Community Involvement:

Chief Richard Duffany attended the community
liaison meeting at Woodland Correctional Facility
on June 14, 2016.
The Hamburg Family Fun Fest occurred June 15,
2016 through June 19, 2016 at Bennett Park. There
were no major incidents related to the event.
Sgt. Megan Paul conducted a station tour for a Girl
Scout troop on May 10, 2016.
Officer Nate Watson and Officer Sean Hogan
attended the Dunlavy Lane Homeowners
Association meeting on June 28, 2016.
Communications:

Sgt. Megan Paul and Officer Dahne DeBottis
received a thank you from a resident for their
handling of a call for service on June 30, 2016.

Monthly Arrest Summary:
06/06/16- 7:10pm:
A 37-year old male Township resident was arrested at Shehan Road and McGregor Road on a
warrant for Child Neglect out of Livingston County. He was lodged at the Livingston County jail.
06/08/16- 5:05pm:
A 39-year old female Township resident was arrested near Winans Lake Road and Hamburg
Road for Operating While Intoxicated. Her vehicle was impounded and she was lodged at the
Livingston County jail.
06/10/16- 2:50pm:
A 26-year old male Ypsilanti resident was arrested for Operating While Intoxicated after being
involved in a boating accident on Strawberry Lake. He was transported to the hospital where he
was turned over to hospital personnel.
06/11/16- 9:20pm:
A 35-year old female Howell resident was arrested near Bishop Lake Road and Cunningham Lake
Road on a warrant for Child Neglect out of Macomb County. She was lodged at the Livingston
County Jail.
06/11/16- 7:40pm:
A 58-year old female Roseville resident was arrested at the Bishop Lake Campground for
Possession of Marijuana. She was cited and released.
06/12/16- 2:44am:
A 31-year old male Township resident was arrested at M-36 and Chilson Road for Operating
While Intoxicated. His vehicle was impounded and he was lodged at the Livingston County Jail.
06/23/16- 8:04pm:
A 23-year old female Green Oak Township resident was arrested in the parking lot of the Chilson
Commons Shopping Center on two felony warrants for Obstruction of Justice out of Livingston
County. She was lodged in the Livingston County Jail.
06/25/16- 1:30pm:
A 50-year male Washtenaw County resident was arrested near M-36 and Merrill Road for
Driving While License Suspended. His vehicle was impounded and he was cited and released.
06/25/16- 3:50pm:
A 47-year old female Ferndale resident was arrested at Whispering Pines Drive and McGregor
Road for Driving While License Suspended. Her vehicle was impounded and she was cited and
released.
06/27/16- 6:24pm:
A 26-year old male Putnam Township resident was arrested at M-36 and Pettys Road for Driving
While License Suspended. His vehicle was turned over to a licensed driver and he was cited and
released.
General Police information:
Marine Patrol:
Regular marine patrols on the Chain of Lakes
continued during the month of June. Officers
arrested a boater on June 10, 2016 for Operating a
Watercraft While Intoxicated after he was involved
in a boating accident on Strawberry Lake.
Lakeland Trail Patrol:
Regular patrols on the Lakelands Trail continued
during the month of June.
Road Patrol Vehicles:
All patrol vehicles are in good working order. New
Patrol Unit #3183 went into service on June 1,
2016.

DPW Monthly Report
1. The Wastewater Treatment Plant was in compliance for the entire month of June.
2. The manhole inspection program is ongoing. No major problems found so far.
Inspections slowed considerably in June due to limited staffing.
3. Grinder calls are down 11% for the 1st six months this year compared to last year. This
continues a trend that started a year ago and validates the updated policies and procedures
implemented by DPW to reduce repairs.

PLANNING COMMISSION
The Planning Commission had a meeting on June 15, 2016. At this meeting the Planning
Commission discussed and made recommendations of approval to the Township Board on the
following Zoning Text Amendments:
1.
Draft Wireless Communications Ordinance
2.
Draft Sign Ordinance, and
At this meeting the Planning Commission approved the lot combination on Sheldon Road.
On July 20, 2016 the Livingston County Planning Commission will be reviewing the Draft
Wireless Communications Ordinance and the Draft Sign Ordinance.
The Township Planning Commission will also be holding a meeting on July 20, 2016 to hear the
following projects:
1. (Continued hearing) Special Use Permit (SUP16-002) and Site Plan (SP16-003) to
allow a Group Day Care at 11099 Merrill Road (TID#15-35-100-030). The property is
zoned Single Family Medium Density Residential (RA). Group Day Care Facilities are
allowed in the RA district with approval of a Special Use Permit. Site Plan approval is
required under Section 4.3 of the Zoning Ordinance for all Special Use Permit
applications.
2. Preliminary CPUD (CPUD16-001) Site Plan Review and Public Hearing for
consideration of a proposed 208 unit apartment complex with a club house. The complex
will be located on the five following parcels 15-25-200-056 (VC), 15-25-200-062(GI),
15-25-400-013 (VC), 15-25-400-042 (VC), and 15-25-101-084 (VR). Four of the parcels
are owned by the Pinckney School District and were formally the Hamburg Elementary
School sites at 10562 Learning Lane. The fifth parcels (15-25-200-062) is at 10480 Hall
Road and is not owned by the School District.
3. Proposed Special Use Permit (SUP 16-003) and Preliminary Site Plan (SP 16-004)
Public Hearing and Review to consider the demolition of the existing building and
construction of a new 7,700 square foot auto repair center at 9495 Chilson Road (TID 1523-300-016). This site is on the northeast corner of Chilson Road and M-36 formerly
Dewey's Tavern. The project includes 10 service stalls in a 5,350 square foot shop and an
attached 2,350 square foot office/reception area.

4. Proposed Zoning Map Amendment (ZMA 16-001) Public Hearing to consider
changing the zoning from Water Front Residential (WFR) to Neighborhood Service (NS)
on Parcels 15-13-306-089 (8999 Hamburg Road) and 15-13-306-115 (8977 Hamburg
Road). These parcels are at the corners of Hamburg Road, Ore Lake Road and Linwood
Ave
CODE ENFORCEMENT
In 2016 the Planning and Zoning Department has received 64 code enforcement cases. Tim
Chalk the Township Code Enforcement Officer has visited most of the properties with code
enforcement concerns. In many cases after the first site visit Tim will work directly with the
owners of the property to clear up the code enforcement case. Forty of the code enforcement
cases in 2016 have been closed, 64 warning notices, 27 notices of violations, and one Citation

Chilson Commons Development Sewer Connection Update.
1. 9604 Chilson Commons Circle – ATI Physical Therapy. Campbell provided the
Committee with a copy of the REU review completed for a new tenant going in at the Chilson
Commons shopping center. The tenant, ATI, will be responsible for an additional 0.34 REUs
above the prior balances paid for the former leased unit located in Building B, Suite 106;
leaving a balance due of $1,530.00 (0.34 x $4,500.00/REU). A water meter has already been
installed for the property. The tenant was issued a copy of the Township’s report along with
the sewer tap costs that were paid in full on May 16, 2016.

DPW Monthly Report – May Statistics. Randazzo noted that the Wastewater Treatment
Plant was in compliance for the entire month of May. There have been no odor issues or
complaints and the DPW staff have been proactively flushing the canisters to prevent odor at
the pump stations. Due to the recent injuries suffered by the DPW Foreman the manhole
inspection program has been temporarily put on hold.

Accessory Dwelling Sewer Connections has not yet been fully adopted by the Township Board.
The Planning Commission and Township Board have recently voted to approve the new Zoning
rules for accessory structures and the sewer policy needs to be finalized and adopted.

Kenger Sewer Damage Invoice Request – 8822 Rushside Dr. Campbell explained that on
Friday, May 16th, 2016 DPW technicians Kyle Sitarek and Ryan Ward responded to a grinder
alarm call at 8822 Rushside Drive. The homeowner is remodeling the home and adding a small
addition to the existing structure. During construction is appears that the contractor damaged
the electric cable and green board inside the control panel.

Process Results Engineering Presentation – Ted Erickson. Mr. Erickson with Process
Results provided the Committee with a brief presentation explaining the types of engineering
services that their firm provides. Erickson noted that he started out working for McNamee,
Porter & Seeley. Hohl explained that Process Results did some work for the Portage-Base Lake
Sewer Authority and was recommended by Randazzo. Campbell noted that Process Results
provided Hamburg Township with an Engineering review and estimate of cost for a proposed
sewer extension on Beachview Drive but that the property owner decided not to move forward
with the project.

Request to Waive Sewer Damage Charges – 4154 Shoreview Ln. Randazzo explained
that he spoke with the Clay Gall regarding the damage to the sewer system. He noted that the
only way the electrical cord could be damaged was through the 4” PVC building sewer pipe
that is accessed inside the home. The line could not be cut from the outside. This could have
happened a year ago and just finally had enough water in the can to flood out the controls.

What is Coal Tar Sealcoat?
Coal tar-based sealcoat is applied widely on
driveways, parking lots, and even play-grounds
as a maintenance practice. Coal tar sealcoats are
hazardous. They are high in polycyclic aromatic
hydrocarbons, or PAHs, many of which have been
identified as toxic, mutagenic, teratogenic (cause
birth defects) and/or carcinogenic (cause cancer).
While there are many sources of PAHs, coal tar
sealcoat contains significantly higher concentrations
(~70,000 mg/kg) than other common sources such as
gas emissions (370 mg/kg) and road dust (24 mg/kg).
You can also choose not to seal your asphalt
surfaces. University of Michigan found it more
cost effective to repave occasionally than to
sealcoat regularly. Be aware of alternative
products that are still high in PAH content.
Human Health Risks of Coal Tar Sealcoat
For someone who spends their lifetime living
adjacent to coal tar seal-coated pavement, the
average excess cancer risk is estimated to be
38 times higher than those who don’t. Much of
the increased risk occurs during early childhood.

Effects of Coal Tar Sealcoat
on Rivers and Lakes
Coal tar sealcoat can enter the environment when it is applied
and as it wears down over time. Fumes and particles travel via
air, water, and even on shoes and end up in our homes, rivers,
and soils.
Available Alternatives
There are several alternatives that have significantly
lower, or no, PAH content. Asphalt-based sealcoat
has 1/1000th the PAH content of coal tar, and is
readily available at similar cost. There are also safer
acrylic and latex based options.
In rivers and lakes, PAHs are
found primarily in the sediments.
Several recent studies have
found that runoff from coaltar-treated surfaces causes
death, developmental issues,
and other adverse effects in fish and other
aquatic organisms long after application.
Studies show 50-75% of all
PAHs found in sediments within
the Great Lakes region come
from coal tar sealcoat.

and warranty for the DVR system is 5 years. Both of the DVR systems that are being
replaced are more than 5 years old and are both currently out of warranty.
Budget Impact
The cost of the two new L3 in-car DVR systems was budgeted for under Capital

Background Information
All patrol cars operated by the Hamburg Township Police Department are equipped with
in-car computer systems that are used to perform functions such as emergency dispatch,
report writing and Law Enforcement Information Networks (LEIN) access. The
manufacturer’s life expectancy and warranty for the in-car laptop computers is 5 years.
Both of the in-car laptop computers that are being replaced are more than 5 years old and
are both currently out of warranty.
Requests for bids for Panasonic laptop computers (with docking stations) with the same
specifications were sent out to three vendors in early June of this year. The following is a
list of the three vendors and their price quotes:

Recommendation
Based upon the aforementioned, I recommend the purchase of the two new Panasonic

Reason for MUC Review:
Due to the recent influx of new home construction within designated sewer installation areas
and several miscellaneous sewer extensions due to septic failures around the Township there
are only sixteen (16) simplex and one (1) duplex grinder pump stations available inventory
which have already been purchased. Based on the schedule of new sewer connections the
Township will run out of pumps within the next couple of months.
Grinder Pump Purchase Request:
After reviewing the matter with the Utilities Director it was determined that an order should be
placed immediately. The cost for a full truckload, consisting of fifty (50) DH071-93 Simplex
grinder pump stations and three (3) DH152-93 Duplex grinder pump stations with 50’ electrical
cables, upgraded Sentry Protect alarm panels and two (2) year warranty is $175,733.00. The
cost per Simplex grinder pump station is $3,130.00 and the cost per Duplex grinder pump
station is $6,411.00.
The Committee will need to review the inventory/handling fee. The current re-sale price of a
Simplex grinder pump is $3,200.00 leaving a stocking fee of $182.00 per pump. Based on the
newly quoted price per pump the handling fee will be reduced to $70.00 per pump. The
current re-sale price for a Duplex grinder pump is $6,000.00. Based on the newly quoted price
the handling fee would be reduced to $-411.00 per pump. At this time a re-sale price increase
to $3,300.00 per Simplex pump and $6,600.00 per Duplex pump is recommended for
maintaining the pumps being held in inventory. The pricing increases would provide a stocking
fee of $170.00 per Simplex pump and $189.00 per Duplex pump.
Proposed Action by MUC:
Motion by the Committee to forward the request to the Township Board with the
recommendation to purchase a full truckload of simplex and duplex grinder pump stations
totaling fifty-three (53) units to avoid freight charges in the amount of $175,733.00 to be paid
from the capital construction account in the Enterprise fund and to increase the resale price of
the grinder pump stations to $3,300.00 per simplex pump and $6,600.00 per duplex pump.

breakdown of costs are as follows:

Attached is an application for the combination of three parcels in the Shannon Shores
subdivision. Two parcels (TID 15-24-103-058 and 059) are on the west side of Shannon Drive
and are each improved with a garage; the parcel (TID 15-24-103-023) on the east side of
Shannon Drive is improved with a single-family dwelling.
The applicant has requested that these parcels be combined for tax purposes. The subject sites
are adjacent to each other and are zoned in the Natural River district (NR). Section 8.3.10 of the
Ordinance permits accessory garages to be placed on a separate lot of record than the principal
structure subject to six provisions being met, one of which is that the garages may not exceed a
combined total of 800 square feet of ground area. The ground floor area of the two garages on
the lots total approximately 1,120 square feet. The combination of the three parcels will create a
single site that is more in compliance with the regulations of the zoning district and accessory
structure regulations (Section 8.3.) than the existing lots on their own.
I recommend approval of this lot combination with the condition that these parcels cannot be
split in the future unless all of the township regulations are met.
