Resolution 5: Proposed amendments to Rule 4—
Management
4(v) Capital Expenditure Limit
In any case where it is intended that the Club shall incur capital
expenditure or liability thereof in excess of $500,000/- in
aggregate for any one project or in aggregate for items relating
to the development, improvement or repair to a specific part,
area or function of the Club, then such expenditure shall not
be incurred unless approved by a simple majority of members
present and voting at a General Meeting of which notice of
intention to incur such expenditure has been given. For the
avoidance of any doubt, this rule shall include expenditure
occuring in different financial years.

22(v) An Ordinary Member on the Absent Members’ List shall be
entitled to enjoy or make use of the amenities or the facilities
of the Club for a maximum of four (4) weeks in aggregrate
in any calendar year upon payment of a daily fee of $10.00.
This concession shall extend to the spouse and children
acccompanying such Ordinary Member.

Resolution 8: General Committee’s Proposed amendments
to Rule 23A—Limited Buy Back Scheme
23A(i) The Club shall maintain a Buy Back List in respect of
Ordinary and/or Life Members who wish to sell his or her
membership to the Club, and a Waiting List in respect of nonMembers who have requested to be admitted as Ordinary
Members of the Club and have been proposed for membership
to the Club. The Buy Back List and the Waiting List shall operate
on a first come first served basis. The Buy Back List and Waiting
List shall each comprise two (2) subsidiary lists, one subsidiary
list in respect of Singaporeans and the other, in respect of nonSingaporeans.
23A(ii) An Ordinary or Life Member seeking to sell his or her
membership to the Club shall make a request in writing to the
Club to be placed on the Buy Back List. Whether such a Member
should be placed under the subsidiary list for Singaporeans or
the subsidiary list for non-Singaporeans shall be determined by
the citizenship of the said Member as at the time he or she was
admitted to the Club.
23(iii) A Member shall not be placed on the Buy Back List
unless his or her monthly subscriptions for the preceding six
(6) months have been paid in full (in accordance with Rule 30).
23A(iv) A Member seeking to sell his or her membership to
the Club under this Rule shall continue to be liable for monthly
subscriptions until the membership has been bought back by
the Club.
23A(vii) The Club may buy back the membership of a Member
on the Buy Back List where the following conditions are met:a) the Club has notified the Member on the Buy Back List in
writing of the Club’s intention to buy back the said Member’s
membership, and
b) the proposed buy back by the Club is for the purpose of
satisfying the demand on the Waiting List.
23A(viii) Notwithstanding Rule 11(ii), a Member seeking to sell
his or her membership to the Club under Sub-Rule (ii) may
make a request to the Club in writing that the membership,
after being bought back by the Club, be sold to his or her child,
regardless of that child’s nationality, provided the child is at
least 25 years of age and is on the Waiting List as at 18 May
2015.
23A(ix) When there is a request pursuant to Sub-Rule (viii),
the Club shall consider such request. Where, in exercise of
the Club’s discretion, a buy-back and sale of membership is
sanctioned pursuant to this Sub-Rule,
(a) the outgoing Member shall waive his entitlement to the sum
agreed to under Sub-Rule (vi),
(b) the child of the outgoing Member shall be resident in
Singapore, and
(c) the child of the outgoing Member shall pay the full entrance
fee as prescribed under Rule 29.
(d) the Club shall at all times maintain the prevailing mix of
Singaporean and Non-Singaporean Members.
23A(x) Upon notification by the Club that the Club intends to buy
back a Member’s membership, the member shall immediately
cease to be a Member in accordance with Rule 27(i).

47. These Rules shall be subject to the provisions of the
Societies Act Chapter 311 or any statutory modification or
reenactment thereof for the time being in force. In the event
of any inconsistency between these Rules and the provisions of
the said Act, the latter shall prevail.

23A(vi) Subject to the other provisions in this Rule, the Club

the Sports & Recreation Complex. We are now in the process of
converting the old Billiards Room into the new Administration
Office. These works are anticipated to take approximately
six weeks, at which time we will shift our team to the new

Restaurant. Please refer to page 7 for more details.
As The Spa is nearing the end of its two-year term this
September, the use of approximately 5,000 square feet on the
5 floor of the Sports & Recreation Complex was re-evaluated.

Despite the fact that the Club has offered spa services for over
seven years, it has not been able to cultivate strong Member
usage and support. Daily visits average only three Members,
making the continued use of this space as a spa, difficult to
justify. As a result, it was recently decided by the 2014/2015
General Committee, that the Club not renew The Spa for
another term. We, therefore, encourage you to please make

In honour of the Festa della Repubblica on 2 June, we’re
bringing a little taste of Italy to the Club month-long. Guest
Chef Domenico Cicconi, joins us on 4 June for an Italian Wine
Dinner in the Churchill Room, accompanied by wine speaker,
Mario Zocca. Chef Cicconi will also be on hand for Sunday
Lunch. Indulge in our Dolce Vita line-up.—this June, we’re
featuring Tiramisu (literally translated as ‘pick-me-up’), Chef
Louis’ own Limoncello concoction, biscotti, gelato, Moscato and
more! Buon appetito! And to complement our Italian festival,
do plan to join us for the screening of four fabulous films: Life
is Beautiful, Cinema Paradiso, Two Women (starring Sophia
Loren), and Il Postino.
As noted in past issues of The Tanglin Times, this year sees
us celebrating our big 1-5-0 in style! The main event of our
details as they become available.
May calendar was our 150th birthday Family Day Carnival.
End-April marked the close of our first quarter, and revealed
celebration. We’ve highlighted some of the fun on pages 58

your satisfaction and the overall Tanglin experience.

RENOVATION UPDATE
CHINESE RESTAURANT, FUNCTION ROOMS,
ADMINISTRATION OFFICE, BUSINESS CENTRE AND CAFe
The Club is on a continuous journey of enhancement to
ensure that we offer our Members the optimum mix of
services within a well-appointed, well-maintained and
well-utilised Clubhouse.
We are executing your mandate as voted at the SGM,
16 March 2015 to undertake the following:
1.Set up the Chinese Restaurant,
2.Refurbish the Function Rooms,
3.Relocate the Admin Office to Level 4, S&R,
4.Create a Business Centre, and
5.Renovate the Tangles Café.
Over the next nine months approximately from June
2015 to March 2016, we request your tolerance and
support whilst we undergo the above. There will be
noise and inconvenience during the renovation period.

The Club is saddened to hear of the
passing of Mr Gilbert Richard Holiday
on 27 April. Mr Holiday was a Club
Member since 1963, and passed away
at the age of 82. He is survived by
his wife, Bernadette, and his children
Edward, Annette, Rica, and Edwin, and
grandchildren

figure in the Club’s Libraries, as he

years, and was a tireless advocate of
improving the facilities, especially the
Junior and DVD libraries, and maintain

the standard of having one of the best

SUPERSTAR EMPLOYEE AWARD
Congratulations to our 2014 Super Stars!
Mabel Seet from Housekeeping.
Mabel started as a contract staff with the Club many years
ago, before joining us as a full-time staff. Hardworking and
diligent, she manages to help her colleagues and provide
solutions. She ensures that her work is done properly and
on time, and she gets along splendidly with her colleagues.
Mabel is known for taking the initiative to perform tasks,
which makes her a very valuable colleague.
Foo Kok Wu, from Tavern.
Kok Wu has been with the Club since 7 December 1971. His
contribution of service, passion, and hard work is constant
these past 44 years. Often the recipient of compliments
from Members, he has the respect of fellow colleagues, and
Members as well. Despite his age, he appears very youthful,
proactive with his daily duties, positive and sincere attitude
towards work.

According to her colleagues, Candy
is as sweet as her namesake—
charming, polite, and never in a
bad mood. Despite her limited skills
in the English language when she
first joined the Club, Candy quickly
surpassed the challenge, and was
soon able to converse confidently
with Members and fellow staff. Her
seniors noticed her passion to her
work, and her willingness to help
others out even when she has her hands full waiting tables
at the usually busy Wheelhouse. A hearty congratulations
to Candy, and we’re confident in seeing her shine in her
career at the Club.
Underneath

friendly
demeanour, lies a hard working
professional in Max Lee which
is something his colleagues can
certainly attest to. Max was
nominated
primarily
for
his
positive attitude, even in the face
of busy days where the kitchen is
a hive of activity. Always on time,
and a strong team player, Max is
unafraid to get into the thick of
things to help his colleagues out and get the job done.

WELCOME ON BOARD MR WILLIAM TAY, IT MANAGER
The Club is pleased to announce the appointment of Mr William Tay as our new I.T. Manager.
William is a graduate from Nanyang Technological University, with a Bachelor’s Degree in Applied
Science, Computer Technology, and he started his career as an I.T. Consultant with Jardine
Lloyd Thompson Asia, a market leader in insurance and reinsurance broking, risk consultancy
and employee benefits services. Prior to joining the Tanglin Team, William worked with Nokia
Singapore as an I.T. Project Manager, for the Asia Pacific region.

William will lead the I.T. team to achieve a seamless integration of technology to enhance efficiency
operations and administration of the Club. Join us in welcoming William on board, and please do

IN MEMORIAM UNCLE KWOK NGOW
As one of the Club staff’s most welcoming faces around
the poolside and changing room, ‘Uncle’ Kwok Ngow was
known to many Members for his ever-present smile, and
courteous greetings. He was such a familiar sight, that
his absences were almost immediately felt, and staff
were occasionally asked if he was on leave, or had taken
ill.
On 26 March, the Club received the sudden news that
Uncle Kwok passed away, at the age of 74. It came as
a shock to everyone, as only weeks earlier he was seen
working, fit, and in good spirits. The sudden turn of
events was almost too much to bear for most of us, as
Uncle Kwok’s passing occurred just days after Mr Lee
Kuan Yew, Singapore’s founding father, passed.
Except for long-serving staff, and long-time Club
Members, few know of Uncle Kwok’s history with the
Club. He was not always Club staff; in the early 1970s,
he ran a laundry service company, and one of his
primary clients was The Tanglin Club. Modernisation and
stiff competition from new laundromats forced a change
for him, and he eventually sought employment from the
Club, doing almost the same services he was doing as a
businessman and vendor.
Uncle Kwok had an interesting habit during his breaks:
in the blur of cars and pedestrians rushing to grab their
lunches before heading back to work, Uncle Kwok could
be seen walking at a comfortable pace towards DFS or
Far East Plaza on Scotts Road, in a simple white t-shirt,
and very sensible sunglasses, looking like a tourist, but
not quite. He was always unhurried, sure of his pace
and destination, but always taking the time to greet a
Member, or a fellow colleague on the way.
Perhaps he was thinking about his family. Unbeknownst
to many, he had his share of challenges raising a family
on a limited salary. Despite these challenges, he never
showed frustration or disappointment. As Club Member
Mr Peter Tan, who regularly has his breakfast with
friends at the Wheelhouse, said “Kwok is one of our
favourites. He had been with the Club for more than
20 years. I remember him from my youth. He had an
extra-ordinary life (and is an extra-ordinary example for
us) whereby he and his family looked after two of their
disabled children and funded his other sons to study
overseas. The Club is our “home away from home”.
Staff members like Kwok make it happen.”
In many ways, Uncle Kwok was a father-figure to many
of us. He wasn’t the type to lecture or cajole, nor was he
the type to give ‘life lessons’ based on his experiences.
He was the kind of father who instantly knew if you were
having a bad day, or was in need of something, and he
would do his best to provide. He was a father to us all.
We miss you, Uncle Kwok. Rest in peace.
If you knew Uncle Kwok, you knew a man who never
said an off-colour comment about anyone, who always
smiled and greeted you like he had not seen you for a
while (even though it was only yesterday), who was a
trustworthy cornerstone in a fast-paced world, and he
never rushed anything, and yet, completed his work on
time.

The Tanglin Club team was saddened by the passing of the Club’s
Despatch Clerk, Mr Azman bin Ismail, who passed away in early May after
battling cancer, at the age of 43. Azman joined the Club in September,
1997, and was well-liked by his peers, due to his friendly and trustworthy
personality. Azman was a very helpful colleague, often assisting other
departments in work that was not part of his usual duties. Azman was also
a music enthusiast, and was part of the Club staff’s informal band, and
regularly performed at Staff Dinner & Dances. He will be greatly missed.
The Club sends it condolences to Azman’s family and friends.

Discover the Old World with fine Italian wines, and indulge in an authentic and elegant 5-course
dinner specially prepared by guest Chef Domeni Cicconi. Chef Domenico grew up in the city of
San Benedetto del Tronto, which is located in the province of Ascoli Piceno, in the Marche region
of central Italy. His influences in the culinary arts stemmed from his younger days, where he
watched his mother develop her cooking career working in various hotels and restaurants. As a
tourist destination along the coast of the Adriatic Sea, San Benedetto del Tronto is notable for
its food and beverage industry.
Having graduated from Istituto Alberghiero Fazzini, Domenico was given the opportunity to work
with MotoGP as a private chef to famous Grand Prix motorcycle racers such as Valentino Rossie,
Max Biaggi, Roberto Locatelli, and Alex Hoffman. He has also spent a number of years working
with several firms providing professional catering services internationally. Through this, he has
garnered the experience and portfolio of working around the world, namely in Europe, the United
States, Australia, Japan, Malaysia, Indonesia, and now in Singapore. As the Executive Chef of
Ristorante Amarone, Domenico has also played a key role in recent culinary contributions during
both the Italian Film Festival in Singapore (2014), and the European Union Film Festival (2014).
Being receptive to other cultures and cuisines, Domenico has grown a fondness in educating
others in the art of traditional Italian cuisine. Through his culinary creations, he believes that
every dish is crafted like a unique painting, to savour and experience individually.

Mario Zocca—Managing Director and co-Founder of Italian Wine List Pte
Ltd—will be the guest Wine Speaker for the evening. Born and raised
in the beautiful town of Verona, Italy, Mario worked in the biomedical
industry before venturing full-time into the world of wine, and has

Hello, everybody! It’s mid-year and summer is almost upon us! The TANS games were played recently, and the
Section held its own in coming out tops with 5 points ahead of SSC with 3 points, and NUSS with 2 points and with
the American Club trailing with one point. However, this was not enough to help the Club secure a win overall, where
NUSS took the championship, and SSC piping us to second place. We look forward to next year’s challenge!

OUR NEW CARD ROOM
As you can see in the photograph, our Card Room has had a complete makeover. Fabric wall-panelling, new
carpeting and day and night curtains have helped tremendously in cutting down the noise level and additionally
giving the card room a rather elegant and refined appearance.
The bridge players are indeed so well pleased that finally their request for a comfortable and presentable room has
come to fruition, thanks to the GC and Management. Let’s hope that everyone would strive to maintain the smart
spanking look of the Card Room for a good number of years.

DARTS MONTHLY PRACTICES AND FRIENDLY MATCH WITH NUSS ON 11 APRIL 2015
Our Saturday darts practice gatherings provide the enjoyment of social interaction and friendly games amongst the
Section Members.
On one Saturday in April, darts games of High Score and Mickey Mouse were played by our Section Members.
Winners of the High Score were Heah Hock Heng, with partner Nancy Lum. For Mickey Mouse, the winning team was
William and Nancy Ee.
On 11 April, we met the NUSS Darts Team for a Friendly Match of nine games, consisting of Men’s Singles, Ladies
Singles, Men’s Doubles and Mixed Doubles. The overall games score was NUSS 7 to The Tanglin Club 2. The winners
of The Tanglin Club wins were MC Cheong for the Singles, and Denis Hardy with Khor Buck Chye for the Men’s
Doubles. It was a good display of skill and experience in action from both teams. After the matches, some Tanglin
Section Members were the recipients of coaching tips from Arthur and Helen from NUSS on technique and game
strategy. We reciprocated with a lunch some days later, to show our appreciation for their contributions to the
darting sport in The Tanglin Club.
We look forward to seeing all interested darters on Wednesdays and Saturdays for more darting fun and games.

150KM ANNUAL ROWING CHALLENGE
In conjunction with the Club’s 150 th Anniversary and
as part of training progression towards the 5 th Indoor
Triathlon held on 23 May, the 150km rowing challenge
held in February and March came to a close.
We have three winners: from left to right, Anand, Carl
and John! They completed the race in less than two
months, with a maximum allowed rowing period of 20
minutes per day.
We also would like to congratulate the other participants
for their enthusiasm and efforts.
INCORPORATING PILATES PRINCIPLES IN YOUR WORKOUT
Pilates is a mind-and-body training system that emphasize
mind-body integrity; that leads to a totally holistic
fitness regime. It changes the way we move and use our
body, and redresses imbalances, and alters movement
patterns, our body is brought back into balance.
The essence of Pilates is seen in the eight principles

Relaxation—Take time to relax and release unwanted
tension from your body before your workout. But that
doesn’t mean that you should have a half hour ‘nap’
before the session! By releasing tension from the muscle,
your movement patterns become more natural.
Centering—The core is the basis of our posture and the
way we move through space. So, don’t forget to include
core exercise to your workout!
Co-ordination—This process is a fabulous mental and
physical training, because it stimulates the two-way
communication between the brain and the muscles. This
is real mind-body training. Don’t hesitate, add them into
your workout by doing crawl example.
Flowing Movements—Pilates is all about natural
movement performed correctly, gracefully and with
control. Start including some Pilates exercises to your
workout.
Stamina—Consistency is the key here, so be patient. And
don’t forget, strength and flexibility and cardiovascular
fitness equals to total fitness.
Finally, don’t take this on faith. You have to try it for
yourself to experience it!
Concentration—Focus your mind on each and every
movement you make. Know what you doing and how
you are doing it. Although the movement may become
automatic with time, there is always a further level of
awareness to reach!
Alignment—If we are going to restore muscle balance in
the body, then we must have the right alignment while
we exercise. It also prevents joint injuries.
Breathing—In order for the body to receive enough
oxygen while exercising, we must breathe efficiently.
Breathe wide and full into your back and sides; it will
maximize oxygen intake to the lungs.

SWINGING SIXTIES!
The Churchill Room was fully booked, with 133 Members
and guests on 9 May, at the Swinging Sixties event,
when we had a special performance by two girls, Eileen
Tan, aged 12 years, and Rosemary Oxley, aged 14 years,
from the Cerebral Palsy Alliance Singapore (CPAS),
formerly known as the Spastic Children’s Association
of Singapore. Despite their condition, the girls sang
two songs beautifully—Let It Be, and If We Hold On
Together—which were to opening songs for the event.
It was also a pleasant surprise, when a couple amongst
our guests, and two couples from our Dance Section,
made a personal donation to CPAS. This was unexpected,
and very touching. The Dance Section’s Sub-Committee,
on behalf of CPAS, expressed their grateful thanks to
these three couples, for their kind and generous gesture,
which amounted to a total of more than S$10,000. The
couples, however, wanted to remain anonymous, so
we are not naming them. The day was also the eve of
Mother’s Day, so carnations were given to all mothers,
mothers-to-be, grandmothers, and godmothers, in the
Churchill Room.
Dancers from Louis & Catherine from the Louis &
Catherine Dance Studio brought back memories of
dances from the 1960s. As always at our dance events,
participants dressed for the occasion, and did not
disappoint. The best-dressed were four ladies and a
gentleman, who went home with their prizes for making
the effort, and looking absolutely smashing. With good
food and service, and our resident band, Locomotion,
providing the right dance music from the 60s, everyone
had a swinging good time!

THE TANGLIN CLUB’S 150 TH ANNIVERSARY CHARITY GOLF TOURNAMENT
On 13th May 2015 history was made as the golf section
celebrated The Club’s 150th Anniversary by holding
a charity golf tournament in aid of Special Olympics
Singapore. 100 players made up from both members

The course was in perfect condition with immaculate
fairways and testing greens. The competition was split
into a men’s and a ladies division with the men teeing

was based on stableford points, and following a rigorous
check on handicaps, an instruction to swap scorecards,
and as a testament to the honesty of the field, only the

TANGLIN INTERCLUB PAIRS LEAGUE 2015
The Lawn Bowls green at the S&R Complex was the
venue of intense competition between 12 participating
teams during the Tanglin Inter-Club Pairs League, which
was played every Wednesday at 6.30pm. The change in
weather affected the games—going from hot and dry in
January and February, to hot and humid with intermittent
rain in March and April.

clear with an air of calm, but with a dull sensation from
the lack of wind. However, as the evening progressed,

flooded, but we decided to wait it out. An hour later, the

thought we could begin playing, the heavens opened up
again. This was too much for the Convenor, who decided

DOUBLES COMPETITION

attended the 25 th RBSC International Squash Doubles
competition for the Chiang Mai Cup held over three days
from the 1 to the 3 May. The event was preceded with
a singles squash friendly event hosted by the British
Club in Bangkok on the Thursday evening. The Tanglin
Club managed to put a team of 12 together to play over

We had a new-comer to the Section: fresh-faced bowling enthusiast, Brenden Gibben. Brenden, who hails from
Glasgow, and has been living in Singapore for three years, has a powerful bowling hand, and we were very pleased
that he had joined us. Josephine Chia, who prefers to be called Phine, introduced Brenden to a new local terminology:
longkang and explained that the word is commonly used when the bowling bowl runs into the gutter. Josephine
proclaimed herself the Queen of Longkang, and gained a lot of laughter from the rest of the group. Indeed, it was
a light-hearted and jolly evening.

QUADS WE GO!
By the time you read this, the new Tennis SubCommittee will be in place. It has been a trying, yet
fulfilling year, with the number of different projects,
tournaments and events going on. I want to extend my
thanks to everyone who served on the Sub-Committee
the past year. It really has been a year of sacrifice.
Anyway, this isn’t going to be the platform for me to
review what we’ve done the past year. That was done
at the Tennis AGM on 23rd May. So, to end the year on
a happy note, I’ll talk about the quadrangular we had
in April, and on the capital expenditure we’re planning.
To the quads we go! I’ll use quads, even though
only three teams took part this year (we had a late
withdrawal). And we were CHAMPIONS! We beat Keppel
Club, and the Singapore Swimming Club over two days
in a best-of-seven round robin event. Tanglin also won
the individual trophies for the Mixed Doubles + 98,
Women’s Open, Women’s over 45s, and Men’s Over 50s
categories. Congratulations!
Over the next few weeks or months, we could possibly
see some work done to Tangles and to the area outside
Court 5, as per our approved Capex request. The Tennis
Sub-Committee intends to work closely with the General
Manager and the incoming GC on the projects.

As part of our 150th Anniversary Celebrations, The Stage Club brought us back to the 19th century with their rendition
of the Old Time Music Hall. Prior to the show, a cocktail at the Tea Room with the Hendrick’s Gin bathtub on display
definitely embellished the atmosphere for the night. The crowd was entertained by popular songs like “Taylor the Latte
Boy” and “The Old Bull and Bush”. The show became much interactive when Members expressly sang along with the
performers. Back to the good old times, some may say.

MOTHER’S DAY
On Mother’s Day at The Tanglin Club, Violin Stars from
the Mandeville Conservatory of Music performed a
repertoire of popular music pieces for the crowd at the
brunch session. The little ones were not only active and
hyper off-stage, they also brought life to the music which
they played, dancing and moving along as the melody

MEET-THE-AUTHORS
Authors, Mr. Richard Borsuk and his wife, Ms. Nancy Chng, gave an interesting and informative talk on their book ‘Liem
Sioe Liong’s Salim Group: The Business Pillar of Suharto’s Indonesia’.
The book tells the fascinating story of Liem Sioe Liong, who in 1938 arrived in colonial Java as a penniless migrant
from southern China and later became the founder of Indonesia’s largest non-government conglomerate, known as
the Salim Group, and his close ties to President Suharto.
Mr. Borsuk and Ms. Chng, journalists who lived in Jakarta from 1987 to 1998, talked about the Salim Story in the
Suharto period and beyond. It was an engaging session with the audience and authors interacting with enthusiasm.
