Street Improvements
The Village is expecting another busy construction season in
2016. Construction has already begun on two projects, and is
expected to begin on several more within the next few months.
These projects will also include a second installment of street
improvements which will utilize bond funds approved by voters
in 2014 as part of a $23 million bond referendum.
Following bidding last fall and a relatively mild winter,
construction of the Park Boulevard Improvement Project and
the South Monterey Culvert Replacement Project began in
February. The Park Boulevard Project consists of the bondfunded reconstruction of the roadway on East Park Boulevard
from Villa Avenue to the east end. It also includes combined
sewer separation and minor water and sanitary sewer system
improvements. Construction is progressing steadily, and is
expected to continue for several more months. The South
Monterey Culvert Project includes the replacement of driveway
culverts on South Monterey Avenue from Washington Street to
Madison Street. Construction of that project is nearly complete.
Bidding of the 2016 Street Improvement Program is expected
to take place in May, with construction to follow. This project
will include bond-funded street improvements on six streets,
and improvements on an additional two streets using nonreferendum funds. The project will include improvements on
both asphalt and concrete streets, and will consist of a variety of
rehabilitation methods, including reconstruction, resurfacing,
and patching.

Dear Residents of the Village of Villa Park:
Spring fever is in the air and flowers are starting to bloom all over Villa Park, despite the reality that we’ve had a pretty
rough start to the spring season with snow showers in April! Unfortunately, that’s not an April Fools’ joke, it’s just another
crazy start to spring in the Chicago metropolitan area.
That said, we are eager to put the cold, unpredictable weather behind us for good so we can get a steppin’ on the growing list
of infrastructure and economic development projects we have in the hopper for Fiscal Year 2016-2017!
We are busy putting the final touches on projects remaining from Fiscal Year 2015-2016, including the Ardmore
Streetscape Project near the Metra Train Station. You will notice new street lighting installations and new tree plantings
along Ardmore Avenue in the coming weeks, as well as flowers and other foliage being added to the new planters located
next to the widened sidewalks.
At the beginning of our new budget cycle, which commences on May 1, 2016, the Village will continue to complete
improvements on additional streets throughout Villa Park using bond proceeds from the road referendum that was
approved by the residents in November 2014. This is on top of completing improvements on additional streets in the Fiscal
Year 2016-2017 budget using non-referendum funds.
To put this in perspective, capital improvement investments throughout the Village of Villa Park, including roads, water,
sanitary sewer and other improvements, will total approximately $17.3 million for Fiscal Year 2016-2017. We know we
have much more to do, especially with storm water and sewer separation improvements that desperately need to be done
throughout the Village, and appreciate your ongoing patience!

Projects are constantly evolving, so please be sure to check the site often for updates.
We talk a lot about our infrastructure projects but that’s not all we have going on in Villa Park these days. We also have
economic development projects underway and some that have recently completed. This includes a new development that
broke ground in late 2015 at North Park Plaza on North Avenue. This project is slated for completion this summer and will
feature a Chipotle, Dunkin Donuts, Firehouse Subs, cellular stores and a dentist office.
The former Princeton Restaurant, also on North Avenue, is now the newly expanded and updated Las Islas Marias
restaurant, serving a variety of seafood dishes. And, on Roosevelt Road in the Villa Oaks Shopping Center, Bob’s Discount
Furniture opened its doors in the former Bally’s Fitness location, expanding to well over 45,000 square feet of retail space.
Last year, the Village launched a new façade assistance program to help business and building owners, on Villa Avenue in
and adjacent to the Kenilworth Tax Increment Financing (TIF) District, spruce up their exterior appearance. Many of our
business owners in this corridor have taken advantage of this program, adding new windows, awnings, planters and more to
help beautify the area.
There’s so much happening in Villa Park and more is on the way. If you see me at the store or at a Village event, please say

Public Works
Construction Projects
The Village expects to begin construction on several projects
this year. The Princeton Avenue Improvement Project will
include street improvements on North Princeton Avenue
from Terrace Street to Ridge Road, and a new water main
from Plymouth Street to Ridge Road. The Michigan Avenue
Improvement Project will consist of street and utility
improvements on South Michigan Avenue from Park Boulevard
to Madison Street. Lastly, the High Ridge Road Improvement
Project will see pavement improvements take place on High
Ridge Road from Ardmore Avenue to the Village limits, and
will receive federal funding for a portion of construction costs.
Selling Your Home?
The Village of Villa Park requires an inspection of your
premises prior to the transfer of property to verify that all
connections to the sanitary sewer comply with the Village
code. There is a $50 fee for the inspection. Any improper
sewer connections must be corrected before a Certificate
of Compliance can be issued. Please contact the Village of
Villa Park Public Works Department at (630) 834-8505 to
schedule an inspection.
In addition to these street improvements, the Village is
also planning yearly installments of a number of pavement
maintenance efforts, including pavement patching, crack
sealing and asphalt rejuvenation programs. These maintenance
efforts, performed in between more extensive improvements
like resurfacing and reconstruction, help to extend the life
expectancy of Village streets. Several of these programs are
being completed as joint bid efforts, in which Villa Park joins
with other area municipalities in an effort to secure more
favorable bid prices.

Village staff would like to thank the residents, businesses and
commuters of Villa Park in advance for their cooperation and
their patience during the 2016 construction season.
Yard Waste
Roy Strom Company has begun collecting brush and yard
waste on a weekly basis. This seasonal service operates until
Dec. 2 this year. Brush and yard waste are collected on the
same day that household garbage and recyclables are picked
up.
Brush must be tied into bundles no longer than four feet and
no larger than 18 inches in diameter. Bundles may also not
weigh more than 50 pounds. No limb more than four inches
in diameter will be accepted. Please, use only biodegradable
twine or string. Stickers are not needed for disposal of brush
bundles.
Residents may dispose of leaves, grass clippings, weeds
and shrubbery trimmings by using either 35-gallon trash
cans (maximum size) clearly marked “yard waste only”
or 30-gallon Kraft paper bags and attaching a $2.50 yard
waste sticker. Notice: on July 1, 2016 yard waste stickers
will increase to $2.60. Disposal stickers may be purchased
at grocery and hardware stores throughout Villa Park, as
well as at Village Hall, 20 S. Ardmore Ave. Because all yard
waste is taken to a composting facility, plastic bags may not
be used.
Village to Flush Water Mains in May
The Village of Villa Park will be performing its semi-annual
water main flushing operation in May. This is a necessary
maintenance procedure to clear the mains of rust deposits and
to check fire hydrants for proper operation.
Flushing will be performed on May 9, 10, 11, 12, and 13 between
the hours of 9 a.m. and 3 p.m. Please refrain from doing laundry
during these times, as rust stains could potentially damage
clothing.
Village staff regrets any inconvenience this may cause,
and thanks residents in advance for their patience. Please
do not hesitate to contact the Public Works Department at

Mariners Swim Team – Register Now!
The Mariners swim competitively in the DuPage Swim and
Dive Conference, a group of west suburban swim teams. The
season includes 11 meets, five on Wednesday evenings and
five on Saturday mornings, with a season ending conference
meet. Practices are each weekday at Jefferson Pool and
swimmers are expected to attend each practice. The MiniMariners is a team for children ages 5-8 who don’t have
previous team experience. Practice will be held three times
per week. Mini Mariners compete in the five home meets and
are eligible to compete in one of the two conference meets.
Patron Appreciation Days
Spend the day at the pool and enjoy music with games
organized by Coach Josh. Purchase pizza and hotdogs from

Gymnastics
The Recreation Department is proud to announce a new
gymnastics partnership with Tumbling Times Gymnastics
at 400 Rohlwing Road in Addison. Their mission is to build
confidence, courage, strength and self-control in a fun and
safe environment. All gymnastics classes are held at the
Addison facility.

Fishing Workshop
(FREE) June 1
Bring your fishing rod and reel to this workshop. Learn how to
maintain your reel, tie hooks and rigs, how to put on bobbers
and what types of bait are best. The workshop will prepare
you for the Fishing Derby on June 4. This all-ages event will
be held 6-8 p.m. at North Terrace Park and is hosted by the
Villa Park Sportsmen’s Club.

Pack a picnic and enjoy this fun family event with a chance
for everyone to catch the big one! In recognition of National
Fishing Week fishing licenses aren’t needed but don’t forget
your tackle and bait. The Fishing Derby will be held 9 a.m. –
noon at North Terrace Park and is sponsored by the Villa Park
Sportsmen’s Club.

Summerfest returns this season on Friday and Saturday June
17 & 18. Bring the whole family out for a great community
event. Summerfest is held at Ardmore Avenue and Park
Boulevard, next to the Illinois Prairie Path. Come out and
enjoy live bands, arts & crafts and local vendors.
Big Rigs & Kids
(FREE) Aug. 13
This popular family event will be held at Cortesi Veteran’s
Memorial Park on Saturday, Aug. 13, 10 a.m. – noon. Come out
to see all the different vehicles from the Villa Park Fire and
Police Departments including the Mobile Command Center,
plus monster tow trucks, dump trucks, mowers and smaller
equipment.
Camps
Summer Camp
June 8-Aug. 12
Kids ages 5-12 will have a blast at summer camp, held
at the Iowa Community Center. Camp is held daily 9 a.m.4 p.m. Sunrise and Sunset Camps are available for campers
who need to extend their camp day. Register for the entire
summer, by the week or by the day. Camp includes daily
swimming at Jefferson Pool and weekly field trips.
Mini Adventure Camp
Introduce your 3-5 year old to summer camp in a relaxed
and carefree atmosphere. Camp includes daily swimming
at Jefferson’s wading pool, crafts, music, stories and games.
Campers will need to bring their own lunch. Drop off at the
Iowa Community Center at 9 a.m. and pick-up at 1 p.m. at
Jefferson Pool. Mini Adventure Camp will be offered M/W/F
throughout the summer for a $48 weekly fee, and Tu/Th for a
$32 weekly fee.
Season pool passes go on sale May 2. As in previous years,
fees will be less expensive through June 4. There will be a
new season pass system for 2016. All family members who
will have a season pass will need a new photo taken. Season
passes will be the size of a key tag and contain a barcode that
will be scanned at the front gate of each of the pools. Pass
applications are available online at www.vprd.org and at both
the Iowa Community Center and Community Recreation
Building.

Aqua Fitness Classes
Enjoy the pools this summer with a variety of aqua fitness
classes including Aquacise, Aqua Zumba and Deep Water
Workout. Classes are available throughout the week at both
Jefferson and Lufkin Pools.
SPLASH into Summer
Come out to Jefferson Pool for an afternoon of fun to kick
off the pool season June 4 from 1 to 3 p.m. You’ll enjoy pool
games, dance competitions, swim races and dance to the
tunes played by Coach Josh and DJ Superman. Food will be
provided by Michael Anthony’s. SPLASH into Summer is
FREE for season pool pass holders. Non-pool pass holders
will pay the daily admission.
Life-size Battleship
Bring your battleship game skills to Jefferson Pool for this
Life-size Battleship event June 20 at 2 p.m. Teams will use
buckets to try and sink the other canoe with water from the
pool. Teams will move around the pool using their hands,
buckets and shields to paddle. Staff will be in the pool to
assist. Life-size Battleship will be held in conjunction with
Patron Appreciation Day and will be emceed by Coach Josh.
Ages 5 and older can participate. The fee is $15 per team of
four or $5 per individual. Registration will take place at the
pool on the day of the event.

Police Department
Beware: Home Repair Scams
Canine Corner
During spring and summer, the Villa Park Police Department
would like to remind residents to be aware of scams that
typically take place during warmer weather.
The Villa Park Police Department is now equipped with a pet
microchip scanner to help officers identify owners of lost pets.
The device was donated to the department by AKC Reunite, a
nonprofit pet ID and recovery service.
One particular scam involves an unknown person or group
showing up at your house and offering home maintenance
or repair services. The individuals that show up at your door
may offer a great price because they have extra materials left
over from another job they were doing in the neighborhood.
A deposit may be requested at that moment without any
type of contract. Once they have your money they may start
the project and then disappear a short time later without
finishing or may even disappear without doing any work.
Another similar scam may involve someone coming to your
door with the intention of distracting you by getting you out
of the house to look at something that they say needs to be
repaired. Once you have been distracted, others will enter
and burglarize your house.
If you are interested in hiring someone for home
improvements or maintenance check out potential hires
with neighbors, friends or other reputable sources. You
should also have a written contract that specifies the work
to be done including beginning and end dates. If you are
approached by anyone attempting to offer unsolicited home
repair services, you should report this activity to the police
by calling 911.
Bike Registration at the Police Department
Bicycles are an easy target for thieves. Unfortunately, the
number of bike thefts reported to the Police Department
increase in the summer months. Often stolen bicycles
were not locked to a secured object. Bikes are easily taken
when left out on sidewalks, front yards or even from open
or unlocked garages. Bicyclists should make sure to secure
bikes with a good locking device designed for securing
bikes. The Police Department allows Villa Park residents to
register their bikes for free. The Police Department keeps
the information on file so it can be easily accessed if a bike is
stolen or recovered.
Learn Disaster Response
Skills through CERT
The Village of Villa Park partners
with Milton Township to enhance
our Community Emergency
Response Team (CERT) training. Currently, Villa Park has
25 trained CERT members, but more are always welcome.
Hands-on training classes are held from 6:30 - 9:30 p.m.
Thursdays at the College of DuPage Homeland Security
Institute. The next class will be June 9 - July 21. Visit

In order to keep Villa Park safe for residents and pups alike,
make sure you are aware of your responsibilities as a dog
owner.
Maximum Number – A maximum of three dogs is permitted
per single family residence.
Running at Large – Dogs must always be leashed when they
are on any unenclosed premises or public property within Villa
Park.
License – All dogs four months or older must be licensed
within ten days of their owner acquiring them or moving to the
Village. Annual licenses are renewable on Jan. 1 of each year
for a fee of $4 for each dog. The license fee is waived for dogs
owned by senior citizens.
Collar – Each dog shall wear a collar with a dog license tag for
the current year attached at all times the dog is off the owner’s
premises.
Rabies Vaccination –All dogs more than four months old shall
be vaccinated against rabies.
Pick Up After Your Pup – Owners are responsible for the
removal and sanitary disposal of their dog’s excrement
anywhere in the Village.
Miscellaneous Offenses – No owner shall permit or suffer
his/her dog to:
Disturb, harass, or intimidate persons by chasing, barking
at, biting or attempting to bite.
Attack other animals or dogs.
Damage property other than that of the owner.
Bark, whine, or howl excessively.
Villa Park Police Awarded
for Special Olympics Support
The Villa Park Police Department recently received an
award for its outstanding financial support of the 2015 Law
Enforcement Torch Run for Special Olympics.
The Department raised $6,556.82 for the 2015 Torch Run,
which supports Special Olympics Illinois. Each year, Villa Park
officers participate in several fundraisers to support Special
Olympics Illinois.

Fire Department
Help Us See Where We Should Be
“Help Us See Where We Should Be” is the name of a
new Villa Park Fire Department campaign. The goal of this
campaign is to have all resident homes and commercial
structures in the Village display an address on the front of
their buildings that can be easily read from the street.
With the adoption of the 2009 International Fire Code (IFC)
– Section 505.1 Address Identification, the Village of Villa
Park requires the following:
All buildings have a number displayed on the front of
each structure that is plainly legible and visible from
the street or road fronting the property.
Numbers shall contrast with their background and
shall be Arabic numerals i.e. 1 2 3.
The numbers must be a minimum of 4” in height and
at least 1/2” in width. Properly placed and visible 3”
Arabic numerals on homes is acceptable.
Although aesthetically pleasing, numerals in script are
very difficult for emergency personnel to read and are
not acceptable.
Unincorporated areas must meet the DuPage County
Building Code that requires the numbers be at least 6” in
height.
Residents and business owners are asked to check the
size and visibility of their address from the curb both
during the daylight and at night. By doing this exercise,
homeowners and business owners will know whether or
not police and fire units will be able to find their home or
business in the event of an emergency.
Firefighters will be surveying the Village in an effort to
identify buildings and homes that do not comply with Village
code. When firefighters identify a nonconforming address,
they will leave a notice at the residence or building informing
the homeowner/owner what is required.
Local hardware stores are ready to assist citizens with
selecting the proper numerals and advice on affixing them to
their homes. For additional information or assistance, please

Should Be” emergency crews can save time, lives and
property, in their rescue efforts to keep Villa Park a safe
community.

2011, more than 300 hydrants have

Adoption Rules
Hydrants will be readopted every two years. To keep your
hydrant for another two years, you must pay to readopt it.
You must keep your hydrant in good condition, touching up
the paint if needed, and keep it free of snow.
If rules are not followed, your hydrant will be painted over,
and you will lose your adoption rights.
The Village will not refund the adoption fee in cases of not
adhering to the rules of the program.

Burning Yard Waste and Outdoor Fireplaces
As a reminder, the Village of Villa Park prohibits the burning of
yard waste, brush, debris and similar materials and regulates
the use of fire pits and outdoor fireplaces. The following is an
excerpt from the Village’s fire prevention code:
Chapter 4: Open Flames or Burning
(a) Open burning is prohibited except with the express written
permission of the code official or his designate.
(b) Exceptions to (a) include recreation fires that are allowed
for cooking food on grills, barbecues, kettles, smokers and
similar appliances. Fire pits, fire rings or other fires on the
ground are prohibited.
(c) The burning of seasoned firewood in an “outdoor fireplace”
is allowed. The wood used shall be cut into logs and not freshly
cut or “green.” The appliance used shall have a secure, suitable
cover and suitable screening in place on its sides. The code
official or his designate may prohibit the use of an outdoor
fireplace if the products of combustion create or add to a
hazardous or objectionable situation.

Flood Preparedness
The Villa Park Fire Department urges residents to
prepare for spring showers:
Before A Flood
Place storage at least two feet off the basement floor.
Have a generator fueled and ready for use at all times.
Have additional extension cords ready for use.
Have flash lights ready and avoid candles.
Have a battery back-up sump pump ready for use.
Have a contingency plan ready!
Know where you will go if the power is out for two
days and consider pets.

Fire Prevention Week Open House
Watch for flash flooding. This can occur without rain
clouds or rain in the immediate area.
Never walk through moving water more than six
inches deep.
Do not drive through a flooded area. Did you know
that cars can be easily swept away in just two feet of
moving water?
If your vehicle stalls in water, exit it and move to
higher ground.
After a Flood
Be careful in areas where floodwaters have receded.
Watch for downed electrical lines and weakened roads
and bridges.
Stay out of flooded buildings.
Use caution when entering damaged structures. The
foundations may have weakened.

This May, Villa Park’s newest medic unit will arrive,
Medic #82. It will be the latest in Villa Park’s aggressive
replacement plan for aging fire apparatus, which Villa Park’s
2014 Strategic Plan designates as the no. 1 long-term routine
goal.
Last year, Villa Park received a much-needed, new fire
engine, funded in large part by a FEMA grant, allowing the
Village to retire a 26-year-old engine. The Strategic Plan
aims to keep fire engines on a 21-year lifecycle (14 years in
frontline service and seven in reserve) and medic units on
an 18-year cycle (six years in frontline service, three years in
reserve, then chassis replacement before another nine-year
cycle). By replacing the chassis, the Village saves nearly half
the money it would cost to replace the entire vehicle. While
replacing outdated equipment is a priority, the plan also aims
to save taxpayers money, balancing fiscal responsibility with
providing emergency services.

The new Cortesi Veterans Memorial Park dedication
celebration kicks off at 11 a.m. on Memorial Day. Enjoy

have passed away during a ceremony led by public officials and
members of the Villa Park VFW Post 2801.

Who was Dr. L. R. Cortesi?
Dr. L. R. Cortesi, a Villa Park resident, served in World War II
leading a hospital ship during D-Day and later a hospital train
along the Eastern Front. Following his military service during
which he never took a single day of leave, he continued to serve
the Villa Park community as a doctor for 40 years until his
death. Answering emergency calls at all hours, providing free
physicals to Willowbrook High School students and teaching
free Emergency Medical Training classes to the Villa Park Fire
Department, Dr. Cortesi gave his all to Villa Park. He was made
an honorary member of the Fire Department and served as a
long-time member of the VFW Post 2801 and the Villa Park
Lions Club. In addition, he was President of the Medical Staff
of Memorial Hospital of DuPage County and a Director of the
Villa Park Trust & Savings Bank.
The 1984 Village of Villa Park Board of Trustees unanimously
voted to rename the park Cortesi Veterans Memorial Park after
Dr. L. R. Cortesi (1913 - 1983).
Villa Park Wins Chaddick Institute 2015
Municipal Development Award
DePaul University’s Chaddick Institute for Metropolitan
Development recognized the Village of Villa Park as the
winner of the 2015 Municipal Development Award for Trail
Programming and Implementation.
Director of Parks and Recreation Greg Gola and Parks
Foreman Dave Elliott accepted the award from Laurie
Marston of the Chaddick Institute on behalf of the Village.
Villa Park won the award for its enhancements to the Illinois
Prairie Path as well as its path programming. Recent Prairie
Path projects in Villa Park include replacing the path lighting
with energy-efficient LED bulbs and installing new drinking
fountains.
In addition, many community events throughout the year
center around the Illinois Prairie Path in Villa Park such
as Summerfest, Joyful Traditions, Paws on the Path and
numerous 5 Ks. Several historical buildings line the Prairie
Path in Villa Park including the Villa Park Chamber of
Commerce and the Villa Park Historical Museum.
According to the Chaddick Institute, “The Village has played
an exemplary role in programming the trail for events
throughout the year, engaging local community groups
(including businesses) and spurring the revitalization of
public spaces and buildings surrounding this public amenity.”

close, it’s a great time to reflect on all
the amazing accomplishments of our
students.

Trail High School, reach amazing
levels of success every day – and
that’s because of the partnerships
we have with our stakeholders. We
have tremendous staff members and
administrators, a knowledgeable
and supportive Board of Education,

Our Focus for the Future
This winter, the Board of Education
adopted two strategic goals that
will set the future direction of the
school district over the next 3-5
years. The goals are refined from
the work of community members
last fall. In September, parent,
teacher, student representatives,
administrators and Board members
discussed priorities to focus on
over the next 3-5 years as well as
reviewing the vision and mission
statements. The two goals are:
1) Provide Students with
Exemplary Academic Experiences
– insure students are engaged
in high quality academic and
co-curricular experiences to
make sure they are successful
in high school and beyond. The
emphasis will include curriculum,
instruction, professional
development and support for
students.
2) Provide Needed School Facility
Repairs – develop a plan to
address repairs needed to correct
deteriorating and eventually unsafe
school buildings. This will include
a way to fund $8 million for the
repairs.
Both are vital goals. With higher
expectations, there is a continual
need to maintain a rigorous
curriculum, offer teachers ongoing
and up-to-date training and
assess and provide students with
crucial support and interventions.
Regarding facilities, recently the
District conducted a forensic
analysis of its three buildings
after there were unusual signs
of deterioration. The analysis
found that there are some
major structural damages to the
buildings, requiring upwards of $8
million to repair. While we have
been updating and maintaining the
three buildings, these are critical
repairs, not “wants” and will
have to be performed to keep our
facilities running and our students
safe.
Learning to Lead
Lastly, our District embarked on
a successful volunteer program
for our students called “Learning
to Lead.” We held a half-day
voluntary Saturday session for
students to teach them the valuable
leadership skills needed to be
successful in high school, college
and careers. The curriculum was
developed specifically for District
48 and run by volunteer teachers,
administrators and high school
helpers who led discussions,
activities and events.

and FTC (Families, Teachers,
Children) who helped fund the
program.
We received excellent reviews.

the “Learn to Lead” event, glowing
and full of life and excitement with

the country and is an artisanal soda pop
maker, producing Gale’s Root Beer which is sold nationally.
She has received two James Beard Awards, has been inducted
to the Chicago Chefs Hall of Fame and was educated in Paris
at La Varenne. Chef Gand will be offering a cooking seminar
on summer brunch ideas with a tasting. Chef Gand will be

Building Improvement Project
The Library Board of Trustees continues to explore the
renovation and expansion of the current Library facility.
This past winter, the Board hosted three open houses
in which current building concerns were presented and
discussed. Community residents provided feedback on
desired service features, including a drive-up book return,
more parking, a Tech Help Desk, more public access
computers, and more space dedicated to teens, quiet reading
rooms, and restrooms.
Involving members of our community is vital to this
process. We need you and your input. Please plan to attend
one or more public meetings to discuss your comments and

Named Green Champion
The Villa Park Environmental
Concerns Commission advises
the Village President and Board
of Trustees on matters relating to
the preservation, protection and
improvement of the environment,
including the quality of land, air
and water.
This year, the Commission has
created a Green Champion
recognition program to recognize
many of the outstanding
environmental achievements of individuals, groups,
organizations or companies in Villa Park.
The Commission would like to announce the first recipient of
the Green Champion recognition award is Bill Karges, a lifelong resident and manager of Pioneer Garden and Feed.
Bill has been an outstanding example and a resource in the
community for residents interested in composting, water
conservation, and gardening in an environmentally friendly
way. Attendees in educational programs that he has presented
and customers at Pioneer Garden and Feed in Villa Park have
benefitted from Bill sharing his extensive knowledge for the last
43 years.
Bill, a graduate of Iowa State University with degrees in Botany
and Communications began his love of gardening at a young
age. When he was nine his parents dug him his first garden bed.
At age 13 Bill, who was tall for his age, had already been asked
by John Leston, founder of Villa Park’s own Pioneer Garden and
Feed to begin working there. Over the years John kept asking
him to come back until finally Bill gave up other jobs and made
gardening his full-time career.
The Commission would like to thank Bill for his contributions
and congratulate him on receiving the VPECC Green Champion
award in our inaugural year. An award plaque will be presented
to Bill at the May 9 Village Board meeting.
It’s Gardening Season!
The Men’s Garden Club of Villa Park will host its Annual
Plant Sale from 9 a.m. to 3 p.m. May 6 and 7 at the Villa Park
Community Recreation Building, 320 E. Wildwood Ave.
Each year the club also hosts a Garden Walk featuring
residential gardens in the area. This year’s walk will be from
10 a.m. to 3 p.m. July 17.

Lions Club
Hello Villa Park Residents,
In 1925, Helen Keller challenged Lions to work for the day where there would be no
blindness. The Lions accepted the challenge and are now known as Knights of the Blind.
Lions International will hold its Centennial Celebration in July 2017 in downtown
Chicago. There will be Lions clubs attending from all around the world (47,000
worldwide). A huge parade is one of the events planned for the celebration. Our slogan for
the year is, “Where there’s a need, there’s a LION”.
I would like to tell you a little bit about our Villa Park Lions Club. We will be celebrating
93 years of service Sept. 25, 2016. You might know some of our long-time members such
as Lion Hank Ebeling (37 years), Lion Pat Leston (37 years), Lion Sid Bergh (33 years), Lion Rich Hamlin (30 years), Lion
Vince Maltese (24 years), Lion Bob Arpp (21 years), and Lion Patricia Prusa (20 years). I am serving the club as President
this year, and I have been in the club 18 years.
The Villa Park Lions donated the property known as Lions Field to the Village in 1961. We purchased “Gus,” the K-9
police dog from Germany and donated him to the Police Department. We have also supported the Villa Park Public
Library, Spectrois, NEDSRA, Leader Dogs, and Donka with donations. We give out two $1,000 scholarships to seniors at
Willowbrook High School to help further their education. We participate in the annual V.F.W. 4th of July Parade where
our newly installed President can be seen on our float. We are co-sponsors of the Halloween Happenings event held at the
Iowa Community Center in October. At Thanksgiving time we support three local food pantries. We donate to our local
V.F.W.’s Thanksgiving Day dinners for recruits from the Great Lakes Naval Center. Also,
the Lions of Illinois Foundation send out two buses to perform free hearing and vision

Spring Pasta Dinner is held at the Willowbrook High School cafeteria. This year it will be
May 12. In September, we serve beer at Oktoberfest. In October, we raise funds with our
Candy Day event. All donations from our fundraisers support our community.

The Rotary Club of Villa Park meets every Tuesday at 12:15p.m. at Crazy Pour, 105. E. North Ave.
The Rotary Club of Villa Park was established in 1971 and has now served the Villa Park community for more than
four decades. With the Rotary Motto “Service Above Self ” as our banner, we meet weekly to discuss what issues in the
community need our assistance. Annually, our club raises and spends over $20,000 on worthwhile community causes.
We support community projects like Rotary Park, the Centennial Clock at Ardmore Avenue, the North Terrace
Park fishing pier, scholarships for Willowbrook Students and District 48 Family Science Night. One of our flagship
programs is our annual “Shoe and Boot Drive” where we purchase warm shoes and boots for District 45 students.
The list of organizations we support includes Willowbrook Interact Club, Easter Seals of DuPage, Outreach House
Mobile Food Pantry, NEDSRA, Tri-Town YMCA, Illinois Special Olympics and the Ray Graham Association.
Rotary is neighbors, friends and community leaders who come together to create positive, lasting change in our
community and around the world. Since Rotary is also international, we also participate in clean water and health
initiatives worldwide.

A Message From...
Village Manager Rich Keehner, Jr.
Dear Friends and Neighbors:
I am excited to be writing this article and hope it finds you well and ready for spring!
As you may be aware, the Village held its annual “State of the Village” meeting on February 25, 2016. During this meeting
many topics were presented conveying important information about the Village’s progress in certain areas, including,
budgeting, capital improvements and social media.
Village Budget and Programs
Our Finance Department just received notification the Village will receive the Government Finance Officers Association
(GFOA) Certificate of achievement for Excellence in Financial Reporting for the 28th consecutive year and will be
awarded the GFOA Distinguished Budget for the 22nd consecutive year. Staff takes great pride generating budgets that are
conservative in nature and balanced, which is demonstrated as the Village’s annual surplus funding is projected to be 148
days at the end of the 2015-2016 fiscal year i.e. April 30, 2016. For about the last ten months, one of the foremost budget
issues facing our community is the budget impasse at the State level. The lack of a State budget and proposed reduction in
State revenue receipts has placed additional challenges upon the Village to delay certain capital purchases.
Contained within the budget for fiscal year 2016-2017 are many programs that will benefit our residents. These programs
include the 50/50 sidewalk repair program, rear yard drainage assistance program, senior citizen cab subsidy program.
If you are interested in learning more about these programs they can be found on the Village’s website, www.invillapark.
com, on the Public Works and Parks and Recreation pages respectively. Another favorite program the Village offers is free
electronics waste recycling for residents, which is open the third Saturday of every month, 9 a.m. to noon in the Public
Works garage, directly adjacent to the Village Hall parking lot located at 20 S. Ardmore Ave.
Capital Improvements
Commencing this spring you will notice the return of construction crews as we continue to improve Village streets, water
mains, sanitary sewers, and storm sewers. In 2015 the Village completed pavement improvements on 24 streets with
referendum and non-referendum funds, and in 2016 the Village intends to continue to complete pavement improvements
on streets with referendum and non-referendum funds.
Social Media
In an effort to provide information quickly and conveniently to residents and interested parties, the Village employs
several forms of social media including Facebook, Twitter, Instagram, CivicReady and Notify Me. These forms of media
are used to communicate such items as emergencies, weather alerts, news, construction projects, and even employment
opportunities. Many questions have been asked concerning the difference between CivicReady and Notify Me. Both
of these programs can be found on the home page of the Village’s website but to clarify the difference below is a brief
summary of each:
CivicReady: il-villapark.civicready.com
CivicReady allows residents to sign up for emergency alerts such as boil water advisories, missing persons, weather
warnings or other notifications. Residents can customize which alerts they wish to receive as well as by what method
(text, email, voice call) they prefer to receive them.
Notify Me: www.invillapark.com (click the blue Notify Me button on the left side)
Notify me also allows residents to customize notifications by content type and delivery method (email or text). These
notifications are usually less urgent than CivicReady alerts. Residents can subscribe to notifications about job postings,
events, agenda postings, monthly e-newsletters or Newsflash items (Village news).

Subsidized taxi rides for Villa Park residents ages 65 and older, and physically
challenged residents (must have physicians letter confirming disability), living
within the boundaries of Villa Park, are available for $1 each way per person. A

York Township offers transportation for residents ages 55 and older. Participants
must be registered at York Township to participate and need to call (630) 620-2424
two business days (Monday through Friday) prior to their trip. The cost per ride
varies from $2 to $4 each way.

The Senior Concerns Commission meets the first Monday of each month at 6 p.m.
on the second floor of Village Hall, 20 S. Ardmore Ave. Meetings are open to the
public. Seniors and those interested in issues related to seniors are invited. For

Join in the pickleball craze! Pickleball is a low-impact sport that combines
elements of tennis, badminton and ping pong. Players use wooden paddles and
whiffle balls to play on a badminton-sized court with a slightly modified tennis
net. Pickleball for Seniors is for ages 50 and older and will be held on Wednesday
