Request for increased density in Dunes West
Hello,
I am a resident of Park West and would like you to deny this request to increase density in Dunes West. As you
know, the infrastructure in our community is already over burdened with traffic and overcrowded schools. We
have heard many people discuss and complain about the traffic, but the more urgent issue is the overcrowding
in the schools. The school district has restructured the zoning to help alleviate this overcrowding, yet we still
find hundreds of kids being taught in trailers, many of which are set up in parking lots. With all that is
happening in the world these days I for one do not see these trailers as a safe place to be teaching our
children. We need to decrease density not increase it. Please help us get our kids out of the parking lots. I urge
you to deny this request tonight.

proposed changes to dunes west
I would like to state my opposition to the proposed zoning changes for Dunes West. It is sad to think that as our
neighborhood is somewhat near completion, John Wieland Homes seems to be disregarding everything we were told as
potential buyers in favor of making more profit. It appears that as they run out of space, they plan to change and put
MORE homes in that was previously planned. It seems the developers profit is put above the citizens who call this city
home. As they move out, we are left to deal with traffic, safety, reduced home values and overcrowded schools.
Besides the increased density, this proposed change will allow NO buffer between Ayers Plantation Road and homes, NO
where else in the neighborhood is that occurring. It has the potential to greatly impact the beauty of our neighborhood as
well as the value of our homes.
I thank the commission for this opportunity to keep these parcels low density.

attached in a separate document are the comments. Since I printed it, we are now at 747 people who have taken
the time and had the courage to publicly oppose tonight's proposed changes.
Please consider the comments, many, many people really thought about what this means to them and their
community. Then they made the effort to communicate that to you. Some folks are emotional about this issue.
All will certainly appreciate your votes to oppose any increases in density for Dunes West.

This change in zoning cannot happen. The proposed change in zoning does
not match the current surrounding neighborhoods in Dunes West. Changing
the zoning would impact traffic, safety, public education, our neighborhoods
quality of life. Lets please make sure our council members understand the
importance of not allowing this zoning to happen. There is a reason why the
last council members where voted out this past election because they allow our
town to become a mess with all this over building. To the new council member
voted in please stop this onslaught of developer greed. The developer
purchased these lots under the original current zoning just like all of us in the
Richmond Cove and Rush Haven neighborhoods did. The home owners of
these neighborhoods do not have a choice in picking up our homes and moving
them to another neighborhood. The developer should not be able to change
the zoning.

paid the premium to do so. Moving from DWR-1 to DWR - 3 at this point

My husband commutes to and from MUSC daily and it routinely takes more
than an hour each way mostly because of traffic on Hwy 41. If we allow high
density homes to be built it will only increase the traffic that is already
unbearable. We love our neighborhood but often feel trapped here during peak
hours as all the routes to head into town are ridiculously jammed. We will be
moving to another area if this problem gets worse. It is irresponsible to rezone
in DW and I cannot think of one positive impact that this will have on our
community.

I strongly feel that growth in Mt Pleasant is out of control. I feel like there has
been uncontrolled growth without any thought to existing infrastructure. Our
main roads (17, 41 and those running through Parkwest and Dunes West) are
already overwhelmed with traffic. I don't see how the town can continue to
approve building when our traffic is already such an issue. When we moved to
Parkwest it was to a town with a small town feel. Now it is a constant
frustration trying to get anywhere in town. What should take five minutes to
drive to our child's school has, at times, taken up to 45 minutes. The schools in
our neighbourhoods are already at mass capacity and cramming a bunch of
new homes in PW and DW is obviously going to worsen that issue. When is
enough going to be enough? There will be a point when people will no longer
want to move here because it will have lost all the charm it once had.

I live in Dunes West in area 6 of the attached map. My biggest concerns are
traffic, already overcrowded schools, and home values being affected when the
substance of the neighborhood is changed. We are all concerned about 41,
but has anyone addressed the URGENT need for JW Homes to widen the

when we live 15 minutes away. It's important because 1300++ students in a
three grade school is not productive. It's important because parents chose to

development. Currently we are dealing with the lack of cell service due to over
utilization because of the added population. As well as flooding in the
established residence yards due to the poor planning of adequate drainage

are just two examples of the negative affect the over building is having on the

They are preparing their exit strategy. The most cost efficient way to quickly

of life. The residents of Dunes West paid a premium for this quality of life only
to watch the developer (JWHOMES) slowly take it away. Our current amenities
are insufficient for the current residents (you can hardly find a spot at the pool,
the fitness center is too small, one playground, tennis courts typically have long
wait times to get on the court, poorly lite multi-media paths so runners are
running in the road early in the morning). Rezoning these plats to higher
density will compound these issues. Rezoning these plate will increase traffic
on already overcrowded roadways. Rezoning will add more students to our
already overcrowded schools. I am signing this petition because I am against
rezoning. The developer has no legitimate reason for this change.

Good Afternoon,
We have learned the developer wishes to increase the set density of section of Dunes West and we
would request that you do not allow it. Our infrastructure in the Dunes West / Park West area is
stretched as it is with roads (Hwy 41 / Park West Blvd / Hwy 17) crowded from 7 AM till 7 PM. The
schools are over-crowded.
We invested our life savings in our homes. We did our research to learn about our neighborhoods,
the schools and had our homes inspected as part of our investment decision making process. The
Developer knew what type of density he had when he bought into the investment potential of Dunes
West. We didn't purchase into an area that would have every acre maxed out and our quality of living
diminished to increase the bank account of a developer.
Please deny his request to increase the density of Dunes West development.

In reviewing the request by JWH to rezone Parcel 6 on Harpers Ferry Way and Parcels 9, 15 and 16
on Ayers Plantation Way I would request that these zoning changes be denied. Changing these
parcels to a higher density would be detrimental to the current homeowners who purchased their
property in a low density area. Also, I believe it would add to the already difficult situation with Rte.41
congestion.
The developer knew the zoning when the land was purchased. Clearly they will make a reasonable
profit from the property as it is currently zoned. They should be held to the original agreement and not
allowed to make changes that will be to the detriment of the residents of Dunes West. Please show
us that you are working for the residents of Mount Pleasant by denying the requests by JWH.

This letter is in regard to the proposed zoning of TMS Numbers 615-00-00-047, -050, -124, and -125,
located on U.S. Highway 17 North, between Darrell Creek Trail and Tupelo Forest Drive, which will be
considered by the Town’s Planning Commission on November 18. The Charleston County
Comprehensive Plan recommends these properties for Rural Residential future land uses, which carries
a density range of 1 dwelling unit per 3 acres to 1 dwelling unit per acre. The Comprehensive Plan states
that the intent of the Rural Residential future land use designation “is to accommodate modest population
growth to reduce demand for public services and facilities while retaining rural community character.”
The Charleston County Zoning and Land Development Regulations Ordinance (ZLDR) implements the
recommendations of the Comprehensive Plan by placing these properties in the Rural Residential (RR-3)
Zoning District, which has a maximum density of 1 dwelling unit per 3 acres, with allowances to increase
the density to a maximum of 1 dwelling unit per acre when the Conservation Subdivision requirements
are met. The density (3 dwelling units per acre) and character of the proposed development are
inconsistent with the County Comprehensive Plan recommendations, the current zoning of the properties,
and the development existing on surrounding unincorporated properties.

Hway 41 Impact from DW zoning proposed changes
Dear Mayor Page, Planning Commission members, and Town Council Members: I urge you to vote against allowing higher entities on the three Dunes West lots coming before you this week. Higher home densities, with the expected increase in autos exiting onto 41 at the DW back gate, must not be approved at this time. What happens in Dunes West will directly affect all the homeowners south along 41, with increased traffic and a deleterious effect on our home values. I remind you that in the face of a devastating traffic impact study, the Mill Creek Market was approved, even when the protesting residents, appearing before both Commission and Town Council, requested the TC zoning was devastating to area neighborhoods. The residents suggested that approximately 50 town houses or patio homes be built on the existing parcel instead, to allow less traffic on 41. That request was not considered to be executable, however (while I did not write down the comments made in sympathy to the resident's pleas), it was explained by Councilman Gawrych that the increase in auto traffic caused by homes instead of the shopping center was to be expressly avoided, as it would add to the problem of State Road 41's inability to carry more traffic. To paraphrase his comments ......(paraphrase) to add any more homes to the North end of an Un‐widened 41, would be unacceptable to those who you have elected to make the decision for you. We have no choice but to accept that this commercial center (Mill Creek) would allow far fewer daily trips on an unacceptably over‐capacity 41, and to allow more housing at this time would be the wrong decision for us to make for the residents. While we feel sorry for the taxpayers on North 41, who will have no relief from traffic grid‐lock for many years, you elected us to make the best decision for the town, and we must keep more autos off 41........ Therefore, the proposed increase in density in the parcels behind the DW back gate, is even more shocking in light of Gawrych's words, and certainly would seem to be double‐standard thinking by the Council. Why would more traffic be acceptable now? Increased density in these DW parcels, and the expected increase in the number of autos exiting DW onto 41, would certainly seem to represent a change in commitment to keep more autos off 41, and to grossly undermine the effectiveness of the proposed 41 widening from Joe Rouse to 17. It seems incredibly ill‐advised to sabotage the costly "solution" the Council decided on to ease traffic moving toward 17, while making things worse on the north end of the same highway. We are even still waiting to see how a five lane Berkeley County bridge will transition to a two lane 41, less than a mile from the back gate of Dunes West. Where is the benefit in granting increased densities on these three parcels to any existing Dunes West taxpayers? The benefit to the developer is obvious, but surely the Council has a greater obligation to the current DW residents, (as well as the hundreds of neighboring taxpayers south on 41) to weigh the impact of deliberately increasing traffic on the north end of 41, while spending big monies to ease traffic on the south end of the same road! It seems Ill‐advised and wasteful of scarce funds to those of us watching the decision being made. Some developers are approaching their "build out and exit" stages, and their requests for any changes call for increased sensitivity and mature judgement on the part of each member of Council. No member can be unaware of the devastating effect on all existing property owners of making the traffic on 41 any worse, and should be aware that the affected DW neighboring tax payers are counting on you to do no more harm to those of us condemned to suffer daily 1
grid‐lock on a road the Town neither owns, nor can fix. All of our property values are being threatened, whether inside the DW gates, or not, by this decision, and we ask you to weigh that fact carefully as you face your vote. The increased densities must not be granted on the Dunes West parcels. A decision to approve the request in DW, and it's ripple effect on hundreds of fed up North 41 constituents who must commute daily on 41, is unthinkable. I hope the Council members understand how critical their denial of these density changes are to the quality of life of all North 41 citizens, and our trust in their judgement to make the correct decision in this case. I am sincerely respectful of your willingness to serve the Town of Mt Pleasant, and hopeful the decision you make supports your constituents best interests. Our roads cannot sustain the growth that has been taking place in North Mt Pleasant.

Thank you for the opportunity to address the proposal to rezone real estate parcels in
Dunes West, specifically Parcel 6 Harpers Ferry Way; Parcels 15 & 16 Ayers Plantation,
and Parcel 9 Ayers Plantation, from low density to medium density.
As homeowners in the area, we have the following concerns about approving this
proposal:
1. Rezoning will likely reduce the value of neighboring homes, which were bought
under the premise that the area is and would remain zoned as low density.
2. Rezoning would have a negative impact on the quality of life of residents in Dunes
West. The recreational infrastructure of Dunes West (recreational areas, swimming
pools, tennis courts, etc.) were designed to handle low density housing. Increasing
the density of the neighborhoods would result in over-crowding or require
investment to expand these facilities. Is the developer willing to fund the
expansion?
3. Rezoning would increase the wear and tear on sidewalks and roads which were
designed for low density. This will result in greater traffic congestion and expense
for maintenance and repair, especially during the construction phase.
4. Rezoning will increase the traffic through the back gate to Dunes West off Route 41,
which is on occasion already backed up onto Route 41. Increasing the housing
density would increase the traffic on this gate, resulting in further congestion and
delay or costly construction to make the access road two lanes.

Dunes West back gate
Good morning. I am one of the very many residents concerned about John Wieland's request for increased densities in Dunes West. However, at this time I would like some more information about the "back gate" (the one at Harpers Ferry Road and Route 41) that is under JW Home's control. There is a desperate need for the road coming into that gate to be widened. At certain times of the day, especially peak times when contractors are entering the visitor lane, residents are blocked from reaching the residents' gate and often have to wait 5 to 10 minutes to get through. This problem will only get worse as more homes are being built and more visitors (both commercial and personal) line up to get checked in. Another issue related to that gate is the safety issue of having contractor trucks lined up on 41 at peak times as they wait to get in. It is already difficult to make a left turn from Harper's Ferry Road onto Route 41, but at those peak times when the trucks are lined up on 41, it is extra difficult to see. Our neighbor's 2 daughters were involved in a serious car accident there about 18 months ago at one of those peak times. I do not know whose responsibility it is to improve the approach to Harpers Ferry Road from Route 41, but that needs to be looked at. In the meantime it is imperative that before John Wieland builds another home in Dunes West that they make major improvements to the gate on Harpers Ferry Road so that residents and potentially emergency vehicles have clear access. Dear Mr. Mitchell,
Thank you for speaking with me Friday regarding my concerns for existing poor drainage conditions
along Mathis Ferry Road in the vicinity of Point Pleasant, Parish Place and Wakendaw Lakes
subdivisions. After routine rainfall events, the intersection of Mathis Ferry Road and Wakendaw
Boulevard is often flooded with water standing on pavement and in adjoining yards, along shoulders
and within ditches for some time afterward.
On Friday, November 13 and Saturday, November 14 I shot the attached photographs showing
standing water within the ditches on both sides of Mathis Ferry Road near its intersection with
O’Sullivan Road. The most recent rainfall recorded at the Custom House occurred on Monday,
November 9.
I understand the proposed stormwater management solution for Wakendaw Place is discharge into
the Mathis Ferry Road system. I strongly desire and request that the Planning Commission require
the developer, the Town’s Stormwater Utility and SCDOT to implement a solution to the stormwater
conditions on Mathis Ferry Road that adversely affect the property and the safety of residents of
Point Pleasant, Parish Place and Wakendaw Lakes as well as every traveler along Mathis Ferry
Road. Please note I do not oppose the subdivision of the property. However, the plan should not
impose additional burden to the existing failing Mathis Ferry Road stormwater system.
Please submit my concerns to the Planning Commission for consideration and action. Thank you.

When we bought our lot and had a custom home built, we had no idea that John Weiland was about to clear cut the entire back section of The Harbour, which is behind us. Smaller lots were redrawn from the original plans and houses have been stacked almost on top of each other, with the same 4 or 5 house plans built over and over. Now JW wants to lower the density of the remaining undeveloped wooded lots thereby changing the original neighborhood plan that we all thought we would be living in. This is resulting in lower value in our homes, crowded amenities, over burdened streets, schools, and other infrastructures. Not to mention when all the trees are cut down (after removing the mud and bringing in dirt, the saved trees will end up dying) and a few trees of smaller size and quality are planted, our neighborhood is never going to look the same. At some time the city of Mt. Pleasant is going to realize that these huge, beautiful old trees can never be replaced. If you don't believe this is happening, just ride around the newest section of the Harbour. It is a shame. I have pictures of the way the wooded lots looked before JW started building in there. Please deny the request to increase the density of Dunes West. There is more to quality of life than just making money. I guess the overriding question is, "Why does JWH NEED to rezone to medium density housing?" It is important for the town's leaders to consider how development patterns affect the overall quality of the environment and the quality of life of the residents of Dunes West and Mount Pleasant overall. When the Master Plan was approved, a low density development was proposed and infrastructure, traffic, drainage, facilities, schools, etc. were based on that plan, not on one of higher density. We have been told that in the requested rezoning area "because of wetlands, grand design tress (which cannot come down) it will be difficult to get more homes than are permitted in R1" anyway. In the Harbour section we have watched the environment be dessimated by JWH as his company built houses on "postage stamp" lots, only to put up fences and more fences in place of trees and shrubs. How do we know that will not occur in the rezoned area? Do we take JW's word about that? Those of us who have lived here have then had to deal with the drainage issues that resulted in the natural environment being so disturbed. You only have to be aware of the "Possible flooding ahead" sign at the front and back entrance gates to realize that we already have drainage issues in and around the complex as it is. The aesthetic quality of Ayers Plantation Way will definitely be changed due to the rezoning, not to mention the safety issue of having that as the only exit road to Highway 41 from the Harbour. How much more traffic can Highway 41 handle especially with the Fishing Village being built at the entrance of 41 and Harper's Ferry Way and the massive Cainhoy development planned a few miles away off Highway 41? I can't even imagine that the widening of Highway 41 will be able to handle the kind of traffic that these major developments will create. Issues of fairness remain. Is it fair to the residents of Dunes West who purchased or built homes based on the Master Plan of a lovely park like community only to have this taken away and changed? I can only see this increased density having a negative impact on property values as well. Some of us who are older and retired had hoped to stay in our homes because of the quality of life this area afforded us which may now be jeopardized. November election results spoke volumes in regard to elected officials not listening to the public's concerns. I ask that the members of the Planning Commission consider the overall Impact of your decisions on the future of Dunes West and the lovely town of Mount Pleasant and deny the current JWH rezoning request. The people of Mt Pleasant spoke load and clear in the last election. They voted AGAINST MORE HIGH DENSITY HOUSING IN MT PLEASANT. We all bought our homes in Dunes West with the knowledge of the original zoning and plan design. This was part of the appeal of Dunes West. To allow a developer to change this for their financial gain while it will reduce the property values of all the home owners in Dunes West, will be to do a disservice to your constituents. We are emailing to record our opposition to the rezoning of any of the parcels in Dunes West to allow multi‐family residential units and specifically the rezoning of Parcel 6 Harpers Ferry Way, Parcels 15 & 16 Ayers Plantation and Parcel 9 Ayers Plantation. DW is congested enough without this further development. As residents we often have to wait for long periods at the entry gate and getting onto 41 is difficult at times. More residents will also put a strain on the existing recreational facilities. The units will also encourage renters rather than more stable and caring homeowners in the development. Dear Town Council, I am a concerned town resident living in Park West of a proposal to re‐zone parcels in Dunes West for multi‐family development. Since most of you do not live out here, let me inform you that this proposal should not be allowed as our current infrastructure and road system can not support numerous developments like this and retain our quality of life here. We love Mt Pleasant and you are taking it away from us piece by piece every time you allow developers and possible city income to cloud your decisions to allow these developments. The part of town most of you live in has little to no areas of development, whereas ours out here near and past 41 does. It feels like we have a target on our backs and our way of life here is not being represented or considered AT ALL!!! Come sit in our daily traffic jams or attend one of our crowded school rooms and understand why we are pleading with you to slow down and consider what your votes do to those of us who already call Mt. Pleasant our homes. Some growth is necessary and acceptable, but cramming as many places into a small area just for revenue possibilities for our town is disgraceful. And allowing is to continue with little improvement to the road system and supporting infrastructure is irresponsible. I urge you to please think about each and every project that comes across your desk and understand how critical your decisions and signatures are to a beautiful town we all love to call home. Zone changing
My husband and I are relatively new residents here in mount pleasant. We found a perfect home for us in park west. One of the things that attracted us to this area was that it was beautiful, well kept homes, and much to offer in the sense of places to eat, shop, go for entertainment...etc. and all this with not a lot of traffic back ups. By what I understand with changing the zoning laws, that this will create many issues, but I think what most people are concerned about are the ways this will change our ability to get around with out going through severe traffic back ups. Planning Commission:
I understand there is a move by JWH to change the zoning in the Dunes West development,
specifically the Harbor Side. If this re-zoning is allowed by your committee it will be setting a
precident for other developers in the future. Where will this all end for the town of Mt. Pleasant?
Developers changing zoning laws to suit their own needs regardless of what the consequences for
the residents may be? You all were placed on this commission to protect the citizens of Mt.
Pleasant; not to comply with the whims and desires of the developers and builders in our town as
they attempt to overturn existing ordinances that were created to protect property values and quality
of life in our Planned Developments.
This past election should have given your committee pause for thought. The voters of this town
expect that you will do the right thing.

Everyone needs to get out and vote again on Tuesday, November 17th.
Do not grow Mount Pleasant at the expense of the residents! Developers are only in for the money and will

Rezoning Request for Dunes West by JW Homes
15 year residents of Dunes West, we are writing to advise of our objection to the subject
request. Increasing the density of our community is a VERY bad idea. What this area of
Mount Pleasant does NOT need is more residents attempting to exit onto Route 41. An
already dangerous situation will be even more so ...... not to mention the destruction of
the aesthetics of our beautiful community.
We all bought into the original plan ("MLUP") and it seems that in the recent election,
the voters of Mount Pleasant have signaled their desire to put a halt to the dramatic
expansion of our community. Increasing the density of the Harbor area of Dunes West
is just such an expansion.
We hereby add our names to the petition opposed to the rezoning request by JW Homes.

Planning Meeting 11-18-15 - Agenda Item re South Morgan Point Road & Hwy 17 Oakland Plantation
I am unable to attend the meeting on November 18th but want to voice my opposition to granting any variances
to accommodate the businesses that want to build on that site. I have sent the following letter to the Planning
Commission.
Please do not allow any variances regarding the property involved in the above Request. The Planning Commission spent
many hours and money to come up with a growth plan and zoning requirements, and I would like to see those requirements
remain intact with no variations allowed for this Request.
Residents of Charleston National have been living off South Morgan Point Road for 20 years. Allowing traffic
for a big box store and other commercial enterprises will create huge traffic problems and noise for residents in Charleston
National, particularly along Heathland Way. The construction noises alone will be an intrusion into our peace and
quiet. Construction hours need to be limited – not early in the morning and not late into the evening. Deliveries for the
businesses to be located there must also be restricted to not before 7:00 am and not after 9:00 pm.
The height restrictions should remain without change. Tree buffers and set back lines should also remain without
change. If a company wants to build on the tract as is, fine, but nothing should be changed to allow larger buildings requiring
removal of trees and shrubs and creating more noise and traffic along South Morgan Point Road.
High sound-absorbing fences must be built all along South Morgan Point Road – by the businesses that want to
construct on the site (not by my tax dollars), and the tree line buffer along the rear of the properties on Heathland and South
Morgan Point must remain as is, if not enlarged. All of the sound-absorbing devices must be in place prior to the opening
of the businesses. The sound-absorbing fences should be built along the property line of the commercial enterprises, not
the rear lines of Heathland Way property owners.
Please be respectful and mindful of us residents who simply want some peace and quiet in our own homes and
neighborhoods and trust in our public officials to keep the zoning and variances intact.

Ms Cousino, I am writing to you to express my concern with proposed changes to the zoning within my neighborhood, Dunes West. I am hopeful that you can relay my concerns to the Planning Commission. As I'm sure you are aware, the builders of Dunes West are requesting that over 78 acres within the property be changed from low‐density housing to medium‐density. I believe that the net affect will be deleterious to the surrounding community, resulting in overcrowding and imposing on an already overburdened infrastructure. First, I am concerned about the traffic, and the impact on highway 41, Clements Ferry, and highway 17 N. I believe that for the increased traffic alone, an in‐depth traffic analysis must occur, and a moratorium on additional building should be imposed until it is accomplished‐‐and maintained until after the widening of highway 41. Additionally, I am concerned about the additional traffic on secondary roads, such as Dunes West Boulevard and Park West Boulevard, which will surely be impacted, and are already strained during peak travel periods. Secondly, having served on the School Improvement Council for Charles Pinckney Elementary School (CCSD), 2013‐2015, I am deeply aware of the overcrowding already occurring. The school was built to house over 700 students, but currently serves approximately 1300, despite recent re‐zoning. Many classes are already held in trailers‐‐hardly a hallmark of a "Blue Ribbon" school. Increasing the housing density in Dunes West (or Park West/surrounding neighborhoods) at this time would only serve to increase overcrowding and reduce the educational outcomes for our students. I am asking that building in North Mount Pleasant be suspended until concerns about school overcrowding, traffic and infrastructure are adequately addressed by Town leadership. For a longer‐term solution, I would like to see the imposition of an infrastructure tax, levied on builders/developers to fund the necessary improvements to sustain their planned developments; numerous other municipalities use this to ensure their citizens are not unfairly burdened by unrestrained growth, and that infrastructure keeps pace with development. I noticed that a rezoning request is coming up shortly on Harpers Ferry Way & Ayers Plantation. Low Density was how it was planned for & how it was purchased. It should remain that way. In addition, traffic in the 7:00 A.M. hour can take anywhere from 5 to 15 minutes to get out of the gate. I don’t see how this would improve the situation. I would urge you to deny the request. Parcels 15 and 16 Ayers Plantation Way Zoning was created to protect property values. All the owners in Richmond Cove of Dunes West built/bought their homes with the understanding that Richmond Cove was zoned DWR1. We were required to have houses with a minimum of 2400 sq. ft and to have garage doors on the side, not facing the street. We paid a premium for our lots and homes. It would be unethical and grossly unfair to change the rules in the middle of the game so to speak. Changing Richmond Cove's Phase 2 zoning to R3 will hurt our property values. It will allow greater density and create an area inconsistent with the character of our existing neighborhood. Parcels. 15, 16, 9 Ayers Plantation Way Next, think about the traffic. Greater density means more cars ‐ likely two per household. This means 200+ cars will likely be added to Ayers Plantation Way everyday and this will be in addition to the 1200+ cars that the undeveloped lots in the Harbour will add. Parcel 6 Harper's Ferry, which I understand has already been approved, will contribute more cars, more congestion at the back gate as well. Extra traffic entering at the back gate at rush hour could cause a traffic backup on Rt 41 past the turn lanes effectively blocking Rt 41 in both directions. In an emergency, exiting the back gate would be made even more difficult. Please vote against the rezoning. It makes no sense and benefits no one except the developer who has no stake in the well being of Dunes West or Mt Pleasant for that matter. Be prepared to add another light at the main entrance to Charleston National. The road across from Park West by the Blue Water station is already too busy. A left turn signal is already needed there. Who ever designed the drainage system where the new storage units are being built she be fired. There has been water over the road several times already. Will the sidewalks that were built in front of the new storage units be extended to National Drive so they can be used? Morgan Point Road is already a night mare! Dunes West Rezoning
I live in Dunes West and am opposed to the re-zoning of three parcels in Dunes West for the following reasons:
1. Our Mayor has stated that we are already converting too much land into residential use.
2. The traffic on Hwy. 41 simply cannot take more high density development, even with the widening in 5
years.
3. The anticipated greater density development will attract families that are a net burden to the tax basis in the
town, using more services than they can pay for with their taxes.
We simply cannot afford more high density development in Mt. Pleasant, nor do we need it. There is more than
adequate housing available in the new developments under construction in Carolina Park, the Beazer
development off of Rifle Range and elsewhere. Our city services are already over burdened.

To whom ever it may concern,
As a resident of Dunes West in Mt. Pleasant, I am apposed to the rezoning of Parcel 6 (Harpers Ferry
Road), Parcel 15 & 16, and Parcel 9 on Ayers Plantation to Low Density Housing. The road Ayers
Planation and Harpers Ferry are already busy with the current growth occurring in the Harbour of
Dunes West. It is very difficult to turn on to Hwy 41 because of the excessive amount of growth. Low
density housing just magnifies the traffic issues more than in can currently handle.

I live in the Harbour neighborhood and I am firmly against this, because:
- As you're well aware, traffic out here has become ridiculous
- Townhouses and high-density homes are in conflict with the neighborhood
- It's morally wrong for the developer to sell us homes with one plan, and then bait-and-switch us by changing
the plan significantly.
