Gilroy Welcomes New City Administrator Gabriel Gonzalez
On March 22, 2016 the City of Gilroy welcomed new City
Administrator Gabriel Gonzalez, who comes to Gilroy with
excellent experience and skills as a strong leader. Gabe
previously served as the City Manager of Rohnert Park, a
northern California community of approximately 42,000. While in
Rohnert Park, Gonzalez implemented budget stabilization
measures, implemented a 10-year fiscal recovery plan for the
city, and developed the city’s first long-range strategic plan.
Gonzalez also focused on customer service, transparency, and
use of technology to gain efficiencies in how services are
delivered to residents. In addition, Gabe served as the City
Manager of Mendota, CA, a community of approximately 10,000
in the Central Valley, for over six years. Gonzalez has a Bachelor
of Science in Business Administration from National University
and a Master of Public Administration from California State
City Administrator Gonzalez
University, Fresno.
“I am honored and excited about the opportunity to serve as Gilroy’s next City Administrator,”
Gonzalez said, “I look forward to working with the Mayor, City Council, and staff to continue to
provide high quality services. Gilroy is a great community and I am eager to become part of it.”
Mayor Woodward noted, “The City, working with the executive search firm Peckham & McKenney,
conducted an extensive recruitment effort, receiving applications from throughout the western
United States. The City Council and community panel interviewed a number of well-qualified
candidates and believe Gabe is the right person to work with the council, community and staff to
continue the progress that Gilroy is making in addressing our key issues, recovering from the
recession, and serving the community. Gabe has demonstrated expertise in financial management,
strategic planning, economic development, and other areas vital to the future of Gilroy.”
Gabe is excited about this opportunity to serve the Gilroy community and is looking forward to the
professional challenges this position will bring.

There are currently many ways in which citizens can engage the Mayor in
discussion. Coffee with the Mayor venues provide an additional, informal setting in
which the Mayor can answer questions and otherwise engage in specific or broad
discussions on City issues with Gilroy residents.

Daniel Harney Selected to Fill City Council Seat
The City Council has appointed Mr. Daniel Harney to fill the vacancy
created when Mayor Pro Tem. Perry Woodward was appointed Mayor.
The Council interviewed eight individuals who had expressed interest
in the position. There was a wide variety of experience, but each
conveyed their commitment to Gilroy and desire to contribute to our
future success. Mr. Harney is an executive at Ebay in San Jose. He
described himself as a “Generation X’er” who thought it important to
provide opportunities and services both for seniors and “Millenials”.

Notification Addressing 1st Street Resurfacing:
Over the last few months we have received many of your emails and messages regarding the
deteriorated state of First Street between Monterey Road and Santa Teresa Boulevard. We take our
road-user needs seriously and we appreciate all of your feedback and concerns.
This section of First Street is a state highway, and therefore falls under the responsibility of Caltrans
for repaving. Unfortunately, we have been told that the current Caltrans schedule puts this street on
their list of repairs for the year 2020 or 2021.
We realize that this is not a feasible timeline based upon the current state of disrepair of this street.
We are desperately seeking methods to speed up the timeline for repaving. Currently, we are in the
process of reaching out to the Valley Transportation Authority (VTA) to see if they can help with the
funding issues allowing the resurfacing of First Street to occur much sooner than the Caltrans
timeline. We hope that you can continue to be patient with us as we work for better solutions and
seek for opportunities that will allow us to repave this section of State Highway 152 in a timelier
manner.
Roundabout at Third St. and Santa Teresa Blvd.
The City is currently working with the developers
building west of Third Street and Santa Teresa Blvd.
On the Third St. roundabout project.
The developers are required to complete the
roundabouts and other offsite improvements before a
specified number of homes can be completed within
their new developments. This number varies based
on each individual construction site, but provides an
incentive to the developers to complete the upgrade
to our city streets in a timely manner. We hope our
city residents will be patient over these next few
months as the improvements are added to improve
our traffic circulation and safety. Always drive
defensively and be safe!

Notification of Construction Delay at Miller and Santa
Teresa Boulevard Roundabout:
Developer Cal-Atlantic Homes has requested
a further extension on the construction of the
roundabout at Miller and Santa Teresa
Boulevard. Cal-Atlantic Homes has
encountered several set-backs that have
delayed their timeline; high levels of ground
water and an unforeseen design delay which
necessitates additional underground water
service lines to be installed. While the city
does not control the schedule of the developer,
we are urging them to find solutions to keep
moving forward. Cal-Atlantic Homes has
indicated that the roundabout, trail, access to
Miller, and surrounding landscaping will be
completed in stages over subsequent months, with full completion scheduled for the end of June.
As a community, we are looking forward to the re-opening, the improved access and new trail and
visual amenities.
Northbound Santa Teresa Blvd near Christopher High School
Striping is the best interim solution that we can provide, within budget, until we can get to building
the roundabout at Day Road and Santa Teresa Blvd. The lands to the east of Day East at Santa
Teresa are County lands and coordinating a major intersection modification is not in their world
view, without the City of Gilroy agreeing to pay for it all.
Similarly, the ultimate intersection changes we would like to do at Day West at Santa Teresa (the
left turn pocket at the north end of Christopher High) are still years away, unless we can obtain
developer funding. We were hoping to get a second northbound lane built along Santa Teresa Blvd.
with the Rancho 101 project (sometimes referred to as the 721acres). The work would require
moving the large electrical tower. It now appears that the Rancho 101 project may not occur
anytime time soon, and we are looking for safety grants to make up the difference.
Here is what we can do, given that the interim striping
is now in. We will see if perhaps another advisory or
warning sign would help to alert motorists that the lane
ahead becomes a left turn pocket.
We are also coordinating the re-striping of Santa
Teresa between Sunrise and Day East with a developer
mitigation known as the Gilroy Townhomes, to provide
two through lanes instead of the lane drops.
We hope to get the roundabout started someday, but
we depend on outside funds to leverage whatever local
funds are available.

Notification of Partial Road Closures for Eigleberry Street Resurfacing:
Sections of Eigleberry Street between 1st Street and 10th Street will be temporarily closed between
Thursday 4/7/16 and Friday 5/29/16. Work hours will be Monday to Friday from 7:00 am to 5:00 pm.
This resurfacing phase follows major improvements to curb, gutters, sidewalks and underground
infrastructure that took place before the rainy season. Notification of specific section closures will be
announced as that information becomes available. We thank you for your cooperation and patience!

R5K Fun Run April 16th
Celebrate Earth Day by running the R5K on Saturday, April 16, 2016 at
Christmas Hill Park Ranch Site. This 5K is a run, trot or walk and is open
to all levels of physical fitness. The running style encouraged is fun,
non-competitive, not timed and includes a medal for all finishers. In the
spirit of Earth Day, medals and bib numbers used will be recycled from
previous City of Gilroy organized races. All registered participants will
receive an event t-shirt. Everyone must register by Wednesday,
April 6, 2016 to receive the shirt size you request on your registration.

Q3
Sales Tax Update 2015
GENERAL OVERVIEW
California sales tax receipts
increased by 2.4% over the same
quarter from the previous year, with
Northern California reporting a 1.8%
increase compared to 2.8% for
Southern California. Receipts for the
City of Gilroy changed by 4.1% over
the same periods. After
adjustments, receipts for Gilroy
increased by 4.3%. The largest gains
for the City of Gilroy included new
auto sales and miscellaneous vehicle
sales. The largest declines were in
service stations and apparel stores.
How are prices affecting sales tax
revenues? The annual inflation rate
(CPI-U Western Region) in
November edged down to 1.5%
from 1.7% in November of 2014,
due in part to lower gasoline prices.
In California, consumer inflation as
measured by the consumer price
index has been relatively low
throughout the recovery, and is
expected to remain around 2.5%.
The unemployment rate dropped to
5.7% in November 2015 and is
expected to fall very gradually to
around 5.5% as labor force
participation stabilizes. California
increased jobs with around 40,000 a
month added on average in 2015.
According to the Wall Street Journal
on January 14, 2016, the next U.S.
recession is in 2018 based on the
median of 31 economists from a
Bloomberg News survey.
Where are Sales Tax Revenues
growing? Retail Sales grew by 7.9%
during the holiday season, excluding
autos and gas. Double-digit growth
in furniture sales shows that
consumers have more disposable
income and are willing to splurge on
big ticket items.

Wipe Out Watch Team Named 2016 City of Gilroy
Volunteers of the Year
Congratulations to the all the Wipe
Out Watch (WOW) members, 2016
City of Gilroy Volunteers of the Year!
The WOW has over 60 members
who are passionate about removing
graffiti and illegal signs from public
property. They also serve as
observers for the Gilroy Police
Department, photograph and
report new tags (graffiti signatures)
and property damage due to graffiti.
One year several members spent all
day Easter Sunday repainting the Luchessa sound wall panels rather than surrendering their
neighborhood to taggers! The Wipe Out Watch began as a citizen effort, then in 1995 the city
became more involved as Community Services Officer Rachel Munoz was given the task of
spearheading their effort. Members meet every two months at the Gilroy Police station to discuss
graffiti hot spots, new taggers, and tips for removing ink and paint. Anyone wishing to join the

Fire Department Assists in Successful Resuscitation:
On February 26, 2016 Engines 49 and 48
were dispatched to a possible cardiac
arrest at Snap Fitness. The patient, Joe
Lomeli, was reported to be a 70 year old
male who collapsed while lifting weights
and was not breathing. Before the Engines
arrived; citizens Teri Neidigh and Joel
Goldsmith saved Joe’s life by starting CPR
and deploying an Automated External
Defibrillator. The Gilroy fire crews who
responded credit them with saving Joe's

The Gilroy Fire Department responds to between 35-40 cardiac arrest calls each year,
where Cardiopulmonary Resuscitation (CPR) is needed prior to their arrival. In 2015 only
one person received pre-arrival CPR from bystanders or family. Gilroy’s fire department
has a goal of getting half the city’s population trained in CPR and is sponsoring classes
with the Parks and Recreation Department. If you would like to learn more please visit

New Employees
Please welcome Shawn Lopez who joined the City of Gilroy as a Building
Inspector I in the Community Development Department. Shawn went to
Gilroy High School and has attended Cabrillo College. Shawn has 25 years
construction experience as a journeyman carpenter. He has 15 years as
residential/commercial project superintendent and 10 years as a general
contractor. Within the past year he worked as a 3rd party Building Inspector
for a multifamily project in the Bay Area.
Mike Souza joined the City of Gilroy as a Maintenance Worker I in the
Streets/Waste Water/Trees division of the Public Works Department. Mike went
to Los Banos High School and completed a 5 year Electrical Apprenticeship
(IBEW). He worked 11 years as an IBEW Electrician, 5 years as a Facility
Engineer with Growth Properties and 3 years with the City of Gilroy in the
Recreation Department.
Edgar Munoz successfully completing the Full-Time Maintenance Worker I
recruitment and selected for Water Section. He has been working as a Part-Time
Maintenance Worker Assistant for the past 2 years. He started in the Streets,
Waste Water and Trees section and then transferred to the Water sections. He
has been a plumber for over 15 years.
Anthony Parker joined the City of Gilroy as a Police Officer in the Police
Department. Anthony has his Associate Degree in Social Sciences. For the
past 9 years he was employed with the City of Salinas Police Department.
While working for the Salinas Police Department he worked 3 years in the
Violence Suppression Unit as a Gang Enforcement Officer and most recently
he was a K-9 Handler.
Jerry Richards has joined the City of Gilroy as a Building Inspector I in the
Community Development Department. Jerry has 15 years construction
experience. For 20 years he was a transmission shop owner, he was a
realtor for 4 years and an inspector for 3 years.

Isabel Chavarria joined the City of Gilroy as a part-time Recreation Leader I
(Sports) for the Recreation Department. Isabel currently attends Gilroy High
School. She has volunteered for the City as a coach for the past 2 years.
She is also employed at the Adidas outlets as a sales associate
Donna Taft joined the City of Gilroy as a limited term Office Assistant I in
the Operations Division of the Public Works Department. For the past two
years Donna worked as the Front Office Manager for an Equine Hospital
in Gilroy. Prior to that she was the Front Office Manager/School Secretary
for Pacific West Christian Academy in Gilroy for 5+ years.
Manuel Reyes joined the City of Gilroy as a part-time Custodian. Manuel has
worked at the San Jose Water Pollution Plant for over 10 years. He recently
worked at the City of Sunnyvale in Street Maintenance. He enjoys what he
does and looks forward to learning more about the City of Gilroy.
Sarah Pickens joined the City of Gilroy as a part-time Recreation Leader I
for the City of Gilroy Recreation Department After School Program at
Solarsano. Sarah was a volunteer over the summer of 2014 for the Leader
on the Loose program. She was hired as a summer employee in 2015 for the
summer day camps. Sarah enjoys working with children and is currently
attending Christopher High School.
Jason Struzik joined the City of Gilroy as a Detention Services Officer
in the Police Department. For the past the past 3.5 years Jason worked
as a Cadet with the City of Morgan Hill Police Department.

Marcos Lepe joined the City of Gilroy as a part-time Recreation Leader II
in Sports. Marcos is a graduate of Christopher High School. He is
currently attending Gavilan College. Marcos was very active in sports
during high school. He is looking forward to working with kids and being a
positive role model.
Amit Bains joined the City of Gilroy as a part-time Recreation Leader II in
Sports. Amit is a graduate of Oak Grove High School in San Jose. He is
currently attending Evergreen College. Amit has played and coached
many sports all his life. He is excited to do something that he is passionate
about. He enjoys working with kids.
Madeline (Maddie) Peterson joined the City of Gilroy as a part-time
Recreation Leader II at the Gilroy Youth Center. Maddie is a graduate
of Christopher High School. She is currently attending Gavilan
College. Maddie worked for the City in the summer of 2015 as a
Recreation Leader II.
Katrina Asfour the City of Gilroy as a part-time Early Childhood
Recreation Assistant for the Recreation Department. Katrina has an
Associate of Arts degree in Child Development. She has 10 years of
experience working with children. Most recently as a Teacher Assistant to
preschool and elementary school age children. She enjoys spending time
with her family and friends here in Gilroy.
Lori VanMeter joined the City of Gilroy as a part-time Recreation Specialist
(Cultural Arts) for the Recreation Department. Lori has a Bachelor’s of Arts
degree from California State University Monterey Bay. She is a visual artist
(freelance) who specializes in Memorial Art. She’s presented her work at
several art shows throughout California. She’s managed recreational facilities
at both a Marina and ski resort. Lori is very passionate about what she does
and has been invited to publicly speak on art & cultural topics.

Brian Hames joined the City of Gilroy as a Recreation Coordinator in the
Recreation Department (Youth Services). For the past 8 years Brian
worked for the City of San Jose in all areas of Recreation (Mayor’s gang
prevention Task Force). Prior to San Jose, Brian worked for the City of
Chico Parks & Recreation for 4 years. Brian obtained his Master’s Degree
in Recreation Management from San Jose State University. Brian is a
resident of Gilroy
Please welcome Tyler Heenan who joined the City of Gilroy as a part-time
Maintenance Worker Assistant in the Water division of the Public Works
Department. Tyler is a graduate of San Benito High School. Immediately
after graduating high school Tyler was hired as a seasonal maintenance
worker for Santa Clara County Parks and Recreation. He has continued to
work at Santa Clara county seasonally where he has gained experience
and knowledge in many areas of maintenance.

Group and the Gilroy Interfaith Council.

closed toed shoes, gloves and sunscreen. Garbage bags,
some gloves and litter pickers will be provided to volunteers.

Mandatory Level 2 Water Supply Shortage Regulations Still in Effect
1.
Limits on Watering Hours: Watering is prohibited with potable water between the hours of
9:00 am and 5:00 pm, except by use of a hand-held bucket or hose with positive shutoff, and
for purposes of adjusting or repairing an irrigation system.
2. Limits on Watering Duration: Watering or irrigating of lawn, landscape or other vegetated
area with potable water using a landscape irrigation system or a watering device that is not
continuously attended is limited to no more than fifteen (15) minutes watering per designated
water day per station.
3. Limits on Watering Days: Watering days are limited to Monday for odd house addresses
and no house addresses (e.g., common area at a condominium complex),
and Tuesday for even house addresses when using potable water beginning November 1 st.
4. No Excessive Water Flow or Runoff: The application of water to outdoor landscapes in a
manner that causes runoff such that water flows onto adjacent property, non-irrigated areas,
private and public walkways, driveway, street, alley, gutter, ditch, parking lots, or structures is
prohibited.
5. No Washing Down Hard or Paved Surfaces: Washing down hard or paved surfaces,
including but not limited to buildings, structures, sidewalks, walkways, driveways, parking
areas, tennis courts, patios or alleys, is prohibited.
6. Obligation to Fix Leaks, Breaks or Malfunctions: All leaks, breaks, or other malfunctions
in the water user’s plumbing or distribution system must be repaired immediately.
7.
Recirculating Water Required for Water Fountains and Decorative Water Features:
Operating a water fountain or other decorative water feature that does not use recirculated
water is prohibited.
8.
Limits on Washing Vehicles: Using water to wash or clean a vehicle, including, but not
limited to any automobile, truck, van, bus, motorcycle, boat or trailer, whether motorized or
not is prohibited, except by use of a hand-held bucket or similar container or a hand-held
hose equipped with a positive self-closing water shut-off nozzle or device. This subsection
does not apply to any commercial car washing facility.
9.
Pool Covers and Refilling of Existing Pools: All new pools shall be required to have a
pool cover or solar blankets to reduce the loss of water through evaporation. Refilling of
existing private pools is prohibited, except to maintain water levels, unless the pool is in
eminent danger of failure.
10. Irrigating Within 48 Hours of Rainfall: The applications of potable water to outdoor
landscapes during and within 48 hours following measurable rainfall is prohibited.
11. Limits on Filling Ornamental Lakes or Ponds: Filling or re-filling ornamental lakes or
ponds with potable water is prohibited, except to the extent needed to sustain aquatic life,
provided that such animals are of significant value and have been actively managed within
the water feature prior to declaration of a supply shortage level under this section.
