Malloy to head the newly minted
CT Airport Authority (CAA),
possesses the credentials to tackle the task
and is ready to go, explaining, “The biggest
challenge is where to start”.
L
ess than 3 months after the CT legislature
created the Connecticut Airport
Authority, the Board of Directors that
will oversee that Authority has been selected.
CT Governor Dannel Malloy added his
four appointments to those of the top four
Legislative leaders to complete the 11 member
Board, which includes ex-officio members;
the Commissioner of the Department of
Community and Economic Development,
the Commissioner of the Department of
Transportation, and the State Treasurer.
In his naming of the four gubernatorial selectees,
Governor Malloy stated; “The Connecticut
Airport Authority will oversee the operations of
all of the state-owned airports, but particularly
with regard to Bradley International Airport,
it will help make it a part of the state’s overall
economic development and growth strategy,”
said Gov. Malloy. “Bradley Airport is centrally
located, easily accessible and it could be a major
economic driver in our state if we approach its
operations and management strategically. The
CAA will free Bradley from the bureaucracy
that has hamstrung the airport in the past and
help to make it more attractive to new routes,
new airlines and new ways to increase our state’s
economic viability.”
Governor’s Appointments
to the CAA Board:
Mary Ellen S. Jones (Chair, Glastonbury) –
Jones is the President of the Engine Alliance, a
50-50 joint venture between Pratt & Whitney
and GE, that manufactures and supports the
GP7000 engine for the Airbus A380 aircraft.
Previously, Jones headed Pratt & Whitney’s
Commercial Engines & Global Services
Marketing organization, and worked for three
years in Toulouse, France, directing Pratt &
Whitney’s operations at Airbus headquarters.
The Glastonbury resident is the President of
the Engine Alliance, a 50-50 joint venture
between Pratt and Whitney and GE that
manufactures and supports the Connecticut
built GP7000 Engine for the Airbus A380.
She assumed this role in November of 2009,
after heading Pratt & Whitney’s Commercial
Engines & Global Services Marketing, where
she led worldwide marketing initiatives for
P&W’s new engine and aftermarket businesses.
The new CAA Chairwoman previously served
as Vice President – Marketing and Sales for
the Engine Alliance, and also worked for three
years in Toulouse, France directing Pratt &
Whitney’s operations at Airbus headquarters.
Her other experience includes management
positions with Pratt & Whitney and United
Technologies Corporation in Sales, Contracts,
Communications and Government Relations.
As far as first steps for the new Authority,
there has been no lack of input from outside
sources, starting immediately after her being
named to Chair the 11 member Authority (see
Governor Names Board” this page). Ms. Jones
explained, “there has been a lot of outreach”
on a number of items ; input via callers ranging
from passengers to elected officials expressing
opinions on baggage, parking, and the need

synergies and individual actions had
yet to be addressed, but “everyone is
eager to get going” the Chairwoman
noted in referring to the Board, and an
October meeting is being planned. Ms.
Jones intends to draw on her “strong
marketing and sales background” in
addressing the growth of CT’s airports
and implementation of new air service,

immediate task is getting to work on organizing the new Authority
and a Letter of Memorandum transferring control from the CT DOT,
as directed by the Legislation signed by CT Governor Malloy on June
30, 2011. First priority, after establishing procedural and operating
guidelines for the Board, will be given to “where do we get the biggest
impact the soonest”, explained the Chairwoman. Personal business and
travel experiences that include 1 million miles on “at least one airline” and
a collection of Board members with very impressive resumes are all ready
to start the effort that has been decades in the waiting.

he famed Tuskegee Airmen were noted in two separate venues at
the Aircraft Owners and Pilots Association (AOPA) Summit, held
September 22-24, 2011. In addition to a documentary short film
and presentation by the CAF’s Red Tail Squadron’s “Rise Above Travelling
Exhibit” at Brainard Airport, scene of the AOPA Airfportest; Cuba
Gooding Jr. took the stage with AOPA President, Craig Fuller to discuss a
soon-to-be-realeased film chronicling the story of the pioneering Tuskegee
Airmen titled Red Tails, on the AOPA Live stage in the exhibit hall at
the Connecticut Convention Center. During his visit he also planned to
stop at the Commemorative Air Force’s Red Tail Squadron located at the
Airportfest at Hartford-Brainard Airport. There he could view the CAF’s
P-51C Mustang—painted with the distinctive red tail of the Tuskegee
Airmen.
Red Tails, from Executive Producer George Lucas, is directed by Anthony
Hemingway and will open Jan. 20, 2012. . Gooding stars in the role of

according to General Manager Michael Skeggs, it has been working
out very well. Under the online program, parkers go to www.parkbradley.
com, reserve their space online for as many days as they like, and pay the
$2.00/ day reservation fee. They can then print out a reservation ticket
which they place on their dashboard after parking in their reserved spot
on Level 3, directly across from the ticket counters. There’s 38 spaces total,

T
he Connecticut Department of Transportation (DOT) is announcing
that the Federal Aviation Administration (FAA) has awarded the
state $8.36 million -- $5 million for voluntary home acquisitions for
residents of Middlebury and Oxford living near Waterbury-Oxford Airport,
and $3.36 million for sound insulation for homes near Bradley International
Airport in Windsor Locks.
“These are ‘quality of life’ dollars that will go a long way toward improving
the living conditions of homeowners near these busy airports,” said DOT
Commissioner James P. Redeker. “We have been pursuing these funds for
some time now and I am please that the FAA has delivered. We can put this
money to use immediately.”
At Bradley, the overall program consists of the sound insulation for some 578
dwellings located in the four main runway approaches. The total estimated
cost for the program is $32 million. Three FAA grants totaling $9.5 million
have already been received and will fund the insulation of 160 homes
and design plans for 229 more. A project to sound insulate 100 homes is
currently under way with completion expected by spring of 2012. The new
$3.36 million just released will pay for the insulation of 50 homes and for the
preparation of design plans for another 110 homes.
The $30 million Waterbury-Oxford program consists of the voluntary
acquisition of 72 homes at the end of the main runway. The houses are in the
Triangle Hills section of Middlebury and one in Oxford. Using two previously
approved FAA grants of $6.18 million, 17 homes have been purchased and,
of those, 10 have been demolished. The new $5 million will allow for the
purchase and demolition of another 13 homes – bringing the program to
about 40 percent completion.

From SBA New Federal Program Will
Help Grow Export Base In State
G
overnor Dannel P. Malloy today announced that the Small
Business Administration (SBA) awarded a $546,822 grant to
Connecticut to help increase state exports and the number of
small businesses that export.
“Connecticut has a diverse industrial base and an innovative and highly
productive workforce that is already exporting its products around the
world. But there is potential to grow,” said Governor Malloy. “As exports
are an engine of growth, I believe this new program and the resources it
provides will create economic optimism by helping even more Connecticut
companies capitalize on their products, expand their markets, and increase
their value in the highly competitive global marketplace.”
The SBA created the State Trade and Export Promotion (STEP) pilot
grant initiative earlier this year to provide grants to state export offices
over the next three years. The program, authorized by the Small Business
Jobs Act of 2010, is aimed at increasing the number of small businesses
that want to export and increasing the value of exports for those small
businesses that currently export.
The $546,822 represents year one of the three-year grant. States
must apply each fiscal year for their annual allotment. Connecticut’s
Department of Economic and Community Development (DECD) will
administer the program and direct funds toward international business
development opportunities and technical assistance programs.

Arcor Laser Grows Into New Location

Services LLC, has fully moved into its new
headquarters in Suffield, Conn. ARCOR, a
leader in new and unique solutions for laser
processing and system integration, has now
centralized its production, administrative
offices, shipping/receiving and warehouse
departments in the new facility. The

for sensitive medical devices, which has been
a strong business segment. The company
will now have the capacity to double its manufacturing in the new 12,000 sq. ft. building.
Additionally, ARCOR will be able to add another 12,000 sq. ft. to meet expected growth
within the next two years.
The new facility is located at the intersection of Route 75, Spencer Street and 4 Kenny
Roberts Memorial Drive, close to Bradley International Airport. State officials said the new
location is a prime asset for the region.
“I think it’s a great addition to the industrial park in Suffield. It’s nice to see this finished
building right here making high-tech product,” said State Rep. Elaine O’Brien (D-Suffield/
Windsor/East Granby).
The precision laser processing manufacturer offers laser welding, fine cutting, drilling,
laser additives manufacturing, marking, and laser system integration to a diverse customer
base including: automotive, medical, aerospace, power generation, firearms, military, space
propulsion and electronics industries.
“It feels good to be in a bigger building and being near the airport gives us a lot of access
to logistics, and a lot more space to expand,” said Gary Francoeur, president of ARCOR
Laser Services. “We designed the facility specifically for the processes that we do. We’re able
to bring in more equipment to expand the production use, as well as bring in some of the
newer technology.”
ARCOR’s new facility is equipped with a full metallurgical laboratory for quick and accurate
process analysis. Construction of the facility was completed in March 2011, and the company
officially celebrated its opening in June.
“This is a very visible corner as you come into Suffield and the airport, and ARCOR is a
future growth company in this town,” said Suffield First Selectman, Tom Frenaye, during
the grand opening event.
Francoeur, who has been at the forefront of the laser industry for more than 20 years, said
ARCOR’s advanced technology laser job shop is a single source for a variety of materials
and processes. He explained that ARCOR also offers added value contract manufacturing to
provide the end customer with a complete manufacturing solution.

he Bradley Development League (BDL)
has launched its newly upgraded website

League retained the services of Web Solutions of
Meriden to design the new website. The League
is a consortium of four towns surrounding Bradley
International Airport that markets the airport and
region for economic development purposes. East
Granby, Suffield, Windsor and Windsor Locks
share the economic engine of Bradley Airport, as
well as the important highway access provided by
Route 20 and Interstate 91. By acting together the
communities, area businesses and the airport can
realize greater economic and community benefits
than are possible through separate efforts. This
inter-town cooperation was recognized by the
Capital Region Council of Governments with a
regional award touting that town officials “share
information and market the area without regard to
municipal boundaries.” The League was created in
1995 and was formally incorporated as a non-profit
corporation in 2000, adding business representatives
to the board to reflect the combined public/private
nature of this endeavor. The League towns presently
boasts more than 2,000 acres of buildable land and
a quality inventory of existing commercial and
industrial buildings for sale or lease.
The Bradley Development League is very pleased

2011 Air Show a Boon to Connecticut Aerospace Suppliers
EDAC Aero and Flanagan Industries Secure Over $60 Million in Contracts
C
onnecticut aerospace suppliers
secured millions of dollars of
contracts at this summer’s Paris Air
Show, demonstrating the industry sector’s
strength and overall competitiveness in the
worldwide aerospace market.
EDAC Aero of Farmington and Newington
secured more than $50 million in long-term
contracts from major European aerospace
manufacturers after recently concluding
months of negotiations. Flanagan Industries
signed a contract worth over $10 million.
In addition, Connecticut’s signature
aerospace company – United Technologies
Corporation – reported significant orders
for jet engines at the show, further positive
news for the state’s suppliers.
“Connecticut’s aerospace companies are
among the best in the industry, and the
Paris Air Show was a great opportunity to
demonstrate their excellence in technology
and precision manufacturing,” said
Governor Malloy. “We will continue
to build relationships with key partners
overseas, and as the new contracts for
EDAC Aero and Flanagan Industries
illustrate, this translates into more
opportunities to increase investment in the
state. Positioning Connecticut as a leader
in aerospace innovation will help move
our economy, expand jobs and grow our
companies.”
The 49th Paris Air Show, held June 2024 in Le Bourget, France, attracted 2,000
international exhibitors.
“Due to perseverance, research and our
multiple trips to the air shows with Team
Connecticut, Flanagan Industries has
diversified and increased our presence
in the European aerospace community,”
said Kevin Flanagan, director of sales
at Flanagan Industries. “I am proud to
announce that our company has signed a
long-term contract with a new European
customer in excess of $10 million for parts
to be manufactured in Connecticut for
the next 20 years.” Flanagan Industries,
of Glastonbury, was just one of the
Connecticut exhibitors to reap success as a
result of their air show participation.

joined forces with the Connecticut Center
for Advanced Technology (CCAT),
Connecticut Light & Power (CL&P),
Yankee Gas Services (YGS) and 18 aerospace
firms from throughout the state to create an
exhibit that showcased the state’s aerospace
attributes. DECD business recruiters met
with more than a dozen aerospace business
executives interested in learning about
Connecticut and exploring ways to enter or
expand in the North American market.
The value of the Air Show to Connecticut
companies is clear.
“These strategically
significant pieces of
business cannot be left
to emails, presentations
or phone conversations
alone and the air shows
play a significant role
as meeting participants
tend to have a ‘let’s get
things done’ attitude,”
said Tom Couture, EDAC Aero vice
president of sales/marketing, whose
company was part of the Connecticut
exhibit.
According to CCAT, there are more than
1,000 firms and 40,000 workers in the
state’s aerospace industry. CL&P President
& COO Jeff Butler said that the aerospace
industry is an “economic mainstay” in
Connecticut and that CL&P strives to
help the state stimulate and expand that
and other important industries. “If the
State of Connecticut succeeds, we at CL&P
succeed,” Butler said.

said Connecticut’s aerospace companies
advance the notion that manufacturing is
“alive and well” in the state. “It is critical
that our firms have a presence at venues
such as the Paris and Farnborough (U.K.)
air shows to demonstrate Connecticut has
among the best precision manufacturers
in the world,” he added. “We believe the
results coming in validate the air show as
a valuable venue for our companies and
we look forward to repeating this effort in
2012 at the Farnborough Air Show in the
U.K.,” Ginsberg said.
“We are especially proud of the showing our
suppliers and component manufacturers
made at one of the world’s largest air shows
and look forward to helping these firms as
new business flows into Connecticut,” said
Catherine Smith, commissioner of DECD.

Ground On New Location
E
xecutive Valet Parking, Bradley International Airport’s leading offairport parking facility broke ground on Wednesday, August 3,
2011 at 10 a.m. The new facility is located at 1186 South Street
(Route 75) in Suffield.
In attendance were Suffield’s First Selectman Tom Frenaye, Selectwoman
Joanne Sullivan, and Economic Director of Suffield Patrick McMahon, all
of whom are confident Executive Valet’s new facility is poised for success.
They also credited Piccolo for choosing to go with local companies for the
construction.
The new facility will sit on 17.8 acres, a huge increase from its old 4 acre
property, and will boast 1,168 parking spaces. The new facility will create
a 20 percent increase in jobs, and will employ state-of-the-art technology,
including eco-friendly electric charging capabilities.
Guy Piccolo, owner and President of EVP has operated the lot since
1998, and prior to that owned and operated Piccolo’a Valet in Windsor
Locks since 1975. “This project has been nearly five years in the making
and we are four weeks ahead of schedule,” according to Piccolo, “and I
couldn’t have done it without being surrounded the best people any one
could hope for: General Manager Christine Roy, Vice President Nancey
Romanelli, Director of Marketing and Sales Steve Lepow, and Director of
Web Development Jack Lambert.”

Completion of First Phase
T
he Miami Airport Convention Center (formerly known as the Miami
Mart Exhibition Center) finalizes the fist phase of its $12 million
dollar modernization project.
The Miami Airport Convention Center is Miami’s second largest convention
and exhibition facility with a total of 172,000 square feet meeting space and
has the ability to host over four hundred trade show booths. The MACC
features state-of-the-art technology in executive level meeting facilities, and is
able to host large special events in their new 29,000 sq. ft. Ballroom.
Recent events held at the MACC: SOLO Art, Miami National Antique Show,
State-of-the-Ports Luncheon, and Miami Comic Con Convention among
others and is the home of the 2011 Air Cargo Americas.
