Apprenticeships are proven in helping employers match the skills they want with the training workers
receive. Those programs, it would seem, are key, considering business owners often complain that a
skills gap threatens their productivity and growth. According to the Labor Department, though,
apprenticeships in the United States fell 40 percent between 2003 and 2013. Why the decline? Some
obstacles include the overall perception of the skilled trades, lack of knowledge about career
opportunities in the trades and the view that young people should obtain a four-year college degree.
Advocates of apprenticeships, however, maintain that employers are realizing that apprenticeships
actually produce better quality workers and boost retention, as workers who take the apprenticeship
path recognize the investment their employers are making in their careers and reciprocate with a
greater sense of loyalty.

Fortunately, the PHCC Educational Foundation understands the value of apprentice training, especially
today as up to 95 million Baby Boomers are either retiring or changing work focus. With this increased
challenge of finding and training workers to meet the skilled labor needs of the plumbing and HVACR
industry, the Foundation offers a host of training opportunities and materials, including one of the most
comprehensive and accredited programs – a four-year apprentice curriculum.
In fact, businesses across the country continue to rely on PHCC’s curriculum, textbooks and other
training materials. Why?
PHCC’s materials are developed by a team of contractors, educators, and code experts to meet the
needs of contractors in providing a knowledgeable technician by the end of PHCC’s apprentice
training program. Conversely, the competition’s curriculum is designed for what general
contractors want plumbing and HVAC technicians to know.
With code a big curriculum issue, the Educational Foundation works with code experts on our series
to ensure that we are accurate across all three model codes.
The Foundation’s curriculum is approved by the U.S. Department of Labor.
Our textbooks are updated on a regular basis. In fact, we continuously encourage feedback on the
entire apprentice program from instructors and then incorporate valid changes based on that
feedback.
Instructor materials include PowerPoint presentations that instructors can use along with the lesson
plans to ensure the subject is adequately covered. Test banks are also provided to provide a
means of assessing student knowledge of the material covered.
Programs – including those shorter than the four-year curriculum – can be customized. With four
separate textbooks, you can tailor PHCC’s series to meet your local requirements. For example,
for a two-year short course, you can determine what needs to be covered in those two years
and pull from the appropriate books/materials. Be sure to consider, however, the number of
classroom instruction hours required by your state.

Our Sympathy to the Webb Family….
It is with great sadness that we offer our condolences to the family of our prior office
assistant, Lisa Webb. Lisa worked in the state office from 2009-2010. She passed away after
a short battle with cancer on May 21st at UT Hospital, she was 46 years old.
You may remember Lisa from the registration desk at the 2010 Trade Show and Convention at
the Knoxville Expo Center (the year of the big hail storm). Her daughter Hanna, helped us at
the trade show manning the ice cream station and recently completed her first year at Lee
University. Our prayers are with her family.

Congratulations to the 2014
Tennessee PHCC Scholarship Recipients!
The TAPHCC Scholarships are presented annually and funded by the TAPHCC Danny Burnette Golf Classic. The criteria for
selection is based on scholarship, character, leadership, need, and experience.
Preference in selecting recipients is given to students who plan to pursue a career in business or mechanical engineering and
who are preparing to enter the PHC industry following college graduation. Each student receives a scholarship of $1000.
Madyson Darnell, of Fairview, is the daughter of Kacy Welch. Kacy’s grandfather, David Welch, is an employee of Hiller
Plumbing Company. Madyson studies nursing at Middle Tennessee State University.
Kaitlyn Dowling, of Knoxville is the daughter of David and Kathy Dowling. Kathy works for Interstate Mechanical Contractors. Kaitlyn attends Eastern
Tennessee State University and studies Pre-Med/Biology.
Cynthia Faircloth, of Springfield, is the granddaughter of Ben & Sue Faircloth. Her grandfather, Ben Faircloth, is an employee of Green Hills Plumbing Co.
Cynthia attends Eastern Tennessee State University and is majoring in Dental Hygiene.
Rachel Matheny, of Palmyra, is the daughter of Roger and Lesa Matheny. Lesa is a marketing representative with Federated Insurance. Rachel attends
Austin Peay State University and studies Biology.
Caitlyn Myers, of Philadelphia, is the daughter of David and Jill Myers. David is a project superintendent at Shoffner Kalthoff Mechanical Electrical Service.
She is studying business mgt. & economics at Maryville College.
Hannah Nelson, of Collierville, is the daughter of Rob and Mara Nelson. Rob is the owner of FC2 Sales. She plans to study Animal Science with a preveterinary concentration in college.
Boone Smith, of Knoxville, is the son of Kenneth and Tracy Smith. Kenneth is a project manager at Shoffner Kalthoff Mechanical Electrical Services. Boone
studies mechanical engineering at Mississippi State.

Contractor of the Year AwardThe criteria established for the TAPHCC Contractor Member of the
Year is: the individual who has contributed the most to the PHC
industry and to the PHCC Association during the past year.
This year’s recipient of the Contractor the Year Award has been
working in the Plumbing Business for 37 years.
He was born in Springfield, TN and attended the following schools:
The School of Assumption, North High School and Father Ryan High
School. His hobbies include: Traveling, estimating projects with his son and going to
meetings with his son.
He enjoys family get-togethers, Nashville, New York and Ohio.
He worked with Bell South AT&T while building his plumbing business.
He was a Marine during the Korean War.
He is a member of The American Legion and a PHCC Member for over 20 years.
He served as Middle TN Chapter President and has been a PHCC Board Member
from 2011 and was recently named PHCC board Member of the Year for 2013.

Associate Member of the Year AwardOur Associate Member of the Year is a graduate of the University of Tennessee and began his
insurance career in 1980.
Among his many credentials, he serves on the state board of the TAPHCC, he serves on the
Board of the Associated General Contractors and he serves on the Board of the Boys and Girls
Clubs of the Tennessee Valley.
He has served as the state President of the “Insurors of Tennessee.”
He is a graduate of Leadership Knoxville.
He has led several capitol campaigns for various charitable organizations in
Knoxville.
He was the named Executive of the Year in 2010 by the Insurance Professionals of
Greater Knoxville and he currently serves as The TIS Construction Division
President.

Safety Stand Down Scheduled for June 2
We have partnered with other construction trade associations across the state, Tennessee OSHA Outreach Training Centers, as
well as TOSHA to have a statewide construction “Fall Protection Safety Stand Down”. As you are probably aware, fall
construction accidents are one of OSHA’s Focus Four Hazards . In addition, we generally see a rise in accidents during the
summer months of June through August. As such, we are scheduling this event at the start of this busy, high hazard time of
year to emphasize the requirements surrounding this important topic. Last year, over 20,000 employees across the state
participated in the “Caught In/Between Prevention Stand Down”!
Here’s how the program will work:
Call our office to register 865-531-7422, and we will provide you with the following information electronically: Promo flyer and training
information. We also want to be able to track the number of companies and employees impacted by the program.
You will need to make copies of the PowerPoint training program to distribute to your supervisors/foreman that will be leading the training
program in the field.
(It is recommended you print the slides as handouts/2 slides per page.)
On June 2nd at 7:00 am you will “Stand Down” on all your jobsites to discuss the prevention of fall protection injuries utilizing the training
information provided or another training program of choice. Note: The time and date can be altered to meet your company’s needs.

feel will be an event that will truly impact the safety and health of the many hard working construction workers across this state.

Legislative
2014 Tennessee PHCC Day on the Hill at the State Capital
March 26th marked the TN PHCC’s Day on the Hill at Capital Hill in Nashville. Our representatives met with over 20 legislators to promote our
“Carbon Monoxide Detectors Required in Lodging Establishments” proposed legislation and discuss our issues. We distributed a 12 page synopsis of
the background for the proposed legislation along with conveying our message that we are dedicated to “Protecting the Health and Safety of
Society.”
This summer we will be mailing all of the House and Senate our information packet to garner support for our legislation. We will also be reviewing
two additional proposed bills, The GoBuild Tennessee program and the Limited License HVAC program for consideration for the next legislative
session. Please contact the State Office if you would like additional information or would like to express your opinion on pending legislation.

Tennessee Represents PHCC at Our Nation’s Capital
May 21-22, Steve Gammon- TN PHCC President, Rick Thompson- PHCC National Zone 2 Director and Beth KillenExecutive Director attended the PHCC’s National Legislative Conference in Washington, DC. Well-known policy and
political analyst Bob Cusack presented the keynote address at the Legislative Conference. Cusack has been on Capitol
Hill for more than 20 years and has won multiple awards for investigative articles on a range of issues. He appears
regularly on MSNBC, Fox, ABC and CNN as a political pundit and is currently the managing editor of The Hill.
After a briefing we met with representatives for Senator Lamar Alexander, Senator Bob Corker, Rep. Chuck Fleishmann
and Rep. John Duncan. The main topic was to encourage reauthorization of the Carl D. Perkins Act this year to
continue the support for the development of academic and career technical skills among secondary and postsecondary
students who elect to enroll in career and technical education (CTE) programs. This program provides formula grants to
states to develop, implement and improve CTE programs, services and activities.
We also discussed the regulatory process on Capital Hill
and requested that Congress mandate that an agency with
expertise in the rule making process be contacted prior to
enacting the regulation. Examples of rules where PHCC
can offer expertise currently under development are:
Lead Renovation, Repair and Painting Rule, Furnace Rule,
Air Conditioner and Heat Pump Rule and the pending

Tennessee PHCC 117th Annual State Convention
President Michael Vance opened the 117th TN PHCC Annual Convention
and Trade Show on May 2nd at LP Field in Nashville.
Michael opened with thanking the attendees and encouraging all of our
members to embrace our theme for this year, “Be the Best You Can Be
With PHCC.“
“We could not do these events without the help of our sponsors. We

this year, the highest level of support for our events. On behalf of the
Board and our members I thank you for all you do for our Association,”
announced Mr. Vance.

The keynote speaker at the convention was Don MacLachlan, Executive
Vice President of Administration and Facilities of LP Field.
As President of Tennessee Titans Entertainment, Don is responsible for
nearly all of the non-football operations with the organization,
including marketing, corporate sales, ticketing, community relations
and broadcasting.
Don gave a wonderful speech about the progression of the Titans, the
major renovations to LP Field and was kind enough to offer his time to
answer the audience’s questions and comments about football and the
Titan’s upcoming season.

Presidents Event
Our Fourth Annual Presidents Event was held at Jimmy’s Buffets Margaritaville in Nashville the evening of the
trade show on May 2nd.
The State President, Local Chapter Presidents and Past Presidents received recognition as we enjoyed fine food,
amazing entertainment and fellowship. Kevin Viner, magician and illusionist wowed the crowd with slight of
hand, comedy, pick pocketing and group fun. At the end of Viner’s performance, he produced a regulation
bowling ball out of mid air!
After the entertainment we had a live auction to benefit the PAC Fund. Big thanks to our newest talent, Travis
Scott who performed brilliantly as our auctioneer on his debut performance. Thank you to all of the members
and associates for donating auction items and baskets.
Thank you to the Annual Events Committee and the Event Chair, Chris Gray for hosting the event. It is wonderful

PHCC realizes that some apprentices live in areas not easily accessible to classroom training or have personal issues such as child or elder
care that prevent them from attending traditional classroom training. With that, the Foundation offers an online course version of our
curriculum, with our home study students’ employers receiving student progress reports on a monthly basis.
In addition, the Foundation’s complete four-year series of plumbing textbooks is now available electronically (as well as in print format), so
students can read and reference these eBooks from their Apple, Kindle, or Nook devices. Electronic conversion our HVACR textbooks will be
completed by the end of this summer.
Assessment Tests
The Foundation’s plumbing assessment tests have undergone a rigorous validation process, similar to that of ACT, GRE, and other
standardized tests. Available through the National Occupational & Competency Testing Institute (NOCTI) Business Solutions section, these
tests assess what students should know at the end of each of the four years of apprenticeship instruction, as determined by a team of
instructors, contractors, and code experts.
On the HVAC side, the Industry Competency Exam (ICE), offered by AHRI, serves as an excellent course-end test for graduating apprentices
to ensure they have appropriate entry-level knowledge.
Both tests are offered online, and the results can be shared with the training program to help identify areas in which additional instruction
may be needed. Students passing the assessments receive a certificate.

The U.S. Dept. of Energy’s new water
heater regulations – which go into
effect April 16, 2015 – will require
higher Energy Factor (EF) ratings on
virtually all residential gas, electric,
oil, and tankless gas water heaters
(see chart), making a sweeping impact
on your business. Are you ready? To

regulations will affect many facets of the industry. Among the considerations impacting you and your customers: storage, transportation,

Court Approves Furnace Rule
Settlement
Good news! The U.S. District Court of Appeals for the D.C.
Circuit has approved a settlement that would rescind new
federal efficiency standards for non-weatherized gas furnaces.
The settlement is a result of a lawsuit filed by the American
Public Gas Association challenging the DOE’s Final Furnace, Air
Conditioner, and Heat Pump Rule. The rule sought to set new
minimum efficiency standards for a myriad of regional
standards for furnaces and central air conditioners and
residential HVAC products.
DOE will now begin the rule making process regarding DOE’s
regional standard for non-weatherized natural gas and mobile
home furnaces, and provide a forum for DOE to consider the
concerns of all interested parties.
PHCC National will keep members informed as the process
begins.
It is important to note that regional energy efficiency standards
for central air conditioners go into effect on Jan. 1, 2015.
These regional standards impose additional requirements for
central air conditioners that are manufactured on or after Jan.
1, 2015, and installed in the southeastern states of Alabama,
Arkansas, Delaware, Florida, Georgia, Hawaii, Kentucky,
Louisiana, Maryland, Mississippi, North Carolina, Oklahoma,
South Carolina, Tennessee, Texas, Virginia, or in the District of
Columbia; and in the southwestern states of Arizona, California,
Nevada or New Mexico.
The DOE has allowed for a an 18-month grace period during
which 13 SEER central air conditioners manufactured prior to
Jan. 1, 2015, may be installed without penalties in the south
and southwest regions.
Thermostats Recalled for Fire Risk
More than one million thermostats sold between January 2006 and December 2013 by
HVAC equipment manufacturers and distributors and at hardware retailers nationwide
are being recalled because the alkaline batteries used in the thermostat can leak onto
the circuit board, posing a fire hazard.
The thermostats are made by White-Rodgers, although some have different brand
names printed on the front, including ComfortSentry, DICO, Emerson, Frigidaire,
Maytag, Nutone, Partners Choice, Rheem, Ruud, Unico, Water Furnace, Westinghouse
and Zonefirst.

Celebrate a Decade of Industry Education
Ferguson and the Plumbing-Heating-Cooling Contractors (PHCC) Educational Foundation are
celebrating ten years of educational programs made possible by Ferguson contributions. These generous gifts to the Foundation’s annual giving campaign
have supported the Foundation’s mission of providing quality business management and technical educational programs to contractors and their
employees. The campaign also funds scholarships through the PHCC National Auxiliary’s scholarship program. In 2005, Ferguson made a major charitable
gift to the Foundation’s Invest in Your Future Annual Giving Campaign in support of industry education, and has continued to give generously each year
since.
“Ferguson’s track record of support illustrates that loyalty and a belief in the value of long-term relationships are integral parts of their corporate values,”
said Foundation Chairperson Roger Peugeot. “They have our thanks – and that of the industry – for making a decade of great education possible.”

years. Enabling the Foundation’s efforts to provide training for thousands of people makes the scale of what we have accomplished together remarkable.”
The 2014 fundraising goal for the Foundation’s annual campaign is $150,000 to support the development and delivery of industry educational programs and
