The publication is used to notify owners of community issues, changes in association policies, scheduled meetings, hearings, programs, classes, special events and activities, and for recognizing MTA members and employees for their achievements and outstanding service. Correction In the June "Safety in the Community" article of the Mililani News, the 9th bullet point should have read, "Push hard and fast in the center of the chest (between the armpits), doing a compression at a pace of about 100 beats per minute (think about keeping time to the beat of "Stayin' Alive" by the Bee Gees). President's Message As I start my second threeyear term as a Mililani Town Association Board member and my first year as President, I thought I should share a little bit about myself and what it means to me to be a Board member. My wife and I have lived Hawaii for over 24 years and we have a 15 year old son that attends a private school right here in Mililani. We have a family owned and operated manufacturing business in the construction industry, located close by in the Waipio Business Park. I can tell you that I really do love Mililani and the strong sense of community this town has to offer. It is just a great place to live and raise a family, and I would rather live in this town than anywhere else in the state; which is what lead me to throw my name in the hat for election to the Board for the first time in 2009. I saw it as a way for me to give back and serve the community that I love. In my last three years of serving on the MTA Board, the effect we have on the community has never been more apparent to me than it was at a recent MTA event. We have many events and I have been to a lot of them, but last week I attended my first “Movie by the Pool” with my wife and son. The movie was Frozen, and I’m told there were over 400 tickets sold…in fact, it was sold out. We had vendors there as sponsors, and there was popcorn popping, great snacks, candy, hot chocolate and even Starbucks coffee… all for 2 dollars! As I stood in front of the massive inflatable movie screen with the giant speakers playing music, I gave my welcome speech, staff were all helping get things set up and ready, and the MTA lifeguards were standing by watching the pool with eagle eyes. The pool deck was full of parents and children, and the pool was filled with floaties and even more kids, all swimming and looking up at me…and then it hit me. I mean it really hit me. This is what we do. This is your Board and the MTA staff serving its members and bringing the community together at yet another event that the whole family can enjoy. This is what I signed up for. This is the reason I threw my name in the hat. Though there are many meetings and many issues to deal with in the day to day business of the Board, this Movie by the Pool event was a powerful metaphor for me. All those dedicated long hours and hard work by your Board members and the MTA Staff, culminates in bringing together that strong sense of community that we all love about Mililani. We have a lot more great events scheduled in the months ahead…including the next Movie by the Pool events on July 12th and 26th. Hope to see you there! MTA does not have the ability to control solicitors, but we can confirm that MTA does not recommend or endorse any company or product. Be wary of any solicitor who makes statements like “MTA has endorsed this product” or “The MTA Board recommends this product” or similar statements. If you are uncertain of the motives of any stranger in your neighborhood, we recommend you call 9-1-1 and report any suspicious activity to HPD. Homeowner Assessments The MTA quarterly assessment is collected in accordance with Article VI, Section 6.02 of the Mililani Town DCCR. Assessment due dates for 2014 are January 1st, April 1st, July 1st, and October 1st. The current amount is $102.00 per quarter which became effective on April 1, 2010. As a courtesy, quarterly reminder notices are sent to homeowners with a balance due. A $10.00 late fee will be charged if payment is not received by the 10th of the month that payment is due. There are five ways to pay your assessments: 1. Surepay Automatic Payment Plan SurePay allows your bank to electronically transfer your quarterly assessment payments from your checking or savings account through Automated Clearing House (ACH) to Mililani Town Association. Fill out a SurePay form and turn it in to one of our business offices or send it to [email protected]. Submit a voided check with your form. 2. Pay Online - You may make an online payment with your checking account or credit card. To pay online, visit mililanitown.org. 3. Pay in Person - Payments may be made at the Admin Office from 8:00 a.m. to 4:00 p.m. Monday through Friday, or at the Rec Center 3 or 7 Business Offices during business office hours. Please bring your remittance stub with you when you make your payment. 4. Use Our Secure Drop-Boxes - There is a dropbox located outside of the Admin Office that you may use at any time, including after hours and weekends, and a drop-box located inside the Admin Office. 5. Pay by Mail - To avoid late fees, please allow ample time for mail delivery and for your payments to post as received. Homeowners with multiple properties must submit a separate remittance stub and payment for each property address. If you are mailing a check with the remittance stub, please mail it to: Mililani Town Association, P.O. Box 29380, Honolulu, HI 96820-1780. This is a “Lockbox” service through Bank of Hawaii. Only the payment will be processed. Name and address changes written on your remittance stub and mailed to this P.O. Box address, will not be processed. Call our Facility Rental Coordinator at 623-7300 or stop by the Administrative Office Monday through Friday from 8:00 a.m. to 4:00 p.m. and let us help you find the ideal facility for your next party or special event. Reservations are taken at the Administrative Office. Dates open exactly a year-to-the-date in advance. At least 30 days prior notice is required to make a reservation. A lottery system will be in place for the months of May through July. Alcohol is prohibited at all MTA facilities. Dela Cruz Discrict 22 The 2014 legislative session is over and the Hawaii State Legislature approved more than 240 bills including the state supplemental budget, measures supporting our keiki and kupuna and protecting the environment. Flagship bills increasing the minimum wage from $7.25 to $10.10 over the next four years with the tip credit that businesses can deduct at 75 cents, and an agreement reached between the State of Hawaii, City and County of Honolulu, The Trust for Public Land, and Turtle Bay Resort to establish a conservation easement on 665.8 acres of land at Turtle Bay Resort in Kahuku and funding the easement were significant measures passed. We attempted to address needs in education, for our aging population, human services, public safety, transportation, and agriculture. We needed to work within our means with the resources available to us. The Fiscal Biennium 2013-15 supplemental budget included funds for Central Oahu for agricultural land acquisition, school improvements, rehabilitation of bridges, irrigation system, ambulance facility, and acquisition of land for the site of a first responders technology campus and cyber security command center in Central Oahu for which we have had meetings and continue our efforts to move this project along. The $1.5 million in the supplemental budget for the Whitmore Project Master Plan and facility improvement will enable the Agribusiness Development Corporation to develop a master plan for land under its jurisdiction in Wahiawa and Whitmore Village that was acquired by the State for agriculture and also improve existing facilities. This is a big step for the project. Your district legislators worked to have much needed projects included in the Fiscal Biennium 2013-15 supplemental budget for Mililani Town and Mililani Mauka. I am pleased to report that the following projects have been included: • $200,000 for parking lot improvements at Mililani Mauka Elementary School • • • • • $300,000 for resurfacing of parking lot at Mililani Middle School $750,000 for improvements to the athletic field at Mililani High School $100,000 for expansion of preschool facility at Mililani Presbyterian Church Preschool $1 million for school-wide electrical upgrade at Mililani Uka Elementary School $325,000 for installation and/or replacement of air conditioning units at Mililani Waena Elementary School • $4 million for rockfall protection at 10 • www.mililanitown.org Kamehameha Highway Stream Bridge near Kipapa The following chart delineates how funding was allocated with largest percentage going to human services. Fiscal Biennium 2013-2015 Notes from the Capitol Senator Michelle Kidani Mahalo for this opportunity to report to our community on the 2014 Legislative session that adjourned in early May. Bills we passed and decisions for which we are responsible have an effect on all of us, and I am pleased to note that residents of Mililani do stand to benefit from our actions at the Capitol this year. Some of the higher profile issues during the session included approval of the first increase in the state’s minimum wage since 2007. The minimum will rise to $10.10 per hour by January 2018, boosting the income of Hawaii’s lowest paid workers to give them more money to spend and invest, increasing economic activity and growth, while helping them to care for their families. In the final days of the session, the Legislature adopted Senator David Ige’s plan to finance a land purchase that will preserve more than 600 acres of precious shoreline property on Oahu’s north shore, assuring public access to beaches and preventing further development in those areas. We passed several important education bills, including one that establishes mandatory kindergarten for all 5-year-olds. We have pledged to build firm foundations for our early learning system to assure future success for our keiki. The Legislature also took significant steps toward increasing support for our rising kupuna population, dealing with the spread of invasive species and reaffirming a commitment to address the threats of climate change. My responsibility as Vice Chair of the Committee on Ways and Means over the last several years has been to formulate the State’s construction program. The budget we approved this year provides nearly $900 million to continue the process begun over the last few years to renovate, repair and maintain existing stateowned facilities. This year, we made a major commitment to our public schools for these kinds of projects in the amount of $700 million. If you have been to any one of the several public school campuses in Mililani recently, you know that construction work and upgrades to electrical and IT systems are underway nearly everywhere. Among the major projects that will most directly affect Mililani is the continued work at Mililani High School to make the Trojan athletic complex the envy of our public schools. We approved $750,000 to replace the remaining wooden bleachers with aluminum seating at Kauinana field. The Legislature also authorized $1.9 billion to the State Department of Transportation for highways, harbors and airports, including a total of $8 million for major projects along Kamehameha Highway. About half of that amount will be for rockfall and slope protection measures near Kipapa Stream Bridge. The other $4 million is for construction and equipment for resurfacing and installation of lighting along another portion of Kam Highway. This work is part of a multi-year package of appropriations to make improvements along that roadway that is still heavily used by Mililani residents. Regarding highway repairs and maintenance, the Legislature was quite pointed in its questioning of Department of Transportation leaders about why it seems to take so long to move projects from the drawing board to reality in a timely manner. DOT did promise that Kam Highway resurfacing was to begin this summer, but that is work for which funds were allocated in 2011 – three years ago! There has been a change in leadership at DOT, and at this point there are few excuses for further delays. Let me mention also that we approved funding for major work at the two University of Hawaii campuses that are closest to Mililani. We should consider them “our” UH campuses, as they offer a broad spectrum of post-secondary education opportunities to our Central Oahu families – much closer to home, and at more affordable tuition levels. We allocated $28 million for a new allied health and administration building for the growing campus at UH West Oahu and set aside planning and design funds for a new science, technology and creative media center. We also approved $8 million for major renovations and upgraded equipment for the Leeward Community College Theatre. LCC has become an innovator among the state’s community college campuses. We look forward to the official opening of the new teacher education center there later this year, and campus leadership is finalizing conceptual plans for a new Native Hawaiian Center of Excellence at LCC as well. Central Oahu farmers who work the lands adjacent to Mililani are expected to benefit from the $6.75 million that we authorized for improvements to the aging Waiahole water system. And I am pleased the budget also includes $550,000 for Mari’s Gardens in Mililani. Owner Fred Lau plans to implement a pilot program to confirm his belief that it is entirely feasible to cultivate vegetable crops on a large scale using an aquaponic farming system. This was my sixth Legislative session, and in many ways the most challenging as the issues we face grow more complex and the demands on the state budget – funded by taxpayer dollars – continue to increase. While our committee hearings and working sessions concluded in early May, my permanent staff and I continue to be available at the Capitol throughout the year to serve your needs and hear your concerns. During the time before the next Legislative session ~ Special Feature ~ Mililani’s Elected Officials in January 2015, I will be at as many community meetings and neighborhood events as possible to renew acquaintances and celebrate all of the great things that make Mililani such a wonderful place to live. A Message from Representative Beth Fukumoto Representing my hometown in the state House for the last two years has been a great honor and an exciting journey. I’ve worked hard to bring fresh leadership to our Legislature and to be a constant advocate for you and your family. The 2014 legislative session heard a number of important bills which impacted our community. Your input and views on the issues before the Legislature are very important to me, as I represent you with my votes. So, to ensure I heard your concerns, I sent out a district survey to help me understand the community's position on several key issues. Applying the General Excise Tax to Internet Purchases HB1651 was a measure meant to help stores physically in the state by taxing online purchases. I voted no on this bill, partially because I think local residents are shopping online because of the drastically different pricing and/or selection rather than simply to avoid the 4.712 percent tax. Survey results indicated that 75 percent were opposed to applying the general excise tax to Internet purchases. Raising the Minimum Wage The debate over raising the minimum wage was a sometimes contentious issue as the legislature tried to balance the needs of people who own businesses and the needs of people who work in businesses. Survey results indicated that 51 percent supported an increase in the minimum wage. I ultimately voted for the final version of SB2609, as it provided a gradual increase in the minimum wage and included increases to the tip credit. This was a compromise measure to limit the negative impacts on businesses while providing minimum wage workers with an increase in pay. Allowing Public Funding of Private Schools Survey results overwhelming indicated that 78 percent were opposed to using public funds for private, nonreligious preschools. While I support and voted for early education funding through other means, I strongly opposed HB2276 because, like many of you expressed, I believe state funds should go toward our existing school programs. As written, the plan would disenfranchise our public schools and many religious preschools in Mililani. These are just a few of the issues and results from the survey. One of the things I've heard a lot from the community about this survey was that it was refreshing to be asked for their opinion. I hope that you will continue to feel like you can share your opinions with me and know that I will take them seriously. Too often, government becomes stagnant, and throughout my term, I've strived to reform the status quo. But, I can't do that without your input. Another way that I've worked toward reform is by forming the Hawaii Future Caucus with Rep. Takashi Ohno and City Councilmember Stanley Chang. I've heard from many of you that you're frustrated with the way that government works because politicians spend too much time fighting amongst themselves. The Hawaii Future Caucus is our attempt to encourage a new generation of politicians who can work across the aisle despite their differences. Along with seeking legislative solutions, the Hawaii Future Caucus has been working to educate the public on the political process and get more young people involved in government. In recognition of our work with the Hawaii Future Caucus, I received a James Madison Fellowship from the Millennial Action Project, a national group focused on developing leaders who put people before politics or political party. None of this could have been possible without your input and without your continued advocacy. With your help, it was an exciting and productive legislative session. My experience as a freshman legislator was very rewarding. The one-on-one contact with members of our community, hearing your concerns, opinions, and feedback firsthand, was vital to me as the Legislature focused on crucial decisions that impact our entire state. My dedication to creating solutions for the challenges our community faces is concentrated on enhancing the quality of life for residents and visitors alike. The five committees on which I serve as a member are Agriculture, Education, Health, Higher Education, and Housing. The 2014 Legislative Session saw much progress with 245 bills being passed. A few of those bills that may be of interest to you are SB 2768 Mandatory Kindergarten, which makes kindergarten attendance mandatory; HB 1943 Electrical Grid Modernization, which requires the Public Utility Commission to develop a strategy to integrate renewable energy in the electrical grid; HB 1716 Invasive Species, which appropriates funds to the Hawaii Invasive Species Council for invasive species prevention, control, outreach, research, and planning; and HB 2434 Turtle Bay, which acquires a permanent conservation easement for the Turtle Bay area. HB 1651 Internet Sales Tax, failed. Funding constraints will most likely continue to be the norm as we move toward the 2015 Legislative Session and future years. This provides us with unique opportunities to develop Public-Private Partnerships, use proven best practices to strengthen Hawaii's capability to deliver maximum value in return for your hard-earned tax dollars, and improve our capacity to advance in the areas of job creation, economy, education, sustainability, and retain our human capital here at home in Hawaii. I would like to send special congratulations to Carson Turner, Mikayla Fisher, and Isis Usborne who recently graduated from Mililani High School. These young women interned in my office over the past two years. I have been fortunate to participate in the Teach A Girl To Lead initiative, which originated a program of female public leaders creating relationships with young women to educate and mentor. This program strives to inspire young women from my community to recognize their potential as our next generation of leaders. The experience of working with students from my own alma mater was especially rewarding. I have witnessed their drive and capability, and all are pursuing further education in the Fall. I am very confident that Hawaii's future will be bright with such inspired young people preparing to lead the way. Kamehameha Highway Will Be Repaved The Transportation Department recently informed me that they will repave Mililani's portion of Kamehameha Highway. This project will cost approxtimately $14 million and will repave 3.3 miles of Kamehameha Highway in Mililani from Waihau Street in Waipio Acres to Ka Uka Boulevard in Waipio Gentry. He has served in the State of Hawaii House of Representative since 2005 and is serving as the Chairman of the House Committee on Transportation. Legislative Update from Council Chair Ernest Y. Martin It is hard to believe that another year has passed. I am honored to serve as your City representative in advocating for the needs of the community and addressing concerns from residents. This past year I have continued to work toward the completion of Master Planned Improvements for Mililani Mauka District Park. The outdoor basket- ball courts were completed this year and are being utilized by the community. It is great to see individuals and families getting out and being active which is a great way for a community to stay fit and healthy. The completion of the basketball courts is a step in the long awaited build out of the park which includes outdoor lighting and a tennis court among other improvements such as a gym. For the past three years I have included funding in the budget for these improvements. A total of $3,465,000 has been allocated in the budget for Fiscal Year 2013 and 2014 for field lighting. I also included funding in the budget cycle for Fiscal Year 2015 for construction of the tennis court in the amount of $225,000. I am hopeful that the City’s Department of Parks and Recreation will utilize the allocated funding to initiate these important improvements. Another issue that I have focused on since coming into office is improving and maintaining City roadways. Residents had regularly contacted my office regarding the poor and dangerous condition of Meheula Parkway, a main thoroughfare highly utilized by residents of both Mililani Mauka and Mililani Town. I strongly advocated for the rehabilitation of this roadway and I am happy to report that Rehabilitation of Streets, Unit 68 for Meheula Parkway and Anania Drive is underway. This extensive project included work to address the tree roots along Meheula which have noticeably contributed to the damage on the roadway. I am grateful to the City’s Department of Design and Construction for their efforts in scheduling this project and their oversight of the work being done. The sunset of the Mililani Trolley was another major issue for the community this past year. Residents had come to depend on this service for their transportation needs and contacted my office regarding their concerns in the pending gap in transportation services. Working with the City’s Department of Transportation Service, the sunset date was extended from November 2013 to January 2014 which provided time for an alternative plan to be developed. On January 16, 2014 TheBus rolled out modified schedules and routes to provide service to areas that were affected by the end of trolley service. I am grateful to residents who contacted me with their concerns and feedback which has greatly assisted in a smooth transition. Thank you for the opportunity to be of service to the community. City’s Meheula Parkway Repaving Work Remains on Schedule by Councilmember Ron Menor It’s been full steam ahead by crews who have been repaving Meheula Parkway and Anania Drive. The work began around March 17, 2014. Barring unforeseen circumstances, the repaving work should be finished by the end of the year. Contractor Grace Pacific is repaving a total of 31 ~ Special Feature ~ Mililani’s Elected Officials lane miles along Meheula Parkway and Anania Drive at a cost of $13 million. According to Chris Takashige, director of the City’s Department of Design & Construction (DDC), the project remains on schedule. I took the lead in co-sponsoring a Community Town Meeting with Council Chair Ernie Martin to provide information for residents about the project. Over 100 people attended and heard presentations from DDC Director Takashige and Department of Facility Maintenance Deputy Director Edward Manglallan on how the repaving work will impact the community. Director Takashige and Deputy Director Manglallan also provided updates on the City’s ongoing pavement preservation work on roads throughout Mililani Town and Mililani Mauka, and addressed questions and concerns from residents relating to the repaving work. The repaving of Meheula Parkway has been a top priority for me since I assumed office. I met on several occasions over the past year with Mayor Caldwell and his administration, urging them to repave Meheula Parkway. Fortunately, the mayor came through for Mililani. I would like to commend the mayor for his commitment to road resurfacing projects not just in Mililani, but also islandwide. I will continue to monitor the status of the repaving work and to address whatever concerns residents may have regarding the ongoing work. My office constantly works to forward other complaints and concerns involving sidewalk improvements, traffic safety, need for signage and other issues to the appropriate City departments. Earlier in March, a sinkhole caused by a damaged storm drain line was brought to my attention. I contacted the Department of Design & Construction which procured a contractor who made the necessary repairs by late April. When I was recently informed of illegal dumping on Keaoopua Street, I contacted the Department of Environmental Services which promptly issued a Notice of Violation to the property owner who took corrective action. Lastly, congratulations to graduates of the Class of 2014 and best wishes for continued success! Toward the end of the school year, I attended numerous awards assemblies and graduations, and presented honorary certificates to outstanding students at the elementary, intermediate and high schools in my district. I made time to do this because I believe in the importance of recognizing the accomplishments of our young people. Speaking of accomplishments, I would like to wish Jeff Yamamoto all the very best on his retirement as head coach of the Mililani High School boys varsity soccer team which under his leadership won 5 state titles and numerous OIA championships.
