ICRC advice to help families of missing
Jacqueline to go international
(dailymirror.lk) Former Miss Sri Lanka and
Bollywood actress Jacqueline Fernandez has
been offered a lead role in a British film, The
Definition of Fear.
The ‘Kick’ star revealed that the
film’s makers approached her from
London.
“They were keen to sign me. The
offer came from them, without me
taking any initiative. It came as a
shock to me. They have offered me
the lead role. I am excited to work
with Simpson, who has directed
actors like Al Pacino and Penelope
Cruz,” she said.
Revealing details of the film, she said: “It will be
shot abroad and will be a completely new
experience for me. We start shooting this month. I
will have three female co-stars and I play a
psychology student,”
The actress added that her role in
the Salman Khan blockbuster Kick
was a factor in raising her profile in
the mainstream, India Times
reports.
“Indian films get so much
recognition in the international
market. I think the success of my
last release has made me visible at
the international level,” she said.
Fernandez is set to play a double role in Roy,
which also stars Ranbir Kapoor and Arjun Rampal.

(colombogazette.com) The International
Committee of the Red Cross (ICRC) says on the
basis of the results of an island-wide survey, it
intends to recommend to the authorities a
programme to address the economic,
psychosocial, legal and administrative needs of
families of missing persons.
The ICRC, which on 16 October will mark the 25th
anniversary of its humanitarian activities in Sri
Lanka, said that it is currently helping vulnerable
persons in the former conflict areas with livelihood
support and cleaning wells, building water supply
systems and toilets for school children, returnees
and other civilians in those areas.
“During the past quarter century, the ICRC has
striven to protect and assist people detained in
connection with the uprising of the Janatha
Vimukthi Peramuna, and subsequently those who
were affected by the conflict between the Sri
Lankan government and the Liberation Tigers of
Tamil Eelam, such as detainees, displaced people
and returnees,” said Cherine Pollini, head of the
ICRC delegation in Sri Lanka.
“These days, the ICRC responds to remaining
humanitarian needs caused by the past conflict.”
As part of this endeavour, the ICRC has continued
to visit all detainees – not only those held in
connection with the past conflict – to assess their
treatment and living conditions. On the basis of
the results of an island-wide survey, it intends to
recommend to the authorities a programme to
address the economic, psychosocial, legal and
administrative needs of families of missing
persons.
The ICRC is currently helping vulnerable persons
in the former conflict areas with livelihood support
and cleaning wells, building water supply systems
and toilets for school children, returnees and other
civilians in those areas. It also carries out smallscale infrastructure construction and
reconstruction in places of detention throughout
the country to improve the living conditions of
detainees. In addition, it promotes international
humanitarian law among armed forces personnel,
government officials and academics.
Furthermore, the ICRC is supporting its national
partner, the Sri Lanka Red Cross Society, in its
efforts to develop its ability to prepare for and
respond to emergencies, to administer first aid,
and to help family members separated by conflict,
disaster or migration to stay in touch.
The ICRC is an impartial, neutral and independent
organization whose exclusively humanitarian
mission is to protect and assist victims of armed
conflict and other situations of violence. (Colombo

Coroner rules Sri Lankan mother and
two children died in murder-suicide
(adaderana.lk) A coroner has ruled that a Sri
Lankan mother killed her two young sons before
taking her own life in their
home in Kenton, north
London.
Jeyvani Vageswaran, sevenmonth-old Nathiban and fiveyear-old Anopan were found
dead at their flat in
Woodgrange Close.
Mrs Vageswaran’s husband
and the children’s father
Sakthivel made the discovery
on January 9.
A post mortem showed the 33-year-old Sri-Lankan
died from hanging after smothering the two tots.
Last week at North London Coroner’s Court,
Coroner Andrew Walker ruled the two
children’s death were an act of
unlawful killing and Mrs Vageswaran
committed suicide.
In March, Brent Council launched an
internal investigation into the deaths
after it was revealed the family had
prior contact with social services.
The serious case review will look at
its role in safeguarding the children as
outlined in the Working Together
(2013) guide. - KilburnTimes

Government returns gold found
in LTTE Banks during conflict
(eyesrilanka.com) President Mahinda Rajapaksa
is to visit the North on 12, 13 and 14 October
2014, to inaugurate the resumption of the Yal Devi
train service to Jaffna and participate in several
people’s welfare programs.
The President’s visit is basically to fulfill some
LLRC recommendations such as payment of
compensation to people who sustained losses and
distribution of land permits/deeds.
The government has also decided to return a
stock of gold that was seized in the Northern
region by security forces during the conflict period.
The gold is to be returned to their owners. With the
end of the conflict, the military recovered a large
amount of gold from the Northern region pawned
by civilians in LTTE banks.
The Tamil community traditionally and culturally
favour the wearing of the precious metal, had also
buried their jewellery in many places with the
escalation of the conflict as they became refugees.
The President is expected to make this
announcement of the return of Gold at a function
to be held in Jaffna. 2300 owners have been
already identified and the President is symbolically
to hand over the Gold to 25 recipients.
Our inquiries reveal that the list of names of the
identified individuals is available at the Security
Forces Headquarters in
Jaffna,Kilinochchi,Vavuniya,Mullaitivu and Mannar
and any unclaimed Gold is to be handed over to
the Central Bank following established procedure
in this regard.
Northern Provincial Councillors , responding to an
invitation to attend special meeting to discuss
development of the Province and the progress of
the future projects for the five districts in the
Province have indicated that they will not be
participating in the events held during the visit.
Worldwide demand for Lanka’s Agar
(sundaytimes.lk) The Government is examining a
proposal to do away with legal barriers for the
export of Wallapata or Gyrinops.
The proposal has come from Wildlife Resources
Conservation Minister Gamini Vijith Vijayamuni
Zoysa.
Strips of the inner bark of this tree are used in the
rural areas to make wrapping materials. In
addition, hardwood of this tree is used for
producing ornamental items while resin is used to
produce various herbal products and perfumes.
Minister Zoysa notes: Certain species of funguses
available from the stem of the Walla plant are used
to produce a chemical substance emanating the
fragrance of Agar. A higher value Agar could be
produced by extracting this chemical substance.
There is a high demand in the international market
for Agar extracted in this way. It is popular in
Europe and Arab countries as “Sri Lankan Agar.”
SL gifted Bodhi tree at Sanchi is dying
(dailymirror.lk) The famous Bodhi tree- near
Sanchi world heritage site in Madhya Pradesh,
India - planted by President Mahinda
Rajapaksa two years ago is dying and wilting,
the Hindustan Times (HT) reported.
“Not being taken care of properly by the state
government, the leaves
of the tree looked
withered and pale.
Also, lack of water has
killed most of the
potted plants around it
and the soil around this
sacred tree has
cracked,” the paper
stated.
This Bodhi tree has
grown from a sapling
that was planted by Sri
Lankan President
Mahinda Rajapaksa on
September 21, 2012 at
the site of the International University of
Buddhist and Indic Studies, just a few
kilometers from Sanchi world heritage site.
Rajapaksa had brought the sapling from Sri
Lanka, where he had cut it from
Anuradhapura's Bodhi tree. The planting of the
sapling in a way completed a circle that started
over two millennia ago.
When HT visited the site where Bodhi sapling
had been planted -- nearly 45 kms from Bhopal
-- it found that the tree had grown over 20 feet
and its branches were struggling with metallic
wire-mesh that had
been put over the
sapling when it was
small.
The lower branches
have now got
entangled with the roof
of the mesh. Most of
the potted plants
around the Bodhi tree
have died for lack of
water and the Bodi tree
is withering away
because of the
combined effects of the
disease and lack of
water.
Just a few meters from the tree, four guards —
in-charge of the security of the Bodhi tree —
are themselves struggling, mostly on account of
sultry weather, deficient water and power
supply and no toilet facilities.
They also fear for their lives from snakes
and scorpions that have been seen running
and crawling on the rocky hillock. With no
toilet facilities, the guards are left with no
other option but to defecate in the open
some distance away from the sacred tree.
"Our duty is to ensure security of the tree
and we are doing that despite so many
odds. Regarding the disease it is suffering
and why it is not being watered regularly,
you can contact senior officials," said Atar
Singh, one of the guards.
In-charge of Mahabodhi Society of India at
Sanchi, Bhante Vimal Tisse, was furious
when HT apprised him about the condition
of the sacred tree. "If the Government of
India accepted the tree as a gift from Sri
Lanka, it is its moral responsibility to take
care of it. The negligence has hurt the
sentiments of Buddhists and all those who
love Buddha," he said.
When HT contacted collector Raisen JK
Jain, he said he will look into the issue. "I
will pass instructions to the officers
concerned that the sacred tree be regularly
watered.
We will also arrange for an agricultural
expert to look into the disease that has
afflicted the tree. The administration will
make all possible efforts to see that the tree
is healthy again," he added.

KKS Lighthouse back to old glory
By Our Jaffna Correspondent
(ceylontoday.lk) One of the oldest
Lighthouses in the country, situated
at the northern most tip of the island,
in Kankesanthurai (KKS), Jaffna was
renovated to its old glory and
declared open by Secretary Ministry
of Defence and Urban Development
Gotabhaya Rajapaksa yesterday .
Gotabhaya Rajapaksa, who is in
Jaffna Peninsula with the President's
entourage, unveiled the plaque of the
renovated KKS Lighthouse in the
presence of Secretary to the
President Lalith Weeratunge and
Jaffna Security Forces Commander
Maj.Gen. Udaya Perera . The KKS
Lighthouse was neglected for years
due to the conflict situation in the
North and the majestic tall structure
was on the verge of collapse.
However, the timely action by the
army engineers prevented the
Lighthouse from total disintegration
and they gave it a facelift with the guidance of the
Archaeological Department.
According to historians, the origin of the
Lighthouse concept runs back as far as to 3rd
century BC where Greeks used fire on an elevated
platform to guide the seafarers to reach the ports.
It was taken up as a model by others who
engaged in maritime activities around the globe
and evolved to be a method of indicating the
presence of land and sign of danger to passing
vessels. The KKS Lighthouse was erected in 1892
during the British period.
This Lighthouse, with a height of 22 metres (72.6
feet) consists of an open gallery on the top which
is capped with a copper-mixed metal to protect the
lantern. This stands as a remnant of the history of
maritime activities in the Northern part of the
island.
Two similar Lighthouses at Karainagar and Point
Pedro also exist in the Jaffna Peninsula.

The last time such a ferry service operated was in
June 2011 but it was stopped by
November of that year. The service
would take a passenger 14 hours to

however has been designed to be

passengers and 50 crew members.
The ferry service in 2011 had failed
because the bi-weekly service only

had incurred huge losses to the

India may clear new sea route to Lanka
(colombogazette.com) The vexed Sethusamudram
project — which proposes to provide a navigable
shipping channel across the Palk Straits between
India and Sri Lanka — could see the light of day
with the Centre set to clear an alternative route
that avoids dredging through the Ram Setu, the
Hindustan Times reported.
Sources told HT that the Union cabinet will very
shortly give its nod to the
proposed new alignment,
which will not damage the
Ram Setu structure. The
project, which would
considerably reduce the
time and distance travelled
by ships between India’s
west and east coast had
led to acrimonious
exchanges between the
Congress and the BJP
during the UPA-I regime
over the proposal to
dredge through the Ram
Setu — a bridge believed to have been built by
Lord Ram — considered a cultural and religious
heritage.
Environmentalists had also opposed the project on
the ground that destruction of the bridge would
lead to loss of a rich thorium reserve in that area.
The Supreme Court had in 2010 stayed further
work on the project. “Once the cabinet clears the
alternate route, an affidavit will be filed in the
Supreme Court,” said a source.
The Sethusamundran Ship Canal Project will
create a navigable channel connecting the Gulf of
Mannar and Palk Bay by dredging the stretch of
shallow sea between Tamil Nadu and Sri Lanka.
The shipping ministry, which had appointed Rail
India Technical and
Economic Service (RITES),
a government consultancy
firm, to do a pre-feasibility
study has suggested that
the government can use an
already existing channel
passing through the
Pamban cantilever bridge
that connects the town of
Rameswaram to mainland
India.
RITES has given two
options: The first one
involves dredging the
channel without any modification to the rail bridge.
This would allow ships of up to 3,000 tonne to
pass through and would entail an investment of
approximately Rs. 500 crore. The second option
involves major restructuring of the bridge and
deep dredging which would allow passage of ships
of up to 8,000 tonne.
Fisheries, Maria Damanaki said that two years
later, not much has changed and the same
problems are still there and are even getting
worse.
She says Sri Lanka is now authorizing huge
vessels to fish in the Indian Ocean without marine
GPS (VMS). This renders control totally
impossible.
Damanaki said that Sri Lanka is the second
biggest exporter of fresh and chilled swordfish and
tuna to the EU (74 million € of imports in 2013)
and in those circumstances the EU cannot
tolerate not to know whether the fish they
import into the EU was caught sustainably or
not. She says EU citizens have the right to
know what lands on their plate.
“So today, the Commission goes to the next
level: we are formally identifying Sri Lanka in
FROM
the fight against illegal fishing. Fisheries

products caught by vessels flagged in Sri
Lanka will not be able to enter the EU market
after three months’ time from now. The
Council will, by that time, have the possibility
to confirm and extend the depth and scope of
the trade measures. Of course it doesn’t end
there: the Commission will continue to work

better system,” she added.

Meanwhile, the Commission has today also
proposed to remove Belize from the list of
non-cooperating third countries in the fight
against illegal fishing and to end the trade
measures imposed against the country in
March 2014. Belize has demonstrated its
commitment to reforming its legal framework
and adopting a new set of rules for inspection,
control and monitoring of vessel. The Council
will take a decision in this respect.

Old Moon Bastion in Galle Fort turned
into art gallery
By Dasun Edirisinghe
(island.lk) The Ministry of National Heritage had
launched a project to convert the 300-year-old
Moon Bastion built by the Dutch at Galle Fort,
which is a World UNESCO Heritage site, into an
art gallery to showcase the history of Galle,
Director General of Archaeology Dr Senarath
Dissanayake said yesterday.
The Moon Bastion built by the Dutch in 1667 is
considered one of the main bastions in the Fort
and its conservation activities commenced in
2012. Built by the Portuguese in 1620, the Galle
Fort was fortified by the Dutch in 1667. There are
three bastions within the Fort known
then as Sao Lago (Sun Bastion),
Middelpunt (Moon Bastion), and
Zeepunt (Star Bastion). The British,
who succeeded the Dutch, however,
did not make use of the Moon Bastion.
Now the conservation activities of the
Moon bastion had reached its final
stage and the Galle Heritage
Foundation and the Ministry of National
Heritage had decided to convert it into
a gallery to display statues, sculpture
and art depicting persons and events
that mattered in the past of the Galle
city, Dr Dissanayake said.
He said the National Design Centre had been
vested with the task of providing exhibits to the
Moon Gallery. The cost of the project had been
estimated at Rs. 6 mn. It would help attract more
visitors and raise their awareness of the
importance of the world heritage site.
In addition, plans were underway to build an
information centre which would comprise a library
section containing material on Galle history. The
ministry of National Heritage had allocated Rs 1.1
million for that purpose, Dr Dissanayake said.

(ceylontoday.lk) Residents in the Batticaloa District
spend Rs. 400 million a month on alcohol, District
Secretary P.S.M. Charles said.
She said around 66 alcohol outlets are currently
operating in the district and the high consumption of
liquor is affecting the livelihood of people.
"Due to the increased alcohol consumption, families
are adversely affected," she said. Traditionally, men
are the breadwinners of Batticaloa families and their
increased alcohol consumption has adversely
affected the family. The situation has grown so bad
that the non-governmental organizations and the
District Secretariat have to conduct training
programmes for women so that they can find
employment. She added that alcoholics are sent for
counselling to control addiction.
"Recently, in collaboration with some NGOs, the
District Secretariat of Batticaloa had taken steps to
allocate certain stalls for women whose husbands
have become alcoholics, to sell food. With this they
earn Rs.25,000 a month," she said.
Charles added that due to the increase in alcohol
addiction in the district, a number of awareness
programmes are being conducted in schools to
warn students.
Lankan pilgrim died of a natural cause
(colombogazette.com) A Sri Lankan Haj pilgrim
had died while in Saudi Arabia due to natural
causes and the deceased was buried in Madinah
before Eid, Arab News reported.
Adam Bawa Uthuma Lebbe, Sri Lanka’s consulgeneral in Jeddah, said there was only one death
among this year’s pilgrims from Colombo and that
was the death of the pilgrim who died of natural
causes.
Meanwhile a pilgrim who
was off-loaded in Riyadh
from a flight bound to
Colombo from Jeddah on

from the hospital within
the next few days, a
senior official from the Sri

Riyadh told Arab News.
The Sri Lankan Airlines
flight, which was
transporting Haj pilgrims
back home, was forced to
make an emergency landing at King Khalid
International Airport in Riyadh after a Haj pilgrim
complained of severe chest pain.
The diplomat said that Thajudeen Packeer, 65,
began suffering from severe breathing difficulties
after the flight took off from Jeddah.
The patient and the leader of his Haj group,
Ameen Travels, were offloaded at Riyadh’s airport
and the patient was admitted to Kingdom Hospital
in Riyadh.
“The passenger is currently being treated at the
Intensive Care Unit (ICU) of the hospital and will
be moved to the general ward today prior to his
departure back home,” he said.
“Flight UL282 was
diverted within an hour of
take-off after a Haj pilgrim
complained of severe
chest pain,” said Ruwan
Wijekone, Sri Lankan
Airlines manager in
Riyadh.
A Maldivian doctor, who
was a Haj pilgrim on
board, had advised the
crew to land at the nearest
airport for emergency
medical treatment.

Sri Lanka has the least number of hungry
people in South Asia
(ft.lk) Sri Lanka has the least number of hungry
people in South Asia and the number of people
going hungry has steadily declined, the 2014
Global Hunger Index (GHI) released Monday
showed.
Sri Lanka ranked 39th this year, four notches
above last year’s rank, in the GHI, released for the
ninth year by the International Food Policy
Research Institute (IFPRI), Welthungerhilfe, and
Concern Worldwide.
Sri Lanka’s 2014 GHI score dropped to 15.1 this
year from the 16.8 in 2013.
The 2014 GHI examines levels of hunger in 120
developing countries and countries in transition
and scores them based on three equally weighted
indicators: the proportion of people who are
undernourished, the proportion of children under
five who are underweight, and the mortality rate of
children under five.
In Sri Lanka, proportion of undernourished in the
population steadily decreased from a 33.4% in
1990-1992 period to 22.8% in the 2011-2013
period.
Prevalence of underweight in children under five
years however marginally increased in the 2009 –
2013 period to 21.6% from 21.1% recorded for
2003 -2007.
The Under-five mortality rate which indicates the
deaths of children under five years of age has
been declining from 2.1% in 1990 to 1.0% in 2012
and is the lowest in South Asia.
Nepal ranked 44, India ranked 55th ,Bangladesh
57th and Pakistan 57th in the GHI.

TNA insists it is not backing Eelam State
(colombogazette.com) The Tamil National Alliance
(TNA) says it does not support an Eelam State in
Sri Lanka but is only pushing for devolution of
powers to the provinces.
TNA Parliamentarian M.A. Sumanthiran said that
President Mahinda Rajapaksa, who had recently
called for the idea of an Eelam State to be
dropped, should abolish the Executive Presidency
before the Presidential elections.
President Mahinda Rajapaksa had said on Sunday
that he is ready to change the Executive
Presidential system if the pro-LTTE diaspora gives
up their demand for an Eelam state.
Speaking in Kilinochchi, the President said that he
will not allow the country to be divided and for an
Eelam state to be formed.
The President noted that some diaspora groups
have installed their own self proclaimed prime
ministers and cabinet and are attempting to gain
recognition for their cause.
He said that even opposition UNP leader Ranil
Wickremesighe had talks with those groups. The
President urged the public in the North to place
their faith in his Government to ensure a better
future. (Colombo Gazette)

TNA in quandary over post-war
Indo-Lanka partnership
UNP outlines guidelines
(dailymirror.lk) The main opposition UNP
yesterday said it was not prepared to accept any
form of a new devolution system other than the
existing provincial council system and was ready
to adopt a balanced foreign
policy in developing ties with
China, India and the West
alike.
UNP national leader Ranil
Wickremesinghe who
addressed journalists after a
meeting with Janasetha
Peramuna leader Ven.
Battaramulle Seelarathana

sticking to the 13th

foreign policy, scrapping of
the executive presidency and introducing a system
where a prime minister and a cabinet would be
responsible to Parliament and depoliticising are
the components to which all opposition political
parties could agree to when it came to fielding a
common candidate at the next presidential
election.
He also said one set of law should be
implemented in the North
and South but the focus
should be on any special
issues faced by the people
in the North and the East.
He said the common
candidature should be given
to anyone who was ready to
adopt these policies.
Ven. Seelarathana Thera
said his party would study
the situation carefully before

opposition candidate at the
next presidential election. The Venerable Thera
said he was able to get into agreements on some
issues in yesterday’s talks. (Yohan Perera)

Senathirajah said that he couldn't talk further on
the issue as he had returned from the UK on
Monday. Senathirajah was responding to a query
by The Island yesterday.
The TNA also boycotted the inaugurations of
previously completed segments (MedawachchiyaMadhu road opened on May 14, 2013, OmanthaiKilinochchi opened on September 14, 2013 and
Kilinochchi-Pallai opened on March 4, 2014).
President Rajapaksa inaugurated the OmanthaiKilinochchi segment.
Asked whether the Indian High Commission
extended an invitation to CM Vigneswaran or the
former Supreme Court judge explained the TNA
decision to boycott the event, Indian High
Commission spokesperson, Esha Srivastava said
that it was an event organized by the government
of Sri Lanka. Indian High Commissioner Y.K Sinha,
too, was an invitee of the Sri Lankan Railways.
Indian High Commission organized an
international media tour of Jaffna peninsula to
explain the project undertaken by IRCON
International Limited, a public sector enterprise to
construct the northern railway line. IRCON is also
engaged in building the Madhu- road-Talaimannar
section as well as Jaffna-Kankesanthurai section.
The spokesperson, in a special statement issued

his party's strong opposition to President
Rajapaksa's visit to Jaffna peninsula for the
inauguration of the Pallai-Jaffna section of the

discussed were forthcoming presidential election
and the TNA's position.
Doctors' association holds a protest march

Exec.Presidency off, if separatism dropped
Dharma Sri Abeyratne
(dailynews.lk) President Mahinda Rajapaksa said
that he will never hesitate to abolish the
Executive Presidency if the TNA and Tamil
Diaspora were ready to stop working for
separatism and the establishment of Eelam.
The President said that there is no other person
other than him to abolish or change the Executive
Presidency. “But the very people, who talk loud
about abolishing the Executive Presidency are in
truth reluctant to abolish it.”
President Rajapaksa was addressing a gathering
at a ceremony to offer 20,000 land deeds, and
the ownership of gold jewellery in Kilinochchi
yesterday. “No sooner the TNA and the diaspora
are willing to abandon their separatist agenda, I
will be ready to abolish the Executive
Presidency,” the President asserted.
President Rajapaksa noted that thousands of
valuable lives were lost during the 30 years of
terrorism. The government liberated the country
in 2009 so as to establish peace and harmony for
all communities to live in a peaceful country
without fear and suspicion.
“During the LTTE terror period you had to
mortgage your gold jewellery at LTTE banks. As
a result of terrorism, the lives of your kith and kin
were lost. You lost your relatives and friends. You
lost your resources and your children were
deprived of education. Therefore, the government
was duty bound to protect and safeguard you all
from terrorism. The government engaged in
liberating the country from the clutches of
terrorism so as to protect all communities and to
create a peaceful atmosphere,” he said.
President Rajapaksa said everyone is aware that
the humanitarian operation was launched to
liberate the country and not against Tamil people.
“It was entirely launched against terrorism. As a
result of liberating you from terrorism, you all are
living peacefully and happily in a brotherly
manner. Besides, the entire country has been
placed on a rapid development track after 2009.
The Northern province is not an exception since
everyone is experiencing peace dividends now,”
he said. “There were thousands of landmines in
these areas. You had to live in fear. But now you
enjoy freedom and peace. Today we gave you
not only the ownership of lands which were
forcibly taken by the LTTE but also the ownership
of your gold jewellery mortgaged at LTTE banks,”
the President said.
He said the government integrated over 12,000
youths who worked as LTTE cadres into the
society.
“Besides, 560 children who were LTTE child
soldiers were handed over to their parents.
The government allocates millions of funds for
infrastructure and other development activities in
the Northern province. But the provincial
administration have not utilised those funds for
the betterment of the people and the Province. Of
the allocation, the Northern province
administration have not used more than 10
percent,” the President said. He urged the people
in the Northern Province to ask the provincial
political authority to utilise the funds allocated for
the development of the province.
The government has allocated over Rs. 33,000
million for irrigation, transport, health, education
and other key fields.

Wignes boycotts President's visit
By Sulochana Ramiah Mohan
(ceylontoday.lk) Northern Province Chief Minister
C.V. Wigneswaran said that President Mahinda
Rajapaksa's a visit to Kilinochchi was political and
neither the TNA, the NPC nor the ITAK were
consulted in any matter regarding the handing
over of the 20, 000 land permits, that took place
yesterday.
The Chief Minister told Ceylon Today, "The
invitation for the handing over the land permits in
Kilinochchi carried only names of those in
government. None of the Provincial Council
members had been referred to.
They want us to come, sit on a side, watch the fun,
applaud and go home. We are not prepared to do
that. We have been elected by our people. They
are using the Central Government clout to avoid
us. But they forget they have been rejected.
"I have also mentioned that the President has
continued to go back on his promises. So we are
boycotting his visit to Kilinochchi."
Also, today (Monday) the NPC including the CM is
expected to boycott District Development meeting,
which is to be chaired by the President once he
opens the Yal Devi train, to Jaffna. The meeting
will cover the districts of Jaffna, Mannar, Vavuniya,
Mullaitivu and Kilinochchi to be held at the
Weerasingham Hall in Jaffna.
Recently, the CM in his letter to the President had
recapitulated about being informed that 200
busloads had been arranged to bring people from
far off places to Kilinochchi, to receive the land
permits.
"If they are coming to receive the permits to be
distributed by the President, it appears they have
been kept for many months without being
entrusted with their permits only to facilitate the
creation of some political capital", he pointed out.
"As the Minister in charge of Lands in the Northern
Province I am unaware of the process undertaken
by your officers to select the recipients, the legal
basis on which you have decided to be so lavish
with the lands in Northern Province, the criteria
based on which recipients had been selected,
when they had been selected, or whether persons
who are not residents of the Northern Province
have been also included in this list. I am, of
course, aware that a minister of your government
and an MP allied to Your Excellency's Party
dispensed 1284 permits prior to February, 2013
based on their political needs in violation of
principles of due process, transparency and
accountability," he stated in the letter, that was
released to the public domain.
Sobitha, political parties in agreement
(colombogazette.com) The leader of the People’s
Movement for a Just Society the Venerable
Maduluwawe Sobhitha thero has reached a
consensus with some political parties and groups
which met him today.
The Maubima Janatha Party led
by Dr. Hemakumara
Nanayakkara and the Nawa
Sihala Urumaya were among five
political parties which met the
monk today for talks.
At the discussion it was agreed
that all political parties should
work together on one platform with a common
agenda, the key agenda being to abolish the
Executive Presidency, Dr. Hemakumara
Nanayakkara said.
The Venerable Maduluwawe Sobhitha thero had
said in August that if President Mahinda
Rajapaksa fails to abolish the post of Executive
Presidency then he will gather the support of the
public to field a Common Candidate
at the next Presidential elections.
Sobhitha thero had said that the
main target of his movement is to
ensure the Executive Presidency is
abolished.
The monk said that even the current
President had spoken against the
Executive Presidency and so if he
fails to abolish it then a Common Candidate will be
supported to do that. (Colombo Gazette)

Representative of Sri Lanka to the United

convention on behalf of the Government of Sri

The Minamata Convention is a global treaty to

five countries have signed this agreement,
while six countries have so far ratified it.
Minamata is a city in Japan where a massive
mercury spill in 1956 caused people and fish

consumed the fish to
become seriously ill.

JVP To Organize Island-wide Campaigns
Against MR's Third Term
(asianmirror.lk) Janatha Vimukthi Peramuna
Leader Anura Kumara Dissanayake yesterday
said that the JVP would not allow President
Mahinda Rajapaksa to compete in the presidential
election for a third time.
Speaking to BBC Sandeshaya
yesterday, the JVP Leader said
that the JVP will rally the
country’s citizenry against what
they termed as the ‘illegal’
presidential election which is
rumoured to take place in
January.
“We are organizing campaigns
island-wide to educate the
people on injustices committed by the ruling party.
This is clear misuse of power; we intend to give a
clear understanding to the people about the
constitution of the country”, Dissanayake said. The
party has a;ready conducted several seminars
across the country to educate JVP supporters and

activists on Presidential election.
Dissanayake maintained that members of the
UPFA government has become the puppets of the
18th Amendment and the ‘family centric’ politics.
The JVP Leader denied all claims that the JVP
started protesting against the
presidential election after the
Uva Provincial Council
election, in which the JVP was
only able to secure two seats.
He added that the JVP
However, the JVP Leader said
that the JVP first needed the
consent of the people before
taking this matter to the
country's judiciary.
It is widely speculated that the JVP will boycott the
forthcoming presidential election citing its
"illegitimacy". However, JVP General secretary
Tilvin Silva told Asian Mirror yesterday that no final
decision has been made in this regard
Sajith against MR’s third term
(dailymirror.lk) United National Party (UNP)
Deputy Leader Sajith Premadasa had pledged to
back a people’s struggle to prevent the incumbent
president from contesting for a third term.
Mr. Premadasa who was speaking at a
programme organised to distribute drinking water
to the drought victims in Hambantota said
a peoples’ struggle is needed to prevent
the incumbent president from contesting
for the third term and that he will back
such a struggle.
Quoting late President J. R. Jayawardene
he said it is not worth allowing a person to
hold the executive presidency for the third
time if he is not able to fulfill what is
expected from him during his first and
second terms as the president.
Also he said the constitution in the USA had been
amended 27 times since 1789 but these
amendments have been made to strengthen
democracy and people’s power.
Today he said a question has arisen as to whether
the present president is able to contest once again
or not. He said some constitutional experts had
explained that the incumbent president cannot
contest for another term as per the Interpretation
Ordinance as the 18th Amendment is not valid for
the past.
Mr. Premadasa stressed that referring the
matter to the Judiciary would not help
considering the event in the recent past.
In this context he referred to the episode
with regard to former Chief Justice Shirani
Bandaranayake whom he said was
impeached for not agreeing with the
stance of the ruling UPFA on certain
matters.
In such a scenario Mr. Premadasa said the best
option would be to launch a people’s struggle to
prevent any violation of constitution by the present
regime. (Yohan Perera)
Presidential polls: JHU on the war path
By Rashini Mendis
(ceylontoday.lk) Ven. Athureliya Rathana Thera, of
the Jathika Hela Urumaya (JHU), yesterday
warned if President Rajapaksa did not abolish the
Executive Presidency and implement the 19th
Amendment to the Constitution, they would take
every step to ensure his defeat at the upcoming
presidential election.
He was addressing a gathering, at the BMICH,
where the former Chief Justice, Sarath N. Silva
presented the 19th Amendment which consisted of
eight points.
The 19th Amendment to the Constitution,
proposed that parliament be empowered to
abolish the Executive Presidency and create a
constitutional alliance between President and
Prime Minister.
Ven. Rathana Thera said the 18th Amendment to
the Constitution should be replaced by the 19th
Amendment with approval in Parliament. He said
that already two thirds of the MPs supported their
proposal, including the MPs from United National
Party (UNP), Janatha Vimukthi Peramuna (JVP),
the leftist parties and even several powerful
ministers of the United Peoples Freedom Alliance
(UPFA) Government.

(nation.lk) The Government has refuted
allegations leveled by Northern Province Chief
Minister Justice C.V. Wigneswaran regarding the
distribution of as many as 20,000 land grants to
families in the Northern Province.
The government plans to distribute the land
grants today (October 12) under the patronage of
President Mahinda Rajapaksa at a ceremony in
Kilinochchi. However, the Northern Province Chief
Minister, in a letter addressed to the President on
Friday (October 10), claimed he had been kept in
the dark regarding the process. Chief Minister
Wigneswaran is also the Minister of Lands in the
Northern Provincial Council.
“As the Minister in charge of Lands in the
Northern Province I am unaware of the process
undertaken by your Officers to select the
recipients, the legal basis on which you have
decided to be so lavish with the lands in the
Northern Province, the criteria based on which
allottees had been selected, when they had been
selected, or whether persons who are not
residents of the Northern Province have been
also included in this list,” the chief minister stated
in his letter.
However, when contacted, Land Commissioner
General R.P.R. Rajapaksa said provincial land
officials were fully involved in the selection
process.
“We always kept the Northern Province Land
Commissioner informed regarding the process
and in fact, the commissioner was the one who
coordinated with us. In addition, the 28 Divisional
Secretaries of the relevant areas conducted land
kachcheris and helped select the allottees. We
only gave the approval,” he claimed.
He further insisted all those who are due to
receive land grants are people who possessed
ownership of lands in the Northern Province. “All
are original residents of the province. Many have
been living in these lands for decades. We have
not allocated any lands to people who have
forcibly occupied them”.
The Chief Minister has also claimed in his letter
that he had come to know that 400 buses have
been arranged to bring people from far off places.
“If they are coming to receive the Permits to be
distributed by Your Excellency it appears they
have been kept for many months without being
entrusted with their permits only to facilitate the
creation of some political capital,” the letter noted.
Deputy Minister of Land and Land Development,
Siripala Gamlath however, claimed such
‘ceremonial distributions’ of land grants was
nothing new. “The President distributed 10,000
land grants some time ago in Monaragala, in a
similar ceremony. We saw the same thing in the
Mahaweli zones before that. It takes time for us to
finalize everything and collect all these permits.
Sometimes, the process might take even a year.
This is not limited to the Northern Province,” he
argued. A total of 7202 families from the Mannar
district, 4228 from Vavuniya, 3886 from
Kilinochchi, 3642 from Mullaitivu and 1001 from
Jaffna are due to receive land grants at the
ceremony.
Gamlath said Chief Minister Wigneswaran was
among the invitees for today’s ceremony, and
hoped he would be present, despite the chief
minister’s indication that he would boycott it as
well as the Special District Development Meetings
in the North to be held on Monday (October 13).
Foreigners need prior permission
to visit North-Govt
(dailymirror.lk) The Defence and Urban
Development Ministry said today that foreigners
wishing to visit the North should obtain prior
permission from the Ministry.
Military spokesman Ruwan Wanigasuriya told a
media conference that foreigners who wish to
visit the North either as tourists or in connection
with some projects should inform the Ministry of
Defence about the nature of the proposed visit
and the area they intend visiting and obtain its
prior permission to do so.
He said this was being done to prevent
foreigners who visit the North under the pretext
of being involved in development projects but
were engaged in promoting communal
disharmony and thus posing a serious threat to
national security.
Brigadier Wanigasuriya said a notice would be
issued in this regard and pointed out that no
foreigner was debarred from visiting the North.
He said prior permission could be obtained by
forwarding a letter or Fax to the Ministry of
Defence and Urban Development and
permission obtained in writing.(Darshana

Akila to take over from where JR left
(ceylontoday.lk) In his maiden appearance, before
the media, as the newly appointed Deputy General
Secretary of the UNP, Akila Viraj Kariyawasam
appeared to override and overtake his Leader
Ranil Wickremesinghe.
He said, he is going to pick up from where JR left
off and would continue JR's policies
notwithstanding that it may prove unpopular
among the masses. He said he feels a common
candidate is the best option to defeat Rajapaksa.
His feelings sparked off when a scribe, at
yesterday's media briefing, asked whether the
UNP would scrap the executive presidency.
Kariyawasam responded, "We will pick up where
JR left off. The UNP is a Party which has always
stood firmly by its policies, even when those
policies made it unpopular among the masses and
led to losing elections." (ZI)

Prosopis sp from the area would be
through a combination of machinery and
human labour, thus preventing any future
reproduction of these species. The
supervision and monitoring of the project
is done with the assistance of DWC.
Simply clearing the invasive species is not
sustainable. To avoid erosion and loss of
moisture, the cleared area would have to
be maintained to allow quick regeneration
of native flora. A range of native plants is
regenerating in the cleared areas and
being followed by an influx of deer,
porcupines, tortoises, elephants, wild
boars, rabbits and many bird species.

REVEALED: More secrets of Kuragala pre-historic settlement
By Dasun Edirisnghe
(island.lk) Ongoing analysis of artefacts
unearthed from Kuragala
pre-historic site have
produced evidence of prehistoric settlement there
that maintained close links
with their contemporaries
living in the coastal areas,
Director General,
Department of
Archaeology, Dr Senarath
Dissanayake said.
Dr. Dissanayake told The
Island yesterday that
archaeological analysis of the finds that
commenced in August this year at the
Sabaragamuwa office of the Department of
Archaeology was continuing. The process of
analysis was being conducted under the

zones,
including sea
fish and lagoon crabs. They also
consumed the meat of various
animals which are now extinct,
leopards, wild oxen, reptiles, snails
etc.
"The process of analysis is in
progress and we will be able to reveal
more in the coming months," he said.
The Beta Analytic Institution of the
USA that analysed samples of the
Kuragala site earlier said that its prehistoric earth layers belonged to a
time dating back 16,000 to 6,000
years. This is the first archaeological
site which belongs to the intermediate
zone.
According to a report sent by Beta
Analytic Institution the stone caves in

the Department Dr. Nimal Perera with the
assistance of several foreign institutes. The
objective of the process was to ascertain history,
subsistence patterns, ancient environment and
technology used by the pre-historic men who
inhabited the Kuragala caves, Dr. Dissanayake
said.
The main evidence so far was that the caves had
been inhabited by the Balangoda man. It has
now been confirmed that the ancient humans
who lived in those caves knew the use of fire and
were well-adapted to the environment they lived
in. They had close links with humans who lived in
other parts, especially in coastal areas during
that time. They also knew how to make
geometric bone and micro-lithic tools, according
to the results of morphometric assessments
done on the tools found during the excavations.

UPFA councillors summoned to Colombo
(dailymirror.lk) Taking another step towards
the declaration of a snap presidential
election, the ruling United People’s Freedom
Alliance (UPFA) has summoned its members
of provincial councils and the local authorities
for a discussion today, Daily Mirror learns.
Economic Development Minister Basil
Rajapaksa is reported to have announced
this at a meeting he had with the staff
members of the ministers and MPs on
the Kuragala ancient Buddhists monastery

A full skeleton of a man had been unearthed
during an excavation recently and sent to
laboratories of the Oxford University in Britain for
further investigation and DNA tests, Dr.
Dissanayake said.
Monday.
He had held a few meetings with different
stakeholders assigned for election
propaganda and related work. At one of the
meetings, Mr. Rajapaksa had instructed the
coordinating secretaries assigned to each
electorate to set up election coordinating
committees.
He had also outlined the need to have a
mechanism to counter the opposition through
the electronic media in the run-up to the
election. He had asked the private staff
members of various Ministers and MPs to
counter propaganda against the UPFA in
websites and social media networks such as
Facebook and Twitter.
Mr. Rajapaksa had been careful not to
mention a presidential election. Instead, he
had used the term ‘a national election’.

Sultanganj Buddha in Birmingham for another 150 years
In October 2014 two memorable events took
place at Birmingham Museum and Art Gallery,
organised by
Adam Jaffer,
Curator of World
Cultures, with the
co-operation of
members of the
city's Buddhist
community. The
celebrations were
in recognition that
150 years ago the
Buddha statue
holding central
place in the art gallery had been presented to
the city's council to form the nucleus round
which its art gallery eventually grew. The
seventh century statue, once part of a large
Vihara in Northern India was discovered
outside the town of Sultanganj as engineers
were constructing the East Indian Railway in
1861. When it came to the notice of Samuel
Thornton, a former Lord Mayor of Birmingham
working in India at the time, he arranged for it
to be sent back to his native city, where it
arrived in 1864.
On Saturday 4 October the public were
invited to a display of work carried out by
different Buddhist groups in the West
Midlands including prison, police and hospital
chaplaincy. Meditation sessions were also
conducted during this time and in a final
session Buddhist monks, led by Venerable W.
Kassapa O.B.E, chanted for the well-being of
all in the city. During the
afternoon, Yann Lovelock B.E.M., the Buddha
Gallery's official guide,
gave a talk on the statue's
religious significance.
The next event on
Wednesday 8 October was
a more formal occasion
and included speeches
from Councillor Mike
Leddy, the Deputy Lord
Mayor; Paul Sabapathy
C.B.E, Lord Lieutenant of the West Midlands;
and Satinder Kaur Taunque O.B.E., one of the
Deputy Lord Lieutenants. Also in the audience
were two more Lord Lieutenants, Dr Jagjit
Taunque M.B.E. and Lord Lieutenant Jenny
Loynton. Curators from the Museum's London
partners, the British Museum and Victoria and
Albert Museum, had come for the occasion as
well as a representative from the British
Council. Michael Willis, the first of these
visitors, also gave a talk on the statue's
artistic significance. Members of the local
Buddhist community closed the occasion by
expressing what the Sultanganj Buddha
meant to them and Yann Lovelock read a
poem about it. The monks, led by Ven.
W.Kassapa, closed the occasion by chanting
for the West Midlands to be blessed with the
Buddha's presence for at least another 150
years.
Realisation of the statue's significance has
grown over the century and a half it has been
in Birmingham, not least as the art world
recognised its uniqueness as the largest
surviving metal standing Buddha of Indian
origin. For the Midlands Buddhist community,
the statue has helped awaken devotion
through being the focus of annual Buddha
Day gatherings in the museum, which have
included many from the city's twenty Buddhist
groups. Nowadays many who are not
Buddhist leave offerings of flowers or come to
share the atmosphere of serenity that it
inspires.
It is to the great credit of both the Museum's
generosity and the Buddhist community's
willingness to work together that such events
can take place.

KATHINA CEREMONY OF NOTTINGHAM SHANTHI BUDDHIST VIHARA
The second Annual Kathina Ceremony to be
conducted by the Shanthi Buddhist Vihara of
Nottingham since its inception was held at the
Awsworth Village Hall in Awsworth, Nottiingham,
on Saturday, 11th October, 2014, under the
guidance of the Vihara's Incumbent, Venerable
Teldeniyaye Amitha Thero and sponsored by Mr
Lesly Fernando and Mrs Malini PItigala.
The programme for the day had been drawn up
along traditional lines, commencing at 11 a.m. with
Buddha Puja and Vandana, followed by Sanghika
Dana and lunch for the gathered devotees, the
offering of robes and other Pirikara to the
Venerable monks present, and Dhamma talks in
both Sinhala and English. Proceedings concluded
at 3 p.m. with Punyanumodana and Blessings.
Fourteen Venerable Monks drawn from Viharas
across the country took part in this great
meritorious ceremony. Among them were the
Venerable Pidiville Piyatissa Nayake Thero the
head of the Kethumathi Buddhist Vihara
Manchester, Venerable Keppetiyagoda
Gunawansa Nayake Thero from the Jethavana
Vihara in Birmingham, Venerable Nilpanagoda
Anoma Nayake Thero of the Edmonton Vihara,
Venerable Konwewa Ariyarathana Thero of the
London Buddhist Vihara together with other
Venerable Monks representing the Birmingham
Maha Vihara, Leicester Buddhist Vihara, Liverpool
Sambuddha Vihara and the Heathrow
Athuladassana Vihara.
Over 175 devotees were present to make the
traditional presentations of robes and other
Pirikara to the Venerable Monks on this occasion.
Many of these devotees had given generously of
their time, several of them having gone to great
lengths to decorate the hall and approaches to it
with masses of flowers and flags. By common
consent, their efforts and contributions had made
this meritorious event the deeply spiritual as well
as satisfying experience it was for everyone who
had participated in it.

(dailynews.lk) In creating history of teacher
felicitation and motivation, the 93 Group of
Ananda College Old Boys Association hosted
a group of teachers from grade 1 to 5 on an
exciting journey in a A340 wide-body aircraft.
This was also held in celebrating the
International Teachers Day as well.
The programmes started at early hours on
September 23 meeting at Ananda College and
thereby a transfer to the Bandaranaike
International Airport.
Upon arrival at the BIA they were welcomed
by the staff of Srilankan Airlines and was
escorted to the departure gates after
clearance.
The flight UL 157 flight (which was a A340
wide-body aircraft) was co-chartered for this
exclusive purpose towards its journey to
Mattala Rajapaksha International Airport. After
a scenic journey passing the unending
mountain ranges in the central hills the flight
touched down at MRIA.
The group was welcomed warmly by the
Srilankan Airlines ground staff along with the
Airport Aviation Services Team in Mattala
warmly and everyone was welcomed with a
pin-in token as well.
They were then escorted for a visit to the
Hambantota Port followed by a day filled with
fun and learning at a star class hotel in
Hambantota.
"I am delighted that the 93 Group took the
challenge and trouble to organise this event
with a very short notice on my request. The
programme is not only about having fun but
also learning and sharing together and I think
we (teachers) too deserve a break away from
our normal routines and we I am personally
glad that I was able to offer an excellent
opportunity to part of my team as well and
they not only had fun but also shared a gift
pack to over 300 students in Hambantota
district in 5 schools.
I liked that part of it more to see tears of joy of
an innocent, underprivileged child", Principal
Ananda College Kithsiri Liyanagamage said.
"All our members as one group is delighted to
be of assist for this programme. We have
realised that we have to initiate programme to
motivate teachers of our school beyond fund
raisers, lunches and musical shows.
We created history adding a unique
experience to our own teachers I must
recognise the livewire of this project Mr.
Subanu Perera, Deputy President of 93 Group
who conceptualised this unique experience
and Mr. Ravindra Jayanatha who carried a
heavy load of raising funds", President of the
93 Group Yasas Ariyarathne mentioned.
The programme ended at the Full Moon
Banquet hall in Katunayake with a grand finale
with another session of fun and learning to
last all evening with gifts for everyone.
The 'Old Boys' never stopped at that point and
ensured all teachers reached their homes
comfortably.

PPA Visakha (UK)sponsors opening day of Anagarika Dharmapala Exhibition
and Celebrations at the London Buddhist Vihara.
I was proud to be a Visakhian when PPA
Visakha sponsored the opening ceremony of the
Anagarika Dharmapala Exhibition and
Celebrations at the London Buddhist Vihara on
September 14th 2014. Anagarika Dharmapala
was a great Buddhist who worked tirelessly for
the many since his
teenage years. He also
founded the London
Buddhist Vihara in 1926.
The Exhibition was well
planned by the Anagarika
Dharmapala Celebration
Committee and included
a pictorial depictation of
the life of the Anagarika
and also included books
and letters written by him.
Chitra Perera , on behalf
of the PPA Visakha, very successfully
coordinated the sponsor day from start to finish
with the help of Visakhians and friends. The
décor was impeccable .She had selected white
and yellow for the beautiful table cloths and
flowers ensuring a pure and serene theme
befitting a Buddhist temple. The entrance to the
temple was adorned with floating candles and
several white flower arrangements. In the main
hall was the traditional brass lamp decorated
with masses of white chrysanthemums
displaying the artistic talents of Visakhians , their
friends and family.
The exhibition was opened by the Mayor of
Ealing MR Tej Ram Baghra who first garlanded a
statue of Anagarika Dharmapala and then cut a
ribbon to open the exhibition.
VenerableBogoda Seelawimala Thera(Hrad of
the London Buddhist Vihara and Chief Sanga
Nayaka of Great Britain) and the Mayor of
Ealing addressed the gathering. On behalf of the
sponsors. Chitra made a very impressive speech
and recalled with gratitude how past
head monks including Venerable
Hammalawe Saddhatissa Thera
and Venerable Medagama
Vajiragnana Thera had strived hard
to improve the premises. At the
same time they continued with the
work to propagate Buddhism in the
West. This they did with help from
Anagarika Dharmapala Trust and
supporters of the Vihara.
The day ended with a film
show.Light refreshments and tea
were served.I overheard people say
' Well done Visakhians' .It was nice
to see a well attended ceremony
with past pupils and teachers and
above all our Patron Mrs Lakshmi De Zoysa
MBE as always supporting religious events. It
was a result of team work which had paid
dividends. Memories of this special day will last
for a long time. This was indeed a grand finale as
a tribute to a great man.
A Visakhian.

Leading up to this appointment Upul had held

Navy
"With the Netball World Championship also around
the corner, the experiences gained are vital for us
and I hope this tournament also helped the
selectors to make decisions as there were so
many good performances. For the moment I am
really happy with what we were able to achieve for
Sri Lanka Navy, not only because we won, but
also it is the first time that some Navy team could
do it," she concluded.
The victorious Navy squad:
Hasitha Mendis (Captain), Nadee Silva, Deepika
Abeykoon, Gayani Dissanayaka, Lakmali
Bandara, Dulangi Wannithilaka, Dushani Bandara,
P.Ashvini, Asangi Fernando, Shamali Rathnayaka,
Nirosha Gunarathna, Hiruni Kasthuriarachchi.
from P30
She didn’t forget to mention the role played by
their coach Hyacinth Wijesinghe in helping them
win the tournament. "The Navy Chairperson Ripan
Wijeguru and our coach Hyacinth Wijesinghe gave
us a great chance of winning with their experience
and plans. The coach in particular was so
instrumental in our victory. She analyzes the game
very closely and uses her experience for a great
effect. She must be given a lot of credit for all her
efforts," she said. She also said the performances
were crucial for most of the players and they will
look to carry this experience in the future as well.

Sri Sumangala athlete Sarangi creates history
By Reemus Fernando
(island.lk) Sarangi Silva of Sri Sumangala College,
Panadura became the first ever school girl to break
the six-metre barrier at a school competition as she
achieved her personal best with a jump of 6.01m to
own the Under-20 girls’ long jump record at the Sir
John Tarbet Senior Athletics Championship at
Diyagama on Tuesday. No athlete has ever cleared
the six-metre mark at either the Sir John Tarbet
Athletics Championship or the All Island Schools
Games Athletics Championships according to
record books of the two premier championships.
The athlete, trained by national long jump coach Y.
K. Kularatne, has been representing Sri Lanka at
junior international competitions.
Her coach who was not present on Tuesday said in
a telephone interview with ‘The Island’ that she had
been clearing the six-metre mark often at training
and credited the young athlete for her hard work.
He said that Sarangi has the potential to be South
Asia’s number one in a matter of two years if she
pursues systematic training.
HOCKEY AT ROYAL COLLEGE IN THE NINTEEN FIFTIES
(island.lk) Having entered the portals of Royal
College, Colombo, I was interested in taking part in
sports as any other teenager would do. The pride
of place naturally went to cricket as it was even
then. My achievement in Cricket at Royal College
was to captain the 2nd XI team and during this
period in late 50s hockey was a very popular game
at club and national level.
Having seen the game introduced to the school by
Lennie de Silva and watched stalwarts such as
Lionel Almeida (Captain 1955 - center half), Harry
Rasiah (Captain 1956 - full back), Godwin Daniel
(Captain 1957 - center forward), K. Thillakan (left
half), L. Ramanathan (Captain 1958 - right inside).
I was very interested in the game and took it with
much enthusiasm. Since I was playing cricket as
well which was played in the first term most
cricketers during that time opted playing hockey in
the second term.
Having represented
the game at 1st XI in
the previous two
years, I was elected
to captain the side in
1959. I was
extremely fortunate
in having a star
studded side and
had the pleasure of
leading this side as
well.

This was one of the best sides produced by Royal
during this period and we had a very successful
season having won most of our fixtures including
winning over powerful sides of the day such as St.
Benedict’s College, Kotahena and Kingswood
College, Kandy.
We went into the Royal-Thomian fixture with much
confidence although our arch rivals possessed a
very strong team led by Gamini Marapana. Amidst
a large gathering at Mount Lavinia, the game was
played at a furious pace and Royal led 1:0 at
lemons with S.D. Jayaratne scoring the first ever
goal against S. Thomas’.
After half time the pace of the game continued
and Royal had the better of the exchanges but
alas the Thomians scored two goals in the dying
stages of the game and won the match. The game
was well fought and played in the best of spirits
and traditions.
At the end of the season three of us were selected
to play in the combined schools side at the Ceylon
Hockey Nationals. Those selected were myself,
been selected Vice Captain of the side, S.S.
Wickramasinghe and Nanda Senanayake.
The success of our team attributed not only to the
very talented and dedicated players but largely
due to the interest, untiring efforts, valuable advise
and guidance given by our coach Chandi
Chanmugam and the Master-In-Charge Lennie de
Silva.
In conclusion I wish to give my best wishes to the
present and future Royal College Hockey Teams
and I trust they will play the game in the spirit of
true sportsmanship and uphold the traditions of
Royal College.

Blood Vessel Sealing Electrosurgical
Device for Maharagama Cancer Hospital
For many Sri Lankans the name Maharagama is
synonymous with the hospital that has led the battle
against cancer in Sri Lanka for many decades. Mention
the name Maharagama to anyone and the image that
springs to mind is a hospital best known for treating
cancer sufferers of Sri Lanka. People from all over the
country come here seeking treatment as it is the only
non-private hospital with the capability to fight this
deadly disease.
Like many institutions in the developing world, this
hospital too is severely under-resourced and underfunded. Nevertheless, doctors and nurses do their very
best to provide an invaluable service under difficult
conditions to care for these people in desperate need of
help. Such dedicated health professionals demand and
deserve our support; so do the patients who cannot pay
their way for expensive treatment in private hospitals.
Many of you have already supported this cancer
hospital once, donating the mammography machine.
This is being used very successfully for the detection
and prevention of cancer. Thank you so much for that.
Now the opportunity has come to do more and we
believe that you will rise again to the new challenge.
This time the request from Maharagama cancer hospital
is for an electrosurgical knife that seals the blood
vessels it cuts through. This wonder of modern
medicine is routinely used in hospitals in the west, but
sadly the premier cancer hospital in Sri Lanka does not
have access to any such device.
The value of such a device is immense. It can
dramatically cut surgery times enabling the surgeon to
operate on more patients. This will significantly reduce
waiting times thereby increase survival rates. It will
improve healing rate and increase the chances of
recovery amongst the patients undergoing surgery. In a
country where so many patients await surgery from so few
surgeons, the value of this surgical device cannot be overstated.
Such a technologically advanced device does not come
without a relatively high price tag. The cost is around
£25,000. This may seem high, but think of it this way. If it
saves of 1000 lives, the cost of saving a life is a mere £25.

Peterites enlist foreign coach in major shake-up
(nation.lk) St. Peter’s College has signed up a

challenges. Denish, an overseas-qualified coach,
has been grabbed by Science College as their new
Consultant coach. MacDougall will also be

Travelling back to that 1948 ‘Silver’ moment
(sundaytimes.lk) When Duncan White won the
1948 Olympic silver medal in the 400m hurdles he
was just 28-years-old.
He was most probably past his physical prime at
that time.
Would he have performed better at the 1944
Olympics when he was 24 years old?
Sadly WW2 put an
end to that!
Duncan White, MBE
(1 March 1918 – 3
July 1998) was the
first Ceylonese athlete
to win a medal for his
country in an Olympic
event.
He won a silver medal
in the 400-metre
hurdles at the 1948
Summer Olympics in
London, England.
He was also the only
South Asian to have
won an Olympic
medal in track and
field for more than fifty
years.
White was born on 1 March 1918 in Lathpandura
near Kalutara, in British Ceylon, the second of four
children of John Bernard White and Cecilia Hawk
White, descended from principally British lineage.
He was educated at Trinity College, Kandy where
he was awarded ‘Trinity Lion’ for athletics; this was
subsequently withdrawn from him due to minor
disciplinary reasons.
White won his Olympic medal the same year
Ceylon gained independence from Britain.
He had trained for only about three months before
the games while the gold medalist, Roy Cochran
of the USA, had trained for about four years.
White’s time for the event, 51.8 seconds, was only
0.7 seconds behind Cochran, which along with
Cochran’s time bettered the existing Olympic
record.
After the Olympic victory, White was welcomed at
a ceremony at Trinity, and was honoured by
returning his ‘Lion’. Making a speech at the special
assembly, White stated that, “although my victory
at the Olympics is
prestigious, the ‘Lion’
makes me feel more
honoured than that”,
and received the
‘Lion’ with open arms.
In the 1950 British
Empire Games in
Auckland, New
Zealand, White won
the 440-yard hurdles,
only 0.3 seconds
behind the world
record.
He was awarded the
Order of the British
Empire (MBE) in 1949
but only many years
later in 1988 was he
honored by his Sri
Lankan homeland by a postage stamp.
White was married to Angela White née Siebel
and had six children: Maxine, Nita, Christopher,
Daniel, Marilyn and Fiona.
He had three brothers, Frederick A. White, also an
athlete, Stanley Leonard White and Douglas
Andrew White who died in 1960. He was a Major
in the Ceylon Army Volunteer Force.
The Ceylon team at the 1948 London Olympics
was represented by Edward Gray, Albert Perera,
Duncan White, John De Saram, Mr. Perera (Team
manager), George Peiris, Leslie Handunge and
Alex Obeysekere.

Senanayake Likely To Get ICC Green Light
Before England Series In November
(asianmirror.lk) Sri lankan spinner Sachithra
Senanayake - who was banned from international
cricket for his bowling action - said his corrected
action was more effective and it gave more
bounce and spin to his deliveries.
Senanayake – who is

tournament with the
permission of local cricket
authorities - also expressed
confidence that he would be
able to play international
cricket in the near future. He
was able to pick up nine
wickets in five matches at
the current tournament,
clearly showing that
unexpected the ICC ban has
not affected his rhythm .
The Sri Lankan spinner has
to get the green light from the International Cricket
Council for his corrected bowling action before
representing Sri Lanka at the international level.
“I am confident that my new action is within the
legal mandate and within the allowed 15 degree
inclination. I have also consulted several
international experts with regard to my bowling
action,” Senanayake said in a brief interview with
BBC Sandeshaya.
Senanayake said he was hopeful that he would be
able to represent Sri Lanka
during the Sri Lanka –
England series in November
after undergoing the ICC
test. Senanayake was
reported for his bowling
action during his last cricket
tournament in England.
Sri Lankan cricket
authorities too have
expressed hopes that
Senanayake will be able to
play for the national team in

take place in Australia and
New Zealand early next
year.
After being reported in England, Senanayake
underwent testing at the Cardiff Metropolitan
University on June 29 and was allowed to play
until the results were known.

Darrell Hair makes controversial remarks on Murali
(adaderana.lk) Darrell Hair, the umpire who
famously no-balled Muttiah Muralitharan in a
Boxing Day Test, says cricket’s crackdown on
illegal bowling actions has come 20 years too late,
leaving the game with “a generation of chuckers”.
“It’ll be interesting to see how many umpires are
brave enough to get
involved in it. I said it
in the late ‘90s that if
something wasn’t
done about it you’d
have a generation of
chuckers on your
hands and now you
have. They try to
emulate Harbajan
Singh and Saqlain
Mushtaq and Murali
and that’s the
problem. The
crackdown should
have happened on those players and the ICC
should have let it be known that it wasn’t
acceptable.”
“People say ‘you should be happy with the way
things turned out’...with the chuckers being
weeded out. But it doesn’t give me any personal
satisfaction whatsoever,” Hair said. ”All I was
doing at any time was just doing my job and I think
I did it to the best of my ability. The fact was that
no other ICC umpires were willing to have a go.
Ross Emerson was very adamant about his
thoughts about chuckers but they soon put him
into the background.
The Australian has watched with interest as a
succession of leading bowlers led by Pakistan
spinner Saeed Ajmal have been suspended from
international cricket or reported in an
unprecedented purge.
The absence of Ajmal for the upcoming Test series
against Australia in
the United Arab
Emirates is a huge
blow for Pakistan but
Hair predictably has
little sympathy,
instead taking aim at
the ICC for being soft
on one of the game’s
most vexed issues for
too long. ”Whatever
they’re doing now,
they’re doing 20
years too late,” he
said.
“They had a chance in 1995 to clean things up and
it’s taken them 19 years to finally come back and
say they want chuckers out of the game. I can’t
believe that Saaed Ajmal has been able to bowl as
long as he has, and they say he is bending his
arm by 45 degrees [the legal limit is 15 degrees] or
something. Well, every man and his dog would
have known that.
“Since that time the umpires have felt more
confident to report their concerns with certain
bowlers, and their concerns have been supported
by the results of the testing of these reported
bowlers., smh reports”
