the former Atchison, Topeka &
Santa Fe Railway (predecessor
to today’s BNSF Railway)

The Hi-Levels were the first
true bi-level passenger cars in
the world, with two full floors in each car. Today,
this remarkable uniform fleet is available for
acquisition and refurbishment, with plans calling
for the latest innovations in comfort and design,
and the highest in technology innovations,

reliable service.

Built by the legendary Budd Company,
the stainless steel Hi-Level fleet has
safely, successfully, and economically
operated for millions of miles on Santa
Fe and Amtrak trains. Today, this
indestructible equipment is ready for
more, after a complete refurbishment, to
provide millions of miles of more reliable
and dependable service in a modern,
safe environment.
The Hi-Level fleet is the only available uniform fleet
of intercity 110-mph cars in the U.S. today.

The uniform Hi-Level fleet is currently
stored. Once a decision is made for
remanufacture and deployment as new
train sets, the cars will be moved to a
major rebuilding facility and prepared for
reconfiguration and remanufacture. The
cars shells will be lifted from their trucks
and fully rebuilt with new wheels,
suspension, brakes and updated
couplers. The shells will be completely
stripped, and their interiors reconfigured
pursuant to a design/engineer plan
prepared by RailPlan of Baltimore,
Maryland, the country’s leading
passenger railcar design firm.

The Santa Fe Railway proudly promoted its one-of-a-kind
new Hi-Level service on the exclusive El Capitan route
between Chicago and Los Angeles. Shown here is a Santa
Fe promotional photo featuring the Top of the Cap lounge
car. Five of the six lounge cars built for the Santa Fe El
Capitan are still in use today by Amtrak, serving as the
Pacific Parlour Cars on the famous Coast Starlight route
between Los Angeles and Seattle. The Hi-Level fleet was
initially designed to operate at over 100 mph on the Santa
Fe main line, which it did daily on a regular schedule.
The new cars will be interoperable with
all standard North American intercity
railcars, including the Next-Generation
Midwest bi-level cars, with which they will
share most U.S.-made systems and parts.
Remanufactured cars will be equipped
with ADA–compliant automated
passenger exit doors, all new wiring,
systems and subsystems, new modern
and comfortable restrooms, both standard and
ADA-compliant, in each passenger car, new
vestibule seals at the end of each car, new
window glass and seals, new coach seating and
all new interior surfaces, new public address
systems and lighting, Wi-Fi and TV monitors in
coaches and power outlets at each seat.

While states and regional passenger train operators
await arrival of Next-Generation trains, plans for fleet
expansion, new service implementation – or even
meeting current and projected demand – must also wait.
But, taking advantage of uniform, safe and dependable
equipment, that is available and can be refurbished with
State of the Art technology and amenities, is a proven
strategy to augment successful rail corridors now, and
improve the financial bottom line.
For decades, passenger train operators have
successfully and profitably utilized existing fleets for
rebuild into modern train sets. Available equipment
such as the Hi-Level fleet, with its rugged all-stainless
steel construction, is the perfect asset to re-utilize on
an efficient and cost-effective basis. In recent years,
and currently, state passenger train operators have
turned to this proven method of recycling available
equipment into new seats and dollars.
North Carolina: A dozen years ago, the North
Carolina Department of Transportation acquired a
small fleet of single-level aluminum cars built in the
early 1960s and had them totally rebuilt by Delaware
Railcar for corridor service. More recently, North
Carolina expanded its car fleet. North Carolina built its
own maintenance facility, and has outsourced servicing
and maintenance to RailPlan, a private contract service
provider. Amtrak continues in its role of providing train
crews and other operating requirements.
California: During the same period in which North
Carolina again turned to rebuilding to expand its fleet,
the California Department of Transportation’s Division
of Rail contracted with Amtrak to have wreckdamaged Amtrak Superliner coaches rebuilt for
corridor service at Amtrak’s Beech Grove, Indiana
maintenance facility. The rebuilt Superliners have been
leased to Caltrans so the latter can expand capacity
on its existing corridor trains.
Currently, Amtrak is also rebuilding 14 former New
Jersey Transit Comet 1B commuter cars for Caltrans
at Beech Grove, converting them into corridor cars
which will be used to expand capacity on its San
Joaquin corridor. These cars were originally built as
electric multiple unit cars in 1968-69 and were rebuilt
into locomotive-hauled coaches in 1987-88.
VIA Rail Canada: Via Rail Canada’s fleet of both longdistance and corridor trains is comprised mainly of
single-level stainless steel railcars built by Budd
between the 1940’s and the 1960’s. VIA’s Canadian,
considered to be one of the finest passenger trains in
the world, has had its exclusively Budd-build
equipment remanufactured every 15-20 years. Its
high-end sleeping and lounge cars are currently
undergoing a spectacular renewal for a new level of
deluxe service. And fully remanufactured Budd
coaches are the workhorse of VIA’s successful 100mph service Windsor – Toronto – Ottawa – Montreal –
Quebec City corridor. VIA officials refer to Budd
equipment as the most dependable and lowmaintenance cars in their fleet.
Amtrak: In May 2013 Amtrak’s Inspector General
issued a report recommending Amtrak engage in a
more comprehensive program to rebuild its fleet.

The Santa Fe Railway proudly promoted its one-of-a-kind
new Hi-Level service on the exclusive El Capitan route
between Chicago and Los Angeles. Shown here is a Santa
Fe promotional photo featuring the Top of the Cap lounge
car. Five of the six lounge cars built for the Santa Fe El
Capitan are still in use today by Amtrak, serving as the
Pacific Parlour Cars on the famous Coast Starlight route
between Los Angeles and Seattle. The Hi-Level fleet was
initially designed to operate at over 100 mph on the Santa
Fe main line, which it did daily on a regular schedule.
The new cars will be interoperable with
all standard North American intercity
railcars, including the Next-Generation
Midwest bi-level cars, with which they will
share most U.S.-made systems and parts.
Remanufactured cars will be equipped
with ADA–compliant automated
passenger exit doors, all new wiring,
systems and subsystems, new modern
and comfortable restrooms, both standard and
ADA-compliant, in each passenger car, new
vestibule seals at the end of each car, new
window glass and seals, new coach seating and
all new interior surfaces, new public address
systems and lighting, Wi-Fi and TV monitors in
coaches and power outlets at each seat.

capacity – all designed to run
from Chicago to Los Angeles at

The Hi-Levels were the first
true bi-level passenger cars in
the world, with two full floors in each car. Today,
this remarkable uniform fleet is available for
acquisition and refurbishment, with plans calling
for the latest innovations in comfort and design,
and the highest in technology innovations,
resulting in decades more of dependable and
reliable service.

the stainless steel Hi-Level fleet has
safely, successfully, and economically
operated for millions of miles on Santa
Fe and Amtrak trains. Today, this
indestructible equipment is ready for
more, after a complete refurbishment, to
provide millions of miles of more reliable
and dependable service in a modern,
safe environment.
The Hi-Level fleet is the only available uniform fleet
of intercity 110-mph cars in the U.S. today.
