Amy Olenio, 98, North Andover, MA ~ A well-respected artist and a treasure of a woman who touches your heart with good humor. As a former employee of Elder
Services, Amy served as our shining example of courage as we learned to face our own aging. Her spirit, love of friends and family, and openness to change shows

Amparo Pena, 89, Haverhill, MA ~ A very energetic and happy Spanish woman living Haverhill, mother of nine children and 27 grandchildren, including Carlos
Pena of the Tampa Bay Rays. Her days with are filled with visits from family and friends, cooking her favorite Hispanic food and reading biographies and the Bible.
Wilfred Roberts, 93, Amesbury, MA ~ Wilfred, a widower, lives in Amesbury is the last of twelve siblings who continues to enjoy his lifelong hobbies of woodworking
and cooking. He shares both with family and friends.
Somouen Som,61, Lowell, MA ~ A Cambodian woman, a survivor of breast cancer and a dialysis patient visits her husband, a stroke victim, at a nursing facility
because her health prevents her from caring for him at home.
Mary Teague, 89, Lowell, MA ~ Mary lives and raised her family in the same neighborhood she still calls home today. A public school teacher for 15 years, she
went on to teach English and Citizenship at International Institute. With a genuine interest in the world, she traveled extensively visiting the Holy Land and became
interested in biblical archeology.

individuals dependent on quality health
care services to manage their lives.
Funding is always a challenge, but where, when
and how consumers get the medical attention
they need, is another. Chronic medical conditions, limited income, confusing and complex
insurance options, and rising health care costs
compound the issue for the American public.
Elder Services chose Health Care Equality as a
focus for our annual report and our annual meeting. How is justice served when an individual cannot pay for the medicine
they need, or simply find a ride to medical appointments? If elders or
disabled adults are placed in a nursing home – when their first choice may
be to stay at home – why are the services they need under-funded or beyond
their means? These are long-standing concerns which are only intensified by
the current economic crisis we all face.

We believe for health care equality to be realized, constant advocacy
and dedication to the cause are required of everyone. All of us together - as
experts in the fields of aging, health, medicine and a host of other disciplines
- are witnesses to examples of health care inequality that elders, disabled
adults and poor of all ages sometimes experience. Our collective reflection
and perspective, after 35 years of service, expand on the belief that equitable
health care is not just about good medical practice. It is the engagement
of every health care and non-health care provider to advocate and to take
responsibility for improving access to health care for every person in our
society.
Our efforts at Elder Services to improve health
care equality envelopes a broad range of innovative programs, advocacy efforts and partnerships
that help empower elders and families to find
their voice and their choice in getting the help
they need. SHINE Program counselors guide
thousands of elders though the maze of health
care benefits and programs to select one that is
right for them. Every day our home care case
managers and nurses address the service needs
of more than 5,000 elders with challenges related

to ill health and limited support. We are working

with Senior Care Organizations to provide comprehensive community services to elders enrolled in MassHealth, including
those at risk of nursing home placement. Our Chronic Disease Management
Program is a statewide model of empowerment and self-management for
many who live with pain and chronic disease.
And finally, Elder Services has been selected to be one of three pilot sites
to implement Long Term Care Community Options Counseling, a partnership with The Northeast Independent Living Program to provide assessments,
intervention and referrals to elders and disabled adults of all ages currently
residing in nursing homes – but whose greatest desire is to return to their own
communities.
Together we have made much progress. However, barriers to good health
care continue to challenge all populations and this requires the commitment
of everyone to do their part. If you haven’t already – please join us.

Using our knowledge to improve the lives of
Clinical Internship Program
ur clinical internship program includes a
Masters Program in social work, mental health
counseling and clinical psychology. Interns are
involved with clinical initiatives including our
Hoarding Outreach Program and the provision
of in-home mental health counseling. This new
initiative allows our staff to provide needed mental
health services to alienated and isolated elders.
Students provide weekly therapy to elders with a
wide array of issues including depression, grief
and loss, substance abuse, and compulsive hoarding. The goal is to get isolated elders entered into
the mainstream mental health system. Our current

School of Professional Psychology, University
of New Hampshire, Rivier College, Bridgewater
State College and UMASS Boston.

Enhanced Supportive Homemaker Program
his program expands the existing Supportive
Homemaker program by providing additional
clinical training and supervision to supportive
homemakers. Elder Services provides monthly
clinical in-services focused on helping clients who
have mental health issues. Additional training
topics include: hoarding, mood disorders, setting
limits, depression and suicide, habilitation therapy,
family dynamics, counter transference and burnout. Because of the complexities of clients in
recent years, in-services will be more in-depth.

Elder Housing Initiatives
onstruction has been underway at Westford
Village at Mystery Spring in Westford to
build 36 units for low-income elders to move in
by March, 2009. Elder Services secured over $6
million in funding from the US Department of
Housing and Urban Development and another $1
million in state funding. An application was also
submitted in July to build another 35 units of elder
housing in the town of Tewksbury.
In collaboration with Emmaus in Haverhill, we
provide the service coordination at Murray Court,
a 20 unit SRO under construction that will provide
permanent housing for homeless elders.

My Life My Health
M
y Life, My Health, our Chronic Disease
Self-Management Program, has positively
impacted the lives of more than 500 older adults
in Massachusetts who live with persistent health
conditions. Some of the success stories have been
profound. At the end of the workshop, one woman,
who had isolated herself due to extreme anxiety,
purchased a plane ticket to visit her daughter she
had not seen in years.
Our successful Master Trainer Trainings, lend
Massachusetts 135 Lay Leaders who can offer the
program in English, Spanish, Chinese and Khmer.
New components - My Life, My Health is now
offered to individuals with severe and persistent
mental illness. And, the Administration on Aging,
Centers for Disease Control and Centers for Medicare/Medicaid Services selected four states to try
a modified version of the program. Elder Services
was chosen as the pilot site for Massachusetts. We
will partner
with Greater
Lawrence
Family
Health
Center and
Home Health

Money Management Program
oney Management has evolved into a multifaceted program with over 61 volunteers
serving 90 clients with basic bill paying, checkbook balancing and budgeting. Our Rep Payee
program serves 25 clients, with five waiting for
approval from Social Security.
Our staff presents professional programs on
financial literacy to the community, including how
to recognize scams and financial exploitation. The
Money Management program was presented at the
NASUA convention in Boston and the Merrimack
Valley Financial Crime Network. It reinforces
the collaboration between these two agencies and
helps protective service workers who investigate
financial exploitation cases.
Elder Services also helped over 100 elders
complete the necessary paperwork to receive their
Economic Stimulus check.

The Hoarding Program
he Hoarding Outreach Program, originally
implemented in Lowell and Lawrence, has
expanded to other communities across the Merrimack Valley.
Over 50 elders were referred by emergency
personnel, housing managers and family members,
with 35 screened to participate. Elder Services
helped these elders to manage the clutter in their
homes – sorting, organizing and discarding to
achieve a safer environment. The program also
helps elders understand why they save so much
and it provides a caring, therapeutic relationship,
which allows them to let go of the barriers holding
them back.
The program, Personal Space, Community
Risk, was presented at annual conferences which
included, the Massachusetts Council on Aging, the
Massachusetts Aging and Mental Health Coalition, and the Scientific Conference of the Gerontological Society of America. Also presented at the
National Association of Area Agencies on Aging,
it received an Aging Innovation Award.

to present Jeanine Murphy, Executive Director of
Emmaus, with the 2007 James L. Campbell Award
for Vision, Leadership and Service. It is named after an
agency founder, an advocate dedicated to helping improve
the lives of older people.
Since 1988, when Jeanine became Executive Director,
Emmaus has grown from a small shelter to a significant
service provider and developer of affordable housing, offering one of the most innovative and comprehensive approaches to homelessness in the country. Her vision is not
only to provide shelter, but to address the underlying causes
of homelessness. This vision expanded services to include
shelter, meals, counseling, case management,
clinical services, substance abuse treatment,

family members

day she wears many hats: housekeeper,

visitor, chauffer, and health care monitor.
She manages all this in addition to being
a foster mother for a teenage boy. She
keeps a positive outlook and is steadfast
in her determination to keep her mother
and two aunts safe, happy and well cared
for at home. She is a very loving family
member.
