Iran's Ayatollah Ali Khamenei has blamed mismanagement by Saudi Arabian authorities for a deadly
stampede that left more than 700 pilgrims dead, including at least 90 Iranians.
The country's supreme leader declared three days of mourning to mark the tragedy in comments
published by the state news agency IRNA.
"The government of Saudi Arabia must accept the huge responsibility for this catastrophe,"
Khameini said of the incident, which also left at least 863 people injured.
Earlier, the deputy foreign minister, Hossein Amir Abdollahian said Saudi's envoy to Tehran would
be summoned to the foreign ministry.
The head of Iran's Hajj organisation, Said Ohadi, said that, for "unknown reasons," two paths had
been closed off near the site of a symbolic stoning of the devil ritual where the stampede occurred.
"This caused this tragic incident," he said on state television, according to the Associated Press
news agency.
The names of all Iranians killed in the stampede were read out in a sombre live broadcast in Tehran
by a spokesman for the Hajj organisation.
Ohadi said the path closures had left only three routes to the area where the stoning ceremony was
held in Mina, about 5km from Mecca.
'Lack of serious attention'
"Today's incident shows mismanagement and lack of serious attention to the safety of pilgrims,"
said Ohadi.
"There is no other explanation. The Saudi officials should be held accountable."
Abdollahian also accused Saudi officials of "tactlessness" over the lack of safety measures at the
Hajj.
"We can in no way be indifferent to this irresponsible behaviour of Saudi Arabia. This will be dealt
with through diplomatic channels," he said on state television.
Saudi Health Minister Khaled al­Falih has blamed undisciplined pilgrims for the tragedy, saying it
could have been avoided if they had "followed instructions."
Iran has set up a special headquarters at the accident site to support Iranian pilgrims.

disaster to strike the annual haj pilgrimage in a quarter century.
Speaking during a packed evening prayer service at New York's St. Patrick's Cathedral, the
Argentine pope said he wanted to express "my sentiments of closeness in the face of the
tragedy that their people suffered today in Mecca."
"In this moment of prayer, I unite myself with you all in prayer to God, our father, all powerful
and merciful," Francis added.

A stampede during the Hajj outside of the holy Muslim city of Mecca has
claimed about 717 lives and left 863 pilgrims injured, Saudi Arabia’s Civil
Defense Service reported.
220 ambulances and 4,000 rescue workers were deployed in the field for
emergency treatment of the victims of the crush.

The crush happened in Mecca’s neighborhood of Mina, which traditionally
provides temporary accommodation for hundreds of thousands of pilgrims.
The ritual of the ‘Stoning of the Devil’ is performed in a valley surrounding
the neighborhood on the night before last day of the Hajj.
The stampede happened in a street separating two pilgrim camps, Al
Jazeera reported from the scene.
"The street is named Street 204. This stampede did not happen during the
Stoning of the Devil ritual, which was happening today," correspondent
Basma Atassi said.
Street 204 is one of the two main arteries in Mina leading through the
camp at Mina to Jamarat Bridge, where the Stoning of the Devil ritual is
performed.

Following the incident, Saudi King Salman ordered an investigation and
demanded a review of the kingdom’s plans for the annual Hajj pilgrimage.
The comments were made during a speech broadcast by Saudi‐owned al‐

ninety Iranians who died in the stampede were read out in a public
broadcast, IRNA news agency reported.

about the catastrophe, saying that for “unknown reasons” two roads had
been closed off near the site where the stampede occurred. “This caused

Muslims worldwide are celebrating on Thursday the holy day of Eid al‐
Adha. An estimated 2 million pilgrims traveled to Mecca for the
celebration.
Just two weeks ago over a hundred people were killed in Mecca when a
construction crane fell on the crowded Grand Mosque. The worshipers had
gathered in the city ahead of this year’s Hajj.

A number of stampedes happened on the Jamarat Bridge. The death of
almost 350 pilgrims in 2006 finally prompted Saudi Arabia to conduct
reconstruction of the bridge to avoid such tragedies.

The Al‐Ma'aisim tunnel stampede is the worst single such incident,
although the Thursday tragedy in Mina appears to be the second‐deadliest
during the Hajj. Other countries have suffered high death tolls over crowd
control failures as well.
About 1,000 Shiite believers were killed in Baghdad in 2005 during a
stampede at the Al‐Aaimmah Bridge over the River Tigris. The crowd of
pilgrims was marching toward the Al Kadhimiya Mosque when panic
spread over rumors of an imminent suicide bombing attack.
India is infamous for human stampedes during religious festivities. One of
the deadliest such incidents happened in 1994 during Kumbh Mela

the deadliest such incidents happened in 1994 during Kumbh Mela
pilgrimage, which claimed some 800 lives. The high number of fatalities
was caused by a combination of the River Ganges changing course,
reducing the available space for pilgrims, and the heavy presence of
politicians using the gathering to campaign among their electors.
In Europe the worst‐ever crush, with a recorded death toll of around 1,300,
was in Khodynka Field near Moscow in 1896, when the Russian Empire
celebrated the crowning of Tsar Nicholas II. Mementoes to the subjects
were offered by the royal family, but the authorities utterly failed in their
distribution. When rumors spread among the half‐million‐strong crowd
that some of the gifts had been embezzled and a shortage had occurred,
the people rushed to the tents to grab whatever was left.
An incident painfully similar to the Khodynka tragedy in both its cause and
the resulting public outrage happened in Sunderland, England, in 1883.
After a children’s variety show in Victoria Hall, an estimated 1,100 children
rushed out to receive promised treats, creating a bottleneck at the exit
doors. The crush resulted in the deaths of 183 children.

Saudi officials are trying to figure out what went
horribly wrong this week during the annual Islamic
pilgrimage to Mecca and Mina. Some who made the journey said various factors may have played a role.
Too many people, too little time
More than 2 million Muslims from around the world are in Saudi Arabia for the Hajj, a pilgrimage that all
Muslims who have the financial and physical ability must make at some point in their lives. Many save for
decades to make the journey.

And the millions of people must perform a litany of rituals in five days, including the symbolic stoning of the
devil in Mina, about 2 miles away from Mecca.
That's where Thursday morning's deadly stampede took place, killing 717 people and injuring about 900
more. Thursday was day three of the five-day Hajj.
"There's so little time to complete the rituals," Hajj pilgrim Ethar El-Katatney said.

Journalist Khaled Al-Maeena said he believes pilgrims rushing to finish could have been the main reason
for the stampede.
"People like to do the first stoning in the morning," he told CNN from Jeddah, Saudi Arabia.
At the stoning ritual in Mina, pilgrims hurl rocks at three walls and pillars called the Jamarat in a reenactment of when the Prophet Abraham stoned the devil to reject his temptations.

Extreme heat and exhaustion
The journey is physically grueling enough on its own.

But with temperatures soaring over 43 degrees
Celsius (110 degrees Fahrenheit), anyone who
succumbs to the elements might collapse and never
recover, El-Katatney said.
"I was out for a couple of hours just kind of taking
photos, recording. And just two hours standing in
the sun makes you so dizzy and so incredibly faint,"
she said from Mina.

"But regardless, people were still continuing to ...
their ritual, where the stampede happened."

El-Katatney said the sight of the carnage was simply
"horrendous."
"It's literally a pile of bodies of people who ... pushed, they shoved, they panicked, they screamed," she
said. "It was hot, someone fell, others trampled and they got stampeded."
El-Katatney said she talked to some of the men who were caught in the mayhem.
"They told me how if you fell, if you weren't strong enough to withstand the pushing and shoving ... if you
fell, you weren't going to get up again."
Crushed from opposite directions
El-Katatney said pilgrims were trying to push their
way in opposite directions -- some headed to the site
of the stoning, some coming back from their
previous ritual.
"As our group started to head back, taking Road
204, another group, coming from Road 206,
crossed our way," said another worshipper, Ahmed
Mohammed Amer.


"Heavy pushing ensued. I'm at a loss of words to
describe what happened. This massive pushing is
what caused the high number of casualties among
the pilgrims."
After the stampede, it took hours for rescue workers
to try to tend to all those trampled.
"The ambulances, the sirens were overwhelming," El-Katatney said. "For hours and hours, you could hear
them constantly."

Even though Saudi officials are extremely versed in
hosting Hajj crowds, many of the pilgrims are
making the journey for the first time and might not
be prepared to follow all directions or handle the
chaos.
"If any mistake happens -- if a group makes the
wrong turn -- that will cause a disaster," Jamal
Khashoggi of Saudi Arabia's El Arab TV told CNN on
Friday. "And that's exactly what happened
yesterday."

problem may have stemmed from some pilgrims not
following established guidelines, the Saudi Press
Agency reported.
And novice pilgrims might try to "go on their own, or
try to take a shortcut," Khashoggi said.
A deadly history
Hundreds of other pilgrims have been killed during
the same ceremony in years past. But Thursday's
disaster was the deadliest at Mina since 1990, when
1,426 people died.

The latest calamity also came 13 days after a crane
collapse killed more than 100 people at another
major Islamic holy site, the Grand Mosque in Mecca.
After a stampede during Hajj killed 363 people in
2006, the Saudi government erected three massive
pillars and completed a $1.2 billion, five-story bridge
near the site where pilgrims can toss stones.

But after the latest mass tragedy, many are

Saudi authorities said another 850 people were injured as massive crowds pushed at Mina, near Mecca.
Saudi officials Thursday updated the death toll of the people who were killed in a stampede at the annual Hajj pilgrimage to more than 700. The
tragedy occured just outside the holy city of Mecca, where over 2 million people were performing the annual Islamic pilgrimage.
The Saudi civil defense said that 850 other people were injured in the crush caused by massive crowds pushing at Mina. Mina is where pilgrims
carry out a symbolic stoning of the devil by throwing small rocks against three stone walls. It also houses more than 160,000 tents where pilgrims
spend the night during the pilgrimage.
