PRESIDENT’S WELCOME
As President of the Ocean City Marlin Club, it is my privilege to
welcome you to the 2014 Ocean City Marlin Club guidebook to sport
fishing in Ocean City. The waters surrounding Ocean City offer an
abundance of fishing opportunities. From the calm waters of the back bay
to the near shore ledges, artificial reefs and wrecks, on out to the alluring
blue water of the canyons, there is something biting to suit just about
everybody.
In this guidebook you will find information on all aspects of fishing
in Ocean City. Ocean City is home to a bay that is alive with flounder,
sea trout and rockfish, and an incredible artificial reef system that offers
some of the best bottom fishing for tog and sea bass anywhere on the East
Coast. It is also the mecca of Mid Atlantic offshore fishing, and is the site
of several Big Game Fishing Tournaments, including the world famous
White Marlin Open. I hope that you will find this guidebook a valuable
resource to help locate marinas, tackle shops, charter boats, and just about
anything else you need to make your stay in Ocean City a “FISHY” one.
In closing, I would like to welcome you to the White Marlin Capitol
of the World. Please remember to be a responsible angler, release some
fish for the future, and most of all enjoy all of the exciting things Ocean
City has to offer.

PURPOSE OF THE
OC MARLIN CLUB
T
he Club exists to promote and create an interest in sportfishing and
to utilize all legitimate means to further and improve it. It engages
in sound conservation practices to the end that the waters and marine
life which they support may become more productive.
We will cooperate with any persons or organizations which engage
in similar activities. We seek to provide for the mutual protection of
interest of sportsmen and fishing guides by encouraging fair and just
dealings between them. We try to create and instill in others that love
of the sea and Her creatures known only by those who sail upon her.
We maintain and operate a sportfishing club for the benefit,
enjoyment, and general welfare of our members and their families and
guests.
To create and maintain an interest in sportfishing the Club plays
host to some of the summer’s finest fishing tournaments, in addition to
recognizing its members achievements offshore at an annual awards
banquet. During the busy summer months members are invited to
frequent the Restaurant facilities to sip on a cool drink, grab a bite to
eat and discuss the day’s events. During the winter months, when the
waters have turned too cold to go fishing, the club sponsors various
dinners and holiday parties to give its members a chance to get together
and enjoy the comradery of other fishermen and women.

RULES FOR THE
2014 SEASONAL AWARDS
Each year the Marlin Club takes the time to recognize the offshore fishing accomplishments
of its members. We honor them at a seasonal awards banquet where we present them with
trophies and plaques to celebrate their achievements
The following constitutes the rules and qualifications for the seasonal awards presented by
the Marlin Club:
1. FISHING SEASON – The fishing season begins on January 1st and ends on Sunday,
October 5, 2014.
2. CATCH REPORTS – For seasonal awards all catch reports must be entered on-line
(this includes the White Marlin Open) at www.ocmarlinclub.com. Tournament catch
reports must be turned in as per the rules stated in each specific tournament. Catch
reports must be entered on-line no later than ten days from the date of the catch with
the exception of year end reports, unless otherwise approved by the Board of Directors.
All reports must be filed by Monday, October 6, 2014 by 12 p.m. No exceptions! White
marlin caught by live baiting do not count for seasonal awards. Only billfish boated
during modified release tournaments (i.e. Big Fish Classic, White Marlin Open, & Mid
Atlantic 500,000) are eligible for seasonal totals.
3. ELIGIBILITY FOR SEASONAL AWARDS –
MEMBERS – Dues must be paid in full prior to fish catches counting towards
seasonal awards. Any catch reports received prior to dues being paid will not count
towards seasonal awards. Catches made by Members on Member or Non-Member
boats are eligible for awards.
NON-MEMBERS – Non-Members are not eligible for Billfish Awards with the
exception of the Junior Angler Awards. Fish caught by Non-Members are eligible for
all other seasonal awards when the fish is caught on a Club boat and the Member’s boat
dues are current.
CAPTAINS AND MATES – Members and Non-Members who receive pay as a
professional may qualify for seasonal awards if fishing as an angler and not paid for
the day that he/she catches the fish for the seasonal award. Example: A paid Captain
or Mate chooses to charter a boat, become a Member or a charter team or fish as a nonpaid guest.
4. FISH ELIGIBLE FOR AWARDS – All fish eligible for awards, must be caught
within 100 nautical miles of the Ocean City, Maryland Inlet (Sea Buoy). All catches
eligible for Ocean City Marlin Club Seasonal Awards, must depart and return to the

Ocean City, Maryland or Indian River Inlets. To qualify for seasonal tournament and
awards all catches must meet or exceed all Federal Requirements and Marlin Club
weights.
5. TIES – All seasonal ties will be decided based on the day and time of catch.
6. BILLFISH CAUGHT IN ONE DAY – Fish caught on overnighter trips are eligible
and must be reported on the specific day of the overnighter when the fish was caught.
7. FIRST WHITE MARLIN CAUGHT – $5,000 will be awarded by the Ocean City
Marlin Club for the First White Marlin Release of the year. The fish may be caught by
a boat from either the Ocean City, Maryland Inlet or Indian River Inlet by a Member
or by someone fishing on a Member boat.
8. FIRST BLUE MARLIN CAUGHT – $2,500 will be awarded by the Ocean City
Marlin Club for the First Blue Marlin Release of the year. The fish may be caught by
a boat from either the Ocean City, Maryland Inlet or Indian River Inlet by a Member
or by someone fishing on a Member boat. Photo identification required of a Blue
Marlin to ensure proper identification of the Billfish.
9. LAST WHITE MARLIN CAUGHT – $1,500 will be awarded by the Ocean City
Marlin Club for the Last White Marlin Release of the year. The fish may be caught by
a boat from either the Ocean City, Maryland Inlet or Indian River Inlet by a Member
or by someone fishing on a Member boat.
10. INDIVIDUAL ANGLER AWARDS – For awards given to an individual angler the
fish must be self-hooked and caught by the angler, unaided by the boat’s crew. Junior
Anglers may receive assistance. All Ocean City Marlin Club and IGFA rules apply.
11. CHARLES E. KRATZ AWARD – A trophy plus $500 will be awarded by the Ocean
City Marlin Club for the First White Marlin Caught by a Junior Angler. The fish may
be caught by a boat from either the Ocean City, Maryland Inlet or Indian River Inlet
by a Member or by someone fishing on a Member boat.
12. RECREATIONAL ANGLER AWARD – An award given to the angler that caught
the most billfish. Fish do not have to be self-hooked. Top Lady and Gentlemen
Anglers (self-hooked) are not eligible for this award. All Ocean City Marlin Club and
IGFA rules apply.
13. PRIVATE/CHARTER BOATS – Private boats who fish one or more times for pay
become Charter boats and are not eligible for awards given to private boats.

14. WEIGHT MINIMUMS* – During Club tournaments all catches must meet the
Club’s minimum requirements –
a. Dolphin – 10 lbs.
b. Shark – 150 lbs.
c. Tuna – 30 lbs., *Seasonal Tuna Award has no minimum weight
d. Wahoo – 20 lbs.
e. Swordfish – Release only
f. Spearfish – Release only
g. Sailfish – Release only
h. White Marlin – Release only
i. Blue Marlin – Release only
15. THE 25/50/100/200 CLUB FOR BILLFISH RELEASES – Member boats releasing
25-49 billfish, 50-99, 100-199 and 200+ billfish will be recognized in the 25, 50, 100
or 200 released billfish club, respectively. The boat name will be permanently
inscribed on a plaque board displayed in the club. The new 25, 50, 100, 200 member
boats will also be announced at the seasonal awards.
16. AWARD – for the private or charter boat that has the most junior or adult angler’s 1st
white marlin caught.

FUMBLING THE FOOTBALL:
A FEDERAL ATTACK
ON BLUEFIN ANGLERS

W
hen the Recreational Fishing Alliance (RFA) was established in
1996 as the nation’s first and only political action organization
for saltwater anglers, executive director Jim Donofrio spent a
great deal of time attacking wasteful bycatch in the American longline fleet.
Through heavy participation at both the federal and international level,
Donofrio and the RFA lobbied extensively against the proliferation of
longline gear in those early years, going as far as the United States Court of
Appeals in defense of a steadfast position against new longline operations
in the Port of Charleston in South Carolina; the judges found in favor of
Donofrio’s first amendment rights, setting in motion a powerhouse of
political action for the future on behalf of the recreational fishing industry
and our saltwater anglers at large.
RFA made case law with that court action in 2002, and the angling
community finally had a leg up on heavy commercial bias at the federal
level.
In 1969, the International Commission for the Conservation of Atlantic
Tunas (ICCAT), the intergovernmental organization responsible for
managing migratory species in the Atlantic Ocean, was established. In
those 45 years, our own government has never really gone to the
international community to fight on behalf of the recreational fishing
industry – instead of relying on the financial clout of millions of saltwater
anglers and a billion-dollar sportfishing industry, our State Department has
continually fumbled the football in leveraging positions and brokering
compromises which benefit other countries and the industrial commercial
fishing industry, at the expense of our recreational community.
But the real ‘football’ consistently fumbled by NOAA bureaucrats is
most certainly the football-sized bluefin tuna. According to recent Highly
Migratory Species (HMS) landings data, more dead discards of smaller
bluefin were apparent in the Atlantic, with the data showing that the vast
majority of bluefin under the 73-inch minimum size limit caught and
released by longliners off the East Coast are actually dead fish.
As of January, the daily retention limit for the HMS Angling category
and HMS Charter/Headboat vessels was one school, large school, or small

medium bluefin (27 inches to less than 73 inches) per vessel per day/trip,
except in the Gulf of Mexico which is closed as a spawning area. Yet,
estimates by NOAA find the pelagic drift longline fishery accounted for 145.2
metric tons of bluefin tuna discarded dead which is more than double the
amount of reported landings from that category.
Where HMS logbooks show a total of 161 active pelagic longline vessels
from 2006-2011 (active defined as having successfully reported pelagic
longline gear at least once during that 6-year timeframe), there were 23,061
HMS angling permits and 4,129 Charter/Headboat permits issued as of
October, 2012 - proof that offshore anglers have a greater economic impact on
our coastal fishing communities.
Once again however, the federal government is looking to stick it to the
recreational community, as NOAA Fisheries is considering an amendment to
modify the existing allocations by stripping quota from the angling category
to make up for the dead bycatch problem in the longline sector. Basically,
instead of putting pressure on the pelagic longline industry to reduce bycatch
mortality, NOAA Fisheries is looking to take a big bite out of the recreational
fishing community.
“There are half the number of longline boats fishing today as there were
back in 1999 when they set the original allocation, but now NOAA wants to
give those fewer boats more allocation to accommodate for dead discards,
that’s completely asinine,” Donofrio said.
“Prior to the early 70’s there was no commercial market in the U.S. for
giant bluefin tuna, but after the West Coast purse seiners destroyed the school
bluefin tuna in the Pacific, they shot through the Panama Canal and hit hard
the large schools of small school fish while creating a management nightmare
for the recreational sector,” Donofrio said, adding “ICCAT was born around
that time when small fish were reduced to low, low numbers, and the
commercial market for big fish which hadn’t existed before became the new
trend.
“Historical landings in the recreational sector proceeded for decades
without impacting the bluefin resource, and then commercial fishing, in a little
more than a decade, went about overfishing the stock,” he added, explaining
how NOAA essentially waited for the fishery to be destroyed before taking a
historical snapshot on the fishery, thereby handing over bluefin quota to the
commercial sector.
Before founding RFA alongside the Healey family at Viking Yachts,
Donofrio was a charter boat captain who fished extensively for bluefin in the
70’s and 80’s, a time when thousands of school bluefin were caught in the
recreational sector from Montauk to Virginia pre-WWII, with no size/bag
limit, that had no impact on the fishery. “These fish were caught for pleasure,

for sport, and then our government simply handed the bluefin fishery over
to the Japanese fleet and the rest is history,” he said.
Over the past 17 years, the number of U.S. commercial longline
permits has been whittled down significantly, in major part due to RFA’s
early and ongoing efforts. With the Japanese fleet actively working on
bluefin just over the fence at 200 miles, there are only about 15 to 20 U.S.
longline vessels working in the Northeast Distant gear restricted area
(NED) who have now created a management nightmare with bycatch
mortality rates through the roof on school bluefin under the 73-inch size
limit, the primary target for thousands of recreational boats along the
Atlantic Coast.
Donofrio said when you consider the captain and deckhands, it
amounts to around 90 commercial fishermen pushing this reallocation
effort which would only jeopardize a multimillion dollar sportfishing
industry supported by several thousand permitted anglers. As it stands, the
total angling quota for bluefin represents 19.7% of the overall allotment for
the United States, and no more than 2.3% of the annual quota can be used
on large medium or giant bluefin. A swimming reserve of school fish
means 18.5% of the angling categories’ total amount is left free to swim.
“This is an ongoing battle, but I’m proud of the folks we have on our
side, guys like Jim Motsko who is an active member of the RFA board of
directors,” Donofrio said. “Jim has been a great asset and supporter of our
work to keep our fleet fishing for tuna and marlin, and he helped
immensely in bringing former Maryland governors up to speed on the
economics of offshore fishing to Maryland’s economy.”
Even with all the conservation measures put in on the recreational side
and the small percentage of quota taken from the overall allowable
landings agreed upon at ICCAT, our own State Department appears
content to reward the continued indiscriminate waste of a valuable
resource by commercial longliners, at the expense of the recreational
fishing community. On top of that, the Department of Commerce has
dedicated $2 million in federal funding for Fiscal Year 2015 to creating
new ‘catch share’ programs in the United States, including one for bluefin
tuna.
“Managing our bluefin tuna resources by way of individual
transferable quotas and catch shares will not lead to improved
conservation, it will only commoditize a resource which is already in high
demand worldwide,” Donofrio said.
I expect it’s going to be a very busy couple of years for the RFA on the
political action front.

THAT’S NOT HOW WE
DO IT IN JERSEY

the privacy of the individuals.
I
t’s late October, the tuna fishing is winding down, billfish have pushed to
warmer waters, and I am thinking about my favorite fishery – striped bass
or rockfish.
Caller ID shows the incoming call from a dear friend living just about dead
center of the continental United States.
My buddy, Jack loves the outdoors and travels to Ocean City a few times
each year to fish and check in on his folks who live nearby. We have a date
on the calendar just after Thanksgiving to go chasing stripers.
“Jimmy, would you mind if my Dad joined us for our rockfishing trip?”
Jack asks tentatively. “It would really mean a lot if he could come along.”
“Of course, I would love to have him join us!” I reply.
“Really?” Jack answered half laughing. “Come on, you know my Dad can
be real pain in the neck, sometimes.”
“I know, but there’s something about Jack Sr. that I like.”
“Look Jimmy, he’s my Dad and I love him, but we both know he is
obnoxious, opinionated, and tolerated only in small doses.”
“Yeah Jack, like arsenic… Look, the offer stands. I really look forward to
fishing with you and your father.”
“Ok, but don’t say I didn’t warn you. See you in November.”Jack hangs
up.
I arrive at the boat the morning of our trip about an hour prior to our
planned departure. I enjoy the pre-trip ritual of checking fluid levels, fuel,
bait and other supplies.
The last of my stash of live spot are placed with care into my live well,
while a couple dozen live eels writhe and slither in a 5 gallon bucket in the
far corner of the cockpit.
The recent push of cold weather was hard on live bait, especially the spot.
Scarcity of spot has pushed the price to $2 to $3 a piece.
Rods are placed in the T-Top rod holders. Leaders and knots are checked
and re-tied. In addition to the live bait outfits, I have a couple spinners tied
up with surface plugs, and a couple bait casters rigged up with jigs and
bucktails.
Our lunch – Italian Cold Cut Subs, water, Gatorade, a couple beers, and
the most essential item – a bag of hard pretzels are packed away in the
cooler.
The boats engine rumbles quietly and I am enjoying the early morning
sights, sounds and smells of the Ocean City commercial harbor. The
solitude is broken when Jack and his Dad roll up in Jack Sr.’s truck.

Jack Sr. hops out of the cab and is in an unbelievable panic. He is dumping
the contents of their bags and tackle boxes all over his tail gate, rummaging
through every pocket and compartment.
Curse words are flying rapid fire and in combinations and sequences I
have never heard before.
I thought I had a pretty good handle on “blue language” but this guy took
swearing to an entirely different level.
“Good Morning Guys, What’s up?” I ask.
Jack smiles, “Morning Jimmy, Dad’s in rare form this morning. Can’t find
his cell phone and swears I lost it”
“I’ll tell you what’s up.” Jack Sr. barks and points to his son, “When I find
my cell phone I’m going stick it up his……….” His voice trails off as his
cell phone begins to ring in his jacket pocket.
Not one to admit he was wrong, Jack Sr. looks at us and the pile of tackle
and supplies on the tail gate and says, ”Don’t just stand there. Get this stuff
on the boat! I gotta use the head.”
Jack and I load up their gear while his Dad visits the head at the dock
office.
Finally, everyone is onboard. After a quick safety orientation we are lines
off and underway.
As we steam south, Jack Sr. tells me that he is quite an angler and regales

Compliments of Maryland Department of Natural Resources
Maryland DNR maintains state records for sport fish and awards a plaque to anglers
whose catch exceeds the current state record or establishes a new species category.
Positive identification of the species of fish is mandatory for consideration of state
record applications. The catch must be inspected in person by a fisheries biologist
from the Maryland Department of Natural Resources. Immerse the fish in ice water
until it can be weighed in order to preserve the weight.
• Call 443-569-1381 or 410-260-8325 to report a potential state record catch.
• State record fish are determined by weight. Make every effort to quickly obtain
an accurate certified weight, since dead fish lose weight. If you take your
catch to an Angler Award center that does not have a Maryland Department
of Agriculture-certified scale, a grocery store, mailing and shipping store,
or other establishment that sells products by weight may have a certified
scale and be willing to help.
• A Maryland State Record application form (Link to application:
http://www.dnr.state.md.us/fisheries/records/srapplication.pdf) listing the
species, the certified weight, the date the fish was weighed, the witnessing
scale operator's signature, and the name of establishment must be
submitted to DNR within two (2) weeks of when the catch was made.
• Fish must be a species commonly fished for with rod and reel and caught by
legal methods during an open season.
• From the time that a fish strikes or takes a bait or lure, the angler must hook and
fight the fish without the aid of any other person. The reel must be operated
manually. Once the leader is brought to the rod tip, more than one person
is permitted to help land the fish.
• Fish caught from privately-owned fee fishing waters are not eligible for record
consideration.
• The fish must be considered trophy sized for DNR to consider opening a new
species category for recognition. Thresholds for weight are established by
DNR using the best data available to create a benchmark.
• It is the angler's responsibility to provide all of the information and a clear
photograph of the catch.

me with story after story of his youth fishing the Jersey shore.
Jack Sr. may be 72, but his self esteem and bravado has not diminished one
bit. If self confidence were a currency, Jack Sr. would be a very wealthy
man.
A few encouraging marks on the finder, and a gannet or two diving are
good signs. I slow the boat and ease up to the upwind side of the small lump
that should be holding a rockfish or two.
Before I even hit neutral, Jack Sr. has taken two live spot from my bait
well and cut them neatly into 3 pieces. Trying not to show my anger at
wasting precious live spot, I explain to Jack Sr. that he may have better luck
fishing with live bait.
Not missing a beat, Jack Sr. grumbles, “That’s not how we do it in Jersey.
I have been fishing for nearly 70 years, and have sweated more salt water
than you’ll ever see.”
“What kind of excuse is this for a hook?” says Jack Sr. as baits up with
the head of what was minutes ago, a prime live spot.
“It’s a circle hook. They work great on stripers, once you get the hang of
them. The key is to forget the forceful jerk of the rod to set the hook.” I
explain the hook set technique for circle hooks, hoping to shorten Jack Sr.’s
learning curve.
Jack Sr. looks at his son, points at me and says, “Jimmy is like every other
guy I’ve met from Ocean City, Maryland. I bet he couldn’t catch his own
backside if he used both hands.”
Trying my best to stay cool I answer, “I know, it sounds strange, but trust
me, you don’t want to jerk the rod on the hook set with these hooks.”
Lines in and we drift over the lump. Jack Sr. gets a bite, and instinctively
snatches the rod back with brute force.
Instead of the “swing and a miss” that I had anticipated, Jack Sr.’s rod bent
deeply under the weight of nice striper. Minutes later, a nice 33 inch striper
was resting in the fish box.
“That’s how we do it in Jersey!” he bellowed as Jack Sr. re-baited and
dropped his line over the side.
No sooner than his bait hit bottom, Jack Sr.’s rod tip bent slightly, and he
reared back with a savage counter-strike and a groan that would make any
professional bass fisherman proud.
After a few minutes, Jack Sr. lands another nice striper. This one was a
bit longer, and much fatter than his first.
As his second fish goes in the fish box Jack Sr. looks at us smiles and says,
”Well, I’ve caught my limit. Do I need to catch your limit too?”
I feel my live spot get hit and go to free spool, then slowly engage the
drag, but nothing is there.
On our second drift, I miss another fish, but Jack Jr. catches a nice striper.
Jack Sr. decides to try an eel. I offer to help him retrieve an eel from the
bucket, but he is adamant that he can do it himself.
It seemed like slow motion. Jack Sr. picked up the eel in a rag covered
hand, but the slippery devil got away and dropped to the deck.

Jack Sr. cussed, then tried to step on the elusive eel, kicking over the bait
bucket, sending 17 more eels scurrying all over the deck.
While Jack Jr. and I did our best to corral these slippery buggers, Jack Sr.
grasped an eel in his ragged hand, baited his hook and resumes fishing.
Before we had the last of the loose eels back in the bucket, Jack Sr. had
released another beautiful striper.
The tide slackened and the current was just about non-existent, I figured
it would be a good time for a bite of lunch.
Unwrapping his sub, Jack Sr. looks at it and says, “What is this garbage?”
“Jack, It’s an Italian cold cut sub.” trying my best not to reveal my souring
mood.
“Well you can call it what you want, but that’s not the way we made them
in Jersey” I am speechless.
In the afternoon, the current picked up and the fish were biting. While we
each caught a limit, Jack Sr. was high hook, catching and releasing another
11 fish.
It’s early evening, and the last light of day is all but faded. Jack Jr. and I
are cleaning the days catch. Jack Sr. walks over to the cleaning table. I brace
myself for another salvo of negativity and sarcasm, only to be disappointed.
Jack Sr. looks at the fished being cleaned and says, “That’s exactly the
way we do it in Jersey!”
