I would like to invite each of you to come see and enjoy the many additions in trophies and monies to this year’s shoot. As you consider the shoots you will attend this shooting season, it is the goal of the KTL directors and I to provide the best targets, hospitality, and opportunities for All-American points and other awards that you can find during this period of the season. We would like to thank the Richmond Tourism Commission for their gracious support of the Kentucky State Shoot in helping with our added money for this year’s shoot. Please consider Richmond when you come to Kentucky as a destination to stay, eat, shop, etc., for they recognize the impact we have on their community and are willing to give back to us. I would also like to announce the addition of Runner-Up trophies to both residents and non-residents in all events where All-American points apply. The ATA has allowed state shoots to include up to 1300 targets in the HOA and award AllAmerican points in all HOA events; therefore, we will provide the maximum allowed for our shooters. With the addition of these trophies, better economy, and additional added money, I feel strongly we will return to a factor 4 shoot for this year. It is my hope that you will attend this year’s shoot and take advantage of these opportunities. The KTL and I will work hard to make this shoot worth your time and money and I hope you enjoy it as much as my family and I do. Enjoy the competition and good luck! Kenny Knott Kentucky Trapshooters League President 4 PROGRAM ANNOUNCEMENT The Officers and Directors of The Kentucky Trapshooters’ League, Inc. (KTL), are pleased to advise that after nearly two years of discussion ... dedicated research ... application preparation and submission ... and ‘not too patiently’ waiting, the Internal Revenue Service approved the KTL as a fully tax exempt, charitable entity under the applicable Internal Revenue Code (IRC) under the legal provisions of Section 501(c)(3) / Sub-Section 509(a)(2). This approval was received from the IRS on July 17, 2014, and was dated effective April 05, 2013 (date of the original application). The IRS noted that the KTL was “classified as a Public Charity” with all the rights, benefits and responsibilities pertaining thereto. Shortly after receipt of the IRS approval, the Board of Directors authorized the pursuit of exempt status with the Kentucky Department of Revenue in order to receive an exemption for sales and use tax in the State of Kentucky. Fortunately, this exemption was also approved on December 04, 2014, and the KTL was assigned Purchase Exemption Number: B27072. As a result of this final approval, the KTL Organization is now fully exempt for Federal and state income taxation purposes and also exempt for sales and use tax. Such approvals are somewhat unique and we are proud to have achieved this status. It is hoped that our efforts will cast a better light on the shooting sports instead of the negativity that we read, and hear, about too often in the news today. What does this approved status mean for the KTL? First, and foremost, it solidifies our financial foundation so that the KTL can continue to serve its corporate mission into the future for the benefit of our trapshooting members and those of the general public that visit our state tournaments. As an approved tax exempt entity, we no longer have to pay and Federal or state taxes on our KTL earned revenues.We can accept tax exempt donations in many forms: cash, property, vendor products, bequeaths, etc., for which we can issue a donation letter to the donee to list as a charitable donation on their/his/her business and/or personal tax return. Supporting the youth shooters of Kentucky - especially new shooters - will be further enhanced since we can more effectively seek vendor donations to assist in those efforts. Our plans include the expansion the KTL Hall of Fame and Museum by being able to accept charitable donations of Museum artifacts to be displayed in the Museum. Donation letters of exemption will be issued for the fair market value of products and artifacts. Obviously, these exemptions will save the KTL tax expenses in the future. We hope that we can use these savings to better promote our sport and corporate mission. The KTL Officers and Directors will make every reasonable effort to make certain that all of the regulatory provisions - both state and Federal - are complied with at all times. If arriving on I-75, go to the Lancaster/Richmond Exit #87 (KY-876) or the Duncannon Ln. Exit #83 (KY-2872). Go East after exiting until intersecting KY-421. Follow KY-421 South through Kingston past elementary school. Signs will mark the turn-off onto Dreyfus Road and the Central Kentucky Gun Club. Camping for 2015 Kentucky State Shoot The campground will open Saturday at noon before the shoot. Camping will be $100.00 from Monday to Monday week of shoot. There will be a $20.00 charge per day if you use electricity before the shoot. Vendor spots: $50 for a 20 ft. space, additional $50 for living quarters. Respond by June 1st if you are coming. Your ATA score card must be up-to-date. The submitting of erroneous cards, or shooting from incorrect yardage, will result in disqualification from the shoot, forfeiture of trophies, etc. Any violation will be reported to the Executive Committee of the ATA. CATEGORIES MUST BE DECLARED Shooters must declare their special category at the time of classification if they wish to compete as a category shooter. Shooters may declare only one (1) category. Categories are Lady I, Lady II, Sub-Junior, Junior, Junior Gold, Sub-Veteran, Veteran, and Senior Veteran. The Standard System of Classification will be used, whereby shooters will be classified on KNOWN ABILITY and their OFFICIAL 16 YARD AVERAGE. Shooters are subject to penalties for shooting in the wrong class or at the wrong yardage no matter how their card is marked. 16 YARD TARGETS - Five Classes AA............................97% and over A...............................94% and under 97% B...............................91% and under 94% C...............................88% and under 91% D...............................Under 88% SINGLES: Shooters must have 500 or more registered 16 yard targets for the current target year or they must shoot Class A, or a higher Class, at the discretion of the Handicap Committee. DOUBLES TARGETS - Five Classes AA............................93% and over A...............................89% and under 93% B...............................85% and under 89% C...............................78% and under 85% D...............................Under 78% DOUBLES: Shooters must have 300 or more registered Doubles targets for the current target year or they must shoot Class A, or a higher Class, at the discretion of the Handicap Committee. HANDICAP TARGETS - Four Yardage Groups Group I.....................18-21 yards Group II....................22-23 yards Group III..................24-25 yards Group IV..................26-27 yards HANDICAP: Shooters must have 500 or more registered Handicap targets for the current target year or they must shoot Penalty Yardage at the discretion of the Handicap Committee. NO ONE’S CLASSIFICATION OR CATEGORY WILL BE CHANGED AFTER THEY LEAVE THE CLASSIFICATION TABLE. 15 BUSINESS MEETING The Annual Business Meeting of the Kentucky Trapshooters’ League will be held Wednesday following the last shooting event, in the club house at Central Kentucky Gun Club. This meeting will be restricted to Club representatives, officers of the League, and authorized personnel. We urge every club to have a representative attend this meeting. Names of representatives must be turned in to the office prior to meeting. Only one (1) representative from each active gun club is allowed to attend the meeting and may represent only one club. SHOOTERS’ MEETING The Kentucky Shooters’ Meeting will be called to order on Friday afternoon following the final event. The First Order of Business will announce the opening of the Floor for nominations of the ATA Delegate(s). If contested voting is necessary, the Shooters’ Meeting will be continued in recess until 8:00 a.m. the following day (Saturday), at which time the election(s) will be held. In case of a tie vote, the incumbent will retain office. The voting process will be conducted by secret ballots, the form of which shall be provided by the KTL. The polls (ballot box) will be open for secret balloting from 8:00 a.m. until 11:00 a.m. The Shooters’ Meeting will stand adjourned immediately following the KTL President’s announcement of the Delegate and Alternate Delegate winners and the introduction of the 2014 Kentucky State Team, High Average Leaders, ATA All-American Team Members from Kentucky and the 2015 Kentucky Trapshooter’s Hall of Fame inductees. All annual and life members are respectfully reminded that they will have to present their ATA issued paper average card in order to be declared eligible to vote. Life members who have not recorded registered targets in the recent past and, therefore, do not currently have a paper average card, should contact the ATA corporate offices and request that a paper average card be sent to them in advance of the Delegate and Alternate election(s). Active members (having registered targets) in any two (2) target years, shall be entitled to vote for a State or Provincial Delegate and for not over two (2) Alternate Delegates. 16 GENERAL INFORMATION The Kentucky Trapshooters’ League reserves the right to change the program as conditions warrant, and to reject or refund any entry of any contestant with just cause. NO REFUNDS of any entry fees or purses will be made unless the event is cancelled. NO CHANGES, ADDITIONS OR REFUNDS of entry fees will be made after shooter leaves the Cashier’s window at time of entry. Shooters must notify the office of incorrect scores within one (1) hour after final posting. If more than one sub-event is missed, the shooter must be re-squadded and a $10.00 fee will be charged. It is a shooter’s responsibility to understand this program. If any point is not clearly understood, ask the Cashier. In the event of a dispute over interpretation of any part of the program, the decision of the Kentucky Trapshooters’ League shall govern. ADDED MONEY - All added money goes with the corresponding trophy. CASHIERS PRINTOUTS & PAYOFF - Printouts will be posted as soon as possible after Events 1-11. Payoff for event 12 will be mailed after the shoot. CLASS MOVE-UPS - Winners AND TIES Resident & Non-Resident for class trophies in all singles & doubles events will move up a class for the next similar event, from Wednesday on. ENTRY & OPTIONS - No options in this shoot are compulsory. No option entry may be changed or refunded after the first squad in the event begins shooting. Shooters wishing to shoot “for targets only” will be charged the full entry fee stated for event. All entry and options must be paid for in full at the time of entry. Juniors and Sub-Juniors that shoot for reduced price are not eligible for options or added money, only eligible for money with corresponding trophy. FEES - The $3 ATA fee and $2 KTL fee must be paid daily by each shooter in addition to the entry fee. All Juniors and Sub-Juniors will shoot for $24 per 100, plus daily fees. FOOD - Lunch and snacks will be available on the grounds. Ice will be paid for in the dining room. GOLF CARTS - Must be 16 years old with a valid driver’s license and insurance to operate a golf cart. The KTL, along with Area Manager Larry Williamson, will have the right to suspend all golf cart & four wheeler traffic at any time necessary. 17 LINE REFEREES - All KTL Officers and Board of Directors qualify as line referees. PINS - An attendance pin will be given to each shooter. Only one 100 STRAIGHT and one 200 STRAIGHT pin will be awarded to any one shooter. PLEASE VERIFY YOUR SCORE AFTER EACH EVENT - No scoring corrections that affect payoffs will be made after payoffs begin. PRACTICE - A practice trap will be open beginning noon, Tuesday, July 1st. Practice tickets will be $5 per 25 targets. PRESQUADDING - The KTL is pleased to offer presquadding using www. presquad.com. Requests will be received up to and including June 18, 2014. Each shooter will be charged $2.00 per post. Please send your presquad fee to the attention of: Mueller Technologies 7933 Whitefield Rd. Plainview, IL 62685 All presquad posts that are not paid for before the shoot begins will be released. The first 12 squads for Sunday’s Handicap Event will be reserved for outof-state shooters. Send requests for these early Handicap squads to Mueller Technologies at [email protected]. Please include your ATA number, yardage, position, and requested squad number. SHELLS - Only ATA regulation loads may be shot in this program. You may use your own shells, but all shells are subject to challenge, and if found illegal, the shooter will be disaqualified. We also reserve the right to remove from any squad any shooter using improperly loaded shells that may be dangerous or that disturb other shooters. No empty shells may be picked up. An assortment of new shells in popular brands and loads will be available on the grounds. The sale and vending of other merchandise is also welcomed. SHOOT OFFS AND CARRYOVERS - Shooters involved in ties have the responsibility to ascertain when and how their tie will be settled. Any shooter in a tie who leaves the grounds or does not answer a call for the shoot off will forfeit the right for the trophy. All 16 yard event ties will be carried over to the next event and shoot off by the sub-event until a winner is determined. All Doubles Events will be carried over the same as Singles. All Handicap ties will be shot off. Questions regarding shoot-offs should be directed to the office. All other ties will be decided in accordance with ATA rules. 18 SPECIAL EVENTS – A Parent/Child (Junior & Sub-Junior), Parent/Child (Adult) trophy, and Husband/Wife trophy for Kentucky residents will be awarded on Saturday. NAMES MUST BE TURNED INTO THE OFFICE BY 9:00 AM SATURDAY. TROPHIES – A shooter may win only one trophy per event. Trophy winners will be awarded the highest trophy possible. Specific ATA rules will govern the awarding the ATA trophies. If a shooter’s score qualifies for more than one KTL trophy, management reserves the right to determine the priority of each trophy to expedite determining winners and commencing shoot-offs. A shooter may not fall back from a class to a category to another if he/she is unsuccessful in the shoot off for the event champion. It is the shooter’s responsibility to pick up their trophy. No trophies will be mailed. TROPHIES MAY BE PICKED UP IN THE TROPHY ROOM FOLLOWING POSTING OF WINNERS SHOOTERS MUST NOTIFY THE OFFICE OF INCORRECT SCORES WITHIN ONE HOUR AFTER FINAL POSTING. ATTENTION SHOOTERS • • • • All events will start on time. Shooters late for their squad will not be called to the line. 100 targets will be shot per trap (5) five targets per post. Minimum qualifications for the men’s team shall be 2,500 Singles, 1,500 Handicap, and 1,000 Doubles targets, while minimum qualifications for the women’s, junior’s, and veteran’s teams shall be 1,500 Singles, 1,000 Handicap, and 500 Doubles targets. These targets must have been shot during 2014 ATA shooting season (Sept. 1, 2013 through August 31, 2014). The targets must have been shot at a minimum of five different gun clubs. The Kentucky State Shoot shall count as a different gun club from the Central Kentucky Gun Club. In addition, to be eligible, shooters must shoot the 400 Championship Targets (200 Championship Singles, 100 Championship Doubles, and 100 Championship Handicap) at the Kentucky State Shoot, the Southern Zone Shoot, the Grand American Shoot, or any combination thereof. ALL SINGLES & DOUBLES EVENT WINNERS & TIES, RESIDENT & NONRESIDENT, WILL MOVE UP A CLASS FROM WEDNESDAY ON. Using a combination of education and athletics, we work to enhance the growth and personal development of student athletes throughout the nation. Through a variety of fun, team-based shooting tournaments in both our Scholastic Clay Target Program (SCTP) and Scholastic Pistol Program (SPP), we provide student athletes aged elementary through college with a supportive environment where shooting sports serve as catalysts for teaching life lessons and skills that emphasize positive character traits and citizenship values. Throughout all training, practice, and competitions, we continue to instill in our participants a commitment to safe firearm handling, teamwork, and leadership. The Scholastic Clay Target Program was originated by the National Shooting Sports Foundation, the trade association for the shooting, hunting, and firearms industry, and adheres to their industry standards forsafety and education. In 2007, NSSF spun off SCTP and the Scholastic Shooting Sports Foundation, Inc., was formed. As our parent, NSSF provides ongoing support of our mission. Whether youth target shooting, pistol target shooting, or skeet and trap shooting, each of our team-based sports are coordinated by fulltime national program directors, regional directors of development, volunteer state advisers, coaches, and our national staff, ensuring that all of our students learn and grow safely.
