INVESTMENT
As everyone is well aware, the global economy has struggled for growth since the
onset of recession brought about by the banking crisis of 2008. As I write this,
however, there are signs that the worst may be over.
Not all parts of the world were affected equally by the recession but many
economies that were, including the UK, are returning to growth. The International
Monetary Fund has upgraded its growth forecasts for the UK by more than any
other advanced economy. Britain is now expected to outpace many of its European
peers in terms of growth for the next five years.
As a trading nation this growth will translate directly into greater volumes of
imports and exports. And as the Port of Britain, Felixstowe has a vital role to play
in facilitating this growth.
Throughout the last six years Hutchison Port Holdings has continued to invest in
new facilities at the country’s largest, and most important, container port. This
period saw the opening of Berths 8&9, the only facility in the UK to have handled
any of the latest generation of 18,000 TEU container vessels.
In 2013 we opened the port’s third rail terminal; the new North Rail Terminal.
Doubling rail capacity at the port, the new terminal extends still further the already
significant advantage Felixstowe has in being able to offer its customers the
greatest range of sustainable transport options.
The improvements to the port’s rail facilities are being matched by upgrades to the
national rail network, the latest being the new Ipswich Chord which increases the
efficiency with which freight trains can travel to and from key inland destinations.
We already offer more rail services than any other port and the port’s 31st daily
service will commence soon.
It is not just the port’s rail connections that are being upgraded. The UK
Government has confirmed a major toll-free investment to improve traffic flow
on the A14 which connects Felixstowe with the heart of the country.
Our own investment plans also continue unabated. In 2014 we will be extending
the quay at Berth 9 to give greater flexibility for the very largest vessels and,
beyond that, we will be improving still further the facilities for warehousing and
logistics services on the port.
Felixstowe’s position as the Port of Britain has been built upon a long record of
delivering on our customers’ real needs. That remains the key focus of our attention
and will continue to drive all that we do throughout 2014 and beyond.

1875
1951
1972
The Company was founded by Colonel George
Tomline, a prominent local landowner. Business
commenced under the name of ‘The Felixstowe
Railway and Pier Company’.
The port was acquired by Mr. Gordon Parker, an
agricultural merchant. New warehouses were erected
for copra, wheat, maize and sugar. RN oil tanks were
leased for the storage of linseed, ground-nut and
palm oils.
Work began on a further extension of Landguard
Container Terminal. Work also commenced on the
development of facilities in the north of the port.
1953
The 700 feet extension of Landguard Container
Terminal was completed, and another Paceco crane
was added (now a total of three cranes in operation).
During May, the Southern bypass was completed,
diverting Dock traffic from the town of Felixstowe.
During November, the Freightliner Terminal opened,
and No.3 ro-ro Bridge on the Northern Development
became operational.
1877
The first F. R. & P. Co. passenger train ran from
Westerfield to Felixstowe, but in 1879 this line was
transferred to the Great Eastern Railway.
1879
The port suffered a severe set-back, when the
disastrous East coast floods swept over the entire
Dock area, causing extensive damage, and destroying
the two wooden piers at the basin entrance.
The company title was changed to the ‘Felixstowe
Railway and Dock Company’, and powers were given
to construct a dock, warehouses and rail sidings.
Later in the same year, the company title was again
changed, to the ‘Felixstowe Dock and Railway
Company’, as it is today.
1959
1882
Felixstowe Tank Developments Ltd. was formed.
More tanks were added.
Work commenced on the new East Quay. Bulk grain
and liquid tanks were added.
1974
1961
The first passenger service, operated by Townsend
Thoresen, commenced out of Felixstowe, with a
twice-daily service to Zeebrugge.
Work commenced on the Dock Basin.
1886
The Dock was opened for trade, and the first
commercial vessel entered on 7th April.
1889
Colonel Tomline died. The Dock was left to Captain
Ernest Pretyman.
1904
A flour mill and grain storage silo were built on the
north side of the Basin.
1914-18
The port was requisitioned as a Royal Navy Destroyer
and Mine-sweeper Base.
1939-45
The port was requisitioned as a Royal Navy MTB and
Air Sea Rescue Base.

Two million cubic feet of warehousing were added.
The Felixstowe Cold Store was opened.
1964
The Oil Jetty was constructed, extending 1,100 feet
into the waters of Harwich Harbour.
1965
No.1 ro-ro berth was completed, and made available at
all states of the tide.
1966
1975
No.4 ro-ro Bridge on the Northern Development was
opened on 10th February. During April, the first
Tor passenger service commenced to Gothenburg.
1976
The company was taken over by European Ferries
Limited.
1978
A purpose-built passenger and freight terminal
opened for Townsend Thoresen.
1979
Building work commenced on Landguard Container
Terminal.
Work began on the expansion in the north of the port,
which was to double the port’s container handling
capacity to approximately 500,000 containers.
1967-68
1980
The first 500 feet of Landguard Container Terminal,
together with one Paceco Vickers Portainer Crane,
was completed and in use by 1st July. By March 1968,
the remainder of the new container quay (a further
800 feet) had been completed, including one extra
Paceco crane, and ro-ro berth (No.2 ro-ro).
In addition, 13 acres of land had been reclaimed.
With 252,802 containers handled in 1980, Felixstowe
became the largest container port in
the United Kingdom.
1981
1991
2002
In April, the two new terminals, Dooley and Walton,
became operational, Walton Container Terminal
being a separately operated company, a subsidiary of
the Orient Overseas Container Line in the C.H.
Tung Group.
In August, 75% of the port was acquired by the
Hutchison Whampoa Group, Hong Kong.
The separately- operated container-handling facility,
Walton Container Terminal (owned by Orient
Overseas Holdings Limited), amalgamated with Trinity
Terminal (75% of Port of Felixstowe owned by
Hutchison Whampoa Limited, 25% by Orient
Overseas Holdings Limited).
Approval was given, following a Public Inquiry in May,
for the Trinity III.2 extension. Plans of intent were
announced for the reconfiguration of the southern part
of the port.
1982
Work commenced on a second Railfreight Terminal at
the port to serve Dooley and Walton Terminals.
1984
Felixstowe became the first seaport in the UK to
introduce computerised Customs’ clearance.
1985
During 1985, a new Private Bill began its progress
through Parliament. This was completed in May
1988. It secured a further 220 acres on the northern
bank of Harwich Harbour and the Orwell Estuary for
future expansion requirements. Work commenced on
Trinity Container Terminal (Phase I).
1993
Dredging work to deepen the main channel to a
minimum depth of 12.5 metres started. A new
warehouse for Forest Products was completed (94
Shed), giving the port just over one million square
feet of warehousing.
1994
Hutchison Whampoa purchased the remaining 25% of
the port from OOHL, giving Hutchison 100%
ownership of the Port. The port was given the goahead to undertake a new 630-metre expansion of
Trinity Terminal (Trinity III). The A14 dual carriageway
right from the port’s entrance, linking up with the
M1/M6 junction, was completed and opened
2006
In February approval was given, following a Public
Inquiry in 2004, for the Felixstowe South
Reconfiguration scheme. The scheme provides a quay
length of 1350m, refurbishment and extension of the
existing Landguard container park and a new north rail
terminal.
2008
Costain was appointed in May as the main contractor
for the Felixstowe South project and, following a major
demolition programme, the start of construction was
marked with a ceremony held on 1st September.
2011
3rd April – Trinity III was officially opened by their Royal
Highnesses, Prince and Princess Michael of
Kent. The port handled its two millionth TEU for 1996
on 30th December.
The port celebrated the 125th anniversary of the first
commercial vessel working at the port. September
28th saw the official opening of Berths 8&9, phase 1
of the new deep-water facility comprising 730m of
quay with a depth alongside of -16m below chart
datum and seven ship-to-shore cranes from ZPMC.
HRH Princess Anne loaded the inaugural box on to the
vessel MSC Esti. Upgrades to the Dockspur
Roundabout and Copdock Interchanges were
completed.
1997
2013
The port was acquired by the P&0 Group. Felixstowe
became the first port in the UK to handle over one
million TEUs in one year.
In May, fire destroyed the original Dock Office, which
dated back to 1888. In December, for the first time
ever, the Port handled 200,000 containers on the Rail
Terminal in one year.
1988
1998
At the end of this year, construction work began on a
£50 million project to double the size of Trinity
Container Terminal.
Hutchison acquired Thamesport on the Isle of Grain,
and Harwich International Port, formerly known as
Parkeston Quay. The North Rail Terminal was extended
by 56 metres and upgraded. The main navigational
approach channel was dredged from -12.5m below
Chart Datum to -14.5m.
The opening of a further nine rail tracks was carried
out in June by HRH the Duke of York doubling the
port’s rail capacity. The new North Rail Terminal allows
30 x 60ft wagon sets to work on a single track.
(The previous North Rail Terminal was renamed as the
Central Rail Terminal). In October the port worked the
world’s largest container ship, the Majestic Maersk,
on her maiden voyage with a capacity of 18,000teu.
1986
Phase I of the development became operational in
January. This provided the port with 550 metres of
quay, and 24 hectares of back-up storage space. A
depth of water alongside of 13.4 metres also
provided Felixstowe with the ability to handle the
largest container vessels in the world. On 7th April,
the port celebrated 100 years as a working port.

Felixstowe is proud to be The Port of Britain, strategically located to serve the
import/export needs of the entire country. Carriers, retailers and manufacturers as
well as businesses across the logistics sector have flourished and grown thanks
to the Port of Felixstowe’s flexibility and ‘can-do’ approach. In 2013, a year of flat
volumes for the UK, container volumes through the Port of Felixstowe showed a
significant increase, to finish ahead of 2012 – a huge achievement in a
recessionary market.
What do the world’s shipping lines look for in a port? Deep water, state-of-the-art
berths, the largest ship-to-shore cranes and the latest yard handling equipment?
Yes, of course, all of these – but that’s only half the picture.
Service, flexibility, experience, economies of scale and an unstoppable
commitment to investment, efficiency and improvement – all of these have been
vital in establishing and reinforcing Felixstowe as THE Port of Britain and the
country’s most important hub for shipping, logistics and transport services.
It’s that strength and depth which makes the picture complete, and it’s that
strength and depth that make Felixstowe the port of choice for more than 30 major
shipping lines, offering more than 90 services and covering nearly 400 ports
around the world.

Felixstowe is far and away the largest container port in the UK by volume, and huge
investment has continued to keep it way ahead of the competition and driving
market leadership.
In 2011, the port took another massive step forward with the opening of Berths
8&9, providing the deepest quays and largest ship-to-shore cranes in the UK.
Now plans for a 190-metre extension, equipped with three more cranes, are in
hand and shall again be delivered ahead of the next influx of ultra large container
ships into the world fleet.
In 2013, the port’s new North Rail Terminal was opened, more than doubling
Felixstowe’s rail capacity at a time when rail freight services are more in demand
than ever before. Rail is a key differentiator here – it’s worth emphasising that
Felixstowe would rank as the UK’s third biggest container port based on its rail
throughput alone.
The opening of the North Rail Terminal enabled the introduction of a 30th daily rail
freight service to and from the port. But its impact has been far wider, enabling the
port to handle 30 wagon trains as standard, providing extra capacity and more costeffective options for both rail freight operators and users. But again, Felixstowe
does not stand still. The construction by Network Rail of the Ipswich Chord will
make a significant difference for freight trains heading to and from the Port of
Felixstowe. Due to open in the first part of 2014, this new 1.4 km stretch of track
will cut as much as an hour off the journey for freight trains, while also allowing
more and longer trains to run directly to the Midlands. The 31st daily freight service
to and from the port will be introduced immediately after the completion of this link
with further services also to be introduced within the year.
Add coastal shipping and Felixstowe’s thriving roll-on/roll-off services into the mix
and, together with the vast spread of deepsea and shortsea locations served from
Felixstowe, it’s easy to see the advantages of critical mass and choice that the
port provides.
Rail, road or sea, there are opportunities to triangulate and significantly reduce
empty road miles, create backhaul opportunities for rail or feeder, re-use empty
containers and take financial and environmental costs out of the supply chain.
All of that is backed by substantial availability for portcentric logistics solutions,
including a major redevelopment of brownfield land within the port for warehousing
and distribution activities, underway and due to commence in 2016.
Scale, efficiency, strong networks and leading the field – Felixstowe is already
delivering. With an unwavering commitment to further investment, Felixstowe will
remain The Port of Britain.

PORT
The Port of Felixstowe is the UK’s busiest container port and one of the largest in
Europe. Operating a dedicated container terminal which handles nearly 4 million
TEUs (Twenty-foot Equivalent Units) a year. Over 40% of the UK’s import and
export trade passes through the Port of Felixstowe, and its road and rail
connections link it to the country’s major markets, providing customers with a
productive, consistent and quality service.
As such, the port plays a pivotal role in keeping UK trade moving with around 3,000
ships passing through its terminals each year – including the very largest container
ships afloat today. Approximately 30 shipping lines operate from Felixstowe,
offering over 90 services, and covering some 400 ports around the world.
Importantly, the port provides some of the deepest water close to the open
sea of any European port.

The port operates 24 hours a day, seven days a week. It takes a workforce of
almost 2,500 to ensure that the port’s day-to-day operations run smoothly, the
highly trained staff are vital to its ongoing success. The port boasts teams of
dedicated people, skilled in roles ranging from plant driving, systems development,
planning, mechanical and electronic engineering, rail operations, yard control and
stevedoring, all are committed to servicing the demands of the world’s largest
container vessels in a consistently professional manner.
The implementation and continued development of real-time crane work
programmes and park management/control systems have brought significant
efficiencies in container park control and quayside productivity. These advances,
together with the considerable commitment the port has made in purchasing new
plant, serve to ensure that the port’s container terminals continue to provide
customers with a quality and productive service.

TRINITY
TERMINAL
The initial phase of Trinity Terminal opened in 1986, with subsequent phases
opening in 1990, 1996 and finally in 2004. In 2007 the port completed the Trinity
Fork Park development. This is the final phase of development within Trinity
Terminal. Over the years, Trinity Terminal has built up an enviable reputation
as one of the most efficient and high-tech container terminals in Europe.
Trinity Terminal continues to remain the largest container handling facility in the UK,
and has one of Europe’s longest continuous quays, at 2,354 metres. The terminal
has seven deep-water berths, varying in depth from 11.6 metres to 15 metres
alongside.
The terminal is serviced by 27 ship-to-shore gantry cranes, 16 ultra post-Panamax,
9 post-Panamax and 2 Panamax – 10 ultra post-Panamax cranes manufactured by
Zhenhua Port Machinery Company (ZPMC) in Shanghai, are amongst the largest at
the port, with an outreach of 22- containers wide, and are equipped with twin lift
capability and heavy lift capacity of 85 tonnes.
With sufficient deep-water and some of the world’s largest container cranes,
Trinity Terminal is able to accommodate the very latest generation of container
ships – a position unrivalled by any other UK port. The total developed area of Trinity
Terminal stands at 136.7 hectares, with an ultimate capacity to handle four million
TEUs per annum.
The container storage area is served by a fleet of 74 rubber-tyred gantry cranes,
with a stacking capacity of 90,000 TEUs. The port invested heavily in an additional
container storage area to accommodate the increase in empty container volumes
through the port. This empties park, covering 13.6 hectares, has the ability to store
up to 18,000 TEUs, and means that the port is able to consolidate a significant
proportion of empty containers in one dedicated area at the back of the terminal.
Trinity Terminal is the UK’s leading port for the transportation of refrigerated goods,
and is equipped with 1600 reefer points to supply power to refrigerated containers.
In addition Trinity Terminal provides specialist cargo handling capability, utilising its
highly skilled workforce with many years of experience and using specialist lifting
equipment designed to handle the more complicated heavy project and break
bulk cargos.
Non-unitised cargoes can be loaded and unloaded from and to container vessels
alongside the standard container operations.

The Port of Felixstowe has been at the forefront of the container industry for over
40 years and the development of Berths 8&9 – the first phase of the Felixstowe
South development – will secure its position long into the future.
With an outreach of 62 metres, they are capable of handling container ships with
24 containers wide on deck. Each crane weighs approximately 2,000 tonnes and is
able to lift two containers simultaneously, up to a total of 70 tonnes.
When complete, the entire development will provide 1,285 metres of quay, and
with a depth of water alongside of 18 metres below chart datum, it is designed to
accommodate future generations of container ships. The first phase, opened in
2011, consists of 730 metres of quay, initially dredged to 16 metres depth;
enough to handle all existing container ships.
The container storage yard for the new facility has been enlarged by the reclamation
of 28 hectares of river bed and, in Phase 1, has a capacity of 22,000 TEU.
As well as having a greater depth than any other UK container terminal, Berths 8&9
are equipped with the largest cranes of their type anywhere in the world.
The first phase of the development is equipped with 22 rubber-tyred gantry cranes
(RTGs). Designed to the latest standards, these Eco-RTGs have significantly lower
emission levels than standard machines, and help make Berths 8&9 the lowestcarbon container terminal in the UK.

The Port of Felixstowe is the multi-modal leader, offering the best connectivity
for Britain’s real distribution needs.
Rail operations are viewed as having a key role in the future at the Port of
Felixstowe, providing an intrinsic part of the Container Division’s customer service
activities, creating critically needed, environmentally friendly logistical links to the
core UK industrial hinterland markets. Rail services are provided to the shipping
lines and other port users, offering the most comprehensive inland rail destination
portfolio of any UK port.
The Port of Felixstowe owns and operates three intermodal rail terminals, two
adjacent to Trinity deep water quays (Central & North) and the other in close
proximity to the port’s newest deep water container facility, berths 8&9 (South
Terminal). Together these terminals provide an annual handling capacity in excess
of 1m TEU. All the rail terminals are multi-user facilities offering open access to
freight operating companies.
Since 2002 the port has realised a 100% increase in rail throughput and is Britain’s
largest container rail terminal with record breaking thoughput. During 2013 almost
12,000 containers were handled in one single week and the port now regularly
handles around 11,500 rail containers each and every week. Rail volumes currently
represent around 28% of the port’s UK domestic throughput and continue to grow
strongly at around 7% per annum, demonstrating that rail is a credible alternative
to road haulage.
The port provides 60 services to and from Felixstowe each day operated by
Freightliner Ltd, GB Railfreight Ltd and DB Schenker Ltd. These trains link
Felixstowe with the major markets of the UK, providing direct connections to
Glasgow, Manchester, Liverpool, Leeds, Cleveland, Birmingham, Doncaster, Tilbury,
Selby, Hams Hall, Wakefield, Ditton (Widnes), Scunthorpe and Bristol. There are
indirect connections with a broad range of customers’ depots through onward
transportation from these inland terminals.

CONTAINER OPERATIONS RAIL SERVICES
All the rail terminals operate on a two-shift/24-hour basis, from 0700hrs on
Monday to 1900hrs on Saturday. The Terminals can also be operated in between
these scheduled times, based upon demand and operational need. The port owns
and maintains approximately six miles of rail track, incorporating sidings, cross-port
track and a branch line linking the North and Central terminals to neighbouring

The port is firmly committed to further increase the share of freight transported by
rail and has supported this objective by continuing to make significant investments
in recent years to achieve this aim. These investments include, the installation of
new rail mounted gantries, the creation of the Creek Sidings providing a remote
holding area thereby creating additional terminal capacity at the South and most
recently the construction of the new £38m North Terminal, which opened during
2013 and is capable of handling 30+ wagon trains as standard.
The port continues to work hard with rail stakeholders and partners developing
closer working relationship with organisations such as Network Rail to provide
improved service integrity and productivity. Most recently HPUK has progressed
system development, introducing a dedicated and state-of-the-art control and
monitoring system at the port’s rail terminals.
Rail logistic solutions removes more than 500,000 lorry movements from the
country’s busy road network each year which obviously helps reduce the demand
on the UK’s road infrastructure and at the same time reduces carbon emissions.

HAULAGE OPERATIONS
Vehicle Booking System (VBS)
At Your Service
A few years ago, afternoon road congestion was an almost daily occurrence around
the port and 40% of the trucks handled daily were arriving within a six-hour period.
This lead to long queues and consequent delays for the local community. The Port
of Felixstowe’s Vehicle Booking System (VBS), introduced in 2007, has been a major
success in managing the arrival patterns of the haulage industry and influencing
peak time congestion.
Calling at a port for the first time can be a daunting experience for a truck driver –
but there is help at hand. More than 20 staff in the port’s Customer Service
Department provide help and information to shipping lines, agents, hauliers
and others.
VBS, a high-spec internet-based booking system, is mandatory for all hauliers
collecting or delivering containers. It also provides a method to ensure that each
haulier has the correct information before making their journey to the port, in order
to achieve a ‘right first time’ transaction at the gate complexes.
Eliminating the Paper Chase
Faster, more streamlined processes; less waiting; less paperwork; the port has
completed a series of projects to achieve faster processing times of all hauliers.
In new system solutions now deployed at both the in and the out-gates, a timeconsuming two stage process has been replaced by a streamlined process with
port operatives using handheld devices and truck drivers using touch screen
consoles. The system enables the hauliers to perform identity checks and enter
VBS and vehicle registration numbers at the in-gate consoles, and inspect and
confirm the status of each container being collected from the port, updating the
port community system (Destin8) in real-time. Automatic number plate recognition
technology has also been introduced, for added security, and intuitive self-service
consoles for the processing of collections only have been introduced at the
in-gate complexes.

Road Haulage Identity System (RHIDES)
The port introduced its RHIDES initiative in 2006, in response to the requirements
of the International Ship and Port Facility Security (ISPS) Code.
These changes have led to a significant reduction in paperwork. Where a Unit
Load Note historically required five sheets of A4 to be printed for each container,
today a single job slip is all that is required.
Drivers must have a RHIDES card to gain access to Felixstowe’s container
terminals to exchange containers. There is no charge for a RHIDES card, and the
system does not increase the time taken to process drivers. Chip card technology
stores the driver’s name and a hand-scan.
These important changes in container terminal operations have only been possible
because of the close and positive cooperation that exists between the port, the
Felixstowe Port Users’ Association, customers and hauliers.
The system also offers an additional layer of security and deterrent to theft.
The cards can now also be used as a more secure method of releasing import
containers to authorised drivers or companies.
The culmination of these projects led to the port receiving the 2012 award for
Excellence in Information Management from the Chartered Institute of Logistics
and Transport (CILT).

EXAMINATION FACILITIES

Container Freight Station
The port operates a 6,000m2 Container Freight Station (CFS), located on Trinity
Terminal. As well as providing extensive container stripping and stuffing services,
the CFS also offers modern, state-of-the-art Border Inspection Post (BIP) facilities.
It facilitates the examination of cargoes by Port Health, UKBF, Special Branch &
AVCIS, Forestry Commission, Plant Health and Seeds Inspectorate, Horticultural
Marketing Inspectorate and Trading Standards.
The port has committed substantial investment in the creation of two BIP areas and
reefer gantries to support the two areas – the Temperature Controlled Examination
Facility (TCEF) and the Ambient Temperature Examination Facility (ATEF). These
facilities comfortably exceed the EU guidelines for BIPs.
The BIP areas provide Suffolk Coastal District Council’s Port Health Authority –
whose offices are on the port – with the means to carry out their duties and
examinations within a clean, contained environment. The port works closely with
Port Health, and signed a ‘Memorandum of Agreement’ with the authority in
September 2005, which commits both parties to a set of objectives for the timely
and efficient inspection of containers at the port.
The examination area also provides the presentation of containers to a state-of-theart X-Ray scanning machine based permanently on the port and controlled by UKBF.
The TCEF
The examinations presented in the Temperature Controlled Examination Facility are
usually for products of animal origin. These examinations are predominantly called
for by the Port Health Authority. This examination facility is divided into two
inspection areas. The first of these is a five-bay facility, which is used to examine
cargoes for human consumption, largely fish and chicken. The remaining facility has
two bays, and is for the inspection of cargoes not for human consumption, such as
fishmeal and pet food. To avoid contamination, the two areas in the TCEF are
completely segregated, with each area having its own equipment.
The ATEF
The port has built a designated Ambient Temperature Examination Facility within a
large warehouse, known as 70 Shed. The ATEF is split into two areas – one for the
examination of products of animal origin, such as canned tuna, gelatine and corned
beef, and the other for the examination of foodstuffs not of animal origin, such as
nuts and fruit. For hygiene purposes, the two areas and all the equipment used are
kept completely separate.
Daily planning for the whole area, in conjunction with governing bodies needs,
ensures swift turnaround time for containers requiring examination.

BREAK-BULK, CONSOLIDATION
AND HEAVY LIFTING SERVICES
Not everything can be conveniently shipped in a container. That’s why, as a core
aspect of logistics solutions, the port offers customers a specialised cargo
service to handle break-bulk and out of gauge cargo. A dedicated team work
closely with heavy lift specialists, charterers and non-container lines looking to use
Felixstowe for multiple or one-off shipments.
Continued investment in new lifting equipment and a dedicated specialist cargo
team trained in lifting, lashing and securing loads, enabling the port to carefully plan
and deliver a bespoke service in line with customer requirements. Whether a
consignment is arriving at the port already lashed and loaded on a flat rack, or in
need of lifting, lashing and securing on-site or on-vessel, it will be handled with the
same professionalism as the core container operation.
The ship-to-shore cranes on berths 8&9 have additional heavy lifting capacity of up
to 100 tonnes. This, together with the specialist equipment listed below, enables
the Port of Felixstowe to offer customers a competitive advantage in break-bulk
heavy lift service provision.
Specialist Equipment
A new Ramshorn gives the port capability to lift up to 100 tonnes –
depending on load, outreach and berth.
■ An investment in nylon webbing slings has helped reduce the overall tare
weight of the lifting rig and increase overall lifting capacity.
■ New MAFI rail cars, with a safe working limit of 100 tonnes, enables a full
handling service, including through store and transporting the load to and
from the vessels.
■ Specially designed 9 meter lifting beams enable the port to lift yachts and other
pleasure craft up 28 meters long.

FACILITIES
The current economic climate and its impact within the supply chain has reiterated
the importance for the Port of Felixstowe to remain at the forefront of new
methods of satisfying the changing distribution needs of importers, manufacturers
and retailers across the UK.
The Port of Felixstowe Warehouse Division provides customer personalised on-site
container transport solutions. Containers can be repositioned overnight, avoiding
peak times at the container terminal, whilst also allowing for the delivery of these
to a customer’s site during operationally quiet times.
Ports are increasingly being viewed as supply chain ‘nodes’ where the seamless
integration of carrier services with downstream logistics is the key. Whether
consignments are routed by road or by rail, Felixstowe has always been at the
forefront in providing a range of options aimed at the shipper and cargo owner.
Demand for these services continues to increase as the port engages with its
stakeholders to facilitate the through passage of goods to and from the hinterland.
This in turn enhances the customer’s opportunity to achieve its optimal operational
capabilities, by reducing the impact of container movements on their operations
and also providing containers ready for first thing in the morning.
The Port of Felixstowe concentrates on supply-chain solutions at the very point of
landing in the EU. Leveraging the advantages of a port location, offering devanning,
consolidation and bonding all within the security of a policed complex, Hutchison’s
ports continue to work closely with both the Shipper and Consignee.
By challenging the ‘traditional model’ whole sections of the supply chain have
been removed and with them, expensive and wasteful practices. Early visibility,
fast tracking, elimination of demurrage and the driving down of inventory levels are
just a few of the advantages to be realised from the services on offer. Multi-modal
capabilities for break-bulk cargoes are also available including inbound rail
distribution and next-day continental European deliveries by trailer direct from
the port facilities.
All of the on-port warehousing is now assigned to the provision of managed
logistics services with tens of thousands of containers each year now routed
internally for devanning, palletisation, labelling, conditioning, picking and packing
for onward distribution.

The Port of Felixstowe provides over 70,000 square metres of warehousing located
within the HM Revenue and Customs wharf-approved area, providing the cargo
owner with the unique opportunity to benefit from importing containers that would
otherwise be overweight for travel on UK roads. 2009 also saw the development of
on-port temperature-controlled consignment handling services in a collaboration
between the port and Seafast Celsius Ltd.
This new port-centric solution now offers a range of services to carriers, importers
and cargo owners of cold chain consignments all seeking to reduce their supply
chain costs and improve their overall efficiency.

DFDS Seaways in Felixstowe operates ro-ro services
on the Organisations Rotterdam route, and provides
one of the most efficient and convenient ferry options
for International Transport Operators.
With three daily sailings during the week in each
direction, the service provides fast and reliable North
Sea transits with scheduled arrivals and departures.
RO-RO OPERATIONS
DOOLEY
TERMINAL
Ro-ro cargo operations continue to form an integral part of the daily activities
of the Port of Felixstowe.
These activities are centred on ro-ro berths 3 and 4. These two berths form the
ro-ro component of Dooley Terminal which provides common-user ro-ro capacity,
with lock-free access, rapid mooring/un-mooring, 650 trailer parking slots, and
secure ISPS compliant terminal facilities, including a high standard of surfacing and
security fencing and sophisticated camera systems for the recording of cargo
condition through the gatehouse complex.
Berth 3 has a 174m quay, with a minimum depth alongside of 7.3m and
incorporates an elevating, dual lane, ro-ro bridge 43.6m long, 9.1m wide with an
end width of 17m and load capacity of 120 tonnes. The berth can be accessed at
all states of the tides by bow and stern loading vessels up to 146m in length
with a beam of 24.4m.
Berth 4 provides deep-sea, ro-ro and container handling facilities. It has a 246.5m
quay equipped with a 140 tonne capacity; double width, elevating ro-ro bridge with
a minimum depth alongside of 9.75m.
Ro-ro operations are predominantly focused on providing a high level of service and
commitment to DFDS Seaways, on their three vessel service providing 15 sailings
weekly to Vlaardingen in the Netherlands.
It offers a daily capacity in excess of 900
unaccompanied 13.6m trailer slots, along with some
limited driver space on modern fast vessels.
Felixstowe and Rotterdam terminals offer a complete
service package with excellent dockside facilities,
including groupage handling and consolidation, trailer
maintenance and repair services, as well as on quay
diesel fueling for refrigerated vehicles.
DFDS Seaways operates a video gate check system
in both Rotterdam and Felixstowe, which allows for a
watertight method for the check of all vehicles for
possible damage on arrival or departure from both
terminals.

The three vessels currently operating on this route are the Flandria Seaways,
purpose built and developed for the Felixstowe – Vlaardingen route, capable of
carrying 121 trailers with a high reefer component, and the Britannia Seaways and
Suecia Seaways, both capable of carrying 177 trailers each.
Introduced in 2013, the terminal is serviced by an auto-gate system providing
self-service for drivers booking into and out of the terminal. With a dedicated driver
services lane for dangerous goods and other extraordinary cargo, these portals
have more than doubled the gate handling capacity with four in-gate lanes and two
out-gates, significantly reducing traffic congestion, as well as queuing and waiting
time for drivers.

DB Schenker Rail is the UK’s largest international and
rail freight operator. Each day DB Schenker operates
just under 800 trains per day for a wide variety of

DB Schenker offers the maritime and domestic
intermodal market a growing number of daily network
services using either DB Schenker owned or third
party inland terminals. DB Schenker owns container
terminals at Wakefield, Manchester, Grangemouth,
Aberdeen, Glasgow and London and accesses third
party terminals in the West Midlands and in South
Wales. DB Schenker currently run several container

Felixstowe is a key hub in Freightliner’s operations,
providing 22 daily services at the port, consisting of
over 500 wagons, covering 12 destinations around the
UK - Birmingham, Bristol, Cleveland, Coatbridge,
Daventry, Ditton, Doncaster, Leeds, Liverpool,
Manchester, Scunthorpe and Tilbury – nine of which
are owned and directly operated by the rail haulier.
Freightliner has made recent investments in its
terminal infrastructure, installing new cranes at three
sites, including Manchester and Birmingham. These
cranes have helped to maximise efficiency by
reducing the time taken to load containers to vehicles
for the final leg of their journey to local delivery points.
The new North Rail terminal, which opened in
summer of 2013 is a huge boost for the port and for
Freightliner, increasing capacity and allowing the port
to handle longer trains such as the Freightliner’s
industry-leading PowerHaul locomotive which can haul
30 wagons.
Use of these locomotives support the anticipated
growth in number of containers entering the UK’s
deep sea ports, and decrease road congestion by
removing over 120 lorries from the UK’s roads for each
round trip journey. Although rail is already recognised
as an environmentally friendly way to carry freight,
Freightliner is committed to improving its
environmental performance still further. By utilising
the PowerHaul locomotives, Freightliner is able to
increase the capacity available to its customers whilst
reducing their customers’ carbon footprint.
In addition, Freightliner has recently introduced
Shortliner wagons which consist of a twin set of 40ft
deck length wagons, designed to maximise the
amount of 40ft containers that can be hauled on one
service without empty running or wasting 20ft
container space. Through this combination of
PowerHaul and Shortliner, Freightliner is creating a
service which increases the amount of 40ft containers
hauled per train by over 42% in comparison to a
standard Class 66 service hauling 24 wagons.

GBRf have added additional capacity through train
lengthening and weekend services, equivalent to
96 teus per day.

At the Port of Felixstowe, Far East imports, notably from China, account for over
50% of all import container volumes. In this sector, the trend towards ever-larger
container vessels continues with the arrival in 2013 of the next generation of
container ship.
The port is well placed to handle these mega vessels and, coupled with its
established network of onward distribution solutions by rail, road and short-sea
shipping, continues to provide customers with the most comprehensive routes
into the UK’s distribution network.
Quay Extension
Following completion of the 730m Berths 8&9 development in 2011, the port will
commence a project to add a further 190m of quay in this area early 2014. Three
additional Quay Cranes will be delivered within the project giving the berths a total
of 10. The project will allow simultaneous working of two of the world’s largest
container vessels afloat.
State-of-the-art rail terminal
The port is on target to deliver 6 million TEUs of container handling capacity per
annum by 2020, and forecast to deliver an additional 2 million TEUs within the
Harwich Haven by 2030. With 8 million TEUs of capacity per annum, its position as
the UK’s most significant container handling hub will be maintained. The port is
committed to continually improving facilities to meet the needs of its customers
and maintaining its position as the UK’s container port of choice.

A £35m state-of-the-art rail terminal capable of handling up to 1 million TEUs when
fully developed opened in 2013. The new terminal provides nine working roads and
significantly will provide the opportunity to handle +30-wagon length intermodal
trains without the requirement to split and shunt. This important rail development
is of national significance and was co-financed by the European Union’s TEN-T
programme, this co-funding has continued, and in 2015 an additional of two Rail
Mounted Gantry cranes will be delivered.
All HPUK ports are rail connected and we are committed to promoting the use of
rail transport. The port has seen significant and sustained growth over the last few
years and continues to invest in upgrading its existing facilities and new rail terminal.
Delivering the Haven Hub Master Plan: to 2030
The key elements of the Haven Hub Master Plan to 2030 include the delivery of
additional deep-water berths within the Harwich Haven, and important
infrastructure improvements to both rail and road connectivity from the ports of
Felixstowe and Harwich to the UK’s strategic freight distribution network. The
promotion of short-sea shipping activities is also a key component to ensure that
HPUK’s Haven ports are fully integrated into a sustainable freight network.
Opportunities for further significant deep-water capability within the Harwich Haven
can be delivered with the development of the new Harwich International Port
Container Terminal at Bathside Bay, and this includes the delivery of major
improvements to a 10km stretch of the A120 in Essex, from Harwich to Hare
Green. The Secretaries of State granted consent in 2006 for a port facility with
1,400 metres of quay, 110 hectares of land and alongside dredged depth of 15m.
Serviced by 11 quay cranes, the state-of-the-art terminal will have a capacity of 2.14
million TEUs per annum with a dedicated rail facility. Improvements funded by
HPUK to the road and rail infrastructure serving the new terminal will ensure
excellent connectivity for our customers to the UK’s logistics network.
The developments within the Harwich Haven by 2030, will allow HPUK to maintain
its position as the UK’s most significant container handling hub and gateway
between the UK and the global markets.
In the future, the total capacity of the Haven Hub will approach 8 million TEUs per
annum serviced by 51 quayside cranes along more than 5 kilometres of quay, in
addition, the Haven Hub is close to major sea-lanes and this provides minimum
deviation for our customers.

ENVIRONMENT
Our area attracts people and wildlife, as well as commerce. The Port of Felixstowe
makes every effort to help ensure that its environment is healthy. The Port of
Felixstowe's status as the UK leader for container traffic, and amongst the busiest
for roll-on/roll-off freight, makes it even more aware of its responsibilities.
The Port of Felixstowe is aware that such activities can have a spatial and temporal
impact on the environment. We maintain a register of Environmental Aspects,
which details impacts created by the port’s operations, and the actions taken to
mitigate them. In order to minimise environmental impact and continually improve
its environmental management, the Port of Felixstowe has developed an
Environmental Management System, which is certified to ISO 14001. Along with
London Thamesport and Harwich International Port, the Port of Felixstowe is part
of the European Sea Ports Organisation’s EcoPorts network. The port’s Energy
Management System, designed to help reduce its carbon footprint is certified to
ISO 50001.
Public viewing areas funded by the port – adjacent to Landguard Terminal and at
Fagbury Cliff – enable visitors to view shipping and cargo movements at any time.
A package of improvements to the John Bradfield Viewing Area at Landguard, and
to the whole of the Peninsula – including the creation of a new visitors’ centre,
additional car and coach parking, and a dedicated foot ferry landing stage – has and
will be implemented as a result of the reconfiguration of the southern part of the
port, thereby significantly enhancing the amenity of the area. The port manages
traffic through the site to avoid congestion and owns and operates three rail
terminals that handle approximately 28% of available containers – those inbound
and outbound on domestic routes. As part of the plans for the Felixstowe South
Reconfiguration, it is anticipated that this modal share will continue to increase,
removing over 500,000 lorry journeys from the roads each year.
The port does all it can to encourage the overland transit of containers by rail, and
is working closely with the relevant authorities to ensure that the rail network is
able to handle extra volumes. The new North Rail Terminal has allowed the port
to double its rail handling capacity.
The port is also committed to coastal shipping, and increasing the modal share
sent by feeder services in the coming years. Currently, only a small proportion of
UK traffic is transhipped onto coastal services, but the port is working with other
commercial interests and liaising with policy makers in an attempt to increase
this figure.
The Port of Felixstowe is well positioned as an intermodal hub for freight transport.
Providing a modal choice ensures that the Port of Felixstowe can offer facilities to
handle the lowest carbon intensive modes of transport available. The Port of
Felixstowe is committed to continually reducing carbon emissions in the supply
chain, and improving the sustainability of the port and the distribution network.
The port is investing significantly in lower energy technologies across all areas of its
business; these and future projects assist in moving Britain towards a low
carbon economy.
The Port of Felixstowe aims to meet or exceed all European, national and local
environmental requirements and, as an authority in its own right, can and does
initiate prosecutions against polluters. Its own Emergency Services participate fully
with other authorities to keep estuary and Haven waters as clean as possible.
An annual Environmental Report is published to record the Port of Felixstowe’s
environmental commitments. The report features initiatives that have been set up
to manage the port’s environmental commitments. The Environmental Report now
includes the Port of Felixstowe’s carbon footprint.
The port believes that the expansion of its facilities is undertaken in an
environmentally sensitive manner. It has worked closely with environmental
organisations, such as Natural England, the Royal Society for the Protection of
Birds, and Suffolk Wildlife Trust on a comprehensive package of mitigation
measures for the extension of Trinity Terminal.

The port fully funded the creation of Trimley Marshes Nature Reserve, and
contributes to its ongoing management costs by Suffolk Wildlife Trust. Its 84
hectares include a freshwater lake, three lagoons, meadows and reed beds.
Ornithologists acknowledge the Reserve to be one of the most successful on the
East coast, giving a home to many breeding pairs of avocets and other birds that
had been rare in this country. There are now Peregrine Falcons nesting in boxes
provided by the port.
In addition to this extensive facility, the port, in conjunction with Harwich Haven
Authority, has created a further 16.5 hectares of new intertidal habitat, including
mudflats and salt marsh, along the River Orwell at Trimley Marsh. This provides a
valuable habitat for juvenile fish, birds and wildlife.
The port also worked closely with Harwich Haven Authority to improve sea
defences and coastal erosion by beneficial use of dredging material taken from
the approach channel over the years. This has also enabled the creation of new
underwater habitats for oysters and lobsters.
Not only is the port keen to maintain and improve the environment surrounding it,
but it is also committed to seeking innovative solutions on site, with a view to
becoming a more environmentally friendly and considerate neighbour. Following
some small in house surveys the port has commissioned a biodiversity survey of
the port estate to be undertaken by Suffolk Wildlife Trust. The report will further
assist in understanding the role the port plays in preserving biodiversity. The port
has joined the Suffolk County Council initiative, ‘Creating the Greenest County’,
and is working alongside other local businesses to help to make Suffolk a pleasant
place in which to live and work.
Committed to improving its waste management and recycling record across its
324 hectare site, the port is regularly recycling over 70% of all of its waste.
Arrangements for ships' waste have been implemented with the creation of a
recycling platform, with spaces for wheelie bins, as well as the usual food waste
skip. The bins are labelled for different types of recyclable waste. All recyclable
waste is kept separate and so can be easily recycled, rather than being sent
to landfill.
The port co-funded a study with the Carbon Trust to investigate where our main
energy use occurs, and how best to manage it. The study identified areas where
environmentally beneficial changes can be made through more effective use of
electricity, fuel and water in all areas of the port’s operations. Many of these
opportunities for improvement are now being implemented. The port has begun a
programme of smart metering of electricity and water use. This greatly improves
the ability to manage utilities by identifying inefficiencies quickly and allowing
swift remedial action.

Employee awareness is a priority at the port, and to that end, environmental issues
are communicated through the Intranet site. This provides simple advice on how
to save energy, and keeps employees informed regarding new environmental
initiatives being introduced. The company staff magazine has environmental
updates, and employee forums assist in actively engaging all port employees in
environmental matters. The port is part of the TUC Green Workplaces program
and has trained Green Reps to further improve employee engagement.
The Port of Felixstowe is continually seeking to reduce energy consumption.
Behavioural change and raising awareness with employees throughout the
organisation helps to reduce energy use. The port is continually seeking
technological improvements to reduce fossil fuel use. The Port of Felixstowe’s
building services team has significantly reduced water consumption by over 30%.
Extensive surveys of the entire potable water network took place, reducing
leakage, and preserving a valuable natural resource.
The port is an active participant in the annual ‘Beachwatch’ scheme organised
nationally by the Marine Conservation Society and locally by the Suffolk Coast and
Heaths Unit. The initiative aims to ensure the beaches around the UK, which are
visited by thousands of people each year, are as clean and safe as possible.
Port employees have given their time each September since 2003 to clean
Landguard Beach.
The Port of Felixstowe is committed to working with Local, National and
International Governments, NGOs and other stakeholders in order to maintain the
environment. The port works with these partners to maintain local amenity value
for all. These partners include: Natural England, the Landguard Fort Trust, English
Heritage, Harwich Haven Authority, Town Council, and the Stour and Orwell
Estuaries Management Group.
By managing its environmental aspects effectively, providing socio-economic
benefits locally and nationally, and providing the lowest carbon logistics options,
the Port of Felixstowe is working towards a sustainable future, recognising that
good environmental stewardship, and the preservation of eco-systems is
important for continued success.

Community
Over the years, the port has worked closely with local authorities, development
agencies, charities, schools and other stakeholder groups on a number of initiatives,
aimed at building a stronger and more prosperous community, and developing a
real sense of partnership.
The port is keen to benefit and improve the surroundings of the community
within which it operates, and, as such, has provided sponsorship for a number of
enhancement initiatives within Felixstowe. The port is a regular supporter of
‘Felixstowe in Flower’, a successful annual community competition to add colour
to the town of Felixstowe and create an attractive environment in which to live
and work.
Over the years, the Port of Felixstowe has made a number of contributions to
improve the amenities of the local area, including in 1992 the donation of land at
Landguard Terminal to the local authority for use as a viewing area, and in 2010 the
provision of a further portion of land to improve access and parking to what has
become one of the most popular visitor destinations in Felixstowe.
The area is to be further enhanced by the port. A new visitors’ centre was provided
in 2013 and the completion of the Felixstowe South development will provide a
larger, enhanced viewing area, and an upgraded visitors’ centre.
The port’s ambulances also provide important back up to the East Anglian
Ambulance Service, dealing with, on average, around 400 calls per year from the
local community. Not only is this service excellent for relations between the port
and the local community, but it enables the port’s paramedics to keep up their
skills and sample different emergencies and situations.

Charities
The port recognises the important role played by charitable organisations within
the local community, and is committed to helping these organisations achieve
their goals. Its involvement is focussed upon medical and educational causes
within Felixstowe and surrounding areas, but requests are considered on a
case-by-case basis.
As a responsible corporate citizen, the port has come to the aid of many charities
over the years. This has included contributions to the local efforts of large national
charities; however, more often than not, it involves providing assistance to local
charities run by local people, trying to make a real difference to the communities
in which they are based.
In 2008, the Port became a Founding Partner in the Port Community Fund (PCF),
and in 2009, the Fund celebrated passing the £100,000 mark for funds raised in
aid of local causes. Since its inception, over £125,400 has been donated by the
Fund to worthy local causes.
The Fund – which is managed by The Suffolk Foundation – comprises some of
the leading shipping and transport companies in the country, and donates funds
towards local good causes. The members of the Fund are the Port of Felixstowe,
Pentalver, Cory Bros, Coscon (UK)Ltd, Harwich Haven Authority, Freightliner,
Grange Shipping and Trinity Estates.

Each year, the port holds a ‘Charity Day’ to raise money for a chosen good cause.

Education
In keeping with the ethos of the Hutchison Port Holdings (HPH) Group, the Port of
Felixstowe focuses a considerable proportion of its community efforts on the
younger generation, through its participation in HPH’s ‘Dock School’ programme.
Local schools are offered the chance to apply to the ‘Dock School’ programme for
funding, and proposals that have received support include the refurbishment and
restocking of two school libraries, and the creation of a new science pond.
The port is keen to work closely with schools in Suffolk to encourage students and
teachers to learn more about the ports and logistics sectors. Representatives from
the port frequently visit schools to give talks and presentations, as well as arranging
tours of the port and other interactive activities for interested schools including the
‘Suffolk Skillz’ exercise.
The port is one of the founder members of Suffolk Education Business
Partnership’s ‘Passport to Success’ mentoring scheme, which is aimed primarily at
professionals in the construction and engineering industries. The initiative pairs up
Year 10 students from local schools with a ‘business mentor’, for once a week, one
hour mentoring sessions over a twelve week period. Nine employees from the
port, eight engineers and one ‘general’ mentor, volunteered their services to work
with local students, to provide them with valuable support and careers advice at an
important time in their school lives.
A number of port staff are also involved with local schools as Governors and
members of Parent Teacher Associations.
Partnerships
The port is closely involved with many important and influential organisations that
work towards improving the economy and environment of the local region.
Amongst others, it is a major stakeholder in the Haven Gateway Partnership, the
Stour and Orwell Estuaries Management Group, and the Landguard Partnership.
The port hosts Local Authority Liaison Committee meetings twice each year, which
give members of District, County, Town and Parish Councils the opportunity to
discuss a variety of issues affecting them and the communities in which they live.
In order to improve its waste management, the port has entered into a partnership
with Suffolk Coastal Services, whose expertise has become invaluable as the port
endeavours to recycle and divert from landfill as much of its waste as possible.
Here, at the Port of Felixstowe, we fully believe in giving something back to the
local community, and remain committed to ensuring that as many people as
possible have the chance to share in the continued prosperity of the Port of Britain.

Over the years, the Port of Felixstowe has proved itself to be a forerunner in the
field of IT, and leads the port industry in the development of innovative award
winning systems and solutions. The Information Systems Department plays a
pivotal role in ensuring the smooth running of the port, and boasts a team of
highly-skilled IT professionals, with a wide range and depth of expertise.
The port runs and supports a wide range of operational systems upon which the
smooth running of the Port of Felixstowe relies. Using the very latest technologies,
the in-house development teams are responsible for a number of applications.
The port operates on a 24/7 basis and it is vital that it has unlimited access to the
mission-critical systems on which it relies. It falls to our IS Infrastructure team to
ensure this is the case and they use the very latest technology to help manage
the critical IT infrastructure.
The Port is currently undertaking a major project to introduce a new terminal
operating system, nGen. This is a system developed within the Hutchison group
that will provide a stable and expandable platform for future developments;
all part of our aim of providing the best tools to support our business.

Mechanical and Electrical Engineering
The Engineering Departments at Hutchison Ports (UK) provide leading world class
technical solutions, supplying and supporting world class facilities providing efficient
services to maintain the port’s infrastructure. These engineering services are
provided through its highly trained and highly motivated multi-skilled Mechanical/
Electrical and Civil Engineering teams.
The port’s professional engineers, skilled technicians and skilled trade’s people
provide the reliable plant and equipment that forms the back-bone and essential
services in support of the HPUK ports of Felixstowe, Harwich International and
London Thamesport operating 24 hours of every day, 365 days a year. We pride
ourselves that we are constantly aware of the changing pace of industry and
subsequently the advancing needs of today’s customers and the industry as a
whole, meeting the bespoke requirements of all customers. The on-going
introduction of new plant and equipment means we need to continuously embrace
new technology and increase the levels of supporting equipment design.
The Operational Engineering department provides world class technical engineering
support and leading instrumentation and control solutions on a wide range of
modern port equipment. These Services are responsible for the care and
maintenance of all major assets operated across the port terminals. We operate
from modern facilities and, using world class ancillary services, are strategically
placed to provide efficient engineering facilities, with highly trained, flexible staff
with skills accredited by The UK Engineering Council to cope with any demand that
today’s sophisticated vessels and equipment places upon them.
The Operational Engineering Department’s training programmes have been
accredited by the Institution Of Mechanical Engineers (IMechE), and (UK)
Engineering Council acting as a centre of excellence in support of mechanical
and electrical engineering training; this is essential to provide up to date skills to
support the improvements in equipment technology within the industry.
The ever-changing demands of technology and the continued introduction of
new world class equipment dictate the need to continue to train the port’s next
generation of engineers. The port is proud of its heritage and continues to train
the majority of its own engineers in the dedicated delivery of both modern
apprenticeships and skills development training schemes as well as being
supported by expert engineering support services from both the UK and overseas.
The Operational Engineering Department manages the specifications, designs and
acquisition of all major capital equipment in conjunction with operational teams.
Over the years, the Operational Engineering Department continues to have a major
influence within the industry and throughout the world on the design and
specification of some of the most reliable and technically-advanced equipment in
use in the port industry today.
An internal audit process and dedicated inspection and examination department
ensures the equipment continues to meet all statutory and legal requirements as
well as providing detailed structural examinations and maintenance. This ensures
the highest standards of safety and reliability is maintained and is respected
throughout the industry.
The port’s engineers and staff clearly identify with the needs of their operational
counterparts and strive to provide an efficient, fully integrated and cost effective
service, backed by a world class procurement service with well-equipped stores
and facilities.

Civil engineering
The port’s Civil Engineering Department undertakes the planning and procurement
of all development projects, from initial concept and scheme planning, through
consents/planning approval processes (including significant inputs to Public
Inquiries on major schemes) to the project management of scheme implementation.
Its staff possess expertise in the planning and design of container terminals and
allied facilities, that is recognised throughout the industry.
Recent major projects that the Civil Engineering Department has managed
successfully include Phase 1 of the Felixstowe South Development project
(Berths 8&9) and the port’s third rail terminal which opened for operations in July
2013. Berths 8&9 can accommodate the largest container vessels afloat, including
the recently-introduced 18,000 TEU Maersk Triple E Class vessels. The third rail
terminal is able to handle 30-wagon trains on each of seven tracks between the
legs of the rail-mounted gantry cranes. At the time of its opening, it was the
longest rail terminal in the UK.
A project is currently under way to extend Berth 9, so that Berths 8&9 can
accommodate two Triple E Class vessels at the same time.
In a broader context, Felixstowe engineering personnel frequently provide input to
Hutchison Port Holdings, by means of cost-effective technical input and project
management assistance to projects around the globe.
All in all, the Engineering Departments comprise a highly professional backbone
that plays a major role in the development, support and success of the Port of Britain.

SERVICES
The Implementation of the International Ship and Port Facility Security Code
(ISPS Code) in 2004 represented a significant change for the international maritime
community in its approach to security, bringing together shipboard and port security
to provide better protection for people, ships, cargoes and port infrastructure.
Port Protection
The Port of Felixstowe Port Security Plan outlines the procedures required to meet
the standards set and monitored by the Maritime Transport Security Division of the
Department for Transport, who have responsibility for the implementation and
compliance of the ISPS Code in the UK for ports and ships.
The established Port Police Unit, supplemented by contract security officers,
provide a comprehensive security service to the port, including enhanced security
measures as required. Strict access control and identification requirements,
increased searching of personnel and cargo, continuous patrolling and
monitoring of the port estate and seaward approaches are just some of the many
proactive security measures required to conform to the ISPS Code
As well as physical security measures the ISPS Code also defines a Security
Management System. It is essential in the present climate that security is
embedded in the culture of the port. Security is now as relevant to the whole
workforce in everyday operations as safety and quality. Regular meetings with
internal and external stakeholders, regular communications and training are all part
of increasing security awareness at the port.
Port Police Unit
The Port Police Unit is a statutory police force committed to the prevention,
detection and investigation of crime and any suspicious activity across the port
estate, working closely with other agencies and organisations to make the Port of
Felixstowe a safe and secure environment for workers, customers and visitors
alike. The Port Police Unit will continue to provide the port and its customers with
an immediate response to calls for assistance or advice on security and related
issues 24 hours a day.
Fire and Ambulance
A team of fire and ambulance personnel are immediately available in the event of
fire, accident, chemical spillage and medical emergency on the port. Assistance can
be summoned immediately by dialling 4300 on the port internal telephone system
(01394 604300 from mobiles and outside telephones). Fire and ambulance staff are
on duty at the port fire station 24 hours a day and if required a ‘paging’ system is
operated to summon off duty staff to enhance the level of support at any
emergency incident.
All fire and ambulance staff are trained to nationally recognised standards in all
aspects of fire fighting, emergency rescue, medical emergencies and dealing with
environmental issues.
Close co-operation and liaison with Suffolk Fire and Rescue Service and The East
of England Ambulance Services is maintained to ensure standards are met and in
the event of an escalating incident a seamless handover of statutory responsibility
is achieved.
Vehicles and equipment available 24 hours a day include a new fire appliance built
to current national standards and brought into service during 2011, two emergency
ambulances, an environmental unit and in the event of an oil spillage in the harbour
or dyke system, 500 metres of oil boom and oil recovery equipment.
The Port of Felixstowe Fire and Ambulance Service is committed to providing a
first class service to all staff and customers in a timely and professional manner
whenever the need arises.

Safety Department
PORT PROTECTION
The Safety Department is located in Dunlin House and contactable during normal
working hours with on call shift managers available 24 hours on 07848 015529.
This service is available to port management, employees and customers alike and
advice can be given on current UK, European and International fire, health, safety
and environmental legislation.
A wide range of environmental monitoring is carried out in the workplace and
sampling analysis for gases, chemicals, noise, radioactivity, exhaust ventilation
systems and lighting can all be undertaken.
A dedicated team of professional safety managers provide routine safety
inspections, tours, job task safety analysis, risk assessment and accident
investigations in addition to safety training and advice for port personnel to increase
safety awareness, reducing accidents and loss.
Certificated to 18001 (Safety) 14001 (Environmental) and 50001 (Energy) standards
the management systems provide for continuous improvement across all areas.

Dangerous Goods Office
Under the auspices of the Safety Department, the Dangerous Goods Office (DGO)
oversees the movement of hazardous cargo through the port. This ensures that
cargo is safely handled without risks to health and that the requirements of The
Dangerous Goods in Harbour Areas Regulations, and the International Maritime
Dangerous Goods Code are met. In the rare event of spillage, a dangerous
goods safety adviser is available at all times to give advice, working closely with
emergency teams to ensure minimal environmental impact.
Notification of all dangerous goods to pass through the port must be made to the
Dangerous Goods Office, with written prior approval and special data required for
explosive and radioactive cargoes. Notification of all hazardous cargo is to be made
electronically through the Destin8 dangerous goods reporting systems. This is for all
hazardous cargo including Remain on Board (ROB).
The Destin8 system is being continuously enhanced to ensure that dangerous
goods notification services offered to customers meet EU legislation and customer
requirements.
The port, together with MCP (operator of Destin8) is constantly liaising with
government bodies on maintaining the Destin8 facilities to enable convenient
reporting to national competent authorities of data regarding vessel movements,
dangerous goods cargo and ship-generated waste disposal, to comply with current
and future legislation.
Dangerous goods notifications made electronically through the Destin8 system are
relayed automatically to Harwich Haven Authority and are free of charge.

Felixstowe Port Container Services
SUPPORT
SERVICES
Felixstowe Port Container Services Limited (FPCS) provides a comprehensive
inspection, cleaning and repair facility for empty containers. Services also offered
include reefer repair, pre-trip inspections, cleaning, and container sales.
Established in 1996, FPCS has quickly developed a reputation as a secure, high
quality facility and has expanded its range of services to an increasing number of
the port’s shipping lines and agents.
The depot is built on reinforced hard standing and is serviced by the latest doublelift, empty container handlers. In keeping with environmental requirements, the
facility also has a purpose-built steam wash system for safe waste treatment.
Having the advantage of being on-port, the transfer of containers on to the
terminals is easily accomplished and activities fit closely with the port’s core
business of container handling.
Information technology plays an increasingly important role within the business.
FPCS is connected to the Destin8 community system to facilitate the fast recycling
of container equipment. Reporting is generated from a sophisticated container
control system and is available to customers via email.
Investment in modern facilities and equipment coupled with an experienced and
highly skilled workforce, ensures that FPCS continues to meet changing customer
requirements.
FPCS have diversified into bespoke container conversions, demonstrating that
the versatility of the steel shipping container knows no bounds. FPCS are taking
advantage of a growing market by converting containers into anything from basic
storage units to hot shower blocks, changing rooms and chemical stores to
exhibition stands.
Reefer Monitoring
In addition, FPCS are the exclusive loaded reefer monitoring contractor to the
Port of Felixstowe, and can also undertake reefer breakdowns, pre-trip inspections
and modifications.

Felixstowe Seafarers’ Centre
Port Users’ Association
The Centre is open every day from 10am – 10pm all year round.
Established in 1969, the Felixstowe Port Users’ Association Ltd (FPUA) is a proactive and independent body for companies who conduct a business activity in or
through the Port of Felixstowe. It has some 120 members, representing the various
sectors within the port community.
It lies close to the quays but outside the restricted area. Our on-demand mini-bus
ferries Seafarers to and from the Centre passing through security on each journey.
Our facilities include a shop and bar along with tv, phone and Internet facilities.
We have an attractive garden at the rear of the Centre which is very popular not
least in view of the smoking ban. Upstairs, a chapel affords a quiet place for
reflection with services held on the first Sunday of each month. The Centre is a
registered Bureau de Change which may also be used by bona fide personnel
working within the Port of Felixstowe. We offer advice on the locality including
maps and call a taxi when Seafarers want a trip to town or beyond.
Two Chaplains are based at the Centre each employed by their owning Missions –
Sister Marian Davey of the Apostleship of the Sea/ Stella Maris and Rev. Simon
Davies of the Mission to Seafarers/Flying Angel. The Chaplains visit each ship
and are always available to address emotional, spiritual and welfare concerns.
With extensive international networks behind them, the Chaplains are a
powerful resource.
Last year our mini-bus carried around 34,000 passengers. More visitors are
brought in by the Chaplains, Security and Ships’ Agents. Many Seafarers are on
contracts lasting upwards of a year or more. It is not at all uncommon for eight,
nine or even more weeks to elapse between opportunities for a snatched trip
ashore – turn-around times have shortened and many ports are unwelcoming or
dangerous. To have a friendly welcome from our drivers and transport to a safe,
warm, well-equipped Centre is much appreciated by the Seafarers. International
surveys have shown our Centre to be one of the most highly regarded in the world.
Membership is on a category basis with each having its own representative on
the Council. Category 1 is for Shipping Lines, Category 2 is for Freight Forwarders,
Category 3 is for Hauliers, Category 4 is for ETSF/Warehouse Keepers, and
Category 5 is for other port related companies.
The Association is run by a Council, comprising a Chairman, Vice Chairman and the
five category representatives. The Council is elected by the membership, and all
officers give their time voluntarily, free of charge.
The Association liaises directly with the Port of Felixstowe, HM Revenue &
Customs, UK Border Force, Suffolk Coastal Port Health Authority and other official
bodies to secure the best possible conditions for the port and its users and by so
doing, contribute to the continued success of the port.

Occupational Health
We also operate two satellites – at Ipswich and Harwich.
In 2012 over 7,000 ships visited these three ports.
The Centre is a stand-alone Charity (Reg. No. 272077). It is headed up by a local
Chairman, David Thurston. The Trustees are representatives of the two Missions
mentioned above along with another from the Sailors’ Society. Staff are part-time
and we have a good number of volunteers, most notably driving our bus on
weekday daytimes. Around 80% of our revenues come from Seafarer spending.
The port is very good to us. We get donations but these are infrequent and
unpredictable. We do ask the shipping companies for a small levy on each ship
arrival but not all feel able to contribute. We offer the use of our excellent facilities
for meetings to outside concerns and ensuing donations are very useful to us.
Life as a stand-alone charity is, however, never easy but for the present at least
we are holding our own, just.

The Felixstowe Dock Tower is manned 24 hours a day and is the co-ordination point
for marine activities/emergencies within the Port of Felixstowe. From the Tower,
Marine Supervisors maintain liaison with and provide information to Harwich Vessel
Traffic Service (Harwich VTS), pilots, terminals, agents and tugs. The deployment of
mooring parties and provision of watering services is also controlled from
the Dock Tower.

Harwich VTS is continuously updated by the Felixstowe Marine Supervisors with
respect to berthing availability and requirements and this information is available via
Harwich VTS or direct from Felixstowe Dock Tower.
Masters of vessels arriving at the port who have a positive answer to any
question in the Marine Declaration of Health must notify Port Health prior to
arrival if possible.

Berthing Masters communicate direct with vessels when they are in close
proximity to or alongside berths, via VHF Channel 74, 12 or 10. At other times
communications are through Harwich VTS which will, if required, relay information

Suffolk Coastal Port Health Authority is responsible for all aspects of Port Health
at the port.
The Authority undertakes mandatory, routine and random checks of foodstuffs
imported from outside the European Union to ensure that the food complies with
UK and EU food safety and food standard requirements. Products of animal origin
are also subjected to veterinary checks to ensure they meet public and animal
health requirements. The checks on foodstuffs and products of animal origin may
include documentary, identity or physical checks as well as sampling and analysis
of the product.
Ship Sanitation Control Certificates and Ship Sanitation Control Exemption
Certificates are issued for vessels in the port on request from the agent or master.
Masters of vessels arriving in the port must notify the Port Health Authority of any
cases of notifiable illness, sickness or death on board prior to arrival. Port Health
Officers will investigate the occurrence prior to health clearance being issued.
Vessels may also be subject to periodical food hygiene inspections.
The Port Health Office is situated in Avocet House, Trinity Terminal and is staffed
from 0630 to 2200 Monday to Friday and 0630 to 1430 Saturday, Sunday and Bank
Holidays. Outside of these hours, in emergencies only, the duty officer can be
contacted via the Port Police Control Room.

Other equipment
Harwich VTS is operated from Harwich Operations Centre on a continuous
24-hour basis to provide a safe and efficient regime for vessel traffic, and protection
for the environment. Harwich Operations Centre also provides the co-ordination
and communications centre for the Haven Ports Pilotage Service, and the pilot
boarding and landing activities at the Haven (Inner) Pilot Station and the Sunk
(Outer) Pilot Station.
Sophisticated recording equipment allows the radar video sequence and
operations VHF conversations to be played back to the operations room.
Hydrographic and meteorological data is measured, recorded and displayed
at Harwich Haven Authority, and available at www.hha.co.uk

Compliance: Pilotage is compulsory for all vessels over 50 Gross Tonnes
or 50m in Length, except HM Ships.
Radar
A sophisticated radar surveillance and AIS system is in operation with radar
coverage of Harwich Harbour and the seaward approaches.
Masters of vessels entering or departing Harwich Haven are required to comply
with the Harbour Reporting Regulations.
The Harwich VTS co-ordinates all regulated vessels, piloted and non-piloted, bound
to and from the Haven ports of Felixstowe, Harwich International Port, Mistley,
Ipswich and Harwich Navyard.
Notices for arrival and departure for vessels over 50GT or 50m are the same for all
vessels, irrespective of whether the services of a pilot are required.
Arrival – from agent
Notification is required at least 24 hours before arrival or at a time of leaving last port.

Ships bound for Felixstowe and requiring a pilot, notify Harwich Operations Centre
8 hours in advance, giving ETA at the ‘Sunk’ or Haven Pilot Stations, as appropriate.
Also included in the ship’s initial message must be the length overall, gross
tonnage, maximum draught, departure port and destination port.
Confirmation of ETA is given on VHF Channel 9 at least 3 hours before arrival at
the Pilot Station.
Failure to provide the ETA and subsequent confirmation could result in delay
to the ship.
In the case of a ship engaged in the short-sea trade, the initial ETA may be passed
at the time of leaving the last port of call, if passage time is less than 8 hours.
A ship having complied with the above conditions and then having anchored before
embarking a pilot, must give Harwich Operations Centre adequate notice of
requiring the services of a pilot. Failure to give such notice could result in delay
to the ship.
Requests from inward-bound ships for the services of a pilot from the
Rivers Colne, Blackwater, Crouch or Roach may also be passed through
Harwich Operations Centre.

Departure
Pilotage
Outward bound ships, or ships moving within the compulsory area, which require
the services of a pilot, shall give at least two hours notice of their Estimated Time
of Departure. Within this two hours period, ships are required to up-date Harwich
Operations Centre with regard to information on the original ETD and confirm
the requirements for a pilot 30 minutes before the vessel’s actual departure time.
Masters should be aware that a pilot will not be sent until this 30 minutes notice
is given.
The geographical extent of the Haven Ports pilotage area is bounded
by the following limits:

Boarding and landing arrangements
The pilot boarding point for inward-bound ships is within the voluntary pilotage area
such that the pilot is boarded in good time before entering the compulsory area.
The boarding position will be agreed with Harwich Operations Centre, having due
regard to the size and draught of the ship and the prevailing circumstances.
For ships arriving from the North via the Shipway and ships nominally less than
180 metres LOA from the South, the normal pilot boarding point is the ‘Haven’
Pilot Station, which is 2 miles ENE of the Shipway Buoy. Large or deep-draughted
vessels normally board their pilots at the ‘Sunk’ Pilot Station 3.5 miles East of the
Sunk Inner Racon.
Boarding and landing takes place from pilot launches operating from Harwich
Harbour. The launches will have the words ‘Haven Pilots’ on the side of the
wheelhouse, fly the pilot flag by day and exhibit lights and signals at night in
accordance with Rule 29 of the International Regulations for Preventing
Collisions at Sea.
If the pilot launch is unable to operate in the normal locations due to stress of
weather, or other unforeseen circumstances, alternative arrangements are
advised by Harwich Operations Centre.
The attention of masters is drawn to the application of Sections 15, 16, 17, 18, 19
and 20 of the Pilotage Act, 1987.
Voluntary Pilotage
Harwich Haven Authority also provides pilotage upon request in the area
to seaward of the compulsory area as far as a line drawn between
the following points:
(a) Bawdsey Cliff: Latitude 52°00.N,
Longitude 01°26E.
(b) Latitude 52°00.N, Longitude 01°41E.
(c) Latitude 51°49.N, Longitude 01°41E.
(d) Latitude 51°49.N, Longitude 01°15E.

Which would you choose? In Greek mythology, Eris, the Goddess of Strife, had
become angry because she had not been invited to the wedding of Peleus and
Thetis and so she stormed into the marital celebrations and threw a golden apple
into the midst of the assembled gods and goddesses. Zeus looked upon this
golden apple and noted that it was marked ‘for the fairest’. Since he was unwilling
to scrutinise the goddesses himself, Zeus asked the wise PARIS to choose from

Today, PARIS is the name ascribed to the sophisticated optimisation and multimodal transport planning system developed and operated from Hutchison Ports
Cambridge office in the UK. Like PARIS the Greek god, the PARIS transport
planning system offers Shipping Lines optimised inland solutions based on the
choices it considers and makes between the three most common modes used for
moving containers – truck, train and barge/feeder.
Developed in the early 1990’s for mainland Europe, PARIS is now being introduced
to interested organisations in the UK, in mainland Europe and in North America.
PARIS provides solutions at the planning, execution and post-execution stages of
transport planning:
PARIS is the only system available today that works non-stop in the background to
provide full optimisation. Other products that pertain to offer optimisation do so by
providing a suggestive tool to identify possible matches upon user selection. PARIS
goes much further than this by continually presenting the overall optimal plan and in
real-time as new/updates to bookings are made. Savings from transport can only
be made by optimising the whole plan as opposed to a single job at a time. Using
all the optimisation features, PARIS is able to offer savings to a Line’s annual
transport budget of between 5% and 8% and with improved service performance.

PARIS was primarily designed for automatically assembling an executable transport

thousands more tip-and-reload permutations than possible by any number of
planners in a transport team. In considering so many combinations, PARIS will
increase the percentage of tip and reload jobs performed – some Lines have
increased from single figures to in excess of 30%, reducing the number of trucks
carrying empty containers that can often be found passing each other on the roads.

THAMESPORT
London Thamesport is a modern port located at the mouth of the River Medway
in the Thames estuary handling both short-sea containers and general cargoes.
Situated only 35 miles from the City of London and 55 miles from the
Channel Tunnel, the Port is accessed via the excellent M2 motorway and
has good rail linkage.
London Thamesport has a depth of 15 metres of water alongside, and the 655
metres of quay provides two operational berths equipped with eight ship-to-shore
gantry cranes, allowing high intensity operations and excellent operational
performance. Extensive warehousing is available, and the port is also able to
handle break-bulk, heavy-lift and project cargoes, as well as offering a range of
port-centric logistics solutions.
London Thamesport is a customer focussed organisation, and the professionalism
of the workforce is evident in the commitment to only the highest levels of
service delivery.
Future Development
London Thamesport has set aside an area of 80 acres (32 ha) for future
development of port related activities and the further provision of
port-centric facilities.
Adjacent to the port, a 405 acre (164 ha) brownfield site has recently received
outline planning permission for development of warehousing, distribution facilities
and other port-related activities. This site provides an exciting opportunity to develop
purpose-built distribution facilities at one of the UK’s leading container ports.
The Thamesport International Interchange is an independent investment
opportunity offered by National Grid and has received outline planning permission
to build 5 million sq ft of logistics-related facilities.
A private road linking the facilities to London Thamesport is planned to further
develop the number of port-centric opportunities available to port users.
Additionally, in close proximity to the port there are a number of other development
projects proposed that will offer to third parties the opportunity to provide logistics
solutions to end-users.
The nearby Kingsnorth Logistic Park site is also an independent development
which is being constructed by developers Goodman, and which has planning
approval for more than 2 million sq ft of logistics space including consent for
a single building of 1.225 million sq ft.
