SUBJECT: Appointment of City Council Member in District 1 to Fill Vacancy

RECOMMENDATION:
Adopt a resolution appointing City Council Member to fill vacancy in Council District 1.
DISCUSSION:
On March 6, 2012, the City Council discussed the vacancy in Council District 1. The
City Council approved the process recommended by staff to fill the vacancy. Ten (10)
questions were approved by the City Council, which were to be provided to the
applicants prior to the City Council meeting on March 22, 2012, when the applicants
would be invited to attend and answer the questions.
One (1) block ad was placed in the Register-Pajaronian newspaper on Saturday, March
10, 2012, and in the Santa Cruz Sentinel newspaper on Wednesday, March 14, 2012.
The notice was posted on the City’s Website and the agenda notice board outside the
Civic Plaza building. The deadline for submitting letters of interest/resumes was set at
12:00 P.M., Monday, March 19, 2012.
Two (2) letters of interests were received from Marty Corley and Felipe Hernandez.
Mr. Corley and Mr. Hernandez were emailed a copy of the staff report outlining the
process to be implemented on March 22, 2012. The applicants will be seated at the staff
table. Each Council Member will be asking the prepared questions. Responses to the
questions should be under two minutes per question with the exception of the first
question. Council will have an opportunity to ask a follow-up question of the applicant if
they so choose after all the prepared questions have been answered (response should
be under one minute). The City Clerk will time each answer. Following the question
period, public input will be taken. After completion of this section, the Mayor will ask for

a motion and second for an appointment. Roll call will be taken on each vote. The first
motion receiving four affirmative votes will constitute the appointment.
The appointee will serve on the City Council, representing District 1, until November
2012, when the next General Municipal Election will be held.
ALTERNATIVES:
If the Council fails to fill the vacancy, the Council is required pursuant to Section 406 of
the City Charter to call a Special Municipal Election to fill the unexpired term.
Government Code Section 36512 requires a special election be held on the next
regularly established election date not less than 114 days from the date of the call of
the special election. There are only two regularly established available dates within 114
days:
Mailed Ballot Election
Polling Place Election
August 28, 2012 (Requires the election be called by
June 1, 2012)
November 6, 2012 (Requires the election be called by
August 10, 2012)—General Municipal Election
FINANCIAL IMPACT:
No financial impact unless the Council fails to fill the vacancy, and is therefore required
to call a special municipal election. The cost of such an election is based on the number
of registered voters in the district. District 1 currently has approximately 1,432 registered
voters. It is estimated that the cost of a mail ballot special election would be
approximately $7160 ($5 per voter). However, the November 6, 2012, election is the
City’s General Municipal Election and thus no additional cost would be incurred.

QUESTIONS FOR CITY COUNCIL APPLICANTS FOR
DISTRICT 1

In three to four minutes, please tell us why you are interested in serving on the
City Council.
Responses to each of the following questions should be under two
minutes per question.

What do you perceive as the major issues facing the City during the next five
years, and how would you address them?
3.
Assume there was a major issue that was determined to be advantageous to the
entire City as a whole, and your district vehemently opposed it; how would you
react and why?
4.
Explain your view and thoughts about providing affordable housing, land use
practices, zoning, policy, and infrastructure needs?
5.
Explain your ideas on downtown revitalization and development. How important
is this, and how would you go about encouraging downtown economic
development?
6.
What should the City do to help bring new businesses to Watsonville?
7.
What do you see as the most pressing social needs of the community, and how
would you respond to those needs?
8.
Watsonville is a very diverse community with many groups having different
language needs and cultural backgrounds. For example, slightly more than 40%
are monolingual Spanish speakers. What do you see as challenges and
opportunities that face the community and what measures should the City
implement for Watsonville’s diverse population?
9.
How would you help manage the existing budget, both short-term and long-term,
to meet the service needs of the community?
10.
If appointed, would you run for office in November 2012?
