INTRODUCTION
The Baja “Russia – Northern Forest” is held by Russian Automobile Federation (RAF), “Northern Forest” LLC, Saint
Petersburg and Leningrad region Automobile Federation and Karelian regional public organization “Automobile Sport
Federation” 19-22 February 2016.
The competition is run in compliance with the following documents:

The FIA International Sporting Code with appendices;
 The FIA Cross-Country Rally General Prescriptions(General Prescriptions) and the regulations of the 2016 FIA World Cup
for Cross-Country Rallies
 These Supplementary Regulations.
The competition is included into the FIA International sporting calendar.
The rally is combined with a National Championship with separate regulations.
Unless specifically covered within these Supplementary Regulations, the text of the FIA Cross-Country Rallies General
Prescriptions and the FIA World Cup Regulations applies and should be referred to. The statements, different from the FIA
General prescriptions, will be printed in bold italics.
In case of differences in the interpretation of these Regulations, the English text should be considered as a binding.
The official time is as GPS (Moscow time = GMT + 3).
Modifications and/or amendments to these Supplementary Regulations will be announced only by numbered and dated bulletins,
issued by the Organizer and approved by the FIA – up to the time of the first stewards meeting, and thereafter by the stewards.

1. DESCRIPTION
1.1 Places and Dates of the event
The Baja “Russia - Northern Forest” is held on 19-22 February 2016 in the Russian Federation, in Sortavala and Suoyarvi districts of
Karelia Republic (close to the Finnish border).
Friday, 19.02.16
The competition starts in Sortavala town with Administrative Checks and Scrutineering. All participants will be accommodated in the
nearby hotels and tourist centers.
Saturday, 20.02.16
Safety and controls equipment delivery (GPS/GSM tracker and Sentinel), Administrative and Technical Checks.
The Ceremonial Start takes place on Sortavala town embankment, near the children’s leisure center “Serdobol”. Cars are due in the
pre start holding area before 16:45.
Mandatory drivers briefing is held at 17:00.
After the Ceremonial Start the crews will have until 22.00hrs. to park their cars in the overnight Parc Ferme, preliminarily changed
and marked the wheels in the Service Park zone, located near the “Vyartsilya” Parc Ferme.
Sunday, 21.02.16
Leg 1 begins with Parc Ferme exit and SSS (SS1) start.
Leg 1 includes SSS (SS1) (about 19 kms long) and SS2 (about 180kms long)
After SS1 finish there is a liaison to Vyartsilya regrouping zone about 10 km long.
Participants start SS2 by SSS (SS1)results, TOP-10 starting positions will be chosen as per article 14.1.2.below.
The approximate length of the liaison from SS2 finish to “Vyartsilya Service entrance” leg finish is 10 km. After the Leg 2 finish there is
a limited service at the Vyartsilya village Main Square. After that vehicles will be placed to the overnight Parc Ferme.
Monday, 22.02.16
Leg 2 begins with the Parc Ferme exit and the liaison to SS3 start is about 10 km. SS3 length is about 180 km.
After SS3 finish there is a liaison about 3 km long to the Podium zone in Vyartsilya village, where the Podium ceremony is organized.
The first crew will stay in the Podium zone for approximately 30 minutes. This period of time can be changed for the different crews.
Podium zone is under the rules of PF, exсept accreditied press, photographers and journalists are allowed to work in the Podium zone.
The crews will arrive on the podium under the instructions of the Podium chief. Following the Podium the crew will go directly to Parc
Ferme which is a distance of 0.5 km.
The prize giving ceremony and the festivities start from 19:00.

3.2. Entry Procedure:
Anybody wishing to compete in the event must send the entry form (www.bajarussia.com), duly completed, including confirmation
of the entry fee payment, to the Organizer by e-mail: [email protected]
Every Participant must have a valid FIA Competition license for 2016.

Every Driver must have a valid FIA Driver license for 2016.
If the 1st or the 2nd driver has a FIA license issued by ASN other than the RAF, the participant must have this ASN’s stamp on the
entry, or provide the ASN’s written permission to take part in the competition.
The entries, where the Participant is neither the 1st nor the 2nd driver, must be provided with a copy of the Competition license.
3.3. The maximum number of entries is 60.

Note: Despite extreme winter conditions of the race, all T3 crews vehicles equipment have to comply with FIA Regulations (Appendix

3.4.1. Entry fees include:

3.4.2. Entry Fees don’t include:
а) Insurance against accidents and damages except for those described in Article 4;
b) Deposits for SENTINEL, ERTF safety equipment and GPS-GSM tracker;
c) The right of access to the service park for more than one service car;
d) Additional documents, over those specified above. However, labels, identification badges etc. can be bought from the Organizers at
the established prices;
e) All other charges, which may be incurred by the competitors, members of crews and teams in connection with participation in the
event.
3.4.3. Additional «Assistance» plates
The competitors, who would like to have some additional service cars, will be given additional «Assistance» stickers at the
administrative checks, providing they have so requested from the Organizer before the closing date for entries and have paid a fee
for each additional service vehicle.
Trucks – 500 euros
Others – 250 euros.
3.4.4. Service park Ecological refundable deposit.
For ecological reasons the Organizer can collect a fixed amount of 100 € (or equivalent in rubles) from each entrant, which will be
returned after a satisfactory inspection of their area in the Service park by the Service park officer after the end of t he race.

3.5.2.
Any entry that is not accompanied with the entry fee will be considered invalid.
3.5.3.
The payments which will be made during the first “Privileged” period, until 18 January 2016, can be made in two payments, on
conditions that the first part of 50% of the entry fee will be paid before 18 January 2016, and the second one – no later than
6 February 2016. In all other cases the payments should be made as detailed in Article 3.4

3.6. Reimbursement.
The Organizer will reimburse the entry fees, minus a variable retainer, to competitors who were unable to participate
in the event for the reason of force majeure, subject to the written application to the Organizer. The deduction will be:
 25% of the entry fee for the requests received until 60 days before the administrative checks
 50% of the entry fee for the requests received less than 60, but until 30 days before the administrative checks
 100% of the entry fee for the requests received less than 30 days before the administrative checks.
4.
INSURANCE
4.1. Insurance will be done in accordance with Article 35 of the FIA 2016 General Prescriptions .

4.4. In case of an accident, the competitor or his representative must make a written statement to the Clerck of the Course, the
Competitors Relations Officer, or directly to the Organizer, within 24 hours. This statement must mention the accident
circumstances, the names and addresses of the casualties, as well as contact details of witnesses.
Detailed information on insurance and the order of obtaining the insurance indemnity will be published in the information message
to participants on the official notice board.
5.
ACCIDENT REPORTING
5.1 If a driver taking part in the Rally is involved in an accident in which the member of the public sustains physical injury, the driver
concerned must report this to the next radio point as specified in the road book and point the place on the route. If he fails in observing
this rule, the Stewards may impose a penalty to the responsible crew, which may go as far as exclusion.
5.2 In case of accident in the Rally itinerary, the competitor or his representative must notify in writing form the Clerk of the Course,
the Competitor’s Relations Officer and the Organizer as soon as possible.
6.
ADVERTISING
6.1. Advertising on competitive vehicles must meet the requirements of Article 16 of the 2016 FIA Regulations
6.2. Advertising identification:
Composition of Organizers’ compulsory and optional advertising will be presented and included
in special spacing chart which will be given out during the Administrative checks.
6.3. Advertising plan:

IDENTIFICATION

8.
TYRES
In accordance with the highly specific climate and road conditions, the following exceptions to the FIA prescriptions were introduced:
8.1. The competing cars must use the studded tyres. In addition to the prescriptions imposed by the relevant Appendix J
Articles and the Article “Tyres” of the GP for cross country rallies, the tyres must comply with the following prescriptions:
- the stud must be metallic, solid, cylindrical, with a flat cut of the working part. Any cross-section of the stud must make
a full circle;
- the stud fixation must not be “strikethrough”;
- the maximum height of the working body is 4.5 mm;
- the maximum stud weight is 4.0 g;
-the maximum stud length is 20 mm;
- the maximum number of studs fitted in the tyre is 24 for every 10 cm of the tire circumference;
- the maximum protrusion of the stud beyond the tyre thread is not restricted.
Tyres that meet the requirements of the 2016 Swedish Rally are also allowed.
8.2. All the crews (FIA priority drivers included) may change the racing tyres by the “road” tyres for use on the road sections.
The changing of road tyres and racing tyres is only allowed in the official “Service Park” or “Tyre changing zone”, which will be
situated on the liaison between the Service park and the Special Stage Start. These zones will be marked in the road book and will be
indicated by a special sign “Tyre”. Only the help of 2 mechanics per car is permited.Any other tyre changing after this zone before the
Special Stage Start and after the Special Stage Finish until the “Tyre changing zone” is only allowed to the crews, using the spare
onboard tyres.
8.3. All tyres will be marked:
The tyre marking will be carried out in the special zones, placed immediately after the “Tyre changing zone” or the Service
Park exit, or the Parc Ferme entrance. These zones will be indicated with a special sign “Tyre mark”.
The crew entering the tyre marking zone must stop and show the scrutineers all the tyres (including the spare ones)
available for marking. The help of one mechanic per a car is permitted.
The crew may leave the tyre marking zone only after the permission of scrutineers.
8.4. The condition of the tyres will be checked before the SS start and each time, when the tyre (wheel) is replaced. Any tyre not complying
to the regulations will be marked separately and its further use is prohibited. The tyres and their marking check can be carried out during
the whole competition, except the special stage distance.
8.5. Any infringement of the tyre regulations can be penalized, up to exclusion.
8.6. Restrictions of the tyre use. The complete tyres of one axle should be identical. The tyre must be safe; it must not have damages
likely to inflict a harm to the crew, to the third parties or their property.
8.7. As per art. 12.5 of the FIA General prescriptions, in Bajas, FIA Priority drivers will be allowed to use only a maximum of 8 tyres per
competition. If a tyre is damaged during the competition it may be replaced upon the agreement of the FIA Technical Delegate. Such
change will entail a 90 second time penalty for each tyre changed.
8.8. In a case when the tyre further use may be unsafe due to wear or damage, the Technical Delegate, Chief Scrutineer, or scrutineer has a
right to demand its immediate replacement, or, if it is impossible, has a right to prohibit further car movement with a report to the COC.
This fact must be indicated in the participant’s time card.

9.
FUEL
As per Art.34 of the FIA General Prescriptions.
Some petrol stations will be available in the district where the competition is held:
1. TNK petrol station is situated on 12th km of the road Sortavala – Vyartsilya. Available fuels are: Diesel, 92, 95.
2. Gazpromneft petrol station is situated near the “Vyartsilya” International Automobile Border-crossing Point, where different fuels as
Diesel and 95 are available.
3. Fuel up to and including 98 octane specification is permitted, but crews are responsible for their own supply and must adhere to the
refueling regulations in the refueling zone. (Article 15.2)
Bank cards are accepted. Only the crew can refuel and be present at petrol stations.
10. ADMINISTRATIVE CHECKS
10.1. Location
Administrative checks take place in Sortavala town at Youth Center, Karelskaya str., 22.
10.2. Times/schedule
All crews taking part in the event must be presented by both members at the Administrative Checks on 20 February 2016 according to
the established timetable.
The secretary records fact and time of appearance at the AC.
The exact schedule will be published in an information bulletin on the web-site www.bajarussia.com and ONB.
10.3. Documents to be present at the AC:

Valid FIA Driver license (driver and co-driver);

Valid FIA Competitor license (Entrant/Competitor);

ASN permission (stamp, visa or ASN letter of approval) for the participants with licenses issued by ASN other than the RAF;

Driving License valid for the driven vehicle type (for each driver);

Certificate of ownership of the vehicle or authorization from the registered owner;

Current vehicle registration document for the home country;

Insurance in force on the Russian Federation territory

Following the Ceremonial Start it is permitted to change road tryres to racing tyres in the Service Park by the team mechanics.
Then the cars will enter Parc Ferme at the latest 22.00 hrs on 20th February.

After the race leg finish and until the next leg start.
From the moment of the competition conclusion and until the Stewards permission to open the finish PF.

11.6.
Scrutineering requirements
The competitors must comply with the following when arriving at the scrutineering:

All rally plates, competition numbers and advertising plates must be fitted.


Sealing holes must be drilled in advance:
For T1 and T3 vehicles: Cylinder block, restrictor and chassis.
For T2 vehicles: see appendix 2 of the FIA GP.

Submission of the fully filled Safety Form, given at the Administrative Checks, with the FIA homologation for helmets, overalls,
gloves, balaclavas, long underwear, socks, shoes and FHR, HANS and etc.system. This equipment is compulsory for both
crew members (except gloves for co-driver) and must be homologated according to the FIA Appendix L, Chapter 3, under
penalty of exclusion.

The following safety equipment must be fitted before the scrutineering:

11.7. Safety equipment
11.7.1 It is compulsory to use the following safety and navigation equipment supplied by the Organizer on a rental basis (price is not included
in the entry fee).

SENTINEL
11.7.2
Every participant must rent a SENTINEL, GPS ERTF and GPS-GSM tracker units.
11.7.3
Every participant who has no fixing kit for the SENTINEL or ERTF systems must buy the one in advance and mount it on
the vehicle before the start of the event (available on AC). The kits are available separately.
11.7.4
The prices for SENTINEL, ERTF & GPS-GSM tracker specified above, can be paid directly to the organizer by bank transfer or in
cash at the AC.
The order form for SENTINEL, ERTF & GPS-GSM tracker is published on the event’s website.
11.7.5
Delivery and installation of the equipment will be carried out before the AC. Every participant must give the equipment back at the
end of the competition, or, if a crew retires.
All crews have to deposit the repayable guarantee amount for all equipment. (can be paid by bank transfer, that will be blocked
11.7.6
on credit card in cash at the AC). The deposit amount will be published on the event website at least 15 days prior to the race.
This deposit is made to the Organizer’s or the equipment owner’s account. It is necessary to have the payment confirmation at
the AC.
11.8.
These guarantee amount will be paid back upon the return of the equipment in good working condition.
Additional safety requirements
Vehicles of competitors should be equipped with additional means of safety to cope with extremely low temperatures in case of
retirement on a section, where leaving the route is impossible until the stage is completed:

It is OBLIGATORY! to have the following in the racing car:
warm winter clothes for all crew members: warm footwear, wool socks, gloves and caps;

two flares
These will be checked before the start.
11.9. All personal systems of GPS navigation and all means of connection are prohibited except for the mobile phones
without radio transceiver features. See Art.29 of the FIA GP.
12. SUPER SPECIAL STAGE (SSS)
12.1. SSS (SS1) about 19 km long is planned. Starting order for SS2 will be selected by SSS (SS1) results as per article 14.1.2.. The
drawing (starting positions selection) will be made in the Vyartsilya village administration event hall at Zavodskaya str., 7 at 11:30. The
starting list will be published at 12:00 on the official notice board and the official web-site. Participation in SSS is obligatory for all crews. The
penalties for failure to participate are detailed below in Art. 12.7
12.2. Times/schedule
The Super Special stage takes place on 21 February 2016 approximately at 09:00
12.3. Reconnaissance
The reconnaissance of the Super Special Stage is prohibited.
12.4. The SSS Procedure:
From 09:00, according to the start list, crews will arrive to the start line.
The start for SSS will be given with 2 minutes intervals for the all crews.
After the Finish crews go to the “Regrouping entrance” point where they return the time card.
12.5. For the SSS - Super Special Stage, times will be taken in hours, minutes, seconds and tenth of a second. In case of a dead
heat, priority will be given to the crew who achieved the time first.
12.6. The maximum time to run the Super Special Stage – 30 minutes.
12.7. Fixed Penalties on the Super Special stage

A penalty of the maximum time plus 10 minutes will be applied to any crew that:

Start the Leg 1, but does not finish the Super Special Stage or exceeds maximum time limit;
A fixed penalty of 60 minutes and denial of access to SSS start will be applied to any crew that:
 will be late for the CP at the start of Leg 1 of time more than 30 minutes
c)
Crews included in paragraphs a) and b) can start at SS2 if they are within their permitted time at SS2 Start TC before its closure,
preliminary changed their time card in the event HQ.
f)
Crews included in paragraphs a, b, с will start at SS2 after the classified teams in order of their start numbers.
13. START OF THE EVENT
13.1.
Qualified entries list and Leg 1 starting list publication and competitors’ briefings
According to the programme.
13.2.
Ceremonial start:
Location: Sortavala town, 2nd Pristanskaya str., 2a
Time:
20 February 2016, 18:00.
All participants must place their competition vehicles in the “Lenina street” pre-start area before 16:45. The cars in the pre-start area
should be arranged under directions of marshals. It is compulsory for all participants to be dressed in race overalls at the ceremonial
podium. In case of cold weather the warm coats are allowed, but the participants should take them off before they drive up the podium.
This requirement is introduced to make the procedure more ceremonial.
13.3.
Leg 1 includes:
SSS (SS1) about 19 km long and liason 20 km from SSS finish to the regrouping zone There is a regrouping scheduled after

13.6.
Briefings
13.6.1
The pre-start briefing for competitors takes place:

Time: 20 February 2016, according to the programme.
Briefing is compulsory for at least one crew member who must confirm his presence by signature. Any crew absence at the
briefing will be fined 200 euro.
13.6.2
Written briefings:
If necessary, at the end of each leg participants may get a written form of briefings. Answers to all questions on the text of
written briefings will be given by the Clerk of the Course or his representative in the HQ, the time will be announced additionally.
13.7.
Road books delivery:
Road books delivery for Leg 1 takes place on Saturday, 20 February, at the administrative checks.
Road books delivery for Leg 2 takes place on Sunday, 21 February, at the Leg 1 finish.
Latecomers can receive books in HQ from 18:00 until its closure.
14. RUNNING OF THE RALLY
14.1.
Starting order

14.1.1 Start for Leg 1 will be in starting numbers ascending order.
14.1.2 The start for SS2 will be given with classification of the Super Special Stage (SSS). The first ten competitors in the classification
of the Super Special Stage will choose their start positions for SS2 as follows:
The tenth placed competitor will start amongst the first ten positions
The ninth place competitor will choose to start before or after the tenth
The eighth place competitor may choose to start before, after or between the previous competitors and so on. These ten
competitors will compulsorily start the rally in the first ten positions.
14.1.3 The start at SS1, SS2 and SS3 will be given with 2 minutes intervals for the first 10 crews and 1 minute for the others. The
Organizer has the right to increase the intervals according to the weather conditions. This decision will be announced in a bulletin
if necessary.
14.1.4
Start will be taken in the following way for all the special stages:

the crew is invited to the start position by the marshal, and immediately hands their time card to the marshal;

the marshal signals by gestures to the crew about proper starting positioning on the start line and locates the electronic means to
control false start in front of the car bumper;

after positioning on the start line the car should be immobile until the start;

30 seconds before the start the marshal returns time card to the crew,

the crew monitors time before the start on electronic start clock,

last 5 seconds are counted down on the LED in the top right corner of the start clock,

When the central second hand of the start clock reaches “0”, LED switches off and clonker next to the LED switches from red to
green. The change of colour and/or switching off of the LED is the starting signal after which the crew must start immediately.

All changes will be announced in the bulletin.
14.2.
Early check in
Early check at all TCs is prohibited, excluding Podium zone TC, service TC at the end of Leg 1 and TC leg finish of each day.
Warning! Stick to speed limits on public roads!
14.3.
Time Cards
14.3.1
A Time Card will be given to every crew at the start of each Leg and in the regrouping zone.
14.3.2
If the Time Card is lost the crew will be penalized.
14.3.3
If a crew retires at the Leg, they must deliver the Time Card to the HQ not later than 6 hours before the start of the
next leg.
14.4.
Time Controls (TC)
14.4.1 Target times between controls will be announced in the itinerary list.
14.5.
Special Stages (SS)
14.5.1
Special Stages start is given in accordance with the FIA General Prescriptions.
14.5.2
A maximum time to run every Special Stage will be given in the Itinerary and Time Cards. If the maximum time is
exceeded, the crew will be penalized.
a) Exceeding the maximum time at SS1 and SS2 will result in a fixed penalty of 10 minutes and 1 hour respectively, that will be
added to SS1 or SS2 maximum time.
b) A crew failing to start at SS2 will be penalized with a fixed penalty of 10 hours for missing SS2. This crew will
be allowed to start the next day provided they check in at TC at Leg 2 start within their allocated time.
c) Exceeding the maximum time at SS3 will result in exclusion.
The closing time of the marshal points at SS1, SS2 and SS3 start is the last crew start time plus 30 minutes.
The crews exceeding the maximum time at SS1 will receive a fixed penalty and can start at SS2 if they are within their permitted
time at SS2 Start TC before its closure.
14.6.
Passage control.

An official Passage Control will be done with the ERTF and GPS-GSM monitoring equipment.
There will be 1 PC in SS1. There will be 3 PCs and 7 Security Waypoints (WPS) in SS2 and SS3. These PCs will be noted in the
Road book and are compulsory passage points. Missing a Passage Control will incur a 30 minute penalty. The GPS unit directs the
Competitor towards the point only if they are located within a 3km radius of it. To validate their passage at a WPS, the competitor
must pass within 90 meters of the point.
14.7.
Regrouping
Regrouping will be organized after SS1 finish..
14.8.
Reconnaissance
The presence of crews and other team members in the competition region is prohibited , see Article 25 of the 2016 FIA
Cross-Country General Prescription.
The competition region includes: the Sortavala district, the Suoyarvi district and the territory bordered by:

From the West – the road A-130 Sortavala – Vyartsilya excluding the road itself.

From the North – the Russian - Finnish border.
 From the East – the road A-131 from Pitkyaranta to Suoyarvi excluding the road itself and further the line Suoyarvi – Talvoyarvi Finnish border.

From the South – the road A-130 from Sortavala to Pitkyaranta excluding the road itself.
The crews, who break the rule, will not be allowed to start the event.
14.9.
Towing
As all the roads, which are used for the Special Stages, will be closed for the outside traffic during the competition, any team
wishing to take a retired car away from the track with external help, can enter the route only after receiving permission from the
Organizer.
14.10.
Parc Fermé
In according art.11.5. of present regulations.
14.11. According of the FIA General Prescriptions, participants must exactly keep to the route described in the Road Book. Any failure to
follow the route by a participant can result in fixed penalty of exceeding the maximum time on SS.
14.12. The approved length of 1 (one) kilometer was measured as GPS kilometer on the gravel road from the Vyartsilya village exit
towards “Gardarica” resort and will be marked by the signs in the beginning and in the end.
14.13. Speed rules
All participants and the team members should keep the Russian Federation Traffic Rules on the public roads. The maximum speed
on the roads and highways is 90 km/h, and in the towns is 60 km/h. The speed limits on the liaisons will be set by the organizer in
the Road Book and will be checked by ERTF Units.
A speed indicating sign will be displayed on the GPS screen. Any maximum speed limit exceeding, recorded by the GPS unit, will
be sanctioned by the Clerk of Course with the following monetary penalties:
From 1 to 10 kph: 50 Euro and a warning
From 11 to 30 kph: 100 Euro and a warning
More than 30 kph: 200 Euro and a warning
More than 3 successive warnings and penalties result in the exclusion from the competition by the Panel of Stewards decision.
15. SERVICE PARKS
15.1.
Location
Servicing is only permitted in the Service Parks.
The following service parks will be organized at the race:
 Service “Vyartsilya – square” The main village square territory.
Access to service parks is only allowed to the vehicles, identified by the Organizer with stickers (side stickers “Assistance ”). The price
of access to service parks for one service vehicle per crew is included in the entry fee. The competitors, who would like to have
additional service cars, will receive additional “Assistance” stickers at the Administrative Checks, providing they have so requested
from the Organizer before the closing date for entries and have paid a fee for each extra service vehicle.

Service Park “Vyartsilya – square” (Vs) is situated on the main Vyartsilya village square territory (both sides before the bridge). Speed
limit in the Service Park and in the whole surrounding territory in a radius of 500 meters is 20km/h. The speed limit exceeding will be
penalized with a fine of 100 Euro.
15.2.
Refueling
Refueling of vehicles during the event is only permitted at regular gas stations along the route and in the Re-fuelling area.
The Refueling areas will be organized in the Service Park “Vyarsilya” and indicated in the Road Book.
The cars must have fuel distance autonomy of min 300 km.

The prizes will only be given in classes having a minimum of 6 participants at the start, crews entered in a class with less than
6 entrants will be awarded only for 1-3 places in the overall classification and group classifications.
19.3. Prizes will only be awarded to the crews presenting themselves at the ceremony. Absent crews will lose their right to
get the prizes but the classification or the other prizes will suffer no modification.
