Published on 1st November 2012, replacing the 2007 edition.
•
STANDARDS MALAYSIA is adopting the 2012 edition to become a
Malaysian Standard (MS). Will be announced once the MS version is
available.

SC 1.3 - Specific Criteria for Accreditation in the Field of Microbiological Testing

Effective date: 1 August 2013
Signatory for microbiological testing to have at least a degree or higher in
microbiology or related fields
Related fields mean degree in food technology, biomedical science,
veterinary, fisheries, biotechnology etc. which has microbiology subject in
their study syllabus.
Note:
•
Documents listed from 2 - 6 can be downloaded from STANDARDS MALAYSIA
website.
•
Applicant laboratories will be assessed based on the new revised documents
(where applicable).
•
NCRs will be raised should the laboratory fails to comply to the requirement of
the documents after the effective date.

Witnessing Report
• A copy of witnessing reports will be given to the laboratory during closing
meeting
• Different aspect/activities of test/method shall be witnessed for each assessment
• Laboratory to maintain copy of the witnessing report for reference during the
next assessment

Laboratory Obligation
• Laboratories are advised to submit the evidence of corrective within the timeline
and sufficiently adequate for STANDARDS MALAYSIA to process the report. There
will be no special treatment for late submission (especially when the expiry date
is drawing near and customer has requested for the latest accredited scope)
• Laboratory to consider STANDARDS MALAYSIA assessment schedule before any
major activities of the laboratory are carried out (e.g.: renovation, relocation
exercise)

will not be scheduled in December.
• Any scheduled assessment (forward plan schedule) which falls in December will
be rescheduled to November / January the following year.
Outstanding Payment
• It is the responsibility of the laboratory to pay such fees for application,
assessment, surveillance and other services, from time to time as determined by
STANDARDS MALAYSIA.
• Laboratories are advised to settle any outstanding payment due as soon as
possible.
• Suspension will be initiated if payment is not received within 4 months from the
date of the invoice.

Facilitating World Trade
1.
STANDARDS MALAYSIA played a major role in leading bilateral and multilateral negotiations for
(FTAs), specifically for the Technical Barrier to Trade (TBT) chapter. In
2012, STANDARDS MALAYSIA was involved in the following FTAs as lead negotiator:

Agreements

Malaysia - Australia: MAFTA Agreement was signed between Malaysia-Australia on May 22, 2012 in
Kuala Lumpur. The agreement will come into effect on January 1, 2013.
Malaysia - Trans-Pacific Partnership (TPP): STANDARDS MALAYSIA participated in five
negotiation rounds as at the end of 2012 and is still in the process of finalising the text for the
agreement.

Other FTAs in which STANDARDS MALAYSIA were involved were as follows:
•
Malaysia-European Union (EU): The 6th and 7th rounds were held from February 8 -11 in Kuala
Lumpur and from April 17-20 in Brussels, respectively. During both rounds, discussions were held on
the TBT chapter. The 8th round was held from September 25-28 in Kuala Lumpur with no discussion
on the TBT chapter STANDARDS MALAYSIA attended a discussion on Renewable Energy Annex for
The Trade in Goods chapter.
•
Malaysia-Turkey: The TBT Chapter was finalised last year. In 2012, STANDARDS MALAYSIA was
involved in the discussion on the Economic Co-operation chapter related to halal activities and
standards.

STANDARDS MALAYSIA also monitored the implementation of the TBT chapter of the FTAs that have
been signed,
as listed below:

Agreement Sub-Committee on Standards, Technical Regulations and Conformity Assessment
Procedures (AJCEP SC-STRACAP) was held on March 16, 2012 in Bandar Seri Begawan, Brunei.

Facilitating WTO/TBT Agreement
In managing the national WTO/TBT Committee, STANDARDS MALAYSIA also facilitated the
implementation of the provisions of the WTO/TBT Agreement. Three National Mirror Committee on WTO
TBT meetings were held on March 12, June 5 and November 20, 2012 in preparation for the three WTO
TBT meetings in Geneva.
STANDARDS MALAYSIA attended all three WTO TBT Meetings in Geneva from March 20-22, June 13-15
and November 26-29, 2012, as the main agenda for 2012 was to conclude the Sixth Triennial Review of
The Operation and Implementation of the Agreement on Technical Barriers to Trade Under Article 15.4.
STANDARDS MALAYSIA participated actively in giving comments and inputs to ensure that Malaysia's
interests would be considered by the Committee. The Sixth Triennial Review was concluded on November
29, 2012 and it will be implemented in the next three years.
