The Tasmanian Canine Association Inc. does not represent or warrant that the information, statements or representations contained in any material including but not limited to statements as to the condition or attributes of any dog are correct and are not to be held liable or responsible in any way whatsoever for any mis-statement or error in the information, statements or representations contained in any material. 1 TASMANIAN CANINE ASSOCIATION INCORPORATED NOTICE OF ELECTION FOR TCA INC COUNCILLORS An election shall be held to elect four Councillors to take office for the period February, 2013 to February, 2016 and a by-election will be held to elect one Councillor to fill a vacancy (for a one year period 2013-2014) created by the resignation of Mr S. Baker. A member nominating for election as a Councillor is required to meet the eligibility criteria as defined hereunder. Written evidence must be attached to the nomination form giving full details of having met the following requirements: (a) is an ordinary financial member of the TCA Inc. and at least 18 years of age. (b) in the opinion of the Council, has been a financial member of the TCA Inc. or an ANKC affiliated body, for a continuous period of no less than five years. (c) in the opinion of the Council, has served as a member of the Council of the TCA Inc. or of an ANKC affiliated body, defined in Clause 7 of the Association’s Constitution, or has held an executive position on a body affiliated with the TCA Inc. or with a body affiliated with a member body of the ANKC for a period or periods in total of not less than two years or in the opinion of Council, has held an executive position on the committee of a body, incorporated under the Incorporations Act for a period or periods in total of not less than two years in addition to having held an executive position on a body affiliated with the TCA Inc or with a body affiliated with a member body of the ANKC for a period in total of not less than one year. (d) executive positions are those of president, vice president, treasurer and secretary. “financial member”, in relation to this notice, means a member of at least 18 years of age, who has paid the fee prescribed for ordinary membership of the TCA Inc., for the period for which such fee has been prescribed and such member shall be a resident of the state of Tasmania. An eligible financial member of the TCA Inc. may cast a vote for up to but not more than four candidates. The four candidates who receive the highest number of votes shall be elected to the vacant positions for a three year term February 2013 to February 2016. The Candidate who receives the fifth highest number of votes shall be elected to the vacant position for a one year term February 2013 to February 2014. In the event of a tied vote for the last position, the names of those candidates who received the identical number of votes in the tie shall be subject to a simple draw and the winner of the draw shall be duly declared as a Councillor. Nominations for elections shall be accepted only on the approved nomination form available on the Association’s website or from the TCA Inc. office and with all the particulars required thereon properly completed. Nominations shall be received in the Council office not later than the closing time of 12.00 noon on Wednesday, 31st October, 2012. The list of nominees shall be published in the December/January issue of the “TCA Inc. Gazette”, together with the rules, regulations and procedure for voting. Nominees are invited to submit a photo and a short resume of their involvement in canine activities which will be published free of charge. The resume must accompany the nomination form, a photograph is optional. A nominee may appoint a person who is a current financial member, as defined in Clause 1 of the Rules for Election, to act as their scrutineer at the counting of votes. Counting of votes cast in such election shall take place at the RAST Administration Building, Royal Showground, Glenorchy, on Monday, 7th January, 2013 commencing at 1.00 pm. Councillors whose terms expire in February 2013, are: Miss Barbara Duke, Mr Brian Enright, Mr Michael Evans, Mrs Susan Shrigley 2 TCA PRESIDENT’S REPORT One of the biggest issues on the table at recent TCA Inc Council meetings has been the future location of dog showing in the south of the state. Many of us can still remember the problems which occurred in the North when the facility at Elphin was sold and have been trying to ensure that the same thing doesn’t happen in the south. Two years ago, for the first time the association obtained a lease on the dog area at the Showgrounds. Previously individual clubs rented the area on a day by day basis with absolutely no security of tenure. Of course during the last two years the canteen area was condemned and removed which reduced Club’s ability to raise additional revenue from food sales. The TCA has been reluctant to spend any money at the site for fear it would be lost if we had to move. We recently conducted a survey of members which indicated that a substantial majority of members felt that a location other than the Showground would be the preferred option in the South. It must be remembered however that this was a state wide survey not just southern members. The lease agreement recently expired and temporary arrangements were made until the end of December 2012. In addition a meeting was called of Clubs which use the Showgrounds to look at the proposal for a new lease offered by the RAST. A motion was unanimously passed at that meeting that TCA enter a further lease with the RAST for a longer period so that some of the upgrading which is required could be carried out and the cost amortised over a reasonable period. In addition the meeting resolved that TCA immediately commence investigations to locate a suitable show area in the Hobart region so that if in future we decided or were required to vacate the Showground, we would have somewhere to go. At the last TCA Council meeting, it was agreed to enter a five (5) years lease with the RAST for the dog area of the Showground and at the same time it was agreed that a Committee would be established with appropriate expertise to try and locate a suitable area for a future dog centre that is within the TCA’s financial capacity. This was a difficult decision bearing in mind the results of the survey but the majority of Council Members felt that if the TCA decided to develop its own centre, it would probably take nearly 5 years to have it up and running and in the meantime Southern Clubs needed certainty to plan for future shows. In addition the TCA will now be able to determine what improvements and additional facilities can be justified at the Showgrounds considering that we will be there for at least 5 years. I also have to report the passing of Past President, Rod Thirkell-Johnson. Rod was an appointee of RNAPS in the days prior to our having an elected Council and was in fact President during the period we were negotiating with RNAPS and RAST to become fully democratic. He was most helpful during this period and unlike many other States the transition went very smoothly. I regard it as a privilege to have served under him during this period. The ANKC approved Rally Obedience as an official trialling event as from 1st January 2012. Tasmania was the main state working to achieve this and finally succeeded in their efforts. The FCI has advised the Mr J Zampini (Argentina) has been suspended from judging for the period 27 August 2012 until 27 August 2013. TASMANIAN CANINE ASSOCIATION INC DISTINGUISHED SERVICE AWARD CRITERIA 1. The recipient is to have given outstanding service to the canine world over a period of time. 2. The recipient is to have been a working member of one or more clubs, having assisted with club canteens, fund-raising, working bees, training days, stewarding, managed or worked in Show Offices, produced club magazines, produced or donated equipment for the membership use. 3. Nominations are to be accompanied by a written statement, duly signed by the proposers who must be financial members of the TCA Inc. The nominee’s contributions to the canine world must be listed. 4. The TCA Inc invites nominations from all disciplines. Nominations will be received up to 31 October each year. 5. Up to four awards, at the discretion of Council, will be presented each year. There is no obligation to make any awards each year. Recipients will be advised in writing prior to the presentation. This advice is to be marked ‘CONFIDENTIAL’. 6. Presentations will be made at the TCA Inc Christmas Show. 7. The TCA Inc Council decision is final. No correspondence will be entered into under any circumstances. 8. No serving Councillor will be eligible for this award. The TCA Inc offers a microchipping service throughout the state at a cost of $20 per dog/ puppy (including lifetime registration on a nation-wide data base). Some of our dogs have already gained their Advance Rally O titles. As a bonus - Traditional obedience trial entry numbers are also improving. Rally O is an excellent way to ease you and your dog into traditional obedience trialling if that is the way you want to go. It is a relaxed yet fun sport and the dogs really enjoy it. Three passes in each class are required for titles, i.e. Novice, Advance and Excellent - under two different judges. Higher classes such as AE are of course more difficult and take longer to gain titles but plenty of practice is the way to go. Hobart Canine Obedience club runs training classes each Sunday on their Domain training grounds. Classes run from 12 noon to 2 pm. Come along and have a look. Exhibitors are advised there will be detailed notes included in with the return of exhibit numbers, so please take the time to read them. The Show Schedule was in the last gazette. Included with this copy of your Gazette is a bookmark – one of a set. More will be available at the Canine Exhibition Show on 24th November 2012. Thanks to all who attended our very enjoyable and successful Greyhound Night. Apart from our ongoing raffle this was the last fundraising event outside of the actual show. I would like to thank Dogs Tasmania Council and Office as well as all those members who have been so supportive of our efforts. We have, to date, raised an impressive amount and this is being applied to the presentation of the show. We are also getting donations for various breed and other trophies and these have all been detailed on our Facebook page – The Canine Exhibition. Amongst our latest supporters are Ware Bros Cutlery – “The Knife Shop” in Hobart and National Dog – The Ringleader Way; a free on-line Magazine. In line with the interest the first Chairman of the Canine Society had in native, as well as domestic animals, it has been decided to have a donation box at the show for the Tasmanian Devil FTD survival campaign. Anyone who wishes to give the Tasmanian Devil campaign a Christmas donation is invited to do so. Students at the Bowen Road Primary School will be spending some time in September meeting a few show dogs and the Mini Art and Story Exhibition at the Canine Exhibition will be the result of their work. SECTION 1 – CODE OF BEHAVIOUR As a member of the TCA Inc I will: • Conduct myself politely and with integrity at TCA Inc approved events. • Conduct myself in a sportsmanlike manner at such events and in any related activities or communications • Respect the reputations of other members, including judges, at TCA Inc approved events and in dealings in wider forums, including chat lists, on the internet and in other communications. SECTION 2 – COMPLIANCE WITH CODE OF ETHICS Each member, upon signing an application for membership or renewal of membership of the T.C.A. Inc, and being duly elected to general membership of the TCA Inc, shall, in addition to agreeing to be bound by the Constitution, Rules and Regulations of the TCA Inc, be also bound by the TCA Inc’s Code of Ethics relating to responsible dog ownership, including the keeping, welfare, breeding, selling and disposing of dogs by members to the effect of the terms and conditions set out under Section 3 hereof. SECTION 3 – CODE OF ETHICS AND UNDERTAKING In consideration of the Tasmanian Canine Association Inc electing me to its general membership and approval of that renewal from time to time, I pledge to the Tasmanian Canine Association Inc that: 1. I shall ensure that at all times all dogs under my control are properly housed, fed, watered, exercised and receive proper Veterinary attention, if and when required. 2. I shall not allow any dogs under my care to roam at large and when away from home ensure that they are kept fully leashed, or under effective control, at all times. All dogs must be able to stand up to full height and be able to turn around with ease in any crate in which it is confined. 3. I shall breed only for the purpose of improving the quality and/or working ability of the breed in line with the breed standard and not for the pet market or any other commercial purpose. 4. I shall not breed from any bitch kept by me causing it to whelp before it is 12 months of age and I shall not breed any bitch kept by me causing it to whelp more than twice in any 18 month period. I will not breed any bitch kept by me causing it to whelp more than 6 times without prior written approval from the TCA Inc Council. 5. I shall not permit any of my pure bred dogs to be mated to a dog of a different breed, to a cross-bred dog, or to an unregistered dog of the same breed. 6. I shall not sell or otherwise transfer from my care any puppy under 8 weeks of age, within Australia and 11 weeks of age overseas, the pup must have had its initial vaccination for distemper and parvo-virus. 7. I shall ensure that all persons acquiring dogs from me clearly understand their responsibility for the care and welfare of the animal, that they have the time and facilities (i.e. adequate fences, sufficient room and proper shelter etc) to perform their obligations. 8. I shall provide to all purchasers of dogs sold or placed by me, written details of all dietary and immunisation requirements and/or an appropriate publication relating to such requirements and responsible dog ownership. 9. I shall not sell any dog to commercial dog wholesalers, retail pet dealers, or directly or indirectly allow a dog to be given as a prize or donation in a contest of any kind. 10. I shall not knowingly misrepresent the characteristics of the breed, nor falsely advertise, or mislead any person regarding the performance of any dog. 11. I shall ensure when selling or transferring a dog to another person that documents as required by TCA Inc Regulation 58, will be provided to the purchaser or transferee. 12. I undertake not to advertise puppies for sale as TCA Inc registered until the application for registration has been lodged with the TCA Inc Office. Recently the resume of well accomplished dog made it’s way to another judge’s desk. The reaction from the dog community was very predictable, outrage! Words such as cheating, poor sportsmanship, corruption were used. Rightly so, naturally it is very disappointing to think one of our peers is taking advantage of their position. But how usual is it really?? Many of the denouncers of the above actions are themselves guilty of using the new medium to correspond with judges both locally and overseas. The internet! Of course a wonderful tool that makes people so much more accessible. But have our clubs kept up with this new medium. More to the point have the rules kept up with this social revolution. Although it is illegal to contact a judge with one’s dog resume, it seems that using social media is providing an opportunity to promote one’s dog directly to judges. Be friend the judge due to visit the area some weeks or even months in advance, attach photos and be sure to announce all your dog’s wins so that they may make their way to the judge’s page. How is this different from contacting by email or post? Some of the very people expressing the most outrage over the latest incident are themselves guilty of posting photos to an international judge before a Royal. I would like to add that the photos were removed by the judge sometime after his appointment. Sadly this practice is now very wide spread, judges do it, but so do many more competitors. It seems “acceptable". The question really is how is cheating on a large scale any better than on a small scale? RESOLVED: ‘The paper be published in the Gazette, posted on the website and e-mailed to all Councilors.’ COMMITTEE REPORTS: Reports were received from the Junior Handlers and Obedience Committees. GENERAL BUSINESS: Executive Officer's Report The EO’s Report advised that: • Processing was at a 7 working day turnaround. • There were 165 puppies registered in the period 13 June to 11 July 2012 compared to 188 for the same period last year; 1169 YTD, 1051 last year. • There 1045 members including Life Members as at 11 July 2012. • The Man O’Ross Hotel had closed and that he would try to find an alternative venue at Ross that serves meals. D Sales advised the meeting that The Grange at Campbell Town had good meeting facilities. ANKC Conference The EO advised the meeting that any business to be discussed at the ANKC October 2012 Conference had to be with the ANKC Administrator prior to 10 August 2012. RESOLVED: ‘Any notices of motions, etc to be with the EO prior to 01 August 2012 together with the rationale to enable them to be circulated prior to the TCA Inc Council, meeting that is scheduled for 08 August 2012.’ Green and Gold Shows S Shrigley advised the meeting that the Green and Gold Shows being organised by the Tasmanian Kennel Club caused problems with winning exhibitors at the Saturday part of each show having to return on the Sunday for Show Specials.
