FOR MORE INFORMATION: Leaf and Yard Waste Collection This collection service is now provided in all County municipalities during designated weeks only; four bi-weekly collections are provided in the spring and five bi-weekly collections in the fall. Consult your County of Simcoe waste management calendar to determine your weeks. On June 22nd, Council and Members of Parliament Alex Nuttall and Bruce Stanton honoured Joan Banbury as the 2016 Citizen of the Year and Walter Iles as the 2016 Senior of the Year. Congratulations to both Joan and Walter for being selected as this year’s award winners! If you know of someone who you believe is a Citizen or Senior of the Year candidate for next year’s awards, nominations can be submitted to the Township Administration Centre by Tuesday, February 28th, 2017. Each of these awards celebrates the outstanding community contributions made by local residents who have helped make Oro-Medonte such a wonderful place to live, work, and play. Nominations are reviewed each spring by the Township’s Citizen/Senior of the Year Advisory Group. The group recommends recipients to Council from the nominations that have been received by the submission deadline. Official Plan and Zoning By-law Review We want to hear from you! The Township will be undertaking a comprehensive review of its Official Plan and Zoning By-law in 2016 and your input is vital to shaping the future of your community. Email your submissions to Darcy Brooke-Bisschop at [email protected] /OroMedonte @TwpOroMedonte 9 Bill Due Dates Pre-Authorized Property Tax Payment Program Water Bills Water usage is billed quarterly, with payment due dates falling on the last business day of February, May, August and November. The second quarterly payment for 2016 usage must be made no later than Wednesday, August 31st and the third quarterly payment for 2016 usage must be made no later than Wednesday, November 30th. For more information about paying your Water Bill, please contact the Finance Department at the Township Administration Centre. Water Billing Schedule Payment Due Last Usage Period Bills Mailed Business Day of: January – March April – June July – September October December April July October May August November January February Property Taxes Property taxes are calculated annually by applying Council’s approved tax rates to property assessment values as provided by the Municipal Property Assessment Corporation (MPAC). Tax rates include township, county, and education taxes. For example, a residential property valued or “assessed” at $100,000 multiplied by the 2016 residential tax rate of 0.887443% yields a residential tax total of $887.45 which is broken down as follows: • Township Taxes: $400.50 • County Taxes: $298.95 • Education Taxes: $188.00 Payment for property taxes is due in four installments on the last business day of February, April, July and September respectively. To avoid interest charges, payment of the fourth Property Tax installment of 2016 must be made no later Friday, September 30th. If you have questions or concerns regarding the current value assessment of your property, please contact MPAC at (866) 296-6722 or visit their website at www.mpac.ca. Residents can enroll in pre-authorized payment programs for either monthly or installment due date property tax bill payments. This voluntary program authorizes your financial institution to automatically withdraw your property tax payments from your bank account and forward them to the Township. This program is available only for the payment of property taxes and is not currently available for the payment of water bills. HOW TO SIGN UP 1. Choose which of the payment options outlined below meets your needs. 2. Complete the registration form that is available on the Township website or at the Township Administration Centre and submit it to the Finance Department along with a void cheque. AVAILABLE PAYMENT OPTIONS There are three pre-authorized payment options: 1.Equal monthly payments for current taxes • Ten monthly payments from January to October, withdrawn on the last banking day of each month. • Amounts are calculated annually and notification is mailed in December. 2.Payments on regular due dates • Regular tax installments on tax due dates. • Amounts and dates are provided on interim and final tax bills mailed to the ratepayer a minimum of four weeks prior to the due date. 3.Payments for properties in arrears • Twelve monthly payments in the amount that has been pre-approved to clear the arrears on the property. • The amount is determined after discussion with and approval by the Tax Collector. Payments are withdrawn on the last banking day of each month. IMPORTANT INFORMATION • You may only enroll in Options 1 or 2 if your account is paid in full. • Once you have signed up, you will automatically remain in the program until you choose to withdraw in writing. • You may change your bank information or cancel your participation in the program by providing written notice at least 30 days before the next payment due date. • If any pre-authorized payment does not clear your bank account, the Township will charge a $20 administration fee and interest charges. You will be removed from the program and returned to the regular installment plan. • Supplementary tax bills will not be included in the preauthorized payment program. Call the Finance Department at the Township Administration Centre or visit our website for further details. 10 WATER WATCH Municipal Water Supply By-law Annual Reports, Summary Reports and Operational Plans On June 22nd, the Township’s Municipal Water Supply By-law was reviewed and updated to better protect the community and more accurately reflect potable water industry standards. Updated By-law 2016-100 improves upon a number of items, including: • provisions relating to the municipality’s responsibility and deliverables of the domestic water supply such as quality, pressure, and general provision of service; • water meters; • backflow/cross connections; • operation and maintenance of the distribution systems; • external use of water; and • use of fire hydrants. Copies of the Annual Report, Summary Report and Operational Plan for all municipally owned and operated water systems, prepared in accordance with Ministry of the Environment requirements, are available free of charge from the Township Administration Office, on the Township’s website or by contacting the Transportation & Environmental Services Department. Outdoor Watering Tips Restrictions and offences are now clearly defined in the updated By-law as well. The revised By-law will enhance the existing municipal water delivery program and provide an additional layer of protection to potential contamination and the misuse or uncontrolled use of water in Oro-Medonte. Water System Flushing Township staff will be completing maintenance flushing of municipal water systems during the summer months. Signs will be posted at subdivision entrances twenty-four (24) hours prior to planned maintenance flushing taking place. You may notice brown water in your home for a short period after flushing. If this occurs, run your cold water tap until the water clears. It is recommended that you refrain from doing laundry during scheduled flushing operations to alleviate discolouration of your laundry. Unless you are notified otherwise by the Township, your water is safe to drink. Watering Restrictions For the months of June through September, the Township will be enforcing By-law No. 2009-082 which regulates the watering of any lawn, garden, tree, shrub or other outdoor plant, or the filling of swimming pools, to odd or even days in conjunction with your municipal address number. This watering shall be limited between the hours of 7:00 p.m. and 11:00 p.m. In the summer months, outdoor watering can account for up to 50% of home water use. Some studies have shown that as much as half of that amount is wasteful. Here are some tips to help you conserve the amount of water you’re using: • As a general rule, 2cm to 3cm of water per week is adequate. • Use low-angle or pulsating sprinklers that produce large, fat droplets of water. Sprinklers that spray the water high into the air or produce a mist or fine spray lose much of the water through evaporation. • Set sprinklers to water the lawn, not your driveway. • Adding two to four inches of organic material, such as peat or compost, will increase the ability of the soil to retain moisture. 11 On The Roads Adopt-a-Road Road Paving and Reconstruction Get involved in your community and help keep OroMedonte a beautiful place to live, work, and play by participating in the Adopt-A-Road litter collection program! Community organizations, service clubs, private businesses, industries, and environmentally conscious citizens can get involved in the program with a commitment of just two litter pickups per year between May and October. The Township of Oro-Medonte has over 600 km of road way under its jurisdiction within the municipality. That’s more roadway than it would take to make a trip from the Township Administration Centre to Montreal! The Township provides a road sign recognizing your group’s adoption of a section of roadway, safety vests for up to 15 group members, garbage bags, road safety signage, pickup and disposal of collected litter, and training for your group’s designated representative. Each year the Township allocates funds in its capital budget for road paving and reconstruction projects throughout the municipality. Which roads get paved or reconstructed each year is determined based on three factors: road condition, traffic counts, and available funding. Contact Transportation Services staff at the Township Administration Centre to learn more about how you can get involved. Each of the roads maintained by the Township are assessed and given a condition rating out of ten (10). Roads that require the most attention are then ranked in priority order based on the three determining factors and built into either the 5-year or 10-year capital project plans. Winter Parking Restrictions Take Effect in October Residents are reminded not to park or leave a standing vehicle that interferes with winter road maintenance from October 15th through April 30th. Any vehicle found to be interfering with winter road maintenance may be towed and/or issued a parking infraction and be subject to a fine. There are permitted parking areas on Municipal roads for individuals engaging in winter recreational activities on Lake Simcoe. These specific areas are signed with a “P” in a green circle. Maps indicating the locations of these zones are available at www.oro-medonte.ca. Your cooperation in helping to ensure our roads are properly maintained is greatly appreciated! 12 In general, the roads in the poorest condition with the highest traffic counts are completed first. Timeframes for road work are subject to change; staff review the condition ratings annually and adjust the priority ranking where necessary. In some cases roads need to be moved up the list, which pushes other roads further back in the plan. Please contact Transportation Services staff at the Township Administration Centre for more information about the Township’s road paving and rehabilitation program. Streetlight Out? If a streetlight is out on your street, please report it to the Transportation & Environmental Services Department at the Township Administration Centre. CANINE CONTROL Canine Control Services are provided by the Township’s Municipal Law Enforcement Officers 24 hours a day, 7 days a week. Should you witness a dog bite, aggressive dog or a dog at large, please contact the Municipal Law Enforcement Division at the Township Administration Centre during both regular business hours and after hours. Dog owners are reminded that they are required to purchase a dog tag annually, as per By-law No. 2011177 as amended. By purchasing a dog tag, dog owners better enable Municipal Law Enforcement Officers to identify any dog at large and take the appropriate measures needed for the animal’s safe return. Dogs must be leashed at all times when off of the owner’s property. Any dog found running at large will be retrieved by Municipal Law Enforcement Officers, who will make all reasonable efforts to return the dog to its owner before it is impounded. Effective July 1st, the Township’s Pound Services provider changed to Heartland Kennels, located at 336 Line 5 North. A release form must be obtained from the Township Administration Centre before Heartland Kennels is permitted to release the dog. Please note that the Township provides enforcement for Canines only. All wild animal related inquiries should be referred to the Ministry of Natural Resources at (800) 667-1940. POOP AND SCOOP Failure to remove any excrement left by your dog on either Township or private property is an offence and may result in charges under the Canine Control By-law. Please respect your neighbors and remove all excrement and dispose of it in a sanitary manner. LOST & FOUND DOGS Have you lost your dog or found a pooch on the loose? Contact the Municipal By-Law Enforcement Division to have information about the dog posted to the Township’s website and social media accounts. Let us help get the word out and do our part to assist in getting pets back to their homes! Protecting our Environment and Community with New Site Alteration By-Law The Site Alteration By-law 2016-012 is a new By-law that will assist Council and staff with the growing concern of the placement of fill that is being drawn into the Township. The Site Alteration By-law came into effect as of June 22, 2016 and will regulate fill coming into the Township as well as alterations on lands that involve changing the grade. Protecting our Environment and Community The Site Alteration By-law is intended to control the placement and removal of fill on lands within the Township. Fill is considered to be any kind of material that is either deposited or placed on lands and includes soil, stone, concrete, dirt, sod, turf, or a combination of these materials. The Township has a permit process in place that will assist staff to control the amount of fill entering the Township, and to ensure the fill being used is clean. Permits are issued by the Township, and a third party agency will sample and test the fill to make sure it is clean. Large commercial fill operators are required to follow guidelines set out within the by-law that will limit the amount of fill coming into the Township. This will help in our ongoing efforts to protect the environment and our community. 14 Cost Recovery and Responsibility Part of the By-law includes control measures for heavy truck traffic by regulating the hours of operations and the haul routes permitted for use. It also includes security measures to address any potential damage to Township roads as a result of these operations. The intent of the By-law is to ensure costs associated with commercial fill operations are charged back to the company owner; including damage to Township roads and staff time incurred to monitor and enforce. The Site Alteration By-law 2016-012 and permit process is now in effect. Township staff continue to work with large commercial operators to regulate and monitor fill. Property owners planning on conducting site alterations are encouraged to review the By-law or contact the Municipal Law Enforcement Division prior to commencing work as it may potentially impact your property, and surrounding lands. If you’re interested in staying up to date on the dozens of projects that Township staff are working on simply visit the Township’s website and click the “Strategic Plan and Accomplishments” link under the Council & Committees tab to view the most recent copy of the Corporate Projects Status Update report. 15 HEALTH CARE Huronia Nurse Practitioner-Led Clinic Located at 3331 Line 4 North, the Huronia Nurse Practitioner-Led Clinic (HNPLC) provides primary health care services and preventive care to people of all ages. Whether you need to have a complete physical or need to visit the clinic about a minor illness or to manage a chronic or complex illness, the clinic is there for you or your family. The HNPLC is staffed by Primary Health Care Nurse Practitioners, registered nurses, a part-time pharmacist, social worker, dietitian, and administrative staff. We also have visiting physician partners working with the team of professionals to meet your health care needs. Nurse Practitioners are nurses that have additional education and licensing to provide primary health care to individuals and families. They can do complete physical examinations, order diagnostic tests like ultrasounds, X-rays, or mammograms, order bloodwork to screen for illness or disease, diagnose illness and disease, and prescribe medications necessary for you. When care is beyond the Nurse Practitioner’s scope to manage, a physician is consulted. If necessary, you will be seen by both the Nurse Practitioner and the visiting physician. After several years of inattention and following the death of its long-time owner, Frank Whibley, the once-thriving business was in trouble. Last April, Scotia Trust hired long-time golf professional Greg Hickey to come in and assess the property to determine if it could become a viable business once again. After the snow melted in the spring of 2015, the size of the challenge was revealed. “We soon realized the greens were totally dead – they were 60% weeds and the rest of the course wasn’t much better,” said Hickey. On top of that, the irrigation system was aged and patched together, literally, with duct tape. Under a collapsed roof of a storage shed, the course’s maintenance equipment was in disarray. “It was like a graveyard. All the equipment had to be repaired or rebuilt.” Thankfully, local resident Gord Wells agreed to help sift through the wreckage and assist in the salvage operation. Golfers who knew the course well also helped new staff piece together the locations of buried components of the irrigation system so it could begin its important work. “We finally opened the course on May 22nd last year, which is later than we hoped and probably earlier than we should have considering the state of the course,” said Hickey. “It was certainly a work in progress.” Prior to opening, almost $20,000 was invested in the 130,000-square feet of greens at the 18-hole course. Teams of specialists were employed to aerate the greens, which were then over-seeded and top-dressed to attempt to bring them back to life. “By the end of July, the greens were back and it became clear we could make a go of the business,” said Hickey, who worked at Nobleton Lakes Golf Club for 25 years as Head Pro, Director of Golf, and eventually, General Manager. “In August, I invited friends from Tottenham to come and play in a tournament and everybody was impressed with how far we’d come.” While the greens were a focal point, much effort was also invested in improving the sand traps and fairways. At the same time, the pro-shop was renovated and rejuvenated and its snack-bar was updated so players could enjoy fresh deli sandwiches, snacks, and drinks. An old storage room adjacent to the pro shop was gutted and is now the ReLeaf Room, where golfers can get out of the elements; it’s a popular place for men’s night participants and has hosted corporate meetings. “Basically, every piece of the infrastructure puzzle here needed to be addressed,” said Hickey, noting a steady stream of electricians, plumbers, water specialists, and other tradesmen – all local – have been called upon to help revive the tired facility. Early on in the process, Hickey hired Denise Osborne to be the facility’s business manager. The two had worked together at Nobleton Lakes for several years and Hickey knew that she lived in Oro-Medonte. “I thought it was an opportunity to put our heads together and try to save the course,” he said, noting the golf course was recently listed for sale. Osborne relished the opportunity and is proud of the progress that has been made to date. “We’ve put in nice gardens, new picnic tables, nice Muskoka chairs where people can enjoy the breath-taking views,” she said. “We have new signage, a new website, we’ve made huge improvements to the course and the amenities, and while there’s lots of work to be done, we’ve come a long way in a short time.” Osborne, Hickey and their dedicated staff of 14 – all hired locally – invite both former course lovers and newcomers to check out their progress. “I’ve heard lots of people say they grew up on this golf course, played with their dad here, learned to play golf here … we would love to see them come back and give it a try. I’m confident they will appreciate what we’ve done here.” “This is a great golf course with great bones,” said Hickey, who hopes to continue what he’s started when the property is purchased by new owners. “We’re not done by any stretch, but we’re back on track. Yes. Industrial-type uses that might create nuisances such as noise, fumes, odour, or dust are not permitted. This includes motor vehicle maintenance and repair, carpentry, machine, or welding shops. Traditional ‘bricks-and-mortar’ storefronts are also not permitted. The sale of commodities not produced on the premises is only permitted if orders are fulfilled by a delivery service (i.e. telephone, mail, or online orders delivered by mail or courier). Hundreds of people have chosen to make Oro-Medonte the place that they live, work, and play by starting a business from their home or an accessory building on their property. The business must be conducted by at least one of the residents of a dwelling unit located on the lot. One employee who is not a resident on the property is also permitted. • Interior finishes such as drywall and cabinetry. How much space can my business can occupy? If the business is inside your home, the maximum is 35% of the gross floor area. If the business is in a detached accessory building, the maximum is 50% of the gross floor area for properties with residential zoning. In the Agricultural/ Rural zone, the business can occupy 100% of a detached accessory building. Can I run my home-based business outdoors? No. Your business must be conducted entirely within a building. Outdoor storage and/or display of materials or finished products is also not permitted. 28 Do I need to inform the Township that I am operating a home-based business? No. As long as your business complies with the Township’s Zoning By-law there is no obligation for you to inform the municipality, but feel free to contact us if you have any questions. If your business will operate in an accessory building, you will need to include all of the items identified above for a business within the home, as well as: • Ventilation details for proposed washrooms and office space; and • A heating system designed to maintain the temperature at 18°C if there will be an employee other than the owner in the office space. New Account Setup • Click “New Family Account” and follow the instructions on the screen. • Start with the Primary Contact. • Click “Add a Member” for any additional family members. Click on “Browse Activities” to view all of the programs offered. At the top of the page there is an “Activity Type” drop down menu. Make sure you select the correct program type in order to view the activities for that activity section. 2. Once you’ve selected the program you’re interested in, click on “Register” to be taken to the program confirmation screen. Tip: make sure that under “Name of Registrant” you have the correct participant selected. You will also need to click accept on the consent box. 3. Click “Add To Cart”. Countless recreation opportunities await you on trails in the Simcoe County Forests, Copeland Forest, and on the Lake Country Oro-Medonte Rail Trail. Trails are wonderful places to spend a day, exercising or relaxing, or taking in the beauty of nature. As you explore local trails, you will see spectacular views and natural areas, and will have an opportunity to spend time with family and friends. Or if you prefer, you can enjoy a trail walk in solitude or ride down a mountain bike track for a great adrenaline rush! Permitted uses vary by trail, but whether you are catching a glimpse of a migrating bird, mountain biking on single track, taking the family for a walk, or going off-road, there is a trail in Oro-Medonte for you. Ganaraska Hiking Trail Association The Oro-Medonte Ganaraska Hiking Club is one of nine hiking clubs within the Ganaraska Hiking Trail Association. The Ganaraska Hiking Trail extends from Port Hope on Lake Ontario to Glen Huron where it joins the Bruce Trail. It also includes a side trail from Copeland Forest to Midland and a side trail from near Glen Huron through Wasaga Beach and on to Midland. In total it covers approximately 500 km, with approximately 300 km being in Simcoe County and approximately 60 km being in Oro-Medonte. The OroMedonte chapter maintains 18.5 km from the Copeland Forest up to Vasey Road. Hiking boots are recommended and drinking water is essential. 40 Copeland Forest Friends Association The Copeland Forest is a 4,400 acre resource management area under the jurisdiction of the Ministry of Natural Resources and Forestry (MNRF). Its approximate boundaries are Ingram Road to the north, Line 5 North to the east, Horseshoe Valley Road West to the south, and Penetanguishene Road to the west. The forest contains headwaters for three watersheds draining into Georgian Bay and is the largest mature forest within commuting distance of the Greater Toronto Area. In partnership with the MNRF, the Copeland Forest Friends Association was established to bring greater stewardship to the Copeland Forest, which is facing increasing pressure from recreational interests. The goal of this non-profit organization is to conserve the natural integrity of the forest while facilitating compatible recreational opportunities. The CFFA is pleased to announce that a map is now available to download on their website that corresponds to a network of newly signed trails in the forest. As a non-profit group, the CFFA relies on membership fees and donations to carry out its mission of protecting and preserving this magnificent property. Lake Country Oro-Medonte Rail Trail This 28 km, crushed stone surfaced trail runs between the cities of Barrie and Orillia on the old Canadian National Rail Line. With its flat, easy grading, the Rail Trail is an excellent place for a leisurely bike ride, walk, or run in the warmer months, or a cross-country skiing or snowshoeing adventure in the winter. Along the way you’ll find some of the best in the natural beauty that Oro-Medonte has to offer. Quiet wetlands, busy beaver ponds, peaceful forests, rushing creeks and streams, picturesque farmland, and quick detours down to Lake Simcoe highlight the length of the trail. PARKS, TRAILS & FORESTS Parkland Regulations Oro-Medonte has nearly 300 acres of public parkland within its boundaries, 116 acres of which are developed for use. The Township’s parkland consists of a network of open spaces, sports fields, playgrounds, waterfront parks, boat launches, natural areas, heritage sites, and trails, all of which provide active and passive recreational opportunities for residents and visitors. The following regulations help the Township maintain its parkland assets while ensuring the safety and enjoyment of those utilizing the space: • Access to parks is prohibited between the hours of 11:00 p.m. and 5:00 a.m.; • The sale of any merchandise and the distribution of advertising is not permitted; • With the exception of service animals, no dogs shall be permitted in Bayview Memorial Park; • In all other parks, dogs must be leashed and under the owner’s care and control; • Dog owners must “stoop and scoop”; • Use of motorized vehicles is prohibited, with the exception of seasonal snowmobile and all-terrain vehicle access to Lake Simcoe; • No person shall dock or moor watercraft for a period of greater than two (2) hours; • Operation of watercraft in swimming areas is prohibited; • Planting, landscaping, or removal/destruction of any tree, shrub, soil, rock, or any other structure is strictly prohibited; • Archery, golf, and ball and bat activities are prohibited, except in areas designated for such a purpose; • The use of solid or liquid fueled barbecues is prohibited, except in Bayview Memorial Park, where tabletop propane barbecues with a propane tank not exceeding 16.4 ounces of fuel may be used. Road cycling can be a contentious issue for some, particularly when it comes to groups of cyclists riding together. Misunderstandings surrounding the Highway Traffic Act (HTA) tend to be the primary culprit behind disagreements between cyclists and motorists. With that in mind, Cycle Simcoe recently partnered with Tourism Simcoe County, RTO7, and Grey County, to produce a series of cycling safety videos. These videos are intended to educate both cyclists and motorists by clarifying the rules of the road and encouraging all road users to co-exist, practice courtesy, and truly ‘Share the Road’. Visit www.cyclesimcoe.ca/safety to watch the following four videos that outline safe, shared use of our roadways: Leave 1 Metre – it’s the LAW The Province of Ontario recently passed a law requiring that motorists must leave at least one metre when passing a cyclist. When passing a cyclist or group of cyclists, be sure that the road is clear of approaching traffic before merging, use your turn signal, and leave at least one metre between yourself and the cyclist. Proper Group Riding When riding in groups on rural roads, remember to stay tight and to the right, ride in groups of 10 or less, and go single file on narrow roads, in blind spots, or on hills so that cars can safely pass. Safe Cycling Techniques Cyclists are considered vehicles under the Highway Traffic Act. When cycling on rural side roads and through towns, please remember to wear bright colours, use hand signals, stop at stop signs, and walk on sidewalks. How to Safely Pass a Cyclist Did you know that it is now the law to leave at least one metre of space between your vehicle and a cyclist when passing? It’s true. When approaching a cyclist or group of cyclists on the road, please practice safe passing techniques. Be sure the road is clear of approaching traffic before passing, leave at least one metre of space, and use your signal much like you would if passing another vehicle. 48 Simcoe County MTN Bike Club The Simcoe County Mountain Bike Club (SCMBC) was established to build and maintain recreational mountain bike trails in Simcoe County. The Club has land-use agreements with the County of Simcoe and private land owners for the use and maintenance of a variety of trails located throughout the Township.
