FROM THE
BIENESTAR
BOARD
PRESIDENT
On behalf of the Bienestar Board of
Directors, I would like to thank all of you who have
shown your support for our mission and our
Bienestar families in 2015. Bienestar has a diverse
and dedicated Board who appreciate our
community of supporters who also believe in our
mission, values and vision.
During this past year, 2015, the Board of
Directors completed a new strategic plan to serve
as a guide post through 2018. This plan assures
that Bienestar will continue to provide stable
properties with services for resident families
relevant to attaining self-sufficiency. The plan is
available by request to the Bienestar
administrative offices.
Bienestar was selected to participate in the
Meyer Memorial Trust’s Affordable Housing
Initiative in 2015. This has supported work related
to our new strategic plan; that is, securing
financial restructuring of properties when timely
and appropriate, to ensure these properties
remain a resource in the pool of affordable
housing for working families for another fifteen to
thirty years. It has provided important technical
assistance in support of our asset management
work by staff and the Bienestar Housing
Committee, informing important decisions about
properties impacting Bienestar and our residents.
In my final year as President of the Board, I
am happy to report Bienestar continues its strong
partnerships in the community, working to
maintain safe, affordable housing for working
families and is set to do into the future.

Promotores, our resident peer leaders, are critical to
the success of our Pathways From Poverty initiative.
With a Promotor(a) at each property, we are able to
stay attuned to the needs of our residents. These
Promotores receive special leadership training and
through home visits help to connect their neighbors
to information, resources, and referrals. Their
leadership also helps to augment staff capacity. They
are our community leaders.

HIGHLIGHTS
•
Bienestar wants to thank Governor Brown for her August afternoon visit to
our Juniper Gardens Property in Forest Grove. We were honored by her visit,
impressed by her insightful questions and appreciative of how closely she
listened to our challenges and triumphs. She toured the farmworker
property, an apartment and even the community garden, commenting on it
being a good year for tomatoes. Special thanks to the Governor and her
staff, Cornelius Mayor Jeffrey Dalin, City Manager Rob Drake, and Bienestar
Board Vice President David Cintron.

Our Recetas Exito Culinary Training
program has taught 19 individuals who
have received their server certification
through the program. The Recetas
Caterers provided catering service for
many community partners including the
City of Hillsboro, Hillsboro School District,
Community Action and Vision Action
Network, as well as Bienestar events and
private parties. It was a good year for
tamales!

Bienestar’s Board of Directors
prepared the Strategic Plan
for 2016 through 2018, with
the assistance of facilitator
Corky McReynolds of Forest
Grove. The plan is available
on the Bienestar web site.

Bienestar again maintained a
high percentage of budget –
and every dollar raised – to
programs and housing for
residents in 2015. In 2014, the
percentage was 96%, and in
2015 it was 97%.
•
A generous grant from Intel,
along with extensive technical
assistance resulted in a 12week Computer Literacy
course for our Promotores;
the peer outreach workers
chosen from among our
residents – one to serve each
property. Classes were taught
by Intel employees and
participants learned basic
computer skills and use of
office programs, including
creating budgets on Excel.
• This summer: Through our
partnership with Audubon, we
provided 72 students from six
sites in the Hillsboro and Forest
Grove Bienestar communities
with environmental education
and outdoor recreation. With
the help of the Bienestar staff
members, summer day camps
were filled to near capacity for
each of the three weeks of
camp.

READY FOR KINDERGARTEN
Emmanuel and Valentin are six-year
old twins who are currently in Kindergarten.
However, as of the summer of 2015, they
could not count, spell, or recognize the
alphabet. “They would try to sound out words
when reading, but get frustrated when they
would get stuck” shares their mother,
Agustina. Maday is a 5 year old who also
shared the same frustrations. Knowing the
importance of early childhood education,
Bienestar adopted the program “Ready! For
Kindergarten” to improve the chances for
these children and others in the first years of
school.
The program requires parents to
attend a 90 minute course per term. At these
classes, parents are taught how they can be
teachers at home for their children. Consuelo,
Maday’s mother, shares that she learned a lot
from the classes and felt that these classes
were so beneficial that she convinced her
husband to also participate in the program. “I
saw a huge difference in Maday when I
started to be involved in her learning, she was
excited to learn.”
Aside from the 90 minute class,
Bienestar has added the additional element
of home visits to follow-up with the
participants after completion of the sessions.
Not part of the original Ready! model, these
home visits have proven to be critical in
keeping the momentum of parents and
students learning at home. Agustina shares,
“the home visits and the program reinforce
what my children are learning in school.”
During these home visits, individual needs are
addressed and support is provided to parents
as they guide their children in educational
activities.
Consuelo does the activities with Maday
and her younger daughter Mia, who is also in
the program, once a day. “If my daughters are
not in the mood or are not feeling well, I do not
pressure them to do the exercises. We wait for
later in the day because I want them to have
fun during the sessions.” This is a concept that
has been taught to parents during the class
sessions, and it has proven to be effective.
Emmanuel and Valentin can now proudly
spell their names (even each other’s names),
add, subtract, and multiply. Agustina shares
that sometimes her sons will randomly ask her,
“Mom, what is 5+5?”, “Mom, what is 1x1” to
which Agustina will playfully answer, “Is it 8? Is
it 2?” She enjoys watching her boys correct her
and teach her how to count and multiply. “I feel
happy and excited to see their growth.” Maday
also shares in the excitement of learning.
“When we are driving in the car, Maday will
sometimes yell, ‘Look! It’s M for Maday!’ as she
reads the sign on the Fred Meyers, and we will
play games pointing out letters that we
recognize,” shares Consuelo. Maday proudly
recognizes geometric shapes, can spell her
name, count to 100, recites the alphabet, and
loves to read and be read to.
Not long after Emmanuel and Valentin
started school, they were named “Super Star
Students” due to their huge improvement.
Maday will be starting Kindergarten in
September 2016. When asked if she feels ready
to start school, Maday just smiled and
answered, “Yes, I am.”
Bienestar would like to acknowledge the Begonia
Foundation, the Collins Foundation, and the City of
Hillsboro for their significant support of this program and
Bienestar’s up and coming scholars. We would like to
extend special gratitude towards the Forest Grove
School District for their support in piloting this program
and beyond.

CORNELIUS PLACE… in the pipeline
This project will increase the availability of affordable housing for
individuals ages 55+ in Washington County as well as provide a highly
needed library facility for the citizens of Cornelius. The building’s three
story design will define a cornerstone to the commercial district in
Cornelius and create pedestrian traffic to utilize the newly designed
streetscape. The project design team has included a community room,
a café, and an outdoor gathering space – all to serve the entire
community as well as the residents of the Cornelius Place apartments.
Services and activities are being planned for residents at Cornelius
Place, to support their health and involvement in the community.
Project completion is expected by 2018.
Project design team: Bienestar Inc, City of Cornelius, Cornelius Library, The Nielson
Group, Scott/Edwards Architecture, YMCA, Walsh Construction. Predevelopment
funding form Community Housing Fund & Office of Community Development of
Washington County.

CONGRATULATIONS GRACIE!
2015 marked Gracie Garcia’s
tenth anniversary with Bienestar.
Gracie currently serves as Resident
Services Director, and has worked
serving our residents for her entire
tenure. Serving is simply in her nature.
You cannot walk through a
Bienestar property with Gracie (or go
to a meeting in Washington County),
without Gracie running into someone
she has known for years. This
familiarity and her passion for
enhancing the lives of our families
provides the basis for Bienestar’s
effective programs. She faithfully,
carefully and lovingly watches over
Bienestar’s resident families. Gracie,
our families (and all of us staff and
volunteers) love you too.
Thank you for your leadership and your ongoing commitment to
helping all of us succeed, residents and staff alike.
You are our treasure.
