PRESIDENT’S WELCOME
As President of the Ocean City Marlin Club, it is my privilege to
welcome you to the 2015 Ocean City Marlin Club guidebook to sport
fishing in Ocean City. The waters surrounding Ocean City offer an
abundance of fishing opportunities. From the calm waters of Assawoman
bay to the near shore lumps, artificial reefs and wrecks, on out to the deep
azure of the canyons, there is something biting to suit just about
everybody.
In this guidebook you will find information on all aspects of fishing in
Ocean City. Ocean City is home to a bay that is alive with flounder, sea
trout and rockfish, and an incredible artificial reef system that offers some
of the best bottom fishing for tog and sea bass anywhere on the East
Coast. It is also the focal point of Mid Atlantic offshore fishing, and is
the site of several Big Game Fishing Tournaments, including the world
famous White Marlin Open. I hope that you will find this guidebook a
valuable resource to help locate marinas, tackle shops, charter boats, and
just about anything else you need to make your stay in Ocean City a
“FISHY” one.
In closing, I would like to welcome you to the White Marlin Capitol
of the World. Please remember to be a responsible angler, release some
fish for the future, and most of all enjoy all of the exciting things Ocean
City has to offer.

THE PURPOSE OF THE
OC MARLIN CLUB
T
he Club exists to promote and create an interest in sportfishing and to
utilize all legitimate means to further and improve it. It engages in sound
conservation practices to the end that the waters and marine life which they
support may become more productive.
We will cooperate with any persons or organizations which engage in
similar activities. We seek to provide for the mutual protection of interest of
sportsmen and fishing guides by encouraging fair and just dealings between
them. We try to create and instill in others that love of the sea and Her
creatures known only by those who sail upon her.
We maintain and operate a sportfishing club for the benefit, enjoyment,
and general welfare of our members and their families and guests.
To create and maintain an interest in sportfishing the Club plays host to
some of the summer’s finest fishing tournaments, in addition to recognizing its
members achievements offshore at an annual awards banquet. During the busy
summer months members are invited to frequent the Restaurant facilities to sip
on a cool drink, grab a bite to eat and discuss the day’s events. During the
winter months, when the waters have turned too cold to go fishing, the club
sponsors various dinners and holiday parties to give its members a chance to
get together and enjoy the comradery of other fishermen and women.

RULES FOR THE
2015 SEASONAL AWARDS
Each year the Marlin Club takes the time to recognize the offshore fishing accomplishments
of its members. We honor them at a seasonal awards banquet where we present them with
trophies and plaques to celebrate their achievements
The following constitutes the rules and qualifications for the seasonal awards presented by
the Marlin Club:
1. FISHING SEASON – The fishing season begins on January 1st and ends on Sunday,
October 4, 2015.
2. CATCH REPORTS – For seasonal awards all catch reports must be entered on-line
(this includes the White Marlin Open) at www.ocmarlinclub.com. Tournament catch
reports must be turned in as per the rules stated in each specific tournament. Catch
reports must be entered on-line no later than ten days from the date of the catch with
the exception of year end reports, unless otherwise approved by the Board of Directors.
All reports must be filed by Monday, October 5, 2015 by 12 p.m. No exceptions! White
marlin caught by live baiting do not count for seasonal awards. Only billfish boated
during modified release tournaments (i.e. Big Fish Classic, White Marlin Open, & Mid
Atlantic 500,000) are eligible for seasonal totals.
3. ELIGIBILITY FOR SEASONAL AWARDS –
a. MEMBERS – Dues must be paid in full prior to fish catches counting towards
seasonal awards. Any catch reports received prior to dues being paid will not count
towards seasonal awards. Catches made by Members on Member or Non-Member
boats are eligible for awards.
b. NON-MEMBERS – Non-Members are not eligible for Billfish Awards with
the exception of the Junior Angler Awards. Fish caught by Non-Members are eligible
for all other seasonal awards when the fish is caught on a Club boat and the Member’s
boat dues are current.
c. CAPTAINS AND MATES – Members and Non-Members who receive pay as
a professional may qualify for seasonal awards if fishing as an angler and not paid for
the day that he/she catches the fish for the seasonal award. Example: A paid Captain
or Mate chooses to charter a boat, become a Member or a charter team or fish as a nonpaid guest.
4. FISH ELIGIBLE FOR AWARDS – All fish eligible for awards, must be caught
within 100 nautical miles of the Ocean City, Maryland Inlet (Sea Buoy). All catches
eligible for Ocean City Marlin Club Seasonal Awards, must depart and return to the
Ocean City, Maryland or Indian River Inlets. To qualify for seasonal tournament and awards
all catches must meet or exceed all Federal Requirements and Marlin Club weights.

5. TIES – All seasonal ties will be decided based on the day and time of catch.
6. BILLFISH CAUGHT IN ONE DAY – Fish caught on overnighter trips are eligible
and must be reported on the specific day of the overnighter when the fish was caught.
7. FIRST WHITE MARLIN CAUGHT – $5,000 will be awarded by the Ocean City
Marlin Club for the First White Marlin Release of the year. The fish may be caught by
a boat from either the Ocean City, Maryland Inlet or Indian River Inlet by a Member
or by someone fishing on a Member boat.
8. FIRST BLUE MARLIN CAUGHT – $2,500 will be awarded by the Ocean City
Marlin Club for the First Blue Marlin Release of the year. The fish may be caught by
a boat from either the Ocean City, Maryland Inlet or Indian River Inlet by a Member
or by someone fishing on a Member boat. Photo identification required of a Blue
Marlin to ensure proper identification of the Billfish.
9. LAST WHITE MARLIN CAUGHT – $1,500 will be awarded by the Ocean City
Marlin Club for the Last White Marlin Release of the year. The fish may be caught by
a boat from either the Ocean City, Maryland Inlet or Indian River Inlet by a Member
or by someone fishing on a Member boat.
10. INDIVIDUAL ANGLER AWARDS – For awards given to an individual angler the
fish must be self-hooked and caught by the angler, unaided by the boat’s crew. Junior
Anglers may receive assistance. All Ocean City Marlin Club and IGFA rules apply.
11. CHARLES E. KRATZ AWARD – A trophy plus $500 will be awarded by the Ocean
City Marlin Club for the First White Marlin Caught by a Junior Angler. The fish may
be caught by a boat from either the Ocean City, Maryland Inlet or Indian River Inlet
by a Member or by someone fishing on a Member boat.
12. RECREATIONAL ANGLER AWARD – An award given to the angler that caught
the most billfish. Fish do not have to be self-hooked. Top Lady and Gentlemen
Anglers (self-hooked) are not eligible for this award. All Ocean City Marlin Club and
IGFA rules apply.
13. PRIVATE/CHARTER BOATS – Private boats who fish one or more times for pay
become Charter boats and are not eligible for awards given to private boats.
14. WEIGHT MINIMUMS* – During Club tournaments, unless stated otherwise by OC
Marlin Club tournament chairmen, all catches must meet the Club’s minimum requirements
a. Dolphin – 10 lbs.
b. Shark – 150 lbs.
c. Tuna – 30 lbs., *Seasonal Tuna Award has no minimum weight
d. Wahoo – 20 lbs.
e. Bluefish – 8 inches

15. THE 25/50/100/200 CLUB FOR BILLFISH RELEASES – 15. The 25/50/100/200
Club for billfish releases – Member boats releasing 25-49 billfish, 50-99, 100-199 and
200+ billfish will be recognized in the 25, 50, 100 or 200 released billfish club,
respectively. The boat name will be permanently inscribed on a plaque board
displayed in the club. The new 25, 50, 100, 200 member boats will also be announced
at the seasonal awards.
16. AWARD – Award for the private or charter boat that has the most junior or adult angler’s
1st white marlin caught.

BLUEFIN:SOME GREAT NEWS FROM
ICCAT REGARDING TUNA

T
he International Commission for the Conservation of Atlantic
Tunas (ICCAT) convenes its annual meeting in Genoa, Italy on
November 10, 2014. The most important item on the meeting's agenda will
be the establishment of Atlantic bluefin quota.
According to a press release from the American Bluefin Tuna
Association (ABTA), this meeting is expected to be quite different from
other meetings in the past several years because the best available science
now indicates a stunning increase in abundance of this iconic fish on both
sides of the Atlantic.
The Standing Committee for Research and Statistics (SCRS), the
scientific arm of ICCAT, performed separate stock assessments on west and
east Atlantic-Mediterranean bluefin stocks at their science meetings, held
September 22 to October 3. The findings, detailed in the SCRS report, state
conclusively and unambiguously that both west and east bluefin stocks have
shown a dramatic increase in their general populations and, in particular, in
their spawning stock biomass.
The West Atlantic stock is fished primarily by the United States,
Canada and Japan. This year's stock assessment indicates that spawning
stock biomass has seen a very strong and significant increase from prior
stock assessments. The SCRS also reported that West Atlantic bluefin
biomass has increased significantly each year since 2009 and stated that
present data on the West Atlantic stock validates that it is not "overfished"
and "overfishing" is not occurring.
All this good news on West Atlantic bluefin stock was achieved by
restrictive low quotas since 1982 and by better science leading to a more
precise understanding of bluefin population dynamics and biology.
Consequently, the SCRS report stated that an increase in quota, up to 2,250
metric tons (mt) from its presently level of 1,750 mt, is consistent with
ongoing ICCAT management objectives. The report states that spawning
stock biomass is presently 2-1/4 times greater than necessary to sustain a
quota of 3,050 mt each year, going forward.
According to the stock assessment, 3,050 mt is the new estimated
maximum sustainable yield for the west Atlantic bluefin stock and it is up
from the prior level of 2,582 mt in the 2010 stock assessment.

“Since U.S. fishermen get their angling quota percentage based on the
overall western Atlantic quota, going up in tonnage is good news for East
Coast anglers and the tackle stores that have been enjoying the very restrictive,
yet vibrant coastal fishery for bluefin,” said Jim Donofrio of the Recreational
Fishing Alliance (RFA).
Having long-participated in the tuna management process through
ICCAT and the National Marine Fisheries Service, Donofrio praised the
newly released information as terrific news for all coastal fishermen. “The
inshore school bluefin fishery is one of our coast’s most historic fisheries, one
that allows anglers in center consoles a good opportunity to catch a prized big
game species for reasonable cost and effort.”
ABTA president Ralph Pratt added, "U.S. bluefin fishermen are thrilled
and relieved to hear from our scientists of the healthy abundance of west
Atlantic bluefin biomass. The spectacular recovery of the east stock from what
has been sometimes called 'the edge of fishery collapse' is also excellent news
for US bluefin fishermen. Bluefin are trans-Atlantic migrants, so any increase
in eastern biomass will bring more eastern bluefin into our fishery."
According to the ABTA press release, bluefin science is improving at a
dramatic rate as a result of global interest in the health of the Atlantic stocks.
Numerous scientific papers are authored each year on Atlantic bluefin and it
is the responsibility of the SCRS to review all recent contributions to the
science prior to conducting a new stock assessment. The spectacular results of
the current stock assessment are attributable to improved methodology as well
as a better understanding of bluefin population dynamics and biology.
The most controversial aspect of West Atlantic bluefin biology for several
years has been the issue of "recruitment," the number of young fish to be
added each year to overall bluefin biomass. At the SCRS meeting, evidence
emerged identifying that the effects of changes in the marine environment are
more important than the size of spawning stock size in influencing the level of
recruitment in any given time period.
This new evidence does not support prior objectives suggested by the
National Marine Fisheries Service and environmental groups in using high
recruitment targets that were estimated for the early 1970's. According to
ABTA executive director Rich Ruais, "The very good news for western
bluefin fishermen is that the SCRS states that with their more reasonable
expectations for recruitment, the spawning population is already 2-1/4 times
greater than necessary to maintain a maximum sustainable yield of 3,050 mt."
“US bluefin fishermen have earned a quota increase for giving up quota
over the last 25 years for the sake of chasing unreasonably high targets," Pratt
noted, while praising the patience and conservation ethic of all US bluefin
fishermen in raising awareness of how the east and west stocks are linked
together for sustainable fisheries.

SCHOLARSHIP
HONORING THE MEMORY OF
EXEMPLARY WOMEN
T
he Ocean City Marlin Club Auxiliary Scholarship was founded in
the late 1970's under the leadership of Bertha Holloway, who
served as the first Committee Chairwoman. With the approval of the
Ocean City Marlin Club Board of Directors, the Auxiliary
established the criteria, began the fundraising, and awarded the first
scholarship of $250 to a graduate of the Stephen Decatur High
School class of 1978.
As the years passed, the Club was able to increase the amount and
number of awards to Stephen Decatur High School graduates. In
1993, the Scholarship was named the “Bertha Holloway Memorial
Scholarship” to honor her many years of service guiding these efforts
and her leadership as Auxiliary President. In 2013, a vote was taken
to change the title so that future honorees could be included in the
memorial scholarship. At that time the late Dee Rigsby was chosen
to be honored for decades of active service as a member, leader, &
Ocean City Marlin Club Auxiliary President.
As our Club membership has grown, so has our fundraising
success. Proceeds from raffles, 50/50's, yard sales, bake sales, and
our Jewelry Show & Boutique (held annually on the Thursday in
August during White Marlin Open week) have provided the funds
necessary to award multiple scholarships. In addition, the Ocean
City Marlin Club Board of Directors, membership, sponsors, &
supporters have generously contributed to these efforts through
personal donations. Many of these donations are made during
tournament registrations and a portion of the entry fee is donated
from the Annual OCMC Ladies' Tournament – “Heels & Reels”.
As a result of our fundraising success, the Club voted in 2012 to
expand the eligibility requirements in order to allow more students to
qualify. The scholarship is now open to all seniors who plan to attend
a college, university, or trade school upon graduation from any of the
four Worcester County High Schools: Stephen Decatur, Pocomoke,
Snow Hill, and Worcester Preparatory. Each year the new
application is available in January on the Ocean City Marlin Club
website (www.ocmarlinclub.com) or in the school guidance office.

All applications must be forwarded to the scholarship committee by
each school's guidance department by the April deadline. Recipients
are selected based on achievement in several areas: academics,
leadership, involvement in school activities, and community service.
Consideration is also given to work experience, recommendations,
the personal statement of goals, and a family or employer affiliation
with the Ocean City Marlin Club.
The Ocean City Marlin Club Auxiliary is proud to support the
young men and women of our community by offering this assistance
with their continued education and preparation for their careers. In
the past year, seven scholarships were awarded in the amount of
$3,000 each, thus bringing the total to over $114,000 since the
program was established. Although the amount and number of
awards varies each year, we look forward to continuing and
improving our efforts to invest in the future of our community. In
doing so, we also honor the memory of the exceptional women who
have selflessly devoted their time and talents to the Ocean City
Marlin Club Auxiliary.

STATE RECORDS, RULES & PROCEDURES
Maryland DNR maintains state records for sport fish and awards a plaque to anglers
whose catch exceeds the current state record or establishes a new species category.
Positive identification of the species of fish is mandatory for consideration of state
record applications. The catch must be inspected in person by a fisheries biologist
from the Maryland Department of Natural Resources. Immerse the fish in ice water
until it can be weighed in order to preserve the weight.
• Call 443-569-1381 or 410-260-8325 to report a potential state record catch.
You must submit a state record application within two weeks of the date
that you caught the fish.
• State record fish are determined by weight. Most fishing tackle shops do not
have certified scales, so call ahead. Establishments that sell products by weight
such as grocery stores, seafood retailers, and mailing/shipping outlets should
have a certified scale and may be willing to help.
• A Maryland State Record application form
(http://dnr2.maryland.gov/fisheries/Documents/srapplication.pdf)
listing the species, the certified weight, the date the fish was
weighed, the witnessing scale operator's signature, and the name of
establishment must be submitted to DNR within two (2) weeks of
when the catch was made.
• Except for fish in the invasive species category, all fish must be legally caught
with rod and reel during its open season. From the time that a fish strikes or takes
a bait or lure, the angler must hook and fight the fish without the aid of any other
person. The reel must be operated manually. Once the leader is brought to the
rod tip, one or more people may help land the fish.
• Fish designated as eligible for the Invasive Species component of the Maryland
Fishing Challenge (currently Northern Snakehead, Blue Catfish, and Flathead
Catfish) may be caught and kept by all legal recreational fishing gear including
rod and reel, bow and arrow, spear, trotline, jugline, etc.
• Fish caught from privately-owned fee fishing waters are not eligible for record
consideration.
• The fish must be considered trophy sized for DNR to consider opening a new
species category for state record recognition. Thresholds for trophy size are
established by DNR using the best data available to create a benchmark weight.
• It is the angler's responsibility to provide all of the information and a clear
photograph of the catch.
