Welcome to this Public Consultation Event
The Site
Jelson is preparing to apply to Blaby District Council
for outline planning permission for the development
of the land North of Croft Road, Cosby.
The site currently comprises arable fields bounded
by mixed hedgerows and existing trees which the
proposed masterplan works with to retain.
The development will provide up to 200 dwellings
and approximately 3.1 hectares of Public Open
Space. The site boundary is shown outlined in red.

They have a long and proud tradition of building
high quality homes across the East Midlands.
Established in 1889 they have completed numerous
projects with Blaby District Council and they have
a long-standing commitment to the locality.

HOUSING NEED
The Need for Housing
The UK has not built anywhere near enough housing to meet its needs
over the last few decades. In 2004 the Barker Review identified a
need to build 240,000 new homes a year across the UK. Since 2004
average completions have been just 175,069 per year. In 2013/14
the UK built just 144,390 new homes. All main political parties agree
that there is a housing supply crisis and that building more homes is
critical.
The crisis in housing supply generates significant issues, most
particularly for the younger members of society. This includes;
• Spiralling house prices meaning many simply cannot afford to
buy their own home.
• More young adults forced to live longer in the family home.
• More families forced into private renting.
Without a step change in house building the prospect of homeownership will for future generations become an increasingly distant
dream – Just where will our children and grandchildren live?
Why Cosby?
The need for housing is nationwide. It is not a problem confined to
the London or the South-east. The problems of affordability, lack of
housing choice and concealed households (that is people living with
parents longer) is equally an issue in Leicestershire and in Cosby.
Indeed, issues relating to affordability are more acute in rural areas,
where house prices are generally higher and supply more limited.
Blaby District has a current requirement to provide at least 8,740
new homes. Cosby is a sustainable settlement, with a good range
of services and facilities and access to employment opportunities in
Whetstone. The Council identifies Cosby as one of a number of medium
central villages, with a requirement between them for over 800 new
houses. However, to date Cosby is the only one of these villages not
to make any substantive contribution to addressing housing need.
Cosby has expanded throughout its history, sometimes incrementally
and sometimes in a more planned way to respond to past housing
need (e.g. in the post war period). Development in the form proposed
by this application is in keeping with this historic pattern of growth
and would be part of the villages natural evolution.

Why this Site?
The site would form a natural extension to the village, filling in the
gap between Narborough Road and Croft Road. Importantly the
development of the site would not impact on the Area of Separation
between Cosby and Whetstone which is designed to protect the
separate identities of the two settlements. Our technical assessments
confirm that the site could be developed without any adverse impact
on matters such as traffic, ecology or flooding and the amenity of
existing residents would be protected. The site is well related to the
village school and well connected to the village centre.

BENEFITS
The Benefits of Housing
Jelson is obliged to mitigate any impacts that the development would
have on local services / facilities in Cosby. For example, if we are told
that the development would adversely affect the capacity of the village
primary school, Jelson would be required to make a contribution to
enhance the school facilities. Financial contributions of this sort are
usually secured via a legal agreement (Section 106 Agreement).
Jelson often provides new community facilities such as play equipment
or contributes to the improvement of existing facilities such as sports
provision. We are keen to work with the local community to understand
what local priorities are and would welcome your thoughts on what local
infrastructure the village might need. The following graphic highlights

and local businesses, informing them of the proposals
and inviting them to this consultation event. After
this period of consultation Jelson will consider
the comments received and may then amend the
proposals before submitting the planning application
to the Council.
