It is our intent to make everyone feel welcome and enjoy their experience at the West Point Golf Course! PURPOSE The purpose of this guide is to establish policies and guidelines for our customer’s use and convenience at the Golf Course. Policies and guidelines are taken from AR 215-1 and its components and are interpreted by the Chief/BOD, approved by the Director of Family and Morale Welfare & Recreation, and the Garrison Commander. • • • • • ABBREVIATIONS AR Army Regulation BOD Business Operations Division DoD Department of Defense PRO Golf Professional USGA United States Golf Association HOURS OF OPERATION 8am - dusk, Tuesday through Friday April 1st – April 30th & October 1st – November 30th 8am - dusk, Saturday, Sunday, and Holidays April 1st – April 30th & October 1st – November 30th 7am - dusk, Tuesday through Friday May 1st – September 30th 6:30am - dusk, Saturday, Sunday, and Holidays May 1st – September 30th The Golf Course will be closed every Monday for tournaments and outings, Holiday’s being the exception. If no tournament or outing is scheduled the Golf Course will open for play at 12pm. Practicing or playing is not permitted when the course is closed. 4 RESERVATIONS – TEE TIMES Tee Times are used daily. In order to reserve a tee time, visit or call the Pro Shop. Reservations for starting times at West Point Golf Course are done by eligibility: 8 days prior to date, USMA Cadets and Active Duty 7 days prior to date, all other authorized users 5 days prior to date, for general public civilian annual pass holders 3 day prior to date, general public civilians. Tee Times will be accepted 30 minutes prior to the first tee time of the day. • Reservations begin at 7:30am, Tuesday-Friday. In April, October & November. • Reservations begin at 6:30am, Tuesday-Friday. May 1st through September 30th. • Reservations begin at 11:30am, Monday. (Exception: Holidays falling on a Monday at 6am) • Reservations begin at 7:30am, Saturday, Sunday, and Holidays during April, October, and November. • Reservations begin at 6am, Saturday, Sunday, and Holidays from May 1st - 30 September 30th. Tee Times govern the order of play: • Two (2) reservations are permitted per player. • Up to 7 guests are permitted with a sponsor; sponsors must be present at time of their guest check in, in order to receive discounted greens fees. • Sponsor must play with their guests in order to maintain reservation and discounted greens fees. • Sponsors are responsible for the actions of their guests, and to keep them informed of rules and regulations. • A minimum of 2 players are required to make and maintain a tee time any day of the week. Note: on Saturday, Sunday, and declared holidays/training holidays, twosomes will be paired, to maximize tee times for all customers and maintain a steady pace of play. The Pro Shop staff has the final authority on coordinating play. 5 • Up to four players are allowed in one group, seven days a week. • Players who reserve a tee time and arrive with an insufficient number of players or miss their tee time, forfeit their tee time. They are then added, in turn, to the current stand-by list of “walkon players”, to be paired at the next available tee time. • We ask that all players check in at the Pro Shop, at least 15 minutes prior to their tee time, to help maintain a smooth process and allow groups to start on time. “WALK ON” RESERVATION PROCEDURES Players without a tee time are considered “walk-on” and are welcome at the West Point Golf Course. We are privileged to be the starting point for many beginner golfers, as well as new players to the area and will do everything possible to make your experience at the course fun and enjoyable! Please follow these guidelines to play the course: • Check in at the Pro Shop to let us know how many golfers will be playing. • If the course is busy, we will add you to the “stand by” list. The stand by list is kept on a first come, first served basis. • Singles and twosomes are not permitted to tee off if there are parties of three or more waiting. Every effort will be made to pair singles and twosomes together, to reduce the waiting period. The Pro Shop staff has the final authority on coordinating play. STARTERS AND MARSHALS Starters/Marshals and Pro Shop staff are tasked with the enforcement of all rules and control the speed of play. They both have the authority and responsibility to speak up and take appropriate, educational and/or corrective measures, consistent with this guide, local rules and the rules of golf, when a violation is observed. GOLFERS All golfers must check in and pay the appropriate fees at the Pro Shop, prior to playing. Military and DoD players, must present a valid ID card to receive the appropriate greens fee rates. NON-GOLFERS Spectators and caddies are welcome at the Golf Course, with proper respect to golfing etiquette. Runners, joggers, bikers, hunters, 6 fisherman, etc., are not allowed on the Golf Course. Pets are not permitted on the Golf Course or in the clubhouse. Exceptions are animals used for the physically challenged, i.e., seeing eye dogs. CHILDREN Children are permitted to play under the following conditions: Children five years of age or younger, are not permitted on the Golf Course facility, even though accompanied by an adult, unless participating in an organized youth program. • Children six to ten years of age may play during non-peak times, but must be accompanied by an adult. • Children eleven to sixteen years of age may play during non-peak times unaccompanied by an adult. They may play during peak times, when accompanied by an adult or certified by the PRO, during the annual June or July Junior Clinic Program. • Peak times are Saturday, Sunday, Holidays and Training Holidays, from the first tee time through 12pm. Times may vary due to an increase or decrease of rounds. Exceptions may be made when those children who demonstrate appropriate ability and knowledge of golf etiquette with a signed wavier from a parent or legal guardian. Children are permitted at the practice facilities, driving range, putting greens and short game area, under the following conditions: • Children five years of age or younger, are permitted when accompanied by two adults, one using the facility and one monitoring the child. The exception being when an adult is not practicing for themselves, but working with the child 100% of the time, a one-to-one, child/adult ratio may be used. • Children six to ten years of age are permitted when accompanied by an adult. • Children eleven to sixteen years of age are permitted unaccompanied by an adult. Under no circumstance will children be permitted to drive golf carts. 7 ROTATION OF PLAY Players must start on tee number one unless authorized by the manager on duty or the starter on duty to start elsewhere. No player will start on the back nine until the first group of the day has gone over to #10 and #8 and #9 are completely clear of players creating a sufficient gap for a group to start on the back nine. This will be determined by the Starter and/or Manager on duty checking #8 and #9 and then giving permission to a group to start on the back nine. Players stopping after nine holes for drinks or snacks for longer than five minutes will lose their position on the Golf Course at tees one and ten, and must wait until the Starter tells them that their next tee is vacant and it is okay to continue play. DRESS CODE Each golfer is to dress in a manner appropriate to the social standards of first-class golf facilities. Gentlemen: Collared shirts are required! Mock turtlenecks are considered collared shirts. Ladies: Sleeveless golf shirts are acceptable. The following are considered inappropriate and prohibited: metal spikes on golf shoes (soft spikes only) bare torsos or midriffs (immodest appearance) bathing suits, running shorts, “hot pants,” or physical training uniforms • pants or shorts with holes in them • cut-offs, frayed jeans, or overalls • shirts with cut-off sleeves • undershirts or T-shirts • tank tops or halter tops United States Military Academy Cadets are allowed to play in the “gym alpha” uniform. • • • Most flat-soled shoes are acceptable; the use of regulation golf shoes is encouraged. Shoes or boots that have ripple-soles, athletic shoe with 8 cleats, high heels, combat boots, bare feet, or any other unsuitable foot wear which might cause damage to the Golf Course or putting green are prohibited. EQUIPMENT To help speed up play, all players must have a set of clubs with bag. If you do not have a set of clubs, full sets are available to rent, through the pro shop. RENTED CARTS To rent a powered cart, you may be asked to: • Present a valid driver’s license • Demonstrate the ability to drive the cart properly Only two riders will be allowed on a golf cart at any time. Under no circumstance will children be permitted to drive golf carts. Carts are rented by the person; however a non-golfer cart fee has been established, to reduce the cost of a full cart fee for spectators and caddies who wish to ride along during a round. When renting a cart, you will be required to sign a “Cart Rental Agreement”. The cart rental agreement holds the player financially responsible for any damage caused to the vehicle, as a result of negligence or misuse. In an effort to decrease wear and tear on carts and the course playing surface, single riders in rented carts, with the same tee time, will be paired up in one cart. If you do not wish to be paired with another single rider, you may pay the additional cost of a full two rider cart. Handicap carts are available for rent on a first come first serve basis. These carts have the same restrictions as regular carts, except that they may be driven up to the fringe of the greens and on the tee boxes, when carts are allowed off the cart path. The price of a handicap cart is the same as a single rider cart. The 90-degree rule should be followed when possible. 9 PRACTICE FACILITIES Excellent practice facilities are available. All the rules of the Golf Course apply to the driving range, short game area and practice greens, i.e., dress code and age restriction. The driving range is open during normal Pro Shop hours, with the following exceptions: • The range closes at dusk each day to allow for range ball recovery. • The range is closed during severe weather conditions. Tokens for the driving range are purchased in the Pro Shop. Driving range balls and the provided tote bags/buckets are the property of the West Point Golf Course. The balls are intended for use on the driving range, short game area and practice greens and shall not be used on the playing courses. Once emptied, please leave the tote bags/ buckets on the driving range tee box or drop them off where purchased. Be aware of your surroundings; be courteous to fellow players using the practice areas, use good judgment and caution. You are responsible for where your golf ball lands. Please be careful when using the practice areas. Always stay within the roped area when hitting for your safety and the safety of others. The sign at the far left of the teeing area indicates the days teeing rule (either mats only or grass only). FOOD AND BEVERAGES The only foods or beverages allowed on the premises shall be those menu items purchased directly from the West Point Golf Course Snack Bar. Please take advantage of the following services: • Fully iced courtesy coolers are provided by the West Point Golf Course Snack Bar, with a minimum purchase of three beverages. • A food and beverage cart is available, on course, Saturday, Sunday, holidays, training holidays and Monday tournaments. • Call the snack bar phone line from the 8th tee box to order food ready for you on the turn (845) 446-6879. 10 Food and beverage purchases for other functions or special events are coordinated by our Food and Beverage Manager or our Tournament Coordinator. TOURNAMENTS Tournament dates and times are posted in the snack bar on the 3 month calendar and flyers outside the pro shop and are subject to change with notices posted in said areas. Anyone wishing to sponsor an event at West Point Golf Course must contact the Tournament Coordinator. All dates are on a first come first serve basis. All tournaments are held on Monday’s with a 12 noon shotgun. Sponsors will fill out the West Point Golf Course Tournament Agreement and abide by its rules. Departmental or Small Outings are welcome based on availability. Sponsors will fill out the West Point Golf Course Outing Agreement and abide by its rules. All tournament prizes are in the form of gift certificates redeemable in the pro shop. Dates are awarded on a first come basis, so reserve your date today. If you would like to arrange an event, please contact the Tournament Coordinator at (845) 938-2435 and they will be happy to assist you. SEVERE WEATHER The West Point Golf Course Staff will sound an air horn to indicate that play should be suspended in the case of severe weather or other emergencies. Players on the Golf Course should stop play immediately when the air horn is sounded and head to the clubhouse or nearest rain shelter on the Golf Course until notified that play may resume. Failure to stop play may result in severe injury, death, and/or being suspended from playing golf at the West Point Golf Course. The West Point Golf Course is not responsible for customers who did not hear the horn or fail to stop play when the horn was sounded. 11 SUSPENDED PRIVILEGES Though we hope this will never have to be addressed, golfers may have course privileges suspended for: • Conduct that brings discredit to the United States Army. • Serious breaches of etiquette or misconduct. • Failure to comply with the rules and procedures outlined in this pamphlet. PRICES Prices charged for fees and services are approved by the Garrison Commander through the Director of Family and Morale, Welfare, and Recreation. Any refund of daily fees will be issued in the form of a rain check. RAIN CHECKS Rain check will be issued only if the course is deemed unplayable by the Course Superintendent or closed for the day by the Golf Course Manager. Rain checks will not be issued if rain has started prior to the beginning of the round and is the general forecast for the day of play or if the guest does not produce his/her receipt for the day’s play. Rain check values are as follows: • Not yet through 4 holes of play; full greens fee and full cart fee if applicable. • Completed 4 holes of play, not yet through 13 holes; back nine cart if applicable and twilight greens fee. • Through 13 holes of play; no rain check will be issued. Rain checks expire November 30th of the year they are issued. SERVICES AND EQUIPMENT We offer the following services. See insert for applicable fees: • USGA Handicaps • Daily Greens Fees • Twilight Greens Fees • Punch Cards • Annual Fees 12 • • • • • Professional Lessons Lockers Rental Clubs Pull Carts Fully stocked Pro Shop and Snack Bar HANDICAP Only players with verified USGA handicaps may compete in handicap tournaments. A minimum of five 18-hole scores are required to establish a temporary handicap. Players can put in their scores in the USGA Handicap computer located near the snack bar at the Golf Course; this service is not included with the purchase of an annual pass. DAILY GREENS FEES Greens fees are provided on a daily basis. TWILIGHT GREENS FEES Twilight greens fees are available at posted times and are offered at a discounted rate. Twilight golfing begins at 2pm from April 1st through April 30th and October 1st through November 30th. Twilight golfing begins at 4pm May 1st through September 30th. RECIPROCAL FEES Reciprocal daily fees are offered to other annual fee holders, of Army golf courses, who are visiting the area and would like to play the West Point Golf Course. This privilege is not to be abused and said fees may be withdrawn, if the number of days played becomes excessive. Two weeks of consecutive golf is considered excessive. Please take advantage of our discounted punch cards, for those who may be visiting for an extended period of time. PUNCH CARDS Punch cards are available throughout the year for all patrons to purchase and valid through the end of the golf season, which is 30 November, weather permitting. 13 ANNUAL FEES – GENERAL The official administrative golf season runs April 1st through November 30th, weather permitting. Retired military fees are the same as Active Duty Military. Annual fees will include the total of the first month and not prorated to the day of the month fees are paid. Persons newly assigned may pay for annual fees at the rate of 1/8 the annual fee multiplied by the remaining months in the season. The season is April 1st – November 30th for administrative purposes. No annual green fees will be sold after October 1st. ADDITIONAL FAMILY MEMBERS Family members of Active or Retired Military requesting annual fee packages must show a valid Military Dependent ID Card. Family members of DoD civilians must be able to claim the family member on taxes and show proof of such action. ANNUAL LOCKER FEES Annual lockers are available on a first come, first served basis. Lockers not being used annually may be used at no cost. The Golf Course is not responsible for lost or stolen items from lockers. Lockers are valid for one year, from month purchased. LESSONS Golf lessons and clinics are provided throughout the year. Lessons are by appointment only. Contact the Pro Shop to set up an appointment to improve your game. COMMENT CARDS We have comment cards at different locations throughout the Pro Shop and snack bar area. The comment box is centrally located in the main entrance hallway, or online at westpoint.edu/ice. GOLF ADVISORY COUNCIL The West Point Golf Advisory Council is a venue to inform customers on financial statistics, Golf Course updates, past/upcoming tournaments and other business and comments from the council representatives are discussed. 14 Council Members are selected for a two year term by the Golf Manager and Council Chairperson. Council Member’s names, phone number, and email address will be posted on the golfer information bulletin board, or customers can use the FMWR suggestion box to reach them. REFUNDS Any refund of daily fees will be issued in the form of a rain check. Please see page number 12, Rain Checks, for more information regarding this policy. Refunds of annual fees are as follows: • On or before the last day of June – 40%. • On or before the last day of July – 20% • August 1st to season end – No Refund. Exception to above – Active Duty Military moving on PCS orders may receive a prorated refund. Refund request must be submitted in writing to the Golf Course office staff and must include: • A copy of application orders. • All annual fee cards. Any patron that has playing privileges terminated involuntarily are not entitled to a refund of any fees. THE RULES OF GOLF USGA rules apply. Local rules will be printed on score cards and individual tournament rule sheets. COURTESY ON THE COURSE SAFETY Prior to playing a stroke or making a practice swing, the player should ensure that no one is standing close by or in a position to be hit by a club, ball, stones, pebbles, twigs or the like, which may be moved by a stroke or swing. CONSIDERATION FOR OTHER PLAYERS The player who has the honor should be allowed to play before his opponent or fellow-competitor tees. No one should move, talk or 15 stand close to or directly behind the ball or the hole, when a player is addressing the ball or making a stroke. No player should play until the golfers in front are out of range. PACE OF PLAY In the interest of all, players should play without delay. If a player believes the ball may be lost outside a water hazard or out of bounds, the player should use a provisional ball. Players searching for a ball should signal the players behind them to pass, as soon as it becomes apparent the ball will not easily be found. Players should not search for five minutes before signaling. They should not continue play until the players following them have passed and are out of range. When the play of a hole has been completed, players should immediately leave the putting green. If a group fails to keep its place on the course and loses more than one clear hole on the players in front, players should be courteous and invite the group following to pass. A group that has one clear hole in front of them will allow the group behind to play through or speed up. Groups may and will be asked to pick up their ball moving on to the next hole. CARE OF THE COURSE HOLES IN BUNKERS Before you leave a bunker, carefully rake, fill and smooth over all holes, ball marks and footprints; placing the rake inside the bunker’s top edge when finished. REPAIR DIVOTS, BALL MARKS You should ensure that any divot hole, as well as any damage to the putting surface made by a ball, is carefully repaired. To repair a green, use a tee or divot tool to raise the ball mark, then loosen the soil and grass and carefully press the grass down with a putter or a foot. Use the seed/sand mixture on the golf cart to fill in divots made in the fairway. DAMAGE TO GREENS – FLAGSTICKS, GOLF BAGS, ETC. • Riding players shall keep powered carts at least 30 yards from the greens. 16 • Walking players shall keep golf bags and pull carts off the greens, preferably no closer than the outer fringe area. • When putting down golf bags or the flagsticks, you should ensure that no damage is done to the putting surface • You should not damage the putting surface by leaning on your putters, particularly when removing a ball from the hole. • Players or players acting as caddies should not stand too close to the hole when handling the flag stick or removing a ball from the hole. • The flag stick should be properly replaced in the hole before leaving the putting surface. • Do not drag feet across the greens. • Pull carts will not be wheeled across greens or through bunkers. DAMAGE THROUGH PRACTICE SWINGS In taking practice swings, players should avoid causing damage to the course, particularly the tees, by removing divots. GOLF CARTS During normal conditions the “scatter rule” and “90 degree cart rule” will be in effect. However players should always follow directional signs on the course. Keep carts on the cart paths near tees boxes and greens. Always use caution on hills and slopes. The “scatter rule” means, all powered carts are permitted access to the fairway by using different areas of access, reducing the wear and tear around the cart paths. Under no circumstances shall carts be driven off the secondary rough, over rocks or into the woods. The “90 degree cart rule” means, all powered carts are permitted access to the fairway by the most direct route from the cart path to ball location. After playing the ball, the most direct route shall be taken back to the cart path. The exception to this rule is carts must stay on the cart paths around the tee boxes and greens. Some latitude shall be allowed when two players occupying a cart have ball location in close proximity to one another. Close proximity is considered to be no more than 30 yards apart. In the case of two balls being in close proximity, the most direct route shall be taken to the second ball and after that ball has been played the cart shall be driven by the most direct route back to the cart path. 17 Handicap flags are available through the Pro Shop on a first come first served basis during 90 degree and scatter rule days. This flag will enable the driver to drive closer to the tees and greens as needed, no closer than 10 yards and NOT on the greens, aprons, or tees. Persons requiring this flag will be asked for proof of handicap, which includes a doctor’s note and/or handicap parking permit. No handicap flag will be permitted during cart path only rule days due to dangerous conditions for the driver and course. Should course conditions warrant, the “cart path only rule” will be declared and a notice shall be posted in the Pro Shop. “Cart path only” means, all powered carts must keep all four wheels on the cart path. Passing other carts shall be kept to a minimum. Wet conditions “cart path only rule” customer’s in need of a handicap flag may get off the cart paths when needed using extreme care. Severe wet conditions “cart path only rule” no one will be permitted off the cart paths due to the dangerous conditions for the driver. As always caution should be used when operating the golf carts at times in order to help us maintain your course.
