Message from David Harris, City Administrator - Spring is one of my favorite times of year
from the flowers and trees blooming to the Fiesta wreaths starting to show up around town. Exciting
things are happening in your City.
We kicked off the season with last month’s swearing in of our new Chief of Police Darrell Volz and Fire
Chief Brock Ward. This ceremony was the first of its kind in Balcones Heights. The ceremony
commenced with the sound of bagpipes drifting through the Justice Center lobby, played by the New
Braunfels Fire & Rescue bagpipe and drum corps, as they entered this standing room only event. Mayor
David Harris
Suzanne de Leon recited the invocation. Then, I began the long list of introductions of the dignitaries in
the room from area cities including (and I am going to miss a few) the San Antonio Police Department , Schertz Fire & Rescue,
Alamo Heights, Terrell Hills, Leon Valley, Hill Country Village, and Selma. We were pleased to have the Honorable County
Judge Nelson Wolff administer the Oath. As Brock’s wife Cindy pinned him, I read the history of the Badge of a Fire Fighter.
Next came the pinning of Chief of Police Darrell Volz by his wife Diana, I read the history of the badge or shied of a Police
Officer. (These stories are listed on page 2) To make this already near perfect ceremony even better was the Proclamation
and State of Texas Flag sent to both Chief Ward and Chief Volz from Texas Senator Jose Menendez. After the ceremony,
guests were treated to a reception, with delicious treats from Catering by Celebrations, a Balcones Heights owned business.
While this past year has been difficult for Balcones Heights, the City undertook some deep soul searching and reflection during
this time. Out of these difficult times, the City found new direction. We are truly blessed to have a talented Mayor, City
Council, and staff who have risen above these difficulties to help lead our community forward. Thank you for your leadership.

Continued - City Administrator David Harris - On Friday, March 27, we had our first Meet and Greet with the citizens
and business owners - Coffee with the Cops - held at Norma’s Mexican Restaurant on Fredericksburg Rd. This was a great
way to get to know the community, let them know that the city administration is here to support them. The next “Coffee with the
Cops” will be held Saturday, May 2, 2015 from 9:00 a.m. - 11:00 a.m. at Rogier’s Park, 209 Pleasant Drive.
Mark your calendar for the Senior Fiesta to be held at Wonderland of the Americas Thursday, April 23 form 9 a.m. to 1 p.m.
For the first time, the City of Balcones Heights will have our own Fiesta Medal. Stop by and collect yours!
As we enter into this season of rebirth and renewal, I want to thank you for your support and confidence you have expressed in
your City leaders and staff. Happy spring! Below are the two stories I read about the origin of the badges.
Chief of Police Badge
Fire Chief Badge
One legend dates the Police badge back to the
year 1200 to the days of King Arthur, and the
Knights of the Round Table. The shield was
used as a defensive weapon to protect the
knights, and became known as a shield of authority. The
Knights of the Round Table were the first known police force,
and enforced the King’s law and protected the people of the
villages of the Shire. Knights had be honest, brave and
trustworthy, and of good moral character.
They were
responsible for enforcing the laws of the land. Knights also
performed other duties such as collecting the taxes for the
King. The shield was always carried on the knight’s left hand
side, and that’s why the police shield is worn on the left side.
On the front center of the Knights shield was a crest. Today
we usually use the State crest on the front of our badge.
Today, badges are in the form of a shield and are worn by
Police officers on the left side of their uniform and over the
heart to signify the pledge and oath they have taken to be a
protector of the peace and of the people.
The Badge of a Fire Fighter is the Maltese
Cross. The Maltese Cross is a symbol of
protection and a badge of honor. Its story is
hundreds of years old.
CITY COUNCIL UPDATE Regular City Council Meeting
March 23, 2015
When a courageous band of crusaders known as The
Knights of St. John fought the Saracens for possession of
the Holy Land, they encountered a new weapon unknown
to European warriors. It was a simple, but horrible device of
war. It brought excruciating pain and agonizing death upon
the brave fighters for the cross.
As the crusaders advanced on the walls of the city, they
were struck by glass bombs containing naphtha. When
they became saturated with the highly flammable liquid, the
Saracens would hurl a flaming torch into their midst.
Hundreds of the knights were burned alive; others risked
their lives to save their brothers-in-arms from dying painful,
fiery deaths.
Thus, these men became our first Fire Fighters and the first
of a long list of courageous men and women. Their heroic
efforts were recognized by fellow crusaders who awarded
each hero a badge of honor - a cross similar to the one
fire fighters wear today. Since the Knights of St. John lived
for close to four centuries on a little island in the
Mediterranean Sea named Malta, the cross came to be
known as the Maltese Cross.

BRUSH/BULK COLLECTION BEGINS WEEK OF APRIL 27
Beginning the week of April 27 - Items may be put out no
more than 10 days (April 17-27) prior to pick up week and
everything must be put out by 7:00 a.m. on that Monday.
Bulk item collection covers: stoves, refrigerators, water tanks,
washing machines, discarded bathroom fixtures, furniture, mattresses, television sets, and
other bulky waste materials. Items such as swing sets, playscapes, basketball goals,
trampolines etc. should be disassembled before being placed curbside.
Brush items: Brush pile must be manageable - Set out brush no later than 7:00 a.m. on
the first day of your scheduled collection week - Do not place brush piles in front of parked
cars, near fences, trees, mailboxes, beneath overhead wires or low-hanging tree limbs, or
on top of water meters. (see ordinance on page 5).
Do not place material at the curb after crews have passed by your house.
BULK ITEMS collection DOES NOT cover: construction debris (waste building materials
resulting from construction, remodeling, repair, or demolition operations), dead animals,
brush, yard waste, hazardous waste, or stable matter with weights or volumes greater
than those allowed for containers.
The collection vehicles will pass down each street only once.

NATIONAL PUBLIC SAFETY TELECOMMUNICATORS WEEK
APRIL 12-18, 2015
Each year, the second full week of April is
dedicated to the men and women who serve as
public safety telecommunicators.
Every day,
communities are served by dedicated public safety
telecommunicators that answer our calls for assistance. They
dispatch our calls for help to local police and fire departments,
facilitating the execution of emergency rescue and law
enforcement operations in all of our districts. These public safety
personnel serve as the vital links within our cities and towns,
although rarely appreciated because they are not physically at
the scene. We want to thank Lead Dispatcher, Daphne Morales,
and the great team of Dispatchers, Melissa Ybarra, Donovon
Rodriguez, Jessica Cervantes, Felicia Aguilar, Devin Wilborn
and Denise Foster for their dedication to providing this
extremely important public service.

Beautifying Balcones Heights
Spring is here and it’s time for Spring Cleaning! Just in time; the City will be hosting a bulk collection the week of April 27th.
Look in your garages, carports, and yard and start setting aside those items that have accumulated over time that are not
being utilized or broken. Now is the time to rid your property of these bulk items, like stoves, refrigerators, water tanks,
furniture, mattresses, and other bulky items. Remember to disassemble items such as swing sets, basketball goals, etc.,
before placing them curbside. C-6 will perform bulk collection the week of April 27. You may put your items out only ONE
WEEK prior to the pickup week and all items must be placed curbside by 7 am on the Monday of this pickup week. The
collection vehicles will pass down each street only once, so don’t miss out on this opportunity to “Spring Clean”. Mark your

§ 93.35 PROHIBITED CONDITIONS DESIGNATED.
(A) It shall be unlawful for any person, firm, entity, tenant, owner or occupant agent, person or
entity of any type having care, custody, or control of any residential, commercial, or other
property located within the city to cast, throw, drop, place, sweep or deposit, or allow to
accumulate, or to allow waste or liquids from receptacles to leak or spill over, or allow the same to
be done in any manner whatsoever, any solid waste, rubble, rubbish, grass or weeds (12 inches
or higher), tree clippings, brush cuttings, offal, carrion, filth, stagnant water, appliances, furniture,
or any other items or substances or thing whatsoever of an offensive nature or deleterious to
health, in or upon any street, sidewalk, park, public place, vacant lot, or in any yard space of
privately owned premises, or in or upon the waters of any canal, stream or other watercourse or public waters, or in any
drain, sewer or receiving basin or about any building or premises.
(B) (1) Maintenance of property and duty to keep clear to eliminate nuisance. It shall be unlawful for any person owning,
leasing, occupying or having charge of any premises to such an extent to allow or continue any nuisance which is injurious
to the health, safety and welfare of others. It shall be unlawful for any person to permit the accumulation of any of the
following anywhere on the premises:
(a) Lumber, junk, debris, garbage, decaying vegetation or tree branches;
(b) Abandoned, discarded or unused objects including but not limited to appliances or
equipment such as furniture, stoves, refrigerators, freezers, empty and discarded cans and containers, inoperable
motor vehicles, car parts, tires and structurally unsound fences;
(c) Excessive growth of weeds or other vegetation exceeding 12 inches in height or allowed to remain upon the
premises so as to emit foul or noxious odors or to provide habitation for rodents and vermin; or
(d) The accumulation of stagnant water which creates favorable conditions for mosquito or other insect breeding, to
include watering beyond an individual’s property resulting in standing or stagnant water.
(2) A minimum clearance of 14 feet above street grade level for the free and clear passage or persons, vehicles,
commerce, or things upon the public streets, sidewalks, rights of way, alleys, or municipal easements of the city must be
maintained. In addition, a minimum clearance of 12 feet above grade level must be maintained over any stream, basin,
waterway, canal, or drainage way within the city so as to provide for the unimpeded flow or movement of water below.
119.05 Garage/Yard Sale Operator’s Permit. It shall be unlawful for any person to operate or participate in the operation
of a garage/yard sale without first obtaining the proper permit from the city.
Each garage/yard sale can be held for two (2) consecutive days.
Only the owner of lessee of the residential property upon which the garage/yard sale is being conducted may obtain
such permit.
The applicant must provide proof of address (driver’s license, utility bills or other identification).
Whether a resident or business operator, complying with of our Code of Ordinances will enhance the
quality of life in a City we can be proud of.

Lawn Care 101 – Getting that spring start to a great lawn.

I’m happy to report that the purple martins have arrived and the tomato plants are in the ground.
Now it’s time to think about our lawns. After the recent rains, our summer grasses are trying to
recover from their winter dormancy. Spring has sprung and so has the new growth of grass.
Unfortunately, the weeds have begun to also grow. Now is the time to begin taking the necessary
steps to get our lawns off to a good start and to attack those ugly weeds.
Let’s talk about weed control first. Weeds such as crabgrass and dandelions seem to be a constant problem each year. My
neighbors often ask me what the best plan of attack for weed control is. We hear a lot about pre-emergent applications that
cause weed seed to not germinate. It takes precise applications at certain times during the year and can be expensive. I find
an organic approach just as effective and much less expensive. Cutting the weeds before they produce seed heads is an
excellent way to discourage weed growth and prevent future production. Weeds are annual plants that are reseeded each
year by the wind once they produce seed. You cannot control seed being carried onto your lawn from adjacent yards, but
you can control seed production in your own yard.
Just as important as weed control is removing the dead growth left over from the winter cold. Most of our grasses go dormant
over the winter with the exception of winter rye grass. Although right now most of the lawns look dead after a cold winter,
there is still life below that brown patch we hope one day will be a lush green again. When making that first mowing for the
year, set your cutting height two notches lower than normal to remove the dead grass. After that first cut raise the height
back to your normal cutting height. We’ll discuss that in more detail later.
Another step to take toward a better lawn is to aerate the lawn to loosen up compacted soil and follow up with the application
of a top dressing of good compost or fertilizer. I aerate by changing out the tines on my tiller to plug aerator tines. If you
don’t have that type of equipment, you can always rent an aerator from a rental store. Most stores rent them for half day or
full day. If you can rent with your neighbors, it really makes it very affordable. Don’t use anything except a core aerator,
because it actually pulls out a plug of dirt instead of just poking a whole in the lawn. Follow aeration with the application of a
top dressing of about two inches of good compost or a good slow release fertilizer with a ratio of 4-1-2 or 3-1-2. Make sure
you water it in or time the application just before a good free watering from rainfall. Subsequent watering of about one inch
each week will be all it takes to keep your lawn irrigated. Supplement that with hand watering for the hot spots in the lawn.
Always comply with the limitations set by the San Antonio Water System (SAWS). More information about watering can is

The last step to making that lawn beautiful is keeping it cut on a regular basis. It is important to keep a good sharp blade on
the mower. Dull blades make a rough cut and damages the blades of grass. Just as important is the height setting on the
blade. For Bermuda grass the height setting is usually 1.5 to 2 inches and for St. Augustine grass the best setting is 3.0 to
3.5 inches. Many people make the mistake of cutting their grass too low thinking that a lower cut will result in cutting the lawn
at longer intervals. What makes a yard look like it needs cutting is usually the uneven growth between cuts. Cutting at lower
settings has no impact on the interval between cuts. Uneven growth happens no matter the height your grass is mowed and
mowing at a higher setting puts less stress on your lawn especially during the really hot months of July and August. By the
time August comes around, I sometimes have my height adjusters all the way up.
Following the above steps will provide a beautiful healthy lawn that you and your family can enjoy year round. If you have

Let me begin by saying I am truly
humbled to have been selected as the
Chief of the Balcones Heights Police
Department. In the short time that I
have been here I have observed that the
members of this department are dedicated employees
with the same goals for this fine city as me. There have
been issues in the past that will forever be a part of the
history of the Balcones Heights Police Department. And
that is just it…the past. We are moving forward and I
see a bright future for our police department. The direction your city leadership is taking for our city is exciting
and the Balcones Heights Police Department is excited
about being a part of that. You will see me out and about
in the near future and do not be surprised if I stop just to
shake your hand and introduce myself. I have developed plans to start a citizen’s advisory committee. This
will be a chance for representatives of the community to
meet with your police department. We will also provide
information about where your police department is going
and how we plan on getting there. If you would like the

The purpose of the Balcones Heights Citizen Advisory
Committee:

To increase communications between the Balcones
Heights Police Department and the community, leading
to a greater understanding of the policy and practices of
the Balcones Heights Police Department.
 To help decrease misunderstanding regarding the
nature of adopted Law Enforcement policies, practices,
and approaches.
 Provide input on Law Enforcement policies and
procedures that reflect community values.
 Help achieve safety and justice for all citizens’ living
and working in the City of Balcones Heights.
The Citizens Advisory Committee will not undertake the
review of allegations and inquiries related to the actions
of individual Police Officers or act in any official
capacity for the City of Balcones Heights.
The goal for this committee is to form a liaison between
the community and the police department and assist in
educating our community for a better understanding of
the respective responsibilities of police and citizens.

Unfortunately, instead of worrying about which snack
he’s going to have, or finding a way to escape nap time,
he has bigger things to deal with. He suffers from Severe
Combined Immune Deficiency, which is a condition that
rids the body of an immune system due to missing white
blood cells. The absence of these vital cells results in
serious and often life threatening infections.

5 years old, Seth makes the most out of life and seems
to be a very vibrant young boy. He LOVES firefighters, and according to his mother,
owns every toy firetruck known to mankind. He also loves the color yellow. Seth’s
family started a

MENDOZA JOINS BALCONES HEIGHTS
FIRE DEPARTMENT
The City of Balcones Heights Fire Department
welcomes Marcos Mendoza. Mendoza comes to
the city with 8 years of firefighting/EMT experience
and an Associate’s degree in Fire Science. He is a
veteran of the United States Marine Corps, where he served a tour
during “Operation Iraq Freedom.” In his time off Marcos enjoys
spending time with his four children and wife. Welcome Marcos!
