ASSESSMENTS:
08/13/2005 Lot ownership transfer fee per lot will be $50.00. This fee is to be
applied to any change of name(s), per Mohave County. A change of address only
will not be charged the transfer fee. Written requests to Title Companies of nonmember lots will no longer be processed. Verification of a non-member lot via
telephone will be answered by the office staff.

ARCHITECTURAL:
Will check into written and voiced complaints against CC & R's. No complainant's
name will ever be given out to another member. Chairman will write letter to
member in violation of CC & R's and will assist Board to follow policy on liens and
foreclosures. Plot plans and variances are reviewed by this committee. Plot plans
must be approved by 3 members of the Board.
MONITOR:
Will help gather and write articles, the office staff is responsible for the ads, setup
and printing.
ACT/VI/TIES:
Will plan for various events during the year which may include, but not limited to,
dinners celebrating Mother's Day, Father's Day, Labor Day picnic, Thanksgiving
Dinner and New Year's Eve party and potluck dinners. Children's parties at
Easter, Halloween and Christmas providing a member parent takes charge. All
Children under the 10 years of age are invited to attend these three parties. Older
children may help with these parties.
Finances for these activities will be budgeted for in the MCA general budget.
Only members and their guests may attend: Mother's Day dinner, Father's Day
barbecue, Labor Day picnic, Thanksgiving Dinner, New Year's Eve party and
monthly potluck dinners. Signs so stating will be posted at both doors during
these events.

CORPORATE ATTORNEY:
The MCA corporate attorney is for the MCA use only. Contact of the corporate
attorney must be approved by 2 Board members. Notes will be taken of this
conversation.
The exceptions to the above would be:
When the communication is all done by fax and copies are retained in the
appropriate office files.
When directed by the board and it is so stated in the minutes of the meeting.

GUESTS
A Guest is defined as the following:
1) A person who does not own real property In Meadview, Lake Mead City or the
surrounding area of Meadview.
2) A person who does not live in Meadview, Lake Mead City or the surrounding of
Meadview.
3) A person who visiting a MCA member in good standing, comes to visit
infrequently, does not primarily come to participate in one of the scheduled MCA
functions or Clubs/Groups that use the MCA facilities
4) A Guest must be accompanied by the Member at all times.
5) Children must be accompanied by the member they are a dependant of or the
Member they are visiting.
6) The scheduled functions that all persons may attend are: All Government
entities, Quail, COM, and Chamber of Commerce.

EMPLOYEE WAGE & WAGE INCREASE POLICIES
11/14/97 The Board of Governors will consider the appropriateness of Christmas
bonuses for the staff member before Christmas each year.
All new employees will have a 90 day probationary period. An evaluation will be
given at 90 days.
The Board of Governors must approve all overtime.
03/10/07 Annual reviews and merit increases will be conducted for all employees
on January 15 th each year.
1/8/11 Wage scale: Arizona Minimum wage or Board approval, basic starting
wage.
PAID HOLIDAYS:
03/10/07 All employees of the MCA will be paid for the following holidays. If they
must work on a holiday, they will be paid for the hours worked in addition to the
holiday pay.

JOINING OF TWO LOTS:
On June 8, 1988 a policy was put into practice to allow the joining of two adjoining
lots and to then pay only one assessment. Upon further study it was determined
that the policy of joining two lots and allowing only one assessment to be paid
was against the Articles of Incorporation, the CC&R's and the By-Laws. In the
annual election on May 25, 1991 this policy was rescinded to become effective
July 13, 1991. Thereafter, the joining of two lots to reduce the assessment to one
payment was discontinued.
LOT ASSESSMENT:
An assessment will be paid on each and every lot owned by a member. Lots can
be joined at the county, but those separate lots remain separate lots as far as the
MCA membership and payment of assessments are concerned.
LOT ADOPTION:
An application must be submitted for board approval Upon approval, $5000 setup fee, a Mohave County recording fee (current fee $1400) and annual dues
($3500)

4/22/96 Grapevine Mesa Fire District signed a revised lease on 180'x200' for 99
years at $1.00 per year.
10/11/97 Library lease signed for 150'x180' for 99 years at $1.00 per year.
4/24/98 No furniture or equipment may be loaned and removed from the
premises.
7/10/99 No MeA property will be sold without a vote of the entire membership,
except to allow for the disposal of m·lscellaneous furnishings and office
equipment.

table. Lake Mead City residents may reserve a table 30 days prior to the Annual Craft
Show date. A $5 00 donation is required for each table. This money is to be donated to
a Meadview Charity / Needy Organization

Anything hung from the walls, ceiling, beams or doors must ONLY use painters tape or
damage-free hanging tape (Command brand is one)
Decorations maybe done the day/evening before the use of the facility Arrangements
must be made with any person/group that has the facility at that time.
Any supplies and food items, belonging to the MeA or other group should not be used, if
used they must be replaced
Any billed charges not paid within 30 days of the use of the facility will result in the
suspension of use of the MCA FaCility, until the bill is paid
Entrance doors are not to be propped open The Office or Security employees can
unlock the door, when needed for non-members to entry
No more than 3 children per adult may be brought into the facility, excluding parties
being held in the auditorium.
The lounge is never to be included in the use of the auditorium. The swimming pool is
never to be used by the party using the auditorium (only members can use pool).
No profit making/commercial use of the facility alJowed.
Do not prop open the door to the auditorium.
Baptisms may not be performed in the pool.
Non-Smoking Facility-Smoking permitted outside only.
No one under the age of 12 years are allowed to play on the pool tables

SOCIAL MEMBERSHIP
Park Rangers, Police Officers and Church pastors may apply to become a social
membership at no cost.
Property Owners in Lake Mead City ownjng no real property in Meadview may
apply to become a social member. No one living beyond Lake Mead City is
eligible for social membership.
People renting MCA residential property that is current with all MCA fees may
apply to become a social member.
Cost of a social membership $50.00 per year effective 1/1/01. This is January
thru December of each year. No adjustments on number of months and no
refunds
MEMBERSHIP KEY CARDS
$10.00 non-refundable fee, $10.00 replacement fee.
Real Estate customers are not to be given key cards.
Guests may not be given key cards. Member must accompany guests.
No key cards will be given until the MCA receives proof of a recorded deed in the
member's name, i.e. Mohave County Recorder, Title Company. Upon payment of
all assessments/fees one key card will be given per the recorded owner(s)
regardless of the number of lots. When the owner is a trust, the initial trustee(s)
or surviving trustee(s) are eligible for a card(s).
09/08/12 Lots are held in corporate names, will not be issued a key card.

MILEAGE FOR MeA BUSINESS:
$10.00 will be paid to anyone doing business at 2 or more locations for the MCA
while in town for their personal business.
Employees and/or Board members shall be reimbursed for travel expenses when
only performing MCA business; this may include members upon approval of the
Board.
Mileage was raised to .50 cents per mile for Employees and/or Board members
doing MCA business.

10/30/12 MCA Board of Governors adopted policy which prohibits MCA
members from discriminating to or otherwise disclosing to the non-member
public, MCA business information to those who are not MCA members,
unless such disclosure is necessary for the service of a professional
accountant, ·tax preparer or attorney or is required by court order.
MINUTES OF MEETINGS
11/1/93 Executive minutes will not be handed out. (Changed in 1994 since
Arizona votes on a sunshine law). May be read in the office.
Per advice of corporate attorney, tapes of executive meetings need not be
retained more than 90 days after Board approval of said minutes.
07/10/04 Minutes of the regular Board meetings will be posted in bulletin board at
main entrance within 3 working days after the regular Board meeting, signed by
the Board Secretary. Minutes will be approved at the next regular Board meeting.
06/11/2005 The Board Secretary may take the recording device from the office to
prepare the minutes of the last meeting.
06/11/2005 The Board approved meeting minutes of the last meeting may be
copied and given to a member in good standing. A member may view minutes of
meetings prior to the last meeting and may request copies at the current rate
being charged by the MCA for copying.

MONTHLY MEETINGS:
Attendance at the monthly business meeting of the Board of Governors is limited
to association members. Motions and voting on issues is limited to members of
the seated Board, but the association members in attendance may be asked to
participate in the d',scussion of a pend'ing morlon, and should voice their thoughts
when called upon by the president. Keeping in mind at all times, that this is a
Board of Governors business meeting and only the Board member may vote on
issues and motions,

MONITOR:
The Budget for the coming year will be mailed with the annual bill.
Amendments and pictures of the candidates will be in the March/April issue of the
Monitor.
7/28/94 - Anonymous Letters will not be printed.

5/30/94 - Ads will be paid for before they are published.
1996 - All articles and ads submitted by the 1st of the month prior to publication.
The Board of Governors may select a member to be the Editor of the Monitor and
chairperson of the Monitor committee.

06/11/2005 Advertisements paid in full for a year (6 issues) will receive a 10%
discount, advertisements paid for 6 months (3 issues) will receive a 5% discount.
Advertisement content maybe changed, but not the size of the advertisement.
The owner of the ad is responsible to assure that any change to the ad is
received by the 151 of the month, prim to the publication month.

GENERAL
9/12/98 The MCA is a non-profit business organization. In order for the MCA to
operate in a more efficient manner, it is recognized that MCA personnel must be
allowed to work in an atmosphere conducive to productivity, where there are few
disruptions.
The Board of Governors will have the responsibility for defining the work schedules
and task assignments to all MCA personal.
Individual Board members are constrained from interrupting or interfering in the
daily routine of the office and staff, unless on official MeA business.
11/12/94 Authorized personal only in the work office. This includes employees,
board members and anyone doing work for the MCA.
All business matters, including complaints and criticisms, will be discussed and
voted on, as necessary, by the Board of Governors as a body
Office staff will not sell items for other organizations unless approved by the Board.
5/9/97 Office hours to be 8:AM to 4: PM six days a week, Monday - Saturday.
Office to be closed each day from 12:00 to 12:30 for lunch
Activities calendar to be put on bullefln board 2 weeks pr"lor to the Event.
Non MCA announcements will not be placed on bulletin boards without approval of
the Board.
No political posters or signs to be placed on MCA property.
Fax machine to cost $1.00 per page for members, $2.00 per page for non-members.

Weapons prohibited on the MCA facility property.

SURPLUS MONIES:
As per Resolution 2, voted on and passed by a majority of the voters, in the
annual election held on May 27, 1995.
All surplus monies in the general account at the conclusion of the year will be
placed into CD's or other appropriate savings in $5,000.00 increments. These
CD's will be in place for contingency use. Any amount left up to the $5,000.00
increment can be used at the discretion of the Board for any facility improvement.
This is in addition to the limitations in Article III, Section 15 of the by-laws.

TAX EXEMPTION:
Due to the policy of allowing non-profit organizations to meet in the MCA facility,
plus allowing primary, general and school bond elections to be held in the facility,
and allowing health department personnel to give flu shots and other county
department to present safety classes, etc., the entire nine (9) acres of the MCA
facility is exempted from paying Mohave County real estate property taxes; to
begin in 1995.
This exemption must be requested each year in January.

APPLICATIONS FOR VARIANCES:
On September 26, 1997 the board approved procedures for the granting of
variances from the CC&R's to be followed in all applications. These procedures
are outlined in Enclosure # 1 to this policy. Upon completion of the procedures
outlined in the enclosure by the applicant, the board will evaluate and approve or
disapprove the requested variance.

both positive and negative to my request.
I understand that if 50% or more of the responses are negative the variance will
not be granted and that positive responses do not automatically mean approval of
the variance.
