Kitsap Community Resources (KCR) is a private nonprofit community action partnership committed to
providing a network of resources and services to lowincome Kitsap County families. This annual report
chronicles the provision of these services throughout
2011 and shares the individual stories of how these
services impact families within our community.

In 2011 we were still not “out of the woods” in terms of our economy. Rates of homelessness,
households on public assistance and unemployment remained high. Far too many of our residents
struggled with debt and far too many homeowners were losing their homes as their property values
declined well below their mortgages.

KCR addressed these challenges head on with our employment and training, financial education,
asset-building, housing, veterans and homeless services, among others. Despite somewhat reduced
funding from traditional sources, KCR found ways to reduce our costs and continued to serve
approximately 17,000 low-income Kitsap residents during the year with a wide variety of services. In
addition to the services noted above we continue to invest in young people through our Head Start
and ECEAP early learning, Women Infants and Children (WIC) nutrition, Parenting Place and Kitsap
Youth in Action programs.
Most notably in 2011, KCR and its financial partners and supporters invested in our Kitsap future
by completion of several capital projects. The largest of these is our new South Kitsap Community
Services Center in Port Orchard. This 6900 square foot LEED-certified building will improve KCR’s
ability to make countywide services available to South Kitsap residents near their home. We expect
to celebrate the Center’s Grand Opening in August 2012. In Bremerton, we celebrated the opening of
a “new” outdoor learning park, The Smith Natural Playground, for young children that was designed
and built by KCR staff and many community volunteers and businesses. We also added a new
roof, parking and other improvements to extend the life of our adjacent and very busy Bremerton
Community Service Center on Park Avenue.

We are excited to have recently opened our community’s new Kitsap Housing Solution Center in
coordination with many community partners. The center has already had success reducing
waiting lists for homeless shelters, reducing the waiting time for services and engaging the
private sector in helping to prevent homelessness. Articles in this annual report highlight
several of these projects and programs. We are so very grateful to local, state and federal
government partners, United Way and the hundreds of private donors and volunteers
who have made it possible to make our services possible. Special thanks as well to KCR’s
volunteer board members, and our hard-working staff and AmeriCorps Team members
for their leadership and dedication to KCR. Clearly in 2011, they helped us in
Meeting Challenges and Producing Results in our Kitsap community.

and efficient means of locating and obtaining housing.

Opening Doors To New Housing Possibilities
Opening the doors of the Kitsap Housing Solutions Center (KHSC) in 2011 was the culmination
of community planning effort to streamline and increase access and information for housing
and homeless services in Kitsap County. Prior to the KHSC, families and individuals in search of
assistance would often contact multiple shelters, repeat their stories over and over, and place their
names on countless waiting lists – all in the hope that they find a solution. The KHSC now makes
it possible for the same individuals to come to one location and be connected to community-wide
resources appropriate to their individual needs.
The process of creating a “one-stop-shop” that more efficiently addressed the unmet housing and
homeless needs in Kitsap County began with a group of dedicated agency representatives working
diligently over many months to design the framework of the HSC.
With the endorsement of the Kitsap County Continuum of Care and the Kitsap Regional
Coordinating Council (KRCC), that final framework included the selection of KCR to provide
the administrative leadership necessary to launch the Housing Solutions Center and provide the
necessary operational oversight.
Kitsap County is now only one of five counties in Washington State that has successfully implemented
a coordinated entry system; a model of service that all counties will be required to implement as a
condition of receiving federal funding by the end of 2014. In the few months since KHSC opened,
almost 3,500 individuals have come onsite for housing counseling and guidance, phoned in for
assistance with housing, or have been referred to community partners for housing placement.
Additionally, the wait list for shelter in Kitsap County has dropped significantly.

to sleep in their car. They had unsuccessfully sought housing at various locations in Kitsap County
before visiting the HSC. Through the assistance of HSC, and being able to consider multiple options

When Dean later returned to HSC to express his appreciation, he explained what that meant to
Pamela and him. “Finally finding a home turned everything around for us. We have since been
able to find employment, focus on other goals and completely turn our lives around.”

Beyond the convenience of community-wide resources being accessible at one location, a
cornerstone of the HSC success to date is the strong community partnerships that are in place
with virtually all of the housing service providers in the County. Since opening its doors, the
HSC has referred more than a thousand individuals to community housing resources.

In 2011, one-third of the low-income families and children KCR served resided in the South Kitsap area
and most received services at our Port Orchard satellite office. The aging, leased facility, however, was in
need of repair and could not adequately serve the growing need for services in the South Kitsap area.

Improving Our Ability To Serve South Kitsap Residents
For 45 years, KCR has provided services to help stabilize the immediate needs of low-income people
and then work to build their self-sufficiency. Our objective is to break the cycle of poverty and build
strong families. We have managed to be successful in spite of many challenges. One such challenge
has been our satellite office in Port Orchard. Currently housed in an old supermarket, the leased
facility is substandard and needs to be replaced. The KCR Board of Directors made it a priority and

We are nearing completion of the new KCR South Kitsap Community Services Center, a two-story,
and Lund in Port Orchard. The new center will house a Women, Infants & Children (WIC) clinic,
Employment and Training programs, Housing and Homeless Services, Energy Assistance, Veterans
Services, the Kitsap Adult Center for Education GED and ESL classes, and the Kitsap Health District’s
Visiting Nurse program. We hope to open for business in the new facility by the first of August.
Much of the funding for the new Center has come from government grants and private foundations.
Washington State Office of Women, Infants and Children (WIC), Washington State Building
Communities Fund, Bill & Melinda Gates Foundation, Medina Foundation, Boeing Employees of
Puget Sound Community Fund, Ben B. Cheney Foundation, and the Norcliffe Foundation. KCR also
initiated a successful local capital campaign over the past year and many businesses, organizations
and individuals made generous contributions in support of this project.
KCR will lower the cost of operation, serve more people, and improve the delivery of service in this
new facility designed specifically for our purposes. We will create hope and opportunity for clients in

Smith Natural Play Park is opened to the public and in addition to serving KCR Head Start classes,
many area schools have also now begun to visit the park, enabling KCR to take part in enriching the
learning experience of children all over Kitsap County while providing a resource assessable to the
entire community.

The KCR Weatherization program reduces the heating and cooling costs for low-income
families by improving the energy efficiency of their homes. Home weatherization
modifications conserve energy, reduce costs, and improve environmental health and safety.

storm windows not only make the homes more comfortable, they reduce the amount of heat
required to warm the home.
Rex, a school teacher, and Malia Green, a stay at home mom, are parents to four special needs
children and live within a very tight family budget. They nevertheless managed to pull their
resources together to buy their first home. “We knew it was a fixer-upper, but there were serious
problems that were not discovered until we were already living there,” the couple explained.

Rex and Malia scraped together the money to replace their leaky roof, but without the means to
insulate their home, heat was simply escaping through the roof and walls. “We were paying over
$1000 a month for heating and the cold months had not yet begun. We were very worried as we
saw ourselves falling further and further behind in our bills,” said Malia.

As energy prices rose in 2011, low-income families and fixed income seniors were forced to pay
higher amounts of their income to cover costs.
Already living within the confines of limited resources, these groups are particularly vulnerable and
unable to absorb unexpected and unpredictable energy costs.
When Rex and Malia Green qualified for KCR’s Weatherization program, an energy auditor visited
the Green family’s home and performed an energy inspection to determine if such modifications
were possible. The inspection found that a lack of insulation and unsealed duct work were resulting
in hot air leaking into the attic and never reaching the living areas of the home.
After weatherization measures were completed, including proper insulation, wind sealing, and
moisture control measures, heating costs were dramatically decreased. “After the modifications our
heating costs dropped by almost 50%. We now pay around $200 a month for heating instead of
$1000. It has made a huge difference and has made our home much more livable for our children,”
the couple expressed.
Funding from the American Recovery and Reinvestment Act (ARRA) made it possible for KCR to
weatherize 339 low-income family homes in 2011. At a time when energy costs were continually
rising, additional AARA funding made it possible for KCR to increase the number of homes and
families, such as Rex and Malia Green, that were served within Kitsap County.

For every basic need – food, shelter, medical care, education, and retirement – financial
literacy has become an essential survival tool. In 2011, KCR continued to partner with
the Asset Building Coalition (ABC) of Kitsap to bring financial education and resource
opportunities to low-income families in Kitsap County.

Increasing Financial
Stability
KCR partners with other members of the Asset-building Coalition (ABC) of Kitsap to provide
financial education and resources for Kitsap residents. We schedule, coordinate and recruit for

prevent rental of an
apartment, the ability
to get a job or to buy a
car for transportation
the classes and provide staff support for the ABC. Working together, KCR and the ABC leverage
resources, coordinate services to avoid duplication and create free local opportunities, including:
• core financial management classes
• informational fairs
• free credit reports
• credit counseling
• free tax preparations
• access to many other community services
Joe and Barbara and their three children were evicted from their rental apartment and found
themselves homeless. Joe had lost his job and Barbara’s hours at a fast food restaurant had
been reduced significantly. They were two month’s behind in rent when they came to KCR for
assistance.

The family was placed into a KCR Emergency Shelter and both parents immediately began a job
search as a part of their case-managed plan. Joe found part-time employment in the first week at
a job that offered stability and a good future.
As a part of their case management goals, they attended financial literacy classes presented

decisions and
ultimately lead to
greater stability
and financial
independence
by KCR and their partner agencies. These classes included topics like Family Budgeting,
Understanding Credit, and How to be a Smart Renter.
The classes they had participated in helped them save 50% of their earned income and to pay
down the debt they owed to their previous landlord. Within one month, Joe was promoted to
full-time and Barbara’s hours became more predictable.
The financial education they received as a part of the KCR Financial Education and Asset
Building program will help their family build on this success and allow them to plan for a
successful future. They obtained a secured credit card and began rebuilding their credit, learned
to use a debit card and developed a disciplined plan for spending and savings.

Employment And Training
Provided job training, career assistance, counseling, and job placement services to nearly 1,400 Kitsap County
residents through WIA Workforce Development, Workfirst Community Jobs and other contracts.
Housing And Homeless Services
Provided 12,145 emergency bednights to homeless residents. Housing and Homeless Services additionally
provided counseling services to 9,983 residents, providing program information, enrollment, and referral on
rapid re-housing, emergency shelter, transitional housing, SafePark, individualized case management, and
homeless childcare.
Early Learning & Family Services
Provided comprehensive child development services for 616 children ages 0-5 and their families with Head Start
and ECEAP funding. Services included pre-school, childcare, health, disability, nutrition, parent involvement
and family services.
AmeriCorps
Provided recruitment, training and management for 40 full-time and 40 minimum-time adult AmeriCorps team
members, 339 Kitsap Youth In Action volunteers ages 11-17, and several hundred additional volunteers who
worked on major community improvement projects.
Energy Assistance and Weatherization
Fully audited and weatherized 395 homes of low-income seniors and families and provided financial assistance
with utility bill payments to 5,648 low-income Kitsap County residents.
Women, Infants and Children (WIC)
Provided nutritional assessment and guidance, health referrals, supplemental healthy foods, and/or breastfeeding
counseling to 9,622 women and children
Veterans Assistance Fund Program
Provided financial assistance and guidance to veterans in need on behalf of Kitsap County and the local Veterans
Advisory Board. 370 veterans were helped with food, utilities, medical bills, car repairs, and funeral costs.
The Parenting Place
Provided parenting classes and resources to 589 parents and children seeking parent education and family
reunification assistance.
Financial Education And Asset Building
Provided financial education classes, second-chance banking, community financial education fairs, free tax
preparation, free credit reports and counseling to nearly 300 Kitsap County residents seeking financial literacy
information and assistance
