NEW FISHERIES POLICY IN THE OFFING
Stakeholders in the fisheries and aquaculture sector met at a hotel in
Banjul to discuss and add inputs, suggestions and recommendations
to the new fisheries policy being developed.
The stakeholder’s consultative forum was organised by the Ministry
of Fisheries in collaboration with the Food and Agricultural
Organisation (FAO). It was part of the formulation of the Fisheries
and Aquaculture Sector Action Plan, 2015 - 2020. Speaking on the
occasion, the FAO country representative, Dr. Perpetua Katepa
Kalala, said the Gambia government recognises that there is limited
information and data that would allow for the well-informed
fisheries and aquaculture sector development strategy.
"It is against this background that the government requested FAO’s
technical and financial support for the formulation of a Fisheries
and Aquaculture Sector Action Plan, 2015 - 2020," the FAO rep
said in a statement read on her behalf by Ms. Sirah Njai Sanyang.
She said the action plan will be based on a comprehensive review of
the fisheries and aquaculture sector including the sector’s policy,
management and regulatory framework. It will have a particular
focus on the fisheries sector’s contribution to food security,
sustainable economic and environmental development. The FAO
rep said it is generally agreed that the Gambian fisheries and
aquaculture sector is operating well below potential. She pointed
out that there has been an increase in non-sustainable fisheries
practices in the country.
Dr. Katepa Kalala said the Gambia government recognises the need
for a coherent strategy and associated action plan to address the
challenges of the fisheries sector and inform decision making about
investments in the sector. The permanent secretary, Ministry of
Fisheries, Abdoulie TB Jarra, said the ministry and its line
departments are currently undertaking reforms and initiatives
including review and update of the Fisheries Act, 2007 and the
Fisheries Regulation, 2008. These reforms are to reflect current
realities with strong focus on the sustainable use and management
of marine resources.

MORE THAN 6 BILLION OUGUIYAS FROM GERMANY’S
INVESTMENT FOR MONITORING FISHERIES
A financial cooperation agreement, upon a total amount of
6,136,000,000 UM estimated to € 17 million to finance projects
related to monitoring of fisheries V and biodiversity programs in
Mauritania and support technical education and vocational
training was signed in Nouakchott, Tuesday, November 17 by the
Minister of Economic Affairs and Development, Mr. Sid’Ahmed
Ould Raiss and Mrs. Carola Müeller Holtkemper, Ambassador of
the Federal Republic of Germany in Mauritania.
Speaking on the occasion, the Minister of Economic Affairs and
Development welcomed the excellent cooperation between the two
countries, pointing out that this agreement will fund projects
prepared during the work of the Joint Committee of MauritanoGermany cooperation, held in Berlin.

chairman of the President of the Republic, His Excellency

her part, Mauritania and Germany have long been reliable

She added that the agreement on training will help our country in its

EU AND MAURITANIA SIGN NEW 4-YEAR FISHERIES
PROTOCOL
A new Protocol to the Fisheries Partnership Agreement (FPA)
between the EU and Mauritania has been signed, which means that
EU vessels may resume their fishing activities in Mauritanian
waters.
The new Protocol will enter fully into force only after the necessary
procedures have been completed, including the consent of the
European Parliament. With the new Protocol, the EU fleet will be
allowed to fish in Mauritanian waters shrimp, demersal fish, tuna
and small pelagic fish up to a total of 281,500 tonnes per year,
under improved operational conditions.
In addition to the catches paid for by the European fleet, the EU
will pay a financial contribution of EUR 59.12 million per year to
Mauritania, out of which EUR 4.12 million will be used to enhance
fisheries governance and to support sustainable fisheries.
The Commission highlights that its aim is to ensure that fisheries
are both economically and environmentally sustainable in the long
term and are cost-effective. Thus, it strives to ensure that each
Sustainable Fisheries Partnership Agreement makes use of the best
available scientific advice and delivers value for money.
The new protocol confirms the continuation of the cooperation
between the EU and Mauritania in the field of fisheries, a key sector
for the development of Mauritania and one of the pillars of the
European strategy for Blue Growth.

ABOUT 600,000 SENEGALESE INVOLVED IN FISHERY
SECTOR (REPORT)
About 600,000 Senegalese, representing 17% of population works
in the fishery sector, underscores the Institute of The security
Investigation (ISS) in its report.
Presented Tuesday, November 17th by experts and researchers from
the ISS, this report is the result of field research conducted in June
in the region Ziguinchor. The document shows that fishing
activities “play a key role in the socio-economic of the country”.
The same source reports that there are 47% of the necessary
proteins contain in fish that contribute to food security of the
population and socio-economic aspect of the country.

The ISS’s report notes that some communities are almost
completely dependent on fishing as a source of income. With a
coastline spreading over 718 km and a wide shelf about 100 km,
Senegal enjoys favorable weather condition for fishing, the study
shows that states that this position places country in second place in
the sub-region.
Indeed, the annual catches of 450,000 tons place the country behind
Nigeria, which produces 530,000 tons per year. Ghana meanwhile,
returns to the third place with an annual production of 344,000 tons.
Despite this fishery performance, fishing activity in Senegal is
facing various difficulties that hinder the economic development,
the report said.
Among other difficulties, the experts cite illegal fishing which
comes in several forms including traditional fishermen and fishing
vessels. There are also the problems of infrastructure, management,
access to credit, monitoring, control, follow-up and environment
“also hampers the production”. Regarding the environment, the
report mentions the natural phenomena such as coastal erosion,

NAMIBIA
UNIONS, INDUSTRY AND GOVT SETTLE IMPORTANT
WAGE-LABOUR AGREEMENT
The memorandum of understanding (MoU) that has just been
signed by several organisations of the Namibian fishing sector and
the Labour Ministry to improve seamen’s wages and working
conditions is deemed as a "historical agreement" by many but it has
also been rejected by certain workers’ associations.
Those unions supporting the MoU signed with the Confederation of
Namibian Fishing Associations (CNFA) are Namibian Food and
Allied Workers Union (Nafau) and Allied Workers Union
(Nasawu), as well as the Namibia Fishing Industry and Fishery
Workers Union (NFI&FWU), New Era reported. These associations
agreed that seamen must be paid overtime and commission,
depending on each company and their specific agreements and that
all seamen would be paid for ordinary hours, over-time, Sundays
and public holidays. In addition, the MoU determined that the
seamen will in future be allowed a minimum of 10 hours rest during
the 24-hour working cycle while at sea and also a six percent night
allowance for each hour worked between 20:00 and 07:00 of the
following day.
Representing the industry that employs about 14,000 workers,
CNFA chairman, Matti Amukwa, applauded the “good spirit” in
which the negotiations for the MoU were concluded. On the other
hand, this MoU was rejected by the Namibia National Labour
Organisation (NANLO) and its affiliate, the Mining, Metal,
Maritime and Construction (MMMC) because they consider the
workers’ needs were not met. And by representatives of the
hundreds of seamen that are on strike over low pay said they would
continue to strike, as those who deliberated on the MoU addressed
none of the grievances of the workers.
About 1,000 fishermen in Walvis Bay and 250 in Lüderitz started
the strike at the end of October, citing unfair labour practices,
maltreatment and being poorly paid as the main reasons for
resorting to industrial action. The disgruntled seamen and their
union representatives also travelled to Windhoek to meet with
President Hage Geingob, in a bid to have their grievances
addressed.
For the permanent secretary in the labour ministry, Bro-Mathew
Shingwandja, considered signing the MoU was a clear indication
that the parties involved were not distracted by the ongoing strike,
as they managed to reach a mutual understanding that would benefit
the affected workers. The MoU was also welcomed by National
Union for Namibian Workers secretary general Job Muniaro, who
pointed out: “It was very interesting for me that we managed to
solve problems that were created by others. We have people that
can really maintain peace and stability.” (INFOPÊCHE)

AQUACULTURE COMPANY DEVELOPS USD 9.5M
EXPANSION PROGRAMME
Yalelo Limited has devised USD 9.5 million investment plans to
increase tilapia production at the company’s cage fish farming
operations in Siavonga.
Referring to the plans, the firm´s chief executive officer Bryan
McCoy explained that the expansion programme will make it
possible for its annual fish production to grow from 7,000 tonnes to
30,000 tonnes in the next five years, The Post reported.
McCoy also stressed that the investment will create additional 150
specialist full-time jobs and engages 100 non-skilled staff.
“Yalelo is extremely proud to be investing further into local
production capacity. Zambia has the resources to be the leader in
regional fish production, and Yalelo is ready to anchor Siavonga’s
emergence as the aquaculture capital of sub-Saharan Africa,” the
firm’s CEO pointed out.
For his part, Yalelo’s director Fisho Mwale stated the decision to
increase production has been reinforced by national encouragement
for the development of the aquaculture sector, as seen from the
creation of the new Ministry of Livestock and Fisheries as well as
the growing momentum behind the Aquaculture Development
Association of Zambia. “Yalelo is poised to be a major contributor
to aquacultural production in Zambia. We have adhered strictly to
good practices and environmental standards that are second to none
in our first stages of development …,” Mwale said.
He also remarked that the company intends to start discussions with
the community and that it will continue the development plans for a
specialty aquafeeds mill which will complement the growing
offerings from existing suppliers. Meanwhile, Minister of Livestock
and Fisheries Greyford Monde highlighted it is the Government’s
intention to promote large- and small-scale entrepreneurs in the
sector. “We welcome this expansion programme by Yalelo Limited
to 30,000 metric tonnes in the near future. We are actively engaging
ZEMA and other regulatory bodies so that their procedures are in
harmony with accelerated investment in the aquaculture sector,” he
concluded.

I&J INVESTS IN NEW FISHING VESSELS
I&J, an AVI subsidiary and South Africa’s oldest deep-sea Cape
Hake fishing company, celebrated the unveiling, naming and
ceremonial blessing of its new fishing vessels.
The unveiling of the two vessels, the "Ferox" and "Umlobi", forms
part of what has been the largest investment in the South African
fishing industry in the last 25 years, demonstrating both I&J and its
shareholders’ recognition that material investment is necessary in
this complex, vertically integrated industry. It also reflects the
company’s confidence and belief in the Cape Hake fishing industry,
internationally recognised as one of the best managed and
sustainable fisheries in the world.
Guest of honour, His Grace, Archbishop of Cape Town and head of
the Anglican Church of South Africa, The Most Reverend Doctor
Thabo Makgoba congratulated I&J on its considerable investment
commitment within the South African borders, underpinning growth

SKRETTING TO TRIPLE TILAPIA FISH FEED CAPACITY
IN EGYPT
Nutreco's aqua feed business, Skretting has opened an extra line in
its existing Egyptian plant, which will allow it to triple its tilapia
fish feed capacity in Egypt to 150,000 tonnes and extend its market
leadership.
As part of Nutreco's commitment to growth in this African country
by investing in additional tilapia fish feed capacity, Skretting has
entered into a five year research partnership with fish research
institute WorldFish to support the sustainable development of
aquaculture in the region. Nutreco highlights that Egypt is the
world’s second largest producer of tilapia fish. The growth of its
aquaculture sector has been significant in recent years and
production is expected to grow further from 1.3 million tonnes in
2014 to 2 million tonnes in 2020. Over 580,000 people are
employed in aquaculture, more than in the rest of Africa combined.
The extra capacity allows Skretting to better serve the Egyptian
tilapia sector with high quality fish feed, as well as technical
expertise and support. Tilapia farmers are professionalising at a
rapid pace, which is increasing demand for extruded fish feed.
Compared to pelleted feed, extruded fish feed has the benefit that
more of the feed is actually digested by the fish. This results in
more resource efficient tilapia production and less pollution.
Harm de Wildt, Managing Director for Nutreco´s operations in
EMEA, pointed out: “This investment underscores our commitment
to the African market. Through the investment in extruded fish feed
capacity and regional R&D, we can support more customers in
increasing their efficiency and profitability." "Equally important, it
will accelerate the transfer of our knowledge acquired in other fish
species to tilapia, thus contributing to the sustainable development
of aquaculture in Egypt,” de Wildt added. The R&D partnership
between Skretting and WorldFish will focus on tilapia nutrition and
testing of new, local ingredients for fish feed, and includes the
construction of an advanced trial unit with a recirculation system.
The new investment in the Egyptian plant, located in the eastern
part of the Nile Delta, is a next step in Nutreco’s ambition to
expand in Africa, where Nutreco entered in 2001 by acquiring a
share of the Egyptian company Hendrix Misr. This company came
under full ownership in 2013 and was renamed Skretting Egypt.
Nutreco increased its presence in Africa in 2014 through a fish feed
joint venture in Nigeria and is currently exploring further
investments.

SPANISH VESSELS MAY FISH IN MAURITANIA ‘BEFORE
CHRISTMAS’
The Secretary General of Fisheries, Andrés Hermida, confirmed
that the Spanish fleet can resume fishing activities in Mauritanian
waters before Christmas, following the entry into force of the
fisheries agreement between the European Union (EU) and
Mauritania.
Speaking to the agency EFE, Hermida explained that while the
agreement must be ratified by the European Parliament so that it is
"fully" implemented, including a "provisional implementation
clause" that allows its launch. Consequently, he estimated that fifty
vessels from Spain will be allowed to have access to the
Mauritanian fishing ground in the first half of December, in "about
ten or fifteen days." As part of the agreement, Community vessels
will be allowed to fish 281,500 tonnes per year in return for an
annual compensation of EUR 55 million a year. This agreement benefits the fishing fleets of Andalusia, Canary
Islands and Galicia.
To Spain, the new protocol represents some improvement over the
previous one. It will benefit the shellfish fleet, for example, because
it has recovered one of the two fishing areas that had been closed in
the previous agreement. In addition, given the good status of the
shellfish resources, both parties have decided to eliminate biological
stoppages for this fishing mode, which will allow the fleet to fish all
year round.
Furthermore, fishing opportunities increased for the black hake
trawl fleet and the bottom longline one for species other than hake.
And with regard to tuna fishing, the new protocol allows the fleet of
highly migratory species to return to one of the best fishing grounds
in the Atlantic. The purse seine and longline fleets will be able to
operate under similar conditions to those of other agreements for
highly migratory species, after standardizing control measures and
the access in this new protocol with those from the other tuna
agreements. Hermida said the General Secretariat of Fisheries is
already reviewing documentation of Spanish vessels to request
permission to fish in these waters.

“TUNA OVEREXPLOITED, OVERFISHERY” SAID THE
INTERNATIONAL COMMISSION
The twenty-fourth regular meeting of the International Commission
for the Conservation of Atlantic Tunas, gathered, from 10th to 17th
November in Malta, the 45 contracting parties to set the quantities
authorized for fishing of various species of tuna, blue shark or
swordfish. On its web portal, the International Commission reveals
that the total allowable catch (TAC) for bigeye tuna was set at
65,000 tons under the 2016, 2017 and 2018. The TAC for yellowfin
tuna (yellowfin tuna, absent from the Mediterranean) was
maintained at 110,000 tons for 2016 only, “level that should be
revised when taking into account the evaluation of the stock in 2016
stock. (...) It is expected that this multiannual program allows
bigeye tuna stock to recover and to be optimally exploited in the
future”.
The International Commission for the Conservation of Atlantic
Tunas is an intergovernmental fisheries organization that compiles
fishery statistics of the contracting parties. However, “fishing for
Mediterranean swordfish (overfished species) as that of blue shark
and short fin shark have been totally abandoned, leaving the door
open to overexploitation by international fleets” regret, in a
statement release, Oceana, an International NGO dedicated to
protecting the oceans in the world and stated that the Committee has
“failed in its responsibilities as an International Organization in
charge of the management of migratory species in the Atlantic
water”.

FLOODS FORCE MPEDA TO POSTPONE INTERNATIONAL
SEAFOOD SHOW
The Marine Products Export Development Authority (MPEDA) has
decided to change the venue and postpone the India International
Seafood Show (IISS) which is supposed to be held at the Chennai
Trade Centre from 22-24 January, 2016 because of the recent floods
in Chennai. The show will now be held at Visakhapatnam sometime
in the middle of next year.
The IISS, which began in 1973 in Mumbai, has emerged as an
important platform for stakeholders in the seafood export sector.
Apart from seafood exporters, the show attracts seafood farmers especially vannamei shrimp producers - manufacturers of
processing machines, traders and those engaged in allied sectors.

THAI UNION GROUP ACHIEVES RECORD HIGH PROFITS
IN Q3
SAFETY STEPS ON BANGLADESH FROZEN SEAFOOD
IMPORT LIFTED
The European Parliament has recently taken a preliminary decision
to lift the safeguard measures, imposed earlier on frozen seafood
import from Bangladesh. The European Union (EU) imposed the
measures in 2008, following detection of veterinary medicinal
products and unauthorised substances in frozen fish exported to the
EU from Bangladesh.
The EU in its new decision stated that “based on the results of the
FVO mission’s audit and on the very low number of the noncompliant consignments, it appears unnecessary to require that
consignment of the products imported to the EU from Bangladesh
be accompanied by analytical test”.
Accordingly, the EC is going to repeal the decision. The EU audit
was carried out in Bangladesh on April 20-30 this year to evaluate
controlling of residues and contaminants in live animals and
animals, including controls on veterinary medicinal products. The
audit report also said the system in place for residue control in
aquaculture offers guaranteed equivalent to the requirements laid
down in EU legislation. The number of non-compliant
consignments has also decreased significantly.
The EU is the largest market for Bangladesh’s frozen seafood.
Nearly, 75% of its seafood, mainly shrimp, is exported to Europe,
according to Bangladesh Frozen Food Exporters Association
(BFFEA). Out of 100 exporters under BFFEA, about 78 are
permitted to make shipment of their products to the EU countries.

Thai Union Group achieved a 15 per cent net profit climb year on
year in the third quarter this year, reaching THB 1.63 billion (USD
45.3 million) and its gross margins also rose consistently to 17.3 per
cent, representing a record high for the firm in the last four years.
The Group also reported a 7.2 per cent growth in sales, to THB 32.6
billion (USD 906.9 million) from THB 30.4 billion (USD 845.7
million) when compared to the same period last year, which it
attributed to the satisfactory performances from the latest
acquisitions of MerAlliance, King Oscar and Orion Seafood.
In the third quarter, the company generated 37 per cent of total sales
from tuna; 29 per cent from shrimp and related businesses; 9 per
cent from salmon; 7 per cent from pet food; 6 per cent from
sardine/mackerel and 13 per cent from value-added and other
products.
"I am very pleased with the third-quarter performance. Both OEM
business sales and branded business have expanded through organic
growth within core product categories,” pointed out the Group’s
President and Chief Executive Officer, Thiraphong Chansiri. In
addition, the shrimp business significantly grew in this quarter, as a
result of contributions from Orion Seafood's lobster business. On
the market front, the company registered 42 per cent of total sales
from the United States; 30 per cent from Europe; 9 per cent from
the domestic market; 7 per cent from Japan and 13 per cent from
other countries.
"Furthermore, the US pet food business has made a recovery and
yielded a satisfactory performance in this quarter. This performance
also mirrors the company's competent management amid formidable
challenges in the industry, currency situation and high competition
in the global market,” the Group’s CEO remarked. Chansiri
highlighted that they remain focused on their strategy which
emphasizes organic growth by adding value to products and
developing food innovation. The Group’s goal is to achieve USD 8
billion revenue target by 2020, with a clear vision of being the
world’s most trusted seafood leader, by caring for resources and
promoting the health of the oceans, while remaining fully
committed to ensuring the safeguarding of their people and those
employed in the fishing industry. Recently, Thai Union Group
repurchased shares of its subsidiaries, Thai Union Manufacturing
Company Limited and Songkhla Canning Public Company Limited,
from their shareholders, which the Group’s executives expect will
contribute to enhance the firm’s profitability.

THAI UNION TO TAKE CONTROL OF SHRIMP
PROCESSING OPERATIONS
Thai Union will stop using all external pre-processors and will
bring all shrimp processing operations in-house, allowing for full
oversight of all processing stages. From 1 January 2016 onwards,
all processing work will be directly controlled by Thai Union,
ensuring that all workers, whether migrant or Thai, are in safe, legal
employment and are treated fairly and with dignity.
The company took this decision following a full review of its
supply chain and the release of its revised Business Ethics and
Labour Code of Conduct in September 2015.
All Thai pre-processing operations, including those of Thai Union,
must be registered with the Thai Frozen Foods Association (TFFA).

OBAMA PASSES NEW LEGISLATION AGAINST IUU
FISHING
With President Barack Obama’s signature, bill HR 774, on the
illegal unreported and unregulated (IUU) fishing enforcement act
has become law in the United States.
This bi-partisan legislation will advance US efforts to prevent
illegally harvested fish from entering the US ports and market and
achieve sustainable fisheries globally. It will also help address key
priorities in the Administration’s action plan for combatting IUU
fishing and seafood fraud. The US will now join a global effort to
ratify and implement the Port State Measures Agreement, which
will prevent vessels carrying fish caught illegally from entering its
ports, keep illegal product out of the market and demonstrate the
country’s continued leadership in the global fight against IUU
fishing.
Twenty five countries are needed for the treaty to enter into force
and the US will continue to work closely with its partners around
the world to finalize this important treaty. These measures will
benefit U.S. fishermen, seafood buyers, and consumers by
protecting domestic fishermen from unfair, illegal competition and
ensure consumer confidence in the seafood supply. The signing of
this bill will also enhance the ability to prevent IUU fish and fish
product from entering US commerce by strengthening domestic
enforcement authorities. The Administration looks forward to
working with the Congress to secure the necessary enforcement
authorities to prevent illegally harvested or falsely labeled fish from
being sold in the US, and to level the playing field for the US
fishing industry.

Pangasius continues to be popular in most of Asia. Data from national sources indicate approximately 54 000 MT of frozen pangasius
(whole and fillet) was imported by Asian countries during the first nine months of 2015 compared with 51 000 MT the year before.
Nearly 92% of this comprised frozen pangasius fillet.
Thailand was the largest importer in Asia followed by Singapore, China and Malaysia. Except China, imports of frozen pangasius
fillet increased these major markets.
INDONESIA
North Sulawesi Province exported frozen fish to 14 countries during the third quarter of 2015 as demand increased overseas. “The 14
countries are the United States, United Kingdom, Thailand, Spain, the Netherlands, Japan, Singapore, Taiwan, Mauritius, the
Philippines, South Africa, France, China and Malaysia,” the Head of the North Sulawesi trade and industry announced.
A total of 5.23 million MT frozen fish was exported during the third quarter and valued at US$ 21.30 million. The United States, the
main destination, imported 2.02 million MT and contributed US$ 10.82 million to the province. The UK was in the second place with
1.99 million MT of frozen fish worth US$ 6.94 million.

JAPAN
Overall tuna landings in Japan during the first nine months of 2015, had mixed trends. Total landings of frozen tuna which mainly came
from distant water fishing declined by 8.73% while fresh tuna landings for which landings generally take place from the coastal waters of
Japan, were higher by 8.25% from the same period last year.
Significant increases were noted for frozen bluefin tuna and fresh yellowfin tuna landings.
Fresh/chilled sashimi tuna market
Current landing volumes at the Tsukiji auction fish market has been at the same high level, mostly through local landings for the good
demand season during the upcoming bonus week. In the meantime, local bluefin landings from Aomori waters are being gradually rushed
to the Tsukiji market together with locally caught yellowfin from Mie prefecture. Prices generally go up towards the Christmas season and
the year end which is imminent.
Current trade of Mexican farmed bluefin in Tsukiji auction is not brisk due to the poor quality fish. Prices are quoted around 20002700yen/kg. Hence, there is often a lot of unsold volume at the auction. In addition, much local supply are also being landed to the auction
market constantly.

CONSENSUS
The market still experiences acute shortage of shrimp. Sales are also picking due to favourable demand and are expected to be more
active with the imminent year-end festivities.
Natural caught shrimp, big size head-on shrimp such as Australian tiger, PD in general and value added products like nobashi,
sushi, etc. remain popular.
Argentinean shrimp imports are up as it is a favourite item during year-end sales while it is also cheaper.

CONSENSUS
Market trend
The market is firm and wholesale shrimp prices are currently stable to strong. Demand seems very good during the start of this year-end
holiday season.
Indian shrimp offer prices are higher as raw material prices are going up every day. This is putting pressure on importers to meet the
increase although importers are reluctant.
With Christmas and New Year sales coming in importers see a chance of increasing the sale prices quoting high prices at the source.
The push for increased price will continue and importers are giving in to higher prices for limited number of containers. This trend of
upward surge will depend on how the festive sales go.

SENEGAL: HOW CAN SENEGAL COMBAT ILLEGAL FISHING?
The Senegalese coastline is one of Africa's richest fishing
grounds. Generations of communities have depended on fishing
to make a living, but more recently, these once-abundant stocks
have attracted a spate of illegal activities.
Illegal, unreported and unregulated fishing has become one of
the main maritime threats facing the West African nation.
Unauthorised industrial fishing ships, in particular, have been
plundering the country's reserves. The result is an annual loss to
the state of XOF150 billion (US$272 million).
Last year, the Oleg Naydenov - a Russian trawler - was seized
and its crew arrested by the Senegalese navy, with support from
the French. This was one of many cases where unlicensed
European and Asian vessels exploit West African waters, taking
advantage of weak surveillance systems.
With a crew of 82 sailors, this 120-metre-long ship is capable of
processing an estimated 20,000 tonnes of fish annually. It would
take 645 canoes typically used by small-scale, or artisanal,
fishers to take away that tonnage per year.
Russia was sentenced the maximum fine under Senegalese law
of XOF400 million (about US$727,000), and the cargo was
confiscated. A key question, however, is how many vessels of
this kind continue to operate illegally in West Africa without
being apprehended.
The Oleg Naydenov would likely have been used as a case
study for the Senegalese legislators who drafted the country's
new fishing code, which was enacted in July this year.
They may have been inspired by this example to raise the
financial penalty to a maximum of XOF one billion, or US$1.8
million. An area of concern, however, is that the law does not
make it mandatory for fishing vessels flying the Senegalese flag
to have observers on board.
Just because a vessel is Senegalese does not, of course,
guarantee that it will fish in a lawful way. An unmonitored
national ship could still operate in prohibited areas, carry out
unauthorised commercial operations at sea and make false
logbook entries. This is also true for a licensed, but unmonitored
foreign vessel.
A report published by the Institute for Security Studies (ISS)
investigates claims by the chairman of an organisation of
traditional fishermen in Senegal's Ziguinchor region, namely the
inter-professional economic interests group of Cap Skirring,
those vessels in possession of shrimp permits haul in large
numbers of species in additional to the shrimp (by-catch), which
they then throw overboard, already dead. 'A shrimp trawler can
take in five tonnes of fish and take away only 200 kg of shrimp,'
the organisation complains.
In the same vein, non-governmental organisation (NGO)
Greenpeace has condemned Chinese ships for falsifying reports
of their catch in Senegal, Guinea-Bissau and Guinea to minimise
fees due to the state. Greenpeace estimates that these falsified
statements have incurred losses of XOF372 million (US$
676,000) to the Senegalese economy between 2000 and 2014.

This amount may even be greater, since investigators were
unlikely to have discovered all instances of fraud. Greenpeace
also reported that some 114 Chinese ships were involved in 183
cases of illegal, unreported and unregulated fishing in the
Gambia, Guinea, Guinea Bissau, Mauritania, Senegal and
Sierra Leone. These ships, among other things, failed to obtain
licences, used non-regulatory mesh and fished in prohibited
areas.
Beyond the economic loss suffered by the country and those
fishermen who comply with regulations, illegal, unreported and
unregulated fishing destroys marine biodiversity.
Twin trawling - a technique practised by illegal fishermen known
where two or more trawlers are harnessed together - not only
captures immature species, but also destroys fish breeding
areas.
The ISS report further reveals how artisanal fishermen in the
region of Ziguinchor also conduct illegal fishing - both inland and
out at sea. These fishermen often use banned monofilament
nylon nets, which have a tighter mesh and capture immature or
undersized fish. This has a negative effect on species
reproduction and growth. When these nets wash away at sea,
they suffocate fish on the seabed and can take up to 40 years to
disintegrate.
In addition, artisanal fishermen do not always respect protected
fishing areas. On 13 August this year, the Senegalese navy
seized two canoes operating illegally in the protected area of
Ngaparou, a town located 80km south of Dakar.
Yet, as stated in the ISS report, Senegal’s fishing activities play
a vital socio-economic role. The sector employs 17% of the
labour force and the livelihoods of several communities depend
on fishing activities. As a result of illegal, unreported and
unregulated fishing, Senegal's fish stocks have dropped
significantly, and its fishermen are drawn to operating illegally in
other countries' maritime spaces.
This has happened in Guinea-Bissau, where the maritime
authorities have arrested Senegalese fishermen for failing to
seek permission or for using fake licenses. Similarly, the arrest
of 17 Senegalese fishermen for illegal fishing in Morocco,
reported by the media last October, might also have been a
consequence of depleted fish stocks in Senegal.
The Senegalese state has launched several initiatives to help
the country’s artisanal fishermen. Encouragingly, local
authorities and artisanal fishermen organisations are being
granted the right to manage fish unloading sites. Royalties are
collected and shared with the city councils, which provide public
lighting and sanitation. The state provides oversight via the
Local Committees of Artisanal Fisheries, which are chaired by
departmental prefects.
The ISS report suggests, among other things, that mechanisms
to promote fish reproduction and growth be established and
strengthened, and that vessel monitoring systems be reinforced.
It also encourages the state to grant more responsibilities to
professionals in the management of artisanal fisheries.
In this way, Senegal could not only hope to effectively rid itself of
illegal, unreported and unregulated fishing, but could also do so
in a way that protects the security of its other precious resource:
the population.
