With further reply to your letter of April A, 1946 in which you instructed that the drivers employed by the Fenton Company be transferred
to Local Union 649 of Jamestown, Mew York, I wish to advise you that
I have notified Local Union 963 of Warren, Pennsylvania to put this
transfer into effect. This was agreed to at a recent meeting held in
Jamestown, New York, on July ) 9 .
Local Union 963 is now in a position to transfer these people without
greatly affecting the Local Union as their membership is now in the
neighborhood of 200.

About aix or eight months ago, Mr.
D e l t r l c k , General O r g a n i z e r of P i t t s b u r g h came to
Bradford to check on our Local # 9 6 3 because Howard
White of Masterson T r a n s f e r in Warren had been a g i t a t i n g
our Local and was t r y i n g to have Warren, Pa* who was
in our j u r i s d i c t i o n to be t r a n s f e r r e d to P i t t s b u r g h , P a .
When Mr. D e l t r l c k came to Bradford,
Pa. * l t h about eighteen ( 1 8 ) or twenty ( 2 0 ) Business
A g e n t s , they were going to tear t h i s town apart, because
there i s a p o t e n t i a l Membership of about four ( 4 ) or
five hundred ( 6 0 0 ) members in this town.
All these men accomplished was to
take our Charter and put i t in Warren, Pa. because they
thought it was more c e n t r a l l y l o e a t e d , and that la what
Howard White wanted.
They immediately set up an o f f i c e
and h i r e d ^ r . Donald Dlckerson as B u s i n e s s Agent in t h i s
jurisdiction.
Ha started out very good but it did not
last very l o n g .
I t got so that we had to ask for our
stamps a l l the time and now we h a v e n ' t any stamps at a l l .
We, a l s o , had to d e l i v e r stamps for h i s here in Bradford
to a^me of our members because he would not go and see
them.
At the present time he has quit e n t i r e l y .

I have had two m etings with these people and -it

no cards have been initiated and obligated into membership. At tne

Aa you know, ve are having a strike that haa been forced on ua
in the City of Pittsburgh by the Drevery Workera, vho are yiov
affiliated and chartered and backed by the CIO. Thia atruggle
waa not brought on by us. The Browery WorkerB had the inside
vorkers ana even the drivora who were on the payroll or vhoao
trucks vere ovned by the breveriea.
The over-the-road vork vas
done by contracting toamstera who vere membera of our union.
One of the local unions engaged in the bottling and uhe delivery
or distributing for bottlers had beeone members of the International
Brotherhood of Teamsters by almost a unanimous vote of thn membership.
I have spent thirty yoara trying to make a aettlament vith uhe
Brovery Workers. They have refused to carry out a proposition
that they at one time had agreed to. This vas about three years
ago in Florida.
In many places entirely vest of the Rocky Mountains all the inside
and outside workers employed by breweries arc numbers of our
organization.
In the City of Chicago and in the City of St. Louis,
also in Minneapolis and St. Paul, all the drivers and platform
men and all outside workers are members of the International
Brotherhood of Teamsters.
In sane few instances east of the Rocky
Mountains the inside workers belong to the Bravery Workers, and
Jie two surrounding neighborhood, most of the inaido workers as well
aa all the outside workera aro members of the International Brotherhood of Taaaatara.

in the City of Pittsburgh, the CIO, wanting to prove their
groat power and strength, took up the fight of the Brewery
Workers, and although they had the drivors that are
employed directly by the brewery owners, they refused to
load our members Who were working for contracting t^am
owners or who were working for the distributors of bocr, which
distributors are not owners of breweries, but whose employees
arc members of the International Brotherhood of Teamsters by
their own choice.
This fight was forced on us as a result of the CIO, on
pleading of the Brewery Workers' International Union and
local unions in Pittsburgh taking up the fight and, as stated
above, refusing to load our trucks, something which they have
been doing for a number of years. In other words, they threw
down the gauntlet and disturbed a condition that had been
prevailing for a long time.
In the City of Philadelphia, Where we have ovor 20,000
nMroOrv, jliey -tcemptoc the same thing, but the breweries
there stood by us, and our organization has almost ontircl*
succeeded in preventing the distribution of beer, and mosj
of the inside brewery workers arc unemployed as a result of
the fact that the drivors will not move the beer bocausc of
the fight forced on us in Pittsburgh by the Drovory Workers
and the CIO.
The Steel Workers, who arc CIO, are also helping the Brewery
Workers. The Mine Workers, part of the American Federation
of Labor, have pledged ua every kind of assistance that they
can give us.
I t nas been called to our attention bj our general organizers
Who are in the district endeavoring to look after the interests
of our membership that the combers of your local union are
going through the picket line* established by our unions in
Pittsburgh and hauling atriko-bound beer in and out of the
brewerloa under police protection. The Governor of Pennsylvania
lias agreed with ua to a great extant and ha* refused to continue
to give the aid of the atate police. The Mayor of Pittsburgh,
however, bnlievlng that the CIO control* more votes than we do
in Pittsburgh, is iglvng overy aid and assistance to the CIO

I f your union has any members hauling beer out of the
braveries or hauling empties back into the breverio3 and
crossing the picket line established by the Brotherhood
of Teamsters, which picket line has been sanctioned by
the International Union, then your local union should take
steps to immediately remody this situation. In other words,
i f your union has any members going through this picket
line you are doing just the things that the International
Union is trying uo prevent other unions fro^ doing, and in
a cer^a-n way you are endeavoring to break the strike to
help the CIO againsb the International Brotherhood. Such
conditions, i f they do prevail in your union, are entirely
against the international policy, and it is something t'e
vcre never confronted with before.
I ask you, therefore, in the name of the International Union
to look into this natter and to endeavor to stop any of jour
members from going through the picket lines established by
the Brotherhood membership who are struggling to maintain
their jurisdiction and their rights against the CIO Brovor^
Workers.
Remember i f your membership are on strike and another union
va3 going through your picket lines and said picket lines or
strike vcre approved by the International Union, the International Executive Board would io-ediately prevent the ouher
union -/ran in any va^ acuing in such a manner as te injure
your picket line or your strike. Wo ask you, therefore, to
do for those people and for uheir International Union that
Which you would cxpect to be done for yourselves i f the
circumstancos were reversed.
I f members f a i l ^o respond to your request to ceaso going
through our picket lines in Pittsburgh, you have the right
to prefer charges against such members and see that the^
are penalized. I f the employers cf those man — that is
the distributors in your district — insist that you have
a contract and that you should carry out the contract, even
to the extent of strike-breaking, you adviao them that there
is no lav or contract that coopelo us to go through our own
picket lines and act as strike breakers.

break the strike of our bravery nenbership in Pittsburgh
vho are standing loyal to thoir obligations and to their
affiliation with the International Brotherhood and vith the
American Federation of Labor, and said expelled nenber oau
never again hold mentorship in the Teansters' Union or in the
American Federation of Labor.

In Re: your letters under dates of December 27, 19i*9 and February 1,
1950 with respects to the letters of complaint from two members of
Local Union No. 963, Joseph Kesslur, employee of Masterson Transfer
Company and George Lubold, employee of Warren Transfer Company.
I am at present negotiating contracts with both of the*^ companies and
I find at the 'Tarren Transfer, the steward is a brother to a partner of
the firm, which makes is quite difficult to come to any agreement where
the Union can be credited with having been of benefit to all and at
Masterson Transfer the conditions are so deplorable and the men have
tolerated such condit tons over quite a period of time, that to invoke an
ultimatum at this time would place the Local Union at a disadvantage in
getting full support of the people whom I am now trying to secure a workable
agreement for.

On Sunday February 12, 1950 I had meetings with the employees of both
companies and having made very little progress with the employers I informed
the people that I would submit a proposal to the companies wnereby the Local
Unionw^uld accept the renewal of the old contract with the addition of Six
(6) paid holidays leaving the wage clause open for further negotiations with
the stipulation that in the event we could not arrive at an amicable agreement within Fifteen (15) days it would be submitted to arbitration. When
t ^ above proposal was submi ted to the companies they took an arbitrary
stand and I then notified them that I would seek strike sanction from the
Council on the 22nd of February.
With respect to our telephone conversation in regards to per capita tax
to the Council wish to report that insofar as finances are concern* : this
Local Union is having more than a little difficulty in keeping our h**ds
above water and assure ytou that in the event we are able to meet the
necessary obligations of which we definitely regard our per capita to the
Council as one they will be paid.
Will further enlighten you with a personal report at next Council see ting
February 22, 1950.

Replying to your telegram of Cctober 1, 19f3. in which the members
of Lccal 963, Bradford, Pa. complained that they were not getting
satisfactory results from their representatives, I an enclosing
herewith a memorandum of a meeting which was held on Sunday,
October 15, 1951.
From all appearances, the representative has been somewhat lax
because he did not keep his members informed, particularly,
about their agreements and you will note that when he opened
the meeting he stated that he t.as leaving.

Local Jnion doesn't have one penny financially, however,
membership has been steadily increasing. There are about
dues paying members at the present time and I am still of
opinion that this Local Jnion can be developed.

Telegram sent to International Union by Walter Bretherton, steward,
requesting International investigation.
McGaw called the meeting to order and stated that he was pulling out
and the members oould say anything they desired.

Mclaw stated Northeastern contract has been signed and members
approved it at a regular meeting. Bisett contract signed, r-errbers

notification of opening agreement for negotiable purposes, inasmuch as this contract was always negotiated jointly between
Pittscurgh, Buffalo, Jamestown and Bradford that the contract was
still pending - prepress not being made.

officers, as McGaw stated that he could never get any member
to serve on the executive Board.

organization and a new Secretary-Treasurer and Business

This will correct the complaint which was registered with
the international Lhdon.

As succeesor to Mr. McGaw aa busineaa agent of Local Union 96?, I
ahall anawer to the beat of my ability, your letter of Novemoer 2, 1951
concerning the diapute between Local % 3 suad ufarren Transfer and Storage
Company.
At a meeting held Auguat 13, 1951, the drivera rejected a five cent
(5%) wage increase offered by the company. However they agreed to accept
five centa (5%) retroactive to June 1, 1951 *nd submit the balance of
their demarxla, aeven centa (7%) to arbitration. Yhie arbitration has not
yet taken place.
I have arranged a meeting for November 21, 1951, with Mr. Elmquist,
preaident of barren Tranafer and Storage Company to execute thia arbitration,
ilhen thia matter is cleared up and an agreement reached, I shall inform
you iamed lately.

Replying to International Representative Frank
Tobin's telegram of July lit, 1952 stating thpt Local Union
963, Bradford, Pa. is requesting strike endorsement for
30 members employed by Miles Bradford and Miles Kane Grocery
Companies, I am reccnntending that the local union's request
be granted.
I have attended scee of these meetings and the
wage rates of these two grocery ooapanies are very low,
per hour and the only thing the company has offered
is 5*.
We gave them a very reasonable proposal which
in my opinion they could accept without ar.y hardship by
reducing the nunber of hours which is presently 50 to 1*5
hours making the adjustment in two jumps of 6 months for
the same take home pay as they are now presently paying.
The company advised us that they would let us know whether
they will agree to our request.
Assuring you that every effort will be made
to avoid a work steppage.

Cause of Dispute:
A program of uniformity was offered to the Opt, rators in an
attempt to bring wage rates in line with Freight Operators in surrounding areas.
The duration of this proposed program vas to be three (3) years which would
eliminate the existing differential.
Proposal rejected.
Means used te aring about settlement;
^e have offered the Operators a three (1)
year program to eliminate the twenty-one cents (21%) differential tnat exists
between this Local Union and surrounding Local Unions.
