09/20/16 Page 1 Item # 12 Reviewed By: DH X CM X CA CITY OF DANA POINT AGENDA REPORT DATE: SEPTEMBER 20, 2016 TO: CITY MANAGER/CITY COUNCIL FROM BRAD FOWLER, DIRECTOR ENGINEERING SERVICES OF PUBLIC WORKS SUBJECT: PRELIMINARY DESIGN ACTIVITIES FOR THE VILLAGE CONNECTIVITY ENHANCEMENT IMPROVEMENTS AND DOHENY STUDY RECOMMENDED ACTION: That the City Council (1) establish a new Capital Improvement Program Project entitled “Capistrano Beach Connectivity Study Enhancements Project” and provide funding per the Fiscal Impact Section; (2) authorize preliminary design services for the Connectivity Study Improvements outlined in Supporting Document A by the City’s as-needed traffic engineering consultant (Linscott, Law & Greenspan, Engineers); (3) authorize the City Manager to execute a two year contract extension with Linscott, Law & Greenspan, Engineers (LLG) for asneeded traffic engineering services with two additional four year options to allow this work to be done along with other activities; and (4) authorize additional surveying services per the as-needed Consultant Services Agreement with David Evans and Associates, Inc. per the Fiscal Impact Section. BACKGROUND: The City prepared a Connectivity Enhancement Study (Study) in 2013 that identified solutions to bicycle and pedestrian mobility/connectivity issues from the Doheny Village/Capistrano Beach to the Lantern District/Dana Point Harbor and other portions of Dana Point. Conceptual design plans outlining recommended improvements to improve connectivity and beautify the area were generated and included in the Study and are also included herein as Supporting Document A. The proposed improvements are focused on Doheny Park Road, Coast Highway and the PCH Connector from Pacific Coast Highway to Coast Highway. The City would like to move the conceptual plans forward, develop preliminary traffic design plans, and secure necessary agency approvals; particularly from the California Department of Transportation (Caltrans). Much of the work planned will be on State-owned right-of-way so the City must meet their design criteria and provide traffic/survey-related information. 09/20/16 Page 2 Item # 12 The City requested Caltrans review of the Connectivity Enhancement Study last year. Caltrans responded with a list of items required from the City in their letter, attached as Supporting Document B, much of which is traffic and survey related study information. If the City wants to be able to move forward and submit grant applications for adaptive transportation funding, additional work is needed at this time. DISCUSSION: In order to comply with Caltrans requirements, City staff approached our asneeded Traffic Engineering Consultant, Linscott, Law & Greenspan, Engineers, Incorporated and requested a proposal for preliminary design services and agency coordination to move the Study improvements forward for Doheny Village. In addition, City staff contacted David Evans and Associates, Incorporated and requested a proposal for surveying services for some missing areas on our base mapping. Both consultants have provided proposals for this effort which are included in Supporting Document C. The goal of this effort is to prepare Preliminary Traffic Engineering Plans and needed reports that Caltrans would approve as part of the process. Once the Preliminary Engineering phase is completed, the City will be equipped to apply for grant funds to support the design and construction of these desired improvements. The City has as-needed Consultant Services Agreements with both Linscott Law and Greenspan Engineers, Incorporated (LLG) and David Evans and Associates, Incorporated. LLG has supported the Traffic Engineering Division since 2004 and has consistently performed well, providing excellent service to the City and our customers. They also provide the City’s contract Traffic Engineer who works side by side with the City Engineer and Public Works Director to address traffic issues, concerns and inquiries. In addition, LLG aides the City Engineer by conducting detailed third-party discretionary reviews of potential private development projects. These reviews help determine the traffic impact of a new development on the surrounding community. LLG’s quick response time when investigating traffic information for residents has earned them respect not only with City staff, but with residents and developers as well. The Consultant Agreement with LLG is set to expire in mid-2017. Therefore, as part of the Recommended Action, a contract extension is recommended to allow them to continue working with City staff and our customers on a variety of issues, as well as to complete the Preliminary Design effort for the Connectivity Enhancement Study improvements. No rate adjustment is needed when the requested twoyear contract extension is processed. 09/20/16 Page 3 Item # 12 The Agreement with David Evans and Associates is valid until 2017, with renewal options to 2021. It is recommended that the City Council approve the Recommended Action. NOTIFICATION/FOLLOW-UP: Linscott, Law & Greenspan, Engineers, Inc. David Evans and Associates, Inc. FISCAL IMPACT: The Capistrano Beach Connectivity Study Enhancements Construction Project is currently in the unfunded project category in our seven-year Capital Improvement Program. However, since the City is ready to start preliminary design on that work effort, it is recommended that $100K be transferred from existing budgeted funding from CIP #1280, Traffic Safety Repairs and Improvements, to provide the initial preliminary engineering budget for the Project. Additional funding will be needed to complete design and construction later, but at this time, the City is able to fund the work effort using existing Project funding sources. Anticipated costs (including optional Recommended Action are as follows: LLG Engineers David Evans and Associates task items) associated with the $28,000 $12,500 The remaining balance will be available for additional tasks as this effort moves forward.
