New bronze artworks presented at Village Green
Fairfield’s ongoing commitment
to introduce bronze artworks into
public spaces has yielded two
more additions to its growing
collection. The latest artworks,
both by Utah-based sculptor
Gary Lee Price, are located in
Village Green Park and at the
Community Art Center.
Appropriately placed at the
parkside entrance to the
Community Art Center is lifesized work entitled “Monet.”
The bronze casting depicts the
famous watercolor artist, known
as the “Father of Impressionism,” seated
on a park bench creating his next
masterpiece.
One of Price’s more recent works,
“Monet” is framed against the
Community Art Center within the front
garden area. Paverstones are being
installed along each side of the piece to
Price’s works typically are meant
to empower and lift the human
spirit. Often, before crafting a
work, Price and his family
embark on research trips to a
location relating to the subject of
his impending creation. In the
case of “Monet,” his family
journeyed to Giverny, France —
Monet’s hometown — where
Price’s creativity could be further
inspired.

The work depicts a goggle-clad child
soaring on the wings of a paper airplane

August 29: A day of caution
With Wednesday, August 29, the first
day of school for both public and
parochial schools in Fairfield, motorists
should be keenly aware of
an added need for fall
safety. Too often, students
are focused on the
challenges of their first
day of the school year and
may not be as attentive as
they otherwise should be...
no matter what their age
or mode of transit to
school.
With most students riding a bus,
motorists should be especially mindful
around buses and bus stops. Last year,
26 students were killed nationally and
9,000 were injured in school bus
mishaps, according to the National
Safety Council.
Often motorists are unsure when to
stop for a school bus. According to
Ohio law, motorists must stop in both
directions on any
roadway of three or
fewer lanes when a
bus driver has
activated the red
flashers. In such cases
students may be
directed to cross the
street in front of the
bus.
On 4-lane highways
(like Dixie Highway), buses only load
or discharge students to the right side
of the bus. Only motorists behind the
bus must stop. Drivers approaching
from the front of the bus are not
required to stop. Caution, however, is
always urged.
The latest acquisitions follow an
earlier purchase of Price’s bronze
entitled “Pin High,” located near
the putting green at Fairfield
Greens/North Trace. The work depicts a
youngster preparing to “chip up to the
green.” The artwork was crafted in the
likeness of Price’s neighbor child who
posed as the artisan painstakingly
crafted the mold for the casting.
With more than 25 years of artistry to his
credit, thousands of Price’s works are
included in public and private collections
in homes, galleries, museums, libraries,
corporations, cities and educational
institutions throughout the world.
Price is quick to credit his success to his
wife Lanea and their five boys, who Price
says offer constant inspiration.
With the latest additions, Fairfield now
has 10 bronze castings in place
throughout the City for public viewing.

EAB found in county, wood quarantine issued
The Emerald Ash Borer, an insect that
often kills ash trees, has been found in
central Butler County, prompting the
Ohio Department of Agriculture (ODA)
to add Butler County to the list of
counties in quarantine for the movement
of wood. The insect was identified in
Monroe.
The quarantine means that firewood
cannot be moved out of the county. In
addition, businesses which utilize ash
trees in their products must have

qualifications to treat infested
ash trees in an effort to
exterminate the destructive insects.

Booklet celebrates murals at Fairfield Post Office
As part of Fairfield’s
commemoration of its 50th
anniversary, nationally known
Artist Eric Henn was
commissioned to undertake a
series of his famous murals to
transform the Fairfield Post Office
into a three-dimensional
work of art. In addition to
tricking the eye into seeing
brickwork and stonework,
inset panels were visually
created depicting several
of the early landmarks of
the City.

3 Schenck Station: In the early
days, railroads were the lifeblood of
the industrial era. One main route
passed along what is now the border of Hamilton and
Fairfield. Every half-hour, trains stopped at Schenck
Station, located roughly where State Route 4 passes under
the tracks near the old Fisher Body Plant.

Henn’s work itself is
commemorated in a color publication created by
the creative design firm of Influence, Inc.,
owned by Fairfield resident Greg Stagg. The
informative publication features the
photography of David French, another Fairfield
resident.

rich history depicted by each
mural, all of which pay tribute
to places and lifestyles too
often forgotten by those
who did not live during the
early years:
1 Symmes Tavern: Established
in 1852 at the corner of what is
now Pleasant Avenue and
Nilles Road, the popular inn
served as an overnight stop for
travelers between Cincinnati
and Dayton. The historic
business closed in 1980. Today
the building houses a bank.
2 Green Lantern: The gas
station was the forerunner of
4 Miami-Erie Canal: Even before
railroads, goods and people were
moved via man-made waterways.
Canals traversed the countryside,
crossing creeks and valleys to connect
the Great Miami River with Lake Erie.
This mural depicts a canal boat during
a stop at an ice house located in the an
area called Gilmore Ponds bounded by
Gilmore Road, Symmes Road and ByPass 4.
5 Milders Inn: Located near the

intersection of what is now Pleasant
Avenue and Nilles Road
(across the road from
Symmes Tavern), Milders
Inn offered near legendary
fried chicken and steak
dinners. It was a gathering
place for early pioneers who
shaped Fairfield’s heritage.

Fairfield water/sewer rates best in region (again!)
For the second consecutive year, the City of
Fairfield has been identified as the
community with the lowest combined rates
for water and
sewer services
in all of
southwestern
Ohio. In the
2007 survey,
Fairfield rates
were lowest
out of 64
jurisdictions
included in
the annual
survey.
Each year, the
study of water
and sewer
rates of communities in southwest Ohio is
regarded as a standard by which
communities compare their rates for water
and sewer usage. The rates shown in the
chart reflect the combined water and sewer
charge for 22,500 gallons of water over a
three month period, as of March 1, 2007.
Fairfield’s combined rate of $113.19,
significantly lower than the $184.97 average
charge for water and sewer service for
22,500 gallons of water in a three-month
period.
Over the years, Fairfield’s water and sewer
rates have ranked among the lowest in the
region despite the costs of major upgrades in
the sewer network and expansion of
treatment facilities to increase water
production. During the last year, the City
began a regular inspection program of sewer
lines as a proactive measure to identify and
address problems.

Construction is on schedule for a fall completion of
the new Clubhouse at the South Trace Golf Course.
Golfers and area residents will be able to tour the
new 7,000 square foot facility at an open house to
be scheduled in December. The energy efficient
design will house a new concession/grill area, pro
shop and meeting space for about 150 people.
Crews demolished the former club in January to
make way for the new building, which will be
available for private functions.

Truett Cathy opened his first
restaurant in the Altanta suburb
of Hapeville.

Iwata Bolt USA selected Fairfield
for its new facility due to the
City’s pro-businesses atmosphere
and proximity to I-75 and I-275.
The company’s move to Fairfield
allows the operation to be closer
to its major customers, including
Honda and Nissan, which have
plants in Indiana, Kentucky and
Georgia.
The new Fairfield plant will
consolidate and further expand
the company’s operations, which
are now located in Vandalia,
Ohio, and Garden Grove,
California.
FOCUS ON: Hicks Manor Fairfield salutes its oldest mall
The Hicks Manor Shopping
Center, Fairfield’s oldest mall, is
celebrating its 50th anniversary.
Located along the south side of
Magie Avenue and along State
Route 4 on the north side of
Magie, the mall opened in April
1957. The photo at right
shows the grand opening
of the Kroger Store,
which served for years
as the mall’s anchor.

The mall was developed
by the late John Hicks,

the mall. The street to

Hicks died in 1997. His wife
Billie passed away in 2002. The
business remains a proud part of
the Hicks Family, now operated

great success with only rare
vacancies in the mall. Today,
only one retail space is

available, a testament to the
importance of location and a
close tenant-landlord relationship
still maintained with the Hicks
family.

lady (the playwright’s fiancée) was thought to have
committed suicide after the opening night. As the readthrough begins, startling connections to the leading lady
begin to unfold. Growing tension reaches the boiling
point with surprising revelations and accusations, countered by others even
more surprising. The dazzling and logical twists build to a theatrically
stunning climax!

The Herdmans show up at the church Christmas Pageant
tryouts and everyone is horrified. Why? Because they are
horrible children - they steal, burn down buildings, and
terrorize the neighborhood. In fact, their classmates only
feel safe from them at church. That
is, until an innocent comment
brings the Herdmans into church
where they steal all the best parts in the annual
Christmas pageant. Soon even the congregation is
running for cover! You won’t believe the mayhem - and
the fun - when the Herdmans, probably the most
inventively awful kids in history, collide with the
Christmas story head-on. A family production not to be missed!

The scene is a fishing lodge in rural Georgia
often visited by “Froggy” LeSeur, a British
demolition expert. This time Froggy has
brought along a friend, a pathologically shy
young man named Charlie who is overcome
with fear at the thought of making
conversation with strangers. So Froggy,
before departing,
tells all assembled
that Charlie is from
an exotic foreign
country and speaks
no English. Once alone, the fun really begins, as
Charlie overhears more than he should - the evil
plans of a sinister, two-faced minister and his redneck
associate, the fact that the minister’s pretty fiancée is pregnant and many other
damaging revelations made with the thought that Charlie doesn’t understand a
word being said. That he does fuels the nonstop hilarity of the play and sets up
the wildly funny climax in which things go uproariously awry for the “bad
guys” and the “good guys” emerge triumphant.

This “Star Spangled Musical Hit” enjoyed over 300
performances Off Broadway before becoming a staple of
musical theatres across the country. The show takes its
inspiration from the films and personalities that helped to
define the national consciousness know as “the war effort”.
The time is 1944 and MGM is putting glamorous movie legend Marian Ames
out to pasture, but this is no time for self-pity. So Marian
gathers her instrument-playing gal pals from the
Hollywood Canteen to entertain the troops in London.
Her show is a rip-roaring canteen extravaganza that
features five archetypal film characters from the 1940’s
singing over 30 vintage classics. Songs include: I’ll Be
Seeing You, Sentimental Journey, A Nightingale Sang in
Berkeley Square, a 12-song Andrews Sisters medley and
many more. Laughs, emotional fireworks and air raids punctuate this hilarious
and heartwarming musical celebration.

Everyone loves a good ghost story. But do ghosts really exist? How does one
go about trying to find a ghost? Are there any ghosts in Ohio?
Have your scary questions answered by James A. Willis, founder of the
organization The Ghosts of Ohio (www.ghostsofohio.org) and co-author of
Weird Ohio, part of the best-selling Weird U.S. series of books. Willis offers a
fun and informative presentation where you can discover the many theories as
to what ghosts are believed to be, learn about the
different forms of equipment used to detect ghosts,
and listen to plenty of scary stories to get you into
the Halloween spirit! Following the presentation,
Willis will be on hand to sell and autograph copies
of Weird Ohio.

Forest Billboards
OPENING AUGUST 11 THROUGH SEPTEMBER 22
Forest Billboards uses the advertising medium of highway billboards to
challenge the consumerist nature of these signs. Artist Roscoe Landon Wilson,
currently Assistant Professor of Art at Miami University, Hamilton, collected
photographs of billboards that block the view of forested areas along the
highways of Southwestern Ohio. He then replaced the flashy graphics with
what the traveler would see if the billboards were not present. The result is an
exhibition designed to intrigue the viewer and evoke questions about the
origin, creation, and meaning of man-made signs and artificial walls placed in
our landscapes. Closing reception September 21 from 6 - 8 p.m.

The Fairfield Community Arts Center is please to sponsor the Community
Showcase designed to provide an opportunity for emerging area artists. Some
of the best that Greater Cincinnati has to offer is highlighted in artwork from
all ages and experience levels. Local artists, ages 18 or older, who have not
previously had a showing and reside within 50 miles of Fairfield are invited to
submit works for the juried competition. Winners from Fairfield Schools and
our own Community Arts Center classes will also present their work. Entries
forms and information will be available at the Community Arts Center

very first time this fall S.M.A.R.T.I.E.S. which stands for Social StudiesScience. Math. Art.Reading.Together.In an Educational. Surrounding.
This is a three day a week class for kids ages 4-6 (must
be potty trained) who are getting ready for Kindergarten or who are already in
Kindergarten and want or need some extra help. Our goal is to help the kids
excel in their learning and grow with our “hands on” learning experience. Our
focus is on teaching your child the academic, motor and social skills he/she
needs to excel in the future. We will also be going on field trips to go along
with what we are leaning. S.M.A.R.T.I.E.S. is designed for kids who will
attend the whole year (Fairfield School calendar). Information packets are
now available at the front desk of the Fairfield Community Arts Center. Our

The Community Arts Center offers an after school art club so children in
grades K-6 can experience the Arts. SMART (Students Making ART) Club
runs Monday through Friday from 3 - 6 p.m. taking on a variety of projects
that varies from pottery, painting, woodworking, edible art, Youthful Yoga,
theater and more. Snack time, field trips, homework and free time are also

experience magic like never before. Charlie Cadabra, the Magician will
complete a 40 minute interactive, hands on magic show that is out of this world.

their own mini accordion scrapbook as a party favor. This party includes 1

Cooking Up Fun Party (ages 4 and up): For an additional $150, children will

This eight week class focuses on beginning drawing skills, using pencils, charcoal and other drawing media. Participants learn the fundamentals of drawing:

Spinning®
Yogalates is a system of physical and mental exercises that join the body and
mind together. Along with the benefits of Pilates mat-based exercises, which
are aimed at core conditioning, attention is applied to flexibility, lengthening
and strengthening the muscles of the body. These two systems join together to
provide a combination of postures, breathing and relaxation techniques that
enhance your physical well-being. Be sure to bring your exercise mat and
wear comfortable workout attire. Class size will be limited to provide quality
one on one instruction to individuals of all fitness levels. No class 11/22.
SPINNING® is a stationary bicycle program primarily aimed at achieving
maximum energy output. Riders are led through a different ride each class by
a coach. By using a variety of music and visualization techniques, riders can
develop a strong mind-body connection that will build with each ride. Each
class consists of a warm up period, a moderate to high intensity, low impact
cardiovascular work out, and a cool down. Make sure to wear comfortable

Body Sculpting
Body Sculpting a great way to achieve the firm, sculpted body that will help
you look and feel better. Sculpting your arms, glutes, legs, and attention to
your core muscles (back and abdominal), is provided in this twice per week
class. Lightweights, resistance bands, and stability balls are used to achieve a
creative combination of muscle toning and stretching. All levels of fitness
ability are encouraged to attend. Bring your exercise mat and dress in

This exciting class offers the benefit of a low-impact aerobic workout and also
utilizes weight resistance to keep your body trim and toned. Start out each

body with a relaxing, yet energizing cool down. Double your fun and change

Cardio-Kickboxing
Intermediate Salsa Workout
Join us for a high energy, low impact, fantastic, physical workout. Cardiokickboxing uses low-impact aerobic kickboxing moves help increase
cardiovascular endurance. Plus, you get the added benefit of improving body
strength, muscle tone, reduce body fat, and stress levels! This class does not
require any additional equipment. Bring your workout mat, a water bottle, and
wear comfortable workout attire. Get ready for high-energy fun and fitness in

Continue learning all of the hot Salsa moves in this class specially designed
for those that have mastered the basics in Beginner Salsa or have adequate

Nia is a movement technique, a mix of dance, marshal arts and healing arts.

Fishing
Fairfield’s Marsh Fishing Lake offers free fishing on Wednesdays for
individuals with disabilities (catch and release only). The lake has two
floating docks and paved pathways from the parking lot, allowing for easy
accessibility. Bait and some fishing equipment are available near the parking
lot and entrance on East River Road.
Playground Structures
Gilbert Farms Park, Grange Park, and Village Green Park offer accessible play
areas with play structures that also meet ADA Requirements.
Swimming
The Fairfield Aquatic Center offers zero depth entry into the wading pool that
features a play structure with many accessible components. Both the Men’s
and Women’s changing rooms as well as showers meet ADA standards. The
Aquatic Center also invites you to involve yourself in a specialized swimming
class with one of our lifeguards on a one-on-one basis.

The Fairfield Parks and Recreation Department has their own Disc
Golf course at Harbin Park. This will be a 18 hole course. The
course layout was installed in corporation with the Greater
Cincinnati Flying Disc Association. All residents are welcome to
come up to Harbin Park and use the Disc golf course at no charge.

The Friends of Elisha Morgan, a non-profit group dedicated to the
preservation, maintenance and promotion of the Elisha Morgan
Farm Manson meets on the third Wednesday of each month at the
mansion at 7:30 p.m. New friends are encouraged to join the
group by attending any meeting or by calling (513) 863-0083.

will be open from dawn to dusk on WEEKENDS ONLY. Sunday November

Youth Fishing Tournament
Come and join us for after dark fun at North Trace with Night Golf Tournament
played with glo-Balls. The Fairfield North Trace will host one tournament a
month for the month of August and September. Play will start around 9:00 pm
and will be a shotgun start. Reservations are required and can be made by
calling the North Trace at 939-3741.

City Championship Winners
The youth fishing tournament will be held on September 8 at Marsh Lake from
6 a.m. to 6 p.m. A fun competition for residents 15 and under will take place.
The price of admission will be the entry fee, which is $5 for all kids under 15

Seen the Butler County Regional Airport lately?
If you haven’t seen the Butler County
Regional Airport recently, you’ll be
surprised at all the changes that have
happened over recent years. What
began as a small local airport years ago
has evolved into a busy hub for
corporate activity.
In 1999, only 98 aircraft were based at
the facility. Today, more than 182
airplanes, jets and helicopters are based
at the airport. The economic significance
has also grown dramatically. Currently,
operations at the airport have an
estimated impact of $14 million on the
local economy, about double the impact
from 1999.
With the increased activity and growing
number of aircraft, the airport has seen
its share of new construction. In
addition to improvements to the aprons
and taxi-ways, largely paid for with state
and federal grants, a significant amount
of new hanger space is being added.
Two hangers, each about 6,000 square
feet, are under construction on the west
side of the terminal. A third project will
construct a 22,400 square foot hanger
addition.
The familiar beacon seen from the night
sky over decades will also soon be
replaced. The old unit is considered
unrepairable after nearly 40-years of
service.

Members of the Greater Cincinnati
Radio Control Club
will present the
show, the 47th
annual event. More
than 175 model
aircraft will be on
display. Many of the
highly detailed
models will fly
during the show,
including a rocket
powered space
shuttle, vintage war
aircraft and novelty
aircraft from flying saucers to Snoopy.
Leadership Fairfield seeks fall participants Grills forbidden in

September 12-13. Each month, the class
multi-family buildings

for Leadership Fairfield VIII, which
begins in September. Participants learn
and apply leadership skills during daylong sessions once a month over a nine
month schedule.
Orientation for the class will be held on
law enforcement, health issues, diversity
and regional issues.
Tuition for Leadership Fairfield is $600.

Fairfield’s fire code prohibits the use of
charcoal and gas grills on combustible
balconies/decks or within 10 feet of
combustible construction. The law
exempts one and two-family homes and
buildings where a balcony or deck is
protected by an automatic sprinkler
system.
The code was
introduced as a
precaution in multifamily dwellings
where hot embers
or a flare-up could
ignite the deck,
balcony or nearby
wall.
While prohibiting
traditional gas grills from use on
decks, balconies or near walls of multifamily construction, the code does
permit the use of small tabletop grills
utilizing small cylinders of less than
one pound propane gas. In most cases,
such grills are typically associated with
camping equipment.

McGuire, Lewellyn earn STAR Awards for service
Lynda McGuire and Cindi Lewellyn
have been named recipients of the
City’s STAR Award, which recognizes
outstanding service of staff members.
The two were honored for service during the second quarter of the year.
As part of her duties in the Building
and Zoning Inspection Division, Lynda
McGuire invested countless hours in
the organization and planning of the
popular Home Improvement Expo, held
March 31 at the Community Arts
Center. In addition to her regular

agendas and made contact with vendors. Early in the planning process,
Lynda realized that space was going to
be more limited
this year due to
the move to the
Community Arts
Center, so she
formed a committee
of employees to assist
with the selection of
vendors. On the day
of the event, she
made sure that
the workers
were organized
and informed so
that they could
provide the best customer service possible.
Cindi Lewellyn, Recreation Manager
for the Parks & Recreation Department,
was honored for her outstanding efforts
the weekend of May 18 during the
Community Art Center’s Theater A-Z
production of “Peggy the Pint-Sized
Pirate” and its Dance Troupe production of “Fairfield Starz.”
“Cindi single-handedly ensured that
both Fairfield Starz shows were completely organized and ran
without interruption,”
Council Member Tim
Meyers commented. “She
worked very late into the
night on
Saturday
making programs,
arranging student photos and
attending to every detail
required to ensure the
show was professional
and the parents and students enjoyed it.” Tim
noted that Cindi’s dedication, passion for
excellence and overall
drive for customer service was clearly
obvious. Cindi’s dedication continued
over the next week when she worked
with the team to pack all the props for
shows at the schools of performers, to
showcase performers’ talent to their
teachers and fellow students.

worthy of STAR status, defined as when a staff member
exhibits the qualities of Service, Teamwork, Above and

City Council adopts new
property maintenance code
With recent action by Fairfield City
Council to adopt a new property
maintenance code, new residents of the
City will likely find the same standards
here as they did in their previous city of
residence. Council has officially
adopted the 2006 International
Property Maintenance Code as the
standard for the Fairfield Building and
Zoning Division.
The 2006 International Property
Maintenance Code is now the new
standard adopted by a vast majority of
communities across the county. The
new standards replace those of the
former property code, which dated
back to 1996. The older code no longer
reflected certain contemporary issues.
Even the official code itself was out of
print so new code books could not even
be ordered.

In reality, nothing has changed in the
codes, except technical references
needed for effective enforcement by
inspectors and zoning personnel. The
move, however, ensures that Fairfield
remains current with nationally
recognized standards.

Inaugural Phalen Memorial
Golf Tourney to be Sept. 16
The family of the late Clarence Phalen is
planning a fall golf event as a memorial
fund-raiser. A golf scramble and pig
roast have been planned for Sunday,
September 16, at the Fairfield South
Trace Golf Course. For information, email [email protected] or

for dinner only).

and recreation center.
Mayor Phalen also is credited with
establishing the City’s first golf course,
now known as the South Trace Course,
where the fundraiser will be held.
Study to determine buying
power of Route 4 workers
Restaurants or retail businesses rarely
make a move without careful review of
an economic impact study of the area in
which they are interested. The study
typically reviews demographics and
buying habits of households. Seldom do
such studies consider the impact of area
employees of neighboring businesses.
In the case of the State Route 4 corridor,
the number of area employees could
have a significant impact on daytime
demographics. To determine that
impact, the Route Four Committee has
asked that the City undertake a study of
the potential buying power of workers
whose jobs are along the corridor.

Chipping program monthly
at Waterworks Park
The City of Fairfield Parks Department
accepts limbs and brush on the second
Saturday of each month. The dates for
the fall months are August 11, September
8, October 13, November 10 and
December 8. The time that you can drop
off your limbs is from 8 a.m. to noon.
The location site is on Groh lane, just
past Waterworks Park. If you have any
questions about the Chipping program,

Oscar Event Center to host
Freedom Fund Dinner
The Southwest Ohio Metro Unit of the
NAACP which serves the communities
of Hamilton, Fairfield, West Chester,
Mason and Lebanon, will celebrate its
45th Annual Freedom Fund Dinner on
Saturday, September 29, at the Oscar
Event Center at Jungle Jim’s.
The event’s theme is “The Beloved
Community: Power Beyond Measure.”
Keynote speaker will be Hamilton
County Coroner Dr. O’Dell Owens, also
regarded as an area activist and educational advocate. Local residents will be
recognized and several students will be
awarded scholarships.
