Our Service Project: The Tone Resource Center
Reducing Barriers to Education for Students and Families in Transition
The Eugene P. Tone School was established in May 1988 to address the needs of children
and families residing in Tacoma shelters and other temporary housing situations. In January
2002, the McKinney-Vento Act was reauthorized as part of the NCLB federal legislation.
This legislation required homeless students to be enrolled in either their school of origin or
neighborhood school. The Tone Center transitioned into a new district-wide service model that
essentially brought services to students within their neighborhood school. The Tone Resource
Center, a Tacoma School District program, operates in partnership with Tacoma area shelters
and other community agencies and resources.

Confe omes You to
Welc
Welcome to our 66th annual conference. In light of
the prevailing, changing, economic conditions, will we
continue to face daunting challenges? To stem the tide
of these uncertain times, we are compelled to work
faster and smarter — and with even fewer resources
than ever before. Your WASBO committees have put
together a great conference, to provide our members
the opportunities to learn, network, and have fun while
doing it. The conference offers a wide range of workshops
and is a great value for the money. We look forward to
seeing you in Tacoma. Reserve your spot early!
Conference Theme
Changes are everywhere: rules, regulations, reporting,
mandates, and policies. Our theme for this conference
is “Envision Their Future, Embrace the Change.” The
committee took Rich Moore’s comments during the
closing session last year and played upon his original
idea of being accountable for the changes that take place.
Our committee wanted to expand his thoughts. Not only
are we accountable for implementing the changes, but,
the committee believes that we can positively impact the
future of our students.
Items of Interest
We have worked hard to invite interesting speakers
to the conference to provide us with information on
relevant topics. Dr. Zollie Stevenson from the U.S.
Department of Education will be speaking at our
opening session. We look forward to learning about
the vision of the current administration. In our second
session, we have Luke Burbank who will be addressing
us on “Being Unreasonable in Unreasonable Times.”
You may have heard him on NPR. Chopsticks will be
entertaining us at the banquet. They have received
rave reviews from many of our conference committee
members. If you haven’t seen this act, you are in for a
great time.
Education and Professional Development
We have approximately 90 different workshops that
we believe will be interesting to our members. Our
WASBO committees have endeavored to organize
workshops that cover a multitude of relevant topics
which meet the needs of our members. For many of you,
this conference offers the only opportunity to receive
information that relates directly to your work.
page 4
Hospitality
Back by popular demand, our immediate past
president, Doug Matson with assistance from Corine
Pennington, is going to be our host during the
Wednesday social. Everyone will be given a card in
their registration packet. That card will be the key
to an enjoyable evening. Bring it with you, and Doug
will explain everything! There will be numerous
opportunities to engage with others informally in
addition to the formal presentations. One of our
own members is going to guide those interested
in a historical walk of downtown Tacoma. From
what I have heard, Tacoma has a very colorful and
intriguing heritage.
Conference Planning Team
Please acknowledge the members wearing the
blue vests. These volunteers have contributed the
invaluable gift of time dedicated to producing an
outstanding conference. Without the generosity
of these members, WASBO would not be able to
present its members with meaningful professional
development.
In addition, WASBO staff has been instrumental to
the success of the Conference Planning Team.
Additional Special Events
WSIPC - Learn How to Work in the New Enhanced Skyward System.
(WESPaC)
WSIPC will conduct hands-on labs throughout the conference. You will be able to look through
the system and analysts will be available to assist you as you use the new computer system. Sign
up for lab sessions at the WSIPC lab in the Exhibition Hall.
Unlock the WASBO Treasure Chest
You may receive the key that unlocks the WASBO Treasure Chest when you visit the WASBO
booth. Each member who visits the booth will be given a key that may unlock the chest and
reveal treasures for the taking! This activity replaces the treasure chest activity we previously
did with the election.
WASBO Committees
There is a WASBO committee that addresses your professional needs. Representatives from each
committee will be at the WASBO booth in the Exhibition Hall to answer your questions. Check
the conference program for the schedule.
Educational Credit
Clock Hours and CPE Credits will be available. WASBO encourages you to become certified as a
School Business Administrator, School Business Official or Certified School Business Specialist.
The clock hours needed to renew certification are free.
Message Center and Computers
The message center will be located in the Exhibition Hall. You will be able to access your e-mail
and stay in touch with your office whenever the Exhibition Hall is open.
Concerned About Commuting?
The 50 mile rule may be waived for this conference since it begins early in the morning and ends
late at night.

Luke Burbank is a nationally
known broadcast journalist.
His credits include National
Public Radio’s “All Things
Considered,” “This American
Life,” and “Morning Edition,”
as well as “The Bryant Park
Project,” KUOW’s “The
Conversation” and “Rewind.”
(continued next page)
As a radio journalist, Luke has done wide-ranging
reporting in New York, Washington, Miami, and LA
— from seedy truck stops to the halls of Congress.
He’s covered Iraqi Prime Minister Nouri al-Maliki,
Israeli Prime Minister Ehud Olmert, and Speaker
of the House Dennis Hastert. House Democratic
leader Nancy Pelosi knows him by name.
Luke’s been a long-time term sub for Peter Segal’s
multi-million-listener radio quiz show “Wait Wait...
Don’t Tell Me!” on NPR. And he hosts the everpopular Too Beautiful to Live Podcast.
During the WASBO conference, he’ll share
his thoughts on “how to be unreasonable in
unreasonable times,” based in part on his
experiences going from a teenage dad whose first
job was flipping burgers . . . to a broadcaster heard
weekly around the country . . . in just over a decade.

Legacy Leadership
Background
Each moment of our lives, we create our legacy — whether we intend to or not. As leaders,
one of the greatest gifts we can give is to be conscious and intentional about the legacy we
live, for this is the imprint we will leave behind. Legacy leadership signifies your specific
intention to act with courage, conviction, and commitment on behalf of the future. To this end,
legacy leaders are called to focus on their most crucial role — the role of legacy maker, the role
of creating a worthy legacy while building a sturdy bridge for others.
The Session
Focusing on the leader’s role as legacy maker, this experiential session is specifically designed for
seasoned and emerging leaders, those who want to strengthen and deepen their leadership, those
who want to lead with authenticity in the ever-changing landscape of organizational life, those
who want to lead with the intention of creating a strong legacy for their organizations, and model
the way for others.
This session is designed to guide you into the realm of legacy leadership where you can be
intentional about creating a visible and viable pathway for yourself as well as creating a bridge for
others. In this session, we will:
• Delve into the ethos of legacy, to understand what it means and why it is imperative to focus on
your most significant leadership role to positively impact the future.
• Understand what legacy making entails, including what it takes to lead with passionate intention,
build strong bridges for others, sustain hope, and care for yourself as a keeper of the flame.
• Explore key leadership values and practices that are essential to increasing your productivity and
impact, especially during times of transition and change. These cross-cultural practices translate
into specific leadership behaviors.
Workshop Facilitator: Dr. Gloria J. Burgess, PhD
PhD & MBA: Performance Studies, Organizational Development, Information Systems, University of Southern California;
MA/ABS: Leadership & Consulting, Bastyr University/Leadership Institute of Seattle.
Dr. Burgess is Founder and President of Jazz, Inc., her leadership development, organizational renewal, and executive

Roundtable Sessions
Presenter: Dr. Gloria Burgess
Description: Focusing on the leader’s role as legacy
maker, this experiential workshop is specifically
designed for leaders who want to deepen their
understanding of what it means and what it takes
to be a legacy leader. If you are looking for a way to
refresh yourself and take your leadership to a new
level, this session is for you.

Join us for fast-paced, interactive discussions on the
latest hot topics. Each of the more than 13 sessions

legacy leadership. This is the realm of intention,
where the best leaders transform the ordinary into
the extraordinary. You will discover the importance of
creating a worthy legacy for yourself while creating a
bridge for others. In this session, we will:

management, and facilities management professions.
Legislative affairs will also be discussed. The specific
