Laws The Louisiana Senate passed the repeal by a 28 to 9 and the House by 70 to 23. Governor Foster is a biker and it is assured that he will sign the bill . Bill SB 86 repeals the mandatory helmet requirement for riders 18 and older, but requires that you show proof of having $10,000 in medical coverage . (It would seem that the Attorneys and Insurance Co.’s have won again.) Missouri is waiting for their Governor to sign their bill to repeal that state’s Helmet law. North Carolina , New York, Pennsylvania and Oregon are all working hard to get their States to repeal their Helmet Laws. Oklahoma just became the 47th state to pass motorcycle rider education. Minnesota ’s Governor, Jesse Ventura, a biker himself, signed SF 1762, which changes their old law, that would take into consideration weather you were warring a helmet or not and this would be considered as evidence against you. Jesse the Biker, also just signed SB 287 which will end the mandatory vehicle omission test in his state. Alabama’s House bill 186 if passed would prohibit an insurer or a repair facility from requiring the use of (or using) non– OEM after market parts to repair a motor vehicle . This would also require all after market manufactures to their label plainly displayed on the part and must be seen after it is installed. Connecticut bill 1149 would if passed prohibit any one from operating any ATV if under 14 years of age. Riders 14 to 16 could only operate is under the direct supervision of some one over 21. They all would have to wear helmets and eye protectors. Kansas Bill 2373 Would amend their lemon law to require replacement or complete refund for a nonconforming vehicle.. Nebraska Bill 491 would provide a tax credit for DMV approved driver safety course . South Carolina Bill 260 would amend the definition of a three wheel vehicle to include a motorcycle with a detachable sidecar Under this law a person with a regular basic drivers license could drive. From your AMA If you are any where near Pickerington Ohio, you should stop by their Motorcycle Hall of fame Museum. The Museum will displaying bikes from off road racing grates like David Bailey, Bill Raird , Dock Burleaon and a lot more. Stop by it will be worth it. The AMA has hired B. Scott Hollingsworth as its new Chief Executive Officer for AMA Pro Racing. The Hatfield-McCoy trail system in West Virginia has been designated a “National Millennium trail” This was done by the boss and country mother Ms. Clinton. This trail system is to be used by off-highway motorcycle and all-terrain vehicles riders along with equestrians, mountain bikers, hikers and others. (I wonder how long this will last, before the OHV ’s are shut out.) Thanks to all of you who let your comrades in Washington DC, know how you felt about the proposed 100% import duties that was to be placed on European Motorcycles, imported into US. This is a good example of how motorcyclists can work together and bring about change. The California Off-Highway Motor Vehicle Recreation Division, popularly known as the Green Sticker Program , has requested project applications for the 2000 Recreational Trails program grants be sent in by October 1, 1999. You will see a large number of Vintage bikes along with the exciting guys onin ?, sidecars go up the 3 mile long course with its 37 turns and 1,088 elevation gain. This is exciting to watch and more exciting to do. If this is not enough for you, they will also have a traditional American Dirt Hillclimb. This is going to be a 800 ft climb at nearly a 50 degree. If this is still not enough there is the Supertrials. You will just have to see this ,but when you do, you still won‘t believe that they can do what they do on their Trials motorcycles. Spectators can access all of the events for just $15.00 Traffic Deaths Decline The number counters have counted all the people who don’t complain any more. And found out that there are not as many as there were in years gone by. In fact the number is down by a whopping 1.3%, or for all of you from Rio Linda 42,013 in 1997 and 41,408 in 1998. This would give us to think that since the speed limit has been risen and the number of deaths are lower that indeed, not like our government told us could they be wrong again and just may be “Speed don’t kill” ,after all. They were going to do it, even if it was going to kill us. The State of California has now come to the conclusion, that it just might not be as good for us as they thought. The problem with all this, is that MTBE is so very easy to detect. Especially in our ground water. It can’t be hidden anymore, it causes cancer, That guarded word again. YOU A VERY OPINIONATED AND VERY OLD MOTORCYCLIST WHO HAS SEEN IT ALL I am a Non-Smoker. I believe in equal rights for bikers, non-bikers, smokers and nonsmokers. Yes I believe that smokers have rights, and bikers have rights. I think that bars and restaurants and other places should have non-smoking and smoking areas. I don’t believe that second hand smoke will kill me. I along with some of you, will most likely be killed riding a motorcycle. (It might be safer, than scuba diving.) I might be killed by accidentally shooting myself, while hunting or shot by a jealous husband, or more likely braking my neck after jumping out of her second story window. (Dream on old man) In 1993 the environmental protection agency, EPA issued a report, about the “alleged dangers of second hand smoke“. This report was prepared FOR the singular purpose, the ultimate elimination of tobacco products in the US. It formed the basis for countless bureaucratic and legislative rulings about Tobacco uses through out our country. This was allowed to happen, by scaring most of Americans, about the FALSE dangers of so called SECOND HAND SMOKE. This allowed the anti-smoking forces to plunder $$$ from the Tobacco industry, through legalized extortion that could eventually drive them out of business. (who will pay all there taxis that will be lost ?.) This EPA report was rigged from the start, and went too far and caused the Tobacco industry to fought back. $$$ On July 17 1998 the US District Court of North Carolina ruled in favor of the Tobacco industry. Six tobacco companies took on the EPA along with their administrator, Carol Browner. The law suit against the EPA centered around the “Radon Research Act of 1986“. In this act the EPA must establish an advisory group, comprised of individuals representing the STATE, and must include people from the scientific community and public interest organizations, all under the name of “Indoor air quality”. Federal Judge, William Osteen found that the EPA had failed to even establish any such advisory committee. He questioned weather the findings in the report would not have been different, if the proper committee had been formed. Under such circumstances, Judge Osteen concluded, that “An atmosphere more conducive to an unbiased set of conclusions would undoubtedly have existed had they had complied with the law“. (Otherwise they got caught) The EPA’s report was not the results of reasoned decision making, but a predetermined decision based on a biased (Heat) of tobacco use. It was a hand picked partisan Government comity. In deciding in favor of Tobacco, Judge Osteen cited a “litany of abuses perpetrated by the EPA”. He found that not only had “the EPA exceeded the authority given to them by congress, and it had disseminated findings to establish a De Facto regulatory scheme intended to restrict the plaintiff’s legal products and to influence public opinion“. Although the EPA had 58 studies available on which to base its conclusions, it used only 31 of these. In their suit, the plaintiffs charged that inclusions of the omitted studies, would have undermined the EPA’s claim of a causal association between exposure and lung cancer. In finding for the plaintiffs, the court agreed that the EPA’s study selection process was “Disturbing” (Judges Words) and the EPA omissions were intentional and coincidental. The revamped Thunderbird, with its reduced ride height and the addition of a sixth gear is continuing to bring in buyers. Triumph’s Sprint ST has taken the title of “Best Sport Touring Bike . The new Sprint RS will sale for about $12,000 .and will be reported to put out just over 100 hp. But will have a top speed of 150 mph. The latest rumor is that Triumph will be showing their New 600 at the International Bike Show at Birmingham England in November. Watch for Tom Cruise to be seen on a T509 in has latest remake of the move Mission Impossible. NORTON NEWS Norton has became the latest in a trend of European Motorcycle manufactures to list stock on Wall Street. This was after a 1 for 2 stock split with Hallmark Properties Inc. NORTON MOTORS INC. will own six million common shares with Hallmark. Norton has got John Fiebelkorn from Polaris and he is now there managing director. The New Norton Co. is touted to be very high tech. But the gang back in Jolly Old England, is still doing things in the old way. When it comes to developing the new Nirvana cruiser, they have given up the computer and are using a hand carved wooden engine. ((It leaks sap not oil) They have built a full size replica of the 1640cc motor. They have chose to use this to help them develop the tooling to make all the parts. They were to build the motor in the US but that plan has been shelved.. All the work is now being done in Lancashire England. Norton has signed an extensive license with Wilson International in Canada, to produce a line of apparel and merchandise for NORTON MOTORCYCLES. The Dyno. tests have shown a true 200 hp. They hope to reach the projected 230 hp and be able to go over the 200 mph. (But where?) Our man Mike Corbin has just came out with a new Saddlebag set up. It is just the thing for sport bikes.
