Emergency Response Plan Introduction Northside Water Service is a WS2 System which services from approximately 220 connections and a population of approximately 1000. Mainly residential homes as well as St John Hospital, Stuart Nechako Manor, Omineca Medical Clinic, Nechako View Seniors Home, Omineca Mobile Home Park, Health Unit, College of New Caledonia and 3 apartment complexes. The Drinking Water Protection Act requires a water supplier to monitor and protect its drinking water. This plan is to provide guidelines that will minimize disruption of normal customer services and protect public health and safety if an incident should occur. Our ability to respond rapidly and correctly in the event of an emergency will help prevent unnecessary problems, and help protect our customers. 3 Northside Water Service Ltd. Emergency Response Plan Communication Public Depending on the emergency situation at hand and the location, would determine the communication necessary. The affected users will be notified, by telephone. If the entire system is at risk, all users will be notified by Radio, telephone, door to door notices and road signs will be strategically placed (See page 30). The persons in charge of the high risk facilities; St. John Hospital, Stuart Nechako Manor, Omineca Medical Clinic, Health Unit, Nechako View Seniors Home, College of New Caledonia and the Vanderhoof Christian Fellowship Church will be notified so they can take the necessary measures to ensure the safety of their patients, tenants and congregation. Emergency Response Plan POWER FAILURE CHECK LIST 1. 110 is on, but 3 phase is out: check fuses in pump house and quonset. 2. Check Phase protector control. 3. DO NOT START Pump motors until 3 phase has been checked. 5. When doing restart: use 10 HP pump for checking 3 phase power. 6. Turn on 40 HP well pump last. 7 Northside Water Service Ltd. Emergency Response Plan PROCEDURE FOR LONG TERM POWER FAILURE 1. VISUALLY check water level in reservoir, and check pressure gauge. 2. Depending on reservoir level →below 60% : Switch well turbine pump to OFF position, including main disconnect switch. Start Engine in PUMP HOUSE #2 (start up procedure located on the wall or page 8 of ERP). Worst case scenario Engine on Pump House #2 Fails, start Engine in Pump House #1 (start up procedure located on wall or page 7 of ERP). 3. MAINTAIN RESERVOIR LEVEL ABOVE 60%. 8 Northside Water Service Ltd. Emergency Response Plan POWER FAILURE → PUMP HOUSE #1 → BLUE ENGINE: WELL PUMP START UP PROCEDURE 1. Be sure 150 AMP turbine switch is OFF located on the wall. 2. Connect Battery Cable. 3. Prime engine with fuel → Switch for ignition on → Orange light on. 4. Start engine run for approx. 5 minutes to warm up. 5. STOP ENGINE → Install 2 red bolts in turbine drive. 6. Restart engine → Set speed to RPM. 7. MAINTAIN CONSTANT WATCH ON ENGINE → Water Temperature, Oil Pressure, Engine Speed and Reservoir Level. 9 Northside Water Service Ltd. Emergency Response Plan POWER FAILURE → PUMP HOUSE #2 ENGINE #2: WELL PUMP START UP PROCEDURE 1. Be sure 150 AMP turbine switch is OFF located on the wall. 2. Start engine run for approx. 5 minutes to warm up. 3. STOP ENGINE → Install 2 red bolts in turbine drive. 4. Restart engine → Push and hold red button till oil pressure is up, release and let run. Set speed to RPM. 5. MAINTAIN CONSTANT WATCH ON ENGINE → Water Temperature, Oil Pressure, Engine Speed and Reservoir Level. 10 Northside Water Service Ltd. Emergency Response Plan Broken Water Main Actions: Reduce Pressure, Yet Maintaining Enough Pressure to Prevent Backflow. Call Necessary Personnel for Repairs. Notify Affected Users.
