Board resolved to accord administrative sanction for the scheme of construction of 87 HIG houses in Navalpattu Phase II Stage IV under Self Finance Scheme for Rs.870.00 lakhs (excluding land cost) under section 41 of TNHB Act 1961. Board also resolved to address the Government for approval of the Scheme under section 28 of TNHB Act 1961 and to exempt the scheme from operation of section 49 except sub section 2(b)of the said Act. Board resolved to accord administrative approval under section 41 of TNHB Act 1961 for area development scheme for development of 507 residential plots at Kilmudalambedu, Phase II, Gummudipoondi Taluk, Thiruvallure District for Rs.1344.00 lakhs. Board also resolved to address the Government for approval of the Scheme under section 28 of TNHB Act, 1961 to sanction the scheme under section 53 (2) and to declare the scheme under section 152 of the said Act. Board further resolved to accept the recommendation of the Pricing Committee for approval of selling price based on market rate which is the highest among market rate, guideline value and ruling rate. Board also resolved to address the Government for approval of the Scheme under section 28 of TNHB Act, 1961 and exempt the scheme from the operation of subsection 2b) of section 49 of the said Act. 4.20 TNHB – Implementation of Interest Subsidy scheme for Housing the Urban Poor (ISHUP) in Tamil Nadu – TNHB appointed as State level Nodal Agency by Government of Tamil Nadu – Expenditure incurred by TNHB – ratification of expenditure already incurred and approval to incur further expenditure – Requested. Board resolved that the Managing Director may write to Joint Secretary, Government of India (Housing) for sanction of the expenditure incurred by TNHB in implementation of the ISHUP Scheme. 4.21 Tamil Nadu Housing Board – Project wing – Construction of multi storeyed Residential flats in Paiyanur village, Kancheepuram district for Tamil Nadu Film Employees Co-operative Housing Society – Permission to enter into agreement with HUDCO for availing financial assistance on behalf of the above said society by Tamil Nadu Housing Board – Loan sanction order issued by HUDCO – Matter placed before the Board by circulation – Resolution of Board placed for confirmation. TENDERS 5.01 Tamil Nadu Housing Board – Technical Cell –Erode Housing Unit - Construction of 53 MIG houses at Dharapuram, Tiruppur district (Formerly Erode District) under Self finance scheme – Tender placed before the Board for acceptance. Board resolved to accept the lowest and negotiated tender of M/s C. Ponnusamy & Co for a value of Rs.2,64,87,438.20 which is Rs.24,02,442.65 or 9.97% excess over the estimate value of Rs.2,40,84,995.55, as per schedule of rate for the year 2010-11 or (-) 2.17% less as per estimated market rate. 5.02 Tamil Nadu Housing Board – Technical cell – Coimbatore Housing Unit – Special Repair work to 298 TNGRHS flats at Race Course Colony & Red field, Coimbatore - Tender placed before the Board for acceptance. Boad resolved that Chief Engineer, TNHB should furnish proper justification of the Technical Sanction granted vis-à-vis Administrative Approval already accorded in respect of the five schemes in Coimbaore and then subject be brought to the Board. 5.03 Tamil Nadu Housing Board – Technical Cell – Ramanathapuram Housing Unit – Construction of Cooperative Training Institute at Sivagangai District under Deposit work - Tender placed before the Board for acceptance. Board resolved to accept the lowest and negotiated tender of M/s C. Ponnusamy & Co for a value of Rs.1,40,48,857 which is Rs.12,66,547.44 or 9.91% excess over the estimate value of Rs.1,27,82,309.56 as per schedule of rate for the year 2010-11 or (+) 0.41% excess as per estimated market rate. 5.04 Tamil Nadu Housing Board – Technical Cell – Nandanam Division – Construction of 100 MLC Quarters(MSB) at Omanthurar Government Estate, Chennai – Prequalification – Re-negotiated tender again placed before the Board for taking a decision. Board resolved to that Sub-Committee of the Board consisting of Managing Director, TNHB and Joint Secretary to Government, Finance 17 Department may go into the details of the subject and re-negotiate with the tenderer and then the subject may be brought to Board. 5.05 Tamil Nadu Housing Board – Technical Cell – Construction of office cum shopping complex by Dismantling the existing shopping complex cum single person quarters at Seethammal colony, RS No.3739/24pt. Block No.74, in Mylapore village – scheme proposal for RS.169.70 lakhs(excluding land cost) – Matter placed before the Board for Administrative approval. Board resolved to accord administrative approval under section 41 of TNHB Act, 1961 for the scheme of demolition and reconstruction of Office-cum-Shopping Complex at Seethammal Colony, Mylapore for a value of Rs.169.70 lakhs. Board also resolved to approve the scheme for construction of Office-cum-Shopping Complex by dismantling a dilapidated Shopping Complex under section 28 of the said Act. Board also resolved to address the Government for sanction of scheme under section 53(2) of said Act. 5.06 Tamil Nadu Housing Board – Technical Cell – KK Nagar Division – Construction of Multistoried Residential flats (Basement + stilt + 19 floors) in Survey No.388 etc. at Nerkundram, Chennai – Tender placed before the Board for taking a decision. Board resolved that at first, Chief Engineer, TN Housing Board may negotiate with M/s Indu Projects Limited to bring down the tender excess in respect of this scheme. 6. In the second meeting, the rates furnished by the tenderer were analysed vis-a-vis market rates. The tenderer M/s Indu Projects Limited has stated that their overhead and margin would be 33% of the estimated value. The tenderer, based on the prevailing market rates, arrived at a value of Rs.404.25 crore (without overhead and margins). The Sub-Committee identified the following items where the tenderer’s quoted were higher than the market rate. a) Item No. 85 - Telephone Socket b) Item No. 116-b (v) - Supply of 4x16 sq.mm cable c) Item No.116-b (vi) – Supply of 3.5x25 sq.mm cable d) Item No.122 – 50x6mm GI tape wound e) Item No.128 – Capacitor 25 KV Amp f) Item No.139 – Cable Tray The tenderer agreed to reduce the quoted rates by Rs.12 crore for the above items. Further, the Sub-Committee tenderer has assumed the Rs.240/- per bag and sand cubic mt. In response, observed that the rate of cement at at Rs.2233.99 per the tenderer has 12 accepted to offer further discount, in the event of arrangement of sand and cement by Tamil Nadu Housing Board at lower rates than the quoted rates. For the anticipated quantity of 65,000 MT of cement at Rs.220/- per bag, the difference in cost works out to Rs.2.60 crore. Similarly for anticipated quantity of 1,06,500.00 cubic mt of sand, the difference in cost works out to Rs.19.83 crore. Thus, there will be a total saving of Rs.22.44 crore in the event of arrangement of sand and cement by Tamil Nadu Housing Board at lower rates. As a result the negotiaged tender value works out to Rs.378,56,00,000, which is Rs.49.85 crore or 15.16 percent excess over the estimated value. The Sub-Committee considered the fact that this project is Multistoried Building with 19 floors. The duration of the project is 30 months covering 3 financial years. In view of the above, Sub-Committee recommended to the Board that the lowest and negotiated tender of M/s Indu Projects for a value of Rs.401,00,00,000 may be accepted. The Board, after detailed discussion, resolved to accept the recommendation of the SubCommittee to accept the lowest and negotiated tender of M/s Indu Projects for a value of Rs.401,00,00,000. 6. FINANCE AND ACCOUNTS 6.01 Tamil Nadu Housing Board – Costing Section Hosur Housing Unit – Fixation of final cost for the Land and Development scheme for Hosur NHS Ph-VII Area Development scheme Recommendations of the Pricing Committee is placed before the Board for approval. Board resolved to accord permission to TNEB to lay Under Ground cooling water pipe line in Cellular Concrete Plant along eastern side compound wall to a length of 750.00M subject to the following conditions. a. The TNEB has to pay rent of Rs.2250/per annum. This rent will be increased by TNHB wherever required. b. The TNEB has to make 24 hours security arrangements to their materials and TNHB materials during execution of pipe line works. 4 c. While lying pipe line, if any damage occurs to the properties in CCP premises, it should be rectified by TNEB. d. TNEB should provide gates made up of MS grills and GI sheets on compound wall at the entry and exit of their pipe line and hand over the same with locking arrangements to the TNHB. If the TNEB require inspection or maintenance works to their pipe lines they may come through these gates with prior permission of the officers in Cellular Concrete Plant. e. TNEB should provide only one cooling water pipe line. Prior permission of TNHB should be obtained for any addition. f. The possession of the land on which permission given will always be with TNHB. g. The super space of land on which permission given will be utilized by TNHB for its any kind of activities. h. If any direct or indirect damage occurred to the TNHB materials in the premises due to the leakage of water from TNEB’s pipe line, the expenditure to rectify the damages should be borne by the TNEB. i.
