they go. New families
are moving in and preparing for the upcoming school year.
“Welcome to our neighborhood.” We have “Welcome” packets for these new families with lots of useful and important
information about our neighborhood and area services. If
you are new to the neighborhood, contact your Area Representative, name and contact info are also on page 3 of this
newsletter. The Area Representative will be happy to bring
over your welcome pack.
Area 3 boasts many beautiful lawns and front gardens. These
are a welcome sight to all who pass by. Thank you residents
for keeping your lawns and gardens mowed and watered, neat
and tidy. They represent the pride you take in our community.
Be sure to close your garage doors when you are not within
sight of your garage. There are those who just drive around
the neighborhood looking for easy targets and easy pickings. An open and unattended garage is an open invitation.
Remember to take all necessary precautions when going away
on vacation. Leaving town? Stop the mail and newspaper delivery. Set up lights on timers in the house. Lock your garage.
Tell your neighbor how to reach you in case of emergency.

Area 4 – Karl Millard
Summer is upon us. The rain we had this spring has helped
make everyone’s yards the greenest I have seen since I moved
to Texas. I have been impressed with most of my area, with
only a few exceptions, on how well everyone has kept their
lawns mowed and trimmed. I would like to commend our
neighbor at 13623 Winding Hill on updating their landscaping. It really looks great.
I would like to welcome the new neighbors that have moved
into our area on Brays Forest, Landmark Hill, Player, and
Winding Hill. I am sure that you will enjoy living in this
neighborhood. If you haven’t already joined our HOA, please
consider doing so. If you are new to the neighborhood and

Area 5

National Night Out is a great time to meet your neighbors,

It is that time again; school will be starting. Please make sure
to observe the school zones, be extra careful when driving.
September 5th is Labor day. October 2nd Rosh Hashanah
begins at sundown. National Night Out will be held on
Tuesday, October 4. I am doing areas 3, 5 and 6 at 4413
Briardale. I will put up signs about it a few days prior. Come
by visit and get to know your neighbors.

Happy Summer everyone, what a great place to be! Northern
Hills, San Antonio, Texas, U.S.A. Earth. I hope it is a great
time for all.
We have some new residents in Area 7. The locations are:

If you live near them or if you are out and about, please welcome them to our neighborhood. By the time this newsletter
comes out, I Will have delivered welcome packets to each of
our new neighbors. Jan Kirby puts them together for us and
she does a great job making sure the packets include lots of
very useful information for our newbies.
As always, if new people move close to you, please give me a
call. I would love to welcome them with a packet.

Summer and hot weather is here. It’s time to work in our
yards, pulling weeds, mowing and trimming to help improve
the appearance of your home and neighborhood. Remember
if your home backs up to Uhr Lane it is your responsibility to
trim behind your fence to the sidewalk.
Congratulations to Katherine M Spalding for receiving the
Zachry Construction Corporation Scholarship presented
by the Northern Hills Homeowners Association at our May
NHHA meeting
Thanks to everyone who proudly flew the United States flag
on July 4th. I hope you had a wonderful and safe day. Bobby
and Patti Uhl had a visit from their daughter Shauna who is
a proud member of the Navy. Shauna surprised her parents
and came home for her father’s birthday on July 4th. Happy Birthday Bobby, David, Barbara, Ron and everyone else
celebrating a birthday.
Remember to call 311 if you have concerns about overgrown
yards, street repair, water drainage etc. to make a report. This
is important in the process of having work done in our area.
Join us for National Night Out on Tuesday, October 4, 2016.
Area 7 and 8 will have a combined party at 4703 Cobblehill.
Cobblehill runs off of Pebble Walk. Bring your lawn chair
and something to share.
The wife of one of our neighbors passed away in June. Our
prayers are with her husband Elroy and his family.
Our next Northern Hills Association meeting will be held on
August 16, 2016, 7:30, at the Waterford. Your attendance
and input is appreciated. Welcome to any new neighbors.

keeping a close watch on our covenants, making our neighborhood the best in the North East, proud of our success.
Your support is needed for our exemplary Northern
Hills Association, our annual dues are only $48, if you
have not joined, please do so and have your voice heard.
Get ready for our annual garage sale on October 1st with
Community cleanup the following Saturday. We have new
neighbors at 12767 Sandtrap St and 4223 Hilton Head,
please welcome them.
We continuously need more people volunteering for the COP
Program, they do a great job patrolling our neighborhood day
and night! We see more of them especially now with summer
and kids home.
Dog owners need to be responsible pickup after their dogs
when walking, be on a leash when not in owner’s yard.
Basketball goals are illegal on the street and a safety issue with
kids in the street too.
Monday Night Dinners at 5:30 PM are always a fun time for
neighbors to get together and mingle.
A very important event is coming up, National Night Out
will be October 4. Ray and I are sponsoring the event for
Area 9 and 10 at 4243 Hilton Head, hope to see all of you
there.
One more item, our Newsletter is one of the best in San

Area 10 – Mary Lou Bass
Congratulations and thanks to our Area 10 residents on their
wonderful displays of the American flag on July 4th. It is an
excellent message to all of us that we live in a great nation
and have witnessed the sacrifices that our military men and
women have made for America. Welcome back to our dear
neighbor Steve Jones and his family. Steve had to rebuild his
home after a terrible fire left it completely destroyed. The
new house looks superb and puts us all under pressure to find
projects to improve our own homes as well.
If you saw a lot of visitors over at Mike and Peggy Ware’s
house recently, it’s because they had a great big family reunion. Many of our neighbors know Peggy is a magnificent
cook and I’m sure that partly explains the huge turnout of
friends and relatives. I’ve certainly been impressed with all the
Northern Hills walkers I see out each day. One of the teams
making the rounds is Bobby Jolly and Orville Gravelle. They
serve as a good reminder that we all should keep active and
healthy!
Please remember that we must slow down when driving
through the neighborhood. Many of the kids and their pets
may accidentally run out of their yards and into the streets.
Be on the lookout for them. And don’t forget that if you have
a new neighbor, please let me know (call 646-6171). I want
to give them one of our Northern Hills Homeowners Association welcome packets.

National Night Out: Area 4 and Area 11 will team up again
at Fairway Court cul-de- sac from 6:30 pm to 8:30 pm.

Out.

Northern Hills Church will be opening a new ministry center
in 2017 at Naco Pass. Currently prayer service is held there
every Friday morning at 6:30 am. All are welcomed to attend.

Councilman Mike Gallagher
Mike Gallagher was the President of the Northeast Neighborhood Alliance (85 neighborhoods), Chairman of the
City of San Antonio Board of Adjustment, and former President of the Northern Hills Homeowners Association. On
January 30, 2014, the San Antonio City Council unanimously voted to appoint Mr. Gallagher to fill the vacant seat
in District 10.
Prior to this, he served on numerous boards and committees for the city including the Neighborhood Code Enforcement Task Force, the Northeast Corridor Revitalization Steering Committee, and various bond committees. He also
served as Advisory Board Community Member of the Baptist School of Health Professionals.
Gallagher retired from the Air Force with the rank of Colonel with almost 29 years of service. His duties included
assignments as an air traffic controller and a public affairs officer.
He was Senior White House Social Aide for President Ronald Reagan, Media Relations Director for General Norman
Schwarzkopf in Operation Desert Storm, Director of Public Affairs for United States Air Forces Europe, and Director
of Public Affairs for the Air Force’s largest command, Air Combat Command.
His final job in the military was at the Pentagon where he served as the Special Assistant for Public Affairs to the
Chairman of the Joint Chiefs of Staff. In that capacity he served as media advisor and spokesman for General John
Shalikashvili.

NE Senior Center Fraud Summit
Northern Hills Seniors have been blessed with a wonderful asset, the Northeast Senior Center. If you are 55 or older, you will be wise to go see what goes on in that facility.
On June 21st, the Senior Center had a Senior Fraud Summit and the information learned there could save you a
great deal of grief. Seventeen vendors helped sponsor the event and handed out gifts and pamphlets on how to avoid
identity theft, scams and fraud, and all the manners of con-artists, which could cause your life’s savings to disappear.
Our area resident and councilman, Mike Gallagher read Mayor Ivy Taylor’s proclamation of “Elder Fraud Awareness
Day“. Our District Attorney, Nick LaHood, explained the importance of the Summit. Enlightening and entertaining presentations were given by Bexar County Sheriff, Pamela Pamerleau, SAPD Detective David Brinkman, Adult
Protective Services Specialist, Lisa Senteno, and DA’s office, JoAnne Woodruff.
We learned about cybercrime from the FBI, the cons and scams that are out there from AARP, and various financial crimes from Frost Bank. We were also informed that within the next few years your Medicare number will be
changed to something other than your social security number.
We were told not to answer the phone or the door if we did not know the caller. Never give out your social security
number to unknown individuals or organizations. Remember, you did not win the sweepstakes, and especially if
they need money from you to give your winnings to you, and never call the number they give you to call, etc.
Do call the police or the sheriff (210-335-6000) or adult Protective Services (1-800-252-5400) or the DA’s office
(210-335-2348). Check with your utility company directly if someone comes to your door wanting to check the
interior of your home for faulty thermostat or water line issue, etc. Remember, in San Antonio, all door-to-door
sales people must have a permit.
