Welcome everyone to the March presidents report, well it’s been a busy month again, with lots going on in and
around the club once again.
I would like to start off with saying condolence to, a couple of members that have lost loved ones over the last month,
firstly to Karen, Les, Aaron Noonan, Stacy and Darren Sherman on the loss of Karen’s father. And to Michele, Bruce,
Andrew and Kate Bayley on the loss of Michele’s father. At times like this we as a club offer our condolences to the
families, but we also offer our support for help to both these families, and we are only a phone call away if you need
anything.
The feedback from the members that attended the Trophy night, about our guest speaker was great and that
Wayne’s topics and discussions were broad and interesting, well done to all the winners on the night. We had a great
turn out and even a few that haven’t been to the club for a while. Big thanks to Rod Hall who compiled the results
and to Ash Mabbitt for arranging the catering.
On the 20th of Feb we had Garry Doyle and Ash Mabbitt direct the 2 nd round of The BLCC Autocross series, this was
run as a multi club and supported by the HRA as a round of their Standard Car Class. The event was well run and
finished earlier than expected. Thanks to all the infield officials, water truck drivers, timers and catering staff.
The following weekend the BLCC were at it again at 2 different events firstly with the Ballarat swap meet where Noel
and his crew parked cars both on the Friday and Saturday for the event. It sounds like it may have been a little challenging with the new format and parking. Thanks again to those members that gave up their time to help. On the
same weekend we had The Rush on up the motorsport complex with Dave Stewart, Bruce Bayley and myself watering the track to help control the dust.
One of our major events has been run and won Round 3 of the CAMS Natures Organics Victorian Hillclimb Series
(Say that after a few). With Les Noonan and the normal suspects directing the event. There was a great variety of
vehicles in the field and the track seemed to be certainly on most of the weekend, and seeing entries up on last year.
I would like to congratulate Brock Grinstead that took about 24 secs off his times over the weekend which an awesome effort in a car that wouldn’t be the easiest to drive. One of my highlights over the weekend was Saturday night,
firstly a great meal at the pub and then back at the track sitting around talking with other members and hillclimbers, it
was a bit like the old days. One thing I was amazed at was that there wasn’t an accident at the cutting this year, I
think it’s the first time I have been there and this has happened. Thanks to all the officials that made the event run
smoothly over the weekend.
The long weekend was to see rounds 1 of both the Motorkhana and Khanacross series run, unfortunately due to lack
of directors these events didn’t happen. With the normal suspects burnt out from busy weekends with the club over
the last few months. What does this mean? If members aren’t will to step up more events may be cancelled, we need
more directors etc. I am willing to stand beside anyone willing to direct an event and give guidance and I know there
are others also willing to do the same. So if you are willing to give it a go grab a mentor and speak with Rod Hall or
myself. On the same weekend the 2016 Power FM Begonia Parade was held at Lake Wendouree, the BLCC was
well represented across all forms of our club’s disciplines. We had 7 vehicles in the parade with a good variety from a
4x4, Rally, Club Car, CP Cars, Circuit Car. The Radio station gave us a great wrap on our way past also, there was
certainly a lot of interest with heaps of people checking out the cars and taking pics. I would like to thank Sean
Payne, Kate Meyer, Dave Stewart, Andrew and Bruce Bayley, Nathan Stevens, Chloe Wythe, Tim Ogden and Darren Watkins for giving up their public holiday to represent the club.
As your aware that the Bald Bandits night is coming up on the 2 nd of April and tickets are on sale. $30 will gain you
entry, with finger food and entertainment, it will also give you a chance to win great prizes as part of the raffle and to
purchase and bid during the auction. Tickets can be purchased at Master Builders Association 14 Albert St Sebas or
contacting Dave Stewart or Myself

Well folks sadly we have had to postpone 2 more events. This time it was because we didn’t have anyone put their hand up to
direct either the Motorkhana Rd 1 or Khanacross Rd 1 which were both on our Competition Calendar for the 12 th March.
Perhaps it was the long weekend that caused this. Having been heavily involved in 3 events already this year that were about
2 weeks apart I simply ran out of steam to either find people to run these events or indeed just run them myself. To try to stop
this from happening again at our committee meeting we decided to appoint series directors for all the various series we run,
be it Motorkhanas, Khanacrosses, Autocrosses etc. The series directors role is not to run all the events but to find others who
can. They may want to run 1 of the rounds of a series its up to them. If we tap you on the shoulder to take on such a role
please give it some serious thought as without organising teams these events we all like to do don’t just happen. If the
calendar in the Bulletin or the website doesn’t have someone's name against it generally means we are still looking for
someone. If you can run an event that doesn’t look like its covered please contact us.
A couple of calendar changes have occurred. The Tunbridge Trial is now on the 7 th of May so the Autocross that was down for
the 8th of May is now on the 14th of May. The Tunbridge being part of the VCRS is also a round of our own Club Trials
Championship. So those doing the CTS note that down please.
Our round of the VCAS series is on the 28th May so if you aren’t running in it and can help Ash Mabbitt would love to hear from
you.
The Victorian Hillclimb Championship Round 6 at Ararat on June 11 th & 12th is now a round of our Club Drivers Championship
or CDC as it’s affectionately known. Given Ararat’s restriction on its track licence if you enter in a timely manner and are
knocked back because your vehicle is ineligible please let us know and we will change the CDC accordingly.
CDC and Autocross Series Scores are elsewhere in your Bulletin. Please check to see if I have you and your trusty steed in the
correct class. Can easily make changes but only if I know they are necessary. Looks like Benny McKee and Sir Les Noonan have
jumped out to an early lead in the Autocross Series with Keith or is it Geoffrey in 3 rd. Mickey Goossens has leapt out in front of
our CDC with good results at AX Rd 2 and Mt Leura. Can he hang on in this rarefied air only time will tell.
Given we are needing to put 2 Sprints into our CDC Calendar can people please advise if they would prefer 2 rounds at Winton
or 1 at Winton and 1 at Sandown. Over the last couple of years the Sandown events entry fees have been about twice the
price of Winton. Please let us know your preference.

CAMS considers AIMSS rally safety review
The Confederation of Australian Motor Sport (CAMS) is currently considering the Australian Institute of Motor Sport
Safety’s (AIMSS) Interim Rally Review Report which was submitted to the CAMS Board at a recent meeting.
A Committee chaired by Alan Evans and including major rally stakeholders will consider the report and provide
advice to the CAMS Board on the 36 recommendations.
The Committee is expected to provide an initial report back to the CAMS Board by late April 2016.
CAMS’ Chief Executive Officer Eugene Arocca said the 350-page report is exhaustive in its review of rally safety in
Australia.
“The CAMS Board requested AIMSS to undertake a wide ranging review of rallying in Australia,” Arocca said.
“Specifically, the review inquiries into, considers and makes recommendations on safety issues specific to rallies,
including current engineering, management and safety response requirements for all forms or rallying in Australia.
“It also reviews existing or new developments or technologies which may be applicable to rallying.”
Arocca said an important part of the Committee’s review would be advice as to implementation of the report’s
recommendations.
“The Committee will draw on the experience of its members to priorities the recommendations to be implemented,”
Arocca said. “I want to assure our members from the rally community that we will take a considered and measured
approach to ensure that the introduction of any new measures is both effective and viable for the sport.”
The comprehensive nature of the report is such that it will also be referred to the FIA due to the wide ranging and
exhaustive nature of the review.

REMOVAL OF SUB-CATEGORIES FROM RALLY OFFICIAL LICENCING
After a review of the current Rally Officials license structure, Bronze, Silver and Gold level license’s will be made simpler.
In 2015 the Australian Officials Commission (AOC) working with the Australian Rally Commission (ARCom), reviewed the current
CAMS Rally Officials licensing structure and sub-categories in an effort to simplify licensing and maintenance.
The Rally Officials Licensing system had a large number of separate categories that are now considered to be ‘competencies’
within a license level rather than a separate license category in their own right.
An example would be ‘Course Car Driver’ which is a competency within a command-level license and not considered a specific
license sub-category of its own.
Many Rally Officials have a large number of license ‘categories’ and maintaining these is a burden on the volunteer’s time and on
the license administration system.
The preferred approach is to issue license’s in just four categories (General, Bronze, Silver and Gold) with all the specialist training recognized within that license category. In the example above, a person holding a ‘Silver Rally - Course Vehicle’ license
would in future be re-issued with a ‘Silver Rally’ license which recognizes their experience in an event command role.
The License Categories that are generic across all disciplines being Timing, Fire & Rescue, Steward, Scrutineer, Event Administration and Event Command will remain unchanged and unaffected.
What do you need to do?
As a Rally Official, you don’t need to do anything, the new arrangements commenced from January 2016 and will be transitioned
seamlessly as new licenses are issued or come up for renewal.

Garry Doyle , with Ash Mabbitt mentoring new road director Nathan Stevens. The event
will be based at Amphitheatre this year and will see Mount Avoca having a rest , the team
have said that they have selected the best roads in the region , and that event is now a
round of the VCRS , the R4S (Rally 4 Steve Richards) Novice trial is to pay contributes to

Molly momentum builds for Subaru's ARC return
Subaru Australia’s return to domestic rallying is picking up pace with the announcement of the team name. The multichampionship winning brand has announced its newly formed team will be called Subaru do™ Motorsport, in line
with Subaru’s new brand direction announced this week. And in a sneak peak of what the Subaru “blue army” of rally
fans can expect, a mock-up of the team’s All-Wheel Drive WRX STI has been unveiled, showing the ongoing links to
the classic World Rally (WR) Blue colour scheme – but drawing on a modern inspirations reflecting the active lifestyle
of Subaru’s customer base. Subaru Australia Managing Director, Nick Senior, said: “We’ve been amazed by the fantastic reaction since we announced our rallying return, so it’s great to be able to share the design direction with the
fans.” Mr Senior also revealed that Subaru’s rally driver, Molly Taylor, will pair with one of Australia’s most experienced navigators, Bill Hayes, on the 2016 Australian Rally Championship campaign. Hayes has previous history with
Subaru, having paired with Dean Herridge before Subaru Rally Team Australia disbanded in November 2005.Next
up for the team is testing of the WRX STI following an intense build program at Les Walkden Rallying in Tasmania.
With the season-opening Quit Forest Rally scheduled for April 22-24 in Western Australia, Taylor is keen to get some
serious kilometres in the car. One advantage is Hayes’ resident status in WA. His experience on the uniquely challenging surfaces south of Busselton will be invaluable on Taylor’s debut Subaru event. She said: “The momentum’s
building quickly and it’s been so exciting to see the positive response to Subaru’s rally return. From children on social
media to motorsport fans, the vibe is just fantastic.”

Jones tribute highlights Hall of Fame inductions
A surprise trophy presentation for 1980 Formula 1 world champion Alan Jones highlighted the new Australian Motor
Sport Hall of Fame’s inaugural induction night in Melbourne. Thirty inductees spread across all facets of the sport
were welcomed to the Hall of Fame in front of a packed function room at the Melbourne Exhibition Centre. Coinciding with this weekend’s Australian Grand Prix, the event’s Formula 1 flavor included a guest appearance from three
-time world champion and pole-sitter for Sunday’s race Lewis Hamilton. The deputy team principal of Williams F1,
Claire Williams, also attended, presenting Jones with a replica of his 1980 world championship trophy. Event organizers Garry Connelly had the replica made to replace the original after it was famously stolen. “I had no idea, honestly, it was such a shock,” Jones told Speedcafe.com of receiving the trophy. “To me it’s as good as the original. I
can put it in the house and look at it and say ‘that’s my world championship’. “Claire Williams, the daughter of team
founder Frank, paid tribute to the role that Jones played in establishing the squad in Formula 1. “Alan really is a
hero at Williams,” she said. “He’s a role model for every Williams driver we’ve had since. “Other Australian world
champions recognized included the late Sir Jack Braham and motorcycling greats Mick Doohan, Wayne Gardner,
Casey Stoner, Troy Bayliss and Kel Carruthers. Local touring car talent was also well represented, with Australian
Touring Car Champions including Bob Jane, Dick Johnson, Allan Moffat and the late Peter Brock among others
inducted. Moffat made an emotional tribute to Brock during his acceptance speech, while also making special mention of former team-mate Colin Bond. “Everyone thought we were great enemies but nothing could be further from
the truth,” said Moffat of Brock. “On the day he had his horrible accident (Brock’s death in 2006) I got 55 calls from
radio stations asking what had happened to Peter. “What happened to him is that he’s gone to heaven. “(Peter and
Colin are) two great fellas that I’ll love for life. “Current V8 Supercars star James Courtney was also inducted
thanks to his two world karting titles earned in 1995 and 1997. “I can’t believe that a little boy from Penrith can be
mentioned in this sort of company,” he smiled. While not among the inductees, nine-time Formula 1 grand prix winner and reigning World Endurance Championship title holder Mark Webber summed up the sentiment from the
evening. Webber was on hand to induct close friend Jason Crump, who won three world championships during a
stellar speedway motorcycling career. “The Hall of Fame is sensational,” said Webber. “It’s crucial that we have two
and four wheels together. I had a lot of posters on my wall of two wheels as well as four. “The motto out of the night
for me is that we’re all just Aussie battlers having a crack.”
