WHEREAS, pursuant to R.A. No. 7160, otherwise known as the Local
Government Code of 1991, the Sangguniang Panlalawigan of Pangasinan as a
legislative body of the Province is empowered to review ordinances authorizing
arirual o, ,uppi"*.ntal appropriations of component cities and municipalities in
the manner prescribed by law,
WHEREAS, the Sangguniang Bayan of Asingan, Pangasinan submitted
its Supplemental Budget N;. 1 for Calendar Year 2016 involving total
appropriations of P7,4i1,727.46 which was approved on June 6, 2016 through
Appropriation Ordinance No. 2, 3'2016;
WIIEREAS, the Committee on Laws and Ordinances of the Sangguniang
panlalawigan with the technical assistance of the Local Finance Committee
pursuant 6 Section 316 of the Local Government Code of 1991, have conducted
preliminary review and study on said budget with the following findings:

2. All procurements to be undertaken shall be subject to the
provisions of R.A. No. 9184 (The Govemment Procurement
Reform Act) and its revised Implementing Rules and
Regulations;
3. The implementation of the First Tranche Compensation
Adjustment for Local Government Personnel shall be in
accordance with the Local Budget Circular
February 24,2016;

The disbursement of Other Bonuses and Allowances and the
Year-End Bonus and cash Gift shall be in accordance with
Local Budget circular No. 2016-3 and Local Budget circular
No. 2016-4, both dated April 18, 2A16, respectively; and
5.
The grant of Productivity Enhancement Incentive (PEI) shall
be in accordance with the Executive Order No. 201, 5-2016
datedFebruary 19,2016.
WHEREAS, the Sangguniang Panlalawigan, after final evalualion, finds
the same in order provided that the above-findings shall be complied with by the
municipality;
NOW, TIIEREFORE, in view of the foregoing, on motion of SP
Members Salvador S. Perez, Jr. and Noel C. Bince and co-sponsored by SP
Members Sheila Marie S. Perez-Galicia and Jeanne Jinky C. Zaplan' duly
seconded,

RESOLVED, as it is hereby resolved, by the SanggUniang Panlalawigan
in session assembled, to declare OPERATM IN ITS ENTIRBTY the
Supplemental Budget No. I for Calendar Year 2016 of Asingan, Pangasinan
